CCoNPI holds meeting with WC of NNPGs Staff Reporter

DIMAPUR, JUL 20 (NPN): Core Committee on Naga Political Issue (CCoNPI) led by chief minister Neiphiu Rio (convener) held its first meeting after its formation with the sevenmember Working Committee of the NNPGs at Niathu Resort here Tuesday. The meeting also coincided with the move to form an opposition-less assembly besides resuming consultations after a long break due to lockdown. Speaking to the media persons after coming out from the two-hour long meeting, WC of NNPGs convener N Kitovi Zhimomi expressed satisfaction with the outcome of Tuesday’s meeting. “We are very much satisfied and there is nothing to be confused as of now,”

he said. Asked whether NNPGs were prepared to sit across the table with NSCN (I-M) to hammer out the differences, WC convenor said “there is no differences with the NSCN (I-M)”. Stating that Naga problem was with the government of India, Zhimomi said “when we have resolved our differences with government of India, there is no

reason why should there be differences among the Nagas.” On asking whether NNPGs were contemplating sitting with NSCN (IM) officially, WC convenor said that “as and when the government of India invites for signing the document, we will sit across…sign the agreement…because there would be only one agree-

ment and one solution.” Also speaking to media, state chief minister Neiphiu Rio said the process was still on and the committee was trying to understand the problems and obstacles so that all could work “Unitedly” and “Collectively” to pursue settlement. Earlier, before the consultative meeting commenced chief minister said

that it was convened to brief the NNPGs and later NSCN (I-M) about the formation of the Core Committee in order to pursue the aspirations of the Nagas. State deputy CM Y Patton on the other hand appealed to all the Naga political groups to unite since the government of India had been very clear on “one solution and one settlement”. NPF leader TR Zeliang said that with the coming together of all elected representatives under the umbrella of the Core Committee, there was now a consensus to work together and pursue for an early political solution. Zeliang also informed that the core committee would be meeting the NSCN (I-M) leadership on July 21 at 10 a.m. at Chümoukedima police complex.

DIMAPUR, JUL 20 (NPN): Nagaland on Tuesday reported 94 fresh Covid-19 positive cases and two more fatalities. Dimapur reported the highest number of new cases at 43, Kohima-34, seven in Mokokchung, four in Wokha, two in Longleng and one each in Mon, Phek, Tuensang and Zunheboto, taking the total caseload to 26838. DIMAPUR/KOHIMA, JUL 20 (NPN): Nagaland chief minister, Neiphiu Rio, Tuesday described as “a welcome move” the opposition NPF’s decision to join the PDA government and said that coming together of the elected representatives, cutting across all party lines, was a message of unity. Talking to reporters on the sidelines of the meeting between members of the Core Committee on Naga issue and the WC, NNPGs at Niathu resort here, Rio said that they would also urge the Naga political groups to unite, asserting that “division has weakened us, so we should all unite.” When asked whether NPF joining the PDA government would create any issue within the PDA alliance partner-- BJP, Rio categorically stated that NDPP was committed to the pre-poll alliance and seat sharing, so there was no issue. He assured that the new political development would not create any problem for the PDA government. With the State BJP leaders yet to issue any statement or comment on the issue as they “wait and watch”, it was learnt that the

party would wait for directives from high command. Rio reiterated that NDPP was committed to its alliance and would hold consultation with the BJP in the state and the high command at the Centre. On the other hand, opposition leader TR Zeliang said that they (NPF and PDA) were yet to meet and discuss. When contacted, NPF legislature party spokesperson Imkong L Imchen said it was just a single agenda to send the message that irrespective of political parties, the elected members have come together, adding that the same was anticipated from the Naga political groups also. To query on having opposition-less government when parliamentary committee involving all political parties was already in place, he said political party activities and agendas differ whereas governmental action also differed in the way of implementation and execution. Therefore, he said that in order to make unison in the approach, the necessity of forming opposition-less government came into being. Imchen also informed that the party did not set any

condition for any portfolio. However, he said it was the absolute prerogative of the chief minister to fill up vacancies, if there were any. It also came to light that there were some disappointments among both NDPP and BJP elected members since they were kept in the dark on the political development though they support any move towards Naga political cause.

BJP state in-charge Nalin Kholi to arrive Nagaland Amidst the ongoing political development in the state, BJP National spokesperson and Nagaland incharge Nalin S Kholi would be arriving Dimapur on July 21 to take stock of the situation. Sources from BJP told Nagaland Post that Kholi would be in Nagaland for two days and would hold consultative meeting with the BJP legislators. The spokesperson was also likely to meet the chief minister Neiphiu Rio one on one. Meanwhile, it was learnt that chief minister hinted its members in the PDA government that the present ministry arrangement would not be disturbed.

This was among the four-point resolution unanimously adopted by the NDPP at an emergency meeting held here on Tuesday, attended by senior party functionaries headed by its president Chingwang Konyak and the legisla-

tors led by chief minister Neiphiu Rio. The resolution signed by NDPP working president A. Nyamnyei Konyak, senior vice president Charlie Sekhose and spokesperson Merentoshi R. Jamir said that the house deliberated on the latest political developments in the state and reiterated its “commitment to our pre-poll partners and will continue to honour all commitments both past and present.” Reaffirming its commitment to work towards bringing a final

settlement to the Naga issue, NDPP stressed on the need for all sections to unite, especially all the Naga National Political Groups. NDPP further urged all negotiating parties and the Government of India to bring about an early solution to the protracted Naga issue that was inclusive, honourable and acceptable to the people. Meanwhile, the house also welcomed the resolution of the NPF Legislature Party calling for unity amongst the members of the 13th NLA.

NPF Legislature Party (NPFLP) has unanimously resolved to endorse “the concept of an Oppositionless government with PDA in the larger interest of the Naga people”. As published by Nagaland Post, 18 NPF legislators led by opposition leader TR Zeliang, after a marathon meeting held on July 19 at Zeliang’s residence in Dimapur, decided to be part of the PDA-led government. A resolution to this effect was adopted by 18 NPF legislators on July19, signed

by opposition leader T.R. Zeliang, Imkong L Imchen, K. Azo Neinu, Dr Ngangshi K, Dr. Chumben Murry, Azheto Zhimomi, Amenba Yaden, Y.M. Yollow, Dr. Sentiwapang Aier, Kezhienyi Khalo, Chotisuh Sazo, Yitachu, Y. Vikheho Swu, Keneizhakho Nakhro, Moatoshi Longkumer, Er. Picto Shohe, Muthingnyuba Sangtam and Khriehu Liezietsu. The house further authorised the leader of opposition TR. Zeliang to workout necessary formalities with chief minister Neiphiu Rio.

