PM Modi warns China, Pak in I-Day speech NEW DELHI, AUG 15 (PTI): Prime Minister Narendra Modi on Saturday delivered a strong message to China and Pakistan against challenging India’s sovereignty in his Independence Day speech, emphasised on making the country self-reliant and announced several initiatives like national digital health mission and mass production of COVID-19 vaccine once it is approved by scientists. In his seventh consecutive address from the ramparts of the Red Fort, the prime minister stressed on ‘Aatmanirbhar Bharat’ and presented a broad outline for spurring India’s economic growth, asserting that the coronavirus pandemic cannot halt the country’s march towards self-reliance. On combating COVID-19: Rio said that the state was adequately prepared to combat the COVID-19 pandemic. He said there was enough of PPEs, masks, medicines, ambulances and oxygen to deal with this crisis. Rio also said that state government has substantially augmented the human resource in the health sector by creating around 390 new posts. He said the government took vital preventive measures like closing down all educational institutions and suspension of new Inner Line Permits in March 2020 and also imposing complete lockdown in the state from March 24. D I M A P U R , AU G 1 5 (NPN): ACAUT Nagaland has welcomed the prosecution sanction granted against the two retired IAS officers by the Nagaland Lokayukta for allegedly issuing work order for the project “Post Harvest Management of Horticulture crops” in six districts of Nagaland amounting to Rs.717.90 lakh. ACAUT Nagaland through its media cell expressed astonishment that the work order was issued within four days without technical approval and the first instalment of Rs.241.30 lakh was released. It said that the prompt approval and the haste withdrawal of cash bypassing procedural requirements was “a clear indication of the nefarious nexus between the technocrats, bureaucrats and politicians for their own

vested interest.” ACAUT asserted that red tapism on genuine welfare projects have resulted in their lapse as it did not give the responsible officials enough inducements and expected returns. Further, ACAUT alleged that the said projects implemented in the six districts were made on private lands instead of government procured lands exposed “a sinister design” to hand over the projects to “certain privileged class of people” once the implementation part was over. ACAUT has demanded that exemplary punishment was awarded as deterrent after the indictment of the accused and collaborators. Unless justice was served, ACAUT said the “cyclical corruption” would spiral out of control.

India’s COVID19 tally tops 25L

NEW DELHI, AUG 15 (PTI): A spike of 65,002 cases took India’s COVID19 tally past 25 lakh on Saturday, just a day after it crossed the 24 lakh mark, while the number of fatalities neared 50,000 with 996 deaths, Union Health Ministry data showed. According to figures from the ministry, 18.08 lakh people have so far recuperated from the disease, pushing the recovery rate to 71.61 per cent. India has been reporting over 60,000 cases daily since August 7, barring August 11 when the country registered 53,601 new instances of the infection. COVID caseload stood at 25,26,192, while the deathtoll climbed to 49,036, data updated on Saturday at 8 am showed. Case fatality rate has declined to 1.94%.

GNF organises virtual 74th Naga I-Day

DIMAPUR: Global Naga Forum (GNF) organised a virtual “74th Naga Independence Day” celebration on August 13, 2020 with Dr. Visier Sanyü, president of Overseas Naga Association (ONA) and professor Paul Pimomo of Central Washington University as speakers. Speaking on the historical perspectives of the Naga political struggle, Dr. Visier Sanyü said that Nagas were not “anti-India and not anti-Burma”. Dr. Visier said that Nagas started their national movement to protect their identity and their nationhood. However, he said that in the process it was the movement that has given the Nagas an identity. “The world knows us because of our national movement and we have faithfully stayed with it,” Dr. Visier said. He said that Nagas would continue to grow as a people and as a nation no matter the outcome of the agreement. Unlike other national liberation movements in the region, which joined the Indian union, he said the Naga movement has faithfully stayed.

He said that it was time to “search our soul and regain our soul” as in the coming decades “there can also be technological pandemics and cyber wars, and so on” as the world will change and “India and Nagas will not remain the same given the rapid technological and other changes.” Professor Paul Pimomo speaking on the topic, “Towards a just peace, respecting Naga rights and dignity” said that the fractured political relationship with India has been so long coming, for over seven decades, and the latest talks with the Government of India are stuck yet again. He was of the view that “now it seems the much awaited Final Settlement, which has been in gestation for 23 years, is headed for a forced still-birth next month, this September.” While India as the largest democracy was doubletalking and wrangling over a flag and a state constitution with a small indigenous group of people at its borders, professor Paul pointed out that Nagas already have a flag because “our forebears had the courage and

the foresight to stand up for their and our right to exist as a people, just as Indians had done for themselves against British rule.” Pointing to the controversy surrounding interlocutor and Nagaland Governor RN Ravi, professor Paul was of the opinion that what Ravi said and did in the negotiations was calculated to precisely produce the contradictory stances from Nagas across the board. He also noted that Nagas were not interested in repeating the violence of the past but wanted peace and added “what the GoI chooses to do is another question, but we are convinced that past wrongs can be righted, to a degree of healing, within the realities of the present context and toward a visionary future for mutual benefit.” He was optimistic that given the vibrant social energy and individual talents, especially among the younger generation, the future holds exciting possibilities for the Naga society. Other participants included Dr. Rosemary Dzuvichü and Chuba Ozukum, members of Global Naga Forum.

