SSLPD OFFICERS GET A 23% PAY INCREASE

I

n a special South Salt Lake City Council meeting on Aug. 2, the council and the SSLPD put up a symbolic “No Poaching” sign. The council passed a resolution supporting a significant pay increase for SSLPD officers across the board.

While the resolution is not binding, the City Council must pass a budget amendment allowing the increases to take effect.

Police officers will receive a 23% increase. Sergeants will receive a 16% increase. Lieutenants will receive an 11% increase, and the deputy chief will receive a 5% increase.

These increases are on top of the 8% increase that took effect on July 1.

South Salt Lake was eighth and heading to ninth on a valley-wide salary comparison without any action. Then, with the pay increase, South Salt Lake shot to first.

“So, this puts us in the lead and puts us with a recruitment advantage with those agencies,” Chief Jack Carruth said. “This pay scale is compatible to what they are getting offered at West Valley, South Jordan and West Jordan with shift differential pays.”

Market conditions

The first domino fell earlier this year. In July 2020, Taylorsville decided to stand up its own police department. Taylorsville used the funding they were paying into the Unified Police Department. The funding allowed Taylorsville to offer a $10,000 pay increase for entry-level to senior officers compared to most pay scales across the valley.

Granite foundation hopes to provide 15K backpacks

ach year, the Granite Education Foundation holds a school supply drive to give students in the Granite District new backpacks and all the supplemental supplies they will need for their classes. This year, members set their goals higher than ever before and hope to complete 15,000 backpacks filled with school supplies by the beginning of school.

Justin Anderson, chief marketing officer at Granite Education Foundation, explained they are raising the bar because of the need in the community. Each year social workers from schools in the district reach out to the foundation with students they know will struggle to afford school supplies, and this year the number of students was more significant than ever.

Anderson told the City Journals that approximately 54% of students in the district live at or below the poverty level, and around 41,000 students rely on free or reduced lunches. The seemingly lofty goal of 15,000 backpacks is in response to that growing need.

“Especially the year after COVID, the need is greater than ever before,” Anderson said. “But I think word is also getting out about the services that the foundation provides, and so we have more and more schools and social workers that want to step up and take advantage of what we can help offer.”

Despite the high standard, the foundation is well on its way to reaching its target. Anderson said they have several

organizations committed to donating and individuals and church groups who have pitched in to help.

Anyone who wants to pitch in can donate online at granitekids.org. The website also has a list of school supplies that they’re looking for, so donors can give physical supplies instead of monetary donations. They’re hoping to complete all the backpacks by Aug. 16, the first day of classes. Although, they do accept donations for the drive year-round. As Anderson said, “If someone wants to bring us a backpack in January, I will happily accept it.”

With such a significant need in the community, the foundation’s work goes far beyond the school supply drive. They

work on other projects throughout the year, including food pantries. The food pantry provides snack kits for children after school and full meal kits for families. Those in need can pick up the kits for weekends or school breaks to ensure that no students go hungry when they’re not at school.

“Really our main goal is to allow these kids to come to school healthy, fed and ready to learn. So, we do food; we do clothing. We do a Santa sack program and holiday assistance for children and families who might not have Christmas or the other winter holidays otherwise,” Anderson said. “We work really hard to provide an equitable experience for all the kids.” l

Columbus Center renaming put on hold

ince last October, South Salt Lake has been considering changing the name of the Columbus Center. However, formal opposition is starting to form.

History In October 2020, during the mayor’s comments section of the South Salt Lake City Council meeting, Cherie Wood spoke about a request she received. Jevahjire France, a young resident of SSL, wrote asking the City to rename the Columbus Center.

“As a young immigrant just like many in South Salt Lake, I have always wondered if the members of the Council of this City ever question how a young immigrant or refugee feels knowing that he is frequenting a library named after an oppressor not too different from the one(s) they or their parents were fleeing from back home?” France wrote.

In the May 26 City Council meeting, the SSL Youth Council presented their research and proposal to change the name. They suggested three names: Amani Center, which is the Swahili word for “Peace;” Bridges Center, inspired by the idea that bridges are used to overcome obstacles and symbolize unity; or Promise Center, inspired by the Three Promises representing the City’s highest hopes for SSL residents.

“I commend our Youth City Council for taking on the task the City Council requested of them. They completed six months of research and community outreach and presented their findings,” Wood said.

While concluding the Youth Council presentation, France said, “Again, we don’t want to cause more division within the community.

We truly believe after our research and work into this process that the new name will be beneficial and can unify us even more.”

France’s hope might not be possible because formal opposition is forming. They shot their first salvo in the July 28 City Council meeting.

Citizen comments Sean Marchant, who wears many hats in SSL, started the parade.

“Tonight, I’m here with a different hat.

As a resident and a father,” Marchant said, “For years, I noticed a pattern with all my children, that they would come home from school starting at Woodrow Wilson through junior high and high school, having been taught about Western historical figures with an attitude that was largely negative.”

This situation made Marchant research more about Christopher Columbus. He went to original sources. After four years, Marchant wrote an essay about Columbus summarizing his findings. He also told of a conversation he had with his 6-year-old son last October. Marchant asked his son what he had learned that day. His son mentioned he learned about “the bad man who had killed lots of people and never made it here.”

took me a few seconds to realize it was Columbus Day,” Marchant said.

Marchant continued the story explaining that the teacher used a worksheet outside of the approved curriculum.

“Let me tell you that what the teacher brought to school that day, from outside the curriculum, was not only completely out of context, but it was intentionally misleading and mostly factually incorrect. For a first grader with his first exposure to Columbus, it was indoctrination, pure and simple. When I asked him what he thought about Columbus, he replied, ‘I hate him.’ I’ve never heard him use that word before,” Marchant said.

Marchant continued by talking about Columbus from his research. Then, he moved on to speaking about the naming process. Marchant questioned the motivation of the initiative and those involved. He also voiced the opinion that this renaming issue is more severe than people might think and that for many residents, the decision who they will vote for in November will depend on this issue.

After his remarks, many in the audience clapped.

Seven additional residents spoke against changing the name.

Even though the renaming was an agenda item, the City Council had already planned to move the item to sometime in the future. Council members voiced they want to hear more opinions.

In a later interview, Marchant said, “The real question that no one has asked is why

should we change the name. Everyone just assumes we should and made plans to do so.”