As per the resolution, NPFLP deliberated at length over the Naga Political Issue so as to actively facilitate between the Government of India and the Naga negotiating groups to bring about an inclusive, honourable and acceptable solution. In this regard, NPFLP said it would continue to wholeheartedly support and contribute to the newly formed Parliamentary Committee on Naga Political Issue in order to pursue for early resolution and settlement of the protracted issue.

DIMAPUR/KOHIMA, JUL 20 (NPN): Girls have once again outperformed boys in both HSLC and HSSLC Examinations 2021, the results of which were declared on Tuesday. Nagaland Board of School Education (NBSE) conducted HSLC examinations from April 7-21, while HSSLC examinations was conducted from April 6-29. A total of 23,608 candidates enrolled for HSLC and 16,834 enrolled for HSSLC while 745 enrolled for HSLC Compartmental Examination 2021. According to an overview of the results of HSLC

& HSSLC Examinations 2021 issued by the Board, out of 23608 candidates in HSLC, a total of 16388 candidates qualified the examination with a qualified percentage of 69.42%, a drop in 0.61 from last year’s 70.03%. The girls fared better with 8719 girls qualifying and 7669 boys qualifying the examination. Keneino Thorie from Trinity School, Kohima secured the top position in the HSLC list of successful candidates holding the first twenty position by scoring 591 marks (98.50%). In the Top 20 list, there

were 82 candidates out of which 24 were boys and the rest i.e. 58 were girls. Altogether, 120 schools secured 100% qualified/pass percentage. Out of 120, 95 were private schools and 25 were government schools. This year, 23 schools had zero/nil result, which were all government schools. There was a slight decrease in the pass percentage for HSLC and HSSLC Arts and Commerce, but Science stream saw a rise compared with last year’s result. DIMAPUR: Minister for agriculture and cooperation Kaito Aye launched “Crop Calendar Nagaland”, a guide book for agriculture officials and for farming community on July 20. Addressing at the launching programme, Kaito acknowledged the department for its tireless efforts in publishing the calendar which was the first of its kind, covering all the districts of Nagaland. He expressed hope that the calendar would be a source of information for the department officials and the farming community. He urged the officers

and staff to continue creating more activities for the improvement of economy in the state. He said that amid the pandemic, climatic change had affected farming community in the state which had led to reduced production. In this regard, Kaito encouraged them to come together to improvise, provide information and create activities. Agriculture Production Commissioner (APC) Y. Kikheto Sema said that earlier Nagaland faced a drought like situation but it was now already a drought because “70% of war field had been affected”. He said that it was

important to create more water bodies in the villages and advised the department to approach the villagers out of MGNREGA in order to create the water bodies. Kikheto also suggested that the calendar translated into local languages to reach out to all the agricultural farmer community. In his introductory remark, director Ben Yanthan said that the department had set goals for food security by 2025, empowering and improving the living standards of the farming community. The director also stated that the first edition of crop calendar 2020 would have about 500 copies printed and 1500 copies of district wise crop calendar, where printing was still in progress. While the crop calendar publication expense was sponsored by ATMA Nagaland, he informed that all the deputy directors of the directorate were assigned to work out their respective district crop calendar. In this regard, he shared that this was made possible in consultation with district/sub-divisional officers where SARS, KVK and ICAR officers were taken on board to share their technical expertise.

CRIME BEAT Jul 18 incident: Mokokchung One held with illegal liquor police register case

DIMAPUR: Mokokchung police have registered a case against a group of miscreants involved in the alleged assault and molestation of a woman and her friends. According to Mokokchung police PRO, one Washimenla, Alichen Mokokchung filed an FIR on July 19 stating that a group of miscreants armed with sticks physically assaulted her friends on July 18 at around 6pm. PRO said that the complainant and her friends were inside a car outside a farm located at Shiremya junction (under Longkhum village jurisdiction) when a group of unknown miscreants armed

with sticks approached the vehicle. The miscreants reportedly assaulted one of her friends “without any reason” and when the complainant got off the car to pacify the commotion, one of the miscreants “molested her from behind”. PRO informed that when she screamed for help, another miscreant punched her on the left cheek leaving her unconscious. The miscreants also reportedly assaulted her other friend. In this regard, PRO said a case has been registered with women police station Mokokchung, adding that further investigation was on.

Security forces in an operation recovered arms and ammunition near general area Midland Colony, Jalukie, Peren on July 19. Based on a specific input, security forces recovered one point 22 pistol with 40 rounds of live ammunition and incriminating documents. According to PRO, the recovered items were handed over to Jalukie police station, Peren district for further investigation.

DIMAPUR: Security forces in a joint operation with the state police apprehended one with illegal liquor at Sochu Colony, Dimapur, on July 18. According to PRO HQ IGAR (N), the joint team recovered illegal liquor worth around Rs. 1 lakh and cash of Rs. 63360. The apprehended individual along with recovered liquor and cash was handed over to West police station for further investigation.

TASU appeals deptt to restore damaged road

DIMAPUR: Following the damage of a stretch of road by landslide at PWD, Wangshu village under Tobu sub-division on July 16, the Tobu Area Students’ Union (TASU) has appealed to the responsible department to intervene and restore the road. In a press release, TASU president Sangti Konyak stated that the PWD road was the only lifeline for the eight villages under Tobu sub-division including Wangshu, Tangkhao, Changlu, Yeangmai,

Tamkoang, Eyeang, Yongkhao and Shinnyu. Stating that the PWD road connected Tobu headquarters to ITC Pangsha, TASU said that the landslide had also disrupted the movement of vehicles carrying essential commodities and other medical emergency. Asewe said during exams he challenged himself to studying even upto 12 hours a day. Son of Kekhrongulo Letro from Lesheni village under Phek district, Asewe is the elder among two siblings. He has a younger sister. Taking advantage of the online classes, Asewe said he was able to learn from different sources besides the prescribed syllabus. Although he preferred online classes, Asewe said he missed the social relationships he had with his peers and teachers. Asewe plans to pursue Arts and prepare for competitive exams. HSLC state topper, Keneino Thorie, daughter of Kuolhoulie Thorie from Kigwema village under Kohima district, said she normally studied for about four-five hours while during exams she could study for up to eight hours. NLSF opposes order making vaccine compulsory for government employees

