PM Modi ‘gags’ Smriti Irani’s order
Mediapersons see red over I&B ‘Fake news’ guidelines
telecast of fake news was confirmed, the accreditation of that journalist would be suspended for six months in the first violation and for one year in case of a second violation. In case of a third violation, his or her accreditation would be cancelled permanently, the ministry said in the release. However, the press re-
lease did not define what is fake news. “PIB Accreditation Guidelines asking Press Council of India & News Broadcasters Association to define & act against ‘fake news’ have generated debate. Several journalists & organisations have reached out giving positive suggestions regarding the same,” I
and B Minister Smriti Irani tweeted earlier in the day. The issue has been widely condemned by the media such as the Editors’ Guild of India and other bodies. Senior journalists and editors raised serious concern over the modus operandi of the Modi government in ‘testing the waters’ over various issues.

18.87% spike in power dept’s revenue PROPOSAL FOR PRE-PAID METERS IN 19 statutory & census towns
Emilo K. Konyak
KOHIMA, APR 3 (NPN): Despite the projected loss of revenue in power sector, the Power department’s revenue actually jumped 18.87% to Rs 116.53 crore in 2017-18 from Rs 98.075 crore in 2016-17. Highly reliable sources from power department informed Nagaland Post that power purchase in the year 2016-17 was Rs 281.97 crore, which went up marginally to Rs 282.66 crore in 2017-18. Under normal circumstances, the power purchase usually increased and the projection was much higher in 2017-18 too, but it was systematically controlled to almost the same level as in the previous fiscal, sources explained. While expenditure on power purchase was by and large getting controlled, the revenue was increasing, thus indicating that perhaps the department was slowly inching towards making profit in the coming years. The earlier figure of loss amounting to Rs 309.97 crore in 2017-18 and the projected loss of Rs 318 crore in 2018-19 were inclusive of
salary of the whole department, sources pointed out. Meanwhile, the power department had signed an agreement with Government of India for Ujwal Discom Assurance Yojana (UDAY) on November 20, 2017 for improving operational efficiency in power distribution. UDAY agreement would enable the Government of India to monitor the performance of various States and, based on the performance, incentives and benefits would be extended to State power utilities. Keeping in view of the need to quickly reform and revive the power sector, the department was on the job to cover 19 census towns in Nagaland with pre-paid metering facility and, once the project materialised, the department hoped to earn profit. Earlier, department had implemented a pilot project in Dimapur district that was reported to be a huge success. The department has also sent its proposal to the government for installing pre-paid meters in all the 19 statutory towns and census towns across the state having population above 5000,
Narendra Modi
Smirti Irani
New Delhi, Apr 3 (AGENCIES): Reacting before further damage was done by Union Information & Broadcasting (I&B) Minister Smriti Irani’s gag order on journalists, Prime Minister Narendra Modi on Tuesday directed the Ministry of Information and Broadcasting (I&B) to withdraw the guidelines regarding fake news and said the task should be addressed in the Press Council of India. “The Prime Minister has directed that the press release regarding fake news be withdrawn and the matter should only be addressed in the Press Council of India,” said a top government official. The I&B ministry
officials confirmed that the directives from the PMO on the issue have been received and said the press release is likely to be withdrawn shortly. The Information and Broadcasting ministry had on Monday announced measures to contain fake news, saying a journalist’s accreditation could be permanently cancelled if he or she is found generating or propagating fake news. The guidelines drew a sharp reaction from the Congress and several journalists. According to the amended guidelines for the accreditation of journalists, if the publication or
No re-exam for CBSE class 10
Over 20 hrs of power outage in Dimapur PDA committed to improving citizens’ quality of life: Rio
NEW DELHI, APR 3 (PTI): HRD ministry on Tuesday decided against conducting a re-examination of the CBSE class 10 mathematics paper following reports of paper leak, with the board saying that class 10 was just an “internal segment” of school education system. Education Secretary Anil Swarup had earlier in the day said, “Consequent to a preliminary evaluation of the impact of the reportedly leaked CBSE class 10 maths paper & keeping in mind the paramount interest of students, the CBSE has decided not to conduct a re-examination, even in the states of Delhi NCR and Haryana. Hence, no re-exam for class 10”. In a later statement, the Central Board of Secondary education (CBSE) said, “Class X examination is essentially a gateway for class XI and thus remains largely an internal segment of school education”. “On the other hand, class XII exams are a gateway to higher education and various professional competitive exams which have limited seats...therefore, giving undue advantage of to a handful of beneficiaries of the alleged leak of the economics paper would not be in larger interest of the students,” it said.

Editors Guild of India (EGI) on Tuesday condemned government-issued guidelines that said complaints about fake news would be referred to the Press Council of India (PCI) or the News Broadcasters Association (NBA), and prescribed permanent cancellation of accreditation as punishment for a second repeat offence. However, the Ministry of Information and Broadcasting later withdrew these guidelines after the Prime Minister’s Office ordered it to do so. The Editors Guild said it “strongly condemns” the “arbitrary manner contemplated by the Union Information and Broadcasting (I &B) Ministry ostensibly to penalise any journalist or media organisation publishing fake news.” “By notifying that the I & B Ministry will initiate such proceedings, the Government was arrogating for itself the role of policing the media. It would have opened the door for frivolous complaints to harass journalists and organisations to fall in line.”

DIMAPUR, APR 3 (NPN): Normal life had been affected in Dimapur since April 2 night following a power outage for over 20 hours due to a technical snag at the 132kV sub-station, Nagarjan, Dimapur.

The Guild acknowledged PMO’s order, but said it remained “deeply disturbed that faith continues to be reposed on the Press Council of India to deliver justice on such issues.” “The recent reconstitution of the Press Council of India has been done in a manner that gives rise to doubts over the independence of the institution and its ability to play neutral umpire,” it said. Meanwhile, the PCI’s Chairman said that there’s nothing obnoxious per se if the government wants to check spread of fake news, as long as the complaint is investigated by an independent body like the PCI. As for the cancellation or suspension of a journalist’s accreditation, he said this can only be done if it’s a gross case of fake news or in case of repeated violations. After news of the I&B ministry’s guidelines broke, senior journalist Shekhar Gupta said they were “a breathtaking assault on mainstream media,” and compared them to Rajiv Gandhi’s anti-defamation bill.
equipments were also affected due to which power could not be restored. However, the staff checked the equipments one by one was later able to restore power by 6.25 p.m. Tuesday, Wotsa said. He said the problem had been the simultaneous failures of a 132 KV CT and 132 and 66 KV Lightning arrestors, all of which were replaced. Wotsa, who was on the spot with other officials to rectify the issue, stated that due to the complicated nature of the breakdown, much time was required to restore power supply to the entire district despite all out efforts by the department. The executive engineer said the department has taken up the restoration work on war footing to resolve the issue at the earliest and expressed regret for the inconvenience caused to the consumers.
