NEW DELHI, AUG 15 (PTI): Asserting that India now has a decisive leadership to handle the country’s myriad challenges, Prime Minister Narendra Modi on Thursday announced the creation of the post of chief of defence staff, renewed his push for ‘one nation, one election’, vowed to fulfil aspirations of people of Jammu and Kashmir and called for checking the “population explosion”. In his first Independence Day address to the nation in his second term from the ramparts of Red Fort, Modi pitched the abrogation of Article 370 as a step towards ‘one nation, one Constitution’, saying a new approach was needed as the provisions granting special status for Jammu and Kashmir failed to yield desired results in 70 years and that every possible effort will be made to develop the region. In a major military reform, Moid said the country will now have a Chief of Defence Staff that will ensure synergy among the three services and provide effective leadership to them. Keep RIIN in abeyance: ZB (N) D I M A P U R , AU G 1 5 (NPN): Zeliangrong Baudi (Nagaland) has urged the state government to keep the proposed implementation of Registration of Indigenous Inhabitants of Nagaland (RIIN) in abeyance and focus on strict implementation of ILP in Dimapur. In a press note, ZB (N) president C R Zeliang and secretary Aluibe Iheilung said the state government instead of implementing ILP committee recommendations notified RIIN in a hurry without proper consultation with the stakeholders. It alleged that RIIN policy was to further divide the Nagas particularly Zeliangrongs as a people. ZB (N) claimed that committee working on the issue was to divert the main agenda of implementation of ILP in Dimapur with that of RIIN. “As such at this crucial stage RIIN should be set aside and keep it in abeyance before proper modalities or guidelines are work out for its implementation, rather focus on strict implementation of ILP in Dimapur,” ZB(N) stated. While working out modalities for RIIN, ZB(N) suggested that there should be partial consideration on the government notification of 1977 on the cut off year of 1963 to either 1971 or 1981.

As a slew of significant announcements like the promise to provide piped drinking water to every household across the country marked his nearly 95-minute speech, Modi said his government in the second term will work towards fulfilling the people’s aspirations and dreams after meeting their needs in the last five years.
Modi said a massive Rs 100 lakh crore will be spent on developing infrastructure that will help in achieving the target of nearly doubling the size of the Indian economy to USD 5 trillion in the next five years. Touching upon the contentious issue of population explosion, Modi said that state governments and the Centre should work together to create awareness. He said that there is a section in the country which understands the need for smaller families and such people should be promoted because they are doing national duty by
consciously deciding to have smaller families. Modi also touched upon a host of other issues including tackling cross-border terrorism, corruption, poverty, ensuring ease of living, banning single-use plastic, curbing use of fertilizers and water conservation. With his government facing criticism for increasing taxes on the affluent class, Modi sought to assuage them, saying those creating wealth must be respected as wealth distribution can happen only when wealth is created. He unveiled the ‘Jal Jivan’ mission under which his government will spend Rs 3.5 lakh crore to provide piped drinking water to all households. Modi said the BJP-led government worked to fulfil the common man’s needs and especially targeted the welfare of rural India, farmers, backwards, Dalits and tribals. He said within a short span of 10 weeks, his government in its second term took series of major decisions including revocation of Article 370, strengthening anti-terror laws, reforming medical education and legislation against triple
talaq, emphasising that it is not shying away from taking bold moves. Rejecting criticism on the government’s decisions on Jammu and Kashmir, Modi wondered why those speaking in support of Article 370 kept it as a temporary provision for 70 years after introducing it. “One nation, one Constitution has become a reality and our nation is proud of it,” he said and referred to Parliament clearing legislations relating to the decisions with a two-third majority, to buttress his point that majority of lawmakers wanted it. “Our government does not delay decisions. We neither nurse problems nor keep them festering,” he said on Article 370. Referring to the law against triple talaq, he said it should not be seen through political prism. “If we can take steps against ‘Sati’ custom, female foeticide, child marriage and dowry, then why not against instant triple talaq,” he said. The Prime Minister said that the interest of the country was paramount for him not his political future.

