EXHIBITION LIVESTOCK HEALTH REQUIREMENTS –GENERAL
All animals entering the grounds, including those showing in petting zoos, children’s barnyard animals, Old McDonald’s Farms, etc. must meet the health requirements set forth by the Arkansas Livestock and Poultry Commission for their particular species.
Arkansas livestock (except for Arkansas sheep,
goats, horses, steers and rabbits) must be accompanied by a certificate of veterinary inspection issued within 90 days prior to exhibition, showing the following:
CATTLE
1. Negative brucellosis test within 90 days prior to exhibition for females and bulls 18 months of age and over. All heifers that have calved or are bred must be tested. Animals originating from a Certified Brucellosis Free Herd and Certified Free Herd number is shown on certificate are exempt. If Arkansas is a Class Free State, Arkansas cattle are exempt from testing.
2. All heifers that are 4 – 12 months of age shall be vaccinated before entering show.
3. Heifers that were born on or after January 1, 1985, that are over 12 months of age and are not official calf-hood vaccinates will not be allowed to show (unless they are from a Brucellosis Certified Free Herd).
SWINE
1. Animals 6 months old or older to be tested negative for brucellosis within 90 days of exhibition or originate directly out of Validated Herd, with validation number and date of last herd test shown on certificate (barrows exempt from brucellosis testing but must be pseudorabies tested).
2. Animals to be tested negative for pseudorabies regardless of age within 90 days of the exhibition on a test approved by the State Veterinarian or originate directly out of a Qualified Pseudorabies Free Herd, with qualified herd number and date of last test shown on certificate.
3. Free of other contagious, infectious and communicable diseases (erysipelas, atrophic rhinitis, etc.); otherwise, they will not be allowed to show and will be released from the fairgrounds.
4. As of July 1, 2001, everyone has to have a USDA 840 tag.
SHEEP
1. Sheep will be inspected on grounds. No sheep showing symptoms of disease, particularly foot rot, sore mouth, sheep pox and scrapie will be allowed to show.
2. Animals must have scrapie ID tag.
GOATS
1. Fair personnel, veterinarians or state/federal personnel may examine goats on grounds. No goats showing evidence of abscesses, and certainly draining abscesses, will be allowed to show and may be released by fair officials, veterinarians, or state/federal personnel.
2. Goats showing evidence of another disease may be released.
3. Animals must have scrapie ID tag in ear.
4. Dairy goats must have either scrapie ID or tattoo.
5. The dairy goat that wins overall grand champion and makes sale cannot show in following years.
HORSES
1. Negative EIA test required within the past 12 months for all animals over 6 months of age.
2. Nursing foals under 6 months of age are exempt from testing if accompanied by negative test dams.
3. Photocopies of the test papers will not be accepted; carbon copies are acceptable.
4. Out-of-state horses must be accompanied by valid certificate of veterinarian inspection with individual identification and a rectal temperature reading of each animal.
POULTRY
An official representing the exhibition shall notify the State Veterinarian no later than thirty (30) days prior to the exhibition, giving names, place, inclusive dates and time of the event. The requirements are as follows:
1. All in state poultry, which includes domesticated game birds, quail, pheasants, pea fowl, guineas and turkeys, present at exhibition in Arkansas shall have originated from U.S. Pullorum-Typhoid Clean or equivalent flocks or have had a negative pullorum-typhoid test within ninety (90) days of the movement to the exhibition (pullorum-typhoid testing on fairgrounds during the fair is prohibited). This information will be documented on a NPIP Form VS 9-3, 90 Day Certificate, NPIP Flock Certification Form or similar certificate which will accompany the poultry during exhibition.
2. All non-certified birds must be banded (leg or wing band), with a sealed band. Wrap around plastic bands are not acceptable. In state waterfowl are exempt from pullorum-typhoid requirements.
3. Any poultry showing evidence of infectious or contagious disease or insect infestation will not be permitted to exhibit.
4. Record Keeping – The sponsor of the exhibition shall compile a list of all poultry present at exhibition. This list shall contain the name and address of each owner, the number, species, breed, variety, type, sex and pullorum-typhoid status of all poultry present. A copy of this shall be retained by the sponsor of the exhibition for at least twelve 12 months.
GENERAL LIVESTOCK RULES