In the same interview, he talked about how Columbus represents what the Columbus Center is all about. “In a world of social classes, Columbus beat the odds. He was self-taught. He embodies the principles of hard work. He achieved his dream.”

Marchant mentioned there is no formal group yet. To get people to the meeting, “I just emailed people I know who are of similar thinking as me.”

However, in the coming months, this will change. The plan is to create a website that will “give the facts and let people decide,” Marchant said. They also might be doing some community outreach, including newspaper ads.

Portia Mila’s experience Councilmember Portia Mila was not able to attend the July 28 meeting. However, she later posted on her Facebook page her thoughts.

“Since the last meeting we had, I am still at the same place. I have only had one of my district 4 constituents reach out to me to favor the change. The rest that have reached out are against it,” Mila wrote. “And of all the people who I have directly talked to or heard from, it is still not a good representation of our city’s 25,000 residents. So, I am in favor of looking for a way to hear from more of our residents, and where our attorney does not feel we can do that on a ballot, I want to look at purchasing something that will help us to survey our residents. It will be great for this issue as well as others in the future.”

The comments were a mixed bag.

For every person who supported the name change, there was one who was against it.

A couple suggested survey building apps.

Mila mentioned why the City must use a third-party survey system.

“Unfortunately, we have too many people that believe the City will somehow manipulate the numbers. We need an outside third party professional source to help us.

Hopefully, that makes sense; otherwise, believe me, we would have already been down that road!” Mila wrote.

August mayor statement “During my administration, I have set out to celebrate South Salt Lake and our local history,” Mayor Cherie Wood said, “This is evident in the naming of Historic Scott School, Promise Park in memory of Hser Ner Moo, and Bickley Park. The impacts each of these individuals has had on our City deserves to be commemorated. We have much to honor and remember in South Salt Lake.”

“The Ordinance presented to the City Council on August 11 will formalize the process for naming facilities within our City.

This will allow for a transparent process and dialogue in all future naming,” Wood said, “Just as many states now recognize Indigenous People’s Day, and we all become more aware of the reality of the colonization of the Americas, I agree with many in our community that it is time to rethink the name of this building and how it serves today’s residents.” l

UWLP survey shows women in the workforce are struggling

I

f there’s one good thing about COVID-19, it might be that the pandemic illuminated the challenges that women face in the workforce, especially with childcare. As schools and daycare facilities closed at the beginning of the pandemic, women bore a disproportionate share of the burden as they tried to keep their heads above water by juggling job responsibilities, homeschooling kids and taking care of housework.

Salt Lake County resident Heather Stewart felt the struggle firsthand when her office shut down, schools closed and she was stuck trying to homeschool two elementary school-aged children while keeping up with her full-time job.

“It was hard to get done what I needed to for work and be present for my kids,” she said. “I felt stretched in every direction. My daughter got behind in math. I knew it was happening, I could see it happening but I didn’t have the energy to do anything about it. I was so burned out.”

Dr. Susan Madsen, Founding Director of the Utah Women & Leadership Project, said she thinks it’s time to start a conversation about supporting women in their roles as business leaders and mothers.

“Finally, the pandemic is opening the eyes of some legislators,” Madsen said. “Lt. Governor [Deidre] Henderson is on this and she knows we need to support our families.”

More than 3,500 women responded to a survey sent out by the UWLP, asking them to share challenges they’ve faced during the pandemic in regard to caregiving, career advancement, homeschool experiences and burnout.

The results showed 16% of women had some type of withdrawal from the workplace, whether it was a lay-off, the company closed, their hours were cut or they were furloughed. For

another 12%, women saw their workload increase by moving from part-time to full-time or by taking on more responsibility.

“We had women who just couldn’t do it. They couldn’t watch their toddler and teach their 3-year-old and manage their departments,” Madsen said. “Teachers really took the brunt.

They weren’t being appreciated and put in so much more.”

Madsen shared an example of a teacher who was sick with COVID but was still teaching online. There was nobody to fill in for her and she couldn’t let her students down. Childcare workers were also heavily impacted by COVID. The ones who responded to the survey expressed frustration at being disrespected and unseen. They don’t want to do it anymore.

“In every case, they felt they were trying to take care of essential workers’ kids while worrying about spreading the virus to other children who might take it home to a parent or grandparent,” Madsen said.

While national and global reports show the majority of workers were adversely affected by the pandemic, women seemed to be affected disproportionately. When Stewart was asked to participate at an in-person meeting for her job, all the men could be there, but she couldn’t attend without finding childcare.

“Why was I the only one who had to stay home with the kids?” she said. “It’s such an entrenched part of how our society operates. My workplace was actually great and very understanding. It’s just how things shake out. But it’s how things always shake out.”

The survey found similar results for women trying to balance working from home with teaching children. Mothers did the lion’s share of the work to keep everything together.

A survey conducted by the Utah Women & Leadership Project shows women have been disproportionately affected by the pandemic.

“It was really the moms that took a beating,” Madsen said.

“Only 24% of respondents said they had a supportive spouse or partner. The hard thing about work is it’s societal. You have to change society. We've been socialized from the time we’re born to believe that men should be leaders.”

Madsen wants to start the discussion with legislators about improving the workplace for women by enhancing leave policies, creating flexible schedules and helping moms with childcare support. The UWLP will host a free, online fireside chat with Henderson on Friday, Oct. 1 at noon to tackle these topics.

The event will be livestreamed to reach as many people as possible. Madsen hopes men will also listen to the conversation.

Back-to-School Shopping Costs More this Year

arents with school-aged children have probably noticed that backto-school shopping is costing more this year. Spending on school supplies is expected to hit an all-time high of $850 for the average family in 2021, according to the National Retail Federation.

That’s about $60 more than last year.

And families of college students are paying even more, with an average spend of $1,200, up $140 from last year.

Of course, inflation is affecting much more than just school supplies.

Over the past year, we’ve seen price growth across nearly all spending categories, with higher sticker prices everywhere from the grocery store to the gas pump. This is the result of pent-up demand as well as supply chain delays.

Fortunately, it looks like price gains may be moderating. In July, the Consumer Price Index had its smallest month-tomonth increase since February after reaching a 13-year high in June. Still, inflation is well above pre-pandemic levels, with consumer prices increasing 5.4% over the past year. When it comes to school expenses, your pocketbook may feel the sting in a few areas: • Clothing prices have jumped

4.2% over the past year, with girls’ apparel up 5% and boys’ apparel up 2.6%.

