LPO disapproves KLH statement D I M A P U R , AU G 6 (NPN): A day after the Kohima Lotha Hoho (KLH) reacted to Lotha Public Organisation (LPO)’s 15-day ultimatum on Lotha Hoho (LH), the LPO Tuesday asserted that KLH had no authority or moral rights to issue press statement on behalf of LH. LPO through its media cell said it was not “inquisitive to assimilate one sided story” of KLH and was not in a position to “satisfy and justify their self-proclaimed standpoint” since the ultimatum was served on LH and not to any subordinate units like the KLH. LPO asserted that KLH standpoint was “just a mere propaganda to mislead the public”, adding that KLH’s “random allegation is highly derogatory and depreciative.” LPO said it was “deeply annoyed” as to why KLH had gone to the media without ascertaining the actual sequence of commotion during the selection day. Most of the states that have been accorded special provisions under Article 371 are in the North East and the special status aims to preserve their tribal culture. Article 371A deals with Nagaland, Article 371B with Assam, and Articles 371C, 371G and 371H deal with Manipur, Mizoram and Arunachal Pradesh.

NEW DELHI, AUG 6 (PTI): Parliament on Tuesday approved a resolution abrogating special status to Jammu and Kashmir under Article 370 of the Constitution and a bill for splitting the state into two Union Territories. The resolution was adopted by Lok Sabha with 351 members voting in its support and 72 against it, while one member abstained. The bill to create two UTs -- Jammu and Kashmir, and Ladakh -- was passed by 370 votes in favour and 70 against. The resolution and the bill were approved by Rajya Sabha on Monday. Replying to the debate on resolution for abrogating

some provisions of Article 370 and the Jammu and Kashmir Reorganisation Bill 2019, Home Minister Amit Shah said that India will continue to claim the territories of Jammu and Kashmir under the occupation of Pakistan. Shah said Article 370 was creating doubts over Jammu and Kashmir’s relations with India. “This is not a historical blunder but we are rectifying the historical blunder,” he said dismissing the opposition charges that the government was committing a mistake. Shah later withdrew the Jammu and Kashmir Reservation (2nd Amendment) Bill, 2019, in Lok Sabha, saying that the clauses incorporated in the legislation will automatically come into effect in the two new Union Territories. The Bill will also be withdrawn from Rajya Sabha. After the resolution and the bill were adopted, Speaker Om Birla adjourned Lok Sabha sine die.

NEW DELHI, AUG 6 (PTI): Former External Affairs Minister Sushma Swaraj passed away on Tuesday night, AIIMS sources said. She was 67. The senior BJP leader was brought to AIIMS between 9:30pm and 10:00pm and was straight away taken to the emergency ward. Swaraj had put out a tweet in the evening congratulating Prime Minister Narendra Modi after the Centre’s move to revoke special status for Jammu and Kashmir and bifurcate the state into two Union Territories secured Parliament’s approval. Swaraj had a kidney transplant in 2016 and had opted out of contesting Lok Sabha polls for health reasons. She is survived by her husband Swaraj Kaushal and daughter Bansuri.

Oppn attacks PDA govt on RIIN, ILP issue Correspondent

KOHIMA, AUG 6 (NPN): PDA government’s move to implement Registration of Indigenous Inhabitants of Nagaland (RIIN) and the Inner Line Permit (ILP) dominated the first day of the fourth session of the 13th Assembly session which began on Tuesday. Opposition members slammed the State government for not keeping its commitment in implementing ILP in Dimapur district and instead trying to divert the issue by bringing in RIIN. Initiating the discussion on matters of urgent public importance pertaining to ILP and RIIN, opposition legislator Dr Chotisuh Sazo hit out at the state government for constituting a commission for RIIN by issuing a notification of July 26 despite the Business Advisory Committee (BAC) listing in the provisional programmes of business for the current session on July 25 for a full day discussion. He said the July 26 notification undermined the Nagaland Legislative Assembly. He said it was difficult to understand the intention

of the government why it was in a hurry to implement RIIN instead of implementing ILP in toto. Maintaining that it was more urgent and important to implement ILP, Sazo expressed apprehension that many Nagas would be left out from RIIN in their own villages if December 1, 1963 was strictly taken as a cut-off date. He said because the then undivided NNC/FGN cadres had stopped many villagers from getting enrolled in the census of 1961 and 1971, many Naga families were not enrolled in the two census. Therefore, he appealed that village councils and GBs of respective village should be entrusted for registration, if at all RIIN was implemented. The MLA feared that there would be very few Nagas of Nagaland in Dimapur district, if all the Nagas registered themselves in their respective original villages as the original Indigenous Inhabitants in the district would be mostly Kacharis, Garos and non-Nagas, which could adversely affect Nagas in matters of employment in the future. According to Sazo,

