KOHIMA, AUG 4 (NPN): Landslides triggered by heavy and incessant rains have once again snapped road connectivity between the State capital Kohima and Dimapur, which also is the lifeline to Manipur. Landslides occurred at two locations – the previous landslide area and some 100 metres away from the first place – on NH-29 near the old KMC dumping site (about 6 km from here) around 1 a.m. on Sunday. Hundreds of vehicles, including Manipur bound trucks and buses, were stranded.

30 killed in two separate mass shootings in US Washington/Houston, Aug 4 (PTI): At least 30 people were killed and several others injured in two separate mass shootings within 24 hours in the United States, the latest in a string of mass shootings in America. Ten people, including the shooter, were killed and at least 16 others injured on early Sunday in Dayton’s Oregon district, a historic neighbourhood known for its nightclubs, bars, art galleries and shops. “The shooter is deceased. There are 9 others also deceased. At least 16 others went to area hospitals with injuries,” Dayton police said. The incident took place hours after a 21-year-old gunman armed with an assault rifle opened fire at a crowded Walmart store in the southern border town of El Paso in Texas, killing 20 people and wounding 26 others. “The ages and genders of all these people injured and killed are numerous in the age groups,” El Paso Police Chief Greg Allen said. For several minutes on Saturday morning, the packed Walmart store, where shoppers were busy buying back to school stuff for their kids, filled with gun smoke and the echo of gunfire.

It may be mentioned that the incident took place barely two weeks after a stretch of NH 29 near Old KMC dumping site was temporarily restored and opened to traffic. The Act also warns that any placement agency contravening the rule shall be punishable with imprisonment for a term which may extend to seven years or fine which extend up to Rs. One lakh. All offences under the Act shall also be cognisable and non-bailable.

The second landslide occurred at Lerie Colony near old employment office. However, the debris was cleared by afternoon for vehicular movement. Sources said there was no casualty and damage of property at both the locations. The stretch being a landslide prone area had witnessed landslides and subsidence of road in the past years specially during the monsoon season.

D I M A P U R , AU G 4 (NPN): State-run oil marketing companies reduced the retail prices of petrol and diesel on Sunday. Petrol became cheaper by 8-10 paise and diesel by over 5 paise after Sunday’s price. After the price cut of 9 paise, in Dimapur, petrol was retailing at Rs. 70.52 a litre. Diesel became cheaper by 5 paise to Rs. 63.75 per litre. In Kohima, a litre of petrol and diesel was retailing at Rs. 71.34 and Rs. 64.38 respectively on Sunday. In Delhi, petrol was retailing at Rs 72.52 per litre compared to Rs 72.6 on Saturday. Diesel in the national capital was retailing at Rs 65.94 a litre. Price of fuel includes excise duty, value added tax (VAT), and dealer commission. VAT varies from state to state. From June 2017, fuel prices in India are revised daily, and this is called the dynamic fuel price method.

KOHIMA, AUG 4 (NPN): With an aim to help school and college-going students, officer-goers and individuals to reach their destinations on time, reduce transportation cost and provide opportunities for unemployed youth to generate income, the State cabinet has approved two-wheeler taxi service in Nagaland. Highly-placed sources informed Nagaland Post that the cabinet during its meeting on July 28 observed that in recent years the State had been experiencing acute traffic congestions due to narrow roads and drastic increase in the number of vehicles, thereby affecting smooth mobility, loss of time and adversely affecting daily life. According to a cabinet memo, Regional Transport Authority (RTA) of the districts would be the permit issuing authority for

D I M A P U R , AU G 4 (NPN): Expressing serious concern over the recent membership registration drive carried out by BJP, Central Nagaland Tribes Council (CNTC) has demanded that any political party going for such drives should carry out a thorough background check before absorbing non-Nagas into its fold. Clarifying that it was not opposed to such drives, the council alleged that many persons of doubtful identities and from outside the State, especially in Dimapur, were seen giving their addresses as Nagaland, which was a matter of great concern. Meanwhile, CNTC alleged that following update of National Register of Citizens (NRC) neighbouring Assam, many suspected illegal Bangladeshi immigrants (IBIs) whose names

did not figure in NRC have started applying for Indian passports from Dimapur regional passport office with fictitious documents. The council demanded that the authorities thoroughly scrutinise and leave no stone unturned in indentifying these IBIs and do the needful at the earliest. “It has come to notice that people of a particular community are applying passports from Dimapur in large numbers, which seems to be very questionable and fishy, while the NRC final list was about to be drafted,” a statement issued by its media cell noted. The cabinet memo further makes it clear that permits would be only issued to bona fide unem-

ployed indigenous inhabitants of the State and, except for the person in whose name the permit is registered, others would not be allowed to drive or hire out to somebody. Other conditions include that the male rider would be allowed to carry both male and female passengers, while a female rider would be allowed to carry only female passengers.

The routes and fares would be notified and fixed by RTA and the permit could be cancelled if any of the terms and conditions were found to have been violated. Transport & Civil Aviation, Railways and Land Resources minister P Paiwang Konyak will officially launch the two-wheeler taxi after August 15. Earlier, Kohima Two Wheeler Taxi Association (TWTA) had submitted a representation to the State government, appealing to legalise two-wheeler taxi service in Nagaland and help local youth pursue their livelihood. Signed by its president Chumben B Yanthan and general secretary Kenei Miacheo, the memorandum mentioned that TWTA had resolved to work ethically and efficiently for welfare of the two-wheeler taxi riders and provide safe and quality transportation service to the people.

