Gov condoles Prof. Kamei’s death DIMAPUR, Jan 7 (NPN): Nagaland governor, PB Acharya, has extended his deep condolences on the death of Prof. Gangumei Kamei. Prof. Kamei, who was a NEC member, died on January 5, 2017 at his residence in Imphal at the age of 77. In a condolence message, PB Acharya, said late Prof. Kamei was “a very close friend” and had know him since he was the president of ‘Federal Party of Manipur’. The governor stated that late Kamei was a professor of repute, a great writer, a social worker and a politician and above all he was a great human being. In his death, Acharya said he has lost a very close and intimate friend whom he had known for more than 40 years. Achar ya conveyed his deepest sympathy and prayer to the bereaved family and all the near and dear ones during this time of sorrow. The gover nor said Kamei’s death was a great loss to the Zeliangrong community in particular and the Nagas in general. Acharya also prayed Almighty God give strength and comfort the family to overcome from this tough time and the departed soul rest in peace.

Medziphema recorded ‘nil’ nomination for the municipal and town council election respectively ; while 14 candidates filed their nominations at the DC office Dimapur for the Chumukedima town council. Like the Angami Public Organisation(APO) and also Ao Senden all apex tribe organisations had called for boycott of the polls against the NPF-led DAN government’s hasty decision to hold civic polls without addressing serious apprehensions raised by apex tribe organisations pertaining to various aspects of the Nagaland
Municipal Act 2001. The handling of the ULB election by the NPF-led DAN government has resulted in a confrontation with all Naga tribes. The pros and cons in ascertaining - lengthy and expensive court battle and apprehensive of losing the case- did not warrant the hasty decision. The NPF-led DAN government appeared to have plunged headlong in issuing notification for civic polls mainly to get significant fund from the Ministry of Urban Development, once notification for holding civic polls has been issued.

Border fencing an attempt to rewrite Naga history, says NH
DIMAPUR, JAN 7 (NPN): Construction of border fencing in the heart of Pangsha was an attempt by India and Myanmar to rewrite the history of Nagas, the Naga Hoho (NH) has said and likened the move to “state sponsored race divisions and cultural intrusion by aliens.” NH through its media cell said Nagas cannot allow any authority to divide their history and remove the feeling of oneness among the Naga family. It said that Naga people have the absolute rights to protect their ancestral land and no man made authority should segregate Nagas into pieces basing on the fact that Nagas were bound to protect their identity and territory. “Unsurprisingly, Nagas cannot accept the imaginary boundary fencing between India and Myanmar,” NH said.
Referring to the McMahon Line, a line agreed to by Britain and Tibet as part of the Simla Accord, the NH said a treaty signed in 1914 has become the basis of boundary demarcation between India and Myanmar and thus the Nagas were forced to divide in the Eastern sector. NH further said it was an “undeniable fact” that Nagas were divided through unilateral decision of Nehru and U-Nu through aerial survey in 1953 of which the Nagas did not accept till today. It pointed out that there was no cultural divide or ideological differences among the Nagas to live together, adding that they have the inherent rights since time immemorial to be together. NH also said Naga people have been living together in their own land even before India and Myan-
mar achieved the status of sovereign states. It said people and their land can be divided only when there was lack of history or evidence with different cultures, language and practices occupying different territories. Therefore, the NH has appeal to the Home Ministry to redraw the policies in consultation with Myanmar and listen to the cry of Naga people by fulfilling their wishes and dreams without further delay. Further, NH appealed to the state government to bring out tangible solution with the Centre, not forgetting the 1834 Naga Hills Map, which it said “may be acceptable to the Nagas.” It also underlined that Naga people irrespective of tribes or region should simultaneously put collective efforts to restore their inherent rights.

