Message to the people...

INSIDE I MESSENGER March 16, 2012

I called 911 the other day. Not for my protection, but for the man who I was going to hurt! It was a beautiful day and I might add, a very productive one for me. That is until I ran across the man who felt it was his right and privilege to touch me in an inappropriate manner.

Cedar Valley has entrepreneurial academy.

7

I was so frustrated. Admittedly I may be a little sensitive about the issue of sexual inappropriateness, especially when “Pookie” is still on the loose, after raping at least three members of Delta Sigma Theta Sorority Inc., and attacking another. And those are the assaults we know of!

State Rep. Stefani Carter reports

Cheryl Smith

I immediately told this man that he was wrong for his actions and I said he “messed with the wrong person.” I told him he needed to pay for his behavior and then I threatened him. He didn’t seem to comprehend what I was saying so I got into my car. So many thoughts were swirling around in my head at that moment. After talking with activist/author Joyce Ann Brown, Judges Maryellen Hicks and Lora Livingston, and Atty. Glenn Lewis; I now realize what I knew and didn’t care about at the time, that clearly the wrong thing for me to have done would have been to retaliate by causing bodily harm.

9

I guess that is why my decision to call the police was a good one--and so much better than the other thoughts. You see, initially, I wanted to make him pay for any woman who has ever been assaulted. In a short span of time, I thought about the countless number of African women and their descendants who for centuries were kidnapped and raped; there was also little Marguerite Johnson, who wrote about her rape in the bestseller, “I Know Why The Caged Bird Sings”; then there are the thousands of college students who have been the victims of date rapes; or the countless young children who were molested by their fathers, stepfathers, uncles, momma’s boyfriends, etc. I could go on and on because my mind was in a state of disarray as I thought about how I should handle this “Pookie.”

Judge Maryellen Hicks turns 60!

12

Interestingly, before the police arrived, the man took off walking down the street. Actually he was in the middle of the street, stopping traffic and yelling. Then suddenly he stripped, standing in the middle of Martin Luther King Blvd, butt naked, for the world to see. I called 911 again. This time I yelled and told them to get someone to my location immediately.

FAMU’s Winfred Parnell, MD appointed to Parkland Board.

I watched as a DART squad car pulled up and an officer turned on the car’s flashing lights and waited for back up. Two Dallas Police squad cars showed up, along with a medical emergency vehicle. An officer came over to inform me that the man was gong to be taken to a hospital for psychiatric evaluation. I was told that it appeared he was on some type of drug. The officer asked if I wanted the man to be issued a Class C citation and I said, “No.” All I wanted was for the man to get help. Sadly, he is not alone.

15

Last weekend Sen Royce West (Dallas) hosted a community forum focusing on crime. It was startling to hear about the high number of folks with mental health issues living in the Metroplex. When one citizen asked how were Mental Health Mental Retardation (MHMR) patients being dealt with, Sen. West acknowledged that the City and State needed to do more.

One person I talked to said that the man who offended me was “probably high on Wack.” I didn’t have a clue what “wack”is and I was told that’s what you call marijuana joints that have been soaked in embalming fluid. What a wacky combination! Now back in the 1990s I heard about someone who did the same thing three months before he was scheduled to graduate from high school. The stuff messed his head up so much that he too had to be hospitalized. It was only after a stint in the Texas department of Corrections, that he finally realized the error of his ways. I don’t know what became of the “Pookie” on Martin Luther King Blvd., but I do know that there are so many others out there who are letting drugs destroy their minds. Sadly people will see the devastation that drugs cause and they will still experiment with it. Over the years, I haven’t found anyone bad enough to beat drugs. Sure they may “beat” the habit, but the drugs did take a toll on their lives. Also, I have yet to find anyone who has said they are “glad” they went through an addictive phase in their life. The message remains very simple: Say HELL NO to drugs!

Eggs and Issues focuses on crime in the neighborhood

Sen. West explains reason for the gathering.

