NEW DELHI AUG 26 (AGENCIES): Ever since the Centre decided to abrogate Article 370 in Jammu and Kashmir, the regional politics surrounding the issue has escalated to the international forum.

O n M o n d ay, i n a meeting between Prime Minister Narendra Modi and US President Donald Trump, the latter said that the Kashmir issue had been discussed between the two leaders who are in France to attend the G7 Summit.

Donald Trump has repeatedly offered to mediate between India and Pakistan on the Kashmir issue but India has maintained that the dispute between the two nations is a bilateral issue.

In Biarritz, France, Donald Trump admitted that he and PM Modi had discussed Kashmir.

However, he took a different tone on his previous offers to serve as mediator.

KO H I M A , AU G 2 6 (NPN): Gauhati High Cour t, Kohima Bench (GHCKB) has gone online with the launching of Case Information System (CIS) version 1.0 on Monday afternoon and creating common platform for citizens to access court data.

The CIS was officially launched by Justice S Serto,

In a brief function held on the occasion, chairman of the programme, registrar-cum-central project coordinator Nieko Akami said CIS was an initiative of Supreme Court under its e-court project with the main objective to let the litigants know the case and whatever orders passed by the court would be updated on the system.

In his brief address, state informatics officer, NIC Nagaland centre Sushanta Kumar Mondal said it was a milestone that GHCKB has gone online and thanked the people involved for successful implementation of the project.

He said other districts would be integrated in the next phase, while assuring to extend any further assistance, if required.

NMA flays violence against minor girl

D I M A P U R , AU G 2 6 (NPN): Naga Mothers Association (NMA) has expressed shock at the video of a minor girl that went viral on social media wherein the minor was being mistreated inappropriately. In a statement, NMA condemned the incidence of violence on a young girl by three accused, two of whom were women.

It stated that moral policing and violent acts by taking the law into one’s own hands were criminal activities.

Lauding the prompt action of Mokokchung Police in arresting the perpetrators, NMA has demanded justice for the young woman whose modesty was outraged and to punish those responsible for making the video.

NMA has appealed to the Nagaland State Child Rights Commission and Nagaland Commission for Women to initiate inquiry. It also demanded that counselling and proper rehabilitation be provide to the victim.

Tribal bodies asked to depute nominees to NEFIP D I M A P U R , AU G 2 6 (NPN): Joint Committee on Prevention of Illegal Immigrants (JCPI) has requested eight tribe hohos, Kachari Tribal Council and ENPO to depute a member each from their community (making for a total of 10 members) to represent Nagaland to the North East Forum for Indigenous People (NEFIP).

J C P I c o nve n o r K Ghokheto Chophy stated that those 10 members would be Nagaland’s permanent representative to NEFIP routed through the office of the JCPI. Chophy stated that JCPI was a state member representing Nagaland to the NEFIP as endorsed by apex tribe bodies at the meeting held at Tourist Lodge, Dimapur, on May 18. JCPI has, therefore, requested presidents of all the said tribe bodies to submit the names of the nominees to JCPI convenor on or before August 28. The delegation would participate in the NEFIP Assembly at Aizawl, from September 4-6, 2019.

Central assistance for Tribal Affairs, H&TE departments D I M A P U R , AU G 2 6 (NPN): Union Tribal Affairs minister Arjun Munda expressed satisfaction over the performance of the Department of Under Developed Areas(DUDA) and also assured Nagaland minister of higher & tech education and tribal affairs Temjen Imna Along of providing all assistance to the state including an early reviewal of the current year’ s project for consideration of additional projects for 2019-20.

The union minister had given the assurances when minister of Higher & Tech Education and Tribal Affairs Temjen Imna Along accompanied by addl.chief secretary tribal affairs Lhoubeilatuo Kire and other officials of the department of DUDU called on him in New Delhi, Monday.

On being briefed about various projects like minor forest produce (MFP) and minimum support price (MSP) and development of value chain for MFP that fell under Tribal Cooperative Marketing Development Federation (TRIFED), an initiative of the Union tribal affairs to improve the socioeconomic condition of tribals in the country, Munda expressed his happiness over the performance of DUDA and assured that the proposals sent by the department would be taken up by the ministry.

It may be mentioned that the Central ministry had declared DUDA as one

of the State implementing agencies for these projects from 2018-19. Under these projects, the department is actively involved in elevating the livelihood of farmers and MFP gatherers.

Altogether 13 SHGs have also been set up and more SHGs are being covered in a phase-wise manner.

Village councils spurn Govt’s belated relief Correspondent

MOKOKCHUNG, AUG 26 (NPN): In a case of too little and too late, the Chuchuyimlang EAC circle village councils have rejected the assistance offered by the state government on account of the unprecedented cyclonic storm on May 1, 2016 and May 9, 2018 that uprooted and destroyed many houses and farm lands. This was disclosed to media persons at a briefing by Chuchuyimlang Salang, Chairman of the Chuchuyimlang village council, Aosanen Pongen.

Aosanen said that the village councils along with the village level disaster management, had prepared a detailed assessment of the damages incurred after being asked to do so, by the government.

To their astonishment, Aosanen said the relief turned out to be a mere 50 Kg Rice bag from the Department of Supply for each of those affected. Each bag cost Rs. 150 whereas the damages incurred were to the tune of some lakhs of rupees. Aosanen said the relief was dispersed

under the same letter head of the Chief Minister’s Relief Fund and Nagaland State Disaster Management Agency (NSDMA).

He said this confused the elders and therefore, the Chuchuyimlang EAC Circle villages wanted to know as to which of the two offered the relief. When asked about what would be their next step, Aosanen said the vil-

lage councils would give one week time to the state government to respond to their memorandum.

Meanwhile all members agreed with the point of the chairman of Yaongyimti Old that receiving the Rs. 150 bag of rice was more of a burden for the village council because the transportation cost will be costlier than the relief.

edge economy where having good data was important, the principal secretary remarked that the strength and relevance of a country or a State depended on the quality of data it has because henceforth every transaction would now be made online for accurate transaction.

In this regard, he said the IT & C and economics and statistics department would ensure accurate and authentic data so that the correct economic status of the State got reflected.

As the data collected would be useful for every section of the society in future, he urged general citizens to extend full cooperation towards the economic census. The programme was chaired by economics & statistics commissioner & secretary Kelei Zeliang.