DIMAPUR: Dimapur Police has recovered one unidentified body of a non-local male, approximately 45 years from below flyover at Eros Colony, Dimapur on August 13. Keso was born on March 17, 1986 in Kohima. A woman of faith who responded to God’s calling and fervently pursued theological studies to serve the Lord, she initially began her theological studies at Shalom Bible Seminary in Sechű, Kohima and earned a Bachelor of Theology degree in 2009. She then continued her higher studies at Oriental Theological Seminary (OTS), Bade, Dimapur and earned the Master of Divinity degree in 2013. At OTS, she became the first student to graduate with the highest academic distinction, the summa cum laude. After serving as an intern at OTS for a year she went on to pursue the Master of Theology program and earned the degree in Old Testament from Whitley College, Melbourne, Australia. Upon her return in 2015 she came on board as a faculty member at OTS in the rank of Assistant Professor. In October 2019, Keso left for her PhD studies at Durham University in England, UK till her passing away in the city of Durham in June 2020. Though as brief her sojourn was with us, Keso has touched the lives of many with her kind, generous, spirited and open heart. A living inspiration she was and will continue to be for many more lives, she is a beacon of prayers, wisdom and resoluteness to all those who have known her and whose lives have been impacted immeasurably. The imprints of her life have just begun and we will recall her life more than ever before. A ssam : A s s a m Chief Minister Sarbananda Sonowal on Saturday said that his government will not make any compromise in the complete implementation of the Assam accord. Unfurling the national flag at the Judges Field in Guwahati on the occasion of the 74th Independence Day, he said that the state government is committed to implementing the provisions of the 1985 Assam accord and would also protect the interests of the people of Assam. “To check infiltration from across the border, the central government has taken various steps including composite fencing of the India-Bangladesh border along Assam. Riverine borders with Bangladesh were also sealed with the implementation of the “Smart Fence” scheme by adopting modern technology.” “The high-level committee on Clause 6 of the Assam accord has submitted its report and despite problems faced due to Covid19 and other disasters like floods, the state government and the Centre have taken steps to make sure of its implementation,” he said. Sonowal said that his government has formulated a new land policy and taken steps to provide land deeds to nearly one lakh landless people. To ensure its preservation and to popularise the Assamese language, a law has been enacted to include Assamese in all school curriculums in the state except in the Bodo Territorial Area and Barak Valley, both dominated by non-Assamese people. Despite the Covid-19 pandemic, Assam farmers have exported various crops including fruits worth Rs 852 crore to various states in the country and abroad. The Chief Minister announced a slew of measures and schemes especially tar-

geting the agriculture, horticulture, animal husbandry and food processing sectors. He announced the setting up of rice clusters in Dhemaji and Baksa districts, opening of rice procurement centres in all districts, a centre of excellence for organic agriculture at Biswanath district and cold storage chains in all districts.

Meghalaya: Independence Day was celebrated across Meghalaya on Saturday with Chief Minister Conrad Sangma hoisting the Tricolour at Polo Ground here and also launched a ‘Restart Meghalaya Mission’ to revive the State economy which has been hit hard due to the COVID-19

pandemic. “This mission comprises a series of programs to support our farmers, and entrepreneurs and to build growth promoting basic infrastructure and services. We are calling this mission ‘Restart’ because we want to revive and give a push to the different development activities that were brought to a standstill by COVID,” Sangma said. He said the Mission was based on the recommendations of the Chief Minister’s Task Force on the Economy on short, medium and long term measures for reviving the State economy, which has been hit hard due to the pandemic. The Chief Minister committed an amount of Rs 14,515 crore to be spent over the next three years for the mission, of which Rs 7,839 crore has been earmarked for this year. Sangma spelt out the six programmes under Restart Meghalaya Mission’ which include agriculture and its allied sectors, promotion of well-being and livelihoods in rural area, providing a onetime grant support of upto Rs. 10,000 for any new small business loans of upto Rs. 50,000 for small businesses and entrepreneurs under Chief Minister’s Support programme. The Chief Minister also committed a total investment of Rs. 8,753 crore over the next three years in terms of infrastructures and 13 major roads covering a length of about 350 Km to be constructed at an estimated cost of Rs. 850 crores.

Stating that the fifth priority area focuses on tourism, the Chief Minister informed that close to 50,000 people are dependent on Tourism for sustenance and livelihood in Meghalaya. “We can focus on destinations away from urban areas with plenty of open spaces and with minimal COVID- related risks. Meghalaya is ideally positioned as a pristine, lowCOVID destination and many high-spending tourists from within the country will be very keen to travel here. Our goal, whenever we reopen, is to transition to a model of High Value -Low Volume - Sustainable tourism. To become a highvalue destination, we need to increase the number of high-value rooms from the current number of 200 to at least 500 in the next two years,” he emphasized. As private investment might be difficult to come through, the government will make the investments of about Rs 200 crore in creating high value accommodation and tourism infrastructure. We have already finalized the planning process for iconic tourism projects like the ropeway to Shillong Peak and a luxury boutique resort in the Nokrek Area in Garo Hills among others,” he informed. “The sixth and perhaps the most significant priority area is Human Development. We are taking steps to ensure that children continue to learn, despite closure of schools. To facilitate remote learning, we are planning to distribute tablets to 25,000 Class XI students. On the infrastructure front, the process of construction of 13 Ekalavya Model Residential Schools will soon begin; another 25 such schools have recently been sanctioned. I am taking all steps to ensure the completion of all the 40 Ekalavya Model Residential Schools by the end of2022,” he said. “Alongside the fight against COVID-19, we have continued our efforts to improve child and maternal health. The MOTHER programme piloted last year in South West Garo Hills has been expanded to the entire State this year. Over 25,360 infants have received full

