elected to the Lok Sabha for the first time in 1971 from Burdwan constituency in a by-election as an independent candidate backed by the CPI-M. He made it to the Lok Sabha on a CPI-M ticket from Jadavpur in 1977 and 1980, but lost to Mamata Banerjee -- the present West Bengal Chief Minister and then a youth Congress leader -- in 1984. However, the very next year, he re-entered the Lok Sabha after the party nomi-

nated him as its candidate from Bolpur in a by-election. He retained the seat in 1989, 1991, 1996, 1998, 1999 and 2004. From 1989 till 2004, he served as the Leader of the CPI(M) in Lok Sabha. Chattterjee rose to become a central committee member of the Left party, but was expelled on July 23, 2008, “for seriously compromising the position of the party” as he refused to resign as the Speaker after the CPI-M withdrew its support to the UPA-1 government over the Indo-US Civil Nuclear Deal. Chatter jee’s family on Monday turned down CPI-M leadership’s request to drape the expelled member’s body in a red flag. Born on July 25, 1929 in Tezpur in Assam, Chatterjee studied at the Mitra Institution School, Presidency College and the University of Calcutta.

such as poor workmanship, improper planning, lack of technical expertise, lack of proper supervision by engineers and corruption at the departmental, government and political level must also take into blame. It opined that “unless the ministers, contractors, BRO/GREF/PWD/ Roads and Bridges department take their job seriously and honestly ‘heavy rain or no rain’, Kohima-the state capital, will never see the light of day.” KVYO said it was unacceptable to note that the state capital was at this scale of sorry state where the most important lifelines were not taken on top priority. It said “policy makers either blame lack of funds or divert the funds and ply everyday over uncountable potholes with their luxurious cars, contractors blame daylight robbery and lipstick the roads that lasts

only for few months; and the BRO/GREF blames the Centre or the meagre allotted funds.” If a state capital was in this state of negligence, KVYO wondered what would be the condition in the interior districts of the state. Maintaining that KVYO was still ready to assist the government in whatever possible way, the youth organization said many voluntary social establishments at different locations, including KVYO, within its capacity, aided by machinery support from well wishers and the PWD department carried out temporary repairing of all blocked roads leading to the state’s secretariat besides aiding the traffic personals. KVYO said it had also cleared all its existing inroutes and circular roads under its jurisdiction for all

commuters, thereby lightening the miseries of the denizens to an extent. KVYO said it was compelled to voice out its resentment for the benefit of all the denizens of the district and beyond, after having observed the facts and the working system of the various responsible departments and supplementary bodies. While appreciating the government for running from pillar to post to avail financial assistance from the Centre, KVYO was hopeful that it (funds) truly serves the purpose for which it was granted- the public and affected roads. Meanwhile, KVYO has urged the government to make a concerted effort of all the departments to pool the resources together to mitigate, prevent and contain such manmade disaster in future to save Kohima city.

NEW DELHI, AUG 13 (AGENCIES): Central government and NDPPBJP dispensation in Nagaland have decided to “tread carefully” on the 21-year-old Naga peace talks and therefore while they want early solution, at the same time security forces will continue to remain “proactively prepared for any kind of scenario”, a UNI report stated. It is on this backdrop, sources said, the Army Corps Command at Dimapur (or Rangapahar) will continue to function as usual notwithstanding a recent decision at the military commanders level “to do away with around 20 divisional headquarters”. In total there are seven commands for Indian army and Eastern Command in Kolkata has key corps commands including one each at Dimapur (Rangapahar) in Nagaland and Tezpur

in Assam. There are 40 divisional units headed by a Major General. Sources in the state government said there is an internal move in the Defence ministry in coordination with the Union Home Ministry for ‘restructuring’ the corps commands and divisional work structure to make the force “leaner”. The change is expected to ‘free’ top army officers from deployment in operational areas and the government feels this will save on infrastructure costs as well. The move will also allow quicker decision for army movement at divisional or brigade level. Meanwhile, according to BJP sources, the Parliamentary Standing Committee on Home headed by Congress leader P Chidambaram has asked the government to expedite the peace process, but has also advised that govern-

ment and security forces to remain prepared “for any kinds of scenario” and suggested that the security forces and intelligence agencies should be kept on alert. The panel also expressed surprise as to why there is “delay” in concluding peace talks with NSCN (I-M) when “all stakeholders” and the government are keen to conclude it. The Standing Committee has also urged the government to prepare a “generous rehabilitation cum scheme” for the Naga militant cadres – “who will surrender as part of the agreement”. The Ministry of Home Affairs, according to sources, is well seized of the matters involved in dealing with the complex problems like aspiration and demands of Kukis of Manipur – who are often seen in ‘competition’ with the Nagas.
