No one-sided decision on Naga issue: PM

IMPHAL/NEW DELHI, DEC 28: Prime Minister Narendra Modi on Thursday said that people of the North Eastern states should not believe in “tendentious rumours” but depend on the government statement and assured that “no one-sided decision” would be taken on the Naga issue. He conveyed this while talking to an eight-member team of three civil society organisations (CSOs) of Manipur-- United Committee Manipur, All Manipur United Clubs Organisation and Committee on Civil Society Kangleipak-- who called on him on Thursday morning on the issue of the framework agreement the Centre had signed with NSCN (I-M) on August 3, 2015. Modi also informed the CSOs that there was no need to be apprehensive over the state’s territory but have confidence in the assurance given by him (Modi), the delegation said in a statement. Army chief arrives Dimapur DIMAPUR, DEC 28 (NPN): Chief of the Indian Army, Gen. Bipin Rawat arrived at Dimapur Thursday to oversee the operational preparedness of the Army’s Rangapahar Spear Corps. In a communiqué, PRO defence informed that the Army chief would be visiting important locations in the states of Nagaland, Assam and Manipur on December 28 and 29. Gen. Rawat will be briefed at various Army and Assam Rifles Headquarters. Gen. Rawat also called on Nagaland chief minister, T.R. Zeliang to discuss vital aspects pertaining the State. Besides the prevailing security situation in these States, facilitating the ongoing peace process as well as improving employment generation opportunities, will also figure in the planned discussions. During the visit, the Army chief will be accompanied by Lt. Gen. Abhay Krishna, GOC-in-Chief Eastern Command and Lt. Gen. Anil Chauhan, GOC Spear Corps. It may be noted that the Spear Corps, besides undertaking extensive counter insurgency operations in the three North East states, is also responsible for conduct of operations along the Line of Actual Control in Arunachal Pradesh.

During the meeting which lasted for about 15 minutes, the CSO leaders also submitted a memorandum describing the stance of the people on their territorial boundary. The delegation reportedly told the Prime Minister that despite repeated assurances from leaders of the Union government including himself, there were still apprehensions in the minds of the people due to the negative assertions from different circles and failure of the Centre to disclose the content of the frame work agreement. In reply, Modi asked the delegation to identify the parties creating such apprehensions and convince them the Centre had never made any official statement on the issue. the CSOs as well as from the people, PM was quoted as saying. Further, Modi urged the delegation to work towards peace and tranquillity in the state. Meanwhile, the delegation reminded the PM about the June 18, 2001 uprising asserting that it had been the fallout of Centre’s decision to extend the ceasefire truce with the NSCN(I-M) without ‘territorial limit’ without taking prior consent of the people. They informed the PM that any attempt or clause to affect the age old territory and interests of Manipur will not be accepted by the people of the state. They further informed that Manipur will not raise objections on any matters related with the agreement if confined within the state
of Nagaland. However, people of Assam, Arunachal Pradesh and Manipur will oppose any move affecting their territories, the delegation cautioned. Manipur CSOs have not ruled out violent protest if the Framework Agreement with the armed group NSCN (I-M) tinkered with the state’s boundary. “If the framework agreement is only for Nagaland, give them whatever they want -- sovereignty, flag, passport, whatever,” said UCM president and spokesperson of the delegation Johnson Elangbam. “But if it is going to be linked to Assam and Manipur, our voices must be heard. Or else, there could be a repeat of 2001 and the consequences will be on the centre,” Elangbam asserted.
Centre must respect House resolution on framework: Shiv Sena
Meanwhile, Shiv Sena Manipur State unit Thursday categorically stated that the BJP-led NDA government of the Centre must respect the resolution adopted by the Manipur Legislative Assembly on December 22 for disclosure of the contents of
the Framework Agreement, The Sangai Express report stated. Speaking to media persons, Shiv Sena Manipur unit president, M. Tombi said that Shiv Sena fully supports the State Assembly resolution of December 22. Claiming that the Framework Agreement was signed after acknowledging a resolution adopted by the Nagaland State Assembly for integration of Naga inhabited areas, M. Tombi said that Shiv Sena would oppose NDA if the NDA Government opposes the resolution adopted by the State Assembly for disclosure of the contents of the Framework Agreement. “During a meeting with interlocutor RN Ravi sometime back, he said that he was thinking about 6th Schedule or something similar. He said that something must be given”, Tombi conveyed. They also urged MPs to take up the issue (Framework Agreement) in the Parliament. Shiv Sena and the people of Manipur have no ill-feeling against any measure taken up by the Central Government for development and welfare of Nagaland, he added.