The census was launched simultaneously across seven districts by their respective DCs, while the census will commence in the remaining three districts of Dimapur, Mokokchung and Peren in the first week of September. The CSC has engaged 1,252 enumerators and 305 supervisors, all of whom have undergone training for carrying out the task in the field.

They will be covering 2,264 enumeration areas – 1,481 rural and 783 urban areas.

DIMAPUR, AUG 26 (NPN): In a snub to the Naga Hoho, the Sumi Hoho, Western Sumi Hoho and Naga Council Dimapur have asked their members not to attend the Naga Hoho meeting scheduled to be held on August 28 at Agri Expo Dimapur.

SH through its media cell has directed all its units to abstain from attending the August 28 meeting and cited the 2016 decision that withdrew support to the Naga Hoho. SH has therefore discouraged any Sümi organisation or individual from attending the meeting.

WSH: Western Sumi Hoho through its media cell has also debarred any Sümi within its jurisdiction from attending the Naga Hoho meeting on August 28. WSH has declared that anyone attending the said meeting would be doing so purely out of his or her own vested interest and would not represent the WSH in any manner whatsoever.

NCD: Naga Council Dimapur has directed all its units to abstain from the proposed Naga Hoho meeting on August 28 as the it was convened without prior intimation to the NCD even if it(NCD) is a co-opted member of the Naga Hoho. NCD president Bangerloba said the decision was made at an emergency meeting of NCD on August 26 which deliberated on the proposed NH meeting on August 28 in Dimapur.

It may be recalled that earlier, the Ao Senden debarred the NH from holding its proposed meeting in Mokokchung.

The only organisation from Nagaland which has decided to attend the meet is the newly formed Lotha Public Organisation led by Sulanthung Lotha ex-MLA. According to LPO, the decision to attend the meeting on August 28 was to strengthen the Naga Hoho as the apex

organisation of all Nagas.

In a press release, LPO chairman Sulanthung Humtsoe and general secretary Zaremo Kikon stated that LPO, Dimapur based unit members, different ranges, circles and areas from Wokha district would be attending the meeting showcasing Lotha traditional attire.

LPO said Lotha soil has been an important landmark in the Naga national movement, adding that formation of NH was also an idea conceived by the Lothas under the leadership of former Lotha Hoho chairman R Yanthan in 1994.

Therefore, venerating Wokha district as a historical landmark, LPO said it was determined to restore back the NH. It also urged all tribal leaders to rebuild the “broken and fragmented” Naga society and “come on board for dogmatic transformation, reformation and restoration of Naga Hoho.”

JDU Nagaland reiterates its stand on NSSSB

DIMAPUR: Janata Dal United (JDU) Nagaland has reiterated its stand on the establishment of Nagaland State Staff Selection Board (NSSSB), one of the core issue incorporated in the party manifesto to the run up for the General Election 2018. A press release from media and publicity cell, JDU Nagaland stated that the decades old back-door appointment smeared by nepotism and favoritism has been ailing the very system of recruitment and appointment in the governmental set up in Nagaland. In this regard, the release stated that the best option at this moment was to establish the NSSSB so as to ensure that justice reigns in all matters of government appointments. JDU urged the PDA government to urgently take initiative to set up NSSSB and to convene an all-party meeting to discuss on this matter.

DIMAPUR: Külolau Yemishe Ghami Kuqhakulu (KYGK) Dimapur has condemned the August 16 incident wherein a bonafide member of KYGK was shot dead at his residence in front of his family members.

KYGK in a condemnation by president Vihoshe Awomi and general secretary Ayeho Z Ayemi has appealed in general and without attribution to any particular faction that the persons involved in the dastardly act of killing late ‘CoI.’ Toishe Yeptho must not be shielded under the guise of being national worker. KYGK stated that they should be immediately terminated from the respective factions if they (culprits) belong to any factions so as to enable the law enforcing agency to pursue the matter as per the law of the land in the interest of justice.

KYGK further appealed the investigating authority that the accused cannot be condoned at any cost and should be booked and put to trial at the earliest.

KYGK also stated that it was totally against any factional hostility as killing among brothers cannot bring solution and asserted that it will not remain mute spectator till those persons involved in the killing are booked under relevant sections of law.

Manipur Assembly session begins

IMPHAL, Aug 26: Manipur Legislative Assembly on Monday has resolved to rename Imphal International Airport as ‘Bir Tikendrajit International Airport’, who fought valiantly against the British.

The resolution was moved by the leader of the house, chief minister, N Biren Singh, the first day of the eight session of the 11th Manipur Legislative Assembly.

“Bir Tikendrajit Inter-

national Airport” connects Northeastern India with the country’s major cities such as Bengaluru, Delhi, Guwahati, Kolkata, Hyderabad and Mumbai. More than ten flights land at the airport from different destinations every day.

Ceasefire pact with Kuki militant groups extended Imp h a l , A u g 2 6 (Agencies): The Suspension of Operations (SoO) agreement signed between the Kuki militant outfits of Manipur and the Centre had been extended by six months opening the way for more peaceful deliberations.

According to NE Now, the agreement on Suspension of Operation (SoO) by the security forces was signed by the Central government with the Kuki National Organisation (KNO) and the United People’s Front (UPF) of Manipur last in 2018. However, before the extension of the six month period, the suspension of operation was to be continued until August 31, 2019.

The decision for extending the ceasefire agreement had been taken at a meeting in Imphal on Saturday.

The meeting was attended

by Manipur chief minister Biren Singh, representatives of the two militant outfits and various representatives of the state and central government. The two Kuki apex militant bodies as well as several other organisations of the community are demanding carving out of a separate Kuki state out of Manipur.

NRC: BJP questions revision process; Congress promises free legal aid Guwahati, Aug 26 (PTI): With days left for publication of the final NRC on August 31,the ruling BJP in Assam on Monday attacked state coordinator Prateek Hajela, claiming he was undertaking the updation exercise in consultation with “just 2-3 organisations” which could lead to inclusion of foreigners in the list.

The opposition Congress, on its part, announced that it will provide free legal aid to genuine Indian citizens, whose names do not figure in the final National Register of Citizens.

Assam Pradesh Congress Committee president Ripun Bora told reporters that his party will ensure that no injustice is done to the genuine Indian citizens.

The final NRC list, which will identify bona fide citizens of Assam, is set to be published on August 31.

