DIMAPUR, APR 12 (NPN): Nagaland deputy chief minister, Y. Patton has been put in the dock by opposition parties for allegedly violating the model code of conduct (MCC)during polling at polling station (PS) no. 31 under 37 Tuyi Assembly Constituency in Wokha district on April 11. A day after NPCC lodged a complaint with Election Commission alleging that Patton had violated the MCC and demanding re-poll at PS 13, the Naga People’s Front (NPF) has also accused Patton of violating MCC and the ‘clean election’ campaign. NPF demanded that the chief electoral officer (CEO) immediately take stringent action against Patton as per law of the land at the earliest. NPF also urged the CEO to take immediate action against the government officials deputed to the Polling Station as presiding and polling officers in allowing such malpractices to take place. Disclose details of electoral bonds before May 30: SC NEW DELHI, APR 12 (AGENCIES): Refusing the government’s advice to steer clear of the electoral bonds scheme of political funding, Supreme Court Friday passed interim directions, directing political parties to provide full information on each and every political donor and contributions made through electoral bonds in sealed cover to Election Commission before May 30. Association for Democratic Reforms (ADR), an NGO filed an application in the apex court seeking stay on the Electoral Bond Scheme, 2018. The top court said it would examine in detail changes made in Income Tax law, electoral law and banking laws to make them in consonance with the electoral bond scheme and ensure that balance does not tilt in favour of any political party. It also directed the Finance Ministry to reduce the window of purchasing electoral bonds from 10 days to five days in April-May and said it would fix a date later for final disposal of petition filed by an NGO. The order was pronounced by a bench comprising Chief Justice Ranjan Gogoi and Justices Deepak Gupta and Sanjiv Khanna.

Patton denies violating model code of conduct
Forced on the back foot by these allegations, Deputy chief minister, Y Patton, has categorically denied having violated any electoral norm, rule and model code of conduct as alleged earlier by NPCC. In a rejoinder, Depu t y C h i e f M i n i s t e r ’s Office(DCMO) through its media cell questioned the authenticity and intent of the video clip purportedly showing Patton entering the polling station. Stating that this required scrutiny, DCMO cautioned that the cause of action and legal recourse arising out of the same was reserved. DCMO also clarified that Patton never indulged in any multiple voting but only cast his legitimate vote and not as alleged by NPCC. It stated that Patton highly respected the constitutionally-established Election Commission and the electoral process and that he has assured of his coop-
eration with the competent authorities in any effort to find out the truth in this matter. Apart from the “unauthentic and ill-intent” video clip that went viral on social media, DCMO claimed that polling process at No. 31 Riphyim Old-III was completely peaceful with no complaint whatsoever from anyone or any corner and, as such, there was no reason for re-polling as demanded by NPCC. ACAUT asks CEO to take action against Patton: In another statement, ACAUT Nagaland has urged upon the Chief Electoral Officer (CEO) to take cognizance of the alleged blatant violation of election rules and take appropriate and immediate action against deputy chief minister Y Patton and those officials on election duty. ACAUT in a letter addressed to the CEO written by its chairman Tiatemsu Longchar, co-chairman Simon Kelio and secretary Hetoi Chishi, pointed out that it has been voicing out against the multiple enrolment and unethical practices during elections. Most polling officials failed to uphold model code of conduct, alleges Cong DIMAPUR, APR 12 (NPN): Nagaland Pradesh Congress Committee (NPCC) has alleged that most presiding and polling officers did not upheld the model code of conduct during the Lok Sabha election and Aonglenden by-poll held on Thursday. In a statement, NPCC president K Therie said these officials were dictated by village councils and chieftains and allowed family heads to vote in many polling stations. In the name of families, proxy voting was allowed, he added. Pointing out that voter slip and one identity card were required as per Election Commission guidelines, Therie alleged that most presiding and polling did not enforce it. He said there are also reports that even after clearly seeing ink mark on the finger, indicating that the person has voted, it was
inked again and proxy voting allowed. According to him, proxy voters were also allowed to sign or affix thumb impression for other voters. Even different fingers were allowed to be used for thumb impression, he added. “Such officers on election duty are unfit to enforce election law. They are unlike officers in other States who strictly enforce election laws and are accountable and responsible for such failures,” he asserted. Explaining that proxy voters indulge in impersonation and forgery, which violate the model code of conduct and is also a sin, the NPCC president said he condemns such “selfish and self-centred voters” who voted for bribes and other gratifications while using the word “development” to cover up their gratifications. ers” of Nagaland, mentioning that it was conscience versus gratification vote + system failure. Stating that many had taken a courageous decision to defend “faith, Identity, culture, language, history and way of life”, he said their votes will go a long way to correct the wrongdoings. Observing that genuine voter turnout was low but polling percentage was as high as 78.67%, Therie said this only goes to how that proxy voting was rampant. ACAUT said that , as the largest democracy in the world, India is looked upon by rest of the world as an example and inspiration for its vibrant universal adult franchise. It therefore, said as a deterrent, that the onus lay with the Election Commission to take appropriate action and corrective measures to prevent such blatant violation of election rules in future.

