KO H I M A , D E C 1 5 (NPN): Following the first bombshell, when chief minister T.R. Zeliang on Thursday, dropped four minister, he followed it up Friday by sacking two more ministers, thereby taking the total to six who have now been axed from his cabinet. The two who were axed on Friday included NPF member E.E. Pangteang, minister of Rural Development and BJP member Mmhonlumo Kikon, minister of Geology Mining & Border Affairs. In a notification, cabinet secretary, Pankaj Kumar informed that the chief minister had “relieved” the two ministers with immediate effect. M e a n w h i l e, w h e n contacted, PRO Raj Bhavan told this Correspondent that the swearing-in ceremony of the new cabinet members was scheduled to be held on December 16 at 11 a.m. at Raj Bhavan. Stop festive season donations, says DCCI DIMAPUR, DEC 15 (NPN): Dimapur Chamber of Commerce & Industry (DCCI) has appealed to unions and organizations to desist from imposing any kind of donations on the business community and shopkeepers - including selling of lottery tickets and calendars. In a press note from its president, Akashe Zhimomi and secretary, Shikuto Achumi, DCCI said that they had received complaints, especially from the business community, about donation drives undertaken by unions and organizations during this festive season. It said such activities are affecting the smooth conduct of business and shopping for the business community and festive shoppers and the public. Asking the business community to not entertain such drives, they added that complaints about these donations can be addressed to the DCCI. DCCI also requested the business houses and shopkeepers to decorate and light up their shops in view of the restoration of normal power supply. “DDCI seeks the cooperation of one and all to make this festive season a season of goodwill, peace and joy as befitting the birth of the Prince of Peace” it added.

John, Vikheho Swu, S.I. Jamir and Kuzholuzo (Azo) Nienu (all NPF). There was also a likelihood of a major reshuffle within the set of parliamentary secretaries and advisers, sources added. M e a n w h i l e, w h e n asked about the reason for sacking four of his senior cabinet ministers chief minister, T.R. Zeliang, interacting with media persons as his official residence earlier during the day, said all the NPF elected members had signed an affidavit for reconciliation and to work under Dr. Shürhozelie as president and himself as

the chief minister. However, he said some cabinet ministers went ahead to hold a meeting at the de Oriental Grand hotel on December 13. Zeliang said when he had personally enquired from Dr. Shürhozelie, the latter refuted that he called for any such meeting. On the involvement of Rajya Sabha MP, K.G. Kenye, Zeliang said Kenye had reportedly met the 16 MLAs and informed them that Dr. Shürhozelie was to attend the meeting. However, when Dr. Shürhozelie failed to show up, some of the MLAs, who were reportedly kept confined inside the hotel fled after waiting for over five hours, he said. After the recent realignment within the troika of the NPF- Dr. Shürhozelie Liezietsu, T.R. Zeliang and Neiphiu Rio- which brought chief minister, T.R. Zeliang and NPF president, Dr. Shürhozelie together again, after a brief estrangement, the internal fissure continues and was reflected in the reconstitution of the DAN ministry which could be the last before elections in February 2018.

NPF president revokes expulsion, suspension orders DIMAPUR, DEC 15 (NPN): NPF president, Dr. Shürhozelie Liezietsu through an order has revoked the expulsion of 20 NPF legislators and suspension of nine MLAs. The move comes after the rival NPF factions signed a “Memorandum of Reconciliation” (MoR) on December 8. NPF MLAs whose expulsions were revoked were-- T.R. Zeliang, Noke Wangnao, Y. Patton, C. Kipili Sangtam, G. Kaito Aye, Imkong L. Imchen, Deo Nukhu, Dr. Benjongliba, Shetoyi, Khekaho Assumi, Naiba Konyak, Nuklutoshi, Dr. Longrineken, Pohwang, Er. Kropol, C.M. Chang, S. Pangnyu Phom, Tokheho Yepthomi, Merentoshi Jamir and Imtikumzuk Aier. MLAs and MP whose suspensions were revokedC. Apok Jamir, Pukhayi, Eshak Konyak, Tovihoto, S.I. NLA passes resolution on Naga political issue Correspondent

