NEW DELHI, AUG 7 (PTI): President Ram Nath Kovind has declared abrogation of the provisions of Article 370 of the Constitution, which gave special status to Jammu and Kashmir. The move came after both houses of Parliament passed a resolution in this regard. “In exercise of the powers conferred by clause (3) of Article 370 read with clause (1) of Article 370 of the Constitution of India, the President, on the recommendation of Parliament, is pleased to declare that, as from the 6th August, 2019, all clauses of the said article 370 shall cease to be operative...,” an official notification signed by the President late on Tuesday night said. It also said, except the following which shall read as under, namely :— “370. All provisions of this Constitution, as amended from time to time, without any modifications or exceptions, shall apply to the State of Jammu and Kashmir notwithstanding anything contrary contained in article

KLH asked to prove its allegations D I M A P U R , AU G 7 (NPN): Reacting to the Kohima Lotha Hoho (KLH)’s allegations against them in connection with the Lotha Hoho (LH) office bearers election held on December 3, 2018, the former MLA Sulanthung and R. Ezong, IAS (Retd.) have asked KLH chairman and general secretary to prove their allegations. In a rejoinder to KLH, Sulanthung, Ex-MLA, and R. Ezong, IAS (Retd.) demanded KLH chairman and general secretary to offer their official apology in the interest of peace and understanding within the community if they cannot prove beyond reasonable doubt of their allegation. And failure to tender apology, the duo said they could be compelled to seek redressal through litigation. Describing KLH as “a highly esteemed public forum by virtue of its being in the State capital and high social standings of the members”, Sulanthung and Ezong, however, said that that did not give extra territorial jurisdiction as KLH stands just as one unit under LH. The duo asserted that of late KLH chairman and general secretary had “gone directly to the press” and made false allegations against them.

13 test positive for JE, 2 dead Staff Reporter

DIMAPUR, AUG 7 (NPN): Out of 57 individuals, 13 have tested positive for Japanese Encephalitis (JE) in the State, with reports of two dying till date due to the vector-borne disease. Stating this, National Vector Borne Disease Control Programme (NVBDCP) programme officer and Health & Family Welfare deputy director, Dr. Neisakho Kere told Nagaland Post over telephone on Wednesday that out of the 13 positive JE cases, four hailed from Assam and nine from Nagaland, mainly from Dimapur and Mokokchung. And out of the two deaths reported so far, one was from Dimapur and another from Mokokchung, while the rest had been discharged after treatment, he added. Dr. Kere claimed that the Health department had been able to contain the

disease till date with various preventive measures. In this regard, he explained that as soon as a JE positive case was reported, health workers were sent to find out the history of where the person got infection and check whether the person had gone out of the State. Entomological teams were also being sent out for vector study and detect presence of culex mosquitoes, after which fogging was carried out in high risks areas, he added. He said workers were also sent to control larvae cycle of mosquitoes mostly present in stagnant water. Referring to introduction of larvivorous fish in paddy fields and other stagnant bodies to eat mosquito larvae, the deputy director said larvivorous fish was available under Urban Malaria Scheme at Dimapur chief medical officer’s office and was distributed every (Cont’d on p-7) month.

Zeliang has said implementation of Registration of Indigenous Inhabitants of Nagaland (RIIN) would por tray a wrong message to the world, and this would delay resolution of the protracted Naga problem that Nagas have been longing for. Interacting with a section of media persons at NPF central office here on Wednesday, Zeliang said Government of India

Status quo on RIIN: Opposition NPF has urged the PDA government to maintain status quo vis-à-vis the proposed Registration of Indigenous Inhabitants of Nagaland (RIIN) as it would only bring more divisions among Nagas as well as various indigenous communities settled in Nagaland. In a resolution adopted in this regard at its central executive council (CEC) meeting held at Kohima on Wednesday, the party requested the government to put on hold the RIIN exercise till a consensus was reached with all stakehold(Cont’d on p-7) ers.

T.R. Zeliang also rubbished reports of NPF MLAs merging with BJP, stating that there had been no official discussion between the two parties so far. He said his contention was if BJP was comfortable with NDPP, then it could go ahead. Else, the two parties could work together considering the smooth sail they had between 2003 and 2017. The NPF-LP leader clarified that BJP had not approach NPF and neither the latter. He said discussion was held at personal level.

Meanwhile, fate of the seven NPF rebel MLAs, who had defied the party decision during the last parliamentary election and were subsequently suspended by the party, and for whose disqualification a petition was filed with NLA speaker, will be known by August 13. And as the day of final decision came closer, Zeliang said NPF would go as per the decision of the NLA speaker. According to Zeliang, though the speaker had given the rebel MLAs six weeks to reply, the latter again sought six more weeks, which would end in September. Mentioning that four months would lapse by August 13, he said if the speaker did not dispose the petition by August 13, then his party might seek redressal from court.

Swaraj cremated with full state honours NEW DELHI, AUG 7 (PTI): The mortal remains of former external affairs minister Sushma Swaraj were consigned to flames on Wednesday as Prime Minister Narendra Modi and other senior leaders, besides family, friends and admirers bid a tearful adieu to the political stalwart. A sea of mourners had gathered at the Lodhi Road crematorium here where she was cremated with full state honours. The body of the former minister, wrapped in a tricolour, was brought to the crematorium in the afternoon from the BJP headquarters, where it was kept for few hours for people to pay their respects. Her mortal remains were consigned to flames in the electric crematorium, amid sounding of the ceremonial bugle and strains of vedic mantras in the background. (Patton, Along mourn, p-7)

DIMAPUR, AUG 7 (NPN): Stating that its leaders had come to India on the invitation of Prime Ministers of India and several rounds of talks had been successfully held before August 3, 2015 Framework Agreement was signed in Prime Minister Narendra Modi’s presence, NSCN (I-M) has expressed surprise that talks had now been reduced to a mere governor’s level. In a letter to Modi by its chairman Q Tuccu and general secretary Th Muivah, who is also its chief negotiator, the organisation pointed out that commitment given by successive Prime Ministers to hold talks at the highest level, outside India in a third country and without and any pre-condition had been dishonoured. Mentioning that both parties had been patiently negotiating for the last 22 years and that it was committed to working out an honourable solution, NSCN (I-M), however, said the recent changes and developments had created confusion and doubt in the mind of “our people” if an honourable political solution could be arrived at. (GoI)had recognised Naga history as unique because Nagas were scattered in different parts of the State and country and yet had the same culture, tradition and had the same of having a final solution, and this made Naga history unique. He asserted that Nagas, whether from Manipur, Arunachal Pradesh or Assam, were one, had one vision and one goal, else GoI would not have considered Naga history as unique, if only Nagas talked about Nagas of Nagaland. Therefore, Zeliang said implementation of RIIN was not appropriate now and that it would take not less than five years to complete.

KOHIMA, AUG 7 (NPN): Following landslide that totally cut off NH-29 near old KMC dumping site on August 5 morning, the PWD (NH) has begun fresh cutting of road at the landslide area and could take another 5-6 days to allow vehicular movement. Kohima traffic police told Nagaland Post that light vehicles were being allowed to ply along Jotsoma bypass. Police informed that due to inclement weather,

the road to Kohima via Peducha to Tsiesema remained unmotorable. However, with the improvement of weather in the last two days, the road would be inspected to see if it was motorable, police said. Dimapur traffic police informed that only light vehicles could ply the diverted road from Niuland towards Zhadima. By-pass to remain closed on Aug 10: Jotsoma Youth Organisation (JYO) has informed by-pass would be closed for vehicular movement on August 10, 2019