immunization during this COVID pandemic in comparison to 21,130 infants during the same period last year. We are now amongst the top three States in the country in immunization. The government is fully committed to improving the institutional delivery rate to 80% by the next year and reducing maternal mortality by half,” he said. “All the investments that I outlined in the ‘Restart Meghalaya Mission’ will propel us towards progress and well being,” Sangma said. (Coresspondent) Tripura: Tripura Chief Minister Biplab Kumar Deb on Saturday said with the improvement in rail, road, air and waterway connectivity, Tripura would be the logistics hub of the north-eastern states. Three projects are now underway to link Tripura with Bangladesh through rail, road and waterways, he added. After the completion of these projects, Tripura and the neighbouring northeastern states would be connected with other parts of India and the world via Bangladesh. Hoisting the national flag at the famous Assam Rifles ground in Agartala on the occasion of Independence Day, the Chief Minister said Tripura’s capital Agartala topped the Smart City rankings among 10 cities of the eight north-eastern states. Deb said Tripura is the only state in the country that had recently conducted a statewide survey under which over 12,000 health workers visited all the nine lakh households to detect Covid-19 patients. The Chief Minister said to provide employment to thousands of people and to earn revenue, the Tripura government has undertaken ambitious projects and schemes. Deb said due to the rigorous efforts of the state gover nment, crime has declined by 32 per cent and crimes against women dropped by 40 per cent. Deb said 34,000 Reang tribal refugees, who fled from neighbouring Mizoram, would be rehabilitated in Tripura and for that

the Central government has announced a Rs 600-crore package. Deb announced social pension for more than 30,000 people in addition to the 3.93 lakh people currently receiving the pension under various Central and state government schemes. He claimed that the per capita income and GDP have increased substantially. A runacha l Pradesh: Arunachal Pradesh Chief Minister Pema Khandu on Saturday exhorted the people to adapt to the ‘new normal’ to stop the spread of COVID-19 in the northeastern state. Khandu, while unfurling the Tri-colour at the Indira Gandhi Park here on the occasion of the 74th Independence Day. He said the imposition of the nationwide lockdown on March 24 gave the state government time to prepare for combating the disease. “We notified 32 district COVID-19 health centres with 326 beds, 66 COVID-19 care centres with 2,497 beds, 383 quarantine facilities with 13,411 beds and dedicated COVID-19 hospitals Tomo Riba Institute of Health and Medical Sciences (TRIHMS) at Naharlagun and North Eastern Institute of FolkMedicine (NEIFM) at Pasighat in East Siang district,” he said. Khandu said the state government created ICUs in the district hospitals, besides deploying specialised doctors and ventilators in those establishments. It also took a major decision of converting the MLA apartments here into a COVID-19 hospital. Aggressive testing of samples, tracing of contacts and treating of COVID19 patients was an effective strategy to contain the spread of the disease in the state, the chief minister said. One RT-PCR laboratory has been established in Naharlagun and another is being set up in Pasighat. Also, TrueNat and rapid antigen test kits have been dispatched to all the districts, he said. “As a result of this, Arunachal Pradesh has the lowest COVID-19 positivity rate in the Northeast. It ranks among the top six

states in the country in terms of tests per million population,” Khandu said. He said the state government will upgrade 17 district hospitals for Rs 350 crore and tenders will be floated soon. S i k k im : S i k k i m Chief Minister Prem Singh Tamang on Saturday said his government will set up an education reform commission to draw a comprehensive policy in line with the NEP. After unfurling the tricolour at Manan Bhawan here on the occasion of the 74th Independence Day, he hailed the National Education Policy (NEP), approved by the Centre, saying that it provides an overarching vision and comprehensive framework for both school and higher education sectors. “The state government will set up a Sikkim Education Reform Commission to draw a comprehensive policy and strategy in line with the National Education Policy, 2020,” he said. The chief minister also said the government has planned to set up one model school in each district with innovative teaching and learning methodologies. Ta m a n g s a i d t h e Panchayati Raj Institutions (PRIs) in Sikkim will be depoliticised and its representatives will be free from any party affiliation. Taking a cue from Prime Minister Narendra Modi’s slogan for self-reliant India, Tamang said the state government will strive for making Sikkim an ‘atmanirbhar’ state and encourage people to consume locally produced items. The state government has decided to provide incentives to farmers for milk production and a minimum support price (MSP) for ginger, orange, cardamom, turmeric and buckwheat cultivation, Tamang said. On the long-pending issue of Limboo and Tamang communities’ reservation in the Assembly and demand for granting ST status to eleven tribes of Sikkim, he said the state government is in touch with the Centre. On the occasion of Independence Day, Governor Ganga Prasad appealed to

the people to remain united for the development and prosperity of Sikkim and the country. Mizoram: Mizoram Chief Minister Zoramthanga said on Saturday that a plan to increase crop production has been taken up by his government. “The government has stepped up the entrepreneurship development programme. The government and people have to work collectively to take the state forward and to reach newer heights,” the Chief Minister said after hoisting the national flag at the Assam Rifles ground of the city as part of the 74th Independence Day celebrations. Zoramthanga paid tributes to the freedom fighters and called upon the new generation to show reverence for the supreme sacrifice of the martyrs. Highlighting the progress made in several sectors, he said that plans were also being implemented to augment the production of crops, fruits, milk, vegetables and other essentials. The Chief Minister handed over state and central awards for distinguished service to selected personnel from the police and the teaching community. He also gave “Jeevan Raksha Padak” to three persons. MANIPUR: “Do not stigmatize healthcare workers and other frontline warriors,” Manipur chief minister N Biren Singh said in his address on the occasion of the country’s 74th Independence Day in Imphal on Saturday amid boycott by rebel groups. Rebel groups including Coordination Committee (CorCom) of six major rebel groups while boycotting the day, called for total shutdown across the state. The total shutdown with COVID-19 induced lockdown hit normal life severely in the state. In spite of relaxation for shops selling essential items particularly in valley districts, remained shut for the day, reports said. The occasion was celebrated even at the district and sub-division level under tightened security measures. The state level celebra-

