Streets lined with shuttered shops are deserted, steel barricades and razor wire cutting off neighborhoods. An eerie silence is broken by an occasional security vehicle whizzing past or the cawing of crows, reports AP. An unprecedented security lockdown amid a near-total communications blackout entered a fourth day Thursday, forcing some news organizations to handcarry dispatches out of the region. The lives of millions in the region have been upended since the latest — and most serious — crackdown followed a decision by New Delhi to revoke the special status of Jammu and Kashmir and downgrade the Himalayan region from statehood to a territory. In central Srinagar, the region’s main city, few pedestrians ventured out of their homes to navigate barbed-wire checkpoints guarded by helmeted soldiers in camouflage, wielding rifles and protective

shields. Shopping malls, grocery stores and even clinics were closed. In previous security clampdowns, neighborhood bodegas had opened their doors for a few hours a day after dark so that people could buy basic necessities like milk, grains and baby food. It is not clear whether the stores have opened in the current crackdown. Residents

are used to stockpiling essentials, a practice they’ve honed during harsh winter months when roads and communications lines are often snapped. The communication blackout — with landlines, cellphones and internet all down — means that people within Kashmir can’t call one another or speak to friends and relatives outside the region, relying only on

limited cable TV and local radio reports. No news was coming out from elsewhere in the tense region. At the Shri Maharaja Hari Singh hospital in Srinagar, doctors told The Associated Press on Thursday that at least 50 people had come in with wounds from pellet guns and rubber bullets, the ammunition security forces often use to disperse protests.

PM Modi reaches out to Kashmiris NEW DELHI, AUG 8 (PTI): Embarking on a massive outreach to people of Kashmir, Prime Minister Narendra Modi on Thursday promised all round development, early and transparent elections and an end to terrorism in Jammu and Kashmir, as he stoutly defended the scrapping of its special status as a historic step to usher in a “new era”. Reaching out to Kashmiris with messages of hope and optimism, he said Article 370 that granted the special status has yielded nothing but separatism, corruption, family rule and was used by Pakistan as a tool to spread terror in the border state. In a televised address to the nation three days after his government’s bold and far reaching decision, Modi also sought to assuage concerns of the people after his government bifurcated the state into two union territories-Jammu and Kashmir and Ladakh--saying he was sure J&K will not remain a UT for long. With the Kashmir Valley reeling under security clampdown, Modi assured the people that the situation will gradually return to normal.

KOHIMA, AUG 8 (NPN): Nagaland chief minister Neiphiu Rio assured Nagaland Legislative Assembly (NLA) that further consultations would be held on Registration of Indigenous Inhabitants of Nagaland (RIIN) after Banuo Z Jamir Commission submitted its report. He was replying to a calling attention notice issued by NPF legislator Dr. Chotisuh Sazo on the last day of the fourth session of the 13th NLA on RIIN and ILP. Further, Rio also exuded confidence that the opposition members will join hands and work in unison on the issue. Rio informed members that civil society and NGOs had resolved to extend support to the government on RIIN at the consultative meeting. He also said it was also agreed that process of enumeration for RIIN would be carried out only after consultations with stakeholders and also implemented only after the modalities were agreed upon. KOHIMA, AUG 8 (NPN): The State government has approved four local Naga dialects up to Class X level and above, while 18 local dialects were approved up to elementary school level as a subject. This was stated by chief minister Neiphiu Rio in Nagaland Legislative Assembly while replying to a starred question by NPF legislator Dr Chotisuh Sazo on the number of local Naga language approved for taking up in schools up to Class X and above. On tribal literature board seeking government approval for languages to be taken up in secondary school level, Rio replied that the request was received for 13 tribes – Chang, Chokri (Chakhesang), Khezha (Chakhesang), Pochury, Sangtam, Yimchunger, Khiamniungan, Phom, Konyak, Rengma, Zeme (Zeliang), Liangmai (Zeliang) and Kuki. He further announced that the government was setting up an Institute of Naga Languages under the directorate of school education to look into Naga tribal languages. Reminding about the rules of a state assembly, Imchen expressed dismay that the Assam assembly had allowed the matter to be brought up in the house. Rio also expressed surprise to have come across the newspaper report that the Assam Assembly had allowed such question to be put up in the house and at the same time being replied

by the minister in charge of border affairs. Rio however informed the house that all possible steps have been taken by the state government to file a case in the Supreme Court. He said the state has already submitted the claims, with supporting document before the Supreme Court and added that the statement made by the Assam minister will not affect the outcome of the court hearing. “Let us wait and see that justice is done to all concern,” Rio added. According to Patowary, a of total 832.67 sq km of Assam’s land had been encroached by neighbouring states with Nagaland occupying the largest area of 594.90 sq. Clubbing RIIN, ILP an eyewash: Zeliang

Leader of Opposition (LoP) TR Zeliang alleged that the State government’s bid to club RIIN and ILP together was nothing more than an eyewash to deviate and escape from its assurance to implement ILP in Dimapur district. Taking part in the discussion on RIIN and ILP on the last day of the fourht session of 13th NLA, Zeliang said the government intended to take 1963 electoral roll as the basis to define who was an indigenous Naga. However, proper study on how Naga villages function would throw a different light and open up rooms for a thorough deliberation as to who was indigenous, he added. KLH replies to demand to prove charges DIMAPUR, AUG 8 (NPN): A day after the former MLA Sulanthung, and R. Ezong, IAS (Retd.) demanded Kohima Lotha Hoho (KLH) chairman and general secretary to offer official apology if they cannot prove their allegations, the KLH Thursday asserted that it had nothing to apologize or prove more than the “publicized truth” that Sulanthung and R. Ezong have broken the Lotha Hoho (LH) guidelines. In a rejoinder, KLH chairman Nchumbemo Tungoe and general secretary Thunglamo Ovung have instead demanded Sulanthung and R.Ezong to answer to the public whether they filed their nomination papers for LH chairman post or not. KLH said if not then it would have no option but to apologize. With regard to duo’s threat to take legal recourse, KLH said it had no authority to prevent anyone from doing so. Further, KLH said it was an organ of Lotha Hoho “in the likeness of the parts of a human body.” It said that “when the head is paining, the legs or hands cannot say that it does not affect them.” Likewise, KLH said that since it was a vital unit of LH, it had every moral duty to defend the dignity and honor of its parent body. “So where is the question of KLH taking extra territorial jurisdiction stand for discharging its obligatory duty?” KLH stated queried. KLH also described as “simply unreasonable” the LPO’s assertion that “KLH has no authority or moral right to issue press statement on behalf of LH”. At best, KLH said such reasoning could “come only from a limited mind.” The hoho stated that its press statement was not done ‘on behalf of LH’ as alleged, but performed as a moral obligatory duty, as a unit, in defense of the dignity of LH.