DIMAPUR: Nagaland Law Students’ Federation (NLSF) has strongly opposed the recent order passed by the home department that made inoculation against Covid-19 compulsory for all State government employees at the civil secretariat in Kohima and directorates. The federation in a press release pointed out that making vaccination compulsory and production of Covid-19 test negative report every 15 days, if vaccination not done, for the employees was violation of the basic structure of Constitution of India, and withholding salaries and endorsing leave without pay on not being inoculated were “ultra vires ab initio”. Acknowledging that the present scenario mandated restrictions that were permitted by law, NLSF, however, stressed that these cannot be at the cost of citizens’ lives. Therefore, it pointed out that the order was unreasonable, unjust, unfair and biased, and hence

unconstitutional. While considering the prerequisite of mass inoculation to limit and suppress the contagious virus, the federation pointed out that coerced inoculation of any substance was an interference with fundamental human rights that must be justified as “necessary and proportionate”. In circumstances where the government coerced the population and its employees to inoculate when there were certain contraindications generating fear psychosis, it was difficult to see any justification whatsoever for the order, the release added. NLSF clarified that inoculation was voluntary, but coercion was illegal; “To inoculate is not a full proof guarantee that any said person will get infected with virus and not transmit. There are instances where several people had died and suffered from serious adverse events after first shot and also both the shots. Any attempt

by forcing, coercing, luring or pressuring – ‘no pay, no salary’ – to inoculate by infringing on the activities of citizens is a direct challenge to Article 21 and also a contempt of court,” the federation declared. According to NLSF, the legal position settled by Supreme Court and various high courts in the country against forced inoculation and right to choose health and treatment for oneself and one’s children was intelligible, along with the fact that a person had the fundamental right to choose medication as per his/her choice. Regarding people harbouring “genuine” fears and anxieties about inoculation, the federation asserted that one had the right to his or her personal and bodily autonomy, irrespective of thoughts about the inoculations. And that being so, it was “intellectual dishonesty, sophistry and straw man fallacy” to state that inoculation was the only solution, the federation added. K Y M C

Border situation with Mizoram fragile: Assam CM

GUWAHATI, JUL 20 (PTI): Assam Chief Minister Himanta Biswa Sarma on Tuesday said that the situation along the interstate border with Mizoram is currently “fragile” and it will take some time to resolve the disputes with the neighbouring state. The chief minister, however, expressed optimism that some progress will be made in resolving boundary disputes with Meghalaya and Arunachal Pradesh when he meets his counterparts from these states of the North-eastern region on July 23 in Shillong. The chief ministers of the region will be present at a meeting of the North East Space Applications Centre (NESAC), to be chaired by Union Home Minister Amit Shah, on that day. The NESAC is a joint initiative of the Depart-

Sarma said that he is expecting some headway during the talks to resolve the border disputes with Meghalaya and Arunachal Pradesh. Tension along the inter-state with Mizoram in Cachar and Hailakandi districts of Assam have been escalating in the last few days over Assam Police’s drive to clear land allegedly encroached by miscreants from across the border. An IED was hurled on an Assam government team visiting the border by suspected miscreants on July 10, while two back to back explosions were heard from across the border in the wee hours of July 11. A high-level meeting between officials of both the states, including the chief secretaries and DGPs, was also held in New Delhi a few days ago on the issue.

Angela Rangad, who is known for fighting for the rights of the marginalised people, is on a second straight consecutive day protest in front of the gate where chief minister Conrad Sangma and his council of ministers sit. Interestingly, neither the Sangma nor anyone of the ministers have spoken to her or urged her to withdraw her protest. “I am sitting here every day during office hours to remind the government that it should immediately release the money to the labourers,” Rangad said. “I will continue to sit here till the government releases the financial aid to all the beneficiaries and

Similarly, Rs 5000 was to be given to each labourer registered under the Meghalaya Building and Other Construction Workers Welfare Board (MBOCWWB). GUWAHATI, JUL 20 (PTI): With the Assam Police unearthing a ‘cashfor-marks’ scam in state board examinations, the opposition Congress on Monday demanded Chief Minister Himanta Biswa Sarma’s intervention to initiate corrective measures for the interest of students. The party also urged the authorities to re-examine the record-based evaluation systems approved by the government for class 10 and 12 students under the state boards. City buses flout COVID-19 protocol in Guwahati GUWAHATI, JUL 20 (AGENCIES): The city buses in Guwahati are noticed to be violating COVID-19 norms by carrying full loads, which violates the SOP and endangers people due to the lack of social distancing, reports The Sentinel Assam. The District Transport Department had previously given rules for city buses to ride the roads with 50% passengers and keep a social distance, however it has been seen that the buses are flouting the rules and regulation by not adhering to COVID-friendly behavior. GUWAHATI, JUL 20 (PTI): Assam Chief Minister Himanta Biswa Sarma on Monday said that Rs 1527.90 crore has been spent so far on updating the National Register of Citizens (NRC), an official record of bonafide Indian citizens living in the state. Replying to a question of Congress MLA Kamalakhya Dey Purakayastha in the assembly, the chief minister said that the Registrar General of India (RGI) is yet to notify the final NRC published on August 31, 2019. The NRC, updated under the supervision of the Supreme Court, left out more than 19 lakh of the 3.29 crore applicants. Regarding the issu-

ance of rejection slips to those who had been left out of the final register, Sarma said that this falls under the purview of the RGI and the NRC State Coordinator. Sarma said that the state government had filed a petition for 20 per cent re-verification in the border districts and 10 per cent in the others but the Supreme Court did not consider it as the former NRC State Coordinator had submitted that 27 per cent re-verification has been already done. In reply to another question by AIUDF MLA Aminul Islam on the biometric data taken during the claims and objection process of the National Register of Citizens updating, Sarma said that it was taken for linking with Aadhar cards. “The matter is pending with the Supreme Court and the Aadhar Card is issued by the Unique Identification Authority of India (UIDAI). The department concerned can only issue it following the Supreme Court’s directives and the notification of the final NRC,” he added.

ITANAGAR, JUL 20 (PTI): Arunachal Pradesh on Tuesday reported highest single-day spike in COVID-19 cases as 508 people tested positive, taking the tally to 43,328, a senior health official said. The toll rose to 203 with an 80-year-old man from East Siang dying, State Surveillance Officer Dr Lobsang Jampa said. The highest number new cases were reported from the Capital Complex Region at 140, followed by Lohit (49), Papumpare (35), Lower Subansiri (34) and East Siang (33). Of the new cases, 473 were detected through rapid antigen tests, 19 through RT-PCR and 16 by TrueNat method. There are 4,260 active cases in the state at present, he said. In the last 24 hours, 458 patients recovered. In all, 38,865 patients have recovered in the state. The new cases were detected after testing 6,570 samples, recording a positivity rate of 7.73 per cent.

