This brochure may reach you directly from MYQAS CERTIFICATION Sdn Bhd (MYQAS) or from other sources.

Wherever it came from, this brochure aims to inform and invite RMC Producers/Manufacturers to obtain Product Certification from MYQAS. A product certificate for RMC is required by Construction Industry Development Board Malaysia (CIDB) for application to CIDB, to obtain Certificate of Standards Compliance or Perakuan Pematuhan Standard (PPS) as enforced under Schedule IV of CIDB Act 520 (Amendment 2011).

MYQAS is established to provide a friendly, professional and independent Certification in accordance to requirements of International Standards ISO/IEC 17065 and ISO/IEC 17067. MYQAS hopes to extend our support to the Malaysian construction industry.

MYQAS is an independent Certification Body which is financially stable and derived revenue mainly from certification fees and has adequate and competent resources for its operation.

Delivering the RMC

Construction Industry Standard (CIS 21:2018) “Ready-Mixed Concrete (RMC): Production, Conformity, Transportation and Delivery Criteria For Producers” was developed and published by the Construction Industry Board Malaysia (CIDB) in 2016.

The latest edition at the time of printing this brochure is the CIS 21:2018.

CIS 21, provides the criteria for RMC producers, the RMC plants and the concrete for product certification. With a product certification certificate, a certified producer could apply to CIDB for the CIDB’s Certificate of Standards Compliance or “Perakuan Pematuhan Standard” (PPS) for RMC which is already listed in Schedule IV and a

mandatory requirement to comply with CIDB Act 520 (Amendment 2011).

Director of MYQAS Haji Yahya Bin Haji Ariffin, G. Eng Biodata of Director Haji Yahya Bin Haji Ariffin graduated as a Civil Engineer with a Bachelor of Engineering (Hons) degree from the University of Malaya in 1980 and subsequently in graduated with a Master of Science (M.Sc) degree from the University of Strathclyde, Glasgow, United Kingdom, in 1988.

Haji Yahya bin Haji Ariffin has more than 35 years of working experience, with 15 years in JKR/IKRAM Malaysia from 1980 to 1996 serving in various capacities as Building Engineer in the District of Jerantut Pahang, District Engineer in Cameron Highlands, Pahang, Senior Structural Engineer in Cawangan Rekabentuk at JKR Headquarter, Kuala Lumpur Malaysia and as Deputy Director (Material) in Institut Kerja Raya Malaysia (IKRAM), Bangi Selangor, and 17 years in Kumpulan IKRAM Sdn Bhd (the privatised entity of IKRAM). He has also served as Executive Director of IQRAMXPERT Sdn Bhd since January 2014.

Haji Yahya Bin Haji Ariffin has also served in various capacities in Kumpulan Ikram Sdn Bhd / Ikram QA Services Sdn Bhd (IKRAM QA) since January 1997 and retired in January 2014 as Director of Certification/Chief Executive of IKRAM QA. While in IKRAM QA, he has successfully established IKRAM QA as a competent Certification Body conforming to International Standard ISO 17065 and Material testing Laboratory conforming to International Standard ISO/IEC 17025 which are accredited by the Department of Standards Malaysia (STANDARDS MALAYSIA).

Haji Yahya bin Haji Ariffin has been actively involved in Standardisation development activities at the National and International level for more than 30 years since early 1990 and has a long history of involvement in the drafting of MS 523. He was also a Technical Committee (TC) member in the deliberation of the previous MS 523:1993. During the MS 523 revision exercise, he was the TC Chairman for the MS 523:Part 1:2005 and was a TC member for the MS 523-2:2011 and MS 523-3:2010. He was also a co-opted member in MS EN 206: 2016 and MS 523 Part 2: 2016 and MS 523 Part 3: 2016.

Haji Yahya bin Haji Ariffin was also actively involved in the development of CIS 21 (RMC) as a rapporteur to the Working Group appointed by CIDB. He has provided capacity building on CIS21 standard and RMC Certification to CIDB, CREAM, and IKRAM QA..