• Replacing outgrown kids’ shoes with new ones will cost 3.6% more than last year, while footwear overall is up 4.6%.

• Educational books and supplies have ticked up 2.6% since last year.

• Prices on personal computers, including tablets, desktop computers and laptops, are 3.7% higher than last year, due in part to a global chip shortage pushing up prices.

• Packing your child’s lunchbox is more expensive than last year, with food prices up 3.4%.

• The school carpool has gotten much more expensive, with gas prices jumping 41.8% year over year.

How long will price gains continue? That’s the big question economists are debating right now. Some are concerned that these inflationary increases could continue to build because of increased federal spending and low interest rates. Others say these price

increases are temporary and will slow down when the current supply chain disruptions start to recede. The surge in COVID cases tied to the delta variant could also slow price increases as consumers pull back on spending amid concerns about the virus, but no one wants that solution to inflationary pressures.

Regardless of whether price increases slow in the future, we won’t see immediate relief on family budgets this back-to-school season. However, Utahns can take heart in the latest jobs report that shows our economy remains among the best in the nation. Beehive State employment increased 4.2% from July 2019 to July 2021, compared to a 2.8% decline nationally, according to Utah’s Department of Workforce Services. Meanwhile, the state’s unemployment rate of 2.6% is near historic lows, compared to 5.4% unemployment nationally. Despite the challenges of the past year and a half, our state’s economy has shown itself to be resilient and continues to perform well.

Governor wants to incentivize lawn removal with a statewide buy-back program

G

ov. Spencer J. Cox has a little bit of good news for Utahns.

“Every water district has reported significant water savings this year as compared to previous years,” Cox told an audience at Conservation Garden Park in West Jordan on July 29. In response to Utah officials’ repeated pleas to conserve water in a record drought year, Utahns have stepped up.

And thanks to Utahns’ compliance with fireworks bans, the state has also seen a significant reduction in wildfires, particularly in the weeks of July 4 and July 24. This is especially important in years like this one, when extra dry land increases the risk of fire and the state can’t afford to use precious water fighting flames. Still, Cox warned that we have “several months of dangerous wildfire season ahead of us,” and that people need to remain “vigilant.”

Though some of the worst outcomes have been (so far) averted this year, Utah needs to step up its long-term plans for water conservation. As one of the fastest growing states in the nation, the systems put in place now to decrease water use will have huge impacts as the population increases.

“Our administration is committed to advancing more aggressive water conservation measures,” Cox said.

The governor spoke of four distinct areas in which Utah needs to act in order to lay the foundation for a more waterwise future.

One of these areas involves individual home landscapes. Cox announced his intention to implement the Localscapes rewards and Flip Your Strip programs—initially developed in West Jordan and administered by Jordan Valley Water—across the whole state.

“Turf buyback” programs like Localscapes Rewards and Flip Your Strip incentivize homeowners to replace “thirsty grass” in their yards with more waterwise plants. Flip Your Strip involves paying homeowners to

replace grass in park strips, while Localscapes Rewards participants take a class about waterwise landscaping, then receive a cash incentive when they implement the landscape plans in their yards.

Jordan Valley Water began offering Flip Your Strip and Localscapes Rewards in 2017.

“With growing participation year over year and proven water savings, it became natural for other agencies to want to start offering similar programs,” said Megan Jenkins of Jordan Valley Water. “In fact, this was something Jordan Valley planned for.”

While developing its rebate website, utahwatersavers.com, Jordan Valley Water recognized they could expand the programs’ effectiveness by collaborating with other agencies across the state. “By allowing multiple agencies to offer conservation programs and rebates on the same website, many inefficiencies of past water conservation efforts could be eliminated,” Jenkins said.

Jenkins says the two programs have already seen great demand in West Jordan this year. So far in 2021, 659 households have applied for Flip Your Strip, with 392 coming from within Jordan Valley Water’s service area. This represents a significant increase from 2020, when a total of 177 Flip Your Strip applications were submitted.

This year, Cox announced his intention to make Utah the first state to offer a “statewide buyback program.”

Going forward, Utah needs to be a state where grass is planted only “in areas where it actively is used, rather than using it as a default groundcover.”

At the July 29 event, Rick Maloy of the Central Utah Water Conservancy District, announced that beginning Aug. 1, these turf buyback programs pioneered in West Jordan would be available to all counties within the district. The district includes much of Salt Lake, Utah, Juab, Uintah, Sanpete, Wasatch

Utahns in eligible areas can apply to begin the process at utahwatersavers.com.

Not only will those who participate get to help the state save water, they’ll also see sav-

ings on their own monthly water bill and get back a significant chunk of time they might have previously spent on lawn maintenance.

“While the actual water savings will vary depending on the size of the park strip and the materials used, we estimate that an average 5,000-8,000 gallons of water will be saved each year for every park strip that is flipped,” Jenkins said. l

Continued from front page SSLPD lost two officers to Taylorsville. However, with the pay increase, one officer has returned to SSLPD. Within a month, Salt Lake City PD, who have lost 63 officers since last summer, announced a nearly 30% pay increase for entry-level officers and 12% for senior officers.

“I don’t know about you, but I’m tired of training people—paying to have them trained and then having them poached by other cities,” Salt Lake City Mayor Erin Mendenhall said in a Deseret News article.

West Valley City PD quickly followed, offering $27.15/hr. to $28.50/hr. ($56,472 to $59,295) depending on shift for entry-level officers. All officers received similar increases.

Within a week, South Jordan approved an increase to $27.04/hr. to $28.41/hr. ($56,243.20 to $59,092.80) depending on shift for an entry-level officer. Again, they increased pay across all officers.

To counter officers leaving, West Jordan also provided similar raises. However, each agency is down officers, so it is common for officers to seek greater pay.

“We’re responding to a market condition out there that didn’t exist six months ago,” Kyle Kershaw, finance director, said. “There’s a shortage of employees right now in law enforcement. So that’s what’s driving this now.”

SSLPD worries “Now we’re extremely at risk of a large group of officers that don’t want to leave, when they started looking at a $10,000 to $12,000 a year increase,” Carruth told the City Council on July 28. “Many of them just purchased homes.

They’re having children, creating and starting families, this becomes very lucrative, and it becomes very appealing.”