The exercise of updating the NRC, unique to Assam, is being conducted under the supervision of the Supreme Court.

Addressing a press meet here, BJP state president Ranjit Dass said people have told his party members that their names

had appeared in the first list, published in 2017, but was removed from the “final draft” in July last year.

“NRC Coordinator Prateek Hajela had been carrying out the revision work based on his own opinion and those of two to three organisations, after the Supreme Court asked Chief Minister Sarbananda Sonowal not to interfere in the process,” Dass claimed.

The state BJP chief, however, did not name the organizations he was referring to. In such a situation, it is difficult for Assam to come up with an error-free register, he said.

“We have received feedback. Many have told us their names appeared in the first NRC list, but went missing from the final draft.

These people had to appear several times in different offices for re-verification of their documents.

“Also, there are reports that people who have been declared ‘foreigners’ were being engaged for the NRC citizenship verification work,” he explained.

Dass claimed that names of descendants of freedom fighters and As-

sam agitation martyrs were excluded during the verification process.

Claiming that the saffron party was not satisfied with the revision process, Dass urged the Centre and the state government to take action against “doubtful” citizens only after a proper investigation.

State Congress president also held a press meet and asserted “The Congress legal cell will provide help free of cost to those genuine Indian citizens whose names are missing from the NRC list to ensure that no injustice is done to them”.

Bora welcomed Chief Minister Sarbananda Sonowal’s statement that anybody creating law and order problem in the state would be arrested, but added “he should begin with his own party MLA Shiladitya Dev, who has been making provocative statements related to NRC for long”.

Bora appealed to the people of the state to maintain peace and calm as the Congress will ensure that no genuine citizens of the country were left out of the NRC.

Chidambaram’s CBI custody extended

NEW DELHI, AUG 26 (PTI): A special court on Monday sent former finance minister P Chidambaram to four more days of CBI custody till August 30 in the INX Media case after the probe agency said “certain evidence” had emerged and that the Congress leader’s confrontation with a co-accused during interrogation was incomplete.

The Central Bureau of Investigation(CBI) had sought extension of Chidambaram’s custody by five days to confront him with certain e-mails and to unearth larger conspiracy in the corruption case in the INX Media scam.

Special Judge Ajay Kumar Kuhar said the CBI demand was “justified” for further interrogating the Congress leader in its custody. Chidambaram, 73, was produced in the special court on the expiry of his four-day CBI custody which was granted to the agency on August 22, a day after he was arrested amid high drama from his Delhi residence.

His counsel Kapil Sibal opposed the CBI plea during the hearing, saying the agency was not disclosing “full facts” of the case to the court. “CBI’s investigation is clouded. This method of seeking remand behind curtains is not fair.”

After speaking to Chidambaram for two minutes, Sibal said in the previous remand application, there was a mention of USD 5 million and not a single document was put to him on this during four days of interrogation. He said the case cannot be sensationalised, and not a single question with regard to shell companies as also bank accounts has been asked to Chidambaram.

Tuesday the protection from arrest given to Chidambaram in the separate money laundering case lodged by the Enforcement Directorate(ED).

A bench comprising justices R Banumathi and A S Bopanna, however, refused to entertain his petition challenging the dismissal of anticipatory bail in a corruption case lodged by the CBI in the INX Media scam, saying since he has been arrested it has become infructuous. Special Judge Kuhar allowed Chidambaram’s family members and lawyers to meet him for half-an-hour daily during the CBI custody.

“Investigation is the prerogative of the investigating officer which he has to conduct within the framework of law... I am of the view that further police custody remand of accused P Chidambaram is justified and accordingly, the accused is remanded to further police custody till August 30,” the judge said.

Solicitor General Tushar Mehta and Additional Solicitor General K N Nataraj, representing the CBI, said there was sufficient ground for extension of Chidambaram’s custodial interrogation as he was confronted with a co-accused from August 23-26.

The confrontation with the co-accused is not complete, the prosecutors said, and placed before the court a file containing e-mail exchanges between the accused. “We need five days of custody of Chidambaram as the confrontation with co-accused will continue to unearth larger conspiracy,” Mehta contended without divulging the name of the co-accused. He said investigation of the ED is going on simultaneously and the CBI has received information from it. On being asked by the judge as to what the CBI has done in the last four days, the agency placed before the court relevant records.

The Solicitor General said it was necessary to confront Chidambaram with relevant e-mails and it was absolutely relevant to go into the roots of the issue.

“Certain documents and evidence have emerged which need to be confronted and probed,” he argued.

He said the ED has filed an affidavit before the Supreme Court in the money laundering case and has shared evidence with the CBI regarding which further interrogation is required.

NEW DELHI, AUG 26 (IANS): Union Home Minister Amit Shah on Monday met the Chief Ministers of states affected by Maoist violence and reviewed the operations against insurgent groups and initiatives taken.

In a first of its kind initiative since assuming charge at the Home Ministry, Shah chaired the meet attended by Chief Ministers and the representatives of 10 Maoist-hit states Chhattisgarh, Jharkhand, Odisha, West Bengal, Bihar, Maharashtra, Telangana, Andhra Pradesh,

Madhya Pradesh and Uttar Pradesh.

Shah met the Chief Secretaries and police chiefs of these states during the meeting held at Vigyan Bhawan here. Union Minister of State for Home G. Kishan Reddy also attended the meeting.

It is learnt that top security officials including Home Secretary Ajay Kumar Bhalla, IB chief Arvind Kumar and Director Generals of paramilitary forces also attended the meeting.

“The Home Minister wanted to review the ongoing operations in the

Maoist-affected states, initiatives taken by the state governments and the developments so far there,” a Home Ministry official said, requesting anonymity.

Cases of Maoist violence numbering 8,782 were reported during 200913 as against 4,969 during 2014-18, a reduction of 43.4 per cent.

In these cases, about 3,000 people, including security personnel, lost their lives during the 2009-13 period as against over 1,200 people who were killed in 2014-18, the official said.

A total of 1,400 Maoists were killed between 2009 and 2018. As many as 310 incidents of Maoist violence were reported in the first five months this year across the country in which 88 people were killed.

The Centre is implementing special assistance for most Maoist-affected districts with an annual outlay of Rs 1,000 crore to fill critical gaps in public infrastructure and services.