1. ALL animal entries must be pre-registered by August 11th thru online registration http://polkar. fairwire.com
2. No paper entry forms will be accepted for animal entries. Entry fees can be paid online or mailed to PCFRA, P.O. Box 1402, Mena, AR 71953.
3. All sheep, goats, hogs and cattle entries must be accompanied by an entry fee. The entry fee for sheep, goats, hogs and cattle is $15.00 per animal. If your animal is also entered in County Bred Division, there is not an additional entry fee. Animals cannot be entered in the County Bred Division only. The entry fee for rabbits, poultry and cavies is $10.00 per animal. Entry fees can be paid online during the entry process via credit/debit card. If fee is to be paid in person or by U.S. Mail it must be paid by check payable to PCFRA or in cash.
4. Exhibitors are limited to 3 market animals per species. They may show up to two entries per class in all other livestock divisions. Poultry, rabbits and cavies are limited to one entry per class. Dairy goats are limited to 6 per exhibitor.
5. Health requirements for each species must be met. Health certificates must be inspected by the superintendent of the species prior to stalling the animal.
6. All cattle, sheep and swine must be in place by 6:00 p.m. on Tuesday and remain in place until officially released on Saturday night no earlier than 8:00 p.m. Poultry will be accepted from 5:00 pm to 6:00 p.m. Tuesday thru the back gate only. Rabbits will begin inspection at 4:00 p.m. Poultry chain chickens will be released Saturday from 12:00 Noon – 4:00 p.m. with receipt in hand.
7. All breeding animals in the beef, sheep, goat and swine classes must be registered with the exception of the commercial heifer classes. Any beef, sheep, goat or swine breeding animal not eligible to show in a breed class will be shown in the crossbred class.
8. The PCFRA reserves the right to prohibit the exhibition of an animal that the superintendent classes as sick, unworthy or dangerous for exhibition purposes.
9. Junior exhibitors must show their own animal unless extenuating circumstances – illness, family emergency, more than one animal in class – prevents them from doing so. The livestock superintendent must approve all circum-
stances. If a substitute showman is approved, the showman must be a current registered livestock exhibitor. It is up to the exhibitor to notify the livestock superintendent prior to entering the show ring if an extenuating circumstance has occurred.
10. Exhibitors shall show their animal at such times and places as they may be directed and shall furnish such information as required by the superintendent. The refusal to abide by this rule will forfeit premium award and exhibitor will be barred from showing.
11. Exhibitors in the Cattle, Swine, Sheep, Poultry (except for the Open Poultry Show), Goat, Rabbit and Cavy Junior Departments must be a member of 4-H or FFA and be enrolled in/or be eligible to enroll in an Elementary, Junior High or High School of a Polk County school district. These exhibitors cannot show in the Fair following their graduation from High School. Home schooled students must be an active member of a Polk County 4-H Club in order to participate.
12. Exhibitors are prohibited from showing livestock for premium in more than one county fair.
13. Where there is no competition, the judges reserve the right to use their own discretion as to whether animal shall be awarded 1st, 2nd or 3rd placing.
14. Each exhibitor shall furnish all feeds and feed and water their own livestock.
15. Poultry, Rabbit & Cavy exhibitors must provide feed for their animals. Exhibitors will feed and water their animals daily.
16. All livestock which are shown to compete for prizes must be and have been owned property of the exhibitor for not less than sixty (60) days before the opening of the Fair with the exception of steers. Steers must be and have been owned property of the exhibitor for 120 days. Spring born (current year) county bred cattle must be owned and in possession of exhibitor by July 1.
17. Exhibitors will be expected to keep the area where their animals are exhibited clean and presentable at all times. The animals will be kept in show condition throughout the Fair.