Chad Latham, president of South Salt Lake Fraternal Order of Police Lodge No. 15, suggested SSLPD could lose 20 officers in the coming week.

“Conversations with Mayor Cherie Wood began early on with Salt Lake City’s announcement,” Carruth said.

“Having several small group work meetings with our City Council, they quickly recognized the urgency in taking the needed action to keep our police department intact.”

Carruth mentioned it takes about six months to get a new officer back on the streets. He also feared that if the city postponed any decision on the situation until their next meeting on Aug. 11 it would be too late.

Both Latham and Carruth pushed the council for some immediate action. As a result, a special City Council was held on Aug. 2.

SSLPD pay scale “I commend the work of our city council members for their legislative support and the commitment of Mayor Wood and her staff. Their immediate response avoided a devastating staffing blow to the South Salt Lake Police Department,” Carruth said.

For years, SSLPD and SSLFD were on the same pay scale. Any raises were Public Safety raises. Given the situation, Carruth asked the council to split PD and FD. The council agreed. Until further action is taken, SSL firefighters only get the 8% raise that took effect on July 1.

“The fire department, we have our own challenges,” Chief Terry Addison said. “We have our own recruitment challenges, and we need to have future discussions on what we can do to retain and recruit paramedics and firefighters and discuss our equity in relation to the rest of the valley.

I see where Chief Carruth is coming from, but I do support this in a sense. And I’d like to have a future opportunity to

have the same discussions.”

Another unique element of the SSLPD pay scale is there is no shift differential. Most cities pay a 2.5% afternoon differential and a 5% graveyard differential.

“I have some concerns with shift differentials,” Carruth said. “Not only on the administrative side but kind of a false sense of property rights to certain shifts. What I mean by that is you could have a graveyard officer working a graveyard shift, and for some organizational need or purpose, I need to remove that person from that shift and reassign them to a day shift. Well, that’s taking money out of their pocket.”

Rather than pay differentials, the raise goes across the board. One plus for officers doing it this way is that the full raise goes towards retirement. After-pay items such as differentials are not included in retirement pay.

How to pay for it Kershaw told the council the only way to fund the pay increase for this year is to take the funds out of Fund Balance. Fund Balance is like the city’s saving account.

Kershaw estimates the new pay scale will cost the city $1,050,000 in fiscal year 2022.

This action solves the problem in the short term. However, Kershaw was asked about paying for the pay raise in the future.

“How to sustain it really can’t get answered until next spring when you are dealing with the FY 2023 budget and all kinds of different options would be on the table,” Kershaw said. “At that point if economic development came online and if the economy was still running pretty hot.

There are options, obviously, tax increases are also on the table, but those are questions that we really can’t answer for another six or eight months.”

Councilmember Ray DeWolfe suggested another longterm solution.

“As far as long term, I was supportive of a public safety tax in the past. I’d be supportive of it again. Unfortunately, I won’t necessarily get to have that discussion by the time that comes around,” DeWolfe said. l

Cottoncrest team creates fun memories, rides; expected to be competitive this season

ottoncrest mountain biking team senior Georgia Barrus isn’t the star of the team or even the next best, she says.

“I’m always in the last, and I’ll literally come through the finish line, and everyone (will be) screaming for me,” she said. “It’s the best ever. No one really cares (where) you’re racing; we’re just proud of each other—no matter what. It’s awesome.”

In fact, Barrus, whose brother is four years older and raced with the team, remembers times when “I couldn’t make the cut-off line (after) two laps in 45 minutes. For me, that was a struggle to get through some races and I’d be so devastated. When I actually made the two laps (in the time limit), I would let off like the biggest scream of happiness and it’s made people cry. I know Tony (her coach) was telling me, he’d be bawling with my mom on the sideline, and I’ve even made other people cry that I don’t even know.”

Her coach, Anthony Stowe, said what’s fun about Barrus, who rides JV B, is “she always finishes with just the biggest smile, the most positive attitude; she just likes the celebration of the group ride and race day.

I’ve spent more time crying with her mom, watching her ride, just because it means so much to her. She loves it.”

The Cottonwood captain is one of three, along with Hillcrest seniors Matt Hinks and Connor McMillan, representing high school student-athletes from Cottonwood, Hillcrest and AMES on the team.

“With these three, it’s a team culture. They’re the athletes; they’re fun to be around. They are the team. Just a week ago, Matt was having some mechanical stuff with

his bike. He was able to ride, but he wasn’t able to ride really fast, so he dropped back with group three of five I had. He just chatted with them, and you could see the pace of the kids just skyrocket. They were excited to be riding with one of the varsity kids and he shared some techniques,” he said, adding that McMillan often helps his teammates with their bikes’ mechanical issues.

For Barrus, it’s about team bonding and helping her teammates be successful, at whatever their level.

“I love doing stuff for the team. Every year, I would just make the team bracelets (with embroidery floss or string threaded through part of the bike chain) and I like talking to everyone, getting everyone involved; it’s something I’ve always loved to do, with or without the team captain (title).

It’s so cool to see how (my friends) have grown and how I’ve grown—even one year ago when I wasn’t as confident on the bike.

Then, I have my friends that cheer me on, and I just feel so confident,” she said, adding that part of the joy of riding comes from enjoying the scenery whether it’s Park City or Lake Tahoe or even riding across the Golden Gate Bridge, which “was a little scary and windy.”

Recently, the team got caught in a rainstorm and after getting off the mountain, they got to the parking lot and started splashing in puddles.

“We’re all covered in mud and we’re all wet. It was so much fun,” she said. “It’s one of those things about mountain biking.

It doesn’t feel like a sport you’re dreading; you’re excited to go to it.”

This year, the girls’ team has helped

Free Bikes to Kids repair donated bikes for kids and took part in some field games as part of GRIT—Girls Riding Together. Barrus also wanted new riders to feel comfortable with racing, so she helped plan a prerace competition within their own team and had parents cheer them on.

However, the team also was focused on its first race, scheduled for Aug. 21 at Soldier Hollow. They also are scheduled to race Sept. 4 at Snowbasin, Sept. 18 in Vernal and Oct. 2 at Eagle Mountain. State championships are Oct. 22-23 in St. George.

As of press deadlines, fans—“about 10,000,” according to Stowe—may be able to attend races whereas last year, they were unable to because of COVID-19 safety and health guidelines.