tion was held in Imphal’s 1st Battalion Manipur Rifles Parade Ground where chief minister N Biren Singh hoisted the national flag amid playing of national anthem. He said his government has acknowledged the selfless sacrifice by doctors, nurses and other medical staff in the fight against COVID-19. He lauded the team of doctors of JNIMS led by Dr Tharoijam Utthan for rendering their service selflessly towards treating tCOVID-19 patients at JNIMS hospital. On the recent news of denial of admission for patients in hospitals, Singh appealed to hospitals and doctors not to refuse treatment to any patient. Warning hospitals and doctors against denial of treatment to patients, he said the government has already issued an order in this regard. He said the government will decide on extension of the lockdown for another 15 days in consultation with his cabinet ministers and members of the Consultative Committee on COVID-19. On the state government’s fight againt drugs, he informed that after the state government declared ‘War against Drugs’ and set up of Fast Track Court, around 110 persons have been convicted so far and various drug factories have been busted by the police in various parts of the state. Chief minister also handed over the cheque of Rs 5 lakh to the wife of late Riflemen Ratan Salam Riflemen Ratan Salam of 4th Assam Rifles in recognition of his valour under the newly instituted scheme called Major Laishram Jyotin Singh Ex-gratia scheme. The chief minister further handed over the Chief Minister’s Trophy for Community Service Awards to three police personnel and the Chief Minister’s Trophy for Anti-Drug Campaign three other police personnel. Assam asks pvt schools to cut 25 % fee COVID-19 lockdown in Manipur extended till Aug 31

Guwahati, Aug 15 (IANS): The Assam government on Friday has asked all the private schools to slash 25 per cent fee from pre-school to Class XII standard from May till the schools open, Education and Health Minister Himanta Biswa Sarma said. Sarma, who also holds the Finance portfolio, in a tweet said: “In view of Covid-19 pandemic, we have advised all private educational institutions to offer at least 25 per cent concessions in monthly fees (pre-primary to XII), from May 1 till formal opening of schools. These institutions are saving substantial expenditure under various heads.” Assam government Principal Secretary incharge of Elementar y

and Secondary Education Department B. Kalyan Chakravarthy also issued an order asking the private schools to cut minimum 25 per cent fee from preschool to Class XII from May till the schools open. The order said: “In view of the Covid-19 pandemic, the Assam government is compelled to close the schools and colleges from March 16 and all the activities were under lockdown from March 23. The income of all the citizens of Assam has been badly affected and they are not in a position to afford payment of school fees till the lockdown period is over.” Chakravarthy in his order said that due to the closure of education institutions, the non-government

educational institutions are saving substantial expenditure on various heads, including energy charges on electrical consumptions, transport and vehicular operation, cost of meal in case of residential and boarding schools, sports and games, management and operation of laboratories, computers, reduction of expenses on cleaning and maintenance. Minister Sarma earlier said in Guwahati that the Assam government is keen to reopen educational institutions from September 1 but it would depend on the decision and directives of the Centre. He said that all teachers and employees of the schools will have to get themselves tested for coronavirus before August 30.

Correspondent IMPHAL, Aug 15: Manipur government has extended the ongoing complete lockdown till August 31 to contain the spread of COVID-19 that progressed to the first phase of community transmission. The State Technical Expert Committee on COVID19 has recently concluded that the state has moved to the first phase of community transmission as indicated by the high number of local transmission detected continuously during the past few weeks. The committee submitted a proposal to the state government to declare community transmission of COVID-19 in the state, an official source said. Manipur has been

under complete lockdown since July 23 with certain relaxation for essential services and shops from July 31. Curfew will be enforced from 5pm till 6am and relaxed during the day time. An order regarding the extension of the complete lockdown till August 31 was issued by state chief secretary Dr Rajesh Kumar who is also the chairperson of the State Executive Committee of the State Disaster Management Authority today, an official source said. M e a n w h i l e, t h e COVID-19 infection tally of the state rose to 4,390 with the detection of 192, including 46 locally transmitted cases and 131 Central security personnel in the past 24 hours (till 5 pm of August 15). A report of the COVID-

19 Common Control Room said that 61 locals (40 males and 21 females) and 131 personnel of the Central Armed Police Force (CAPF) were confirmed as new COVID19 positive cases in the state in the last 24 hours. The new cases were found during testing of 2,754 samples including 1130 rapid antigen tests. The state has tested 1,12,780 samples so far, a source in the state health department said. Of the 61 new cases detected among the general populace, 46 of them have no recent significant travel history. The COVID-19 related death toll stood at 13 as there was no report of pandemic related fatality from any part of the state in the past 24 hours, the source said. Analysis of the latest

COVID-19 report of the state health department indicated that of the total 4390 positive cases in the state, 1081 were personnel of CAPF posted in the state which included the 131 new cases confirmed on Saturday. The number of active cases was 1939 including

852 CAPF personnel. Recovered cases rose to 2438 (2209 from general populace and 229 from CAPF) with the discharge of 78 persons on Saturday. Of the 78 patients discharged today, 37 were CAPF personnel, the source said. The recovery rate of the state stood at 55.53%.

