‘Calamity of severe nature’ in Kerala

THIRUVANANTHAPURAM, AUG 20 (AGENCIES): Centre on Monday declared the devastating floods in Kerala a “calamity of severe nature” as the state braced for the gigantic task of reconstruction of destroyed infrastructure and rehabilitation lakhs of people rendered homeless. The death toll in the current spell of monsoon fury that began on August 8 has risen to 216, officials said, while the total number of deaths since May was likely to touch 400. Many more are still not accounted for, they added. “Keeping in view the intensity and magnitude of the floods and landslides in Kerala, this is a calamity of a severe nature for all practical purposes,” a Home ministry official said in New Delhi. This categorisation will enable the state get greater monetary and other assistance from the Centre. KOHIMA, AUG 20 (NPN): As a step to ensure that Nagaland continues to be the safest state for women in the country, the state government has decided to set up women police stations in all the districts likely by December 1, 2018, to coincide with Nagaland Statehood Day. This was disclosed by deputy chief minister incharge of Home, Y. Patton when contacted by Nagaland Post. Patton also said the modalities for establishing the all-women police stations was under process. Earlier, in an interview with Nagaland Post, Nagaland DGP, T.J. Longkumer said he would strongly support any such initiatives if and when proposed. It may be recalled that the first women police station was set up in Kohima on October 18, 2016. The second full-fledged all women police station was opened at Dimapur in November 2016 by Home minister Y. Patton. Since there was no women police station for more than a decade, many cases went unreported as women were apprehensive in approaching police station due to gender sensitivity, Patton had said.

Health minister Pangnyu’s mother passes away D I M A P U R , AU G 2 0 ( N P N ) : M r s. L o n g k e i Phom, mother of Minister for Health and Family Welfare (H&FW) S. Pangnyu Phom, passed away in Dimapur Monday. She was 92. She is survived by her husband, five sons, one daughter, 26 grandchildren and 12 great grandchildren. Born in 1925, late Mrs. Longkei Phom was one of the firsts from Yachem village to embrace Christianity. Nagaland chief minister, Neiphiu Rio, expressed pain over her demise and conveyed deepest condolences to the bereaved family. In condolence message to Pangnyu, Rio said as the wife of the first pastor from the village, she played a tremendous role of moulding not only her own children but those from the entire village and beyond. “She was an exemplary and God-fearing mother whose contribution to society is evident from the careers of her children and she was blessed with good health and long life,” chief minister said. Rio prayed that bereaved family would find strength and solace in the grace of Almighty God and also for the departed soul rest in eternal peace.

Panel tasked to draft action plan on illegal influx, ILP D I M A P U R , AU G 2 0 (NPN): After the joint committee on prevention of illegal immigrants (JCPI) submitted a representation to the chief secretary, the state government has formed a committee headed by commissioner and secretary to the chief minister, Abhishek Singh. JCPI through its media cell informed that on August 18, 2018 when it submitted a representation to the chief secretary and a meeting was held, whereupon a committee was immediately formed during the discussion. The meeting was also attended by home commissioner, special secretary home, and the director general of police along with additional DGP. JCPI expressed hope that the committee headed by a senior bureaucrat would fully satisfy the demand of the Naga public. According to JCPI, the newly formed committee has been asked to submit an interim report within 15 days on comprehensive action plan and mechanisms to streamline ILP, to effectively curb illegal immigrants and to bring out a strong policy

to safeguard the rights and security of indigenous inhabitants Nagaland as a consequence of the ongoing NRC drive in Assam. JCPI said it has strongly urged the formation of ILP monitoring cell and Foreigners Tribunal to deal with the influx. At the meeting, JCPI members also requested the committee to visit RTAs and the Municipal Councils/ town committees in the districts with regard to random issuance of driving licenses and trade licenses to suspected illegal immigrants. JCPI suggested that as an experimental measure, the issuance of ILP in Dimapur should be handled by the police Commissionerate Office rather than the office of the DC. JCPI also raised the issue of non-indigenous people serving as GBs, particularly suspected illegal immigrants in Dimapur area. Earlier, JCPI had urged the state government to create a separate cell or a separate department under home department to competently deal with strict enforcement of BEFR Act of 1873 and Foreigners Act 1946 on a daily basis.

While the father of candidate of Sl. No. 61 was in part 46 (Oklong village under Senapati district at Sl. no. 628), the father of candidate of Sl. No. 7 was also in part 8 (Yangkhunuo village under Senapati district at Sl. no. 304). Likewise, the father

of candidate of Sl. No. 50 was in part 46 (Oklong village under Senapati district at Sl. no 262), the statement pointed out. Both the organisations asserted that as the parents of these candidates were enrolled in the electoral roll of another State, they could not be considered as indigenous inhabitants of Nagaland. They, therefore, urged the director of technical education to initiate necessary action immediately in order to avoid any further misunderstanding and confrontation on the issue. As the documents of the candidates were not genuine and had been obtained without proper verification, ANCSU and NSF also urged the State government to initiate disciplinary action immediately against the erring officials who had issued ST and indigenous certificates without proper verification and authentication as per the office memorandum (no. AR-12/3-89 dated Kohima the 4th Oct 1995).