Utah has more than 6,300 registered middle and high school mountain bike racers; Cottoncrest has a team of 37 racing in the east region that registered 1,450 student-athletes.

Cottoncrest team members started practicing in April and continued three times per week throughout the summer, with Saturdays being a longer three-to-four-hour endurance ride. Although not required, Stowe continues to recommend his team follow using hand sanitizer and has masks available so his team can stay healthy to compete.

Stowe is looking to Cottonwood/AMES senior Rachel Arlen to be a strong contender in the JV A division as well as his daughter, Hillcrest sophomore Kenna Stowe, who competed and took third in a USA cycling race this past summer in Temecula, California. Sophomore Hiley Campbell should race well in JV B and Anna Hinks will “probably

be my fastest freshmen girl this year,” he said before the first race.

The boys’ team is led by Matt Hinks and McMillan. They are the first varsity-level athletes that Stowe has coached.

“I’ve known Rachel and Hiley since they were fourth-graders. Georgia Barrus has been riding with me for years and I have a couple of boys who have been riding with me a long time, Matt and Connor. I love everyone on the team, and they have become part of my family,” he said about his team.

He also expects good rides from Ziek VanDijk and AJ Call, who are “extremely fast and competitive freshmen,” and sophomore Braxton Little as an “up and comer” in JV A with “his eyes set on varsity.” He said that sophomore Kolby Butler has “really made a big jump, massive improvement” to ride JV A. Cottonwood/AMES junior Jacob Arlen, who was on the podium in a couple races last year “is definitely one to watch.”

With the depth and talent of the team, it may be possible the team could reach the podium at state, which “would be really cool to share with them. I think that would be an awesome memory for them.”

However, while Stowe doesn’t usually make predictions about the season, he does make one: “If we’re out having fun, and they were coming off with a smile, even if they were coming off with tears and learning lessons about goal setting, learning how to accept failure and building upon that, I know I’m building a stronger athlete and a good contributor to society and we’re sending someone off that is going to be a strong adult.” l

The class of 2028 starts new academic adventure

By Bill Hardesty | b.hardesty@mycityjournals.com Remember when you were in elementary school, and you couldn’t wait to be in sixth grade. Why? Because you would be on the top of the student pecking order. You finally are the king of the hill.

For sixth graders in the Granite School District, it is a different story. Since sixth grade is now part of junior high, sixth graders went from being top of the hill to being in a new school, having new rules, a new social order and new responsibilities.

“The school is a bit scary and a bit fun,” a sixth-grade girl said.

“New school. No problem,” a sixthgrade boy said.

On Aug. 13, administrators and teachers held a school orientation for the incoming class of 2028.

He shared six “bits of advice” with the students to enhance their junior high experience: make new friends; get involved in something; don’t be afraid to try something new; treat people with kindness; make right choices; and ask for help with anything “Consistent attendance is the No. 1 key to success,” Griffiths said. “Add engagement with learning, and you have growth, which is what junior high is all about.”

Vice principals Tim Clark and Sharla Bynum continued the orientation.

“Our theme this year is ‘I am a Grizzly,’” Bynum said.

Clark and Bynum introduce GPJHS expectations called Grizzly P.R.I.D.E.: Preparation, Respect, Integrity, Dedication and Excellence.

As the students assembled in the auditorium, videos created by the school’s A-team (The A-team is the GPJHS’s audiovisual team) continued to repeat the school’s motto: Dreaming of College and Beyond. This motto is reinforced with messages on walls, teachers’ teaching methods, the AVID binder each student receives, and the available opportunities.

Principal Chris Griffiths welcomed the student and announced, “You all are now Grizzlies.”

Griffiths also mentioned to the incoming class they are part of a 950-student body, and that each student has freedom and responsibility.

“One of those freedoms and responsibilities is going from class to class,” Griffiths said.

“You have five minutes between classes.”

The students spent the next hour or so competing in a scavenger hunt around the school. Each student was given a card with eight locations and had to get each square signed. One of the squares was to visit each of their classes, which will prove helpful on the first day of school. After reassembling in the auditorium, the cards were used to draw 14 grizzly labeled apparel and other items.

The after-school coordinator was introduced along with the four school counselors.

The students were divided into smaller groups to visit with a teacher.

Keri Graybill asked what they were excited about and what made them nervous. The students listed no recesses and having different teachers. On the nervous side, they listed being late for class, taller people and new people.

Graybill told the students that they didn’t need to bring a backpack or school supplies. Instead, each GPJHS student received an AVID binder containing pencils, a pen, a highlighter, the GPJHS yearly planner and dividers. Each student also receives a Chromebook for the year.

In addition, at GPJHS, each student is eligible for a free breakfast and a free lunch.

She explained that doors do not open until 7:30 a.m., but students are not allowed in classrooms until 7:45. At 7:50, the tardy bell rings.

After a pizza lunch and some outside fun time, the buses arrived at 11:45 to take the class of 2028 home to prepare for their new adventure.

“I asked students during lunch if they felt less nervous about the coming year and most told me yes,” Bynum said. l

So what’s next for the City on the Move?

I’ve always believed that you, our residents, know what’s best for our community. Over the past year, we’ve heard from over one thousand of you, through our General Plan outreach and the “idea map”, the Community Values Survey, Youth City Council, in-person and virtual community discussions. On top Mayor Cherie Wood of that, I am always engaged in personal visits, emails, public comments at city council meetings; and comments via social media. Your input allows me, as Mayor, to check the pulse of our community and get a better idea of how you feel about living in South Salt Lake.

What I heard clearly was the desire of building strong neighborhoods and improving the quality of life for all who live here. The rapid changes that South Salt Lake is experiencing come with both excitement and its own set of challenges. From our neighborhoods to the west like Riverfront, new development at Granite, to our burgeoning downtown area, our growth is led by thoughtful planning and community involvement. We believe done responsibly, with the vision of the long-term in mind, will make living here even better. It is a team effort.

With this in mind, I want to meet people where they are and help neighbors lead the way. Good neighborhoods develop a sense of place, build closer ties, and make city government more responsive. To do this work, we began by thinking through our existing departments and found ways to realign team members and prioritize work with the sole purpose of creating better, resilient neighborhoods.