18. Forfeiture of prize money will result if Rules 14 and/or 17 are not carried out.
19. Nose tongs or ring shall be used on all bulls older than 12 months.
20. Awards will be given to the 1st place winners in the Pee-Wee, Junior and Senior Showmanship Division of beef, sheep, swine, goats, and dairy goats. Exhibitors must show an animal that is registered in their name and entered to compete in a class other than showmanship.
21. Junior exhibitors are classified as follows: PeeWee – Age 5 years through 8 years; Junior –Age 9 years through 13 years; Senior Age 14
years and older.
22. A 4-H member shall be allowed to show livestock eligible to make the Junior Livestock Auction as a regular exhibitor if he/she will turn age 5 years or older before the opening day of the current year’s Arkansas State Fair.
23. Youth must be old enough and strong enough to handle the livestock they are showing unassisted. Animals that break-away three times in the pen shall be removed from the pen.
24. Champion classes will be within breeds.
25. All livestock species will be shown in the “blow and show” format. No hair setting products (foam, adhesives, paints, etc.) will be allowed. Adult fitters for hire will not be allowed to fit livestock in the Junior Show. Junior exhibitors in competition for awards and premiums are encouraged to do the bulk of their own work fitting and grooming livestock on show day and assist others whenever possible. We realize some junior exhibitors are too young and inexperienced and may need some additional help. Show preparation assistance may be provided by immediate family members, other current livestock showers, certified Polk County 4-H Leaders, Agri Instructors or County Agents. No outside fitters will be allowed. The goal of the livestock show program is to teach skills to the youth.
26. In the interest of safety to animals and fair goers, no floor fans will be allowed in the livestock barn. Fan brackets should be prepared and fans hung above the animals. An attempt will be made by Fair administration to provide these.
27. All effort should be made by exhibitors to place show boxes and equipment in the grooming area or down the aisle in front of the tie spaces.
28. No tarps or covered stalls are allowed in any livestock area at any time.
29. Any protest or complaint in livestock procedures should be submitted to a member of the livestock committee and include a $100 cash deposit. Protest should be clearly written and submitted within 2 hours of the incident. Deposit shall be forfeited if protest is determined invalid. Deposit will be refunded if found legitimate.
30. Decision of the Livestock Committee shall be final.
JUNIOR LIVESTOCK PREMIUM SALE
FRIDAY AWARDS: 6:30 p.m.
AUCTION: 7:00 p.m.
General rules and rules specific to each species are to be followed as part of the same rules.
1. Sale participants are expected to sell in attire suitable for showing.
2. Exhibitors are limited to the sale of 2 animals total of two species.
3. Youth will be an active member of 4-H or FFA and will be enrolled or be eligible to be enrolled in a Polk County elementary, middle or high school.
4. The Fair Board is not/will not be responsible for animals listed in the sale or those not listed in the sale.
5. Exhibitors will receive their sale checks from the PCFRA when payment to cover checks is sufficient.
6. Terms of sale are cash unless prior arrangements are made with the sale clerk. Buyers are expected to settle with the sale clerk immediately after sale. Buyers with pre-approved billing arrangements MUST BE paid in full no later than 60 days after invoiced.
7. The exhibitor reserves the right to retain ownership and sell for premium only in the Junior Livestock Premium Sale. Therefore, the animal remains the responsibility of the exhibitor. This will allow an exhibitor to exhibit their project at district and state fairs.
8. Any actual purchase of a market animal for slaughter will be between the exhibitor and the buyer and will not be handled through the Junior Livestock Premium Sale.
9. There is a 5% commission charge to premium sale exhibitors to help off-set general fair expenses.

