Govt to use Sat mapping to resolve NE border disputes
NEW DELHI, AUG 1 (PTI): The Centre has decided to demarcate boundaries of the North Eastern states through satellite imaging to settle inter-state border disputes that are often becoming a cause of concern and sometimes even leading to violence. Two senior government functionaries said the task has been given to the North Eastern Space Application Centre (NESAC), a joint initiative of the Department of Space (DoS) and the North Eastern Council (NEC). The NESAC helps augment the developmental process in the Northeast region by providing advanced space technology support. The inter-state border disputes have come under fresh focus recently after five Assam Police personnel and a civilian were killed in clashes along the AssamMizoram border. The idea for demarcation of inter-state boundaries through satellite imaging was mooted by Union Home Minister Amit Shah a few months ago. Shah had suggested roping in NESAC for mapping the inter-state borders and forests in the Northeastern region and coming up with a scientific demarcation of boundaries between states.
Kohima traffic regulation for NLA session D I M A P U R , AU G 1 (NPN): In view of the 8th session of the 13th NLA session scheduled to be held on August 3 and 5, Kohima police has issued traffic advisory for the said period. No vehicle including two wheeler will be allowed to park by the roadside from 6 a.m. onwards on August 3 and 5 at the following routes till the end of NLA session-- From BSNL telephone exchange till Classic Island, from Raj Bhavan till Classic Island and from Classic Island till Assembly Secretariat via Razhü Point/Highschool Junction. Heavy vehicles will not be allowed to ply in Kohima town during Assembly Session, from 6 a.m. till the session is over. All loading and unloading of goods in Kohima town should be completed by 6 a.m. during Assembly session. Kohima police warned that defaulting vehicles will be towed away and the charges borne by the vehicle owners.

The Shillong-based NESAC is already using space technology for flood management in the region. Since there will be scientific methods in the demarcation of borders, there will no scope for any discrepancy and there shall be better acceptability of the boundary solutions by the states, the government functionaries said. Once the satellite mapping is done, the boundaries of North Eastern states could be drawn and the disputes could be resolved permanently, they said. The major objectives of the NESAC are: to provide an operational remote sensing and geographic information system-aided natural resource information base to support activities on development, management of natural resources and infrastructure planning in the region. The other objectives include taking up research in the area of space and atmospheric science and establishing an instrumentation hub and networking with various academic institutions of the region. Also, to enable single window delivery of all possible space-based support for disaster management and to set up a regional level infrastructure for capacity building in the field of geospatial technology. Shah, who as NEC chairman also heads the NESAC society, had, at the NEC meeting on January 23 this year at Shillong, suggested that the NESAC deploy the same technology to map inter-state borders in the North East and scientifically work out their demarcation.
State Covid-19 caseload nears 28k mark; 4 more die D I M A P U R , AU G 1 (NPN): Nagaland’s cumulative Covid-19 caseload on Sunday neared the 28000 mark after 73 fresh Covid-19 positive cases were reported. Kohima reported the highest number of fresh cases at 39, Dimapur-17, nine in Mokokchung, three in Phek, one each in Kiphire, Longleng, Mon, Tuensang and Wokha, taking the total caseload to 27945. Further, four more patients succumbed to the infection-- two in Dimapur and one each in Kohima and Tuensang, pushing the death toll to 570 (including 14 non-Covid deaths).

WC,NNPGs questions credibility of Core Committee on Naga issue; oppn-less govt DIMAPUR, AUG 1 (NPN): Working Committee (WC) of the 7-member Naga National Political Groups (NNPGs) through its media cell, has slammed the recent developments in Nagaland regarding constitution of the core committee on Naga political issue and formation of an opposition-less government. WC reminded that till a few weeks back, both ruling and opposition were at each other’s throats with multiple accusations on “all proven thefts and robberies of developmental projects and public welfare schemes” in public domain. However, it said all these “are now
wiped clean” after they have come together for an “opposition-less government.” WC also hit out at the Core Committee on Naga Political issue comprising of all legislators with whom it had met on July 20,2021. WC said it was unfortunate that some elected members were unaware of their constitutional duties to the state they belong to and people they represent. WC also said as elected members owe allegiance to the Indian constitution, they ought to exhibit it by rule. Furthermore, WC said “most Naga legislators are more concerned for the welfare of Manipur state
citizens or indulge in disturbing the sovereignty of Myanmar.” It reiterated that the Naga issue and solution should be left to Naga negotiators who are negotiating for all Nagas under different Indian states including Myanmar. WC reminded state legislators that the government of India under prime minister Narendra Modi officially appointed the Interlocutor to negotiate with Naga political parties to solve the “Indo-Naga political issue.” WC said when the official position and status paper of the government of India and WC,NNPGs was in the hands of legislators,