“At least the process of investigation should be fair,” Sibal said, maintaining that the agency should show the documents relied by it in the court. The Solicitor General said Letters Rogatory (LRs) have been sent to five countries and the investigators are trying to link the transactions of the accused related with the case.

“There is prima facie evidence to link the accused with USD 5 million. We are awaiting response on LRs from the five countries,” Mehta told the court. LRs are a formal request from a court to a foreign court for certain judicial assistance.

Sibal said an accused cannot be put in custody till the investigators get the evidence and asked the agency to show basis of allegation of USD 5 million against Chidambaram.

During the hearing, the court questioned the manner in which the case diary was placed before it. Sibal also objected to the format of the case diary. To this, the CBI said that the case diary was in loose pages as the format booklet was out of stock. Chidambaram’s wife Nalini and son Karti were also present in the court.

The CBI had registered an FIR on May 15, 2017, alleging irregularities in the Foreign Investment Promotion Board (FIPB) clearance granted to the INX Media group for receiving overseas funds of Rs 305 crore in 2007 during Chidambaram’s tenure as the finance minister.

outh America’s famous Amazon rainforest, covering much of northwestern Brazil and extending into Colombia, Peru and other South American countries, is the world’s largest tropical rainforest with a total area of 5.5 million square kilometres. The rainforest is famed for its biodiversity and crisscrossed by thousands of rivers, including the powerful Amazon. River towns, with 19th-century architecture from rubber-boom days, include Brazil’s Manaus and Belém and Peru’s Iquitos and Puerto Maldonado. The rainforest has been in existence for at least 55 million years, and most of the region remained free of savanna-type biomes at least until the current ice age when the climate was drier and savanna more widespread. The region is home to about 2.5 million insect species, tens of thousands of plants, and some 2,000 birds and mammals. To date, at least 40,000 plant species, 2,200 fishes, 1,294 birds, 427 mammals, 428 amphibians, and 378 reptiles have been scientifically classified in the region. The Amazon rainforest is dwindling at a rapid rate and that spells imminent doom since the rainforest is the world’s lungs. The rainforest’s trees also help remove harmful carbon dioxide from the atmosphere and convert it into oxygen. Fewer trees equal more of the gas that experts believe is behind global warming. More than 20 percent of the Amazon rainforest is already gone, and much more is severely threatened as the destruction continues. It is estimated that the Amazon alone is vanishing at a rate of 20,000 square miles a year. If nothing is done to curb this trend, the entire Amazon could well be gone within fifty years. The Amazon is under attack from human depredation. It’s a perfect storm of climate change and industrial activity that’s effectively drying out the place, with two recent droughts helping to speed up the process. Seventy percent of Earth’s land animals and plants live in forests, and many cannot survive the deforestation that destroys their homes.” The trees of the rainforest that provide shelter for some species also provide the canopy that regulates the temperature, a necessity for many others. At the core of the matter of the surge in fires comes amid growing concerns over Brazil’s far-right president Jair Bolsonaro’s rollback of environmental protections. Under Bolsonaro’s administration, Brazil has aimed to roll back some of its long time policies protecting the Amazon — a massive carbon reserve essential to fighting the effects of global warming — by pulling back on efforts that combat illegal logging, ranching and mining in the rainforest. He has openly advocated turning the rich Amazon rainforest for agriculture. He has not shied away from marketing his probusiness vision for the Amazon, saying multiple times he supports opening the rainforest for mining and agriculture exploration. He is also outspoken about his anti-indigenous views, having said he would not “demarcate one centimetre more of native reserves” during his presidency. Bolsonaro and other Brazilian politicians have empowered people to clear the land they want as part of what they see as a battle against those who want to preserve the Amazon. Culturally, agricultural growth is measured by land expansions, not by the number of cattle or crops produced, he says.

That further encourages people toward seeking more land. Bolsonaro has belatedly pressed the military to fight the fires he inspired after France threatened to cut off aid. However it is hoped the efforts will not be too little and too late.

Are you severely troubled right now? Are you afraid and confused by the waves and the turbulence God sovereignly allows to enter your life? Have you left no stone of your faith unturned, yet still not found any well of peace, joy, or comfort? Does your life seem completely barren to you? Then look up and receive the quiet contentment of the Lord Jesus. Reflecting His peace is proof that you are right with God, because you are exhibiting the freedom to turn your mind to Him. If you are not right with God, you can never turn your mind anywhere but on yourself. Allowing anything to hide the face of Jesus Christ from you either causes you to become troubled or gives you a false sense of security.

With regard to the problem that is pressing in on you right now, are you “looking unto Jesus” (Hebrews 12:2) and receiving peace from Him? If so, He will be a gracious blessing of peace exhibited in and through you. But if you only try to worry your way out of the problem, you destroy His effectiveness in you, and you deserve whatever you get. We become troubled because we have not been taking Him into account. When a person confers with Jesus Christ, the confusion stops, because there is no confusion in Him. Lay everything out before Him, and when you are faced with difficulty, bereavement, and sorrow, listen to Him say, “Let not your heart be troubled…” (John 14:27).

Anthias are all born female. When a male dies, one of the larger female anthias changes into a male. The change from female to male takes about two weeks. It includes a new reproductive system and a change in size, shape, and colour.

However, if a school of anthias forms, with too many males, the male anthias change their sex again—and return to being female.

With the removal of the dominant male from the harem, the next most aggressive female in line will change her sex. In a domestic aquarium, however, the change in anthias is sometimes not complete. In the wild the dominant male has a harem and mates with numerous females under his control. In an aquarium this is not easy to replicate, and females turning into males often get stuck in a male-female transition zone.

In animals, the different types of change are male to female (protandry), female to male (protogyny), female to hermaphrodite, and male to hermaphrodite.

Protandry occurs in many fish, mollusks, and crustaceans. Clownfish live in a society, where one breeding pair lives in a sea anemone. The female is the largest and the male is the second largest. The rest of the group is made up of smaller non-breeders with no sexual organs. If the female dies, the male gains weight and becomes the female for that group.

The largest non-breeding fish then sexually matures and becomes the male of the group. Protandrous hermpahrodites start out life as males, and, where social pressures dictate, are capable of sex changing into fully functional females. If the Disney film Finding Nemo were accurate, instead of trying to find a wife for his son, after his wife was eaten by a barracuda, Marlin would have partnered up with another male and then proceeded to change his sex.