It was standing room only at the Eggs and Issues Community Forum, hosted by Texas State Senator Royce West, last weekend. Joining the senator to discuss crime, was Dallas County – Sheriff Lupe Valdez, Dallas Police – Chief David Brown, Cedar Hill Police – Chief Steve Rhodes, DART Police – Chief James Spiller, Duncanville Police – Chief Robert Brown, and Lancaster Police – Chief Larry Flatt. Other attendees included judges, members of the commissioners court and district attorneys office, community activists and a number of other elected officials and candidates. Issues discussed included relationship building, high crime areas and the DART Transit System. In Chief Spiller’s address, he talked about safety issues, saying, “DART is one of the safest transit systems in the country.” If there is a problem and 911 is called, he said the response time is 8 1/2 minutes. He also pointed out that contrary to popular

belief, the most prevalent problems and the most citations written are in the northern sector of Dallas. Dealing with drug houses and the proliferation of alcohol (specifically beer and wine) establishments in previously dry areas was also a source of contention for citizens. Sheriff Valdez and other chiefs addressed a concern that was raised about high school students in Dallas and who would take a role in dealing with them. Is it a problem for DISD officials, City officials or County officials. Communication is an issue that must be resolved because, said the Sheriff, “It is easier to fix a child than a broken man or woman.” As far as drug houses are concerned, citizens have to get involved and they can remain anonymous. Citizens were encouraged to take down pertinent information, and you can call 214.744.4444 and no one will attempt to contact you. Bullying is a subject attendees were passionate about as they discussed cyber bullying and what measures need to be taken to protect students and prevent the abuses. It was noted that information on cell phones and computers can be subpoenaed and retrieved. Possible, if students are made aware of this information, they won’t be prone to act out. Maria Arita, Dallas County Public Information Officer said there is an organization, Mothers Opposing Bulling.org, and they are working on the issue and Heath Harris from the District Attorney’s office said counselors are doing a great job addressing the issue. Citizens were also encouraged to practice safety tips, like locking your vehicles, taking valuables or hiding them.

Department of Justice decision receives praise

SOMETHING TO THINK ABOUT...

JUSTICE --FINALLY! Activist Thomas Muhammad sent the following message out: This just in: Wednesday, March 13, 2012, Broderick Gamble and Silk Littlejohn Gamble prevailed in a civil trial against Grace Head, the white female who attacked them in a brutally vicious race hate crime on December 19, 2007 because she and many of her neighbors didn't want blacks living in their North Arlington community. A teary eyed judge said he was ashamed of what happened in the city and that this should never happen again. With that he awarded damages at $250,000 for Silk and $50,000 to Broderick. This brings closer to what surely was another low point for the city of Arlington. Visit www.endracisminarlington.com to find out more. Forward Ever! Backwards Never!

The Texas Secretary of State Elections Division, received notice from the United States Department of Justice - Voting Rights Division (DOJ), that changes made to Texas elections laws that would require voters to show a state-approved form of photo identification to vote have been rejected. The notice arrived one day before a 60-day deadline the DOJ had to respond to the state’s most recent submission. Under Section 5 of the Federal Voting Rights Act, Texas is one of 15 states - many in the South that must submit changes to voting laws to the Justice Department for pre-clearance due to their past histories of voter discrimination. Although SB14 was passed by the Legislature during the first weeks of the 82nd Session, its provisions could not go into effect without DOJ approval. The law would have gone into effect January 1, 2012 had it gained preclearance. In addition, the Justice Department wrote that the state failed to make its case that laws already in place to prevent “significant in-person voter impersonation” were insufficient. Under Texas voter ID law, all voters must present one of the following forms of photo identification in order to be eligible to vote: •

Broderick Gamble and Silk LIttlejohn’s story was reported on extensively and to hear that a judge ruled in their favor is good news. In the pictures above, Silk is hospitalized following the attack and in the other photo, the ugly, racist message from their neighbors appears on their garage door. It will be interesting, however, to see if they are able to collect. Silk is now the president of the Arlington NAACP. The entire family is working to end racism. What are you doing? PAGE 5