State govt issues ‘Unlock 4’ guidelines with more relaxations D I M A P U R , AU G 1 (NPN): High Powered Committee (HPC) on Covid-19 decided to continue with existing lockdown measures with further relaxations and reopening of more activities from August 2 to 18. This followed a review meeting held on July 31 where the views of health & family welfare (H&FW) department were taken, along with proposals by various District Task Forces (DTFs). As per the new guidelines under “Unlock 4” issued by chief secretary J Alam, the timing for open-
ing of shops will be from 6 a.m. to 6 p.m., while the duration of night curfew has been further reduced and will be from 8 p.m. to 4 a.m. Ta k e aw a y s / h o m e delivery outlets will be allowed to open and function, except during the curfew hours. Buses will be allowed to ply with up to 50% occupancy and subject to both drivers and attendants being fully vaccinated against Covid-19, or should have taken the first dose, and 15 days should have passed since taking the first dose. of the two criteria were fulfilled, then the driver/ attendant should carry a negative report of Covid-19 test taken through either RT-PCR/TrueNat or CBNAAT, with the swab taken for testing not earlier than 15 days. Additionally, passengers too should be either fully vaccinated against Covid-19, or should have taken the first dose, and 15 days should have passed

Govt modifies vaccination order for employees
DIMAPUR, AUG 1 (NPN): In pursuance to the July 28, 2021 order by the High Court in case no. PIL 6/2021, the State home department has modified its earlier order and ruled that salaries of employees who did not take a single dose of vaccine against Covid-19 would not be stopped beyond July 31. Further, the department has also ruled that employees at civil secretariat in Kohima and directorates who were yet to take the first dose of vaccine against Covid-19 and were required to produce Covid test negative report by getting tested every 15 days

Districts hit by 2nd wave may not see intense 3rd wave: ICMR PUNE, AUG 1 (AGENCIES): Districts that were severely impacted by the second Covid wave may not see an equally intense third wave, an analysis by the Indian Council of Medical Research (ICMR) has said. Experts from the top science body said states should conduct district-level heterogeneity assessments-that include variations in spread and population-- to plan public health measures based on local data. Samiran Panda, senior epidemiologist and head of
ICMR’s Epidemiology and Communicable Diseases Division, said states like Maharashtra should look into district-level heterogeneity to formulate region and population-appropriate responses. “Talking about a third wave across the entire state may not be helpful as all districts didn’t experience the second wave uniformly. We need district-level infection control and management programmes,” he said. He said this also means that districts that didn’t ex-
perience an intense second wave may now have a significant number of vulnerable people. “It is essential to have
vaccination saturation among priority groups in these districts. It’s also important to create an environment that’s not conducive
for viral spread as such regions may see a third wave that takes off from the descending arm of the second,” he said.

MOKOKCHUNG, AUG 1 (NPN): A massive landmass of residential area at lower Artang Ward, below Nagaland Christian Residential School, is on the verge of facing a massive landslide due to incessant rains. Speaking to Nagaland Post, Nungsangmar, a resident of the area, said the entire neighbourhood suddenly woke up just after midnight due to the eerie rumbling and cracking sounds, accompanied by shaking of their houses. Finally, when the shaking stopped, he and his family members gathered began checking the area. They then
they discovered a massive crack in their entire house with walls uprooted at few places, he added. Four houses were partially damaged in the incident. These houses had developed cracks on floors, walls, retaining walls, foundation, etc. Another resident remarked that if the landmass went down in the form of landslide, all the four houses, an electrical tower and the road would be washed away, thereby completely cutting off over 40 households living below. Till the filing of this story, the residents said that they were yet to inform the authorities concerned on the matter.