PAVL assures to setup 100-bedded hospital, university in Nagaland

D I M A P U R , D ec 2 8 (NPN): Nagaland chief minister, T.R. Zeliang has reiterated that education was a crucial need in Nagaland and for which the state government would welcome any organisation, whether religious or non-religious, willing to set up institutions and universities to raise the standard of education to the highest level. He said this while speaking at a programme to felicitate Deviangs (a branch for the differently- abled under Patanjali Ayurved Limited- PAVL) held at the residence premises of N.Thomas Lotha (Advisor Higher & Technical Education), Khermahal, Thursday evening.
While acknowledging Baba Ram Dev aide Bal Krishna Acharya who was present and welcoming his assurance to establish a 100bedded hospital for the differently abled in Nagaland Zeliang assured all possible support from the state government. “Let us open ways for the company to set up university in the state. Not only the state government but NGOs and every section of the society should cooperate not only towards this project but also towards any company who wants to invest in the state”, said Zeliang. Bal Krishna Acharya of Patanjali Ayurved Limited (PAVL) a Fast Moving Consumer Good (FMCG) company has assured that they will set up a 100-bedded
hospital in Dimapur for the differently-abled person and has expressed interest in setting up a university in Nagaland in partnership with the state government and Central government. Three sites were inspected of which one would be chosen for the 100- bedded hospital. In response to the chief minister’s full support to the Deviangs, Bal Krishna Acharya immediately sanctioned Rs. 100 crore towards the project which was announced by advisor Higher and Technical Education, N Thomas Lotha. Thomas is also a member of General Council for People with Multiple Disabilities, Ministry of Social Justice and Empowerment, Government of India. The programme was organised to felicitate Deviangs a branch of Patanjali Ayurved Limited headed by Baba Ram Dev and his aide Bal Krishna Acharya. Former Uttarakhand chief secretary, R.K. Gov, CM others condole Addl. DG PF Zeliang’s demise NSCN (I-M) refutes LVC allegations DIMAPUR, DEC 28 (NPN): Addl. DGP (Law & Order), P.F Zeliang, a 1997 batch IPS officer of Nagaland passed away on Thursday afternoon at Dimapur after a brief illness. He is survived by his wife and four children. Various personalities and organizations have expressed their condolences over the loss. Governor: Nagaland Governor, P.B. Acharya has expressed grief and shock at the demise of the Late P.F Zeliang. A condolence message from PRO to Governor, said Acharya observed that Zeliang had served the Government and the people of the State with dedication and his immense contributions will ever be cherished by the people of the State. “Late PF Zeliang’s contributions, sacrifices and service to the people the State will be remembered by all. His demise was a great loss to
the state Police department in particular and the people of Nagaland in general” stated the Governor. Acharya further conveyed heartfelt condolences to the bereaved family members and prayed to the Almighty to grant strength and solace to overcome the grief. CM: Nagaland chief minister (CM), T.R. Zeliang, on behalf of himself and his family conveyed condolences to the bereaved family members and offered prayers that God to grant them strength to enable them to bear the sorrow and also for rest for his departed friend. Zeliang said that late P.F. Zeliang was a good family friend and had virtues that were rare in people these days. He said late P.F Zeliang was an upright officer and a down to earth, efficient man of principles who followed the law without prejudices and was also a good father.
Calling the departed a pioneer among the Zeliangs and an inspiration, the CM said that the loss will be difficult to fill in the days to come. The condolence note added that P.F. Zeliang joined the service since 1981 and was the ADGP (Adm) and ADGP (L&0) and was to take over the charge of DG (Prison, HG & CD) in the month of February 2018. Rio: Lok Sabha MP, Neiphiu Rio expressed shock at the demise of P.F. Zeliang, IPS, ADGP (Law & Order). Rio described Zeliang as a capable officer who rendered the best years of his life towards the service of the state and added that Nagaland had lost a dedicated officer. Rio joined by his family conveyed heartfelt sympathies to the bereaved family with prayers, that God console them and grant the departed soul eternal peace.
