Centre rushes NDRF team to Nagaland
DIMAPUR/NEW DELHI, AUG 30 (NPN/AGENCIES): Union Home minister Rajnath Singh has said that National Disaster Response Force (NDRF) teams are being rushed to Nagaland to assist with relief works arising out of the flood-like situation prevalent in Nagaland. Home Minister Singh took to twitter and stated that he had spoken to the Nagaland Chief Minister and also announced the dispatch of NDRF forces by the Home Ministry. “Spoke to Nagaland Chief Minister Shri @Neiphiu_Rio regarding the situation arising due to floods and landslides in several places of the State. NDRF teams are being rushed to the state by the MHA to carry out rescue and relief operations,” Rajnath Singh tweeted. Earlier, chief minister Neiphiu Rio had also taken to Twitter and appealed to the Central government for assistance in dealing with the flood situation arising out of incessant rains. “Nagaland needs your help. Incessant rain has caused floods and landslides in several parts of the state and has affected many,” Rio tweeted on Wednesday. No SC/ST quota after migrating to another State: SC NEW DELHI, AUG 30 (AGENCIES): A member of the SC/ST community does not carry the same status upon migrating to another state and cannot thus get the benefit of quota there, the Supreme Court has ruled. A Constitution Bench, headed by Justice Ranjan Gogoi, concurred with the views taken by the apex court in the past. “Unhesitatingly, it can be said that a person belonging to a Scheduled Caste in one state cannot be deemed to be a Scheduled Caste person in relation to any other state to which he migrates for the purpose of employment or education,” said the Bench. It added that the benefits of reservation provided for by the Constitution would stand confined to the geographical territories of a state/Union Territory in respect of which the lists of SC/ST have been notified by the Presidential Orders. “A person notified as a Scheduled Caste in State ‘A’ cannot claim the same status in another State on the basis that he is declared as a Scheduled Caste in State ‘A’...,” it maintained.

DIMAPUR, AUG 30 (NPN): Nagaland chief minister Neiphiu Rio has sanctioned Rs 10 lakh for Kiphire district from Chief Minister’s Relief Fund (CMRF) as immediate financial aid to the district ravaged by the recent floods and landslides caused by monsoon rains. This was announced by the chief minister at a review meeting for relief and rehabilitation works in progress at district headquarters Kiphire on Thursday, CMO media cell staed. He asserted that the State government was trying its best to restore normalcy in the district and that the people had not been forgotten. “We have not forgotten you. The people of Kiphire are in our hearts and we share your concerns,” he remarked. Appreciating government machineries and people for coming together in time of distress to work collectively for lessening public suffering, the chief minister remarked
that response to calamities and disasters could be mitigated to a large extent with public cooperation and support as the government alone could not do everything by itself. He said, just before taking off, Union Home Minister Rajnath Singh had called him in the morning to enquire about the situation. He added that an Inter-Ministerial Central Team would be visiting the State from September 4 to conduct a survey on the extent of damage caused by natural calamity across the State. Rio recalled that although he, along with Union Minister of State for Home Kiren Rijiju and senior officials of the NDMA, NDRF, Government of Nagaland, NSDMA, etc, tried to conduct an aerial survey and visit affected areas on August 5, inclement weather did not permit them to land even in Kohima, for which they all had to return to Dimapur.

NEW DELHI, AUG 30 (IANS): Law Commission of India on Thursday came out strongly in support of simultaneous parliamentary and state assembly elections, stating that the process can be initiated from 2019 itself by holding 13 assembly polls along with the Lok Sabha elections. The polls to the remaining 17 assemblies (including Union Territory of Puducherry) can be held in 2021 for a term of 30 months to make them synchronous with the rest of the states and Lok Sabha elections in 2024, it said. In its draft report released on Thursday, the law panel has set aside reservations by many opposition parties as having no merit and quoting from one of Shakespeare’s plays emphasized that “to do a great right it is permissible sometimes to do a little wrong”. “Time has come for India to revert to simultaneous elections in the greater national interest. Thus the Commission recommends holding of simultaneous elections to Lok Sabha and state Legislative Assemblies,” the Commission said in the draft report.
