Mayoral Contenders Face Off in Chamber’s Business Forum Candidates Ed Adkison and Rusty Bailey Outlined Their Key Priorities if Elected

In front of business and community leaders from across the City, Riverside mayoral candidates Ed Adkison and Rusty Bailey highlighted their records and outlined their priorities if chosen to the City’s top elected office. Drawing on their respective experiences on the Riverside City Council and their individual careers, Adkison and Bailey showed that they each brought unique and useful skill sets that would make improve quality of life and economic development. As the President of Adkan Engineers and an original proponent of the Riverside Renaissance, Adkison said he would provide the business experience and acumen to help the City run effectively. Bailey cited his experience in public service and his career as an educator in developing useful connections that will benefit the community.

When each candidate was asked to compare themselves to Mayor Ron Loveridge, Bailey likened his own collaborative style to the current mayor and stated that the mayor’s strongest role was in persuasion of the Council and the community. Adkison praised Mayor Loveridge’s ability to manage Council discus-

sions to build consensus and cited his executive leadership in business to be a “situational leader” as the circumstances required. In discussing the major challenges facing the business community in the City, Adkison proposed re-evaluating the City’s zoning plans to reassess opportunities where new business development can take place. He also proposed strengthening the mayor’s authority to use a lineitem veto to keep spending under control from the City’s general fund.

Bailey touted his ability to bring business to the community through major events such as the Association of Volleyball Professionals (AVP) tournament in 2009 that brought in $1 million in economic activity to the community. He also cited his commitment to maintaining Riverside as an example of sustainability and innovation to attract new business and create jobs.

November Election The candidates will face off in a run-off election on November 6. Adkison and Bailey were the top two voter-getters in the June general election in a field of seven vying for office.

Governor Signs Bipartisan ADA Reform Legislation Chamber-Supported Law Curbs Predatory Lawsuits, Protects Business Owners In a big step forward for businesses across the state, Governor Jerry Brown recently signed new Chamber-supported legislation, SB 1186 authored by Senate President Pro Tem Darrell Steinberg and Senator Bob Dutton, that curbs predatory litigation and demands of money from business and property owners for alleged violations to provide disabled access at their facilities. This issue was also significantly championed by U.S. Senator Dianne Feinstein, who called on state leaders to address this problem quickly. As part of the new law, fines for small businesses with access violations were significantly reduced and there are greater avenues to business and property owners to make sure their facilities are compliant before being threatened with litigation. Serving Riverside Business Through 2012 Elections As Election Day draws near, it is becoming increasingly more important for the Chamber to remain active in engaging our region’s lawmakers and ensuring that voice of business is heard. Although the Legislature is out of session until January, the Chamber has continued to work on behalf of the interests of local business and has been busy with the key issues affecting our region’s economic future. Recently, we were pleased to receive the news that the Chamber-supported Senate Bill 1186 to protect businesses was signed into law. The new legislation prevents access violation lawsuit abuse by banning “demand for money” letters and reducing damages against business owners who correct alleged violations within 30 to 60 days of receiving a complaint. The Chamber applauds the efforts of everyone in the community that has supported this issue along with the bill’s authors, Senator Bob Dutton and Senate President Pro Tem Darrel Steinberg. The Chamber also thanks Senator Dianne Feinstein for her support and Governor Brown for signing the legislation.

The Chamber has also been involved in examining some of the key propositions that will be on the ballot in November. With education funding being a critical factor

After thorough review, the Chamber has decided to oppose Propositions 30 and 38. The Chamber understands the need to protect funding for education and public safety, but Propositions 30 and 38 fail to focus on the issues and reform needed to address the root problems. With the uncertainties facing California’s economy, it is important for residents to prepare themselves for Election Day by learning about the candidates and the important issues affecting the region. Chamber PAC Endorses Biz-Friendly Candidates for Key Local Races In several newly created districts for this Novermber’s election, the Greater Riverside Chambers of Commerce Political Action Committee (GRCCPAC) endorsed businessfriendly candidates for elected office to the U.S. House of Representatives, the State Assembly, and the Riverside Community College District Board of Trustees.

John Tavaglione 41st Congressional District The GRCCPAC endorsed John Tavaglione for the 41st Congressional District, covering the cities of Riverside, Jurupa Valley, Moreno Valley, Perris and the March Air Reserve Base. In his experience in elected office for the County of Riverside, Tavaglione has demonstrated a commitment to growing and attracting new business in the region. He has often demonstrated a welcome readiness to collaborate on issues that will advance the local business community. With more than 20 years in public service, his time in leadership positions has given him an extensive understanding of the critical issues facing the region in health care, economic development, infrastructure and transportation, public safety, and the environment. As a member of Congress, Tavaglione will be a strong advocate for the region and a voice of moderation, pragmatism, and dedication.

Bill Batey 61st Assembly District The Chamber PAC also endorsed firefighter and local city council member Bill Batey to represent the 61st Assembly District in Sacramento. With a career in the Riverside City Fire Department coupled with serving in Moreno Valley

as a member of the City Council, Batey has demonstrated a commitment to serving the community on multiple fronts. He also understands the critical need to create new jobs in California by creating a healthy business climate for economic development and private investment. Batey will be a voice of reason in the Legislature and a strong advocate to achieve the much-needed goals for the region and the state.

Louis Davis Riverside Community College District Board of Trustees The GRCCPAC believes that Louis Davis will be a concerned and diligent representative for the newly-created trustee area covering Corona and Norco on the Board of Trustees for the Riverside Community College District. Davis will bring forth the skills and connections in his professional career to establish productive relationships in the community. He also demonstrates a compassion for

community college students and a desire to address the challenges that impact their education. He also exhibits the pragmatism needed to address the challenges facing the community college system.