DIMAPUR, APR 12 (NPN): Nagaldn Governor, PB Acharya, has conveyed Rama Navami, Rongali Bihu, Vishu and Vaisakhi greetings to the Hindus, Assamese, Malayali and Bengali communities living in Nagaland in particular and people in general. In his message, Acharya hoped that the festivals be a harbinger of a new dawn of warm and harmonious relationship, peace, prosperity and progress in the state. He said that all these festivals were cultural identities of different States and should keep them alive. Governor also said that festivals unite people regardless of their religions or backgrounds and promote the celebration of diversity. He expressed hope that the celebration of the festivals would reinforce love and goodwill among the people and also bring with it peace, prosperity and goodwill for the people of the Country.
NEW DELHI, APR 12 (AGENCIES): Over 150 veterans, including eight former Service chiefs wrote a letter to the President and Supreme Commander of the Armed forces, Ram Nath Kovind, urging him to intervene against ‘politicisation’ of the military in the Lok Sabha elections. However, Rashtrapati Bhawan sources said on Friday that they have not received any such letter. Also, some veterans mentioned in the letter said they have not endorsed it. “We hereby respectfully urge you to take all necessary steps to urgently direct all political parties that they must forthwith desist from using the military, military uniforms or symbols, and any actions by military formations or personnel, for political purposes or to further their political agendas,” the 156 veterans said in the letter dated April 11. Air Vice Marshal Kapil Kak (retd.), whose name features in the list, told The Hindu: “The letter was sent by email and endorsement was also given over email.”

He said he fully endorsed the contents of the letter. Some of the officers in the list seem to have developed cold feet. “I am surprised that Rashtrapati Bhawan is not aware of the letter,” he added. The veterans referred to the “unusual and totally unacceptable practice” of political leaders taking credit for military operations like cross-border strikes and even being called “Modi ki sena” referring to recent comments by Uttar Pradesh Chief Minister Yogi Adityanath. They stated that such ‘misuse’ of the armed forces “would impinge adversely on the morale and
fighting efficiency of the serving man and woman in uniform.” “We therefore appeal to you to ensure the secular and apolitical character of our armed forces is preserved,” they said. Retired Major and a recipient of the Shaurya Chakra, P Chaudhary told Mirror Now that a core group of officers took sanction from various veterans by circulating the letter before making it public. “There is no doubt about the confirmation or endorsement of these over 150 veterans,” added (Retd) Major Chaudhary. In fact, the Major also said that he himself addressed the open letter to the Rashtrapati Bhavan at around 12.26 am on Thursday night. He added that the same letter has also been sent by post to the President of India. Responding to media’s questions regarding the letter, Defence Minister Nirmala Sitharaman today said that the alleged letter is being circulated without the consent of the signatories by a group with “vested interests”.