It said that as many as eight Congress MLAs in the state was likely to join the ruling Bharatiya Janata Party (BJP). Konthoujam, a sixtime consecutively elected Congress MLA from Bishnupur, was appointed as the president of Manipur Congress by Sonia Gandhi in December last year. Manipur will go to polls early next year. The BJP formed the government in the state for the first time in 2017. It will seek to retain power in the 60 seats of the Legislative Assembly. I

n Nagaland, the cacophony of voices carrying the hype and hyperbole of politics has consequentially caused a hangover of despair and uncertainty with little remedy for the syndrome. When it comes to politics there is perhaps no society that comes close to Naga society. As commented earlier in this column, Naga politics is not all about Nagaland state but about warring tribes and warring inter- tribe villages embracing the gospel of truth, love and peace since nearly 150 years ago. The new awareness of one gospel, one people was and should be paramount on the way people conduct their life-socially, economically, and politically. Every religion and faith, seek to make their followers enlightened about their god so as to make them better people. Often people who listen to the voices around understand little but if they listen to their conscience, they understand more. Someone said and rightly so, that Nagaland is rich, yet its people are poor. It may also be noted that Nagaland was the first hill state to be created from Assam in 1963. Other states like Meghalaya, Manipur and Tripura etc got statehood only by 1972 but today, they are decades ahead of Nagaland in economic development. Earlier, Nagaland was known for many positive things but unfortunately today, it has earned a dubious reputation as a state where anything can happen to anyone, anytime and anywhere. Also there is no single authority whose writ runs but many parallel authorities exercising their writ. As politics in Nagaland is increasingly pushing socio-economic into bedlam; real issues so often get drowned out by the din of distraction and deprecation. This has thrown a challenge on the people and especially their leaders to meet this situation head-on. It’s a topsy-turvey situation going around in Nagaland -socially, spiritually, politically and economically. The prevailing environment for some years has troubled many thinkers and concerned citizens. For the second time, Nagaland state politics would contribute to another dubious distinction of being the state without an opposition in the assembly. This very peculiar happening, where the state is “unblessed” with an ‘all party government’ and the highest public forum a house without an opposition, acts against the very concept, convention and practice of parliamentary democracy. The first dubious record was in 2015 when eight Congress MLAs joined the NPF-led DAN-III government and rendered the house without any opposition. This time, the NPF will be joining the NDPP-led PDA government to make it a second time where Nagaland will have an all-party government and an opposition-less assembly. Both PDA and NPF have justified their move by taking the plea of facilitating solution to the Naga political issue. However, since all legislators are members of the parliamentary committee on Naga political issue, the plea does not hold water. Also, neither the state government nor legislators are involved with the negotiation, so an all-party government defies logic. Such an unethical phenomenon cannot be valued as unity. There is no bar against both ruling and opposition parties working in unity on any issue and neither does it take away the crucial role of the opposition acting as a parliamentary watchdog. Healthy debates are necessary and a must in any genuine democracy. When democracy is not understood nor practiced in its totality due to imbalance between rights and responsibilities; it leads to deformity rather than conformity of the polity.

Those who wait on the Lord…shall walk and not faint. —Isaiah 40:31 There is no thrill for us in walking, yet it is the test for all of our steady and enduring qualities. To “walk and not faint” is the highest stretch possible as a measure of strength. The word walkis used in the Bible to express the character of a person— “…John…looking at Jesus as He walked…said, ‘Behold the Lamb of God!’ ” (John 1:35-36). There is nothing abstract or obscure in the Bible; everything is vivid and real. God does not say, “Be spiritual,” but He says, “Walk before Me…” (Genesis 17:1). When we are in an unhealthy condition either physically or emotionally, we always look for thrills in life. In our physical life this leads to our efforts to counterfeit the work of the Holy Spirit; in our emotional life it leads to obsessions and to the destruction of our morality; and in our spiritual life, if we insist on pursuing only thrills, on mounting up “with wings like eagles” (Isaiah 40:31), it will result in the destruction of our spirituality. Having the reality of God’s presence is not dependent on our being in a particular circumstance or place, but is only dependent on our determination to keep the Lord before us continually. Our problems arise when we refuse to place our trust in the reality of His presence. The experience the psalmist speaks of— “We will not fear, even though…” (Psalm 46:2)— will be ours once we are grounded on the truth of the reality of God’s presence, not just a simple awareness of it, but an understanding of the reality of it. Then we will exclaim, “He has been here all the time!” At critical moments in our lives it is necessary to ask God for guidance, but it should be unnecessary to be constantly saying, “Oh, Lord, direct me in this, and in that.” Of course He will, and in fact, He is doing it already! If our everyday decisions are not according to His will, He will press through them, bringing restraint to our spirit. Then we must be quiet and wait for the direction of His presence.1

he Nagaland Tribes Council (NTC) respectfully place before your honour the following points of factual position on the long standing Nagaland - Assam Border issue with a sincere hope that you would graciously persue it to retrieve the Ancestral, Traditional and Historical lands and restore it to the victim Nagas so as to fulfil the long cherish dreams of the people of Nagaland. 1. T h e p r i n c i p l e interest of the Colonial power in India in the 18th and 19th centuries were to seek their profit, desires and conveniences in the vast and rich land of India without any regard for the interest of the colonized land and its people. One such reason was that the Tea Cultivated Areas attracted their greatest interest in Northeast, and after the seizure of the Ahom Kingdom of Assam by the Treaty of Yandabo in 1826, the Colonizers coveted the Naga areas in the plain adjoining the Ahom Kingdom for their Tea cultivation. Unlike the Ahom Kingdom, the Naga Tribes had no central authority; the land belonged not to any government but to the Tribe and Village. Without the consent of the unlettered Villagers, the Colonial Administration illegally cultivated the virgin jungles belonging to the Nagas along the Nagaland - Assam plain areas into Tea Gardens and Reserved Forests which were subsequently transferred to Assam District by the then British Government of India solely for the purpose of the Administrative conveniences in total violation of the land owner’s right. 2. This is the Core issue for which the Nagas for once are united in demanding its return right from the first formal

meeting with the Simon Commission in 1929. The Nagas put up a petition to the Simon Commission for return of the Transferred Forests back to the Naga Hills. Then after 18 years, in 1947, June 27 to 29 the Governor of Assam Sir, Akbar Hydari came to Kohima and negotiated a Nine Point Agreement with the Nagas; where the Governor, the secretary to the Governor Mr Rastumji and the primer of Assam, Sir GopinathBordoloi, appended their signatures to document in their own hand, vowing to abide by all the terms of Agreement. One of the Terms of Agreement vide Point-6 (i) was the return of the Reserved Forests taken away from the Naga Hills. Quote:- “6 (i) to bring back into the Naga Hills District all the forests transferred to Sibragar and Nowgong District in the past”. Unquote. 3. During August 1957, pursuant to the desires of the Naga People’s Convention, the Government of India amalgamated the Tuensang-Mon Area inhabited by Nagas of the then North Eastern Frontier Agency (NEFA) to the Naga Hills and formed a separate Administration Unit called Naga Hills Tuensang Area (NHTA) but the transferred integral Lands of the Nagas were not included in the NHTA. TheNagas were greatly dissatisfied and demanded the creation of a full-fledged NAGALAND STATE with all their ancestral Lands included. 4. It is undeniable fact that the State of Nagaland was born as the 16th State of the Indian Union on 1st December 1963 out of Political Agreement known as “The Sixteen Point Agreement” of 1960, with a Special Provision of Art 371A of the Constitu-