Chamber Supports Greater Reform Over Tax Measures Citing greater concerns of how that the state spends its funds on education, the Chamber’s Board of Directors strongly opposed Propositions 30 and 38, two November ballot initiatives that raise state income and sales taxes to offset the state’s budgetary deficit. Like many Californians, the Chamber values the effectiveness of a quality education through the K-12 and higher education systems to develop a qualified and skilled workforce. Moreover, the Chamber recognizes that many local school districts have been forced to make difficult financial decisions and valiantly try to minimize negative impacts to the classroom. However, the discussion of funding education requires more thoughtful consideration and should not be a political ploy in the ballot box. More comprehensive reform is necessary to ensure that state funds are used effectively to give children the skills they need to succeed.

This is a significant win for small businesses that were often being forced to seek a financial settlement for an alleged violation rather than risking higher costs by fighting the suit in court. On hearing of the Governor’s approval of the bill, both authors expressed satisfaction that progress was made and a bi-partisan solution was found. Senator Dutton stated, “I’m pleased the governor saw the importance of signing SB 1186 to help curb these abuses and develop additional tools for businesses to ensure their establishments meet the requirements of the ADA.” Senator Steinberg agreed, “After many months of working with business and disability rights advocates, this compromise applies common sense to difficult issues.” The Chamber applauds Senator Feinstein, Governor Brown, Senator Steinberg, and Senator Dutton for taking this issue on and ensuring that business and property owners are able to make their facilities meet the necessary standards for disabled access without falling victim to predatory litigants.

However, the budget also includes a backup plan that requires “trigger cuts” to K-12 schools, community colleges, the University of California, and California State University should voters reject this measure.

Proposition 38 A second ballot initiative, Proposition 38, proposed by millionaire Molly Munger seeks to raise personal income taxes for a broader range of California residents and designate

the raised revenue specifically for the K-12 educational system. However, no funds would be designated to offset likely cuts to higher education. Furthermore, state officials have already indicated that any additional revenue from the proposition would be offset by decreased state funding, resulting in a zero net gain for public schools. Neither initiative seeks to address the broader issue of how Sacramento spends taxpayer funds for education. As such, the Chamber opposes both measures in favor of reasonable and bipartisan discussion on the state’s spending and educational issues by the elected leaders in Sacramento.

Chamber to Host CA Biz, Trans and Housing Secretary at Legislative Summit The Chamber will host Acting Secretary of California Business, Transportation and Housing Agency Brian Kelly for a discussion of key regional economic issues at the Chamber’s Legislative Summit on Friday, October 12, 2012, at The Mission Inn Hotel & Spa. As Acting Secretary, Kelly oversees 12 departments and several economic development programs and commissions consisting of more than 45,000 employees and a budget of $18 billion — a budget larger than most states in the nation. The Agency’s portfolio is one of the largest and most diverse in the State of California. Its operations address myriad issues that directly impact the state’s economic vitality and quality of life including transportation, public safety, affordable housing, international trade, financial services, and tourism. Kelly has served as chief transportation policy consultant for four successive Senate President pro Tempores. Senator Bob Dutton, along with Assemblymembers Kevin Jeffries and Mike Morrell will also be in attendance for this information-packed event. Community volunteers kicked off the fall season with 100 new rose bushes planted along Victoria Avenue at St. Lawrence and Adams. A host of other beautification projects included: litter/illegal dump cleanups, graffiti eradication and storm draining cleaning.

Downtown Business Council Member Joins United Way Staff Past Arlington Business Council President and current member of the Matt Friedlander Chamber’s Downtown Business Council Matt Friedlander has joined United Way of the Inland Valleys as director of community engagement. An active member of the community, Friedlander served six years on UWIV’s board has been involved in many local

Watershed Brought Hundreds to Cleanup River Bottom Once again, KRCB hosted the Santa Ana River and Fairmount Park Watershed Cleanup on Saturday, October 6. Over 500 volunteers joined together for litter cleanups and graffiti eradication at the Santa Ana River bottom and Fairmount Park in the City of Riverside. Over 10,000 pounds of litter and illegal dumping were collected and over 50 gallons of paint was used to eradicate graffiti on the freeway bridges below the river bottom.

Community members serve “Team March� at the the 40th Annual Military Appreciation Picnic.

40th Annual Picnic Shows Appreciation and Recognizes Local Military Community volunteers were on hand to express their appreciation for “TEAM MARCH� at the Chamber’s Military Affairs Committee (MAC) 40th Annual Military Appreciation Picnic. Colonel Samuel C. “Bo� Mahaney the 452nd Air Mobility Wing Commander gave the Commander’s Call that included a special presentation of the Bronze Star to Master Sgt. Jim Lambert of the 729th AS. Congressman Calvert of the 65th District was also on hand for opening comments. The day provided great music performed by the Oozie Blues and the Factory Tuned Band along with great food from Albertson’s #6514 and quality family time. Special thanks to the returning MAC co-chairs, Roger Rupp and Julie Verduzco for all of their hard work in producing another successful picnic. More than 350 volunteers served over 3,200 servicemen, servicewomen and their families. G.W. Singletary again worked with Dryer’s Foundation to donate more than 2,500 ice creams for the day’s festivities and Castle Park

Golf Classic Lets Businesses Connect On and Off the Course Over 200 players, sponsors, and volunteers mixed their passion for business and love of golf at the Chamber’s 27th Annual Golf Classic with Title Tournament Sponsors AT&T and San Manuel Band of Mission Indians. The sold-out event took place at the Jurupa Hills Country Club and brought together business owners and representatives from all types of industries.
