ACVA calls for total indefinite bandh from today DIMAPUR, DEC 17 (NPN): All Commercial Vehicle Association (ACVA) Wokha is imposing a “total indefinite bandh” within Wokha jurisdiction from December 18, 6 a.m. onwards, over the “seizure of taxi keys” at Khedi Transport Agency, Taxi Counter, Kezieke NB III Kohima allegedly by erring NSCN (I-M) cadres for “not entertaining yearly vehicle tax”. The notification was signed jointly by ACVA president, Y. Bankathung Lotha, action committee convenor, Khonthungo Lotha, general secretary, C. Renbi Ngullie, and ACAUT Wokha co-convenor, James M. Tungoe. It said that the bandh is being imposed because of the erring NSCN (I-M) cadres’ non-compliance with the AVCA’s demand to return the seized keys by December 16. The notification added that in an emergency meeting held at ACVA Wokha office today had unanimously decided to impose the said bandh to continue till their demand was met and if any untoward incident should arise during the bandh, the NSCN (I-M) would be held responsible. The ACVA appealed to all commercial vehicles, bound for and out of the district, and the business establishments, to cooperate with them. The press, paramilitary, fire & emergency services, district administration and police will be exempted from the purview of the bandh, they added.

Christmas is meant to be the time of giving, but con artists are capitalising on that in a cynical scam on Facebook, Express.co.uk reported on Saturday. It claims that if a consumer purchases one gift for a stranger, he/she will receive as many as 36 gifts in return, a typical pyramid scheme. The Better Business Bureau (BBB) in America, a non-profit organization focused on advancing marketplace trust, earlier warned that the exchange has been circulating on social media sites and advised consumers to completely ignore it altogether.

T.R. Zeliang in a fix over ministry composition

KOHIMA, DEC 17 (NPN): Though chief minister, T.R. Zeliang inducted six legislators into his cabinet in the recent reconstitution of his cabinet on Saturday, yet none of them has been allotted portfolios. It was learnt that T.R. Zeliang does have some problems with finalizing his team as there is the issue of district/tribal representation, a problem that has always plagued incumbents in the past. According to reliable sources in the government, chief minister, T.R. Zeliang will, in all probability, allot portfolios on Tuesday to the six new ministers who were sworn-in on Saturday by Nagaland Governor P.B. Acharya. The portfolios that have been “freed” after six were dropped included: department of Home Affairs, department of School Education, Rural Development, PWD Roads and Bridges, Geology & Min-
ing and department Forest, Environment and Climate Change. In order to accommodate some district/tribe, it was learnt that chief minister, T.R. Zeliang could further bring about some changes in his cabinet. This could come by way of dropping one or two and inducting the same number to offset the imbalances. This has only added to the growing disgruntlement within the ruling NPF which continues to be dogged by demand for lucrative portfolios on one side and on the other side, attempt for change of leadership by a faction of legislators. Besides demand for allotment of portfolios, berth for some districts/tribes, the chief minister also has to take into consideration the likelihood of the Gauhati High Court, Principal Bench giving its judgment on the issue of the unconstitutional posts of parliamentary secretaries and advisors. ACAUT appeals NPGs to take remedial measures DIMAPUR, DEC 17 (NPN): ACAUT has appealed to various Naga Political Groups (NPGs) to take remedial measures for two situations, which it said have angered the masses. In a press note, ACAUT media cell expressed shock that despite dire situation of the Naga political reality, the factions were still indulged in anti-people activities hampering the Naga cause. ACAUT said that the statesmanship of the NPGs was called for at this juncture, saying “provoking the masses with criminal activities is not only foolish but was creating roadblocks towards settlement of the Naga issue.” Therefore, NPGs creating such a situation was totally condemnable, it added. Highlighting one of the issues, ACAUT requested NSCN (I-M) Kohima command/region to return the keys of the taxis to the rightful owners, which
was allegedly seized by its cadres on the December 13 and apologize publicly. Failing which, ACAUT said it would be compelled to file an FIR and resort to other courses of action. ACAUT also extended its support towards the indefinite bandh called by ACVA Wokha. On the second issue, ACAUT, while condemning the kidnapping of DAN secretary and for putting his life at risk, demanded that NSCN (R) clear the air surrounding their role in the incident. It also demanded NSCN (R) to publicly apologize and terminate the erring cadres, if the organization was responsible. ACAUT urged NSCN (R), being a part of the NNPGs Working Committee, to act most responsibly. It said: “NSCN (R), or for that matter any of the NPGs should not wreck the Naga train desperately ambling towards its destination by indulging in criminal activities.”