KOHIMA, DEC 15 (NPN): The 19th Session of 12th Nagaland Legislative Assembly (NLA) on Friday formally adopted a fourpoint resolution on the Naga political issue. The Assembly urged the Government of India (GoI) to take “emergent and extraordinary steps” for ushering in an “honourable and acceptable solution” to the issue before the General Elections scheduled in March 2018, besides urging Election Commission of India (ECI) to not announce election schedule until the GoI arrived at a solution in order to enable all Nagas to enjoy their due democratic and other rights and function as a more empowered electorate during the elections that may be held after the solution. The House also called on civil societies, tribal Ho-

hos, Church and other organizations concerned to cooperate with the vision of the State Government in this regard, besides calling on all political parties and Independent candidates to implement the demand for “solution before election” in the field, whenever necessary, so as to present a united stand before the GoI and ECI. Earlier, participating in the debate, Yitachu, MLA said each and every Naga had a strong desire for a solution to the Naga political issue at the earliest. He said NLA was the only authority that could serve as a medium of linkage between the Naga people and the solution. Health & Family Welfare minister, Imkong L. Imchen mentioned that it was loud and clear that the Nagas desired an early solution and said that passing of the resolutions at this juncture

in the Assembly was paramount. He also appreciated the Central government for showing sincerity and commitment in dealing with the issue. Stating that a peaceful solution to the Naga political issue was more important than getting re-elected in the elections, Imchen informed the House that the State government had urged ECI not to announce the Assembly election schedule in the interest of solution of the Naga political issue. Chotisuh Sazo, who also participated in the debate, said Naga people desired a solution that was inclusive, acceptable and honourable, adding that they preferred solution rather than elections. Supporting the resolution, Independent MLA Thomas Lotha expressed his gratitude to the Centre for its sincerity and concern for the Nagas. (Cont’d on p-12)

KOHIMA, DEC 15 (NPN): Following the failure of the state government to fulfil its demands, the Public Coordination Committee (PCC), on Friday morning, launched a ‘hunger strike’ protest outside the Nagaland Civil Secretariat, Kohima. The volunteers were seen with placards demanding revocation of the October 26 Office Memorandum that scrapped Grade III posts from the purview of NPSC, to declare answer

keys in all stages of exams conducted by NPSC. PCC members said that though Lokayukta Bill was passed, the other two core demands were not yet fulfilled. A PCC member said that they had made an appointment with chief minister on Friday, but they could not meet him. “Until we get an appointment with the CM we are determined to continue the hunger strike,’ PCC member said. On Friday night, around 15 PCC members including women volunteers were at the civil secretariat.

NLA revokes Nov 24, 2016 resolution on ULB Correspondent

Kohima, Dec 15 (NPN): In a major development, the 19th Session of 12th Nagaland Legislative Assembly (NLA) on Friday revoked the resolution passed on November 24, 2016, which in turn revoked the September 22, 2012 resolution on holding of elections to Municipal bodies in Nagaland. Further, on the concluding day of two-day Winter Session, NLA also passed the Nagaland Lokayukta Bill 2015, besides formally adopting a resolution calling on the Centre to resolve the Naga political issue before the 2018 Assembly polls. Revocation of Nov 24 Assembly resolution: Health & Family Welfare Minister, Imkong L Imchen said Article 243T and Article 371A were contradictory since women reservation in Article 243T infringes on Article 371 A. While stating that he was not against revocation of the earlier resolution, he, cautioned the House that “Posterity may blame us one day”. CS asked to intervene on PMEGP fund issue DIMAPUR, DEC 15 (NPN): Four organizations comprising of Ao Senden, Watsu Mungdang, Ao Kaketshir Mungdang (AKM) and Mokokchung Town Lanur Telongjem (MTLT) have issued a strong appeal to the chief secretary (CS) to intervene into the issue of the non-release of PMEGP funds within Mokokchung district, by taking the matter up with the Prime Minister’s office. A joint representation on this matter to the chief secretary was signed by Ao Senden president, Imliyanger Jamir, Watsu Mungdang president, Maonginla, Grievances Cell-MTLT convener Aolong Imchen and Ao Students’ Conference vice-president, Sunglem. It said that the plight of the PMEGP beneficiaries had come to their attention and that after being selected