Driver’s license, election identification certificate, personal identification card, or concealed handgun license i s s u e d b y t h e Te x a s Department of Public Safety; • U.S. military identification card containing the person’s photograph; • U.S. citizenship certificate containing the person’s photograph; or • U.S. passport. With the exception of the U.S. citizenship certificate, all of the forms of identification must be current or have expired no more than 60 days before being presented at the polling place. Sen. Royce West (D-Dallas) and Sen. Rodney Ellis (D-Houston) believe the Department of Justice ruled correctly. “All along I, along with other opponents of SB14 - the Voter ID bill remained steadfast in our objections to this legislation that was made one of the top priorities for the Legislature last year, despite the fact that we were facing a $20 billion budgetary crisis. What the Justice Department said in its ruling was that Texas failed to prove that the changes in law would not have a retrogressive effect on minority voters. In other words, the new law would make it harder for minority citizens to vote than the existing requirements already set in state law.

There are more UFO and Bigfoot sightings than documented cases of voter impersonationAfter years of testimony and debate, supporters of Texas' voter ID law still cannot prove their case that voter impersonation is even a minor problem in Texas. We, unfortunately, have plenty of evidence that it will disenfranchise legal student, elderly, African American and Hispanic voters. The Department of Justice saw that evidence and made the right decision.” RE

Sen. Royce West

The Justice Department raised the same objections in its rejection that we did in the Senate and the House last year. We argued that poor people and minorities would be made to pay for the right to vote - a de facto poll tax. We argued that there are many places in Texas where it is more difficult to obtain a drivers license or state-issued ID card. And we argued that the Voter ID bill would do more to suppress minority voters that prevent rare proven cases of voter impersonation. Now, unless the court says otherwise, Texas voters will be able to use their voter registration cards as the primary form of identification just as they have for years. In January, Texas Attorney General sued the federal government so that the SB14 could go into immediate effect. The case, now in a Washington D.C. District Court has not been decided. According to the Texas Secretary of State, Texas the items required for voter identification to be able to vote in the May 12 local elections and the May 29 Primary elections will remain the same as those required to vote last year before the photo ID law was passed.” RW

Melanie L. Campbell

Melanie L. Campbell, president and CEO of The National Coalition on Black Civic Participation, said: "We support the US Department of Justice's decision to oppose the law passed in Texas last year requiring voters to show a photo ID, and hope that similar laws passed in other states are also struck down. While these restrictive voter ID laws are being passed under the guise of preventing voter fraud, states passing these discriminatory laws have not provided evidence of significant instances of in-person voter fraud that would justify the changes. We appreciate and commend the Justice Department for their due diligence in recognizing the voter ID laws for exactly what they are – a ploy to disenfranchise American voters. These new voting rights laws that are popping up around the country are merely a tactic to circumvent the Voting Rights Act of 1965 and apply a modern-day poll tax. The Texas voter ID law would have put an unfair burden on poor, minority and disabled voters, students and senior citizens and could have resulted in preventing thousands of citizens from exercising their right to vote. We thank the Justice Department's civil rights division for their commitment to protecting the integrity of the democratic process. "As courts across the country review and dispute these new laws, The National Coalition on Black Civic P a r t i c i p a t i o n , B l a c k Wo m e n ' s Roundtable Power of the Sister Vote, and our youth initiative, Black Youth Vote!, will continue our efforts to alert the black community about new voting laws, educate them on the issues, and encourage them to vote absentee, early, or on Election Day." MC

Sen. Rodney Ellis

"I thank the Justice Department for standing up for voting rights. Throughout the preclearance process, Texas consistently failed to produce information showing the law would not have a discriminatory impact on minority voters. The Voting Rights Act exists for this exact purpose: protecting the ability of all Americans to access the ballot box. !

Dallas County citizens receive free kidney screenings Dallas County Health and Human Services celebrated World Kidney Day in a big way. In addition to receiving recognition at Dallas County Commissioners Court, DCHHS and the National Kidney Foundation (NKF) issued a call for Americans to protect their kidneys and prevent damage by educating themselves about CKD and the proactive ways they can reduce their risk of kidney failure. Because identification of the disease is such an important first step, DCHHS, in partnership with NKF, offered free Kidney Health Risk Assessments (HKRA) on March 8, at the Dallas County Health and Human Services building, Sixth Floor, Assefa Tulu Auditorium. Kidney disease is the ninth leading cause of death in the U.S. More than 26 million Americans have chronic kidney disease, and millions more are at risk but most don’t know this important information. “CKD often develops slowly with few symptoms, and many people don’t realize they’re sick until the disease is advanced and requires dialysis or a transplant,” said Mark Edwards, NKF Division Program Director. Shortly before the doors opened for the free screenings, Mr. Thompson talked about how important the