Beef Cattle Rules:
1. Only classes listed below will be judged – all others will be for exhibit only – no premiums.
2. All cattle must be at least 6 months of old by the 1st day of the State Fair to be eligible to show in the County Show.
3. All commercial heifers will be classified by weight. Breed type (American or Non-American) will be determined by the exhibitor. Show officials reserve right to change classification if heifer does not exhibit enough characteristics for breed type declared.
4. All registered cattle will classify by breed and age of animal. Brahman or Brahman influenced breeds will be considered American. All other breeds will be considered Non-American.
5. For the American division, each breed champion and commercial champion will show for Supreme and then next four heifers will be selected from remaining champions and reserves that are county bred. If the Supreme is not county bred, five more heifers will be selected. The Non-American division winners will be selected in same manner. Champion CB Bull will sell.
6. All beef cattle must be registered with the appropriate breed association and in the exhibitor’s name at least 60 days prior to the opening of the County fair.

2. All entries must register with the show Superintendent in the Livestock Arena upon arrival.
3. The Dairy Goat show will begin in the Livestock Show Arena at 1:00 p.m. on Wednesday. Milk out will be at 9:00 p.m. Tuesday night. All does in milk MUST be milked out at this time and not milked again until after the show. The Pygmy Goat show, the Meat Goat show and the Market Goat show will begin at 5:00 p.m.
4. Dairy Goats will be shown by breed. Exhibitors are limited to two (2) goats per class. The Overall Grand Champion Dairy Goat that makes sale cannot show in following years.
5. This show is open to all recognized breeds and grades of goats.
6. No intact buck goats are allowed on the fairgrounds.
7. Goats should be owned by the exhibitor at least 60 days prior to the start of the county fair.
8. Goats must be free of disease. All goats will be inspected on the grounds. Those showing disease symptoms will be asked to leave the grounds.

4. Top 2 county bred heifers from each division (American & Non-American) will be sold in the Junior Livestock Auction. If the same exhibitor has more than one of the top 3 or has another beef animal in the sale, next overall county bred heifer will move up. For each division, 3 total heifers will be sold, including no less than 2 county bred heifers.
County Bred Registered Bulls –Division 1302
1. To be considered a County Bred Registered Bull, the breeder must reside within one of the three school districts in Polk County.
2. Breeder must own the dam at the time of service and must have possession at the time of birth.
3. All rules pertaining to the County Fair Registered Bull Show will be in effect for the County Bred Registered Bull Show.

4. Rabbits of unrecognizable breeds, colors or mixes or breeds will not be shown for points. They will be for display only, but still must be pre-registered.
5. Each exhibitor is limited to one rabbit per class per breed and color.
6. All rabbits must be checked in with the superintendent from 4:00 p.m. to 6:00 p.m. on Tuesday of the County Fair. Rabbit entries will be released as announced by fair officials and must be removed by 10:00 p.m. Saturday.
7. All rabbits will be inspected upon arrival at fairgrounds by the Superintendent. Any rabbits that show any sign of disease or parasite will be disqualified and removed from the fairground to protect the health of the other rabbits in the show.
8. All rabbits must be identified legibly and permanently by tattoo in the left ear.
9. Exhibitor will provide feed for their rabbits and will feed and water their animals daily.

1. Showman must show at least 4 rabbits of the same breed. Two must be seniors – 1 buck and 1 doe, plus two that are not seniors (any sex).
2. Breeders will be awarded prizes based on placing points in the Breed Show. Only those placings within the breed will count toward showman placings.
3. All showmanship meeting the minimum requirements will receive a certificate and have their name, breed and year placed on the Breeders Wall of Fame.
MARKET RABBITS
1. Market rabbits must be owned and in the care of the exhibitor no later than the first Saturday in August.
2. Rabbits must be presented to an official appointed by the Polk County Fair Board on the first Saturday of August. The official will be available at the rabbit barn from 9:00 – 11:00 AM. Each rabbit will be tattooed in the right ear. Only rabbits with the official tattoo are eligible to be shown as a market rabbit.
3. On the day of the show, Market Rabbits must weigh at least 3 ½ pounds and no more than 5 ½ pounds. Rabbits cannot be over 10 weeks old. Market Rabbits may be any breed or mixed breed.
4. There will be an official shirt at 2:00 PM on Thursday of the county fair. Each exhibitor must present their market rabbits to be weighed by an official appointed by the Polk County Fair Board. Each rabbit must meet the weight requirements in Rule 3 above or they will be disqualified from competition.
5. Market rabbits must be free from all disqualifications as listed in the Standard of Perfection published by the American Rabbit Breeders As sociation. Any market rabbit that has a disquali fication will be eliminated from competition.
6. Any rabbit entered as a Market Rabbit is not eligible to compete in the Breed Show.
Meat Pens
1. Meat Pen is defined as three rabbits of the same color that meet Market Rabbit requirements.
2. Each rabbit in the meat pen must meet the weight and age requirements. If one or more of the meat pen rabbits do not meet the weight and age requirements the entire meat pen will be disqualified from competition
3. Rabbits entered in the Single Fryer competition cannot be entered as part of a meat pen trio. EXCEPTION: A meat pen entered that has a mortality that would disqualify the entry
may have one rabbit designated by the owner and signed by their County Agent, FFA Advisor or 4H Leader to be moved to the Single Fryer competition. This must be done two (2) days prior to the County Fair and communicated to the Rabbit Superintendent.
4. There is a limit of 2 entries per exhibitor for the meat pen contest.
5. Grand Champion and Reserve Champion Met Pen will make sale.

