Inaugurating a new BPO at world’s largest river island Majuli, Prasad said the government will provide Rs 1 lakh subsidy to all BPO centres coming up in small cities across the northeastern states. “We want to strengthen the digital power of villages. We are now seeing that people are coming back from big cities to their hometowns,” he said. Asserting that there are issues related to connectivity in region, the Prasad said enough bandwidth would be provided for the states and an “e-pragati” project will be launched to connect the region. “I also request all chief ministers to identify hospitals. We are going to make them e-hospitals. Digital Seva is most important in digital India,” he said, adding the government is also developing e-classrooms in medical colleges at Shillong, Guwahati, Dibrugarh, Dimapur, Imphal and Agartala, while a free space optical fibre project is being launched in Arunachal

Pradesh. According to the vision document, high-speed broadband connectivity will be will be provided in all the uncovered villages in the northeastern region. With an aim to empower the people of the northeastern region, the vision document identified eight digital thrust areas -- digital infrastructure, digital services, digital empowerment, promotion of electronics manufacturing, promotion of IT and IT enabled services including BPOs, digital payments, innovation & startups, and cyber security. State-wise roadmaps have been developed for implementing digital initiatives. The document was released in the presence of chief ministers of Assam, Meghalaya and Tripura, and senior government officials. Coinciding with the unveiling of the Vision Document, several other projects were launched for the Northeastern states. Three parallel sessions were held in the morning, comprising a networking

workshop on hub-and-spoke model for the BPOs, a session on expanding the role and reach of common service centres and another session on government emarket place. Before the event, Prasad and Assam Chief Minister Sarbananda Sonowal laid the foundation stone for a common facilitation centre and smart meter manufacturing facility at the Electronics Manufacturing Cluster (EMC) in Tech City at Bongara village, near here. “We are trying to promote electronic manufacturing here. We want to make India big in this. Electronics is going to be an important component of economic development,” Prasad said. On India’s target of becoming a trillion-dollar digital economy, the Union minister said the northeast will contribute significantly to this. “We aim to achieve this target in the next five to seven years. This will give 50 to 75 lakh jobs in the digital sector. All big companies are coming to India, which is becoming big globally,” he said.

PDA coalition resolves to support integration of Naga inhabited areas D I M A P U R , AU G 1 1 (NPN): People’s Democratic Alliance (PDA) coalition government has resolved to support the integration of all contiguous Naga inhabited areas, as desired by the Nagas, an issue that had been adopted as resolution on four occasions by the Nagaland Legislative Assembly. The resolution, signed by chief minister, Neiphiu Rio (NDPP); deputy CM, Y. Patton (BJP), minister Kaito Aye (JD-U); minister Tongpang Ozukum (Ind) and advisor Imnatiba (NPP), was adopted at a joint meeting of elected members of the PDA government and members of the PDA coordination committee held at the State Banquet Hall, Kohima on August 11, 2018. The PDA, comprising of NDPP, BJP, JD (U), NPP and an Independent MLA, reiterated that it has been consistently supporting “this legitimate and democratic right of the people”. On this, PDA has appealed to neighbouring States to appreciate the history and democratic rights of the Nagas with a spirit of mutual respect so as to

live as good neighbours and under an environment of harmonious coexistence and brotherhood.” The PDA coalition has also resolved to continue playing the role of an “active facilitator” in the ongoing political negotiations between the government of India and the Naga national political groups. PDA has also appealed to the negotiating parties, especially the government of India, to expedite the peace process in response to the “voice of the people” for an early solution that was honourable and acceptable to the people. Reaffirming its commitment to pave way for an alternative arrangement that could arise after a political agreement, PDA also urged all sections of Naga society “to come together” in order to strengthen the peace process and create an environment congenial for successful conclusion of the ongoing negotiations. On the current calamity that has devastated several districts in Nagaland, PDA expressed deep condolences to the families who lost their loved ones . PDA also extended its concern to those

who have been displaced and those facing difficulties in different parts of the state. PDA government resolved to express appreciation of the government of India and the central agencies for positive response and timely interventions during natural calamities. It further acknowledged the efforts of the government machineries including the administration, police, paramilitary forces, the disaster management agencies for the tireless efforts in combating the calamities and for extending all possible assistance those affected. PDA also extended appreciation to all sections of society, who have volunteered to extend assistance and support to the efforts of relief and rehabilitation. It also appreciated the contribution of one month’s salary by PDA legislators and party functionaries, donations from government employees and individuals, towards the Chief Minister’s Relief Fund. “This gesture sends out the right message that the larger Naga family is together, in support of the suffering citizens, in action and indeed,” PDA noted.