partnership is for Dallas County and how about 250 citizens showed up for screenings in 2011. The screenings cost between $800 and $1200, said Zachary Thompson, DCHHS Director, who promotes a healthier lifestyle. “Unfortunately, many people don’t realize that a few simple lifestyle changes can slow the progression of CKD and can reduce the chances of developing it,” he said “Knowing the risk factors and controlling the major ones, such as diabetes and high blood pressure may prevent kidney failure. Regular physical activity and a diet low in fat, salt, sugar and protein can make a big difference in reducing risk and preventing complications.” According to Mr. Thompson, what you don’t know can kill you and many African Americans don’t know their health history. “Know your healthy status,” he urged. “We need to make sure we are getting our blood pressure checked and when we have family reunions, we need to talk about health issues. Also he says that healthy eating and proper rest, as well as exercise, are all important. “The World Kidney Foundation, along with Dallas County Commissioner John Wiley Price through KwanzaFest

Marie Collins, Division President, Mark Edwards, Division Program Director, Dr. Lauren McDonald, Dathan Johnson, Program Manager, and Zachary Thompson, DCHHS Director. Seated: Commissioner Maurine Dickey, Commissioner Mike Cantrell, Judge Clay Jenkins, Commissioner John Wiley Price, Commissioner Dr. Elba Garcia at Commissioners Court

has done a lot of work to make sure everyone understands the importance of your kidney so we can prevent kidney disease,” continued Mr. Thompson. “I commend the First Lady, Michelle Obama, for promoting a healthier lifestyle and encouraging exercise and a proper diet.” More information can be found on the Dallas County Health and Human

Services website at http:// www.dallascounty.org/hhs/. NKF is also teaming up with doctors, nutritionists, and lifestylemaven B. Smith to promote healthy food alternatives, diet tips, and easy exercises that can help stem the dramatic rise of CKD in our communities. I Messenger

MARCH 16 , 2012

As State Representative, I will be hosting Coffee & Conversations with Carter to be held on Thursday, March 29, 2012, from 2:00 p.m. - 5:00 p.m. in my district office (Park Central I, 7616 LBJ Freeway, Suite 675, Dallas, Texas 75251 - the "Alon USA" building). These meetings have been tremendously beneficial to me, as I appreciate hearing the thoughts and opinions of my new and old constituents. This meeting will be formatted a little differently than the ones before. Constituents will have an opportunity to schedule a 15-20 minute private session with me to voice their concerns or ideas. I encourage anyone interested in chatting with me to schedule a session in advance by calling (972) 661-9649. Coffee and snacks will be provided. REDISTRICTING UPDATE - Final Maps Approved On Tuesday, February 28, 2012, the District Court in San Antonio released final redistricting maps for the Texas House of Representatives, the Texas Senate and U.S. Congressional districts. The map below shows the boundaries of Texas House District 102.

Final map of Texas House District 102. As you can see, the interim House District 102 map will encompass parts of Addison, Dallas, Garland and Richardson - it is identical to what was originally drawn by lawmakers. In general, I believe the House map is a fair reflection of the original intent of the Legislature. On the House side, we expect 97 GOP seats out of the 150. On the Senate side, we expect 20 GOP seats out of the 31. Regarding the issuance of new maps on February 28th, Attorney General Greg Abbott said, "I consider these interim maps to be a substantial improvement over the maps previously issued by the San Antonio court. The court properly rejected demands by some plaintiffs to draw drastic and over-reaching maps." I agree with General Abbott.

