TRAIL ETIQUETTE
In order for everyone to enjoy their trail experience, there are proper manners for all trail users to exhibit. Remember the trail is for non-motorized use, including walking, running, cycling, and rollerblading. In order to avoid conflicts, observe the following guidelines:
• Stay on the right side with the flow of traffic.
• Groups should be in single file when other trail users are present.
• Control your speed! Travel at safe speeds that allow time to react to unforeseen hazards, and allows the ability to slow down for corners and other trail users. Slow down and use caution when approaching or overtaking other trail users. Let them know if you are passing.
WHO YIELDS THE TRAIL?
Before passing another trail user, make your approach known well in advance. Cyclists are encouraged to have and ring a bell when passing. A friendly greeting, “passing on your left,” also works well.
TRAILS AND TRAILHEADS
Enjoy the Canal, Great Western and Poudre River Trailheads, accessible via these great trailheads and open spaces!
River Bluffs Open Space ▸ This is an excellent spot to start your trip down the Poudre River Trail, especially if you are coming from I-25. Exit I-25 at Highway 392 (Exit No. 262), go east towards Windsor for 1.5 miles, turn left (north) onto County Road 3, then turn right (east) onto County Road 32E. The entrance to River Bluffs Open Space will be on your right in 0.25 miles. From this trailhead, you can access the Poudre River Trail to the West, or head East and enjoy the loop around Kyger Reservoir
Kyger Open Space Trail ▸ This is a 1-mile loop of paved and soft trail around the Kyger Reservoir, and it connects to the River Bluffs Open Space trailhead. Kyger Reservoir is located just east of the River Bluffs trail, between Colorado Highway 392 and County Road 32C. A small parking area has been built just east of the reservoir. Access to the water is not permitted.
• Bicyclists and skaters yield to walkers.

• Faster users yield to slower users.
Respect the resources: Look at wildlife from a distance, leave wildflowers and plants for others to enjoy, and stay on the designated trail.
Always look in front and behind before changing positions on the trail.
Be courteous! All trail users should be respectful of other users regardless of the type of recreation activity, speed, or skill level.
Be respectful of private property. The Poudre River Trail is open to the public, but most of the adjacent land is private property. In many cases, adjacent landowners were generous in donating the land which the trail is located on.
Practice the “Leave No Trace” principles. Be sensitive to the area, stay on existing trails and pack out at least as much as you take in.
Frank State Wildlife Area Trailhead ▸ To get to the Frank State Wildlife Area trailhead from Highway 392, turn south on County Road 13 and drive 0.5 mile. The trailhead going east has parking for this section and informational signs. The trailhead going west is about 200 feet offset to the north along County Road 13. There is no restroom at this trailhead.
Eastman Park ▸ Eastman Park is located at Eastman Park Drive and County Road 17 (Seventh Street). From Windsor, head south on Seventh Street, and turn west on Eastman Park Drive. The park is right on the Southwest corner of the intersection. The Poudre River Trail runs along the south side of the park, south of the Pavilion.
Archery Range ▸ Located at 465 Poudre Trail Drive off Hwy 257, this trailhead has access to the Poudre River Trail, taking twelve miles from Windsor and ending at Island Grove Park in Greeley.
Windsor Lake Trail ▸ 100 Fifth St, Windsor Includes various segments on and off-road, and includes access to the Canal Trail, Windsor Lake Trail and Great Western Trail, connecting Windsor to Severance and Eaton.

“In the winter, I enjoy snowboarding at Copper Resort. It has good trails and is the closest resort from here. The other three seasons, you might see me on the trail. I start out at First Street to get onto the trail and ride around the lake (often seeing people I know). The trail goes all the way to High Hops Brewery, which is a great place to quench your thirst. It only takes me about 20 minutes each way. When I first started using the trail, I crossed over too soon. The best place to cross is at Seventh by the lake where the traffic is lighter. Along the river on a summer’s night at dusk, it is you against the bugs! Wear bug spray (and maybe even goggles!) and keep your mouth closed.” – James H.

