KOHIMA/NEW DELHI, AUG 13 (NPN): The Government of India (GoI) on Tuesday, reportedly assured a four-member delegation of the Eastern Nagaland People’s Organization (ENPO) that it would hold a “political level talks” with them to look in to their demand. According to ENPO sources, the assurance was made at the August 13 meeting in New Delhi after the Centre extended a formal invitation to ENPO on the issue of demand for a separate state (Frontier Nagaland). When contacted, ENPO sources informed Nagaland Post that Tuesday’s formal meeting between Home ministry officials and ENPO delegation was “very fruitful”. The sources also disclosed that the Centre, as assured, was likely to hold a the “political level talks” after the August 15, Independence Day celebration. ENPO representatives said they were looking forward to the forthcoming meeting. It may also be recalled, that ENPO had threatened to impose non-participation in the August 15 Indepen-

PDR seeks clarification from Lokayukta D I M A P U R , AU G 1 3 (NPN): In an open letter, People for Democratic Rights (PDR) has urged Lokayukta to clarify whether official communications with the office had to be done strictly only through written letters, whose hard copies had to be submitted in person or it also entertained communication through emails and social media, if at all the latter maintained any such account. PDR’s open letter followed after its email sent to the email address provided in State Vigilance Commission’s official website on July 20 this year went unanswered. The organisation claimed that in its email it had offered to provide additional information and inputs, including additional documentary evidence, to Lokayukta in the latter’s probe into allegations of corruption, nepotism and other irregularities in the Legal Metrology & Consumer Protection (LMCP) department based on its findings. However, the group claimed that it had not received any response from the commission even after almost a month now.

The meeting on Tuesday was considered to be a breakthrough to the longstanding demand for a separate state comprising of four districts-Tuensang, Mon, Longleng and Kiphire. It may be recalled that ENPO submitted its first memorandum, addressed to the Prime Minister in 2010 through the Union Home minister, demanding creation of ‘Frontier Nagaland’. In response to strong demands for statehood by ENPO, the state cabinet on July 23, 2011 decided to recommend to the government of India for creation of an autonomous council under the sixth schedule of the constitution of India for areas under Mon, Tuensang, Longleng and Kiphire districts. However, ENPO which is spearheading the statehood demand rejected the

Kiphire-4. When the Naga Hills Tuensang Area was separated from North East Frontier Agency (Assam) to form the state of Nagaland in 1963, Tuensang was given special status. For ten years, it would not send legislators to the Nagaland Assembly and instead have its own regional commission. In 1973, the region became just another part of the state without any special provision and was subsequently divided into the districts of Mon, Longleng, Kiphire and Tuensang. Meanwhile, in order to discuss about projects relating to development of Eastern Nagaland, the chief secretary has called for meeting of all administrative heads and heads of nine departments on August 14 at the chief secretary’s conference hall at 10 a.m. As per the meeting circular, AHoDs and HoDs of Work and Housing, Health & Family Welfare, School Education, Higher &Technical Education, PHED, Tourism, Agriculture Production Commissioner and Allied HoDs, Power and DUDA have been asked to attend the meeting.

D I M A P U R , AU G 1 3 (NPN): In connection with the proposed hoisting of ‘Naga National flag’/celebration of ‘Naga Independence Day’ by NSF and its federating units, the state government has directed the DCs to convene meeting with the student body units within their respective jurisdictions immediately and make them aware on the legality of their action and maintain constant communication. In a letter to DC of 11 districts, commissioner Nagaland, M Patton, stated that such act by the student body and its federating units was “bound to create unwanted situation and may lead to grievous law and order problem.” DCs have also been directed to depute a senior administrative officer to report on the whole activities and to maintain law and order. It may be mentioned that NSF has directed all its federating units and subordinate bodies to hoist “Naga National Flag” at their respective Hqs to mark “73rd Naga Independence day” on August 14, 2019.

KOHIMA, AUG 13 (NPN): As Government of India (GoI) intends to bring out National Education Policy (NEP) to meet the changing dynamics of people’s requirement for quality education, innovation and research, School Education directorate organised a State consultative meeting on Draft NEP 2019 at Capital Convention Centre here Tuesday. NEP envisages making India knowledge superpower by equipping its students with necessary skills and knowledge and the draft focused on access, equity, quality, affordability and accountability of the education system in the country. NEW DELHI, AUG 13 (AGENCIES): In yet another incident of targeting of people from the North East, two youths from Nagaland were attacked by a group of locals raising question about the security of Nagas residing in Delhi, a North East Now report stated. Sources said two youths from Nagaland, who works in Aurum restaurant at Hauzkhas village in South Delhi, were attacked by a group of local people on Sunday night while they were returning from their work. A Naga student leader based in Delhi said the group of people who were on the street first abused the duo without any reason. Sensing troubles the two Naga youths run to save their life but six people chased them and beat them up with stick injuring them seriously, he said. One was even stabbed twice by a broken beer bottle.