On the apprehensions expressed by a number of opposition parties regarding democracy, basic structure of the Constitution and federalism, etc if simultaneous polls are held, the law panel said it did not find any of these apprehensions having a basis. “Holding simultaneous elections, by no means, affects democratic set-up of India. It cannot be argued that holding simultaneous elections would adversely interfere with the basic structure of the Constitution,” it said in the report. “Similarly, as the process of simultaneous elections does not alter any of the entries in the three Lists contained in the Seventh Schedule of the Constitution, and it does not interfere with legislative competence of the Centre or the states, the contention that it would tinker with the concept of federalism is devoid of any merit,” it added. Suggesting to start synchronising state polls with that Lok Sabha elections, the Commission came up with three formulae. IT Ministry warns against BJP denies State president performing deadly ‘momo challenge’ ritual of immersing Vajpayee’s ashes
NEW DELHI, AUG 30 (PTI): Information & Technology (IT) Ministry has issued an advisory against the deadly ‘momo challenge’, asking parents and guardians to protect children from the game which lures players into a series of violent acts, ending with a suicide dare. “The momo challenge consists of a variety of self-harming dares which becomes increasingly risky as the game progresses and it finally ends with suicide challenge,” IT Ministry’s advisory said. It noted that the game has gone viral on social media platforms like WhatsApp. The advisory asked people to watch out for unusual signs and symptoms in children including social withdrawal, low mood, sudden outbursts of anger and loss of interest in routine activities. It also asked parents to look out for “visible marks like deep cuts or wounds on any part of the body of the child”, as warning signs. The advisory gives over half a dozen tips on shielding children from the game. These include engagement with kids to identify any
signs of distress. The advisory suggested installing effective cyber and mobile parenting software that can track online activities of children. “Keep your eyes open for...unusually secretive behaviour, mostly related to their online activity...a sudden increase in the time they spend online, especially social media...their device suddenly has many new phone numbers and email contacts,” said the advisory issued earlier this week. The game lures player, to add unknown contacts on WhatsApp by the name of ‘Momo’. Once the contact is added, the image of a terrifying Japanese ‘Momo’ doll with bulging eyes appears in contact. The deadly game, featuring a grotesque image of a girl with bulging eyes, has made inroads into many countries and is reminiscent of last year’s killer ‘Blue Whale Challenge’, which too had triggered a Government advisory in September 2017. DIMPUR, AUG 30 (NPN): BJP Nagaland unit has termed the controversy surrounding immersion of ashes of former Prime Minister Atal Bihari Vajpayee in the State’s river as unfortunate, even as the party clarified that it had never been its intention nor of its president Temjen Imna Along to hurt the sentiment of any individual, organisations or hoho. A statement by State BJP chief spokesperson, Kuputo Shohe clarified that Along, besides paying “due and deserved respect” to the leader, did not perform any ritual of a different religion and that it was performed by persons belonging to Hindu religion from the party’s State unit minority cell. He said state BJP leaders, particularly the Nagas, were all Christians and aware of Christian ethics and thus in no way would intentionally hurt sentiments of people of the State.
According to Shohe, the ashes of Vajpayee were sent to all the for paying homage to the great leader and that, along with rest of India, Christian States of the Northeast– Mizoram, Meghalaya and Nagaland – also received the urns containing the ashes. He said each State, as a sign of respect, honoured the last remains of the great leader in their own respective ways. Kuputo pointed out that India was a “Sovereign, Socialist, Secular, Democratic, Republic” where every citizen enjoyed the right of freedom of religion. And when the Constitution of India ensured equal respect for all religion, it was only right that the urn containing the ashes of Vajpayee was brought to Nagaland, he reasoned. As citizens of the great country India, he urged people of the State on behalf of BJP Nagaland to respect the same right that “we enjoy within the ambit
of the same constitution.” Pointing out further that the constitution ensured equal right, protection and respect for all faiths, Shohe remarked, “As much as we value the guaranteed right and raise voice against discrimination of our faith anywhere, we ought to respect the same about others before imposing our own in our domain.” While regretting if anyone’s sentiment had been hurt, particularly Lotha Hoho being the most vocal, Shohe said State BJP was hopeful that the clarification would put to rest the controversy surrounding the conduct of rituals of the last remains of “our great leader”. On behalf of BJP, he also humbly requested citizens of the State to kindly appreciate the works of late leader for the cause of Nagas that required no explanation and put to rest the “unfortunate controversy once and for all”.