fter the All Assam Students Union (AASU) went public on August 11, in releasing the confidential report of the government-appointed ‘high level committee’on implementation of Clause 6 of the Assam Accord which it signed on August 15, 1985 with the then Rajiv Gandhi government; it sparked furious debate in the state. The report is the latest of several attempts made over the years to finalise the contours of Clause 6 of the Assam Accord signed at the end of the Assam Movement in 1985. The Clause is pivotal to the Accord – it promises “constitutional, legislative and administrative safeguards” to “protect, preserve and promote the cultural, social, linguistic identity and heritage of the Assamese people.” AASU appeared to have been piqued with action of the the panel set up by the union home ministry in July 2019 headed by retired Justice Biplab Sarma over the Accord. The panel submitted its report with the Assam government instead of the Centre. AASU went ahead in letting the cat out of the bag on August 11 as it felt that the union home ministry was sitting over the file. As per Clause 6, Constitutional, legislative and administrative safeguards, as may be appropriate, shall be provided to protect, preserve and promote the culture, social, linguistic identity and heritage of the Assamese people. The Clause 6 of the Assam Accord defines “Assamese people” as all persons residing in the territory of Assam on or before January 1, 1951, and their descendants. It has selected 1951 as being selected as a cut-off year, and in its wake, has left minority groups worried. The bone of contention since the signing of the pact on August 13, 1985 has been the definition of Assamese people, which the committee tried to fix as the tribal, indigenous and all other Indian citizens residing within the territory of Assam as per the First Schedule of the Constitution on or before January 1, 1951 along with their descendants. According to the Assam Accord, those who came to Assam on or before March 24, 1971 are Indian citizens. This is also the cut-off date that Assam’s National Register of Citizens (NRC) operates on. Therefore, if and when Clause 6 report is implemented, those who came to Assam between 1951 and 1971 would be stuck in a strange midway place – Indian citizens (many of whom have lived in Assam for two decades) but not ‘Assamese’. This will also mean that lakhs of citizens would become stateless. In addition, attempting to implement the committee recommendation would also mean another round of paperwork verifications, bureaucratic frenzy, political squabbles and misery for the common people and another huge cost on the exchequer. The other recommendation of the committee was that Assamese be kept the “official language throughout the state with provisions for use of local languages in Barak Valley, Hill Districts and the Bodoland Territorial Area Districts.” It also suggested reservation of 80-100 percent in Parliament seats from Assam should be reserved for the “Assamese people” as defined above. The report also suggested a similar percentage of posts in the Central government, Central public sector units, and private sector companies operating in Assam should be reserved for the “Assamese people”. Clearly, the committee recommendations based on interpretation of the Assam Accord has the potential of causing more turmoil than it seeks to remedy.

Is there something in my life that unites me with the Lord Jesus as my personal Savior? My spiritual history must have as its underlying foundation a personal knowledge of Jesus Christ. To be born again means that I see Jesus. “…unless one is born again, he cannot see the kingdom of God ” (John 3:3). Am I seeking only for the evidence of God’s kingdom, or am I actually recognizing His absolute sovereign control? The new birth gives me a new power of vision by which I begin to discern God’s control. His sovereignty was there all the time, but with God being true to His nature, I could not see it until I received His very nature myself. “Whoever has been born of God does not sin…” (1 John 3:9). Am I seeking to stop sinning or have I actually stopped? To be born of God means that I have His supernatural power to stop sinning. The Bible never asks, “Should a Christian sin?” The Bible emphatically states that a Christian must not sin. The work of the new birth is being effective in us when we do not commit sin. It is not merely that we have the power not to sin, but that we have actually stopped sinning. Yet 1 John 3:9 does not mean that we cannot sin— it simply means that if we will obey the life of God in us, that we do not have to sin.

Gen. (Retd) Viyalie Metha, Kedahge FGN My Dear Countrymen, Let us all give thanks to God who has preserved our Nation through all the past many years. God’s plan for the Nagas to be one among the Nations is undisputable and our existing today still together as a people and as a nation, is a perfect testament of God’s unfailing Love. We have had a long and arduous journey. For 900 long years, Villages along our Southern border fought against the Manipuri Kingdom and Western Frontiers were engaged in sporadic conflicts with the Ahoms for 600 years. The British came in the 19 century and occupied portion of our land administered their laws for 115 years (1832-1947) till we declared a Sovereign Nation on 14th August, 1947. This prompted the era of force Dominion by India which continues till today. Our journey has been one of “untold sufferings and bloodshed”. But throughout this perilous period, God’s faithfulness and protection have been with us and today, together, we proudly celebrate the 74 years of Naga National Historic Declaration. On this most auspicious day, we pay homage to our past torchbearers who tirelessly laid the foundation of a “Free and just Na-

tion”. The most important events in our history: Memorandum to Simon Commission - 10th Jan. 1929; Formation of Naga National Council (NNC) -2nd Feb. 1946; Naga Voluntary Plebiscite -16th May, 1951; Establishment of the Federal Government of Nagaland (FGN) - 22nd March, 1956. Our God-given inalienable historical National rights made richer by the blood, sweat and tears of our patriots, and upon which our nation was built. May it be that we, as a people, remember and live up to the legacy of our martyred patriots and continue to live, thrive, succeed and pursue happiness in freedom. We are eternally indebted to the thousands of brave Naga Soldiers, and tens of thousands of men, women and even children who laid down their lives for our cause. Many suffered indescribable pain and humiliation at the hands of our enemy. But they never gave in. They are our heroes; they are our inspiration. We salute them. Their spirit will continue to live in us, guiding us and inspiring us. It is our solemn promise that we shall not let their priceless sacrifice go in vain but continue to build and strife towards an “honest and God fearing Nation”.

