SC directs Nagaland to complete local body elections by Jan 2023
DIMAPUR, JUL 29 (NPN): After the public of Changki village resolved to set aside all differences and misunderstanding including that with the Ao Senden in May 26 this year, the Ao Senden on July 29 revoked the 30-year expulsion/ex-communication order on Changki Ayim Asem Senso Mungdang (CAASM) from the Ao community. A joint statement by CAASM president Aostungba, Changki in-laws core committee secretary Dr Rev Temjen Ozukum; Ao Senden president Chubawati Longchar and general secretary Imtipokyim said CAASM, citing the May 25 agreement of Changki village, wrote to Ao Senden to accept them as part of the Ao community. The Senden Friday called for a meeting of all stakeholders and revoked its order and absolved CAASM. It, however, said any violation of Ao customs and practises in the future would not be accepted and tolerated.
2-day NLSF seminar: Khekiye demands disclosure of NSCN (I-M) competency Staff Reporter
DIMAPUR, JUL 29 (NPN): Spokesperson of Senior Citizens Association Nagaland and retired bureaucrat K.K. Sema IAS (Retd) said except for a few, none of the Civil Society Organisations (CSOs) in the state have been able to provide a road map for the people. He was speaking on the topic “The role that civil society organisations have played in the Naga peace process” at the 2-day seminar under the theme “Issues Confronting The State of Nagaland” organized by Nagaland Law Students’ Federation (NLSF) at Hotel Saramati here Friday. Khekiye said though there has been proliferation of CSOs in Nagaland only a handful like- Forum for Naga Reconciliation (FNR), Naga Mothers Association (NMA), Naga GBs Federa-
Naga Hoho lost relevance for the Nagas of Nagaland as they were pushed to its periphery. Like Naga Hoho, he said some CSOs are being dictated by NSCN(I-M) and which has led to a situation, where instead of standing up for the people of Nagaland, these CSOs follow the diktats and dare not raise questions on issues that are important for Nagas of Nagaland. In this regard, Khekiye recalled the roles played by FNR and ACAUT Nagaland during the recent years. According to him, FNR formed on February 28,2008, had achieved a breakthrough in bringing leaders of warring factions together for reconciliation. He said FNR succeeded in bringing about a cessation of factional clashes that erupted across Nagaland but on the other hand, was unable to stop all rampant taxation. (Cont’d on p-8)

Court, however, made it clear that they had kept the case for hearing July 29 only for the purpose of being apprised of the dates of the election. When Advocate General K.N. Balgopal sought more time to complete and declare the results of elections, stating that during December and January, the attendance of officers would be very marginal because of cold weather conditions, the Court said that 12 years have passed and that the elections need to be conducted now. The counsel told the bench that the state government (SEC) had filed two affidavits in the matter. The bench, however, clarified that they were not accepting the SEC’s affida-

DIMAPUR, JUL 29 (NPN): Working Committee (WC) of the NNPGs took strong exception to the July 26 declaration on continuance of BJP-NDPP seat sharing alliance for the 2023 Assembly election, terming it as a “tight slap to Naga people” when there was clamour among Nagas for early solution to the Naga political issue. In a communiqué, WC media cell pointed out that barring one legislator who was undergoing treatment, all 59 members of Nagaland Legislative Assembly (NLA) had unanimously adopted “an unprecedented,