I created the Department of Neighborhoods to focus on the things that neighborhoods need: beautiful green spaces, walkability, animal services, street lighting, clean neighborhoods, placemaking and so much more. Key to all of this is communication and our outreach team has joined in with the long time Urban Design Director, Sharen Hauri has taken on leadership of the new department and the Department of Neighborhoods, which includes: • Parks

In August, a heavy rainstorm filled our creeks and stormwater drains beyond capacity, flooding streets and areas around 3300 South and along Mill Creek. Over 50 city workers as well as several local volunteers jumped in to fill sandbags, manage traffic, answer calls and help those in distress.

How to Apply for the Civilian Review Board

After months of planning and discussion, the City Council approved an ordinance to create a Civilian Review Board on June 23, 2021. With only a few such boards in Utah, South Salt Lake stepped into a new realm of discussion, and most importantly, listening.

This is an open process, and from September 1st thru 30th applications will be available to residents and representatives of city businesses who wish to serve as Civilian Review Board members.

Public Safety Think Ahead: Basics on How to Build a “GO” Bag Message from SSLPD Chief Jack Carruth

National Preparedness Month is observed each September to raise awareness about preparing for disasters or emergencies. ‘Prepare to Protect’ was a theme selected for the year, and this month is an excellent time to think ahead and prepare to protect yourself and those who you love.

It is best to begin with a plan. Take some time to discuss with your family and those closest to you about how you will communicate before, during and after a disaster. If cell phone service is not available, how could you report to each other? I also suggest setting up a primary and secondary meet up location. This is

a predetermined place to meet at, and it could be as close as the mailbox in front of your home.

It is also advisable to create an emergency “GO” kit that you can grab and have what you need, to quickly evacuate if necessary. Please be mindful of the ages and needs of those in your household (including pets).

A waterproof storage bag, backpack or duffle bag should be easily accessible and light enough to carry.

Emergency “GO” Bag Ideas (one for each household member): • Water • Non-perishable food items, canned food (at least a one-day supply) • Medication • Extra set of clothing (hat, jacket, socks) and sturdy shoes • Personal hygiene items (soap, hand sanitizer) • Flashlight • Blanket • Infant formula/diapers • Pet care items • Small amount of cash • Copy of important documents • Battery-operated radio, extra batteries There are multiple resources to help you prepare and create a custom “GO” bag that fits your needs. A CERT Trained Community is a Safer One Message from SSLFD Chief Terry Addison The aftermath of a major earthquake, a windstorm or blizzard could bring chaos quickly to a community like ours. Injuries, fatalities, fires, lack of power, water, food or access to roads could literally affect hundreds if not thousands of individuals and families all at once. While we can’t predict the future, we can anticipate that life will continue to bring what it will, emergencies included.

While our City has a well trained staff and emergency response team, the demand during a major disaster would amplify and would quickly exceed their limited capacity. According to FEMA experts and their assessments of other major emergency events across the county, it can take employed service workers several days to deliver aid and assistance if and when a disaster strikes. Not to alarm, there is a program that can potentially offset this issue and it involves you as a community member. I’d like to invite you to consider taking a free civilian emergency response training program called CERT. South Salt Lake Fire’s Community Emergency Response Team or CERT program was developed out of the need for a well-trained civilian emergency workforce. CERT provides community self-sufficiency through the development of multifunctional response teams who act as an adjunct to the City’s emergency services during major disasters. After a major disaster or emergency, there are many things to consider, from making initial assessments, to taking quick action, and CERT training gives individuals current and validated guidance to manage and respond in the best way possible.

Let me lead you to more information about CERT trainings that are available and free for those interested. To certify, in-person CERT trainings will be held on Saturday, November 6 and 13th at the Columbus Center Auditorium and additional online training. Stormwater Pollution Ain’t Pretty WHAT TO DO, AND NOT TO.

Stormwater runoff is one of the leading causes of water pollution in the U.S. While some items that end up in gutters, storm drains and stormwater are easily visible such as trash, litter and pet waste, other pollutants may not be visible but are far more harmful, such as oil and grease, dissolved metals like lead and copper, and sediment from oily driveways and roadways. When it does eventually rain (or snow), these pollutants are washed down the storm drains and directly into our waterways. Yuck!

• Pet waste Collect pet waste in a plastic bag and throw it away in a garbage can.

Pet waste adds bad bacteria and other pathogens to our water.

• Automobile Oils and Fluids Properly maintain vehicles to prevent fluid leaks and use drip pans.

Clean up leaks and spills using an absorbent material such as kitty litter or sand.

• Car Washing Use a commercial or self-service car wash if possible – it is actually more water efficient. If you do choose to wash your vehicle at home, and use a phosphate-free, biodegradable detergent.

• Lawn Care Use pesticides, fertilizers and other lawn care products sparingly and in accordance with label instructions. Do not sweep or wash yard debris into the street, which can drain inlets causing flooding.

• Household Chemicals Unused household chemicals, including paint, oil, cleaners, and yard chemicals should be properly disposed of or recycled. Take to a Household Hazardous Waste site or collection event.

• Trash & Recycling Pick up any trash that has been dropped or blown into your yard, driveway or gutter. Bag and tie loose trash. Keep trash bins closed.

The words recycling and composting are sometimes used interchangeably, confusing some residents. Some well-meaning people will place their yard waste in the recycling bin along with their bottles, cardboard, and cans, thinking that the yard waste will be separated and composted.

However, at the recycling sorting facility, the yard waste is treated as trash because they do not have composting capabilities.

Currently, the sculpture is symbolic in its creation as different colors are woven and sewn together amongst mountains of steel, as a representation of the pioneering spirit of our neighbors and friends in this incredible city. As the newest addition to Promise SSL, Kat has experience working with youth in different capacities for the last eight years. Kat brings a fun and energetic personality to the program while offering support to the youth she will serve. The Cottonwood Promise program offers homework help and credit recovery along with opportunities to explore creative and athletic passions to the 9th-12th graders.

Granite Park Junior High - Nicoli Pittman Nicoli started as an Afterschool Specialist at Commonwealth Performing Arts and Youth Entrepreneurial Center, and became a Program Manager when Commonwealth moved to the Historic Scott School. Nicoli has prioritized building relationships with youth this summer, while also implementing organization to the program’s structure. This fall, she plans on focusing on both academic and social-emotional learning as she feels strongly that young teens deserve to be empowered by the amazing team of teachers and staff with whom they interact with daily.