After the Indo-Naga war culminated in the Ceasefire of 1964 between Government of India and the Federal Government of Nagaland, India resorted to waging proxy war against Nagaland by sowing seeds of division which led to violence, extortion and unlawful taxation. . But today, by the grace of God, the younger generation have realized this and can clearly see the pitfalls on their path. The sight of our young people working honestly with passion and zeal fills our hearts with hope and strength. The destiny of our Nation is in their hands. With God given ability and wisdom they shall lead our Nation towards a brighter future. My fellow Countrymen, a new dawn is coming upon us. Stand strong and have faith in God. Dear Countrymen, Greetings to you all on this auspicious day of the 74th Nagaland Independence Day. We have suffered much all these years due to the invasion of India. It is unthinkable that India should suppress us for this long, for the very fact that India herself was under the British rule for several centuries and experienced what foreign domination means. Therefore, if India is wise enough she should understand the position of the Nagas by setting a good example to the world. On the contrary, with territorial ambition Indian invaded Nagaland. As such, it is natural that when you are attack you rise up to defend yourself. If enemy come by land we confront on the ground, if by air we should down the plane with whatever means at our disposal. When an Indian Plane was shot down by the Naga Army which fell in Matikhru Village territory, the villagers were all rounded up by Indian Army and beheaded all the adult male members for no fault of theirs. Does that mean that when a plane falls in their land they are responsible? Nagas must keep in mind that such kind of irrational people are in our land and living among the Nagas today, pretending as if nothing happened. India tried its best to uproot the Nagas from their villages by burning their villages and compel them to be-

Rohim Yimchunger, President NNC-Parent Body My Dear Countrymen, As we stand at the threshold of a new beginning, my heart yearns for the presence of our predecessors who have paid the ultimate price for the cause of the Nagas. Hundreds and thousands of Naga sons and daughters have sacrificed their lives so that we all can see a better tomorrow. As we celebrate the 74th Naga Independence Day, let us remember not only the sacrificed souls but remain firm and steadfast to the aspirations and vision for which they laid their precious lives. The Naga National Council timely came into existence with its historic birth on 24th Feb.1946. It was democratically formed by the Naga representatives. Thus with fair and far¬sightedness of the NNC leadership and together with the will, the leaders of the day formally brought the Naga families into one big family as a nation. Henceforth, the NNC and the Nagas as a whole are duty bound to uphold aspirations of the Nagas as a free people and sovereign nation as in ancient times. Nagaland is a homeland of the Nagas from olden times. Nagas have been living in Nagaland

as a free Naga people since time immemorial. Our land was never a part of any foreign people’s country. Our forefathers clearly owned Nagaland. This had been prominent when the Naga Club submitted a memorandum to the Simon Commission in 1929 and subsequently a representation submitted to the British India Viceroy in February 1947. For 74 long years, Nagas have stood unwavering for the Naga cause, undeterred by the mountains of hurdles and sufferings keeping the aspirations of the Nagas alive. Today we carry the torch that our predecessors have passed on to us, let us not be arrogant and prideful but remain humble and uphold the Naga torch with dignity and respect. It is therefore our solemn duty to remain steadfast to the prize that awaits us. Our race is not an individual race. It is a race of the Nagas, a desire that we aspire from the very beginning to self determine our own future. As we fight tirelessly, inching towards our common goal, our eyes must be sharp and minds alert against any hurdles and obstacles. In 2017, after many consul-

tations with the political leaders, tribal leaders, senior officials and prominent citizens of Nagaland, the Working Committee of the Naga National Political Groups (NNPGs) took the responsibilities. Naga National Council-Parent Body has always been an integral part of the NNPGs since its inception. It is the ideals, vision and minds of the Nagas that we represent at the negotiating table. Today we are on the verge of inking the final solution for the Nagas. It is a solution of the Nagas, by the Nagas and for the Nagas. Our demands have been selfless and transparent. But let us remain vigilant against vicious elements that devise plans to derail, delay and misdirect the journey until the race is won. Let us be pragmatic and unite ourselves under the banner of “one agreement, one solution” and conclude our race to self-determine our own future. May the Almighty God continue to guide us with His divine wisdom and strengthen us to complete the race before us with dignity and honour. May God continue to the anchor of our hopes and aspirations.

This came about mainly because of the astute Nagas living in the villages. Today we have many educated Nagas among us. It is expected that with their education and learning they will promote the Naga cause. On the contrary, it is observed that many educated Nagas failed to understand the national right and sufferings of the past but indulge and lean towards their own selfish end. In doing so has weakened the Nagas for the last 40 years. However, Naga National Council (NNC) and Federal Government of Nagaland (FGN) could withstood the storm by staunchly upholding the Naga National rights. The outside world branded us “savage” and “barbarian.” But if we study carefully, there is no comparison in the world that where a small nation the size Nagaland could resist the onslaught of the might and size of India. Whatever we could overcome this far is all due to the love of God on the Nagas. No Naga should forget the mercy and protection of the Almighty God upon the Nagas. Let us not hesitate to ask God for forgiveness for any mistake on our part, at the same time continue to ask for blessings at all times. Urra Uvie.