tion of India for Nagaland. In the course of discussion, the question of creating a separate State for Naga areas emerged and under Point 12 of the Memorandum, theNaga delegation demanded the return to Nagaland all the Reserved Forests transferred from Naga Hills to Assam during the British regime in line with a petition by the Nagas to the Simon Commission for “return of the Transferred Forests back to the Naga Hills” in 1929, and as per Agreed Point-6 (i) of the Nine Point Agreement of 1947. 5. During the process of formulation of the Statehood of Nagaland the representative of the Government of India pointed out to the Naga delegation on behalf of the Government of India that the boundary of the new State have to be stated in the First Schedule of the Constitution if it was to come into being as a State. Accordingly under Regulation 6 of 1957 and Nagaland Act of 1962, the 3 Districts of Kohima, Mokokchung and Tuensang were notified in the scheduled would form part of the State of Nagaland but without properly defining boundary, inspite of the Nagas having their own proper traditional boundary with Assam. 6. The Naga delegation was advised to take up boundary issues under the provision of Article 3 and 4 of the Constitution of India after accepting the State. After discussion, the Government of India had agreed to place on record in connection with the Nagaland State boundary with Assam the following Agreement and the Nagas had agreed to accept “Statehood”. Point - 12 of the Sixteen Point Agreement, Quote; “The Naga delegation discussed the

question of the inclusion of the Reserved Forests and of contiguous areas inhibited by the Nagas. They were referred to the provisions in Articles 3 and 4 of the Constitution, prescribing the procedure for the transfer of areas from one state to another”. Unquote. 7. It was on the basis of the final agreement arrived at in July 1960, that Shri Jawaharlal Nehru, the then Prime Minister of India, on 1st August 1960 announced in Parliament, the Government of India’s decision to established “Nagaland” a state comprising the territory of the then existing Naga Hills Tuensang Area. Government of India could not make definite arrangement at that stage before Nagaland become a State on the question of restoration of transferred areas but the issue was kept open for future settlement under the Constitution of India. The then Prime Minister of India even went on to say in the Parliament that “Agreement is Agreement; it will be implemented in Toto”. Unfortunately things never emerged as expected inspite of promises of the then Prime Minister of India who unfortunately passed away prematurely in 1964, and the Nagas today feel deceived by the words of the Articles in the Constitution of India. 8. After accepting Statehood, the Naga people had hoped that the Government of India, according to their assurance given to the delegation and as had been enumerated in Point-12 of the Sixteen Point Agreement, would take immediate action to readjust the boundaries between the two states of Nagaland and Assam by returning all the Reserved Forests and other areas transferred out of the then

Naga Hills to Assam. For nearly sixty years now, the Naga people have been still waiting without any solution to the problem insight. The Naga people have become restive and emotionally charged with doubt that the fate of “Sixteen Point Agreement” of 1960, the very basis of Nagaland Statehood would also meet the same fate as that of “Nine Point Agreement” of 1947. 9. Altogether there were eight Agreements signed between the two neighbouring states, a supposedly and hopefully a Neutral Forces even, was deployed in the troubled areas but the so called Neutral Forces under the control and command of the Head of the Police Forces of Assam was not equal to the task. In every past agreement Assam betrayed Nagaland. There were intermittent loss of lives and troubles in the Area. The two neighbours even fought a Border War. 10. A s s a m c l a i m s of 1925 Inner line as the Boundary between Nagaland and Assam. This Inner line was never meant to be Land Boundary between the two states. This Inner line was constituted by the British long before Indian Independence and placed in their own convenience for administrative purposes so as to preserve and protect the unique life of the Nagas from the exploitation from various sophistications of the advance Societies and undesirable persons from outside.In the light of the above, the Nagaland Tribes Council (NTC) firmly rejects the 1925 Inner Line to be the boundary demarcation between Nagaland and Assam as it has no historical or traditional basis. 11. The Assam government frequently sends

out strong Armed Police parties to Nagaland border areas and treat the Nagas as foreigners and annexes even Naga ancestral and traditional lands from the defenceless and innocent Naga Villagers. Nagas have lost maximum ancestral, traditional and historical lands to Assam. 12. As a matter of fact the first boundary of the then Naga Hills District was notified in 1867 and then rectified in 1875 and Notification issued vide No. 89 No 3386 P. dated Fort William, 24th December 1875. The Ancestral, Traditional and Historical territory and that of the Reserved Forests of the Nagas therein as Naga Hills District of Assam was properly demarcated in this Notification. This boundary of the Naga Hills District of Assam is ultimately the State boundaries of Nagaland and Assam. Therefore, the Nagaland Tribes Council (NTC) urges upon your honour to react appropriately on the issue and impress upon Government of India to act on the points of Agreement Nagas already had with the Government of India to respect the successive agreements and invoke Article 3 and 4 of the Constitution of India and arbitrate the Boundary of Nagaland and Assam on the basis of the Nagaland-Assam boundary demarcation Notification issued vide No. 89 No 3386 P. dated Fort William, 24th December 1875 as mentioned in serial No 12 above and restore the long awaited Ancestral, Traditional and Historical lands along with the Transferred Forests of the Nagas. Civilizational: Treating minorities on par with majoritarians

ation-states across the world to a larger extent are moving towards patronising the majority community thereby undermining and victimising the other communities as minorities. Majority in this context does connote either a religious or racial community or a combination of both having more numbers in terms of population. In recent times, race and religion are the propelling factors that hit the centre-stage of politics and polity. Far right nationalist political parties have gained substantive grounds in Europe, USA, Canada, India, Africa, and Middle-east and many others by emphasising race and religion as part of their political project. For example, former President Donald Trump had used race and religion to his advantage to consolidate his power base. During his tenure, there had been a number of racist attacks and killing and also ridiculing Muslims and other races at the cost of eulogising the white supremacy/ supremist. Trump is gone, but Trumpism is present and is growing in many ways within the rubric of racism vis-à-vis white supremacy which is intact in the American society. Similarly, we have been witnessing in the last few years how some countries treat the migrants, refugees, immigrants and religious and other racial minorities. The gesture and the treatment meted out by those who entered into other countries for better prospectus were gruesome and horrendous. The present dispensation is widely known for its treatment of its minorities. The current