DIMAPUR, AUG 20 (NPN): While appreciating the Ministry of Road Transport & Highways for resuming abandoned road projects under SARDP-NE (Phek-Zunheboto section), Phek District GBs Association has reaffirmed its support to Contractors Union Phek District for execution of the work. PDGBA president Zadulhu Ringa and secretary, Muzhilhu Keyho in a signed statement also drew attention to the press statement issued by Phek District Contractors & Suppliers Union warning stern action against those firms responsible for failure of the newly started work. PDGBA also reminded the successful tendering firms especially Madhucon Company/ Shivalaya Construction and KKB Company against subletting the work especially the 2-lane road from 0 point to Zunheboto & Pfutsero to Phek Road. It opined that subletting the work would result in undesirable outcome and bad workmanship and therefore, warned that it will not tolerate any such policy that would be detrimental to development activities. While admitting that it was unaware whether or not such projects could be sublet, PDGBA said it desired that the PDCU (NCSU) be “consulted” since the latter has every right and also the right body for such consultations before any decision is made. CAIT calls for ‘Bharat trade bandh’ Sept 28 NEW DELHI, AUg 20 (IANS): Confederation of All India Traders (CAIT) on Monday called for an all India traders strike against the Walmart-Flipkart deal on September 28. “We are organising a ‘Bharat Trade Bandh’ on September 28 against the Walmart-Flipkart deal. We want the government to nullify the deal as it is against the sector,” CAIT Secretary General Praveen Khandelwal told IANS. “We have also planned a host of other activities like a mega traders protest march to gain public support against the deal.” Accordingly, the confederation has called for a ‘Bharat Trade Bandh’ on September 28 and a massive nationwide ‘Rath Yatra’ to begin on September 15 and a mega traders rally on December 16 at New Delhi.

D I M A P U R , AU G 2 0 (NPN): To address the issue of increasing drop out in Upper Primary and Secondary levels in government schools, the Director of School Education Wonthungo Tsopoe has issued a slew of measures to all SDEOs to address the issue. In the directive SDEOs are to identify feeder Government Primary Schools of each Government Middle Schools under their jurisdiction and also notify the list of GMS and feeder GPSs. All head teachers and teacher-in-charge are to be instructed that all qualified Class V students from feeder schools are to be automatically admitted to Class VI of the respective GMS under whose jurisdiction the feeder school fell. Teachers-in –charge of GPS are to submit the required

documents such as PCT of qualified Class V students to the Head Teacher of GMS where the students are to be automatically admitted. Further, DoSE has also directed that no GMS shall deny admission to qualified Class V students coming from the feeder GPS. Also the teacher-in-charges shall inform parents about GMS where their children are to be automatically admitted to Class VI. The SDEOs shall also call the teacherin-charge, head teacher and class teachers of Classes V & VI under their jurisdiction for a meeting and explain the provisions as stated above(informing parents whose children were to be automatically admitted to Class VI). Centre earmarks Rs 1000 cr for MSMEs in NE GUWAHATI, AUG 20 (PTI): Centre has earmarked Rs 1,000 crore for implementation of various schemes for micro small and medium enterprises of the North East region in the 2018-19 fiscal, an official said today. The schemes are Central sector schemes in which a specific percentage of the budgetary allocation are allocated for SC, ST and the North East, said M Sreenivasulu, Director of the Micro, Small and Medium Enterprises-Development Institute, Guwahati. He, however, said there is lack of awareness about these programmes at the grassroots level, as a result of which their benefits have not reached the exact target group. He made particular mention of the Credit Guarantee Fund Scheme (CGFS) and Prime Minister’s Employment Generation Programme (PMEGP). Sreenivasulu added that the government also provides special incentives under various interventions to industrial clusters, but in many cases they are not availed.

Joint consultative meet of ENPO and ENNWA held DIMAPUR, AUG 20 (NPN): At the initiative of Eastern Nagaland National Workers’ Association (ENNWA) of the NNPGs, a joint consultative meeting was held with Eastern Nagaland People’s Organisation (ENPO) at Hotel Saramati here on Saturday. ENPO’s media cell in a statement informed that the meeting thoroughly deliberated on the ongoing Naga peace talks and the ENPO statehood demand. Lauding Government of India (GoI) for inviting the Working Committee of NNPGs for talks in 2017, ENPO said it was a groundbreaking move with much optimism aimed at generating political consensus on the protracted Indo-Naga political issue. PSC serves ultimatum on DoSE

D I M A P U R , AU G 2 0 (NPN): Phom Students’ Conference (PSC) has served an ultimatum on the Department of School Education (DoSE) to depute district education officer (DEO) and sub-divisional education officer (SDEO) in Longleng on or before August 31, 2018. In a press release, PSC president, A Mane Phom, general secretary, Shunglam Longbahu, pointed out that the Education department in the district has been functioning without DEO and SDEO since February 28, 2018 and June 30, 2018, respectively. PSC expressed dismay that even after submitting representation to the department on May 20, 2018, the department showed lackadaisical attitude towards this crucial issue. Asserting how could a department function without the HoDs and expect

impressive results, the PSC asked the department and the state government whether they would look into the matter only after it resorts to agitation, protest and shutting down of offices under its jurisdiction. Further, PSC asked the state government if it was unaware of the retiring HoDs under DEO & SDEO, Longleng or was it the failure on the part of the department to apprise the same beforehand. PSC cautioned the department against “posting or deputing an official who is on the verge of retirement and ill health or for a time being.” It warned that failure on the part of the department would compel the PSC to initiate its own course of action.
