D I M A P U R , AU G 1 1 (NPN): Centre has formally invited the Eastern Nagaland Peoples’ Organization (ENPO) for talks on August 13, reportedly on the issue of separate statehood demand (frontier Nagaland). In this regard, ENPO through its media cell informed that it has decided to suspend the proposed non-participation in the Independence Day celebration on August 15 under its jurisdiction. As ENPO had served a deadline on the Centre to respond to their demand before August 10, the central executive council (CEC) during its meeting held on June 11 at Tuensang, resolved that the public of ENPO area shall abstain from participating in the Independence Day celebration in the event the government of India failed to expedite the process of carving out a separate state for the people of Eastern Nagaland.
Petrol, diesel price slashed DIMAPUR, AUG 11 (NPN): State-run oil marketing companies reduced the retail prices of petrol and diesel on Sunday across the country. After the daily revision in retail fuel rates, the price of petrol in all metro cities slashed by 7 to 9 paise per litre while diesel became cheaper by 13-16 paise. After Sunday’s cut, petrol in Dimapur was retailing at Rs. 70.01 per litre as against Rs 70.10 a litre on Saturday. Diesel became cheaper by 14 paise to Rs 63.35 a litre as compared with Rs 63.49 on Saturday. In the state capital Kohima, petrol was retailing at Rs.70.84 a litre, a decrease of 8 paise while diesel a litre cost Rs.63.98 as compared with Rs.64.12 a litre on Saturday. As per the country’s daily dynamic pricing mechanism, the retail petrol and diesel prices are dependent on the global prices of benchmark fuel and the rupee-US dollar exchange rate as India imports 80 per cent of its crude requirements. Meanwhile, Goldman Sachs last month reduced its 2019 oil demand projection, joining other forecasters such as the International Energy Agency (IEA) and Opec in lowering its outlook for fuel use.

However, against the backdrop of the meeting between ENPO with the Centre on August 13, speculation is rife regarding the demand for Frontier Nagaland state. It may be mentioned that under the aegis of ENPO, several rallies were organized where the people of Eastern Nagaland reiterated to stand by the August 24, 2012 resolution demanding creation of a separate State- ‘Frontier Nagaland’. ENPO has also rejected outright a letter (F.No.9/8/2012.7, dated 07.08.2018) by MHA joint secretary (NE) to Nagaland chief secretary suggesting preparation of suitable dis-
trict-wise project proposals for development of Eastern Nagaland, by referring to a meeting chaired by MHA special secretary (internal security) and attended by state government and ENPO on June 8, 2018. At a public rally in Tuensang in 2016, MHA joint secretary (NE) described the demand of ENPO as appearing genuine, while observing that problem and hardship faced in the Eastern Nagaland was well understood as the backwardness was visible even after 60 of Nagaland statehood. The bifurcation of J&K and abrogation of Article 370 has also buoyed hopes of the tribal Bodos in Assam, who demand the state to be divided 50:50. Similarly, Karbis in Assam have also reiterated the demand for “autonomous state” by integrating KarbiAnglong and DimaHasao, the two hill districts of the state.
IB issues terror alert ahead of Eid
NEW DELHI, AUG 11 (IANS): The Intelligence Bureau (IB) has issued an alert about Islamic State (IS) and ISI-backed terrorist groups planning attacks in India on the occasion of Eid on Monday. In a confidential report issued to state police units and police headquarters on Friday, the IB said that ISI-backed jehadi groups may carry out terror acts in Jammu and Kashmir and other places in the country around Eid. According to sources, the Islamic State and Pakistan-backed proradical terrorist organisations may target crowded places such as bus stops, railway stations, airports and other important places. Top IB sources said that even though the IS has not been able to spread terror in India for a long time, the government’s decision on Jammu and Kashmir has left it enraged. Of late, there have been reports of the presence of some sleeper modules backed by Taliban in India. The NIA had recently carried out raids in several states, including Kerala, to look for terror cells allegedly linked to the Easter bombings in Sri Lanka that left over 250 people dead.
After abrogation of Art 370, Nagaland equally fragile: NPCC D I M A P U R , AU G 1 1 (NPN): Against the backdrop of the Centre’s decision to revoke provisions of Article 370 that accorded special status to Jammu and Kashmir, and creating two Union Territories (UT) after bifurcating the state, Nagaland Pradesh Congress Committee (NPCC) said Nagaland was equally fragile and warned that the ruling dispensation could even divide Nagaland into two UTs and erase Article 371(A) and tell that it was the demand of the people. In a statement, NPCC president K. Therie also warned that if anything happened to Nagaland in the manner of Jammu & Kashmir, elected representatives supporting BJP government today would be held responsible. Alleging that all the provisos provided in the constitution with honourable agreements were in danger, the NPCC claimed that Article 370 was included after Maharaja Hari Singh reluctantly signed Instrument of Accession on October 26, 1947 as per records. NH, NMA criticize Rio for ridiculing them Study facts, history before DIMAPUR, AUG 11 (NPN): Naga Hoho (NH) and Naga Mothers’ Association (NMA) have denounced chief minister Neiphiu Rio statements ridiculing the two organisations. At a joint meeting held at Hotel Cimorb in Kohima on August 10, NH and NMA reminded the chief minister that in spite of all odds both had been standing firm protecting the basic principles and common interests of Naga people till today. At this crucial moment when many State-centric people were trying to destroy apex organisations in the State and create disunity among the Nagas, the organisations said it was unfortunate and surprising for a people’s leader to castigate and nullify age-old social institutions in such a high level gathering. NH and NMA in a joint statement claimed
that Rio, during a Joint Legislature Forum and ExParliamentarians meeting on August 7 at Kohima, reportedly remarked “there is no more Naga Hoho and NMA to represent the voice of the people and also FNR is no more active and the people have lost confidence. So there is no apex organisation to work for Naga peace process.” Admitting that most of the Naga tribe hohos and women organisations from Nagaland had dissociated from NH and NMA for various reasons, the meeting, however, felt that did not qualify the chief minister to deny the very existence of the two organisations. NH and NMA stated that Naga people were well aware that Naga civil society organisations were sharply divided at the moment due to various steps taken by the State government, including recognition
of Rongmei tribe in 2012 and the bid to implement Article 243T providing 33% women reservation in urban rural bodies, which caused a tumult. Mentioning that both the organisations had landed up in the present position due to all these, the meeting said it expected Rio, who was a seasoned politician and respectable leader, at this crucial juncture to talk with maturity and work hard towards bringing unity and rebuild the fractured Naga society with balanced views and objectives. Meanwhile, deliberating at length on various issues confronting the Naga society today, the meeting called upon all Naga people – young and old, men and women – to stand united and face various challenges during this defining moment as “we will be able to reach our destiny only when we are united”.