Some groups change their sex at the same time. If siblings are of similar ages, and if they all begin life as one sex and then transition to the other sex at about the same age, then siblings are likely to be the same sex at any given time. This reduces the likelihood of inbreeding, and they have to go out to look for mates. The change in sex also allows for organisms to reproduce, if no individuals of the opposite sex are already present.

Giant Limpets commonly change from male to female when they live together in small patchy habitats of water. In fact, female limpets, like Pa-

tella ferrugina, can turn back into males, depending on the group size and the number of each sex. Which means that limpets can count better than humans !

Bearded dragons are reptiles that can change their sex from male to female while still in the egg.

Researchers at the University of Canberra have found that these reptiles (which are still genetically male but take on the role and reproductive capabilities of the female) are fertile and even lay more eggs than their originallyfemale counterparts. This phenomenon is triggered by changes in climate: the hotter it is, the more likely that the male will change to a female.

Some male cuttlefish have devised an ingenious way to “get the girl”: become female. To avoid confrontation with other males, while trying to woo a partner, a male cuttlefish can change one side of its body to look female, researchers at Macquarie University found. When positioned between a rival male and a female potential mate, the male cuttlefish can appear female on the side seen by the male, all the while appearing in its true male form to lure in the female. The male rival simply sees two females, and has no idea what’s happening right in front of him.

Blackfin Goby change their sex, dependent on need. Though the transformation is from female to male (when the resident male dies), the tiny fish can transform back when they want. As with other sex changing animals, when gobies physically change their sex, their behaviour changes as well. Females that become males are no longer submissive, adopting the jerky movements of natural males. Preda-

tion pressure on reefs makes movement for mate selection very dangerous, especially for small and sparsely distributed species like gobies. It would be advantageous therefore, for them to simply stay at home and switch genders as the need arises, such as when a mate dies, or when the sex ratio is skewed strongly toward a specific gender.

When the faster-growing male becomes larger than the female, both members of the pair change sex, spawning in their new roles, until again the male becomes larger, at which point they both change sex again. son to demand more privileges or shares over others of a common property. It is dishonorable for a person to do such.

All Tribes of Nagaland big or small are equal in social polity and should equally share the governance of their State.

However, on matters of political representation, it is improper for a Naga of one Village or of one Tribe or of one Community to represent another Tribe or another Village or another Community.

It was generous of the Konyaks of Tobu area sometime ago, to offer their Seat in the Assembly to an Angami so that the latter could become the Chief Minister. Many Angamis were acutely apprehensive they would become uncomfortably obliged to the Konyaks at the move and were expected of their concerned member to decline the offer with thanks.

Such offer or practice in Nagaland parlance is like plucking unripe fruits for consumption.

The governance of Nagaland State does not belong to some Tribes alone; it belongs to every Tribe of Nagaland. At least one person from each tribe should be present in the governance of the State during the tenure of the Government.

This is difficult since there are 16 indigenous Tribes in the State but with only 12 Ministerial Seats. Therefore a Term of Office of 5 years may be shared by two Ministers of different Tribes one after another for 21/2 year each.

This may not be French democracy or British democracy.

This is the Naga Democracy Principle of Polity of the wild barbaric headhunting Naga the creators of the Magna Charta described in the early 19th Century as having “the Purest Form of Democracy”.

Nagaland -created on 1st Dec 1963- is the oldest State of the Northeast Tribals, with beautiful geography and sylvan

environment, salubrious climate, with affable if gullible Christian population with easy humor, a casteless society highly emphasizing equality, encouraging literacy percentage and a special constitutional provision for its governance not available to other States of India.

The State should have been one of the nicest places in the country, except for its ill-governance.

Small States like Nagaland, Manipur, Tripura, Sikhim in Alliance with very big, powerful, rich neighboring Nations not very democratic in nature like China, or Burma or too big Society with a culture of unequal Castes like in India, find it rarely

easy to manage themselves and avoid interference in governance of the State.

The Chief Minister of Nagaland appears to have acquired a heavy millstone of Political Alliance on his neck and now finds it difficult to bear the millstone or find it too early to ditch it into the sea!

For small States like Nagaland, it is politically more sagacious to remain at a safe distance than in uncomfortable Alliance with big State.

Can Nagaland make a first Step in its journey of a thousand Li to good-governance like the one Botswana of Africa did with their indigenous materials?

Appeal to the Government of Nagaland Sir,

While appreciating the present PDA government of Nagaland led by the Chief Minister, Neiphiu Rio, for focusing on all round development in the State, it is also an urgent and genuine need to set up Staff Selection Board (SSB) in Nagaland. The Public Service Aspirants of Nagaland (PSAN) as well as the Naga Students’ Federation (NSF), have made a strong demand on this. Well, it is a matter of fact that the departmental exams being conducted in the state of Nagaland is far too expensive, as candidates have to deposit cash for the exam fees, do Xerox copies, passports and including the travel expenses etc. Since departmental exams are appeared generally by the educated unemployed, it is too painful and not at all affordable to bear all the expenses and having doubts in mind that the exams may not be that fair enough. In a year, a candidate’s total expenditure in different departmental exams amount to thousands, which is hard to imagine for a person from poor background to bear (including the well to do).

Therefore, it is a sincere appeal to the Government of Nagaland to set up the Staff Selection Board (SSB) for free and fair conduct of the departmental exams and also to reduce the burden of expenditure on the candidates. Having set up the SSB would open up a ray of hope to the present as well as the upcoming generations.

Govt withdraws Manmohan’s SPG cover

NEW DELHI, AUG 26 (PTI): The Special Protection Group (SPG) protection given to former prime minister Manmohan Singh has been withdrawn following a review by multiple security agencies but he will continue to get Z plus security, officials said on Monday.

The former prime minister’s Z plus security cover -- one of the highest -- will be given by one of the Central Armed Police Forces (CAPFs), preferably the Central Reserve Police Force (CRPF), they said.

The government’s decision had been conveyed to Singh, who was India’s prime minister from 2004 and 2014, and the SPG contingent will be withdrawn from his New Delhi residence after one of the CAPFs takes over the responsibility, a home ministry official said.

and professional exercise based on threat perception that is purely based on professional assessment by security agencies. Dr. Manmohan Singh continues to have Z+ security cover,” a home ministry spokesperson said.

