Manipur: IPS officer suspended, 5 held in missing arms case IMPHAL, APR 1 (IANS): Even as five persons have been arrested in connection with the alleged theft of 56 9mm pistols and 58 magazines from a Manipur Rifles camp, authorities have suspended four police officers including one from the IPS. Personnel Department authorities issued the order on Saturday night to suspend Kamjong Superintendent of Police H. Golmin, who belongs to the Indian Police Service, and Manipur Police Service officers K. Ajit, H. Basulal and Bikramjit. The suspended officers cannot leave their stations without permission from the government. It is not yet known when the firearms and ammunition went missing. An FIR has been lodged. Police said five persons have been arrested in the case and two pistols seized from them. Manipur chief minister N. Biren Singh, who also holds the Home portfolio, said one pistol was seized from an unauthorised person while the origin of the second pistol is yet to be established since its serial number had been tampered with. The missing pistols are part of the 575 pistols bought by the government in October 2014.

Kachdoora village in the same district. “Three Army soldiers were martyred in these operations,” a police officer said. Four civilians were also killed in Shopian-- one at Dragad and three at Kachdoora. Addressing a joint press conference at Awantipora in Pulwama district, Lt Gen A.K. Bhatt, Commander of the Army’s Srinagar-based 15 Corps, said: “Today is a very special day for all our security forces. “We have killed eight terrorists in two operations...” he said, adding that the third operation was still going on in Kachdoora village - where eventually five militants were killed. Gen

Bhatt said two terrorists responsible for killing Lt Fayaz when he was visiting his family on a holiday had been eliminated. Fayaz, posted in the Rajputana Rifles in Akhnoor, was abducted and killed by militants in May last year, when he had gone to attend a family wedding, and his body was found the next day. Jammu and Kashmir Police chief S.P. Vaid said that at Dialgam, a Senior Superintendent of Police made a special effort to persuade the terrorists to surrender. He summoned the family members of the two terrorists in a bid to persuade them to give themselves up.

RSZ objects to hurdles in developing NH-2 DIMAPUR, APR 1 (NPN): Rengma Selo Zi (RSZ) has expressed its strong objection to any kind of obstruction from any quarter in the development of NH-2. In a press release, RSZ president Kenneth Kath and general secretary Shatilo Kent said they were not only shocked but also dismayed by the recent developments where a group of land owners and contractors were reportedly having misunderstanding over works on construction of culverts etc. Reiterating their strong objection to any disturbance in the smooth execution of the project within RSZ’s jurisdiction, they also reaffirmed the organisation’s stand to continue opposing such elements. While demanding that quality of work should not be compromised in any manner, RSZ asserted that they would

support land owners if they were denied their due share of compensation. RSZ also appealed to all right thinking organisations and stakeholders to extend cooperation and display an accommodative spirit towards creating a congenial environment for development to take place. RSZ further declared its “full and uncompromised cooperation” for developmental activities in its area. RSZ reiterated that as a voluntary organisation, it was committed to public welfare activities and firmly stood for ushering development and smooth implementation of development projects. It also called for participation of all mass-based organisations to ensure that the mega project for development of NH-2 did not end up becoming a failure in the face of vested interests.

“Instead of surrendering, one of the holed up terrorists opened fire and the security forces had no option but to kill him.” The officer said two civilians were also killed in the fighting. Six other civilians sustained bullet injuries, out of which two later succumbed to injuries.. IGP, S.P. Pani said Internet services had been suspended in all four south Kashmir districts. “Train services were also suspended as a precaution.” Srinagar city, he added, was by and large peaceful. Authorities have ordered closure of all colleges and schools in the Valley on Monday as a precaution.

NEW DELHI, APR 1 (AGENCIES): Several Dalit groups have called for a Bharat Bandh on April 2, Monday. The bandh has reportedly been called by the groups against dilution of Scheduled CastesScheduled Tribe (Prevention of Atrocities) Act provisions and alleged arbitrary arrests made under the same. The bandh call was initially given by Dalit group Sanvidhaan Bachao Sangharash Committee at a press conference on Wednesday. The call was later supported by All India Adi Dharam Mission and All India Adi Dharam Sadhu Samaj, reported The Times of India. The government has, however, made an appeal to the bodies to call off the Bharat Bandh. Taking to Twitter, Union Minister for Social Justice & Empowerment Thawarchand Gehlot had said that the Narendra Modi government was committed to the welfare of members of Scheduled Caste and Scheduled Tribe. He had also said that the government would file a review petition on the decision of the Supreme Court with regard to the Act.

