Welcome At the time of print, the State Government announced some housing market reforms as part of the state budget. It’s a bittersweet outcome for the property industry in Queensland, with changes to buyer stamp duty concessions and buyer grants. From August 1, the stamp duty concession, which non-first-home buyers receive when buying a new or established home as their principal place of residence,will be removed. First-home buyer stamp duty concessions will remain for homes up to $500,000. As part of the budget there is also a $10,000 grant for new-home builds. Think you can’t get any more money out of your investment property? Welcome to the world of depreciation.

S

cores of property investors on the Sunshine Coast are sitting on a relative gold mine that they know nothing about and are missing out on thousands of dollars of extra income each year. In a country where owning an investment property is encouraged by the government, a great number of landlords are overlooking a major financial incentive offered to them that could knock 30 per cent off their taxable income each year. And, with the end of the financial year almost upon us, it should be every investor’s aim to submit a tax return that maximises the amount of money they can claim back from the government. Tax depreciation may not be the most

intriguing of terms, but its significance in the property investment world is often overlooked by those who should be giving it the most attention – landlords. In essence, depreciation is the decrease in value of an asset, such as a building or a dishwasher, over time, and the Australian Government will effectively pay landlords compensation for this loss in value every time they submit a tax return – if the landlords know how to make the claim. The managing director of tax depreciation and quantity surveying company Asset Economics, Matthew Stanley, says too many investors are missing out on this major tax break and therefore losing thousands of dollars a year. “Investment property is all about producing an income and it’s all about offsetting your taxable income,” Matthew says. “If you are not getting a tax depreciation report, you are effectively missing out on a 20 to 30 per cent reduction in your taxable income.” Of course, the reason the government pays this money back is not simply out of goodwill or as a gift. Its main purpose is to support the investor financially to ensure the covered items are maintained at a useable level for tenants or so the money can be used to replace those items. The director (estimating, contracts administration and tax depreciations) of Accord Quantity Surveyors, Bobby Le Roux, says the government also wants to use depreciation as an incentive for more potential investors. “[Depreciation is used] to stimulate the building/property sectors,” he says. “Without the depreciation benefits, some property investments are simply not attractive in terms of return percentages. The depreciation you claim is, in effect, additional income for that investment.” Bobby has been a quantity surveyor for 22 years and Accord carries out 90 per cent of its depreciation reports on the Sunshine Coast, so he knows the local market well. He says there are sure to be a number of investors who are still unaware of claiming depreciation, but that many are now more savvy about the money they can earn from their properties. “Some years ago the percentage of people who didn’t claim depreciation was most probably well over 50 per cent,” Bobby says. “But in recent years the percentage decreased, possibly due to the fact that tax accountants and real estate agents have been advising landlords about the benefits available.”

So what are those benefits and how can an investor claim them? First the investor should employ the services of a qualified quantity surveyor and have a depreciation report made for each of the properties he or she owns. Then, it’s simply a case of submitting the report to his or her accountant at tax return time. A depreciation report submitted with an annual tax return will basically tell the Australian Taxation Offi ce the value of the income-producing assets owned by an investor and the calculated decrease in that value over

a period of time. This allows the investor to effectively claim for compensation in the form of a reduction of his or her overall taxable income – so, if the depreciation report shows the assets will reduce in value by $10,000 in the financial year, the investor can reduce the taxable income by $10,000. Matthew Stanley says Asset Economics, which provides depreciation reports in Melbourne, Sydney and the Gold Coast as well as the Sunshine Coast, supplies up to 5000 reports a year for customers but adds there are many more people who are missing out on