volunteers greeted families and donors. The weather was beautiful and the atmosphere was equally beautiful and actually somewhat festive. It wa s amazing obser ving Cher yl spreading love as she watched entire families happily carting away food and drinks. Although there was so much going on, Cheryl remained calm and focused as she made sure that everyone’s needs were met. Her team appeared to be equal l y committed as they sought to make sure that not a person on the premises went without a greeting and a kind word. When the last family climbed into their car after loading up the trunk, it was time for the volunteers to exhale. As they all gathered around her, Cheryl expressed appreciation f o r w h a t a m o u n te d to s o m e volunteers arriving before daybreak to prepare for the rush and some working as many as six hours--and it was just approaching the noon hour. Acknowledging the students who were working during their spring break, and the volunteers from corporate America; Cheryl explained why the work was so important. “This is very serious to me,” said Cheryl. “We have fun and want this to be an enjoyable experience for everyone, but this is serious business.” And she treats everyone with respect. Cheryl knows how it feels to go through tough times and she makes sure that people are treated with dignity and respect. Families can come there without worrying about someone broadcasting their PAGE 11

business to anyone who will listen. The families that come through Minnie’s are shown much love and no one is judgmental. Cheryl had no idea that I was about to write a feature story about the work that she is doing. She thought I was just stopping by to say, “hello” and chat since I was in the area. It wouldn’t have bothered her anyway. Cheryl is always cameraready and on-point. The multi-faceted and multitalented “PK” is no stranger to publicity, headlights and cameras. She has appeared on several television shows, as a contributor on WFAA’s Good Morning Texas and as host of her own cable show. Many became familiar with her and her sister, Lynette. The two, appropriately dubbed the Sisters of Savings, provided tips for “smart, savvy shopping.” They are pros at teaching you how to spend less and give more, because life wouldn’t be as fulfilling for her if she was not doing something to help others. Cheryl’s spirited personality was a high point during her appearances on se veral game shows, including Deal or No Deal, W h e e l o f Fo r t u n e a n d t h e Marriage Ref. No w t h a t w a s h i l a r i o u s , watching her plead her case for why she spent so much time watching the Oprah Winfrey Show, much to her husband’s chagrin. A nice paycheck came home with the couple and while I didn’t ask her, I am sure that others benefitted from their appearance on the show. Now ever yone who knows Cher yl, knows that she loves Oprah Winfrey and you’d get a kick out of reading about her one-

And yes, she had that big signature smile on her face. Now, if you’re looking for s o m e o n e to g e t a n a u d i e n ce motivated, just call on Cheryl. students who received lunch, several treats and even computers! Talk about getting the teens excited! Cheryl was the lead-in to Judge Greg Mathis and Mr. Bosh and she had the audience excited as she talked about being positive and making good decisions. She even passed out a few $20 bills to some lucky teens. D e s c r i b e d a s a n “a u t h o r, a c t i o n a r y, s p e a ke r and philanthropist,” Cher yl is a humanitarian. She ser ved as chair of the Hunger Relief Coalition of Collin County and her book, What in the World Are you Doing? is a must-read, especially for those looking for an inspiring story. Faith has gotten her a long way because there have been some hard times, as reader will learn. Marrying at a young age, Cheryl and her husband, Artis, have faced many challenges and she is very candid about the obstacles, including Oprah Winfrey, that they overcame. Cheryl is very candid about her life and life lessons. She grew up in the church and that foundation is strong in her family’s life. Her sons will make you wish you had a daughter or two to arrange a marriage. They are wonderful, respectful, handsome, spiritually grounded and a joy to be around. There’s so much to Cheryl. in OUR library Reviewed by Cheryl Smith cheryl@cherylsmithonline.com Would you like a “thriving” relationship with money? Did you know there are positive and negative sides to wealth? The Psychology of Wealth - Understand your Relationship with Money and Achieve Prosperity, author Charles Richards, Ph.D. has done something that I have been wondering about for quite some time. There are people who have money to do any and everything they want to do and then there are others who never have money to do anything. You have the people who are always borrowing money, never in a position to do what they need to do and then when they die, they have their family collecting money to bury them. Or, a loved one dies and they can’t go to the funeral because they don’t have the funds for the trip. What is the difference? Why do some people achieve wealth?