Combined Sunrise Service held in Kma Correspondent

KOHIMA, APR 1 (NPN): Christians in their hundreds attended the Kohima Combined Sunrise Service held under the aegis of Kohima Baptist Pastors’ Fellowship (KBPF), to commemorate the resurrection of Jesus Christ under the theme “Jesus paid it all” (1 Peter 2:24) at the scenic Kohima War Cemetery on early morning of Resurrection Sunday. Speaking on the occasion, KBPF president, Rev. Dr. Vevo Phesao said “As we come to celebrate the risen Lord, he intercedes for the wellbeing of our society”. Pointing out that the occasion was not just an annual event, Rev. Phesao called upon every citizen, particularly people of Kohima, to humbly come and put their faith in the living God and let the power of the resurrected Lord transform each one of us as individuals, as families and as communities. Rev Phesao went on “As we join with the rest of the global Christian community to acknowledge Jesus Christ as the risen Lord and Saviour, we should reaffirm our faith, in line with the scripture Isaiah 45:21-22

where God declares that there is no other God apart from Him”. Rev. Phesao reminded believers that Jesus was the answer for the world and only through Him could true change come. “We should not worship money, government, power or any other ideologies” he said. Stating the significance of the crucifixion and resurrection, Rev. Phesao said that Jesus took the punishment “we deserve and offered us His righteousness and salvation for free”. Church leaders also need to admit their sins and failures and for not being able to honor and please God as responsible shepherds and guides. He urged the people of God to confess their sins of wickedness, corruption, vices and immorality.

According to Rev.Phesao the people need righteous and God fearing people at all levels in society to lead diligently and govern in the fear of God. He called upon believers to forsake the foolish pursuits that used to consume their lives, stop condemning themselves and others for the past sins, relinquish the shame that they had harboured for too long and abandon their self-centred efforts to make themselves worthy. “Let us call the name of the Lord in our generation, turn to God, humble ourselves to God in sincere repentance from our sins and wickedness and emerge as a community of faith that is genuine in our obedience to the word of God” he stated. Tribe recognition issue: RNPO Petrol price hits 4-yr high, diesel at highest level issues directive to all units DIMAPUR, APR 1 (NPN): Rongmei Naga People’s Organisation (RNPO) on Sunday issued directives to all its units, councils/frontal organisations in Assam, Manipur and Nagaland not to participate in the meeting called by Zeliangrong Baudi (AMN) at Jalukie town on April 3 2018. RNPO media cell said none should attend the meeting “till such time the parallel bodies-- Zeliangrong Baudi and Zeliangrong Union is merged into one apex body, as per their joint declaration made at a consultative meeting (Zeliangrong Baudi and Zeliangrong Union) held at Imphal on May 27, 2017,” It also warned that any individual(s) from Rongmei tribe attending the meeting would be doing so on his/ her own accord and any outcome of the meeting will

have no official endorsement from the tribe as a whole. RNPO said the directive was also issued in line with the unanimous resolutions adopted at the joint councils meeting of Zeme, Liangmai and Rongmei on September 22, 2015 at Hotel Saramati, Dimapur. Further, RNPO also said that the directive was issued since no official circular/information of the proposed meeting was received by RNPO nor Rongmei Council Nagaland. On tribe recognition issue, RNPO said it differed with the ‘joint declaration’ of Zeliangrong Baudi and Zeliangrong Union for recognition of Zeliangrong as a single tribe. RNPO asserted that Zeliangrong Baudi or Zeliangrong Union was an organization and not a tribe and that they cannot

represent themselves as a tribe body in any apex tribal organization/government. In this regard, RNPO made a declaration at the Rongmei People’s Convention in Tamenglong on January 9, 2018, it added. While making it known that it was not against Zeliangrong organization working for peace, unity and welfare of the Zeliangrong people, RNPO however said it would be wrong if they claim as a legitimate tribe. “An organisation is an entity comprising multiple people with different assigned responsibilities, whereas a tribe is a single people with distinct dialect, culture, costume and territory existing time immemorial. These two cannot be mixed up or misused in any endeavour,” it stated.

NEW DELHI, APR 1 (PTI): Petrol price on Sunday hit a four-year high of Rs. 73.73 a litre while diesel rates touched an all-time high of Rs. 64.58 in Delhi, renewing calls for the government to cut excise tax rates. State-owned oil firms, which have been since June last year revising auto fuel prices daily, on Sunday raised petrol and diesel rates by 18 paise per litre each in Delhi, according to a price (Cont’d on p-7) notification. Petrol in Delhi

now costs Rs. 73.73 a litre, the highest since 14 September 2014. Diesel price at Rs. 64.58 is the highest ever, with previous high of Rs. 64.22 being on February 7, 2018. The oil ministry had earlier this year sought a reduction in excise duty on petrol and diesel to cushion the impact rising international oil rates but finance minister Arun Jaitley in his budget presented on February 1 ignored those calls.