Y. Wangtin Naga, President NSCN/GRPN (R) My Dearest Naga Men and Women, at this auspicious day of 74th Naga Independence Day, I am saluting all those who sacrificed their lives for Naga Nation. Equally, I am saluting all the Naga freedom fighters and general public for their tireless efforts and support for the sustenance and survival of our nationhood in the face of immeasurable hardships and challenges from our adversaries who attempted to demean the sovereign rights of the Nagas. Let at not forget to thank our Living and Almighty God for His guidance and protection that far. We cannot change our precious history and our inherent freedom cannot be buried under any circumstances. More than 70 years ago, our forefathers officially and openly declared our independence on 14th August 1947 not against any country but in accordance with international norms and India know it very well. We must be proud of our history and who we are because we are not lost people whose sovereign right is recognized internationally. A saying goes, better late than never. After many decades of blood and tears, both India and the Naga People realized the futility of arms

confrontation and engaged political dialogue for resolution of Asia’s longest political problem. Today, a ray of hope is dawn for both India and Nagaland, expecting acceptable solution sooner than later. The two Naga political groups-NSCN (IM) and NNPGs must realise the past mistake and come forward to hammer out any form of differences before signing final documents with GoI to avoid possible future blame game. The NNPGs though conglomeration of seven different organizations are one in all fronts. All Nagas are one in political issue; we must build consensus opinion before going for final battle because it will be once and for all. At this moment, the Naga people are fortunate to have a strong and decisive person Mr. Narendra Modi as Prime Minister of India who found a clever and trustworthy person Mr. R. N. Ravi as interlocutor-cum-Governor of Nagaland who is dealing with Naga issue minutely. This seriousness of Mr. Narendra Modi indicates earlier solution. Yilow Humtsoe, Acting President of NNC (Parent-Body) Dear Naga people, I praise and thank God on this 74th Naga Independence Day celebration. 73 years ago on this day (14th August,1947) the Naga National Council declared the Naga Independence Day which was acknowledged by the United Nations and ever since the entire Naga people has been observing and Celebrating the 14th August as our official Independence Day, and this is known to the world and also specifically known by the Indian and the Burmese (Myanmar) Governments. This day has been observed and celebrated every year by the Nagas as a people, and this is an inalienable right which is a product of our blood, tears and pain for the last 7 decades as our adversaries forcefully occupied our precious land with their military might. As a result we the Nagas have been greatly impacted and are suffering till date because we stood firm and fought for our rightful political freedom as a people and nation. Until we achieve our freedom of recognition as a sovereign state, the Nagas will not give up but will continue to fight for our God given destiny for generations to come. On this auspicious day we salute our brave martyrs who laid down their lives for the purpose of national freedom. The Naga people will always remember their great deeds and sacrifice. The NNC also greet all the Northeast people and

other nationalities and also ask for their support to join the cause of Naga freedom as a people and nation. We thank and appeal those who are standing and supporting the Naga political freedom, and we encourage them to support more vocally and strongly at this crucial stage of Naga freedom of recognition. On this occasion I appeal to all the National workers to stand true and upright for the Sovereignty of Nagaland which will decide for both our present and future generations, and never forgetting that a great number of patriots had laid down their precious lives for this very cause of freedom of Nagas. The Naga people as a whole too must stand true to those national workers who stood firm for Naga sovereignty for entire Nagaland of all the inhabited areas at this critical and crucial stage of our fight for freedom. The NNC also must remind the Naga people to examine with utter seriousness at this deciding moment of our politics, to think rationally and support those national workers who stand true to Naga freedom without compromising for the best interest of our future goal. The NNC will once again make it very clear to all concerned that Nagas are not rebels, secessionist, underground, armed gangs etc as labelled by individuals, agencies and Government but rather they are Freedom fighters fighting for their historical and political rights for freedom. As our political

history is distinctly clear of Naga memorandum submitted to the British Simon Commission in 1929 and subsequently the House of Lords during British India rule, and the 1935 Act called “Naga Hills Excluded Area” was passed by British India. Thereafter the Naga National Council declared Naga independence on 14th August 1947 which was acknowledged by the United Nations Organisation. And after these the Naga people informed and invited Government of India to observe Naga Voluntary Plebiscite conducted on 16th May 1951- the result of which came out 99.9% who voted in favour of the Naga Independence. And this result was shown and presented to the Government of India in particular and all the foreign Embassies in New Delhi as well. Therefore the Naga political history and the legitimate rights are exceedingly clear and hence there is no room for dispute and confusion regarding this matter of inalienable rights for sovereignty, however due to some vested interest there are some trying to twist and distort the political history of the Naga people, but the Naga people will never acknowledge the twisted version of those vested and wicked interest.The Naga people’s political history is immensely clear and hence, nobody can nullify or erase it, and we praise God for this. I must also mention that the Naga educated youths in the homeland are doing their part in vindicating and

defending our culture, social life, food etc however our political freedom is more important than anything else at this critical stage of our faith for freedom, therefore, we encourage our Naga youths to come forward and speak out boldly for our rights and our political freedom. The NNC is happy and grateful to those NGOs and state parties who are now courageously speaking out against the aggressor’s politics of oppression and suppression at this crisis in the homeland. This is a true representation of patriotism on our people’s part for our freedom, may our people in different walks of life come together without any hesitation in defending our genuine rights for freedom. The NNC is really encouraged and grateful to Naga mothers who are vocally expressing and speaking out the truth about what is currently happening in the homeland as a strong stalwart for our rights politically and against the suppression and oppression imposed on us at this crucial moment of our history. This is a virtuous step taken by our Naga mothers, therefore, every Naga should support and solidly stand behind them for the right cause. The NNC must say that because of the pandemic the economy on a global scale is collapsing rapidly and hard times are approaching fast even in the Homeland, therefore, we encourage and also recommend that every Naga man, woman and youth in