D I M A P U R , AU G 1 1 (NPN): Western Sumi Hoho (WSH) has appealed to the state government to seriously study the history and facts in order to avoid any negative ramification before implementing the Register of Indigenous Inhabitants of Nagaland (RIIN). In a statement, WSH president Dr Kakheto Zhimomi and general secretary Kisheto Chishi, urged the government to do a proper case study of all 16 recognised tribes so as to avoid any loophole or misunderstanding afterwards. It asked the government not to make it mandatory for the 16 recognised tribes of Nagaland to bring their indigenous certificates from their native villages as suggested by some individuals in the media as these tribes were already recognised and were indigenous inhabitants. As the State government had assured that no decision
would be discriminatory or in contravention to the interests of people/any community, WSH said it expected that everything would be done in a fair manner by the commission. Nagas settled anywhere in Nagaland, post 1963 was a bona fide citizen in that particular area. So there should not be any question of acquiring certificates from their villages, it said. Since the commission would study, recommend and give advice on all issues to chalk out the modalities for RIIN, WSH asked to the government to avoid any step detrimental to these settlers from “our own state” as this would invite unpleasant repercussions “amongst us”. In a press note, SH general secretary Nikheto Jimomi said the house vehemently condemned the barbaric inhuman act of security personnel as well as physical assault of Zunheboto Sumi Totimi Hoho (ZSTH) mothers who tried to intervene and the inhumane torture meted out on Hito, who was arrested by Assam Rifles. The house resolved to reiterate the FIR lodged by ZSTH and urged the concern investigation authority to speed up the probe. Further, the house also resolved to submit a representation to Governor seeking his intervention in connection with the 32 Assam Rifles, misconduct against public on August 7 at Zunheboto.
Myanmar to stop military ops

In Kerala, over 2.51 lakh people have taken shelter in 1,639 relief camps. The toll in the flood fury has gone up 72 while 58 people still missing, according to the report issued by the state government on Sunday. Chief Minister Pinarayi Vijayan said water levels in major dams are not a cause of worry as of now.

Death toll from floods touches 169, lakhs displaced Yung Aung-led NSCN (K) asks NEW DELHI, AUG 11 (AGENCIES): The death toll from floods in Karnataka, Kerala, and Maharashtra rose to 169, state authorities said on Sunday. The death toll in Kerala floods mounted to 72, while the situation remained grim in Karnataka, Maharashtra and Gujarat where 97 people have lost their lives so far due to the monsoon fury. Nine more people have died in rain related incidents in Karnataka, taking the toll to 40 as the flood situation remained grim in the state. Union Home Minister Amit Shah conducted an aerial survey of flood affected areas in Belagavi district and Chief Minister B S Yediyurappa joined him in the exercise. As many as 5.82 lakh people have been evacuated to safety of which 3.27 lakh have been housed in 1,168 relief camps.

Police Commissioner’s office will also be issuing limited vehicle passes for those attending the programme.