Burn survivors go to Camp Nah Nah Mah, where they can just be a kid

outh Salt Lake Firefighters Local 4080 and other SSL firefighters continued their long history of serving breakfast at Camp Nah Nah Mah on Aug. 7.

Camp Nah Nah Mah (Ute for “together in riendship”) is the University of Utah camp for burn survivors for children ages 6-13.

They also sponsor a preschool burn camp for ages 4-5 and a river-rafting xxpedition for teens 14-17. In addition, they hold a young adult burn survivor retreat and an adult river retreat for ages 24+.

There is no cost for the camp, and applications start in January 2022.

Breakfast

Local 4080 has sponsored a breakfast at the camp for 21 years. In addition, union members and non-members give their time to serve together.

“Burn Camp is always an event everyone looks forward to. South Salt Lake Firefighters Local 4080 has really enjoyed spending our time volunteering at Burn Camp and looks forward to many more years of giving back to this great program,” Said David Larsen, the coordinator for the event.

Larsen mentioned they had developed excellent relationships with several SSL businesses that generously donate food and supplies. For example, since 2009, Egg Products has donated pre-cracked eggs, and Daily Foods donates pre-cooked bacon.

“Due to Daily’s bacon donation, South Salt Lake is known as a campers’ favorite for always bringing tons of bacon every year,” Larsen said.

This kind of sponsorship and service has helped keep camp costs low. This year, they served breakfast to 40 campers, which is smaller due to COVID-19 concerns.

“SSLFD has been one of our longest-running cook teams,” Kristen Quinn, Program Director, said. “The SSLFD has been a huge supporter of camp for many years. We really value this relationship.”

Camp Nah Nah Mah The Burn Camp program began in 1992 with three central beliefs: 1. That being outdoors can heal emotional trauma.

2. Being with others who have had similar experiences creates community and healing.

3. Intentional programming created to address trauma can help people move from being a victim to being a survivor.

“Camp provides a trauma-informed program that enables children of a wide age group to build supportive relationships, take healthy risks, receive mentoring from caring adults, build friendships and learn coping skills to assist in long-term emotional recovery,” Quinn said.

Quinn provided some quotes from campers when asked about what they missed last year.

“I just need to be around people who don’t have to ask me all the time about my scars.”

“I’m excited to be with people who are my friends and don’t feel sorry for me.”

“I’m excited to challenge myself on the rock wall. Usually, people baby me, and I want to try hard things.”

“No one tells me I’m lucky to be alive here.”

Bullying in the lives of burn survivors is a real issue, and camp counselors help the campers develop a strength-based and growth mindset. They practice walking tall, making eye contact, and speaking clearly.

They practice rehearsed responses to questions. Campers create one sentence on what happened, one sentence about how they are doing, and one closing statement that politely lets people know they aren’t answering more questions.

“For example: ‘I got burned in a house fire when I was a baby. I am doing great now. Thanks for asking.’ Or ‘I was burned

Government 101: Redevelopment Agency

By Erin Dixon | e.dixon@mycityjournals.com hat is an RDA, or Redevelopment Agency? Most Salt Lake County cities have one. Each agency has a single goal: Bring neglected parts of the city back to life.

Why would a city invest time and money, rather than leave development up to the economy?

Cody Hill, Midvale RDA manager, explained during a discussion about the Midvale Main Street project. “The basic philosophy is you have an area that is not growing for whatever reason. We can do nothing, and we’ll get the same tax dollars.”

If the city puts in money and effort to rebuild the area, the tax income will increase. City assistance can also help reduce crime, attract new jobs, improve roads and utilities and in turn stimulate private investment in homes and surrounding areas.

Council and staff find a “blighted” area they want to rebuild. They define the borders, and research costs and potential benefits a revival would have. Before a project is started, a public hearing is held, then the council votes to open the project and begins working.

The RDA decision makers are the city council members, but meetings are held separately from city council meetings.

Meetings are typically on the same day as a council meeting. The council will adjourn the city council and reopen as RDA. The RDA has a separate budget and does not collect taxes like the city government.

The RDA gets its money from nearby taxing entities (organizations that collect taxes) such as the city, school districts, water conservation districts, libraries, etc.

Each entity collects taxes from residents and businesses in its area. A taxing entity will promise the RDA a portion of what they collect over a future period of time, for instance, 5, 10 or 20 years. All the taxing entities benefit from this agreement because as areas are improved, there is more tax money to collect from increased active businesses and residents. Overall, all groups benefit.

The RDA is also able to issue bonds to bring in money. A bond is a term-specific loan to the city that is paid by investors that the RDA pays back in the future Canyons School District, Unified Fire Authority, Midvale City and South Salt Lake Valley Mosquito Abatement District all contributed some of their income to fund the reconstruction of the Midvale Main Street area. The property is currently worth $53 million. Each taxing entity that is diverting some of their future funds will get more money as the property values increase with the development.

“If [they] will funnel 60% of the increased value over $53 million, we can in-

crease the total taxable cost in this area,” Hill said. “They’ll get 40% of the increased value, which is projected to cover growth.

Once that cap is hit, the school district will get 100%.”

Other areas currently have RDAs, such as Draper and South Salt Lake. Draper has a 69-acre project called Sand Hills near 1300 East and Draper Parkway.

According to the Draper City website, ‘The original purpose of the Sand Hills Project Area was to stabilize and strengthen the commercial business and economic base of the City.’

South Salt Lake is working on a project just north of I-80 and south of 2100 South. The new South city mixed-use project is in the zone, getting financing from the Zueller Apartments that were developed five to 10 years ago.

South Salt Lake also has a project along 3900 South, east of State Street.

Basically, they are using the power of the RDA to bring mixed-use projects.

SSL’s Night Out Against Crime was a hit

early 500 South Salt Lake residents enjoyed a warm summer night as they celebrated the National Night Against Crime and Emergency Preparedness Community Fair on Aug. 3 at Central Park.

Among the 22 exhibitors were: • SSL Community Development shared the final draft of the SSL 2040 General Plan (The City Council passed the General Plan in August) • SSL Amateur Radio & CERT explained amateur radio’s role when usual communications methods aren’t working after a disaster. They also promoted the upcoming CERT training.

• The Recorder’s office was on hand to explain rank voting, which will be used in the upcoming municipal elections in November.

• South Salt Lake Fire Department was in attendance with their firehouse that provides home safety information and allows them to demonstrate how to exit a home full of smoke.

