Parl approves amendment to UAPA Bill NIA gets power to label individual as terrorist NEW DELHI, AUG 2 (PTI): In a big boost to the Government, Parliament on Friday approved a crucial amendment to an anti-terror law allowing the Centre and states to designate individuals as terrorists and seize their properties. The Unlawful Activities (Prevention) Amendment (UAPA) Bill that seeks to amend the Unlawful Activities (Prevention) Act, 1967, was passed by Rajya Sabha with 147 votes in favour and 42 against. The Congress and BSP supported the bill. The House earlier rejected the oppositionsponsored motion to send the amendment to a select committee with 104 votes against as compared to 85 in favour. Congress had also voted in favour of this motion. Lok Sabha had passed the bill on July 24. Replying to the debate, Home Minister Amit

LSU ‘deports’ 15 ILP defaulters WOKHA, AUG 2 (NPN): In its latest crackdown on illegal immigrants in Wokha, the Lotha Students’ Union (LSU) Thursday “deported” 15 ILP defaulters to the nearest border area accompanied by administration and police personnel. According to LSU general secretary and in-charge of ILP Cell, Ashanthung Humtsoe, the drive to “flush out” illegal immigrants and ILP defaulters was conducted in cooperation with the district administration and police department. He informed that during the drive, altogether 27 persons including six minors were found without proper documentation or expired ILP. Cautioning that it would not tolerate ILP defaulters or illegal immigrants within its jurisdiction, the union stated it would continue to conduct similar drives from time to time. LSU has expressed gratitude to the police, administration and public and sought their cooperation in the future also. LSU has also appealed to the public to remain vigilant in tackling the menace of illegal immigration plaguing not only Wokha but the entire state. Further, LSU has urged the state government to implement the online ILP reform recommendation, which it had submitted.

Shah said the law, that will be used only to tackle terror, will help agencies remain four steps ahead of terrorists. He accused the Congress of giving colour to the law by linking terrorism to religion for political gains. He alleged that Congress misused it to frame people linked to a particular religion, in the context of Samjhauta and Mecca Masjid cases, where the accused have been acquitted by court. He accused the Congress of misusing laws to target the opposition and cited the example of ‘Emergency’ in this regard when opposition leaders were put behind bars and restrictions on media were imposed. Elaborating on the track record of NIA, he said out of 278 terror cases registered by the agency, charge sheet has been filed in 204 cases. Of the 54 cases where judgements have come, conviction has been there in 48. Track record of NIA in conviction in terror cases is outstanding, he said. Shah said there has been a 91 per cent conviction rate of cases for NIA, which is the highest for any investigative agency across

the world. He said 221 persons who have been convicted, 92 have been freed of charges by the courts. A total of 131 chargesheets have been filed from June 1, 2014 to July 2019. “All charge sheets are as per law and no one has been freed due to lack of charge-sheet filing,” he said. Earlier Congress leader, P Chidambaram said his party was not against the law but was opposed to some amendments. He said the issue was that of a liberty of an individual and if the law was passed, it would be struck down by courts. “An individual who commits terrorist act is punishable. But there is no clear differentiation driven out between punishing an unlawful association and punishing the member of unlawful organisation. Why have you brought this amendment? What is the purpose of this amendment,” he asked. Chidambaram asked why an individual be named a terrorist when the organisation he belongs to has already been banned.

D I M A P U R , AU G 2 (NPN): Following the daily revision in retail fuel rates, petrol prices fell by 7-11 paise while diesel prices remain stagnant for the fourth successive day across major cities in the country on Friday. Diesel in Dimapur is retailing at Rs 63.80 a litre, no change in price compared with Thursday’s price. Petrol price was decreased by 7 paise to Rs 70.68 a litre as against Rs 70.75 a litre on Thursday. In the state capital, Kohima, petrol price was decreased by 8 paise to Rs. 71.48 a litre as against Rs. 71.56 a litre on Thursday. While diesel remained unchanged at Rs. 64.41 per litre. Petrol price in Delhi was decreased by 11 paise to Rs 72.69 a litre as against Rs 72.80 a litre on Thursday while diesel remained unchanged at Rs 66 a litre.

KOHIMA, AUG 2 (NPN): Naga Hospital Authority, Kohima (NHAK), State’s premier healthcare centre, is in urgent need of infrastructure update and repair. Speaking to Nagaland Post, an official, on condition of anonymity, informed that almost everything in the hospital required an immediate upgrade and refurbishment, including the building and wards. As the old hospital building was constructed over hundred years ago, it needs lots of repair, including damages caused due to instability of soil in the hospital area. NEW DELHI, AUG 2 (PTI): A pre-test of Census 2021 will be carried out across the country from August 12 to September 30, officials said on Friday. The reference date for the census is October 1, 2020 for Jammu and Kashmir and snow-bound areas of Himachal Pradesh and Uttarakhand, while for the rest of country it is March 1, 2021. Collection of data with mobile phones is likely to shorten the process of results being available and in all probability, major part of data is likely to be available by 2023-2024, an official said. The complete data of the 2011 census could be available only after several years. The pre-test of census 2021 will be from August 12 to September 30, the official said. The questions for house listing and population census remain the same, except that facilities like internet usage or facility, digital banking etc are mapped this time. More focus is being given on training unlike last time when NGOs were used to train the enumera-

tors.

For the first time in the 140-year history of the census in India, data is proposed to be collected through a mobile app and enumerators would be encouraged to use their own phone. App is being developed indigenously for collecting the data and in Android phones. The census data will be digitised this time. The census 2021 will be the world’s largest enumeration exercise, another official said. A total of 33 lakh enumerators, the persons who conduct door-to-door counting, would be mobilised for data collection for which notification has already been issued. DIMAPUR, AUG 2 (NPN): Peren police on Thursday recovered the body of a 19-year-old woman, who reportedly went missing on August 1. The body was found in the jungles of Gaili village in Peren district. The deceased has been identified as one Paugumcule, a resident of Punglwa village. Speaking to Nagaland Post, Peren sub-divisional police officer, Vikato Thonger said the police was informed regarding the matter by the district administration around 9 p.m. on Thursday. The Census 2021 will be conducted in two phases. In the first phase, house listing operations would be conducted in any two months chosen by the states between April and September in 2020. In the second phase, actual population enumeration would be done during February 9 to 28, 2021, followed by the revision round from March 1 to 5, 2021. In Jammu and Kashmir and snow-bound areas of Himachal Pradesh and Uttarakhand, population enumeration would be conducted during September 11 to 30, 2020, followed by the revision round from October 1 to 5, 2020.