YTC appeals for restoration of NH-202 China issues flood alert in Brahmaputra;
DIMAPUR, AUG 30 (NPN): Yimchungrü Tribal Council (YTC) has appealed to the State PWD (National Highway) authority to immediately restore National Highway-202 (NH-202), which remained cut off near High Bridge (Shungkiu) since July 22, 2018. ITANAGAR/NEW DELHI, AUG 30 (PTI): China has alerted India about the rising water in river Tsangpo, called Siang in Arunachal Pradesh and Brahmaputra in Assam, leading to possibility of floods in downstream areas, Arunachal Pradesh MP Ninong Ering said Thursday. A senior official of the Union Water Resources Ministry said it was an unprecedented situation on the Chinese side where Tsangpo broke a 150-year record with swollen waters and hence China has shared the information with India. Ering said communication from China came following heavy rains in that country after which Tsangpo was in spate. “The local authorities told me that the Chinese government has conveyed to Indian government that there is a possibility of floods in parts of Arunachal Pradesh. We have taken the alert seriously and cautioned people,” he told PTI. According to a Chinese government report, 9020 cumec of water was discharged into Tsangpo/Brahmaputra river as observed at various
stations yesterday. MP said Siang has been calm till today but people in East and Upper Siang districts were cautioned. “My own village is in danger of getting flooded,” he said. Union Water Resources Ministry official said Indian experts have analysed the data shared by China and came to the conclusion that the effect may not be so strong in the country even through it was an alarming situation in China. This was the first time this year that China shared the river data with India, official said. China began sharing data from May 15, while it started sharing data for the Sutlej river from June 1. Sharing of data came after two sides held talks over the issue in March this year. The data is shared twice daily until October this year. Brahmaputra originates from China’s Tibet and flows into Arunachal Pradesh, where it is called Siang, and then Assam, where it becomes Brahmaputra, and later drains into the Bay of Bengal through Bangladesh.

Since elections to the assemblies of Andhra Pradesh, Arunachal Pradesh, Odisha, Sikkim and Telangana are due with the Lok Sabha polls, they stand synchronised. “If there is political will, elections to the assemblies of Haryana, Jharkhand, Maharashtra and Delhi (which will mean curtailment of their terms) can also be held along with Lok Sabha and the five states mentioned above in 2019,” it said. “In case of the other four states of Chhattisgarh, Madhya Pradesh, Mizoram and Rajasthan, where elections are due in early January of 2019 and end of 2018, extension of up to six months is required to attain synchronisation with Lok Sabha elections in 2019, which will entail amendment to Article 172 of the Constitution,” it added. It suggested that in the case of remaining 16 states and Puducherry (Union Territory with legislature), elections can be conducted towards the end of 2021... only for 30 months or till June 2024. Daipao against its president, alleging that the latter had unilaterally signed the August 23 joint declaration at Senapati, four office bearers of the hoho, including Ozukum, have hit back saying they were compelled to clarify “without touching the core issues and conflicts within the Naga Hoho executives…” In a rejoinder, NH president, P.Chuba Ozukum; vice presidents- H.K. Zhimomi (Adm), Samson Remei (political) and secretary cultural & customary affairs, Mhonchumo said despite being aware of the “unjustified and unilateral press statements” issued by the two from time to time, the members had restrained from countering, to maintain the sanctity of Naga Hoho and not allowing ego and state centric tribal politics take precedence. Diesel prices at new high
NEW DELHI, AUG 30 (AGENCIES): Diesel prices hit a record new high in four metros across the country on Thursday. In Delhi, the price of diesel was increased again by 19 paise per litre.
