KOHIMA, DEC 12 (NPN): After the two factions of NPF on December 8, 2017 signed an agreement-Memorandum of Reconciliation - to reunify both factions under the leadership of chief minister, T.R. Zeliang and NPF president, Dr. Shürhozelie Liezietsu, the reconstitution of the ministry before the winter session of the assembly slated for December 14 and 15 which the chief minister hinted to media persons, appears to have reached a road block. This was revealed by chief minister, T.R. Zeliang during an interaction with media persons on the sideline of the advent Christmas celebration at State Banquet Hall, Kohima Tuesday evening. The reconstitution of the ministry was a natural outcome in order to provide berths to legislators from both camps. This was to be preceded by the resignation of all members of the council of ministers in order to give the chief minister a free hand in the composition of his ministry. Delhi air quality ‘improves’ to poor, but likely to worsen NEW DELHI, DEC 12 (IANS): Air quality of Delhi-NCR improved from “very poor” to “poor” on Tuesday even after 7.8 mm rainfall over past 24 hours, but is liken to worsen again, said officials. According to the officials, the reason for not enough improvement is only a slight dip in high level of pollutants already present in the air here, along with a hike in moisture and s drop in temperature. On Tuesday, Air Quality Index (AQI) of Delhi at 4 p.m. was 219 or “poor” against 361 or “very poor” on Monday at the same time. “There is improvement but not enough, as rains had reduced the density of effluents however the moisture content is high,” Shambhavi Shukla, a researcher at the Centre for Science and Environment and member of the Environment Pollution (Prevention and Control) Authority told IANS. According to experts, the mixing height of pollutants have increased a bit, which will however not help with improvement of air quality due to low wind speed and moisture levels. “This is certainly not a reason to celebrate. The air quality is still poor,” Shukla added.

Highly placed sources informed Nagaland Post that chief minister T.R. Zeliang, had conveyed it to the Dr. Shürhozelie group to review the decision, so as to remove the “technical hitch” with the BJP. In this connection, it was informed that NPF was likely to call core committee meeting soon to be followed by CEC meeting to discuss the issue. The NPF party under Dr. Shürhozelie had resolved to sever ties with BJP on the ground that the BJP had meddled in the internal crisis within the NPF by taking sides with T.R. New Delhi, Dec 12 (IANS): A day after the anti-talk faction of ULFA shot dead a father and his son, the Assam Police chief on Tuesday said the help of Arunachal Pradesh and Nagaland will be sought to take on the insurgent outfit if needed. “ O p e r a t i o n s h ave already been intensified against the militants and we have already arrested three persons for their suspected role in the killings. The Ulfa faction is targeting only soft targets to make their presence felt,” Director General of Police, Mukesh Sahay said. “If needed, we are going to seek help from police in Arunachal Pradesh and Nagaland. Three persons have been nabbed and we are trying to ascertain the reason behind the killing,” he said. The terrorists shot dead Anteswar Mahanta and his son Karun in Simaluguri village in Tinsukia district on Monday evening. ULFA on Tuesday claimed responsibility for the murders and said the victims were spying for the Army.

DIMAPUR, DEC 12 (NPN): In a major relief to citizens of Dimapur, the department of Power has announced operationalising the new 20-MVA transformer at Nagarjan sub-station from December 13. And with this, the 50MVA transformer capacity of the sub-station will be functioning to its capacity. It may be recalled that on November 12 a 20Mva (66/32Kv) transformer went up in flames at the 132Kv Nagarjan sub-station, resulting in black-out in 2/3rd of Dimapur for nearly a month. Giving out the good news, commissioner & secretary for Power, KD Vizo, in a press release on Tuesday said that the new 20-MVA transformer at Nagarjan sub-station would be operational from Wednesday. The department also expressed gratitude to the state government for giving approval for emergency purchase of one new 100-MVA transformer for installation at Nagarjan sub-station as a permanent solution to perennial power scarcity at Dimapur.
“The power engineers are on the job to finalise the purchase of this very important 100-MVA transformer and all out effort will be given to install and commission the equipment in the shortest possible time,” the commissioner & secretary assured. The press release also acknowledged the cooperation of its consumers at Dimapur during the difficult period following the transformer breakdown at Nagarjan sub-station. Meanwhile, the Power department has appealed to its “rich consumers” to use power-efficient CFL and LED bulbs during the ensuing festive season to enable the “poor” too to light up their homes as most of the small distribution transformers across the State were overloaded due to use of non-efficient ordinary bulbs and other non-economical practices.

