Modi, Xi want quiet border To guide respective armies on averting another Doklam W u h an ( C h ina ) , April 28 (IANS): Prime Minister Narendra Modi and President Xi Jinping on Saturday pledged to keep the India-China border quiet and personally guide their respective armies to avert Doklam-like military standoff in future as the two wrapped up their two-day informal summit in the Chinese city of Wuhan. India’s Foreign Secretary Vijay Gokhale said the icebreaking meetings between Modi and Xi will have a “positive impact” on a number of thorny issues that have bogged down the two uneasy Asian neighbours. “The two leaders underscored that it is important to maintain peace along India-China border region and decided that they will issue strategic guidance to their respective militaries to strengthen communications and to build trust and understanding,” Gokhale said briefing the media on the

Cops bust ISIsponsored hacker group NEW DELHI, APR 28 (AGENCIES): In the first operation of its kind, the special cell of Delhi Police has busted an ISI-sponsored hacker group that had been defacing government websites and promoting hatred on social networking sites. Two Kashmiri youths have been arrested and raids are on to apprehend other suspects, a TOI report stated. Police have filed a case of sedition under Section124A of the Indian Penal Code and Section 66 of the IT Act as well as criminal conspiracy under IPC Section 120 B. Of the arrested pair, Shahid Malla is a BTech student and Aadil Hussain a BCA student in a Punjabbased university. The two were apparently part of an “antinational hacking group” called Team Hackers Third Eye and had allegedly broken into over 500 Indian websites, including that of J&K Bank in January this year, police said. They are being grilled on the identity of their associates in Pakistan and India. Police also claimed they were linked with operatives of Pakistan’s InterServices Intelligence spy agency.

India and China went to war in 1962 over their border and still carry the

baggage of 3,500 km long disputed boundary. The two Asian giants almost came to blows in 2017 when their armies faced off each other near their border in Doklam over building of a border road by the Chinese. The alreadystrained ties went further south after that. Beijing’s opposition to New Delhi’s entry into the elite Nuclear Suppliers Group and its application at the UN to declare Pakistan-based terrorist Masood Azhar are other sticking points between the two. Beijing also fears India might join the Quad -- an emerging bloc of the US, Japan and Australia to counter it in the Indo-Pacific region. Asked about China’s growing influence in the South Asia which is considered India’s sphere of influence, Gokhale said: “The two leaders were very clear that we have converging interests. We have our respective visions of domestic and foreign policy that we will work together and use strategic communication to ensure that we are able to improve the situation regionally, internationally.”

2655 candidates to contest K’taka assembly polls BENGALURU, APR 28 (AGENCIES): Karnataka goes to polls in about a fortnight and will see 2655 candidates, including 219 women in the poll fray for securing one of the 224 seats up for grabs after the final withdrawal of nominations. Polling takes place on May 12 and results will be declared on May 15. ANI report stated that data provided by Chief Electoral Office in Karnataka indicated that the BJP will contest all 224 seats, while the Congress will contest 222 seats. The H.D. Devegowda-led JD (S) will contest 201 seats. Mulbagal constituency in Kolar district will field the highest number of 39 candidates, while Challakere in Chitradurga district will field the least at four. 2436 males and 219 women will be contesting the 2018 Assembly elections out of which 1155 will be contesting as independent candidates. There are also 800 registered candidates from unrecognized political parties contesting the polls.

Governor asks students to work for betterment of environment DIMAPUR, APR 28 (NPN): Nagaland Governor, PB Acharya, has called upon students to work and advocate for betterment of the environment, saying global warming was a reality and a threat to the world. Addressing the Annual Flower Show of Don Bosco Higher Secondary School in Kohima on Saturday, the governor congratulated the school for conducting the annual flower show for the past many years. He said organising such events would enhance student’s appreciation of ecological conservation and love for nature. Asserting that education was one of the most important instruments for men and women, Acharya said “empowerment through education should lead us to work for the welfare and development of the society and to build an environment friendly Nagaland.” He opined that climatic condition of Nagaland was favourable for production of flower crops in protected environments. could make use of the potential for flower and orchid trade. Governor said since he was from Mumbai it was a very rare for him to witness so many beautiful flowers. Petrol pump dealers stir continues in NE braces for a rainy week Paiwang Konyak seeks Central assistance for coffee sector 4 districts; state-wide strike threat looms Staff Reporter DIMAPUR, APR 28 (NPN): Strike by Petrol pump dealers across four districts-- Mokokchung, Zunheboto, Longleng and Tuensang - entered the third consecutive day Saturday since there was no information about the whereabouts of the oil tanker driver and helper kidnapped by miscreants on April 22 near new Helipong village under Tuensang district. On April 27, Kohima Petroleum Dealers Association (KPDA), Dimapur Petroleum Dealers Association (DPDA), Nagaland Tanker Transport Association (NTTA) and Oil Tanker Drivers’ Union (OTDU) issued a 48-hour deadline to the deputy commissioner (DC) Tuensang to ensure safe release of the abducted members-- Tula Ram Bura Gohain (driver) and Adman Surin (helper). When contacted some of

the petroleum dealers said they will wait till Sunday and if there was no positive response, then the unions would be compelled to call for a state-wide bandh from Monday. On Saturday morning, fuel outlets in Kohima ran out of stock. However, sources said that around 500kl had reached Kohima by Saturday evening. More tankers were expected to reach Kohima by Sunday, sources added. Once the oil tankers go on a chakka bandh, the whole state will be affected. ENPO appeals: Eastern Nagaland Peoples Organisation (ENPO) has requested the KPDA, DPDA, NTTA and OTDU to extend the 48hour deadline served on DC Tuensang district to rescue the abducted members. In a press note, ENPO general secretary Manlang Phom said that the appeal was made