Our family visits Lil Monsters Playground all of the time – for birthday parties (they have amazing packages for parties), solo play time and play dates – and it’s always a great experience. It’s safe, fun and they keep their equipment CLEAN! My toddler loves the slides and rainbow nets and I love that he can run off his endless energy in such a unique space. Programs and Events
The library’s events and programs serve every age. They hold early literacy programs inside and out of the library, foster STEAM education in grade-school kids, provide a safe and inclusive space for teens, and promote continuing education for adults. Whether you’re reading, dancing, crafting, or grabbing a brew, they provide opportunities to come together as a community and expand our horizons.

The bookmobile – a library on wheels – is in a neighborhood near you. It visits regular stops in Severance, West Greeley, and Windsor on a weekly basis, offering everything you’d find at the library. Hop onboard to explore materials or have it deliver an item you’ve placed on hold.

Lobby Stops
It can be difficult to come to the main library or navigate the steps of the bookmobile. Armed with requested materials, library staff visit six different assisted living facilities on a weekly basis.
School Visits
The library brings literacy outdoors year-round with StoryWalk, a series of installations that feature a children’s book. As you progress along the path at Eastman Park (Windsor) or Lakeview Park (Severance), you’ll explore a new page of the story.
During the school year, the library is a regular in classrooms, engaging with students through STEAM (Science, Technology, Engineering, Art, Mathematics) activities and supporting staff with resources that help supplement curriculum. They’re also on hand at special school events to bring helpful resources to the students, families, and staff of Weld RE-4.

The history of the Town of Windsor stretches far beyond its official incorporation in 1890. Before American travelers began to settle the area, the place we call Windsor was home to immense herds of bison and the native peoples that hunted them. Archaeological evidence at the Kaplan-Hoover Bison Kill Site proves human occupation of the area as early as 800 years before Christ. In the 1870s, a solitary building served as a stopping point midway between Greeley and Fort Collins, both already established towns at that time.

Since the arrival of the Great Salt Lake and Pacific Railroad connecting Greeley and Fort Collins in 1882, the Town of Windsor has been growing steadily even to today. As the population of the town surpasses 43,000 people, Windsor still maintains a small-town feel that helps its residents catch a glimpse of what life might have been like here 100 years ago.
EARLY BEGINNINGS
In 1873, a settler named J.L. Hilton built a small house along the Overland Trail wagon road midway between Greeley and Fort Collins. The Halfway house, as it became known, served as a stopping point for travelers, stagecoaches, and mail

Windsor’s first beet dump, built in 1903, allowed wagons filled with sugar beets to easily load them into train cars rather than carting them long distances to the sugar factory. Beet dumps were one of many innovations in agriculture that made it possible for Windsor to grow its economy.
deliveries. The arrival of the railroad reduced the necessity of the Halfway House, but it remained a bustling saloon for many years. The railroad didn’t just make it easier for people to travel through Northern Colorado, it facilitated the transport of farmers’ crops and brought in investors and businessmen in increasing numbers. New advances in irrigation practices made it possible to sustain massive farms of wheat, and, most importantly, sugar beets.
THE SUGAR BEET INDUSTRY
Like many northern Colorado towns, the sugar beet played a major role in the growth and development of Windsor. Sugar beets were a cash crop that was often called “white gold.” The beets were chopped, processed, and refined into table sugar at the Great Western Sugar Company’s factory in town from 1905 until its closure in 1966. The sugar beet industry
attracted large immigrant families to work on the labor-intensive beet farms and in the sugar factory. The majority of these immigrants were Germans from Russia, whose culture made a great impact on the food, architecture, and businesses of Windsor.
COMMERCIAL AND POPULATION GROWTH
Windsor’s economy continued to grow alongside its sugar beet production. Farming families thrived and many new businesses opened along Main Street offering a multitude of services to its residents. The names of some of these businessmen are recognizable today, such as Manweiler and Yancey. Telephone service arrived in Windsor in 1893 followed by electricity in 1909. The Town of Windsor, despite its relatively low population, also boasted a hospital, opera house, multiple schools, and a town hall. Many of these buildings are still standing today and have been converted for many different uses. For example, the old town hall is now Windsor’s Art and Heritage Center.