Patton: Former Home minister, Y. Patton, MLA on behalf of himself and his family, has conveyed condolences to the bereaved family of the late P.F. Zeliang and offered prayers that God grant them fortitude to bear the loss. Patton recalled that he had close associations with Zeliang during his stint as Home minister. Patton said he found Zeliang to be reliable and he worked with integrity and without bias and was also one of the major decision makers for the department. While regretting not being able to attend the funeral in person, as he was out of station, Patton added that his untimely demise has created a vacuum which will be difficult to fill. DIMAPUR, DEC 28 (NPN): Reacting to the allegation by Lhothavi Village Council (LVC) that some NSCN (I-M) cadres had allegedly taken away an elephant at gunpoint, secretary to the GPRN, M. Daniel Lotha has issued a clarification on the matter. Narrating the sequence of events, Daniel said that, the elephant was owned by one Abdul Sattar who hired it to Abdul Hafis on lease for six months. But even after the lapse of one year and ten months, he failed
to return the elephant, he said. Daniel said that on receipt of a complaint by the owner, an enquiry was initiated by Asalu region and found the elephant had been confiscated by one Toniho of Lhothavi village. But when the original owner asked for the elephant to be returned, Toniho claimed that the elephant had died and even a picture could not be taken as the elephant had begun to rot emanating a foul stench, (Cont’d on p-7) he said.

YBC begins initiative to support clean election Correspondent
WOKHA, DEC 28 (NPN): Supporting the Clean Election Campaign (CEC) and taking it a notch higher, Yukhum Baptist Church (YBC) in Wokha district has promised to hoist white flags with cross symbol in those households that are committed to respect the fundamental right to vote and uphold the principles of CEC initiated by Nagaland Baptist Church Council (NBCC) during the 2018 Assembly election. The initiative will take off with the theme “We cannot be victims of our ignorance anymore” by January-end or first week of February next year. In an exclusive interview with Nagaland Post, YBC pastor Zanbemo Kithan said he had announced two months back that the church would erect a white flag with across symbol as
sign of “testimony to the world to stand by truth as faithful citizens” in the houses of those who were committed to cast their votes honestly as a fundamental right by resisting all forms of allurements. He also appealed to candidates entering Yukhum village for campaigning to respect those houses that have white flags and not lure them with any promise, cash or kind. Kithan expressed joy at having received a positive response from the villagers and said the villagers were excited at the prospect of flags being hoisted at their houses. He added that the number of houses erecting the flags did not matter as long as the persons upheld truth. Referring to the violence, bloodshed and intimidations that took place at Yukhum during elections in the past, he regretted that even though the village cel-
ebrated 100 years of Christianity in 1998, it was one of the worst villages of the State in virtually every aspect. He informed this correspondent that the initiative was very challenging as there was a candidate from village itself, though he was optimistic that “God will help the village”. Kithan also acknowledged the support of Village Council in all the church’s activities and initiatives that were meant for the villagers’ welfare. The pastor recalled how 97 men from the village had participated in a three-day men’s camp held in a jungle in 2012, sought forgiveness from the Lord and vowed to stand by truth, protect the village’s interest and respect one another’s right. He claimed that since then the village had become very peaceful and that the villagers had taken part in the 2013 election peacefully. Crediting all significant
changes in the village to blessings of God, the pastor said God really performed miracles in the village. Kithan said the villagers began construction of the church with a budget of Rs 16 lakh. However, when completed three years later, the construction cost over Rs. 2 crore without any funds being raised. He said the church had sponsored 100 missionaries under All Indian Evangelical Mission, Lotha Baptist Ekhumkho Sanrhutsu and Yukhum Village Missionaries for three years. To a query on how the small church could sponsor such a huge number of missionaries, the pastor said with a smile: “Fasting and prayer were our only priorities and God blessed us with Rs 4 crore in five years and with that money the church was completed and subsequently the church sponsored the missionaries.” K Y M C