government ruled by the BJP in this regard is quite open and vociferous on Majoritarianism and Hindu nationalism. Its leadership and cadres have openly declared in its manifesto about Hindu Rashtra which could be realised via Hindutva. Majoritarianism is premised on the credo of Hindu majority to who India belongs to them (we) and the other (you) belonging to Islam and Christianity be considered as minorities. In that, Muslims and Christians form the most important segment and those who subscribe to “majoritarianism” treat Muslims and Christians like “aliens” and “outsiders”. What is happening in and around the country since 2014 is that the two minority communities undergo fear and insecurity. Atrocities against Muslims and Christians are on the increase. Their religious places have been under constant attack by the outfits of Hindutva forces. Stoking inflammatory speeches, false propaganda and defaming narratives have furthered hatred and animosity amongst people and communities. Polarising communities on religious grounds have become the order of the day. PM Modi while delivering speeches invoke plurality and multi-culturalism, but his party hardly translates those values on ground. BJP believes in politics of polarization. Observing the deteriorating political climate of the country, the judiciary across the country is coming out with a number of landmark judgements on different matters. Out of

many, the recent one is from Uttarakhand High Court merit mentioning. While hearing two petitions against a meat ban in Haridwar on the 9th of July, 2021, the High Court of Uttarakhand in its judgement said that “Democracy means the protection of minorities.” It added that “A civilisation, is judged by the, how it treats its minorities and a ban like the one in Haridwar calls into question the extent to which the state can determine a citizen’s choice.” Elaborating further, “The issue is whether a citizen has the right to decide his own diet or will that be decided by the state.” C h i e f Ju s t i c e R S Chauhan said, “If we say that it will be decided by the state because the state is permitted to impose a total ban on a particular type of non-veg food … then can that power be extended to include meat of all sorts.” However, the advocate-general (AG) SN Babulkar, argued by citing several judgments in support of the ban, including the 2004 Supreme Court verdict upholding a ban on mean and eggs in the municipal areas of Haridwar, Rishikesh and Muni KiReti. He also prayed back Article 48 in the directive principle, “The State shall … take steps for … prohibiting the slaughter of cows and calves and other milch and draught cattle.” Responding to the AG, the division bench of Chief Justice Chauhan and Justice Alok Kumar Verma said, “Democracy does not only mean rule by majority, but, most importantly, democracy means the protection of the minority.” He

added that “The greatness of all civilizations is judged only on one yardstick and that is how it treats its minorities.” The court further said that it would not go into the religious aspects of the issue and, instead, focus on whether the Constitution protects the privacy of citizens. The petitioners had raised that the ban goes against the right to privacy, right to life and right to freely practise religion. The high courser said the petitioners had raised “serious fundamental issues” and would involve constitutional interpretation. In another incident, a local court on the 16th July, 2021 rejected the bail application of a youth from Greater Noida, who was arrested on July 12 by Haryana Police for a hate speech he had delivered at a mahapanchayat earlier in the month in Pataudi in which he called for attacks on the Muslim community. In another case, Judicial magistrate (first class) Mohammad Sageer, rejecting the bail, observed that the consequences of such activities may be “far more dangerous and may translate into communal violence”. The court said that the accused’s speech was “itself is a form of violence” and such could not be “tolerated in any civilised society”. The court observed that every citizen has the right to express thoughts but not in a manner targeting a community and promoting enmity. “He seems to be very proud of his antecedents. He even instigated people to kill persons of a particular community and chanted slogans in this regard … Such activi-

ties cannot be tolerated in any civilised society”, the court said. India is known for its civilizational hallmark for centuries. Enduring civilizational values such as respect to freedom of religion, communities’ culture and way of life. Some of the values that India used to cherish and known for: “live and let live”, “mutual co-existence”, transcending religio-racial barriers are waning and under attack. Presently there is dearth to India’s cultural heritage. Present dispensation believes in the vision of exclusion of the minorities that impedes all-encompassing ideals of ‘togetherness’. Numerous testimonies

that surface testifies how one community helped the others going beyond the narrow religio-politicosocial divides during coronavirus. The landscape of India is like a rainbow that accommodates everyone within its fold. 21st Century modern India has failed to live up to its cherished values. BJP as a political party is responsible for having displaced those values with skewed vision of majoritarian that has dented and punctured our civilizational heritage. On compulsory vaccination and negative test report

The public too understands that the vaccination is used to help boost our immunity. But on the other hand the public wants the vaccination to be taken on voluntary basis and not on mandatory basis. The Article 21 of the Indian constitution clearly states right to live and right to personal liberty. For which Sir, I would like to appeal the Government to please hear out the unheard voices of the public. The Government’s decisions are for the welfare of the public but when it goes against the very thought of safety of the public it creates panic. According to the letter dated 17th of July 2021 which states that those Govt Employees not vaccinated, their salaries will be stopped after 31st of July 2021 deals a threat to the livelihood of lakhs of Govt employees. Also the continuation of submitting the report of their COVID-19 test after every 15 days, a Govt employee who has to pay it from his/her own pocket will have a negative impact on the budget of the family expenditure which if possible, the Government takes this matter and provides free testing for them will be praise worthy. Soon after the House assembled at 3 pm, the opposition members again started raising slogans on the Pegasus snooping issue, forcing the chair to adjourn the House for the day. The Lok Sabha will now meet on Thursday after the Eid holiday. This was the second day of the Monsoon Session that the House could not transact any legislative business. On Monday, the Opposition had disrupted the proceedings over a variety of issues, including price rise and three farm laws. NEW DELHI, JUL 20 (AGENCIES): Mar uti Suzuki is aiming to launch its first electric vehicle by 2025. India would be the first country to see the new EV, followed by Japan and Europe. This move is expected to accelerate the adoption of electric vehicles. The first EV model is likely to be priced at $13,700 or less, after government subsidies are taken into account, as mentioned in a report in Nikkei Asia. With Suzuki, all major Japanese automakers are set to enter the EV market. While the government has been pushing for an EV ecosystem, sales have been slow in India. With EVs in the lineup of Maruti Suzuki that has a market share of 50 per cent in India, the country might see faster adoption of electric cars. In the previous trade, the precious metal had closed at Rs 46,847 per 10 grams. Silver dipped Rs 61 to Rs 65,730 per kilogram from Rs 65,791 per kilogram in the previous trade. In the international market, gold was trading in the green at USD 1,813 per ounce and silver was flat at USD 25.06 per ounce. “Gold prices pared early losses of Monday witnessing recovery in the evening session. Fall in US treasury yields and worries over growing virus cases have boosted buying in gold,” according to HDFC Securities, Senior Analyst (Commodities), Tapan Patel.