NEW DELHI, Aug 4 (NPN): Thousands of youths from Nagaland are employed under various establishments throughout the country, mainly in metro cities. Youths from the state who are employed under various trades in metro cities outside the state, are desperate for jobs and due to ignorance, are ultimately forced to work under pathetic conditions and also underpaid. There have been several reports in national newspapers regarding Naga youths, especially females who are enticed into the flesh trade after being given rosy promises under call centres or spas. Recently there were also reports about the plight of many Naga workers in Tamil Nadu. Since the past few years five Naga youths have died and the unfortunate aspect is that the Naga communityfellowship and unions- had no idea about the presence of the deceased.A similar situation also arises in other metro cities where hundreds of Naga youths are undergoing employment under vari-

ous business establishment. Almost all those who have gone outside for employment responded either to placement agencies or advertisements. These agencies or individuals are not made accountable whenever some of those employed outside fall in difficult times or even result in death. The government of Nagaland has to take serious note of such reports and contemplate on legislating an Act similar to that done by the government of Assam recently. It would be helpful if the elected members dwell on this aspect in the forthcoming assembly session as many youths of the state were given employment through some placement agencies or individuals. The need therefore, is to bring about a legislation which would make such agents or agencies accountable in case of anything going wrong. The government of Assam has recently enacted its “Assam Private Placement Agencies For Recruitment of Workers (Regulation Bill)2019. (AGENCIES): Expressing concern over pendency of cases, Chief Justice of India Ranjan Gogoi said on Sunday that more than two lakh cases are in courts for 25 years, while over 1,000 cases have not been disposed of even after five decades. Speaking at a public function here, Justice Gogoi said though the judiciary faces criticism for the huge number of pending cases, it is not entirely responsible for the delay as the executive also has some responsibility in the justice delivery mechanism. “In India, we have a little over one thousand 50-year-old

cases and above two lakh 25year-old cases,” he said. In Assam and other North East states, there is no case which is 50 years old, but there are 106 cases which are pending for 25 years, Gogoi said. The CJI said, out of about 90 lakh pending civil cases in the country, more than 20 lakh are at a stage where summons have not been served yet. “This is about 23 per cent of the civil cases in the

country. In criminal cases, the figure is worse. Out of 2.10 crore (pending) criminal cases, the total pendency at the summoning stage is over a crore. “If summons have not been served, how do my judges start the trial? This is my question to the executive. The responsibility of summoning solely lies with the executive arm of the government,” Justice Gogoi said. He said out of the total pending criminal cases, about 45 lakh are petty offences. Justice Gogoi said he had addressed the chief justices of various high courts on July 10, during which he requested them to “go after” the 50-yearold and those pending for 25 years. He instructed Gauhati high court acting Chief Justice Arup Kumar Goswami to clear such long pending cases in Assam as soon as possible. He also expressed hope that the Centre will accept

his proposal to raise the retirement age of high court judges to 65 years from the current 62. “The immediate result there will be a freeze of retirement for three years. In these three years, we can try and fill up the 403 vacancies by good judges. This is my dream. It should be carried out by my successor Chief Justice (of India) and I don’t see why he cannot change the face of Indian judiciary,” Justice Gogoi said. On the trial courts, the CJI said already around 4,000 posts have been filled of 6,000 vacancies and 1,500 more will be filled up by the end of this year. “As far as the high courts are concerned, out of 1,079 posts all over the country, 403 are vacant. I have requested the chief justices (of the high courts) to send their recommendations.... Make good recommendations,” he said.

projects in 100 days in NE

NEW DELHI, AUG 4 (PTI): The Centre has decided to launch 200 projects worth Rs 3,000 crore in North East in the first 100 days of the new Modi government, DoNER Minister Jitendra Singh said on Sunday. Keeping in mind the targeted approach for bringing the rest of India closer to North East, an action plan has been formulated for the Ministry of Development of North Eastern Region (DoNER). DoNER, which has taken in the 100 days action plan, is to sanction or start or complete or operationalise 200 projects worth about Rs 3,000 crore, which means on an average two projects for Rs 30 crore per day, Singh said. A key project under the action plan is setting up of a bamboo industrial park at Manderdisa in Dima Hasao district of Assam in an area of 75 hectares at a cost of Rs 50 crore. In addition, 36 ongoing projects under various schemes like the Non Lapsable Central Pool of Resources (NLCPR) Scheme, special packages, schemes of the North Eastern Council (NEC) have been completed with approved cost of Rs 529.18 crore. Works of two projects for Rs 89.63 crore got started and three projects for Rs 26.83 crore have been operationalised during this period. Under North East State Road Improvement Project (NESRIP), sanctions have been accorded for release of Rs 9 crore for road projects during 50 days since formation of the government.

DIMAPUR, AUG 4 (NPN): NNC (Parent Body) has issued a “last warning” to its former general secretary V Nagi and asked him to stop his “destructive political play” when all Nagas were striving for a peaceful resolution of the Indo-Naga political conflict. In a statement, the organisation warned Nagi to stay away from its matters before any untoward punishment befell upon him, adding that his nosy involvement was not legitimate in any of its work. It also stressed that there was no meaning of paper war when the Nagas in general were fully aware of the ongoing peace process.