The decision to withdraw the SPG security, the country’s highest grade of protection, was taken after a three-month review involving the Cabinet Secretariat and the Ministry of Home Affairs with inputs from various intelligence agencies, officials said.

With the removal of Singh’s SPG cover, the top notch security cover will now be given only to Prime Minister Narendra Modi and the Gandhi family -Congress president Sonia Gandhi and her children, Rahul and Priyanka.

According to procedures laid down by the SPG Act, 1988, Singh was entitled to SPG cover for one year after he demitted office in 2014. His SPG security cover was renewed annually after a review of the threats faced by him and his wife Gursharan Kaur.

Singh’s daughters, who were also given SPG cover, gave up the protection voluntarily in 2014.

The SPG was set up in 1985 after the assassination of prime minister Indira Gandhi. Parliament passed the SPG Act in 1988, dedicating the group to protecting the prime minister. At the time, the Act did not include former prime minis-

ters. When V P Singh came to power in 1989, his government withdrew SPG protection given to his predecessor Rajiv Gandhi.

After Rajiv Gandhi’s assassination in 1991, the SPG Act was amended to offer SPG protection to all former prime ministers and their families for at least 10 years. The Atal Bihari Vajpayee government conducted a review of the SPG’s functioning, and decided to withdraw the SPG protection given to former prime ministers P V Narasimha Rao, H D Deve Gowda and I K Gujral.

In 2003, the Vajpayee government again amended the SPG Act to bring the period of automatic protection down from 10 years to “a period of one year from the date on which the former prime minister ceased to hold office” and beyond one year based on the level of threat as decided by the general government.

NEW DELHI, AUG 26 (PTI): Aviation regulator DGCA on Monday said passengers should not carry models of 15-inch MacBook Pro laptops that Apple deemed a safety risk due to overheating batteries.

Apple had on June 20 issued a notice on its website regarding the risk posed by the models of the MacBook Pro laptops.

“Apple has determined that, in a limited number of older generation 15-inch MacBook Pro units, the battery may overheat and pose a fire safety risk. Affected units were sold primarily between September 2015 and February 2017 and product eligibility is determined by the product serial number,” it added.

The company said it has voluntarily decided to replace affected batteries, free of charge. DGCA requests all air passengers not to fly with the affected models either as hand-baggage or checked-in baggage until the battery has been verified as safe or replaced by the manufacturer.

Mumbai, Aug 26 (PTI): The rupee on Monday declined by 42 paise to 72.08 against the US currency in early trade, due to strong dollar demand from banks and importers amid unabated foreign fund outflows.

Forex trader said the local unit came under pressure after the latest escalation of the US-China trade war.

Meanwhile, on Monday, China’s currency slid to its lowest point in over 11 years amid concerns over global recession and the US trade war.

The onshore yuan fell to 7.1487 to the US dollar, its weakest point since early 2008, in Asian trading.

At the Interbank Foreign Exchange, the rupee opened at 72.03 then fell to 72.08 against the US dollar, showing a decline of 42 paise over its previous

New Delhi, Aug 26 (PTI): Rising for the fifth consecutive day, gold prices on Monday again surpassed its previous high by surging Rs 675 to Rs 39,670 per 10 gram in the national capital, according to the All India Sarafa Association, mainly due to a weaker rupee and strong global trend.

Gold prices have been hitting a fresh high everyday since August 20.

According to analysts, apart from persistent buying from jewellers, a weaker rupee and positive trend overseas were among the factors that aided the rally in gold prices.

“Globally, gold rallied to a fresh six-year high of USD 1,554.56 an ounce in the international market (during the day). Retaliatory tariffs by the US and China in the previous week diminished hopes of an immediate trade deal that lifted gold’s safe-haven appeal. Also, feeble global equities and signs of escalating fragile global economic sentiments prompted investors to find shelter in safe assets like the yellow metal,” said Hareesh V, head (commodity research), Geojit Financial Services.

New Delhi, Aug 26 (IANS): The latest FICCI Economic Outlook Survey has pegged first-quarter GDP growth at 6 per cent in 2019-20 while for the whole fiscal growth is seen at 6.9 per cent in 2019-20.

The growth numbers for the first quarter are expected to be released by Central Statistics Office (CSO) next week. Ficci said boosting agriculture sector, strengthening MSMEs, undertaking factor market reforms are key to steering the economy out of the slowdown.

Furthermore, the annual median GDP growth forecast for 2019-20 has been pegged at 6.9 per cent, with a minimum and maximum estimate of 6.7 per cent and 7.2 per cent, respectively.

While the median growth forecast for agriculture and allied activities has been put at 2.2 per cent for 2019-20, the industry and services sector are expected to grow by 6.9 per cent and 8.0 per cent respectively during the current financial year.

The survey was conducted during the months of June-July 2019 amongst economists from the industry, banking and financial services sectors.

With regard to inflation, the latest official

FDI helps in improving the country’s balance of payments situation and strengthen the rupee value against other global currencies, especially the US dollar.

New Delhi, Aug 26 (PTI): The government will soon consider relaxing foreign direct investment (FDI) norms in several sectors, including single-brand retail trading and digital media, to attract overseas players, sources said.

Other sectors where FDI rules would be eased are coal and contract manufacturing. According to sources, the Union Cabinet would soon consider these issues for approval.

The government may allow 100 per cent FDI in contract manufacturing, according to the proposal.

In the existing foreign investment policy, 100 per cent foreign direct investment is permitted in the manufacturing sector under the automatic route.

In the single-brand retail sector, the cabinet will consider a proposal of relaxing rules for complying with the mandatory 30 per cent local sourcing norms by foreign singlebrand retailers.

Currently, online sale by a single-brand retail player is allowed only after the opening of physical outlets.

Relaxations are expected in a provision where foreign retail traders are presently allowed to adjust procurement of goods from India for their global operations for meeting the mandatory local sourcing requirement.

However, “incremental” sourcing of goods from India is only taken into account presently, and it will be allowed only for five years.

Funding a major challenge for Rohingyas in B”desh: report DHAKA, AUG 26 (PTI): Over nine lakhs of Rohingya Muslim refugees living in the camps in Bangladesh are facing yet another year of uncertainty as funding continues to be a major challenge for the authorities, a media report said on Monday. Situation is such that three quarters of 2019 have already elapsed with only 35 per cent of the required USD 920 million made available, the Dhaka Tribune reported.