Nomination date extended till January 9 DIMAPUR, JAN 7 (NPN): The State Election Commission (SEC), in partial modification of the Election programme notified on December 21, 2016, has extended the time for filing of nominations for the forthcoming civic body polls to January 9, 2017 till 3 p.m. Informing this through a notification, the State Election Commissioner (SEC), Sentiyanger Imchen however stated that the extension period would be applicable only in those Municipal/Town Councils where no nominations were received till January 7. The time period was extended after the Commission took note that some candidates were not able to file their nominations due to the boycott through obstructions, bandhs and other forms of threat and intimidation, Imchen stated. DIMAPUR, JAN 7 (NPN): Hitting out at the NPFled DAN government for totally ignoring the voices of the Naga people and by choosing to blatantly extend the time for filing of nominations till January 9, the Angami Youth Organization (AYO) on Saturday resolved to strictly impose a total bandh in Kohima and Medziphema town on January 9, 2017 from 7 a.m. to 3.30 p.m., AYO president, Neinguvoto Krose informed through a press note. Apart from failing to address and resolve the issues that had been raised, AYO said the government rather chose to blatantly extend the time for filing of nominations with no sense of acknowledgement. “Total lack of self-respect and irresponsible complacency on the part of Nagaland government has left us wondering what welfare governance is governing our state,” Krose stated. With no options left, Krose said AYO resolved to launch a public movement inviting all and sundry to join against injustice and to defend democratic values of fairness and freedom. AYO has asked all business establishments to down shutters and restricted pedestrian and vehicular movements. However, medical, paramilitary forces, media and district administration officials have been exempted from the purview of the bandh. “Police in private and government vehicles won’t be allowed to ply,” AYO stated. However, the bandh would not be enforced along the highways, no travel restrictions on Wokha, Phek and Imphal highway, AYO stated. Those vehicles moving between Dimapur have been directed to take the paramedical-Jail colony-New ministers hill-CathedralLerie road. Colony youths along the said routes have been asked are to guide the travelers. Akhilesh Yadav takes CVC reaffirms Jan 2 resolution battle for Cycle to EC NEW DELHI, JAN 7 (AGENCIES): The Akhilesh Yadav faction of the Samajwadi Party moved a step closer to claiming the party’s cycle symbol on Saturday when Ram Gopal Yadav submitted signed affidavits of over 4,000 party delegates to the Election Commission. Ram Gopal submitted the affidavits of 4,716 delegates out of a total of 5,731. “This is overwhelming majority... Over 90% of the Samajwadi Party is led by Chief Minister Akhilesh Yadav,” Ram Gopal said. These delegates include majority of the party’s elected legislators, parliamentarians, councilors and members of its National Convention. “The Election Commission gave us time till January 9 but we have submitted all relevant documents,” Ram Gopal said. The documents were brought to the poll panel’s office in seven cartons and run into more than 1.5 lakh pages. Claiming the party’s cycle symbol, Ram Gopal said: “Prima facie the SP led by Akhilesh Yadav is the real Samajwadi Party.” A copy of the affidavits was also sent to Mulayam.
DIMAPUR, Jan 7 (NPN): As resolved by the joint meeting of Chumoukedima Village Council (CVC) and leaders of 16 tribal units on January 2, 2017 at Chumoukedima village council hall, the CVC has reiterated that no individual or party was allowed to file nomination. In a press release, CVC chairman Razouvotuo Chatsu reminded all individuals or parties that the January 2 joint resolution was not just issued in letter, but it would be implemented/imposed in spirit also. CVC therefore cautioned that anyone who violated the resolution would be forced to leave Chumoukedima area, if they did not withdraw their nomination papers. The council also asserted that no one would be allowed to function from CTC office as council members until the issue or municipal/ town council Act was settled with the state government by all the frontal Naga tribal leaders i.e. Naga Hoho, ENPO, NTC, Ao Seden, Sumi Hoho, APO etc. It stated that those candidates who have filed nomination have willfully violated the public resolu-
tion, adding that the Chumoukedima public would not regard them as public leaders or town council members. Chumoukedima Village Council has however stated that the whole public of Chumoukedima fully stood behind the intending candidates (who stood with the public resolution steadfastly) in all their endeavours even in days to come. Further, CVC and 16 tribal unit leaders of Chumoukedima have thanked all who supported the issue from day one till date and requested them to come forward voluntarily if the need arose even in the future. Meanwhile, objecting to the notification issued by the EAC/returning officer Chumukedima concerning submission of nomination papers, the CVC has asked whether Nagaland Municipal Election Rule empowered EAC to shift nomination paper submission to Dimapur for Chumoukedima. Also, questioning if there was such discretion or option, the CVC asked “why the EAC Chumoukedima had issued the notification only for the last day i.e. 7th Jan 2017.”

NEW DELHI, JAN 7 (PTI): The Budget session of Parliament was today convened to start from January 31, a day before the Union Budget is likely to be presented. President Pranab Mukherjee has summoned the Rajya Sabha and the Lok Sabha to meet on January 31, according to official notifications. “Subject to exigencies of government Business”, the session will conclude on April 12, said a statement from the Lok Sabha Secretariat. The practice of separate railway budget presentation is being scrapped from this year. The railway estimates will be part of the Union budget. “In order to enable the Standing Committees to consider the Demands for Grants of Ministries/Departments and prepare their Reports, the House will ad-

The announcement comes even as opposition parties have raised objections to the presentation of the budget on February 1 before Assembly polls in five states on the ground that it will tilt the balance in government’s favour because it can woo voters with sops.