INDUSTRIAL GROWTH
By the end of the first quarter of the 20th century, families of Germans from Russia were operating many of their own farms, and immigrant workers from Mexico replaced them in the fields. The sugar beet industry in Windsor drew to a close in 1966 with the shuttering of the sugar factory. New industries emerged, including a Kodak processing plant, which continued to employ generations of Windsor residents. Today, Windsor leads the way for northern Colorado in attracting green industry. In addition to windmill blade production, the area supports ethanol production, a newly upgraded recycling facility, and other green industries, Windsor has experienced unprecedented growth since 2000 and continues to attract families with its small-town charm and quality of life. Windsor has managed to balance its growth while maintaining the small-town feeling its residents are proud to call home.

MOVIES IN THE PARK
Bring your lawn chair and lounge in one of Windsor’s great parks while enjoying a movie with family and friends. Movies will start at dusk and are free unless otherwise noted. June-September; check the website for dates.

SWIM BEACH RULES AND REGULATIONS
Swimming is at your own risk! No lifeguard on duty!
Swimming is permitted within areas designated by ropes and buoys only at Boardwalk Park.
All park rules and regulations apply.
x Dogs are not allowed to swim at the Swim Beach, dogs may swim at the Windsor Lake Dog Park located on north side of Windsor Lake.

Children under 9 must be accompanied by a responsible guardian 16 years or older.
Swim diapers are requested for use with young children and are available at the concession stand.

“Most people who visit the River Bluffs trailhead stay near the parking lot and use the beach right there, but if you follow the trail a bit farther, you will come upon a bridge. My kids and I sit under the bridge and enjoy the stiller water – plus the bridge provides shade when it’s hot outside.” – Allyson P.
FISHING AT WINDSOR LAKE
The Windsor Lake is generally stocked with yellow perch fingerling, blue gill, channel catfish and trout.
Fishing is allowed year-round when ice is not present. Absolutely no fishing off the dock or on the swim beach.
Night fishing is allowed on the west side of Windsor Lake from the south end of the parking lot on Highway 257 north to the inlet bridge of the lake only.

We hope you and your dog enjoy visiting Windsor’s dog parks. For the safety of your pet and others, please be sure to follow the Dog Park Rules.
• Dogs may be off-leash and run freely within the fenced area.
• The off-leash dog area is for dogs, their handlers and those accompanying them. No other use is allowed..
• Dogs must be under voice control of their handler and in view of their handler at all times.
• Dogs must be on leash when entering and exiting the off-leash dog area.
• Leaving dogs unattended is prohibited.
• Dogs must be vaccinated.
• Handlers must pick up after their dog.
• Puppies must be at least 6 months of age.
• Motorized equipment prohibited.
• Handlers must be 16 years of age or older. Children 8 years and under are not allowed in the off-leash dog area; children ages 9 to 15 years of age must be accompanied by a responsible person 16 years or older.
• Use the park at your own risk. Owners are responsible and liable for the actions and behavior of their dogs at all times.
• All dogs must be spayed and neutered.
• Limit three dogs per person per visit.
• No food except gulp-able, bitesized treats (i.e. no food in bowls or long-lasting treats)
• Dogs and owners creating a problem must leave when asked.
• Potable (drinkable) water not available; please bring your own.
• Ingestion of untreated agricultural water such as Windsor Lake carries an inherent risk of possible exposure to pathogenic organisms.
• Dogs are welcome to swim in the water within the designated buoyed area only at the Windsor Lake Dog Park; people are not permitted to swim in this area
• Please be aware of boaters passing by, and keep your pet within the roped and buoyed area for their safety.

The Greeley Stampede is an annual summer celebration held in Greeley, CO. Located in Cheyenne, WY about 45 minutes north of Fort Collins, Cheyenne Frontier Days is the world’s largest outdoor rodeo that draws top professionals who compete for more than $1 million in cash and prizes. Since 1897 Cheyenne has celebrated its Old West roots with this eye-popping summer festival. Complementing the daily rodeo action are behind-the-chutes tours, trick riding, and a wild horse race.