Manlang said ENPO members will be meeting the Tuensang district administration and police on Sunday to discuss the matter. “DC Tuensang has requested the involvement of ENPO as the incident falls under our jurisdiction,” he said. NEW DELHI, APR 28 (AGENCIES): Skymet Weather report on Saturday is forecasting a rainy week for almost the entire stretch of the North Eastern region. According to Skymet Weather, a cyclonic circulation lies over Bihar and adjoining West Bengal. A trough from this system is also extending up to Manipur across Bangladesh. In addition to this, Western Disturbance is also moving along north of Sub-Himalayan West Bengal towards further East. In addition to this, a cyclonic circulation is also seen over South Andaman Sea. This feature may signify and become a low-pressure area in the next 24 hours. This system may further intensify into a well-marked low-pressure area in the next 4-5 days. This system may enter the Myanmar region as it is very close to Bangladesh and Arakan Coast, the report stated. After entering Myanmar mainland, the system would weaken. However, this would send a fresh pulse of southerly winds over the North Eastern states and would trigger good amount of rains. The rain intensity would be more over Assam and Meghalaya region for the week, the report added. Additionally, NMMT region may also brace for some good pre-Monsoon showers between April 30 and May 1, though the intensity would be more over the northern half of NMMT that is much more over Nagaland and Manipur in comparison with the other two states.

DIMAPUR, APR 28 (NPN): State Transport and Civil aviation, Railways and Land Resources minister, P. Paiwang Konyak has appealed to the Centre for a one-time special package of Rs. 30 crore for development of coffee sector in the state for three years at the rate of Rs. 10 crore per year. During his meeting with the union minister for Commerce and Industry and Civil Aviation, Suresh Prabhu, Paiwang informed the latter that such assistance would help in setting

up nurseries, maintenance of plantation to wean away farmers from jhuming, establishment of infrastructure such as construction of water harvesting structures, training and exposure visits, PRO Nagaland House New Delhi stated in a press note. PRO said Prabhu assured Paiwang of sanctioning a package in the current financial year for promotion of coffee plantation in Nagaland. Paiwang was accompanied by chairman MARCOFED, Dr. M Chuba Ao.

Peren: Mobile lab detects toxic dyes in chilli powder FNR holds ‘open public interaction’ in Kma DIMAPUR, APR 28 (NPN): Mobile food testing team –– food safety on wheels –– from the State Public Health Laboratory (SPHL) while conducting food testing at Peren town on Friday detected toxic dyes, Rhodamine B and Sudan, in chilli powders that were sold in the local market. The same substance was also detected in Dimapur market. In a press release, chief medical office (CMO) and food safety officer (FSO) Peren stated that the Rhodamine B dye breaks down red blood cells and adversely causes growth retardation and damages the liver and kidney while Sudan dye was highly toxic to liver. The team consisting of technicians from SPHL assisted by the FSO and sanitary inspector Peren conducted tests on spices, local water, fruit juice and drinks, milk etc collected

CMO & FSO Peren said that products such as chilli powder were consumed daily by the public without knowing the harm it could cause the body. “Therefore, it is our concern that higher authorities exercise immediate steps towards this kind of rampant selling of health deterio-

rating substances found in common place we find and eat,” the officer said. Further, the local waters and other liquid products tested were found to be within the permissible range. The food safety on wheels also held a brief awareness programme in the evening for the students

at the town hall. ADC Peren visited the team in the morning. Security was provided by the SP for assisting the team. Besides, volunteers helped the team in successfully performing the work. On April 28, the team also conducted food testing at Jalukie town, where similar testing for common spices like chilli powder and local turmeric powder were done. On testing, 70-80 % of the local water samples were found to be dirty and not within the permissible range for human consumption. There was presence of ammonical nitrigen in the water which indicated presence of some animal faecal waste and other human waste. The water pH level also was beyond the permissible range. Similar findings were found on testing the chilli powder and turmeric powder which were all dyed with non-permitted colorants.

KOHIMA, APR 28 (NPN): Continuing with its “Walking the Naga Day” dialogue, Forum for Naga Reconciliation (FNR) , a civil society group, pursuing reconciliation among Nagas, held an open public interaction on “Reasoning Together” at The Heritage, Old DC Bungalow Saturday. Around fifty attended which included some senior prominent citizens and several youths, the latter of who were largely unaware of the around six decade-old vexatious and complicated Naga issue. Convenor of FNR Rev. Dr.Wati Aier gave a brief outline about the Forum and its objective and reiterated that it was not inclined to any particular group, to dispel misgivings that it (FNR) was working in tandem with one faction. Dr.Wati reasserted that the

one objective of FNR was to pursue reconciliation among various Naga groups and also build bridges within the Nagas. Dr.Wati also maintained that statehood and the various political agreements was not accepted by sections of Nagas because of which bloodshed followed, thereby one must ensure that the same mistake was not repeated. Another prominent member of the FNR, Akum Longchari, recalled that initially the forum had to face a difficult situation dictated by the process it sought to pursue as it had to respond to the crisis defined by violence and bloodshed between rival groups. On the reconciliation journey, Longchari opined that there was a need to go beyond big meetings to discuss with one another, to identify issues that need to be addressed, share the

hope and dreams, to be able to define the fear as it was the biggest hurdle as it only brought mistrust. Longchari expounded that the goal for unity cannot be done by FNR alone without the active support of the people in order to move towards healing and forgiveness which required the efforts of every individual. He also informed that as part of “Walking the Naga Day”, FNR will travel to Delhi and meet different Naga personalities and organizations and then to different parts of Nagaland. Asked about progress of reconciliation process, the response of Naga national groups and whether FNR met any hurdles from national groups, Longchari said despite the challenges, FNR continued to push with determination to create a sense of oneness and peaceful coexistence among people.