The shortage of funding has caused some of the key sectors like health, protection, nutrition, and site management, remain severely underfunded, putting the lives of the Rohingyas in danger. Over 9,00,000 Rohingya fled a crackdown

by Myanmar’s military in 2017 in Rakhine state and are living in camps in Cox’s Bazar in Bangladesh.

Myanmar has faced international pressure to allow the Rohingya to return to Rakhine and grant them citizenship rights.

On Febr uar y 15, a Joint Response Plan (JPR) for 2019 was launched in Geneva, seeking USD 920.5 million to cover expenses for the period between January and December 2019.

About 69 per cent of the USD 950 million sought in JRP 2018 was met, while around 64 per cent of the USD 434 million sought under JRP 2017 was provided, the report said.

The financial tracking system of the UN Office for the Coordination of Humanitarian Affairs (OCHA) said that only USD 330

million of the appeal for USD 920.5 million, which is less than 36 per cent, has so far been met, the paper reported.

“With only about three months left of the year and USD 590 million remaining unmet so far, it’s certain that funding like it was in previous years, will not be possible,” it said.

For food security, only USD 86.9 million (34.2 per cent) of the USD 254.1 million sought, was funded.

Of USD 128.8 mn for shelter, only USD 15.6 mn (12.1 per cent) has so far been collected. For health, USD 13.1mn (14.7.8 per cent) of USD 88.7 mn has been provided. For nutrition, out of USD 48.1 mn, only USD 13.8 mn, which is 14.8 per cent, has been made available, while for protection, USD 9.7 mn out of USD 38.9 mn has been collected.

BUDAPEST/LONDON, AUG 26 (PTI): External Affairs Minister S Jaishankar on Monday held a “very positive and productive” meeting with his Hungarian counterpart during his two-day visit and both sides vowed to work closely to enhance bilateral cooperation.

Jaishankar held talks with Foreign Minister of Hungary Peter Szijjarto followed by delegation-level talks in Budapest.

“Happy to be back in Budapest. Good memories, great future,” Jaishankar tweeted, recalling his stint as Counsellor (Commercial) at the Indian mission in Budapest from 1990 to 1993.

“Thank FM Peter Szijjarto for a very positive and productive meeting. Look forward to developing ties with Hungary and Visegrad Group. Will work closely on bilateral cooperation and in the multilateral arena,” he said on his Twitter handle.

The Visegrad Group is a cultural and political alliance of four Central European states - the Czech Republic, Hungary, Poland and Slovakia, that are members of the European Union (EU) and NATO. The Ministry of External Affairs spokesperson Raveesh Kumar earlier tweeted that both the leaders had a brief tete-a-tete, followed by delegation level talks where bilateral and multilateral issues were discussed.

Jaishankar, along with Szijjarto, also addressed the Hungarian Annual Ambassadors’ Conference.

“Privileged to address the Hungarian Ambassadors’ Conference at the invitation of FM Peter Szijjarto.

An engaging interaction on the state of the world,” he said.

The two leaders also signed a cultural exchange programme between India and Hungary.

‘Angel Has Fallen’ tops a not-so-heavenly box office

ngel Has Fallen easily topped the box office with a $21.3 million debut, according to studio estimates Sunday, as the action sequel became the latest mid-budget release to find modest success in the often quiet late summer.

The Lionsgate film beat expectations going into the weekend, opening similarly to the previous 2016 installment “London Has Fallen.”

Colombo, Aug 26 (Agencies): New Zealand beat Sri Lanka by an innings and 65 runs in the second Test to level the two-match series 1-1 on Monday.

According to The Quint, needing 187 runs in the second innings to make New Zealand bat again, Sri Lanka was bowled out for 122 runs in the final

session despite a fighting 51 off 162 deliveries from wicketkeeper Niroshan Dickwella.

Sri Lanka won the first Test by six wickets in Galle.

The match was curtailed by rain for most part but New Zealand played positive cricket to force a result. Sri Lanka started the last session at 88 for

seven hoping to salvage a draw, with Dickwella batting with purpose and joined by defiant tailender Suranga Lakmal.

Jain asked National Cricket Academy (NCA) head Rahul Dravid to depose before him on September 26 over the Conflict of Interest allegations levelled against him, the Committee of Administrators (CoA) have decided to fight the former India skipper’s battle in the whole fiasco.

Speaking to IANS, a CoA member said: “We have already given our response (to the Ethics Officer). We will fight the case on Dravid’s behalf as he is an employee of BCCI. Let us see how we go about it as we have already made it clear that Dravid doesn’t have a conflict as far as the committee is concerned and that is why he was appointed at the NCA in the first place.”

Earlier, Jain had sent a notice to Dravid and asked him to respond to the same after getting a complaint from Madhya Pradesh Cricket Association (MPCA) life member Sanjeev Gupta.

According to the complaint Jain received, Dravid was conflicted as he had only taken leave of absence from employers India Cements and hadn’t resigned from his position.

Jain had clearly said that he would decided on whether to proceed further with the matter or not after the former captain’s reply.

Bringing BCCI under NADA is big achievement for me: Rijiju

New Delhi, Aug 26 (PTI): Sports Minister Kiren Rijiju on Monday said bringing the BCCI under the ambit of National Anti-Doping Agency (NADA) is one of his biggest achievements since assuming his new office three months ago.

The BCCI was earlier this month forced to come under NADA’s ambit, a landmark development that has opened up the possibility of the cricket board becoming a National Sports Federation (NSF) as per government norms.

Asked whether it was one of the biggest achievements of his tenure as sports minister, he responded in the positive. “Definitely,” he said. “BCCI is the governing body of cricket and cricket is also a sport. So, all the sports law and sports provisions prevalent in the country is applicable to it. So failing to implement the law cannot be taken forward in a logical way,” he told PTI in an exclusive interview.

“But I am very particular that every sport, every game and every player in this country is equal.

“It was a natural course of action and it’s good that it happened, otherwise it would sound little vague that only one game is outside the ambit of the sports rules,” he added.

The implication of BCCI coming under NADA is huge as the country’s richest sporting body is now under tremendous pressure to fall under the government’s Right to Information (RTI) Act. The BCCI has been refusing to come under RTI,

claiming that it is not a NSF as it doesn’t take any grant from the government. But the sports minister said it is just a matter of time before the BCCI comes under the RTI. “Government’s money is people’s money. So that statement doesn’t matter.