9 killed in attack on Church in Pak
Karachi/Islamabad, Dec 17 (PTI): Two suicide bombers attacked a packed church during a Sunday service in the restive Pakistani city of Quetta, killing eight people and injuring 44 others in a targeted assault on the minority Christian community ahead of Christmas in the Muslim nation. The Islamic State (ISIS) terror group claimed responsibility for the attack. The group’s Amaq News Agency posted a statement online, saying attackers had stormed the church in Quetta-- the capital of Balochistan province. But the terror group provided no evidence for the claim. Balochistan Home Minister Mir Sarfaraz Bugti said that at least two suicide bombers were involved in the attack on the Bethel Memorial Church. “One attacker was killed at the gate by police after an intense gunfight while the other wearing suicide vest entered the church and detonated his explosives,” he said. Bugti said the terrorists had weapons and it seems they wanted to take hostages inside the church. “The security forces foiled their plan,” he added.
LH shocked over dropping of two Lotha ministers DIMAPUR, DEC 17 (NPN): Dropping of two ministers belonging to Lotha community– Y. Patton of the NPF and Mhonlumo Kikon, a BJP member– from the T.R. Zeliang cabinet has infuriated the apex tribal body of the Lotha community, Lotha Hoho (LH). In a statement issued by its chairman, Mhao Humtsoe and general secretary, Er. Mhondamo Ovung, Lotha Hoho expressed shock and surprise at the sacking of Patton and Kikon and asked why the chief minister had targeted the two Lotha ministers. It alleged that while tribes having ministers had been given more ministerial berths, the Lotha tribe with only four MLAs, of which two were ministers, had been targeted as the duo had been sacked. “Is this fair and democratic or is it that the DAN Ministry does not want any Lotha MLA to be a Minister or has the Nagaland chief minister gone berserk?” the Lotha Hoho wondered. Questioning the sanity of the chief minister and DAN leaders, the apex tribal body also wanted to know if the Nagaland politics was for tribalism or favouritism or nepotism. Lotha Hoho said it would not say anything on matters of internal party affairs but added that when the matter pertained to social rights of the Lotha community it would not accept any such discrimination nor support such a “farcical government”. While demanding immediate re-induction of Lotha legislators into the state cabinet, the Lotha Hoho at the same time warned of withdrawing support to the T.R. Zeliang-led Democratic Alliance of Nagaland government if its demand was not met. The hoho further reminded that any MLA was a representative of the electorate and hence he or she was supposed to stand for the rights and welfare of the electorate, adding that the elected leader could not be made “a tool or errand runner of the party or the chief minister or party leaders”.
RH reaffirms support for early Naga solution DIMAPUR, DEC 17 (NPN): Rengma Hoho, in a December 2 consultative meet, reaffirmed their support for the dialogue between India and the Nagas for a negotiated settlement and an early solution. A press release from Rengma Hoho president Kenyuseng Tep said that the solution has to be arrived at with “a clear understanding that self-determinations and to live under one administrative unit is the desire of the Naga people.” It asserted that Nagas have their “own history and identity and, like any other race of the world, deserve recognition and respect”, adding that they are hopeful that the ongoing dialogues is based on this mutual respect and recognition. They appealed to the Government of India (GoI) to not shy away from its responsibility for the destruction and loss meted out to the Nagas during the, more than half century, conflict and asked that the GoI have a calm and good sense of responsibility to the rights of the Nagas, as a responsible nation and an emerging super-power. ‘Over 1000 NSCN cadres arrested in 2 yrs’ NEW DELHI, DEC 17 (PTI): Over 1,000 NSCN cadres were arrested by security forces since 2015, officials said. 531 NSCN (K) cadres and 542 overground workers were arrested in Manipur and Nagaland following intensive operations which began after the June 4, 2015, attack on army personnel. “The operations are continuing and security forces have been able to restrict NSCN-K’s movement to a great extent,” MHA official said. This is the first time in a decade that such a large number of militants were arrested in just two years, the official said. Security forces also killed 34 NSCN (K) cadres and recovered 571 sophisticated arms from the arrested underground and overground cadres of the group. Security forces also arrested 37 cadres belonging to NSCN (I-M), 26 belonging to NSCN-KK and four from NSCN (R), the official said.
ANCSU dharna outside CM’s residence today DIMAPUR, DEC 17 (NPN): All Nagaland College Students’ Union (ANCSU) has called for a peaceful dharna outside chief minister, T.R. Zeliang’s official residence at Kohima on Monday over non-fulfilment of its four charters of demands by the State government. In a press release, ANCSU vice president and chairman of grievance committee, Benjong Longchar and general secretary, Vimeyiekho Vitso said the union had submitted a memorandum to the chief minister on December 12 seeking his attention on the matter and demanding justice for students. But the duo alleged that the State government had not reacted or shown any concern towards the cause till date. Accusing the govern-
ment of turning a deaf ear towards the issue, they termed it as an insult to the student community and Naga society in general. ANCSU said it had also reminded Zeliang about the matter through print media. However, the state government chose to remain silent on the issue, it added. According to ANCSU, the state government had assured the student community on December 7 that it would take positive steps to pay the remaining scholarship amount for the year 2016-17. But, the government had not taken any initiative so far despite its assurance, it pointed out. ANCSU said it had demanded that the state government make alternative arrangements for disbursal of Post Matric Scholar-
ship (PMS) for 2016-17, besides including three other demands for the welfare and benefit of the student community– i) setting up a separate cell/nodal department for implementing all scholarship schemes, ii) revocation of October 26, 2017 P&AR office memorandum and iii) revocation of August 11, 2016 P&AR office memorandum. However, with no positive response and initiative from the state government so far, the ANCSU leaders have called upon all citizens, well wishers and college students around Kohima to join the peaceful dharna outside the CM’s official residence on Monday. It appealed to all concerned to gather at PHQ Junction (BOC), Kohima at 8 a.m., later, to proceed towards the CM’s residence. K Y M C
