Naga solution anytime soon, says Ravi

KOHIMA, AUG 16 (NPN): Governor of Nagaland R.N. Ravi, who is also Interlocutor to Naga political talks, disclosed that prior to being named as the Governor of Nagaland, Prime Minister Narendra Modi had tasked him to settle the Naga political issue within three months on the principle of equality and mutual respect and all issues have been resolved. Ravi stated this while addressing a mammoth gathering at the grand civic reception accorded in his honour at NBCC convention hall Kohima, Friday. He said that during the five years of negotiations, several landmarks were reached with the Naga groups and saw no reason why solution should be further delayed for “symbolic issues”. Ravi said he saw no reason as to why solution should have to wait for three months, as continuation of the status quo (without solution) as it stood, meant multiple governments with multiple taxations and fear of guns which were unbearable for Nagas and unacceptable to the government

NTC to install new team

D I M A P U R , AU G 1 6 (NPN): Nagaland Tribes Council (NTC) has informed all concerned members that installation programme of the new NTC team will be held at Hotel Saramati on August 20 at 11 a.m. In a press note, NTC president Toniho Yepthomi and general secretary Nribemo Ngullie expressed regret that proper information could not be made available to every individual due to communication and transportation problems. Therefore, NTC has requested all existing NTC officials and the newly designated tribes representatives to attend the programme without fail and to reach the venue in time.

Arun Jaitley in critical condition

NEW DELHI, AUG 16 (AGENCIES): Former finance minister and senior BJP leader Arun Jaitley continued to remain in a critical condition and was put on life support at the All India Institute of Medical Sciences (AIIMS) in Delhi on Friday. Home Minister Amit Shah visited Jaitley late on Friday night at AIIMS in Delhi. Jaitley, 66, has been admitted at AIIMs for the last one week after his health deteriorated.

of India. On the issue of integration, he said the negotiating parties understood the sentiments among the neighboring states and have not opposed to it. Instead, Ravi said the negotiating parties conceded and accepted that it was the legitimate rights of the Naga people to pursue and achieve integration through democratic political process. Ravi said that after being appointed as Interlocutor, a review was done on the process undertaken by previous government and it was found that despite sincere attempts, the “process was not inclusive”.

He said the changed approach was through inclusiveness of all the Naga armed groups, Naga tribal bodies, civil societies, grassroot leaders, Naga intellectuals, senior citizens and the Naga legislators since Naga political issue belonged to all Nagas and no organization has exclusive franchise over it. Ravi said the cooperation extended by all stakeholders for finding a solution was overwhelming. Ravi also hinted that the settlement must be on the basis of power sharing and inclusive peaceful co-existence through this

principle it was resolved that all the substantive issues including power belong to Naga people . He said there would be no solution if political reality was disregarded and added “with this, let us welcome the most honorable and dignified solution and things that have achieved on this principle”. Ravi said though he did not know what God has in store for Nagas, yet he prayed for deliverance of Nagas from despair to hope and from darkness to light. Ravi said he was pained to see Nagas still struggling for basic necessities like good road, power, health, and education when see the rest of the country were moving with much fast pace of growth and development. He also lamented that despite Naga youth being more talented than youths of other states, the dark shadow of the long unresolved Naga political issue cast a shadow in almost every aspect of Nagas life and said this shadow must go. On the apprehension of fear because of scrapping of Article 370, Ravi re-assured that there will not be anything like that since

Article 371(A) was an agreement that was made after long deliberations between the government of India and the Nagas. He said Article 371(A) is sacred and it was not temporary or impermanent as Article 370 and so any parallel being drawn between the two would be a gross misunderstanding. Ravi further assured that there was nothing to worry and instead, the negotiation was trying to bring something more than Article 371 (A). He thanked all the tribal bodies and civil societies who accorded him the civic reception to him and his wife. Ravi also committed to serve the Nagas to the best of his ability and strength and considered his appointment as Nagaland governor was a divine wish. Speaking on the occasion, chief minister Neiphiu Rio reiterated that as Nagas have high expectation from the governor and exuded confidence that the Naga political issue would be resolved during his tenure and assured of his cooperation for ushering peace in the land.