1. Single Fryer is defined as one rabbit that meets Market Rabbit Requirements.
2. Rabbits entered in single fryer competition cannot be entered as part of a meat pen trio.

EDUCATION BUILDING/STATIC ENTRIES
RULES
1. Entries may be pre-entered/registered online at http://polkar.fairwire.com. Walk in entries will also be accepted.
2. All articles must have been made in Polk County by the exhibitor and not previously entered in the Polk County Fair. Articles must be made or finished since the end of the last fair.
3. Each exhibitor may have up to two (2) exhibits in each class, but only one (1) will be judged. “NFJ” (Not For Judging) will be written on the registration form and the entry card.
4. All items must be clean and smoke free.
5. All entries EXCEPT “Baked Goods and Candies”, “Fresh Cut Flowers” and “Flower Bouquets & Arrangements” must be entered on Tuesday from 1:00 p.m. until 7:00 p.m. “Baked Goods and Candies,” “Fresh Cut Flowers” and “Flower Bouquets & Arrangements” must be entered on Wednesday from 7:30 a.m. until 10:00 a.m. “Farm Crops” and “Fruit & Vegetable Crops” can be entered on either day. NO LATE ENTRIES WILL BE ACCEPTED.
6. Judging begins at Noon on Wednesday.
7. No exhibitor will be awarded more than one
The Polk County Fair Catalog is designed and printed by
premium on entries in any one class number. Names will be covered on entry tags on exhibits during judging.
8. Where there is no competition, articles will be awarded first, second, third or no premium according to the merits of the article. Best of Show and Participation ribbons will be awarded as merited.
9. If rules are not obeyed, prizes and premium money will be forfeited.
EDUCATION BUILDING/STATIC ENTRIES AGE CATEGORIES
Age is based upon age as of the first day (Tuesday) of the Fair.
ADULT – 19 years and older
JUNIOR – 13 years to 18 years
YOUTH – 12 years & younger.
REGISTRATION
1. For your safety, while carnival rides are being assembled, please use the Exhibitor Entrance located at the south end of the fairgrounds off Rodeo Drive. From Mena, traveling on 71 South, about a half mile past Fairgrounds Road, turn left on Griffith Park Drive (next to Bowser Funeral Home), turn left on Rodeo Drive. Continue past the dead end sign, the Exhibitor Entrance is on the right.
2. The Registration desks will be located at the entry to the Education Building. Everyone must secure an Individual Registration Form and Entry Number before proceeding to the individual departments.
3. After obtaining Form and Entry Number, take your entry to the proper departments.
4. Before leaving the Education Building, please turn in your Individual Registration Form so your entry (entries) can be entered into the computer and judged.
5. All entries must stay in the building until Saturday at 8:00 p.m.
6. All entries must be picked up on Saturday from 8:00 p.m. until 9:00 p.m. or Tuesday from 3:00 p.m. to 6:00 p.m. If you cannot pick it up at this time, please have someone pick it up for you. Baked goods and cut flowers are thrown out, so you do not have to pick them up. Entry tag stubs must be shown in order to pick up your entry.
7. Ribbons and premium checks will be given out when entries are being picked up on Saturday or Tuesday. Checks will not be mailed due to the large volume of checks issued.
DEPARTMENT 20 – AGRICULTURE MECHANICS EXHIBITS
1. Articles exhibited must have been constructed by FFA/4-H members either as a part of their Agriculture Mechanics instruction or as part of their Supervised Agriculture Experience Program (Youth and Junior Divisions). Exhibitors cannot enter as both FFA and 4-H members.
2. Adults can enter in Division 100 – Adult
3. Entries will be judged on the basis of workmanship, finish, design, strength and usefulness.
4. An article can be shown only once at the Polk County Fair, but does not have to be constructed during the year it is exhibited. Articles can be shown twice only if they have been reconditioned.
5. All articles must be painted or properly preserved. In the case of used projects, they must be clean and in presentable condition.
6. Entries may be individual projects or chapter/club projects.
7. Exhibits must be entered between 1:00 p.m. and 7:00 p.m. on Tuesday.

