office memorandums of August 11, 2016 and August 4, 2008 was violation of law as in Uma Devi’s case in Supreme Court of India, the court directed that the State government should not regularise any person having completed three years in contract/ad hoc basis, the release added. Further, the judge cautioned that if any private respondent was appointed on contractual or temporary basis in violation of the office memorandum of June 6, 2016, the same would have to be deemed null and void. Referring to the court order, ACAUT and PSAN explained that as a one-time measure, the State government could only regularise services of those irregularly appointed on contract or ad hoc basis and who had

served more than 10 years as on April 10, 2016, the date Uma Devi judgement was passed by the Supreme Court. Thus, the office memorandums of August 11, 2016 and August 4, 2016 negated the laws laid down in Uma Devi and ML Kesari, and could not apply to the State government. And if the State government acted in violation of the rule laid down by the apex court, the same would be illegal and could be challenged and regularisation would be null and void, the organisations said quoting the order. The court had observed that it was a settled law that no person could be appointed even on temporary or ad hoc basis without inviting applications from all eligible candidates. (Cont’d on p-7)

NPCC disapproves Tharoor’s remark DIMAPUR, AUG 7 (NPN): Nagaland Pradesh Congress Committee (NPCC) said it disapproved Dr Shashi Tharoor’s “fleeting reference” to Naga headgear during a seminar in Kerala. The party, however, castigated BJP for allegedly choosing to ignore the “bigger issue” raised by Tharoor against PM Narendra Modi. In a press note, media NPCC media cell said both the concern shown by BJP ministers and its central leaders, followed by Nagaland chief minister Neiphiu Rio and some of his cabinet colleagues, and in trying to extract maximum political mileage were understandable. But equal concern should be shown to the plight of Nagas reeling under “miserable existence owing to 16 years of misrule perpetrated by the same set of leaders”, the party added. According to NPCC, the “hyper activism” of BJP and their “paid cohorts”

would not wash away the “sins” of the State government that was fully responsible for the current state of crumbling infrastructure and a myriad of socio-economic problems. NPCC said it expected the State government to deliver rather than indulge in “cherry picking at the behest of its communal masters in Delhi whose sinister agenda is slowly throttling the nation and its people”. MSK condemns: Malayali Samajam Kohima (MSK) also expressed shock and condemned the remarks by Congress Lok Sabha MP from Kerala, Shashi Tharoor. In a press note, MSK president KM Geevarghese said: “We feel pity for Tharoor’s lack of knowledge on rich Naga heritage culture and its costume,” MSK said while urging the MP to withdraw his remarks and tender unconditional apology to the Nagas.