No re-polling recommended in state: RO Correspondent
KOHIMA, APR 12 (NPN): Returning Officer (RO) M Patton Friday said that no re-polling was recommended for any polling station in 1-Nagaland Parliamentary Constituency. RO said scrutiny of Form 17A and other documents on only those polling stations that qualified for scrutiny at RO level was done Friday along with two central observers in the presence of representatives from three political parties. With regard to complaint received from INC and NPF alleging multiple voting at PS No 31 Riphim Old III (37 Tyui A/C) and demanding re-polling, the RO said on going through the report of the presiding officer and sector magistrate, no discrepancies were observed. RO said polling agents of both the political parties were present during scrutiny, but did not raise any issue/complaints of multiple voting at the particular polling station. According to RO, the DC and ARO Wokha also said that when he visited that particular polling in the first hour, he did not witness any person casting multiple votes at the polling station and there was no abnormality in the percentage of votes polled. RO also mentioned that there was no challenged/tendered vote. He said the
entire voting was in a peaceful manner and there was no adverse or untoward incident. Since the allegation could not be substantiated by any documentary evidence/proof, RO therefore said that no re-poll was recommended. Meanwhile, on the complaint about deputy CM wearing BJP scarf at the polling station in violation of the Model Code of Conduct, it was informed that police investigation was going on. Further, RO said there were some complaints by some political functionaries on the polling day, but immediate actions were taken by the concerned Sector Magistrates. RO stated that there were no further complaints in this regard from any candidate or political parties. Since no discrepancies were found, therefore, it was disposed off, he added. In five polling stations (PS)-- No 27 Bank Colony (Dimapur-I), No 57 Rangapahar Village (Dimapur-II), No 1 Nikhekhu (Ghaspani II), No 23 Yaongyimsen III (22 Arkakong) and No 9 Suruhuto town (33 Suruhuto), it was found that while the presiding officers had taken out mock poll VVPAT slips, they inadvertently failed to clear the mock poll from control unit. It was, therefore, requested that permission be given to count the VVPAT in place of control unit, for the five polling stations.
SC dismisses petition against appointment of DGP Vote for me or else...: Maneka Gandhi warns DIMAPUR, APR 12 (NPN): In a relief for Nagaland government, the Supreme Court (SC) Friday dismissed the contempt petition filed against the state government regarding appointment of T John Longkumer as director general of police (DGP) and hence the incumbent can continue in his position. The contempt petition was filed in the Supreme Court by “Concerned People of Nagaland” through its convener against the State government on the ground that while appointing TJ Longkumer, the directive of the apex court in the Prakash Singh case was not complied as, while appointing a DGP, a panel of names was required to be sent to UPSC for the purpose of selection, which was not done in this case. During the hearing, it
was brought to the notice of the court that for the purpose of empanelment with the UPSC, a list of names of IPS officers who had put in 30 years of service should be sent. But there is no IPS officer of Nagaland cadre available who has completed 30 years of service. Further, out of a total sanctioned strength of 75 officers, there are only about 23 regular recruit IPS officers and 17 State police officers. These facts were brought to the notice of the Union Home Ministry while seeking for approval of the appointment of Longkumer as DGP for a period of three years. The request was considered by the ministry of Home Affairs and thereafter TJ Longkumer, Chhattisgarh cadre IPS officer was allowed to hold charge for
a period of three years on deputation from assuming charge. A two-judge bench headed by Chief Justice of India Ranjan Gogoi and Justice Sanjiv Khanna, after hearing the case took note of these facts and concluded that there was no contempt and dismissed the contempt petition, a press note issued by the office of the Advocate General Nagaland stated. Therefore, Longkumer can continue as DGP in accordance with his term of appointment, the release stated. The State government was represented by advocate general KN Balgopal and advocate Vitso Rio. Senior IPS officer Taliakhum John Longkumer of the Chhattisgarh cadre had taken charge as the new DGP of Nagaland on June 27, 2018.
A group of people by the name ‘Concerned People of Nagaland’ had filed a petition before the apex court alleging that the Nagaland government had “illegally removed” Rupin Sharma, Longkumer’s predecessor, as the DGP of Nagaland in 2018. However, the state government had categorically stated that Rupin Sharma, a 1992-batch IPS officer of Nagaland, was given the task to hold charge as DGP Nagaland as a stop-gap measure following the end of his predecessor’s tenure. The state government later transferred Rupin Sharma to Tizit as ADGP (Border Affairs), in-charge of the international border having security ramifications with Myanmar and to monitor the Free Movement Regime (FMR) along the Indo-Myanmar border.

The two BJP leaders are - Union minister Maneka Gandhi and BJP MP Sakshi Maharaj. While Maneka Gandhi was seen threatening a group of Muslims, Sakshi Maharaj warned people in Unnao. While speaking at a rally in Sultanpur, Maneka Gandhi said she will not be ‘inclined’ to offer jobs to Muslims if they don’t vote for her. “I am going to win for sure. If Muslims won’t vote for me and then come to ask for work, I will have to think, what’s the use of giving them jobs?” she is seen saying in a 3-minute video clip that is going viral.