Article 243T did not go down well with the Naga civil societies since it was imposed on them, he said, adding special reservations could be made as per local laws. Yitachu said by passing the resolution NLA will be admitting that Article 243T infringed on Article 371 A. Earlier, moving the Municipal Act 2001 for adoption, chief minister, T.R. Zeliang referred to the history of municipal bodies in Nagaland. He said Nagaland Municipal Act (NMA) 2001 was amended in 2006 for providing reservation to women in municipalities. However, he said due to opposition and pressure from civil societies, tribal Hohos and apex bodies and other groups, women reservation in municipalities could not be implemented. He pointed out that as the law was not implemented, women’s groups dragged the State government to the courts. Amidst the legal battle for more than a decade, People’s Union of Civil Liberties (PUCL) filed a petition before the Supreme Court of India against the

government, he added. The chief minister also narrated the entire sequence of events and under what circumstances the State governments of the day were forced to move resolutions on September 22, 2012 and then again on November 24, 2016, which in turn revoked the earlier resolution on the matter of holding elections to municipal bodies with women reservation. He, however, said this was not the end of the road for anyone and that the State government was open to discussion on the issue. Stating that NMA required a thorough review, Zeliang said a committee would be formed with proper terms of reference to revamp the Act and accommodating interests of all, including women groups, so that in case of conflict, consensus could be made. Nagaland Lokayukta Bill 2015: Backing the motion, Yitachu lauded the effort of the Select Committee which did extensive work on Lokayukta. He said once Lokayukta come into being Vigilance Commission would merge with it and exuded confidence that improvement would

be seen in every government agencies, adding that citizens of the State would see positive changes. He was optimistic that a lot of transformations would take place with the passage of the Bill since suggestions given by the civil societies were also incorporated in it. Moving the Nagaland Lokayukta Bill, 2015, the chief minister said if people were not serious there could not be any effective check on corruption through the Lokayukta Act. “Every citizen must be committed and together we can check corruption,” he said. Zeliang mentioned that Vigilance Commission would have a lot of powers to check corruption. He said once the Act was in operation, the loopholes would be known, adding that the success of the Act would depend on how it was implemented and not how it was passed. He recalled the government’s promise to the people of Nagaland that an anti-corruption ombudsman (Lokayukta) would be established and said the government had lived up to the expectations of the people and pressure groups by enacting the Bill. ACVA Wokha warns of indefinite bandh

WOKHA, DEC 15 (NPN): All Commercial Vehicle Association (ACVA) Wokha has threatened to impose “total indefinite bandh” from December 18 in Wokha over “seizure of taxi keys” at Khedi Transport Agency, Taxi Counter, Kezieke NB III Kohima allegedly by NSCN (I-M) for “not entertaining yearly vehicle tax”. In a release, AVCA president Y. Bankathung Lotha, action committee convenor, Khonthungo Lotha and general secretary, C. Renbi Ngullie, said the bandh would be

imposed if NSCN (I-M) “fails to hand over the keys” on or before December 16. AVCA has also appealed to the Kohima authorities to “protect” Wokha bound taxis. Core Comm lauds MLAs DIMAPUR, DEC 15 (NPN): Core Committee has issued a press release wherein they said that the passing of the bill revoking the November 24, 2016 Resolution of the Nagaland Legislative Assembly pertaining to the conduct of elections to Urban Local Bodies was “appreciable for heeding the wish of the people.” The press release issued by the Core Committee “for and on behalf of all Tribal Hohos/Bodies of Nagaland” was signed by Angami Public Organisation president Dr. Vilhusa Seleyi and Chakhesang Public Organisation president Kekhwengulo Lea. It said that the Core Committee of the Apex Tribal Hohos/Bodies of Nagaland, as the voice of the people, had been persistently persuading the government to revoke the November 24, 2016 resolution. It further said that they had been insisting that all such contentious issues be put to rest until such time as the Nagaland Municipal Act is thoroughly scrutinized to the advantage of the people - to which every democratically elected Government was responsible.