the homeland move towards producing and cultivating for ourselves so that we can be self sufficient and self reliant for survival as the future seems to be very grim from an economical standpoint. At this time it is really important for the Nagas to work hard for self sufficiency in the homeland so that we will not be dependent on others. The world is fast changing from bad to worst, therefore, let us also broaden our perspectives and move effectively. The Naga people in the past was never dependent on others, prior to 1970s the Nagas were self-sufficient in terms of food production and everything from grassroot (village ) to community level was self sufficient as we all worked and produced, therefore, let us work hard from self to village to community level again to overcome all the crisis for the better and stable future. Regarding the ongoing talk with Government of India (GOI), the NNC must say that if GOI is really serious to peacefully settle Naga political problem then they must appoint or entrust politicians who can understand and handle the seven decades old political problem that has been existing between the Nagas and the Indian Government. The Government of India must officially invite all the stakeholders so that a logical conclusion can be drawn, which will be honourable and acceptable for the best interest of the region. The GOI should not appoint any more retired bu-

reaucrat officials to deal with Naga political problem as everyone has vividly seen failures till date. Bureaucrats are not politicians and the political nature of issues and problems are immensely different from those which bureaucrats deal with, hence a bureaucrat cannot fully understand or comprehend the complexities and entanglements that are involved in a political issue. Hence a bureaucrat cannot deal in depth to solve or settle a political problem and this is very much proven through RN Ravi the interlocutor of peace talk with the Naga political problem which has seen failures after another. Instead of solving the problem he has stirred up more problems and is clearly playing with the Naga politics, this is a waste of time and the huge amount of money sanctioned by GOI is flushed down the drain, and the only person who benefitted out of this at the cost of Naga people and GOI is the interlocutor himself. L a s t ly b u t n o t t h e least,the NNC with much sincerity states that the Naga people want peace and tranquillity in the Homeland and in the Region. As the Naga political problem could not be resolved for the last 70 long years this has greatly impacted and is still affecting the political, economic, and far more than that human lives and real peace in the region is compromised due to this. Therefore the NNC being a model of Non-Violence Institution advocates real peace in the Naga Homeland and Region. KUKNALIM.

‘74th Naga independence day’ celebrated DIMAPUR: Federal Government of Nagaland (FGN) Chakhesang region observed the 74th Naga independence day on August 14 at Sekrüzu Oking. A press release by FGN, CR, stated that midan peyu Serapra Shijoh hoisted the flag and general meeting was led by razu peyu of Sekrüzu sub-region, Müngulhüyi Swüro. Invocation was offered by chaplain of AG prayer centre Sekr üzu, Müleo Shijoh and message of the president, NNC, Thinoselie M. Keyho was read out by tatar Zaleo Sapuh.

Besides the Naga national workers, church leaders, village leaders and a host of public from the area attended the celebration. RCP: Rongmei Council Peren (RCP) commemorated the 74th Naga independence day with the theme “Reminiscence of the Nagas’ Struggle and Sacrifices” on August 14. New Delhi, Aug 15 (PTI): Prime Minister Narendra Modi came in for praise from Twitter users for mentioning sanitary napkins in his Independence Day speech with many of them calling it a step towards breaking taboos associated with menstruation. Under the ‘Pradhan Mantri Jan Aushadhi Kendra’ scheme, the prime minister said, the government has started giving away sanitary napkins at Re 1 to empower women and keep their health in check. “In 6,000 Jan Aushadhi Kendras, more than 5 crore sanitary napkins have been provided to women in a short period of time,” he said in his Independence Day speech from the ramparts of Red Fort. Mexico City, Aug 15 (IANS): Restrictions on the movement of non-essentials along the border between Mexico and the US has been extended until September 21 due to the ongoing coronavirus pandemic, the Mexican Foreign Ministry announced. In the announcement on Friday, the Ministry said that Mexico proposed the extension of the partial closure of the border for another month after review-

Some scientists said they fear that with this fast regulatory approval Moscow may be putting national prestige before safety amid the global race to develop a vaccine against the disease. Russia has said the vaccine, the first for the coronavirus to go into production, will be rolled out by the end of this month. Its approval comes before trials that would normally involve thousands of participants, commonly known as Phase III. Such trials are usually considered essential precursors for a vaccine to secure regulatory approval. Beijing, Aug 15 (IANS): The Chinese mainland has reported 22 new Covidcases, taking the overall tally to 84,808, the National Health Commission said on Saturday. According to the commission, the new cases comprised 14 imported cases and eight locally transmitted ones, reports Xinhua news agency. Among the locally transmitted cases, seven were reported in Xinjiang Uygur Autonomous Region and one in Guangdong province. One new suspected COVID-19 case, which was imported from outside the mainland, was reported in Shanghai, and no deaths related to the disease were reported on Friday, the commission said. On Friday, 57 COVID-19 patients were discharged from hospitals

after recovery, the commission said. Of the overall caseload, 655 patients were still being treated, with 36 in severe conditions. Altogether 79,519 people had been discharged after recovery, and 4,634 had died of the disease on the mainland, the commission said. There were still three suspected COVID-19 cases on the mainland, it added. According to the commission, 20,441 close contacts were still under medical observation. Also on Friday, 20 new asymptomatic cases, including 13 from outside the mainland, were reported, and one asymptomatic case was recategorized as a confirmed one. Buenos Aires, Aug 15 (IANS): The father of Gonzalo Higuain has denied speculation that the Argentinian striker could leave Juventus this summer. The 32-year-old has a year left on his contract but media reports have linked him with a move to his former club River Plate following a disappointing 2019-20 season in which he scored just 11 goals in 44 matches. “He is not going to give up his contract to go to

any team,” Jorge Higuain told Buenos Aires radio station Planeta 947 on Friday, reports Xinhua news agency. “I think he will fulfill his current contract and only then will he think about going to River or any other club. Right now it’s almost impossible for Gonzalo to go to River.” According to media reports, Higuain’s future has been clouded by the Juventus board’s decision to replace manager Maurizio Sarri with Andrea Pirlo.