GUWAHATI, AUG 11 (PTI): Union minister Ravi Shankar Prasad today released a vision document for a digital northeast that aims to improve people’s lives by capacity building of government staff and doubling BPO strength in the region. Unveiling the plans under the ‘Digital North East: Vision 2022’, he said the document emphasises leveraging digital technologies to transform lives of people of the northeastern states and enhance the ease of living. A cloud hub for the northeast will be set up

in Guwahati and capacity building for 50,000 government staff will be taken up using digital technologies, the Union electronics and IT minister said. The number of seats planned for BPOs in the northeastern states will be doubled to 10,000 while the network of common service centres will be expanded to cover all villages, Prasad said. NEW DELHI, AUG 11 (AGENCIES): Oil Marketing Companies (OMCs) hiked the prices of petrol and diesel on Saturday across four metros of the country for second straight day. According to the rate chart of IOC (Indian Oil Corporation), petrol is being sold Saturday at Rs. 77.23 per litre in Delhi and Rs. 84.67 per litre in Mumbai. State-run oil marketing companies Indian Oil, Bharat Petroleum and Hindustan Petroleum revise fuel prices with effect from 6 am on a daily basis. Though there has been demand for reduction in excise duty on petrol and diesel, the government ruled out any such cut with immediate effect. The government charges a total excise duty of Rs. 19.84 and Rs. 15.33 per litre on petrol and diesel respectively.

DIMAPUR, AUG 11 (NPN): PDA legislators (comprising of NDPP, BJP, NPP, JD-U and Independent) and party functionaries of the ruling coalition have together contributed Rs 70,06,500 to the Chief Minister’s Relief Fund (CMRF). While the MLAs and party functionaries appointed in government positions contributed their one month’s salary, other party members too contributed to the fund in aid of those affected by the natural calamity. DIMAPUR, AUG 11 (NPN): NSCN (I-M) steering committee convener, Rh. Raising, has affirmed that the group will never betray the people’s trust and aspiration while reiterating that sovereignty of the Nagas has never been compromised. According to MIP of NSCN(I-M) Raising said this at a consultative meeting with Nagaland GBs Federation(NGBF) at Hotel Saramati Dimapur on August 10. He maintained that NSCN (I-M) had survived the harsh attempt of

its adversaries to annihilate the Naga political movement “because our movement is a principle and issue based backed by the GBs besides the benevolent Almighty’s will.” Raising also gave a brief description of the “unique” history of the Nagas and the long struggle against the Indian government. Also, speaking at the meeting, Naga Army Longvibu “Lieut. Gen.” Anthony Shimray, who is also political commissar to the collective leadership, asserted that it was the

fundamental rights of the Nagas to protect and secure the land that God blessed. Shimray said the “Nagas must cling to God as He is the only one who can give us what is rightfully ours.” In his speech, NSCN (I-M) Kilo Kilonser, Hukavi Yepthomi, said that solution to the ongoing peace talk, which the Nagas were patiently waiting, was the only way to settle the “Indo-Naga issue.” He also said that any settlement of “Indo-Naga” conflict would be based on the political and his-

torical rights of the Nagas. NGBF president, Shalem Konyak, maintained that Naga leaders and followers must unite and fight for the common cause and extended their support to the Framework Agreement. He also expressed hope for an early solution to the “Indo-Naga” conflict. NGBF general secretary, Shikuto Zalipu, on behalf of the NGBF, expressed gratitude to NSCN (I-M) for rendering their “invaluable service and sacrifices made thus far for the Naga nation”.

NRCS issue: AGP threatens to pull out of NDA

DIMAPUR, AUG 11 (NPN): All Nagaland College Students’ Union (ANCSU) Saturday reiterated that college students would abstain from attending classes until the state government addressed its charter of demands submitted to the chief minister on August 10, 2018. Acknowledging the support extended by the college authorities thus far, the union has further appealed to all the college authorities and staffs to understand the genuine demands of the college students and continue to extend cooperation. Once the state government addressed the genuine demands of the college students, ANCSU said it would through print media and college student unions intimate the students to resume attending classes.

FIRs name 3 Assam MLAs in sex scandal; netas deny role

SILCHAR, AUG 11 (AGENCIES): Three persons have been arrested in a sex scandal-- involving three Assam MLAs, officers, municipal commissioners and lawyers-that has rocked Silchar town since Thursday night. According to TOI report, police swung into action after two women, allegedly involved in sex trade, filed three FIRs after escaping from the racketeers’ clutches. The FIRs named three MLAs-- Aminul Haq Laskar, Kishore Nath (both BJP) and Nizam Uddin Chaudhury (AIUDF)-- and many others. The complainants accused them of visiting a house in Meherpur from where the racket was being run. On Thursday, police arrested the woman allegedly running the racket and two others. On Friday, the three were produced in court, said police, adding that two other (Full report on p-4) accused were at large. “The

NEW DELHI, AUG 11 (AGENCIES): Asom Gana Parishad (AGP) leader and former Assam chief minister Prafulla Mahanta has threatened to pull out of the coalition with BJP in the state if the Citizenship (Amendment) Act was passed by the Centre, a TOI report stated. AGP will pull out of BJP-led ruling alliance in Assam if the latter goes ahead with the controversial citizenship bill, Mahanta said in the course of an interview on national TV channel on Saturday. He said the Assamese people will become a minority in their own land if the government decides to pass the bill. Mahanta expressed fears that if the bill is passed, Hindu migrants among those 40 lakh will automatically get Indian citizenship.

However, the union has cautioned that any college students defying its call would be dealt with seriously as the volunteers would be monitoring the institutions.