First-of-its-kind cancer drug effective in 93% of pediatric patients CVC to take Aadhaar route to WASHINGTON, APR 1 (AGENCIES): Two clinical studies have provided evidence suggesting that an experimental precisionmedicine drug called larotrectinib can fight softtissue tumors regardless of the patient’s age or the type of tumor. The first study, published last month in the New England Journal of Medicine, found that 75% of the patients who had a genetic mutation in their tumors known as tropomyosin receptor kinase fusion, or TRK fusion, responded to treatment. After a year of treatment, 71 percent showed no signs of disease progression. The Phase 1/2 clinical trial collected data from a pool of 55 patients, ranging in age from 4 months to 76 years, with 17 different types of TRK fusionpositive tumors. S R I NAG A R , A P R 1 (IANS): As many as 13 local militants, 4 civilians and 3 Army personnel were killed on Sunday in different encounters in south Kashmir areas of Shopian and Anantnag. The mayhem triggered protests in many parts of the Valley resulting injuries to hundreds of people in clashes between protestors and government forces. In one of the worst rounds of armed clashes between the security forces and militants in recent years, the fighting took place in two places in Shopian district and a third spot in Anantnag district in southern Kashmir. During the fighting, a large number of civilians poured out of their homes, leading to more trouble. The Army, the Jammu and Kashmir Police and the Central Reserve Police Force said a total of 11 militants, three soldiers and four civilians lay dead at the end of the day. One militant was killed in Dialgam in Anantnag district while one person was arrested there, a police officer said. Seven militants were killed in Dragad village of Shopian district and five in

were pediatric patients at Seattle Children’s Hospital. “Most drugs aren’t tested in children until they are much further along in the approval process, so including children this early in the process was very unusual,” Seattle Children’s cancer researcher Doug Hawkins, a co-author of the study, said in a report from the hospital.

Hawkins is also the senior author of a study published this week in The Lancet Oncology, focusing specifically on larotrectinib’s effect on children and adolescents ranging in age from 1 month to 21 years. The trial involved 22 experimental subjects — 15 with TRK fusion-positive tumors, and seven whose tumors did not

have the TRK-fusion mutation. (Two other patients who were enrolled in the study had no measurable signs of disease.) Larotrectinib had no effect on the non-TRK tumors, but 14 of the 15 patients with TRK fusionpositive tumors responded to treatment. The other patient had an initial partial

response that was subsequently assessed as stable disease. “Our results indicate that larotrectinib is tolerable, with responses observed in a high proportion of infants, children and adolescents with advanced TRK fusion-positive solid tumors,” the researchers reported. They said larotrectinib could offer a new treatment option for some cancer patients who might otherwise face disfiguring surgery. Lead study author Ted Laetsch, a cancer researcher at UT Southwestern Medical Center in Dallas, said the drug showed promise for treating any tumor with the TRK-fusion genetic mutation, which causes cells to grow uncontrollably. “What’s unique about the drug is, it is very selective,” Laetsch said in a news release. “It only blocks TRK receptors.”

detect bureaucratic corruption

NEW DELHI, APR 1 (PTI): Central Vigilance Commission (CVC) on Sunday said since Aadhaar was being made mandatory for numerous financial transactions and property deals, it could be used effectively in tracking the ill-gotten wealth of corrupt bureaucrats. The anti-corruption watchdog was optimistic that information made available through a person’s Permanent Account Number (PAN) and Aadhaar cards could help the CVC check if financial deals carried out by the card holder were within his or her means. “We have prepared a concept paper. The idea is to prepare some kind of an operational procedure and if possible some kind of software so that once it is decided to investigate X, Y or Z, we can connect in a seamless manner with other departments to get the necessary details (regarding the person) using Aadhaar,” Central Vigilance Commissioner KV Chowdary told PTI in an interview. He said data about financial transactions including those related to immovable properties and shares were available in various domain areas of Income Tax authorities, registration departments or Financial Intelligence Unit (FIU) and other government agencies. With Aadhaar being made mandatory for some financial transactions, Chowdary said it would be in a position to get data from a few centralised agencies and use the information for the purpose of determining a transaction made by an individual and to probe disproportionate assets (DA). The CVC said CBI and other investigating agencies earlier did not have easy access to such data. K Y M C
