Despite warnings, US loses Jerusalem vote

UNITED NATIONS, DEC 22 (AGENCIES): UN member states on Thursday, voted on a motion rejecting U.S. recognition of Jerusalem as Israel’s capital, with President Donald Trump threatening to cut funding to countries that back the measure. Nine countries supported the US’ decision, 35 abstained and another 21 did not participate, while 128 opposed the vote. The measure was sent to the General Assembly after it was vetoed by the U.S. at the Security Council on Monday, although all other 14 council members voted in favour. The status of the Holy City is one of the thorniest issues of the Israeli-Palestinian conflict, with both sides claiming it as their capital. Trump’s decision on December 6 to recognize the city as Israel’s capital broke with international consensus and unleashed protests across the Muslim world, prompting a flurry of appeals to the United Nations. But Trump warned that the U.S. would closely watch how nations voted, suggesting there could even be reprisals for countries that back the motion which was

put forward by Yemen and Turkey on behalf of Arab and Muslim countries. “They take hundreds of millions of dollars and even billions of dollars and then they vote against us,” Trump said at the White House. “Well, we’re watching those votes. Let them vote against us. We’ll save a lot. We don’t care.” The draft resolution mirrors the text that was vetoed on Monday, and although it does not mention Trump’s decision, it expresses “deep regret at recent decisions” concerning the city’s status. After the vote results were declared, Haley said, “The United States will remember this day in which it was singled out for attack in this assembly. We will remember it when we are

Argentina | Australia | Bhutan | Canada | Philippines | Poland etc. called upon to once again make the world’s largest contribution” to the UN and when other member nations ask Washington “to pay even more and to use our influence for their benefit.” Haley said the US will put its embassy in Jerusalem regardless of the vote. “That is what the American people want us to do and it is the right thing to do,” Haley said. “This vote will make a difference in how Americans look at the UN,” she said. “And this vote will be remembered.” Haley on Thursday sent invitations to a January reception to the eight countries that voted “no” on the resolution, as well as the 35 countries that abstained from the vote and the 21 that

The Khiamniungan people are in a rejoicing, jubilant and celebratory mood over the creation of the new Noklak district effective from December 21, 2017, from within the erstwhile Tuensang district - he said. ness amongst the Nagas across India and Myanmar, and with the Act-east policy implemented, it will further boost the socio-economic development of the region. Further conveying his joy he said “It was a long cherished dream of the Khiamniungan people that has come true and will be recorded in Golden letters in the history of the Khiamniungan people.” He also mentioned all the prayer groups “who were toiling day and night praying to Almighty God” and all who supported the creation of the district and thanked them all. NEW DELHI/IMPHAL, DEC 22 (NPN): Manipur based civil society organizations (CSOs) called on Union minister of state for Home Affairs, Kiren Rijiju; BJP national president, Amit Shah; Interlocutor for Naga talks, R.N. Ravi and others here at Delhi to press for their demand to make public the contents of the ‘Framework Agreement’ singed between Government of India and NSCN (I-M) in August 2015. According to sources, the delegation led by United Committee Manipur president, Elangbam Johnson; All Manipur United Clubs’ Organisation president, Ph. Deban and Committee of Civil Societies Kangleipak president, Jeetendra Ningomba made their stand clear that the people of Manipur would not accept any kind of agreement without their consent and particularly if the territorial integrity of the state was altered. The delegation also cautioned Centre that it (GoI) would be held responsible for any unwarranted eventuality that may arise if Manipur’s territorial integrity was infringed upon

Parliament continues workless ruckus, but MPs demand salary hike NEW DELHI, DEC 22 (AGENCIES): Parliamentarians on Friday raised the demand for a hike in their salary in the Rajya Sabha. The demand comes even as both Houses of Parliament have repeatedly been adjourned in the first week of Winter Session with hardly any work being done. The issue was raised by Samajwadi Party leader Naresh Agarwal and was supported by other members across party lines. “A Pa r l i a m e n t a r y Committee under former member Yogi Adityanath had suggested a salary hike. It was suggested that the hike should be added to the Seventh Pay Commission and the salary of members should be one rupee more than the Cabinet secretary,” Agarwal said. Agarwal said that even

media persons got more salary than parliamentarians and the House should not be worried about media criticism. Union Minister Ramdas Athawale also echoed the demand saying MPs are not paid well. “Like everybody else, salary of members of Parliament should be increased as well. Administration of house needs to think about this demand. I think that hike in MP’s payment is not enough, minimum wages of common people should be increased as well,” he said. Assuring that he will bring the issue to government’s notice, chairman Venkaiah Naidu said it has been a serious issue. “As a former Parliamentary Affairs Minister, I have studied it. I will bring the issue to the notice of Leader of the

House. It will be addressed at appropriate time,” Naidu said. The matter was also raised in the last monsoon session of Parliament and even in 2016 when the Joint Committee on Salaries and Allowances of MPs had made a recommendation to the Prime Minister’s Office (PMO). It was proposed to double MPs salaries. The Salaries and Allowances of members are governed by the Salary, Allowances and Pension of Members of Parliament Act, 1954. As per Act, the monthly salary of each Parliament member is Rs 50,000 during their entire term in office. They get a daily allowance of Rs 2,000 per day for each day of residence on duty and daily allowance is paid only when a member signs the register maintained for the purpose.