Students/Parents facing difficulties for using the online facility may take assistance of the Common Service Centres functioning under the Department of Information & Technology. Alternatively, they may download the ‘Admission Form’ from the portal and submit the duly filled in Forms to the respective schools on or before 02/08/2021. 5. In case of acceptance of forms at schools (offline mode), the respective schools shall make submission of the forms along with all required documents (Photograph, Admit Card & Mark Sheet) in the Online Admission Portal before the prescribed last date of submission. 6. Selection of candidates shall be done by the respective schools as per their intake capacity in order of merit. 7. School wise ‘List of Selected Candidates’ along with ‘Waiting List’ will be published at the ‘GHSS Admission Portal’ on 11/08/2021. 2/3rd of Indians have Covid antibodies: Govt Says another 40 cr still vulnerable to infection NEW DELHI, JUL 20 (PTI): Around 40 crore people are still vulnerable to COVID-19 infection as a nationwide survey found two-thirds of the country’s population aged above six to have SARS-CoV-2 antibodies, the government said on Tuesday as it stressed there is no room for complacency in the fight against the pandemic. Findings of the ICMR’s 4th national Covid sero survey show there is a ray of hope, but there is no room for complacency and Covid-appropriate behaviour has to be followed, the government said. The Indian Council of Medical Research (ICMR) conducted the latest survey in June-July. Addressing a press conference, a senior official said two-thirds or 67.6 per cent of India’s population aged above 6 years were found to have SARS-CoV-2 antibodies in the latest national sero survey. A third of the population did not have SARS-CoV-2 antibodies, which means about 40

According to the government, 85 per cent of the surveyed healthcare workers had antibodies against SARS-CoV-2 and one-tenth of HCWs were still unvaccinated. The survey covered 28,975 general population and 7,252 healthcare workers. The fourth round of the survey was conducted in the 70 districts across 21 states where the previous three rounds had been carried out. Stressing observance of COVID-19-appropriate behaviour, the government said social, religious and political congregations should be avoided and non-essential travels should be discouraged. “Travel only if fully vaccinated,” it said. The ICMR also sug-

gested that it would be wise to consider reopening primary schools first as children can handle viral infection much better. “Children can handle viral infection much better as they have lower number of ace receptors. So once the decision is taken and all the staff vaccinated, it would be wise to open primary schools first,” it said. India recorded 30,093 new coronavirus infections, the lowest in 125 days, taking the total tally of COVID-19 cases to 3,11,74,322, according to the Union Health Ministry data updated on Tuesday. The death toll climbed to 4,14,482 with 374 daily fatalities, the lowest in 111 days, while the active cases have declined to 4,06,130, the lowest in 117 days.

‘Farmers to hold peaceful stir WB police file suo moto case against Adhikari at Jantar Mantar from July 22’ after he warns SP of transfer to Kashmir

NEW DELHI, JUL 20 (PTI): Farmers will hold peaceful demonstrations at Jantar Mantar demanding scrapping of the agri laws and no protester will go to parliament where the monsoon session is underway, a farm union leader said on Tuesday after a meeting with Delhi police officials. Rashtriya Kisan Mazdoor Mahasangh national president Shiv Kumar Kakka told PTI that every day from July 22, 200 farmers, wearing identification badges, will go to Jantar Mantar from the Singhu border to hold the protest. The Samyukta Kisan Morcha (SKM), an umbrella body of over 40 farmer unions spearheading the stir against the central farm laws, had planned that around 200 farmers will protest outside Parliament every day from July 22 during the monsoon session. The monsoon session of Parliament started on Monday and is scheduled to conclude on August 13. “We informed the police that every day 200 farmers will go to Jantar Mantar from the Singhu border in buses during the monsoon session. It will be a peaceful demonstration and protesters will have identification badges. “When police asked us to reduce the number of protesters, we told them to focus on the law-and-order

situation and also gave assurance that the protest will be peaceful,” Kakka said. No written communication has been received from the police yet, he said. “Police were informed that the protest will be peaceful. We will sit at Jantar Mantar from 10 am to 5 pm. Nobody will go to parliament and neither we will allow any political person to come to the protest,” he said. A tractor parade in Delhi on January 26, that was to highlight the demands of farmer unions to repeal three new agri laws, had dissolved into anarchy on the streets of the national capital as thousands of protesters broke through barriers, fought with the police, overturned vehicles and hoisted a religious flag from the ramparts of the iconic Red Fort. During a meeting on Sunday, the Delhi Police had asked farmer unions to reduce the number of people attending the protest, but it was declined by the farm union leaders.

PM asks BJP MPs to counter Oppn’s charges on COVID-19

Sharing the details of the meeting, Parliamentary Affairs Minister Pralhad Joshi said that the prime minister expressed concern about the attitude of the opposition, especially the Congress which still believes that only it has the right to be in power. Such a pandemic has been witnessed by the world after almost 100 years. Last time, in such a situation, people faced a severe food shortage, but this time the government ensured that no one slept hungry, Joshi said quoting the prime minister as telling the meeting. Modi stressed that despite the pandemic, a large section of the population got free ration, and told the BJP MPs that providing relief to the people was their responsibility and not a favour, according to Joshi. Sources said that in the meeting, Modi asked BJP MPs to be effectively counter the allegations of the opposition about the government’s COVID-19

response and the availability of vaccines. He said the Congress is in a “coma” and unable to digest the BJP coming to power, the sources said. He also told the MPs that considering the apprehensions of a third COVID-19 wave, they should prepare adequately and be ready for more boots on the ground, the sources said. On the COVID-19 vaccination drive, Modi emphasised that BJP MPs should ensure that it is carried out without glitches in their respective constituencies. Taking on the opposition, the prime minister pointed out that in Delhi nearly 20 percent of frontline workers are still not vaccinated against COVID-19, they said. The opposition has been attacking the government, alleging “mismanagement” in the handling of the second wave of the pandemic. It has also demanded a statement in Parliament on the issue.

The performance of boys and girls streamwise in terms of pass percentage was: Arts -- Girls (75.34%) Boys (62.68 %), Commerce -- Girls (80.67 %) Boys (70.27 %) and Science -Girls (95.11 %) Boys (87.62 %). The overall percentage in Arts stream is 69.37%, Commerce stream is 74.39% and Science stream is 91.35%. Comparatively Arts stream saw a drop of 2.4% of pass percentage from last year’s 71.87%, Commerce stream 1.08% from last year’s 75.47% , while Science stream saw a rise of 10.36% from last year’s 80.99%. It may be mentioned that there were three toppers from government higher secondary schools in the merit list at the HSSLC Examination 2021. All the examinations were conducted taking necessary precautions and observing Covid-Appropriate Behaviours and SOPs issued by the government. After some students tested positive for Covid, they were rescheduled for exams from June 22 to 25, 2021 as they could not appear for all the exams.