The group allegedly threatened the two Naga youths and their friends not to lodge an FIR against them. The accused allegedly threatened that if they file complaint they would face dreadful consequences. Delhi police have arrested three persons in connection with the incident. The leaders of Naga Students’ Union, Delhi have demanded immediate action against the culprits involved in the incident. The incident has raised question on the security of the people from Nagaland residing in the national capital. “We are worried that many innocent people from Northeast have become victims of racist attack in Delhi. This not the first time that such attack has taken place,” said a Naga student leader. The authorities must take appropriate steps and ensure security of the people from Nagaland staying in Delhi, he said.

D I M A P U R , AU G 1 3 (NPN): A consultative meeting of the two groups of Zeliang People’s Organization (ZPO), which was held at Hotel Saramati, Dimapur on Tuesday under the chairmanship of advisor Namri Nchang, has decided to reorganise the ZPO into one unified body. In order to re-organise ZPO, the meeting has formed an interim committee with Ramdi Meru as convenor, Kezun Ndachung as co-convenor and Joseph Nring, Gaigwang Hegru, D Diswang Zeme as members. The meeting attended by many senior leaders of Peren district has asked the interim committee to finish the re-organising process by October 31, 2019. Meanwhile, the house has decided that all subordinate bodies of ZPO would cease to exist with immediate effect.

D I M A P U R , AU G 1 3 (NPN): Chakhroma G.B’s Union (CGBU) has expressed displeasure at the state government for showing “total disregard” to the plea of the people for public welfare and failure to shift the office of the Deputy Commissioner to its headquarters despite several requests and reminders. In a press release, CGBU president Thepfukedo Kuotsu and general secretary Atso Gwizan stated that several pleas were made to the government to shift the office of DC Dimapur to its headquarters from the present temporary camp at ADC office building. However, they said that all the requests had fallen on deaf ears and the government seemed “to be least bothered, being intimidated by the threats of few persons with vested interest.” CGBU reminded the government that when the Kohima district was bifurcated and the

new Dimapur district was created in the year 1997, the Angami people had “opposed the decision as the Angamis who are also the first traditional settlers of Chakhroma area do not want to be divided.” However, as it was felt necessary by the government that a new district had to be created for administrative convenience, the union said it was agreed after a series of negotiations to have a separate district for Dimapur with its headquarters at Chumukedima. However, it expressed regret that even after a lapse of more than two decades, the successive governments had failed to shift DC office to its headquarters. CGBU stated that many departments under DC’s establishment still continued to function in

Stating that frustration was running high and patience getting exhausted among the people, the CGBU has demand that the government clarify whether the DC office Dimapur should continue to function from its temporary camp or should occupy and function from its headquarters. The union demanded that the government declare its stand on the matter to the public before the end of the month of August 2019, failing which “any situations arising thereafter should be totally owned by the government.”

In a press release, ENSA president Nokpai Konyak and general secretary Kailong Leinong said the resolution was adopted by its executive council and advisory board during its first executive meeting held on August 12, 2019. Then in 2016, at a public rally in Tuensang, the joint secretary MHA(NE) described the demand of ENPO as appearing genuine, while observing that problem and hardship faced in the Eastern Nagaland was well understood as the backwardness was visible even after 60 of Nagaland statehood. The four districts send a total of 20 MLAs to the Nagaland Legislative Assembly from Tuensang-5;

As some tribal hohos and organisations had already disassociated from NH and NMA due to various reasons, the party explained that the chief minister and PDA government had appealed that past differences be put aside by all tribes and that civil society organisations (CSOs) come together in the spirit of unity and oneness. Mentioning that both the organisations seemed to have missed the context in which Rio had

made mention of them and rightly so as none of their representatives were present at the meeting, NDPP regretted that the two organisations had condemned the chief minister purely based on hearsay. Stating that they were perhaps misled by some individuals, the ruling party commented that it would perhaps had been more prudent if members of the two organisations met the chief minister and discussed their concerns, instead of issuing a statement based on hearsay and without ascertaining in what context those statements were made by him. NDPP claimed that it had always been the chief minister’s intention to bring about oneness and unity among Nagas, adding it had also been his clarion call that all Naga organisations should come under one banner.

D I M A P U R , AU G 1 3 (NPN): RTI Initiative Nagaland (RTIIN) has claimed to have detected irregularities in legal metrology & consumer protection (LMCP) department based on RTI replies it had received from the department. In a statement, organisation’s Odi Jamir and ST Yapang Lkr said the department had withdrawn Rs 10 lakh on March 7, 2011 for setting up consumer clubs in 100 schools. However, they said, based on RTI replies they had received, it had been found that the department paid Rs 10,000 each to 33 schools only amounting to a total Rs 3,30,000 and could not produce utilisation certificates for the remaining amount.