Startup Nagaland portal launched

DIMAPUR, AUG 16 (NPN): Nagaland chief secretary, Temjen Toy, Friday launched the ‘Startup India in Nagaland’ portal in the conference hall of chief secretary in Kohima. Nagaland startup portal has been developed to enable startups from the state to register online and apply for recognition under ‘Startup Nagaland’ by logging in to the portal which has been uploaded at www.startup.nagaland.gov.in. The portal would provide the youth with incentives and programmes available under the state ‘Startup policy’. According to an official bulletin, the chief secretary, while launching the portal, said that it was the right time and the right initiative to introduce the portal by providing the most enabling ecosystem to support and nurture startup entrepreneurs in the State as youth needed mentorship and guidance. He said that having a ‘Start-up policy’ (Cont’d on p-7) would help the aspiring youth to become

successful entrepreneurs. Through this portal and with the constant support of the startup cell, the chief secretary said the unemployed youths would get assistance and an environment to start and venture out their own line of business. The chief secretary expressed gratitude to the industries and commerce department for initiating this portal. He expressed hope that through this initiative many youth would be benefited and make them on a par with other entrepreneurs of the state. Principal secretary, Industries & Commerce, Lithrongla G Chishi, said that ‘Startup India’ in Nagaland would facilitate startups to access the various resources of the ‘Startup Eco System’ available in the State. Lithrongla Chishi said it would create an enabling environment to address the aspirations of youth and to engage with all stakeholders of Startup eco-system for strengthening the start-ups with appropriate incubation & mentoring infrastructure, to develop human capital, to provide fast track statutory support and network of appropriate funding agencies. The principal secretary stated that the department has work hard in coming up with the startup policies. She thanked the Information Technology department for the commendable work in designing and developing the website within a short span of time. Earlier, in a notification in June last, department of Industries & Commerce stated that the Nagaland Start-up policy shall be effective for a period of five years from the date of its notification or until notified, whichever is earlier.

NEIPF state unit backs govt’s RIIN move NSCN (I-M) ‘maj’ Maj Gen dismissed by Army DIMAPUR, AUG 16 (NPN): North East Indigenous Peoples Forum (NEIPF) Nagaland unit Friday came out strongly in support of the notification issued by the State Government for the implementation of RIIN and appealed to the indigenous people of Nagaland to earnestly support the policy of the state government. In a press release, NEIPF Nagaland unit convener, Y Kikon, said that the object of NEIPF was to safeguard their interest in their day to day life from domination by other outside forces. The forum has, however, expressed surprise that following publication of the notification for carrying out RIIN, there has been many objections against carrying out the enrolment from “some groups without any logical reason.” Stating that some people have even diluted RIIN with the ILP, the NEIPF state unit said carrying out the census was different from ILP, adding that they cannot be linked

together. It said that some organizations have started to question about carrying out of RIIN and have demanded keeping in abeyance for further consultation. For the interest of the public, the forum said there was no harm if the issue was discussed to hammer out tangible outcome in carrying out the RIIN. Hoverer, it stated that there should not be any meddling to dilute the enrolment by including immigrants into the state to give recognition as Indigenous Inhabitants of Nagaland. In the recent times, NEIPF state unit said there has been conflict among the Nagas with regard to employment opportunities. It said that even the court had intervened by setting aside the appointments under Nagaland government which were offered to the immigrants from other states. “There are instances where immigrants obtained Indigenous certificate and ob-

tained technical seats depriving the deserving Indigenous candidates,” it stated. Further, NEIPF unit said there was a greater challenge before the indigenous people of Nagaland by citing the instances of indigenous womenfolk getting married to people from outside the state and giving indigenous certificate to their off springs. “The other challenge is the local people adopt non locals and make them as indigenous people,” it stated. The forum stated that unless these two challenges were tackled appropriately, there was a danger looming over the indigenous people of Nagaland. In the light of the above, the North East Indigenous Peoples Forum unit has urged the state government as well as the Indigenous Naga Inhabitant not to entertain any delay tactics and compromise for relaxation of enrolment so as to save the future of the Naga society at large.

DIMAPUR, AUG 16 (NPN): Unidentified masked gunmen shot dead a senior NSCN (I-M) functionary, ‘major’ Toishe Yeptho at point-blank range inside his residence at Purana Bazaar-B, Unity colony, Dimapur on Friday around 7.30 p.m. According to reports, two assailants came to the house of Toishe, while he was having food. The assailants first shot Toishe on the right temple and the second bullet hit the chest. When contacted PRO Dimapur police confirmed about the incident. PRO said that the assailants also fired at ‘maj.’ Toishe’s wife, when she went in pursuit of them, but escaped unhurt. Soon after the incident, the gunmen jumped off the wall and fired another shot in the air, sources informed. Toishe, from Yemishe village, in his mid 40s, was rushed to Zion Hospital but the doctors declared him brought dead. No further details could be ascertained as police said that investigation was on to establish the reason behind the killing. A case has been registered at East police station, PRO added.