NEW DELHI, JUL 20 (PTI): Prime Minister Narendra Modi on Tuesday asked BJP MPs to proactively counter the opposition’s misleading charges on the management of the COVID-19 pandemic and hit out at the Congress, saying it is in a “coma” and is unable to digest the BJP coming to power. Addressing a meeting of BJP parliamentary party, the prime minister said that the government was willing to hold discussions in both Houses of Parliament, but the opposition was showing the most irresponsible behaviour. Facing flak from the opposition on his government’s response to the pandemic, Modi said that the COVID-19 crisis is not a political but a humanitarian issue and the government has ensured no one goes hungry. BOSTON, JUL 20 (AP): Human rights and press freedom activists are up in arms about a new report on NSO Group, the notorious Israeli hacker-for-hire company. The report, by a global media consortium, expands public knowledge of the target list used in NSO’s military-grade spyware. France investigates alleged spyware use against dissidents

PARIS, JUL 20 (AP): The Paris prosecutor’s office is investigating the suspected widespread use of spyware made by Israel-based NSO Group to target journalists, human rights activists and political dissidents. The prosecutor’s office said in a statement on Tuesday that it opened an investigation into a raft of potential charges, including violation of privacy, illegal use of data and illegally selling spyware. As is common under French law, the investigation doesn’t name a suspected perpetrator but is aimed at determining who might eventually be sent to trial. It was prompted by a legal complaint by two journalists and French investigative website Mediapart. The local ar m of the French defence giant Thales, which is a co-accused in the graft case, alleges that Zuma received bribe from the firm in order to protect it from being probed in a case of irregularities in a USD 2-billion arms deal that was exposed by a member of the South African Parliament. On Tuesday, Pietermaritzburg High Court Judge Piet Koen ruled that Zuma’s trial was adjourned to August 10 to adjudicate on the issues raised in his special plea. “The trial is adjourned to 10-13 August 2021,” Judge Koen said.

Six alleged instigators behind the violent unrest in South Africa which lasted for almost a week, have been arrested, Acting Minister in the Presidency Khumbudzo Ntshavheni told reporters “This is the latest update which we just got in now, three already appeared in court but were remanded in custody for bail hearings,” she said while addressing a media briefing here on Monday. Ntshavheni said other alleged perpetrators of the violence would likely appear in court during this week. “Charges against them include incitement to commit public violence and the arrests that we are referring to are not related to the arrests in regards to the looting,” she said,

adding that the police were working with community members to ensure those responsible for looting were nabbed. Last week, Police Minister Bheki Cele said they were following 12 people who instigated the violence. Ntshavheni said that the situation in KwaZuluNatal and Gauteng has stabilised, with no new incidents of looting reported lately. She said last week’s violence was planned, orchestrated and instigated. The fact that blood sachets from blood banks were stolen showed the “severity” and the “inhumane nature” of the instigators of the riots which was to undermine the authority of the state. Ntshavheni said warning reports about the riots which were received were acted upon on time.

Syria reports Israeli airstrikes in northern Aleppo DAMASCUS, JUL 20 (AP): Israel carried out an aerial attack southeast of Syria’s northern Aleppo province late Monday, a Syrian military official said. The unidentified military official, quoted by the state news agency SANA, said Syrian air defences shot down most of the missiles in the attack that occurred just before midnight. The targets are still being identified, the official said. The Britain-based Syrian Observatory for Human Rights, a war monitor that has activists on the ground in Syria, said the Israeli strikes targeted weapons depots that belong to Iranian-backed militia operating in Aleppo’s Safira region. The group said the strikes were followed by loud explosions.

Covid-19: 4th wave hits France, tougher sanctions announced PARIS, JUL 20 (IANS): A fourth wave of the Covid-19 pandemic has hit France which is spreading at “lightning” speed, government spokesman Gabriel Attal said and also announced tougher sanctions on noncompliance with the health pass rules. “We are seeing a wave faster than all the previous ones,” Attal said while addressing a press conference late on Monday. He noted that the incidence rate has spiked by nearly 125 per cent in one week, “an increase so strong, so sudden that we had never known since the beginning of the epidemic in our country”, reports Xinhua news agency. “For several days we have crossed the threshold of 10,000 positive cases every day. This virus contaminates at lightning speed.” The Delta variant now

accounts for 80 per cent of the overall infections in France, he added. The overall caseload and death toll currently stood at 5,931,923 and 111,678. Since July 12, the number of departments exceeding the alert threshold of 50 infections per 100,000 inhabitants has increased from 12 to 37, according to data released by the Health Ministry. The surge mainly concerns the overseas departments, the Paris region and the coast, where there are many tourist arrivals during the summer period. The gover nment spokesman called for everything to be done so that the fourth wave would not be “more devastating” than the previous ones. Earlier on Monday, a cabinet meeting adopted a law bill containing new

measures intended to contain the rapid spread of the virus, including compulsory vaccination for caregivers and massive extension of the health pass, announced by President Emmanuel Macron last week. Under the bill, a compulsory health pass for access to cultural and leisure venues will come into force on Wednesday, certifying that the bearer has either been fully vaccinated or had a recent, negative PCR test. For bars and restaurants and certain shopping centres, “the pass will be due on August 30, the time for those who wish to be vaccinated”, Attal said late Monday. The bill, to be presented to Parliament at the end of the week, also included an obligation of 10-day isolation for people who test positive for the virus.

US eases travel recommendations on India as COVID-19 cases fall WASHINGTON, JUL 20 (PTI): The US has lowered its travel advisory for India from the highest Level 4, meaning no travel, to Level 3, which urges citizens to reconsider it, amidst a drop in the number of COVID-19 deaths and infections in the country. India recorded 30,093 new coronavirus infections, the lowest in 125 days, taking the total tally of COVID-19 cases to 3,11,74,322, according to the Union Health Ministry data updated on Tuesday. The death toll climbed to 4,14,482 with 374 daily fatalities, the lowest in 111 days, while the active cases have declined to 4,06,130, the lowest in 117 days. When last month’s advisory was issued, India was struggling with a second wave of the pandemic with more than 3,00,000 daily new coronavirus cases being reported. Hospitals in many parts of the country were reeling under a shortage of medical oxygen and beds.

Bezos attempts history with flight to edge of space

o r l d ’s r i c h e s t man Jeff Bezos launched to the edge of space on Tuesday along with his brother Mark, 82-year-old female aviator Wally Funk and 18-year-old physics student Oliver Daemen, aboard his company Blue Origin’s fully automated New Shepard rocket. New Shepard launched its first human flight, NS-16, from Launch Site One in West Texas at 9 am EDT (6.30 pm IST). The rocket aims to fly beyond the Karman line and the trip will last approximately 11 minutes from launch to capsule landing. Astronauts will experience three to four minutes of weightlessness before returning to Earth in their space capsule. After reaching the Karman line, the capsule will detach from the booster, allowing those inside to view the curvature of the earth and experience weightlessness. Bopanna said in a social media post on Monday that the International Tennis Federation (ITF) did not accept any entry request for him and Sumit Nagal, who qualified for the men’s singles event. Bopanna and Sharan were not able to directly secure a place for the men’s doubles event at Tokyo Olympics.