securing this major tax incentive. “It constantly amazes me that not all people do it,” he says. “Accountants need to set it on their agendas so their clients are aware of it as well. Good accountants will always recommend getting a depreciation report done.” So what sort of return can you expect from the tax man once you’ve submitted your tax return and depreciation report? As a general rule, the newer the property, the more items and the higher the amount of depreciation you can claim, but owners of older investment properties can also claim for the reduction in value of many items, and certain recent renovations too, such as appliances in a new kitchen. The Australian Taxation Offi ce will allow for depreciation on the building if the property was built after July 18, 1985, but for older properties, any renovations carried out after that date may still be eligible. Just what is eligible, how much it’s worth and how much it will reduce in value each year can be a complicated matter and that’s why accountants, usually, will recommend a professional quantity surveyor carries out the initial assessment for you. At about $450 plus GST for the service, it isn’t the cheapest piece of paper you will ever get your hands on as an investor, but it’s clear that over its 10-year life span it will be worth significantly more to you. And the good news is that it’s 100 per cent tax deductible itself. In fact, according to Bobby Le Roux, an average three-bedroom, two-bathroom home built in 2001 could be eligible for about $43,300 for the first 10 years of its use as an investment. That’s not an amount to be sniffed at and Bobby is baffled that there may still be investors out there who haven’t claimed depreciation on their properties. “The assumption is that they don’t know [about depreciation],” he says. “How else can continued over >

The returns in each scenario are quite significant, especially when considering most property investors will be holding on to their investments for about 10 years or more in order to maximise the long-term capital gain. Of course these are very basic examples and every property will vary slightly in terms of the value of items in question, but as a rough guide Bobby outlines the possible rebate as follows: Scenario 1: Bobby says the owner could claim $10,300 for the first year, $78,000 over the first 10 years and a total of $266,000 for the 40-year life of the property. Scenario 2: $6000 for the first year, $43,300 for the first 10 years and $108,000 for the 40-year life of the property. Scenario 3: $4400 for the first year, $26,700 for the first 10 years and $73,700 for the 40-year life of the property. * This information is indicative of a likely possible return. investment isn’t as easy as it used to be,” he says. “You have to become a more sophisticated investor when you buy property. People need to learn more about depreciation and the rights and wrongs of property investment. “It’s a learning process for some people and they should be guided by their accountant. Unfortunately, there are some accountants who don’t value it as much as they should. But look at all the wealthiest people – they all have property. You can never say no to property.”

outique real estate agency Engel & VĂślkers has just released a list of Europeâ&#x20AC;&#x2122;s most expensive streets based on its listings for 2010 â&#x20AC;&#x201C; and itâ&#x20AC;&#x2122;s no surprise that the priciest address is in the celebrity paradise of Monaco. Avenue dâ&#x20AC;&#x2122;Ostende overlooks Monacoâ&#x20AC;&#x2122;s central marina, and in September 2010 an unnamed Middle Eastern investor paid 240 million euros for a mansion there (thatâ&#x20AC;&#x2122;s about $330 million, and equates to a whopping $202,000 a square metre). Property on the Italian island of Sardinia comes in at second place, with homes overlooking the Mediterranean Sea in the bay of Romazzino regularly fetching up to $136,000 a square metre. Third place goes to London road Knightsbridge, which is just down the road from Harrods and,

France takes the next three spots on the list, with Parisâ&#x20AC;&#x2122;s Avenue Montaigne and Avenue des Champs ElysĂŠes in sixth place, followed by Swiss addresses in St Moritz and Geneva, and the North Sea island of Sylt, Germany, rounding out the top 10. These locations are mostly exclusive regions for second or holiday homes, and Engel & VĂślkers says the priciest residential property in Europe is in major cities such as Vienna, Munich, Milan, Zurich and Rome, all of which can command prices of around $27,000 per square metre for top-end property. â&#x20AC;&#x153;We witnessed the highest prices