KOHIMA, AUG 15 (NPN): Nagaland chief minister Neiphiu Rio has appealed to Nagas not miss out on the “golden opportunity” for peaceful solution as it had eluded them for too long and that it was an opportune time to come together and expedite the political dialogue for an early, honourable and acceptable solution to the vexed “Indo-Naga political issue”. Addressing the 73rd Independence Day programme at Secretariat Plaza here on Thursday, Rio reiterated his government’s commitment to find solution of Naga political issue which remained its top agenda.
He exuded confidence that appointment of Centre’s interlocutor RN Ravi as the State’s governor would further expedite the political negotiations. He also reiterated the longstanding desire of Naga people for integration of all contiguous Nagainhabited areas, adding his government had always supported the integration and democratic rights of Naga people. Towards this, the chief minister appealed to the neighbouring States to recognise the history, yearning and democratic rights of the Nagas so that they could live together under a spirit of peaceful co-existence in the truest traditions of harmony and friendship. He
also expressed PDA government’s sincere appreciation to Government of India for reiterating the uniqueness of Naga history and the latter’s reassurance that Article 371A was a solemn and sacred commitment to the people of Nagaland. Rio says, will table RIIN commission report in assembly: Rio said a three-member commission constituted to look in to the modalities of on Registration of Indigenous Inhabitants of Nagaland (RIIN) had already started working and would be submitting its report soon. He said this would be tabled in state Assembly for deliberations, only after which the modalities would be finalised that should be acceptable to the people. Rio clarified that RIIN was not meant to discriminate or hurt the interest of any citizen, but to properly identify the indigenous people of the State as well as those domiciled and permanently settled here, which would also help in the effective implementation of Inner Line Permit (ILP). take over the overall law and order responsibilities which was being currently handled by Assam Rifles and paramilitary forces. For this, he reiterated that the state police would require modernisation and to upgrade infrastructure in training and manpower to shoulder the challenging responsibilities. Congratulating the police department for completion of the office building, the chief minister expressed hoped that the new building would help improve productivity and efficiency of the intelligence apparatus of the state. “It is indeed a
great moment for all of us to dedicate this building on the solemn occasion of Independence Day,” Rio said. Rio also underscored that intelligence inputs were essential to take preventive action in time to ensure that law and order is maintained. In this regard, he called upon the police Intelligence unit to coordinate and share vital inputs with other agencies such as Intelligence Bureau, Assam Rifles and para military organizations so as to ensure that information was properly collected and analyzed to develop actionable plans. Highlighting new threats and security challenges that the state was facing today, chief minister said the challenges before the Police and law enforcing agencies include non-traditional security threats along with traditional insurgencyrelated threats emerging from influx of illegal immigrants. “There have been
instances where criminals from outside the State have been arrested for extortion and tax collection,” he said. Rio also pointed out that the incidents of crime against women were on the rise. Rio also expressed concern over cross border smuggling of narcotic drugs and psychotropic substances that was directly harming the youth of the state. Citing the example of recent church bombings in Sri Lanka, Rio said that intelligence establishment must be aware and ready to take up all those new challenges with increased capacity building. Speaking on cyber crime, he said “today, social media and internet have the potential of creating and spreading rumours, false news and hate campaign to incite communal and religious hatred that can cause violence and result in law and order situations.

It may be mentioned that the Ministry of Home Affairs (MHA) has provided grant of Rs. 93.12 crore to all the states/ union Territories under CCPWC scheme, to set up cyber forensic cum training laboratories, hiring of junior cyber consultant and training/ capacity building to provide hands-on training to Law Enforcement Agencies (LEAs) personnel, prosecutors and judicial officers. He also highlighted about the process of digitalisation of all jails in the State. Stating that development of roads was crucial for increasing the pace of overall development, Patton said 48 projects under Special Road Development Programme were completed recently, while five more with a total length of 64 km were in progress under NABARD. UNSC to discuss Kashmir issue today UNITED NATIONS, AUG 15 (AFP/PTI): The United Nations Security Council (UNSC) is scheduled to discuss India’s move to revoke the special status to Jammu and Kashmir at a meeting behind closed doors, diplomats told AFP. Poland, which currently holds the council’s rotating presidency, has listed the matter for discussion at 10:00 am (1400 GMT) Friday, the diplomats said. It is extremely rare for the Security Council to discuss Kashmir. The last time there was a full Security Council meeting on the Himalayan region was in 1965. Friday’s discussion is not considered a full security meeting but rather referred to as closed door consultations, which are becoming increasingly more common, diplomats said.