many new villages were established and recognised recently, many people from outside Nagaland had also settled in these villages and there are villages from outside Nagaland. He said if those villages were given equal status, RIIN would legitimise many non-Nagas and Nagas from outside Nagaland would get Indigenous Inhabitant Certificates for employment in future. He also expressed concern on non-Nagas and Nagas from outside adopted by Nagas of Nagaland and asked whether student bodies or tribal bodies would allow them to be enrolled in RIIN, adding there would be a lot of complications unless proper modalities were worked out. He demanded that student bodies, tribal hohos and colony chairmen/GBs be involved in enrolment for RIIN, especially in towns so as to prevent any bogus entry. He suggested those Nagas or non-Nagas who had migrated to Nagaland before the cut-off date could be termed as domiciled Nagas and not indigenous inhabitant Nagas, adding a different condition could be worked out for them. DIMAPUR, AUG 6 (NPN): In the wake of Article 370 being revoked in Jammu & Kashmir, newly appointed Nagaland Governor, R.N. Ravi has assured the people of Nagaland that the Centre will not revoke Article 371 (A). As many in Nagaland have expressed apprehensions over the implications of development in Jammu & Kashmir on Nagaland, Ravi said there was no need to worry as Article 371(A) was a solemn commitment to the people of Nagaland. “I would like to categorically assure you all that you do not have to worry at all. Article 371(A) is a solemn commitment to the People of Nagaland. It is a sacred commitment. We are earnestly working to happily conclude the ongoing political process which is at a very advanced stage.” Gov calls on President, VP: Governor, R.N. Ravi, who is in Delhi, Tuesday paid a courtesy call on President Ram Nath Kovind and vice president Venkaiah Naidu. Ravi also briefed them on matters pertaining to the State, a press note by the PRO to governor stated.

Rio welcomes Ravi’s statement: State chief minister, Neiphiu Rio, has welcomed the statement of Governor, R. N. Ravi and said the state government has taken his statement as an assurance of the Government of India. According to CMO media & communications cell, the chief minister also said that the state government found it encouraging that the talks were at an advanced stage and there was positive hope that the political negotiations would reach its logical conclusion through an honourable and acceptable solution. In this regard, the state government has assured its fullest cooperation in its role as active facilitator. The state government also assured to leave no stone unturned to work towards creation of a congenial atmosphere in order to facilitate the political solution. Further, the state government has assured every citizen that it would stand up for the rights and the protection of people under all circumstances. The state government has appealed to all sections of the people to unite as one Naga voice under a spirit of unity and oneness.

KOHIMA, AUG 6 (NPN): The State government has taken all steps to fight the case in Calcutta High Court against the lessee of Nightingale building, part of Kolkata Nagaland House. Stating this in response to a starred question by NPF MLA Imkong L Imchen, deputy chief minister Y Patton said a joint parliamentary committee was constituted for the purpose on October 26, 2018. And the State cabinet in its meeting held on June 29 this year seriously deliberated on the matter and decided that members of the joint parliamentary committee would attend the court hearing on July 15 and observed that advocate general made strong defence in favour of the State government, he added. Opposition NPF raised the issue of the Kolkata Nagaland House commercial complex, wherein NPF legislators expressed concern over the loss incurred by the state after leasing out to a private party. CTALOA alleges graft in compensation

DIMAPUR, AUG 6 (NPN): Chetheba Town Area Land Owners Association (CTALOA) Tuesday claimed to have unearthed “a multicrore scam” through series of RTI replies in connection (Cont’d on p-12) with damage compensation relating to 2-laning of Chakahbama-Zunheboto road under SARDP-NE project. In a press release, CTALOA convenor, Vekhole Rhakho, stated that following detection of some bogus beneficiaries in the first beneficiary list along with issues of non-inclusion, underpaid and overpaid compensations, a complaint was lodged and spot re-verification was conducted. his blatant approval of the misappropriation/bogus beneficiaries in the compensation exercise.” It also stated that the landowners compiled a list of landowners’ complaints and submitted to the extra assistant commissioner (EAC), Chetheba Town on July 6, 2019, but no action has been initiated till date. After receiving no positive response from DC Phek, the association said it wrote an appeal letter to the state chief secretary for immediate necessary action. CTALOA claimed that due to excessive bogus beneficiaries, many landowners were deprived of their right to adequate damage compensation and the landowners were suppressed of their right to avail claim and objection period as the district land acquisition authority flouted procedural norms in acquiring land.

As the opposition NPF did not field its candidate, Longkumer elected unopposed. NLA speaker, Vikho-o Yhoshü declared the results. Following the recent

reshuffle, Longkumer replaced Zhaleo Rio as deputy speaker after the latter was assigned adviser of Sericulture, Excise and Minority Affairs. Both, Nagaland chief minister, Neiphiu Rio and leader of opposition, T.R. Zeliang congratulated Longkumer on being elected. Rio and Zeliang urged Longkumer to discharge his duties and responsibilities to the best of his abilities without fear or favour.

Kohima police declare bounty on escaped UTP DIMAPUR, AUG 6 (NPN): Kohima police have announced a bounty of Escaped UTP Rs.1 lakh for information leading to the arrest of an escaped under trial prisoner (UTP), who escaped from Naga Hospital Authority Kohima (NHAK) on July 22 after being admitted in UTP cell on medical ground. In a lookout notice, Kohima police PRO described the accused identified as one Sabir Ahmed (24), son of Abdul Hannan, as having medium fair complexion, 5.3 ft height and black mole on the right chest.