N E W D E L H I , AU G 1 6 (AGENCIES): A serving Major General of the Indian Army was on Friday dismissed in a case of sexually harassing a woman officer of captain rank when he was serving in Nagaland in 2016, military sources said on Friday. The punishment awarded to Maj. Gen. M.S. Jaswal by a general court martial (GCM) in December last year was approved by Army Chief Gen. Bipin Rawat, they said. The general court martial (GCM) under the Western Army Command at Chandimandir recommended dismissal of Jaswal after finding him guilty under Section 354A of the IPC (sexual harassment) and Section 45 (unacceptable conduct) of the Army Act. “The Army Chief has confirmed the punishment awarded to the Major General by the GCM,” one of the sources said. Both Jaswal’s rank and pension have been stripped, according

to reports. The incident dates back to 2016 when Major General M.S. Jaswal was posted in Nagaland with the Assam Rifles as an Inspector General. Jaswal is currently attached to an Army formation in Ambala under 2 Corps as part of disciplinary proceedings and he has been informed about his dismissal from service, the sources said. During the GCM procedure, Jaswal denied the charges against him and alleged that he became a victim of the Army’s factional feud following Gen. Rawat’s appointment as the Army Chief in December 2016. The GCM was headed by a Lieutenant General and it comprised nearly half-a-dozen military officers as its members. The woman officer from the Judge Advocate General branch of the Army had filed a written complaint against Jaswal following which the GCM was ordered to probe the case.

KOHIMA, AUG 16 (NPN): With no assurance from the state government, the employees working under District Rural Development Agencies (DRDA) from 11 districts of the state have begun their phase-wise agitation by wearing black arm bands and hosting black flags in their respective district. The agitation, which started on Friday, would go on till August 22, 2019. While submitting a representation to the state government on August 9, the employees highlighted the grievances they were facing due to non-release of salaries for several months and threatened to launch series of protests if their pending salaries were not released immediately. down strike from August 2330, mass casual leave from September 2-6 and shutdown of offices from September 7, onwards if their demands were not made. Speaking on behalf of the representatives of the DRDAs, DRDA Phek project director, Keyirangding Hegul, said that if the state government did not take the agitation with seriousness then the employees would proceed as per their series of agitation. “We are express-

ing our resent in democratic form to the state government, as the DRDA employees feel they being ignored, when the respective the state counterparts can enjoy the salary on time, what about the DRDAs,” he asserted. He informed that DRDAs have not received any response even after submitting representation to the government. However, he added that the government had asked for report submission from the DRDAs.

“We are hopeful the next few days, we will be called upon,” Hegul said. A peon working at the DRDA office Kohima, who has not received salary for 11 months, stated that as she did not even have bus fare to travel she walks to office. Being the sole bread earner of the family and a mother of four children, she narrated her daily struggles including family expenses, fees for her school-going children and house rent that she has not paid for months. Another peon from the same office also expressed her apprehension over the pending salaries that have not been paid for 11 months. As a mother of three, the peon said she was taking loans and making adjustments to meet their demands and expenses. She, however, expressed concern over how she would pay back the money if they did not receive salary.

JAIPUR/THIRUVANANTHAPURAM/BHOPAL, AUG 16 (PTI): The death toll in five flood-affected states rose to 241 on Friday, with authorities retrieving seven more bodies in Kerala as floodwaters receded from several parts of the worst-hit state, while five casualties were reported from Rajasthan. Over 4,000 people have been moved to relief camps in Guntur and Krishna districts of Andhra Pradesh as the Krishna River is in spate, causing floods and affecting normal life, even as the weather improved in flood-hit western Maharashtra and Madhya Pradesh, allowing authorities to speed up rescue and relief operations. So far 111 people have died in rain-related incidents in Kerala, 70 in Madhya Pradesh, 54 in Maharashtra, five in Rajasthan and one in

Andhra Pradesh. A red alert warning has been issued for Jodhpur, Nagaur and Pali in Rajasthan for the next 24 hours, according to the MeT department. Disaster Management, Support and Civil Protection Department Secretary Ashutosh AT Pedhenkar told PTI that five people were killed in various rainrelated incidents in three districts. MeT department has issued a red weather warning for several districts in Himachal Pradesh and an orange warning for extremely heavy rainfall in the entire state over the weekend. Heavy to very heavy rainfall is likely to occur at most places in the state on August 17 and 18, Shimla MeT Centre director Manmohan Singh said. The roads might be blocked especially in Cham-

ba, Kullu, Lahaul-Spiti, Kangra, Mandi and Shimla districts due to moderate to heavy rainfall on August 17 and 18, he said. In Andhra Pradesh, a second warning was issued at the Prakasam Barrage across Krisha river in Vijayawda which was carrying over seven lakh cusecs of water. One person was reported dead in Guntur district in the Krishna flood, according to the State Disaster Management Authority. There was some respite from the incessant rainfall in Kerala, even as the death toll rose to 111. The death toll in floodaffected districts of western Maharashtra reached 54 on Friday with recovery of more bodies. Seventy people have died in rain-related incidents in Madhya Pradesh since June 15.