DIMAPUR, DEC 12 (NPN): Working Committee (WC) of Naga National Political Groups (NNPGs) led by convener N. Kitovi Zhimomi will be meeting government of India’s Interlocutor for Naga Peace Talks, R.N. Ravi on December 13 at New Delhi. Sources informed Nagaland Post that the WC would table the agendas at the meeting. However, no further details were divulged. Recently on December 9, WC held a “consultative meeting” with apex Naga civil society organisations to seek their views and suggestions. The 15 member delegation include co-conveners- FGN kedallo, Zhopra Vero; secretary NNC (parent body), V. China pumping in soldiers to seize advantage in Doklam NEW DELHI, DEC 12 (AGENCIES): With temperature nose-diving to freezing levels, China is reportedly looking to take full advantage of the weather to gain an upper-hand in the dispute Doklam region. Reports suggest that close to 1800 soldiers of the People’s Liberation Army have reached the area and are stationed just 200 meters away from Doka La area. According to sources, heavy troop movement has been observed in areas surrounding Doklam and the PLA may even attempt to take over posts vacated by Bhutanese Army due to cold conditions. While barracks and satellite towers have also been constructed, close to 406 tents have also been brought in as mobile shelters. While terming the event as ‘historic,’ Acharya said that Nagaland was second to none and conveyed good wishes to all the participants Highlights of the programme included presentations by Lord of Rocks,
Tetseo Sisters, Epicon, Nagaland Folkloric Group, Ethnic Future, Faith in Action and many more. The district captains were administered oath by international wrestler, Keduovilie Zumvu. Altogether 1,380 athletes from 11 districts will be participating in the event. The event will witness sports of various disciplines including wushu, wrestling, volleyball, taekwondo, table tennis, lawn tennis, football, badminton, boxing, archery, athletics and sepaktakraw.

ANCSU submits charter of demands to CM Correspondent
KOHIMA, DEC 12 (NPN): All Nagaland College Students’ Union (ANCSU) has put forth several charter of demands before the state government including the demand to make alternative arrangement to disburse the Post Matric Scholarship (PMS) to Schedule Tribe students of Nagaland The demands were submitted to the chief minister, T.R. Zeliang, said ANCSU vice president and chairman grievances committee, Benjong Longchar at a press conference on Tuesday. ANCSU said it was hopeful for a positive response and immediate attention before the Winter Assembly session. ANCSU warned that the union would be compelled to take its own course of action until justice was restored. Longchar said that the chief minister himself was well aware that the Ministry of Tribal Affairs was yet to sanction the 2nd and final installment of the PMS for the year 2016-17. However, he said the students community were facing untold hardship due to the in ordinate delay of disbursing scholarship. ANCSU said without revoking the OM, it would deprive the rights of the public service aspirants and encourage backdoor appointments. Pointing out another wrong decision of the state government, ANCSU opposed the August 11, 2016 P&AR O.M for regularizing government employees appointed on contract basis under different departments with completion of three years in service. ANCSU leaders said backdoor appointments were directly or indirectly depriving the deserving candidates. ANCSU president questioned that silence of the chief minister over such issues, particularly on scholarship matter and the advisor Higher Education for not addressing the genuine issue of the student community.
NHAI making all out efforts to speed up highway construction New Delhi, Dec 12 (IANS): The government on Tuesday said it was making all out efforts to speed up awarding of projects and construction of highways, adding it had already invited bids for projects of 4,900 km length till November. It added that the National Highways Authority of India (NHAI) was likely to invite bids for another 3,500 km by December end, taking the total up to 8,400 km. “Further projects for bidding during JanuaryMarch next year will be identified around the fourth week of December,” the Road Transport and Highways Ministry said in a statement. It said that projects costing Rs 22,100 crore and covering 1,170 km have already been awarded so far and bids for many other projects are under evaluation. “In FY
2017-18, NHAI has completed 1,566 km length of the projects under implementation till November (5,060 km). The last five-year average constructed by NHAI is 2,175 km with 2,628 km constructed in FY 2016-17. “This year NHAI is targeting to construct 3,500 km,” it said. It added that work on 12 new projects covering 597 km has commenced while work on another 38 projects covering 1,969 km will start soon. “NHAI is making all out efforts to achieve its target of awarding 10,000 km during 2017-18, as set by Road Transport and Highways Minister Nitin Gadkari. The authority is also gearing up to meet its target of completing Phase I of the recently approved ‘Bharatmala Pariyojana’ within the next five years,” the statement said. K Y M C