How is the money coming to BCCI? he questioned.

“BCCI’s argument itself is without any basis. Money belongs to the country. How does money comes to a sport? From people only, people watch TV, people pay for tickets or through advertisements, it is people’s money.

“From people only the money is available to the body. People’s money whether is from the government or directly collected from the government, the value remains the same.”

“It is very important for every organisation to function in a transparent and accountable manner. It’s not a question of cricket or any federation,” he added.

Subroto Cup: NE schools dominate semifinals

New Delhi, Aug 26 (IANS): Schools from the Northeast dominated the quarterfinals of the Subroto Cup international football tournament here on Monday.

India thrash WI by 318 runs in 1st Test

North Sound (Antigua), Aug 26 (IANS): It seemed the Indian pacers were in a hurry to finish things off as they bundled out the West Indies for a paltry 100 runs in their second innings, setting up a mammoth 318-run victory on the fourth day of the first Test here. Jasprit Bumrah scalped a fifer conceding just seven runs while his teammate Ishant Sharma picked three for 31.

In the process, Bumrah also became the first bowler from Asia to take five-wicket hauls in Australia, England, South Africa and the West Indies, in only his 11th Test. The win not only gave India

1-0 lead in the two-match series but also 60 points in their inaugural World Test Championship match.

It was also India’s fourth-biggest Test win besides being the biggest in away Test.

Chasing a huge 419run target, the Windies batsmen lacked patience as only three of them could touch the double digits. Kemar Roach with 38 was the top scorer for the hosts.

Kraigg Brathwaite (1) was the first two go, caught behind off Bumrah. John Campbell (7) was castled by the same bowler while Ishant trapped debutant Shamarh Brooks (2) in front.

Skipper Kohli equals Dhoni with most Test wins

Virat Kohli added another feather to his illustrious cap as the India skipper equalled M.S. Dhoni’s record of 27 Test wins after his team registered

a massive 318-run record win over West Indies. The victory made Kohli-Dhoni jointly the most successful captains for India in Test cricket. While it took 60 matches for Dhoni to achieve the feat, Kohli took just 47 Tests.

Dhoni had a win percentage of 45 as captain, after winning 27 matches, losing 18 and 15 draws. On the other hand, Kohli’s win percentage is 55.31 -- the best among all other Indian captains in the format. In the 47 Tests under Kohli, India registered 27 wins, 10 losses and 10 draws.

The run-machine also surpassed Saurav Ganguly with the most Test wins in overseas matches for India as captain. Kohli now has 12 away wins as captain in 26 matches, while Ganguly had 11 wins in 28 games.

After Dhoni retired from the longest format of the game during the tour of Australia in 2014, Kohli took over the captaincy.

In 2018, Kohli-led India to their first ever series win in Australia as his team defeated the hosts 3-1 to seal a historic win in the Border-Gavaskar series Down Under.

Speaking at the postmatch presentation, Kohli, however, did not say much on his achievement and credited the team for it.

Barcelona, Aug 26 (Agencies): Antoine Griezmann copied Lionel Messi to score a goal and then imitated NBA star LeBron James to celebrate it.

According to AP, Griezmann thrived on his Camp Nou debut with Barcelona on Sunday, scoring twice to lead the Catalan club to its first Spanish league win of the season with a 5-2 rout of Real Betis.

The newly signed France forward scored his first goal with Barcelona in the first half after Betis had taken an early lead, then took inspiration from Messi to curl in a left-footed shot shortly after halftime.

Sindhu decimating Nozomi Okuhara 21-7, 21-7 in the final of the World Championships in Basel, it ended with Jasprit Bumrah destroying a hapless West Indies batting line-up with a fierce spell of fast bowling (5/7). And in between, all-rounder Ben Stokes played the role of Superman to snatch victory from the jaws of defeat for England in the third Ashes Test at Headingley.

Making and breaking records is part and parcel of a sportsperson’s life.

looked or misses hogging its share of limelight. But it was the sheer turn of back-to-back events that made Sunday all the more special and gave fans just the adrenaline rush that they would have wished for after a long and busy week in schools, colleges and the workplace.

It all started with ace shuttler Sindhu becoming the first Indian to win the BWF World Championships, crushing Japan’s Okuhara in just 36 minutes in a one-sided final.

Two-time silver medallist Sindhu was at her imperious best this time as she sent her opponent, a world No.4, scurrying for cover from start to finish.

Sindhu, World No. 5 currently, bagged her fifth medal at the World Championships, which is the joint highest in women’s singles in the history of the tournament along with Xhang Ning of China, a two-time Olympic gold medallist.

Apart from the two silvers Sindhu won in the last two editions, she had also won the bronze in 2013 and 2014.

“I just played the way I played my last two matches. I was really prepared for everything. Playing with the Japanese girls, it’s always going to be really long rallies and I was prepared for it,” the 24-year-old said after the

If Sindhu gave Indian sports fans a reason to celebrate, Bumrah gave cricket fanatics some more reason to dance on the isles as he toyed with the Windies batting that lacked any kind of composure required for the five-day grind, as he nabbed three wickets by tea on Day 4 and ultimately finished with five as India registered a resounding victory in the first Test.

But World Cup hero Stokes joined hands with number 11 batsman Jack Leach and did the unthinkable by smashing eight sixes to all corners of the ground and helped England get to touching distance of their highestever second-innings total to win a Test match.

Nathan Lyon missed an easy run-out opportunity to dismiss Leach and Stokes survived LBW shouts, with Australia unable to review, but that doesn’t take anything away from the brilliance that was on display in Leeds.

It was only poetic justice that Stokes smashed one

through the covers to bring up what looked like a fairy tale win for the Englishmen.

“It was unbelievable and something I will never forget. I’ve got to take it all in. I’m not sure it will ever happen again. It’s in the top two feelings I have ever had on a cricket field,” Stokes told Sky TV after the win.

“It is right up there (with the World Cup win).

Zurich to host Diamond League finals in 2020, 2021

Paris, Aug 26 (AFP): - Zurich will host the final of the Diamond League in 2020 and 2021, organisers announced on Monday. The Diamond League was established in 2010 with two finals, traditionally held in Zurich and Brussels, but for the next two years Zurich will host the single final.

The decision coincides with Brussels’ King Baudoin Stadium being scheduled to undergo renovation over the next two years.