The Gover nment of India had launched the Centrally Sponsored Scheme for “Establishment of new medical colleges attached with existing district/referral hospitals” in January, 2014, with fund sharing between the Central Government and States/UTs in the ratio of 90:10 for NE/ special category states and 60:40 for other states. This Centrally Spon-
sored Scheme is being implemented in three phases: Phase – I of CSS scheme for establishment of medical colleges was approved in Jan, 2014 with a timeline for completion by financial year 2019-20; Phase – II was approved in Feb, 2018 and will continue till 2021-22 and Phase – III of the CSS scheme was approved in Aug, 2019 with a completion timeline of 2023-24. He also acknowledged that initially, Naga Hoho, was originally formed as an organization for the 14 tribes of Nagaland and played its role. However, when some of its leaders went beyond by inclusion of Nagas outside Nagaland, he said the Hoho was eventually reduced to being remote controlled and deprived Nagas of Nagaland with a forum at a time when it was needed. DIMAPUR, JUL 29 (NPN): Nationalist Democratic Progressive Party (NDPP) Friday welcomed the decision for the continuation of the NDPP-BJP Alliance on the 40:20 seat sharing formula for the general elections 2023. NDPP congratulated chief minister Neiphiu Rio for “once again” using his wisdom and political acumen in continuing the alliance. NDPP sought to put on record its appreciation to the BJP leadership led by Prime Minister Narendra Modi, union home minister Amit Shah and BJP president JP Nadda for their magnanimity in agreeing to continue with the alliance. NDPP said the party has always been confident of the commitment of the BJP, adding that the latest announcement has laid
to rest many doubts and rumours that have arisen on the eve to the 2023 general elections. It said the decision also confirms the trust and confidence the BJP leadership has on chief minister. With “such a strong alliance” in place, NDPP expressed confidence that under the leadership of Rio, deputy CM Y Patton, NDPP president Chingwang Konyak and minister and State BJP president Temjen Imna Along, the alliance would return back to power with bigger numbers. NDPP called upon the people to continue their support to the alliance, adding that its commitment of providing a government that was transparent, accountable and accessible would continue to be its slogan and thrust.
unequivocal and decisive four-point resolutions, shedding off all apprehensions and ambiguity” in appealing to the political leadership of India to announce and sign an inclusive, honorable Indo-Naga political agreement with the Naga negotiators, that all official negotiations concluded on October 31, 2019. However, it said ten days after the resolution the joint statement of BJP and NDPP, appended by Nagaland BJP in-charge Nalin Kohli and NDPP secretary general Abu Metha, came as a tight slap to Naga people. WC said that the fourth point
declaring 40:20 seat sharing formula between NDPP and BJP for the upcoming polls, was a betrayal on the integrity of all 60 legislators and United Democratic Alliance partners, who ten days earlier, appealed to Prime Minister to ink an inclusive and honourable Indo-Naga political agreement. WC said that all Naga stakeholders appreciated the wisdom of elected representatives for openly declaring and informing the Nagas and Government of India that they were prepared to facilitate and pave the way for a transitional arrangement. NEW DELHI, JUL 29 (IANS): A team of Indian scientists have found that the monkeypox virus strain circulating in the country is different from the strain that caused ‘superspreader events’ in Europe, leading to a global outbreak of the disease. The team from Indian Council of Medical Research-National Institute of Virology (ICMR-NIV), Pune, conducted genetic sequencing of two monkeypox cases from Kerala. The data showed that the virus strain present in the country is A.2, that was recently imported to India from the Middle East. It was earlier present in Thailand and the US during the 2021 outbreak. However,
the strain that caused superspreader events in Europe, was due to B.1. “The present sustained human-human transmission of the monkeypox virus is believed to have happened via superspreader events in Europe with 16,000+ cases now spread across 70+ countries. This largely is represented as the B.1 lineage
of the virus and encompass the predominant lineage for genomes in 2022,” Vinod Scaria, scientist at CSIRInstitute of Genomics and Integrative Biology (IGIB), tweeted. He noted that A.2 is in contrast to the majority of the genomes across the world which belong to B.1 lineage; and the A.2 cluster,
seen in India, is “not suggestive of a superspreader event”. “This would mean” that the cases in the country “are not possibly linked to the European superspreader events”, Scaria wrote. “We might be looking at a distinct cluster of human-human transmission and possibly unrecognised for years. The earliest sample in the cluster from the US is indeed from 2021 suggesting the virus has been in circulation for quite some time, and earlier than the European events,” he added. He suggested increasing genomic surveillance in the country as more cases emerge and possibly sequence every single case.

Mizoram, Nagaland, Odisha and Punjab. It was pointed out that since the scheme will conclude on March 31, 2024, all projects need to be completed in time. It was informed that Rs. 7,500 crore had been allotted for the schemes of Human Resources for Health (HRH) and Medical Education (ME) for financial year 2022-23. However, due to the slow pace of expenditure of the States/UTs and since there has been no requisition for release of funds from the states, further release of funds by the Centre to States can-

NEW DELHI, JUL 29 (IANS): Two in five eligible children in India are missing out on preventive vitamin A supplementation designed to ward off the health problems associated with deficiency of the vitamin, according to an analysis published in the open access journal BMJ Global Health on Friday. Vitamin A is important for many cellular processes
in the human body that are critical for eyesight, growth and development, wound healing, reproduction and immunity, among others. The analysis based on representative survey data showed that there are a large number of ‘cold spots’ in provision across the country, and wide variations in coverage within and among states. Out of 204,645 children, 123,836 -- that is 2 out of every 5 -- eligible Indian children hadn’t been supplemented with vitamin A. Overall coverage was 60.5 per cent, which is low compared with that of most
other South Asian countries. It also varied widely, ranging from 29.5 per cent (Nagaland) to 89.5 per cent (Goa) across the various states/ union territories. Among districts, coverage ranged from just under 13 per cent (Longleng district, Nagaland) to 94.5 per cent (Kolar district, Karnataka). To find out levels of coverage, the researchers mapped provision by all 640 districts, encompassing each of the 29 states and 7 union territories, drawing on nationally representative cross-sectional data collected during wave 4 of the
National Family and Health Survey 4 (NFHS-4) and the Comprehensive National Nutritional Survey (CNNS). Of the 640 districts, 71 (11 per cent) achieved coverage above 80 per cent. But in 13 districts coverage was 20 per cent or below: 4 from Nagaland (Longleng, Mon, Phek, and Zunheboto); 3 from Manipur (Ukhr ul, Chandel, and Senapati); 3 from Uttar Pradesh (Muzaffarnagar, Bareilly, and Bahraich); 2 from Rajasthan (Dungarpur and Rajsamand); and 1 from Arunachal Pradesh (East Kameng).