did not cast a vote. Haley’s invitation asks the nations who voted “no,” abstained from voting or didn’t cast a vote “to a reception to thank you for your friendship to the United States.” Ahead of the vote, Israel’s Prime Minister Benjamin Netanyahu blasted the UN as a “house of lies”, saying Israel “rejects outright this vote, even before it passes”. “The attitude to Israel of many nations in the world, in all the continents, is changing outside of the UN walls, and will eventually filter into the UN as well — the house of lies,” he said. On Tuesday, U.S. Ambassador Nikki Haley sent an email to fellow UN envoys to put them on notice

that “the President will be watching this vote carefully and has requested I report back on those countries who voted against us”. “We will take note of each and every vote on this issue,” she wrote in the message seen by AFP. And on Twitter she said “the U.S. will be taking names” when Ambassadors of the 193-nation assembly cast their votes. Despite the warning, 128 members voted against the US’s decision supporting the longstanding international opinion that the status of Jerusalem can only be settled in a peace deal. Before the vote, Turkish President Recep Tayyip Erdogan on Thursday said,”I am calling on the whole world: never sell your democratic will in return for petty dollars”. Erdogan said he believed that “the world will teach a very good lesson to America today (Thursday)”. No country has veto powers in the General Assembly, unlike in the 15-member Security Council where the United States, along with Britain, China, France and Russia, can block any resolution.

Naga issue: Mnp CSOs call on Central leaders

Court judge, Justice G.S. Singhvi, who in 2012 pronounced the cancellation of 122 2G spectrum licences, on Friday said the case before the top court was the allocation of spectrum without auction, while the CBI court was to see whether there was a conspiracy in the allocation. “The government at the first instance after auction said it got Rs 65,000 crore. Now it is says no loss of revenue. Who did it? It is for the people to decide,” the retired judge told NDTV. He said that the issue before the CBI court that acquitted Raja and others was different from the issue before the Supreme Court in 2012, in which all the licences issued by Raja were cancelled. “The issue before the CBI court and the Supreme

G.S. Singhvi (File)

Court were completely different,” he said. “The issue before the Supreme Court was the allocation of spectrum without auction - the fundamental principle of distribution of natural resources through auction,” he said, adding that he held it was impermissible. “Whether there was a conspiracy in spectrum al-

location and any corruption was not before us -- that was for the CBI court to decide,” he said. The so-called scam hit the headlines after the Comptroller and Auditor General (CAG) in its report in 2010 claimed that the Telecom Ministry had caused a notional loss of Rs 1.76 lakh crore to the national exchequer by allocating 2G spectrum and licences to some companies at throwaway prices. The Time magazine ranked it as the world’s second-biggest abuse of executive power after the infamous Watergate scandal in the US. The CAG report gave rise to a massive anti-corruption stir in Delhi led by social activist Anna Hazare and India Against Corruption. It became one of the main targets of the BJP against the UPA in the 2014 general election.

neglected subject: Rijiju

NEW DELHI, Dec 22 (PTI): The welfare of the constabulary and adequate budgetary allocation for police forces in various states is a “neglected” subject and is not given priority, Union Minister Kiren Rijiju said Friday. The minister of state for home said this while inaugurating a ‘Visionary Summit’ hosted by the Bureau of Police Research and Development (BPRD). He asked the police brass to think of measures like having an independent police complaints authority, so that police credibility is enhanced and the common man does not have to go to a minister seeking justice and for getting a policeman to act. “Whenever I go to the states, I see police is being neglected in terms of welfare... that is ignored and

the budgetary allowance and financial support to the police personnel is not given priority,” the minister said at the day-long programme. Rijiju said he visited various police mess in states and the situation of their constabulary and training centres was also not up to the mark. When we say law and order is a priority then the support system for minimum facilities for police forces to act is found wanting (in states), he said, adding, how do we impress upon each government? “While the priorities of the government are electoral, MLAs, ministers and various social groups put in a lot of demands to the government. But when you see the budgetary support system, it is found wanting,” the minister said.

ing to The Shillong Times report, Union Home Secretary, Rajiv Gauba on Friday categorically stated that none of the territorial integrity of the North Eastern states would be disturbed while implementing the ‘Framework Agreement’ signed between Government of India nd NSCN (I-M). “I would like to point out that it has been already clarified even at the highest level of the Union Government that territorial integrity of none of the Northeasters states will be disturbed because of the final solution to be reached with Naga group NSCN-IM in the light of the ‘framework of agreement’ signed with them by the Government of India,” Gauba said while talking to the media after he had chaired a security review meeting here on Friday.

Rengma bodies warn ‘saboteurs’

DIMAPUR, DEC 22 (NPN): Rengma Hoho and Rengma Selo Zi have taken strong exception to reports of certain elements disturbing officials and labourers involved in the ongoing NH-2 widening work under Tseminyu Subdivision. In a joint statement, Rengma Hoho president Kenyuseng Tep and Rengma Selo Zi president Kenneth Kath said the act had created both fear psychosis among the workers and tension in the area, thereby slowing down the pace of work. RH and RSZ appealed to all individuals, organisations and such elements to refrain from such an act. Pointing out that the ongoing widening of National Highway was a long-pending demand of Rengma community, Rengma Hoho and Rengma Selo Zi warned that in the event of any element trying to create any situation by way of threatening, extorting, etc, the Rengma community at large would take it as a direct challenge to efforts of the people in ushering development in the area. Asserting that the Rengmas would not tolerate any such act to sabotage development in the area, both the organisations also warned that anyone violating their diktat would be dealt with strictly. They also wished a happy and safe festive journey to all commuters. K Y M C