in those locations where extreme exclusivity meets a severe shortage of properties on the market,â&#x20AC;? says Engel & VĂślkers CEO Christian VĂślkers. He says these areas involving tiny parcels of land with just a few roads are in such high demand that the level of interest cannot possibly be met, driving prices up to levels far beyond average. â&#x20AC;&#x153;This isnâ&#x20AC;&#x2122;t to say that every apartment and every square metre of real estate in these prime city and holiday home locations can be transacted at the same top prices quoted here,â&#x20AC;? he adds. Next Property Group’s general manager Damien Michael reports the same trend, saying May is the busiest month the company has recorded in the past six months. He says buyers are recognising the opportunities of buying in the current market. “There is a perception from buyers that we are nearing the bottom of the cycle, which means it’s a good time to buy,” he says. Jason Jaeger from Henzells Agency says the group had a busier-than-usual May, with 35 sales recorded. Despite the rush, Jason says there’s no apparent trend emerging. “We’ve sold properties from $200,000 to $1.5 million, and if the property suits, normally there’s someone who can afford to buy it,” he says. “That being said, there is a normal market range in Caloundra between $400,000 and $600,000 that’s pretty consistent, but we’ve had sales right across the board.” While agents acknowledge more activity, the general outlook for the rest of the year according to most is pretty modest. “I believe the good volume of sales will continue for the rest of the year, unfortunately it won’t reflect in pushing prices up,” says Damien. “It’s a great time to buy. If you are selling at a perceived loss then you can pick up the difference in your next purchase. The cost of money is still very reasonable.”

Although the long weekend meant things were a little quiet on the auction front, there were still two sales under the hammer

Allen Barber of First National Mooloolaba says Saturday’s auction of 14/3 Urambie Court, Mountain Creek showed how the auction process can turn up unexpected buyers. The property was passed in with no registered bidders, but immediately after the auction Allen was approached by two sets of conditional buyers who’d been holding back to see what the outcome was before expressing interest. Allen and fellow agent Jean Hamer are currently negotiating offers with both parties and hope to have a contract soon. The council is spending millions on improving Coast roads, most of them in the hinterland.

M

ost of us spend many hours on the road each week, heading to and from work, or ferrying the kids to school, sporting events, friendâ&#x20AC;&#x2122;s homes and the shops. It therefore makes good sense to buy a property in an area with a safe and uncomplicated road system linking the many venues we drive to every day. Navigating roads with potholes and lose gravel is time consuming and dangerous, even more so after wet weather. Unfortunately, many hinterland residents have had to accept that unsealed roads are a part of life, although that is slowly changing. The Sunshine Coast Council has committed to spending $25 million over the next 10 years to seal or improve existing gravel roads in the hinterland and on

the coast. And itâ&#x20AC;&#x2122;s no small feat â&#x20AC;&#x201C; there are more than 690 kilometres of gravel roads across the Sunshine Coast, the majority in the hinterland. Of the $25 million, $2 million will be spent during the next financial year sealing high-priority gravel roads, while an additional $1 million will be spent on the replacement and upgrade of gravel on the existing unsealed network. Councilâ&#x20AC;&#x2122;s manager of transport and engineering services, Brian Peebles, says the council will reseal or rehabilitate more than 260 roads in the coming year. Priority is generally given to roads subject to increased traffic volume and deterioration. From roads to waste If you’ve lived in a home on sewerage, buying a property with a septic tank can be a learning curve. Suddenly there are flushing rules to abide by and steps to take to ensure the bacterial breakdown of waste. Over the years, many homes have been converted from septic to sewerage with the upgrade of existing sewerage treatment plants in the area. More than 300 homes in the Cooroy/ Pomona area will go on line next after the completion of a $15 million sewerage treatment plant at Cooroy. Unitywater project manager Ben Goodall says the sewerage system is being upgraded to accommodate forecast population growth and improve the treatment standard for discharge to the local environment.

“The existing treatment plant has a serviceable capacity of about 4000 people and they are looking to roughly double that in the future,” Ben tells MPP. “There are quite a number of people in Pomona who have already had the existing sewerage lines extended to them by council but they haven’t been able to connect because the current sewerage treatment plant cannot handle the load. “Once the new treatment plant is completed, those residents will be able to decommission their septic systems and connect to the sewer network.” Construction of the plant is expected to begin later this year and be finished before the end of 2012. New technology will help to reduce odour emissions.