MARCH 16 , 2012

The Psychology of Wealth - Understand your relationship with money and achieve prosperity By Charles Richards, Ph.D. Dr. Richards, has seen it all --those who “live like pashas to workers who live from paycheck to paycheck.” He has put into perspective the mindset of what it takes to achieve wealth and what keeps folks from becoming wealthy. It also helps that he explains what wealth is and how each person can “reach their personal wealth goals” so that they can pass the wealth on to their descendants. A psychotherapist, Dr. Richards says that learning how money works is important, as well as understanding credit and debt. The author discusses the economic crisis that began in 2008 and how he was concerned about runaway debt, the loss of homes and jobs, and the “collapse of trust in our financial institutions. Through research and interviews, Dr. Richards gathered information to share with readers of The Psychology of

Wealth - Understand your Relationship with Money and Achieve Prosperity to help them have a healthier financial relationship. Dr. Richards shares some of the stories of people he talked to and he calls their stories “the heart of this book.” Through his interactions he is able to share with readers how other dealt with their own issues and confronted the obstacles that may have kept them from developing a wealthy psychology. An important lesson he shares comes from the honorable Leticia Van De Putte, who was told “no” as a child. A Texas legislator, she said, “not trying is the failure.” According to Dr. Richards, her story teaches that “success does not require a great deal of money.” Instead, he says, it requites a “belief in one’s inherent worth and a willingness to make a conscious investment in oneself--even if that means taking a certain amount of risk.”

Reading others stories will help readers understand that they are not alone, that others have been where they are and there is a light at the end of the tunnel. Dr. Richards asks and answers the hard questions in The Psychology of Wealth Understand your Relationship with Money and Achieve Prosperity, and he will be in the Dallas/Fort Worth Metroplex to speak at the EMPOWER (Empowering Minorities to Plan and Organize for Wealth and Education Within Reach) Series, presented by Comerica Bank, on Saturday, March 17 at 10:00 a.m., at the Naveen Jindal School of Management at UT Dallas. “Comerica Bank is proud to continue our sponsorship of the 2012 EMPOWER series. Through these financial literacy and wealth management workshops, we have helped provide tools, resources and access to nationally-known experts to hundreds of members of the DFW community,” said Irv Ashford, Senior Vi c e P re s i d e n t o f C o m m u n i t y Development & External Affairs for Comerica Bank. All pre-registrants to this event on March 17 will receive a free copy of Dr. Charles Richards’ book The Psychology of Wealth. The EMPOWER Series serves as a step-by-step guide to creating a solid financial foundation and encouraging responsible saving, investing and spending in order to build wealth and pass it along to future generations. The EMPOWER series is meant to serve as a step-by-step guide to creating a solid financial foundation and encouraging responsible saving, investing and spending in order to build wealth and pass it along to future generations. EMPOWER workshops focus on topics such as: • Knowing where your money is going • Developing a spending plan and living within your means • Saving and investing 10-15% of your income • Managing credit and taxes • Protecting your wealth through insurance and estate planning • Planning for retirement and college education • Preparing for a home purchase • Practicing money management principles for the entire family

On the Women’s side, the Prairie View A&M Lady Panthers defeated the Alcorn State Lady Braves 63-50. Prairie View used both the inside and outside game to overcome the grit of Alcorn State. Latisha Williams led all scorers with 24 points. Carolinsia Crumbly led Alcorn State with 16 points. The Lady Braves led at the half 32-25. At one point, Ms. Williams scored 10 straight points. She used both ends of the floor to dominate in the second half. “Our team needed to wake up in the second half. Latia Williams and Larissa Scott played well for us. Latia got hot and took over the game. Larissa took care of the boards. The team kept on feeding Mama (Ms. Williams) and she responded.” Ms. Scott, a freshman from Vancleave, MS was asked to talk about their second half, she replied, “I was just doing my job by rebounding and feeding Mama (Ms. Williams). We all knew that Mama would take care of us and she did.” Prairie View’s Latia Williams was selected as the Women’s tournament MVP. Prairie View’s current team has no seniors. Their expectations are very high for the future. Personally, I would like to congratulate all of the SWAC staff and participating schools on a job well done. The competition, fanfare and schools that participated in the tournament did their part to make it a successful event. We should be proud of their selection and support the SWAC in years to come.