DEPARTMENT 100 – EDUCATIONAL EXHIBITS

1. Space, as long as available, will be provided for each of the five classes listed below. Each entry will have one-half of a six (6) foot table for their display. Please notify the superintendent by the Friday before the fair, so that a space can be reserved.
2. No article entered in the exhibits will be allowed to compete in any other division or as a separate entry.
3. Entries will be accepted Tuesday from 1:00 p.m. until 7:00 p.m. All exhibits must be installed and ready for exhibition by Tuesday 7:00 p.m. and remain in place until 8:00 p.m. on Saturday.
4. Awards will be as follows: $7.00 participation to all entries; Champion award of $10.00 to overall winner of department.
5. If there is no competition, the judges may reserve the right to use their own discretion as to whether the exhibit is worthy of a ribbon. The following scorecard will be used in judging exhibits.

DEPARTMENT 101 –FOOD PRESERVATION
RULES
1. Vegetables must be young and tender, free from strings, fiber, large stems, cores and starchiness. Pieces should be of the same size and shape and should hold their shape and not appear mushy, do not use split beans or peas.
2. Fruit should be firm yet tender. The edge of the fruit should be smooth. It should be free from dark places, peel pieces, seed or sediment of any kind. Pieces should be the same size and shape and product should be free from mushiness or fruit pulp. The shingle pack is optional for peaches, pears and apples.
3. Headspace – for jams, jellies, juices and fruit
purees, one-fourth inch; for fruits, pickles and tomatoes, one-half inch; for vegetables, meats or other pressure canned foods, one inch to one and one-fourth inch. Liquid should be clear and over the product. There should be no sediment in the bottom of the jar. Use clean clear jars and rust-free lids. Bands should be left on jars.
4. Judges will use the “USDA Complete Guide to Home Canning”. These can be obtained from the Extension Service Office at 211 DeQueen Street, Mena.
5. Canned products must be canned in clear, standard (half-pint, pint or quart) jars in good condition with new, two piece canning lids (flat lid and band). NOTE: 12-ounce jars are allowed if they were canned using the pint (16 ounce) guidelines.
6. Exhibits must have been canned by exhibitor since the last fair.
7. All exhibits must be entered Tuesday between 1:00 p.m. and 7:00 p.m.

4. All flowers, plants and vegetables must be grown and arranged by the exhibitor and must be pest and disease free.
5. Exhibitor must furnish containers. Attractive containers are desired.
6. For Section 1 – judging of Flower Bouquets and Arrangements and for Section 3 – judging of Dish Gardens, Driftwood with Plantings, English Trough Gardens, Garden Art with Plantings and Terrariums – the containers will be considered part of the entry and judged as one.
7. No bows or figurines are to be added to plants or flowers.
8. Once a plant has been entered in the Polk County Fair, it cannot be entered again in subsequent years.
9. All exhibits are to be picked up Sunday between 1:00 p.m. and 3:00 p.m.
10. The Polk County Fair Board or the volunteer workers are not responsible for broken containers or plants left after 3:00 p.m. Sunday.

1. Stickers will be awarded to first, second and third place winners in each class.
2. Each elementary school, including special education classes, pre-schools and home schools are encouraged to prepare an exhibit which illustrates some area of work being done by their students.
3. All entries must be registered and installed with the superintendent on Tuesday between 1:00 p.m. and 7:00 p.m.