They also had at least one piece of fire apparatus during the event, including Engine 41.

This newest fire engine came online in 2020 and has the smoke-over-fFire color scheme.

• SSL Police Department was in attendance in force. They had items to give away and demonstrated their new canine officer.

They also had their mobile command center

on-site.

• SSL Victims Services explained the supportive role they play for crime victims, as part of SSLPD. • Utah Clean Energy was on hand, passing out energy-efficient light bulbs.

• Promise SSL promoted the weekly visit of The Wellness Bus that comes to the Central Park Community Center each Thursday from 3-7 p.m.. They also gave away new backpacks full of school supplies to children.

Tug-of-War

This year’s annual tug-of-war between the SSLPD and the SSLFD was much more competitive for a while, with SSLPD winning, in the end.

“Last time, the SSLFD was over the line in something like six seconds,” Sean Marchant of the Honorary Colonels said, “I noticed this year, SSLFD had more bulk.”

SSLPD not only won bragging rights for another year, but they also took possession of a unique traveling trophy.

The SSLFD is sponsoring additional Community Emergency Response Team (CERT) training.

“This time, the training will be in two pieces,” Chief Terry Addison said, “There is 12 hours of online training and 16 hours spread across two days of hands-on training.”

The hands-on portion is scheduled for Nov. 6 and Nov.13 from 9 a.m. to 5 p.m. at the Columbus Center gym.

Completing both portions is required to receive a final certificate of course completion and CERT authorized equipment.

The goal of CERT is to provide response teams to act as an adjunct to the city’s emergency services during a major disaster.

The SSLFD website describes the CERT program. “When emergencies happen, CERT members can give critical support to first responders and provide immediate assistance to victims. CERT members also assist with non-emergency projects that help improve the safety of the community. Through this unique program, people from community organizations, business and industry, and city employee groups become CERT members.

They work as team members and perform as individual leaders by directing untrained volunteers in the initial phase of an emergency.”

Thanks to a grant, Lincoln Elementary gets new books

W

hat is yellow and read all over? Answer—many books in the Lincoln Elementary School Library. They’re yellowed due to age and read all over by the students. However, many new books will be added thanks to a $5,000 grant from the Laura Bush Foundation for America’s Libraries.

“The average age of a book in our collection is 20 years,” Kristine Kramer, Lincoln’s librarian, said. “And if that is the average, there are a lot of books much older.”

Kramer applied for the grant last year and found out about the award in the spring.

“But we couldn’t tell everyone until Mrs. Bush’s appearance on “The Kelly Clarkson Show” last May,” Karmer said. “I was ecstatic when I got the email.”

Lincoln Elementary school is one of 205 schools nationwide to receive the grant.

The GSD district’s book provider helps in the book selection by providing a list based on the school’s needs, desires of the school and budget.

“I received the list and spent all summer reading all of the books on the list,” Karmer said.

After her reading spree, Karmer customized the list and submitted the request the week before school. She thinks the book will start rolling in early September.

“With books costing on average $10-$12, I figure I will get about 500 books,” Karmer said.

With a current inventory of 4,000 books, about 13% of the collection will be new.

Cleaning out old books

With the new books coming, Karmer is cleaning out old books because the artwork is dated, the stories are now inappropriate, or they are just old. Some of the removed titles are: “How to Fight a Girl,” “Is He a Girl?,” “Our Sixth Grade Sugar Babies,” and “The Dollar Horse.”

“I want to get more nonfiction books, books about diversity, and more graphic novels,” Karmer said.

“Born Just Right,” which is the story of Jordan Reeves who was born without the bottom half of her left arm, and “They Call Us Enemy,” a graphic novel based on George Takei’s Japanese Internment Camp experience.

Diversity is a crucial subject because there are 26 languages spoken at Lincoln, and “it is important for kids to read about people like themselves.”

“But I love being in education, and I love working with kids,” Karmer said. “And the best part about working with kids is just showing them how to read and how to learn, and

see the excitement on their faces when they figure it out.”

The foundation was created in July 2001. Since that time, 2,806 schools have received grants totaling more than $16 million. In addition, the grants have provided more than 724,000 books and other material.

“Once a child learns to use a library, the doors to learning are always open,” Laura Bush wrote.

During the announcement, Kelly Clarkson said, “Schools are built on books.” l

Cottonwood football gives 3A power Summit Academy all it can handle in 38-20 loss

I

n Cottonwood’s highly anticipated season opener and rematch—one the Colts specifically trained for in a one-week summer camp—they allowed two early touchdowns to 3A Summit Academy on Aug. 13 en route to a closer-than-it-looked 38-20 loss, said head coach Casey Miller.

“It was a good game. A one-score game until eight minutes left,” said Miller. “We just ran out of juice.”

Last year, when Summit got out early on the Colts, it stayed ahead for good. But in this game, the Colts got a boost from Adan Cage, a move-in who will play both ways this season. He had an interception return for a touchdown, and with the point after from Jamal Lomax the Colts only trailed 14-7 after one quarter.

Still within striking distance, according to the head coach, and even after Summit Academy stretched the lead to 21-7, the Colts showed that swagger they picked up during that weeklong summer camp as wide receiver/defensive back Dominic Chidester tossed a pass for a touchdown.

That score after the missed PAT narrowed the Summit Academy lead to 21-13. Not bad for a Colts team that is accustomed to watching schools with larger rosters build huge leads by the half.

By the third quarter, however, the Colts deficit grew to 28-13 after Summit Academy scored on a quarterback keeper. But they wouldn’t quit, added Miller. Quarterback Brock Simpson, who the head coach is really high on going into the season, showed his big-game experience on a 2-yard sneak of his own to keep the Colts within striking distance of last year’s 3A quarterfinalists, 28-20.

But in that fourth quarter the depth of Summit Academy stood out, according to Miller, and his kids just ran out of gas.

“It was close,” he said. “We need to fix a lot of little mistakes, but the kids have been receptive to what we saw and didn’t like on film.”

The positives the Colts take going into their second game at Carbon are these: Simpson is the guy at quarterback, having completed 12 of 30 passes for 121 yards and had a rushing touchdown. All those years in which the 510 junior has taken his lumps, swallowing blowout losses behind undersized offensive lines appear to be over.

Junior Nick Bean had six catches for 74 yards, including some tough grabs over the middle. In addition to the highlight reel pick six, Adan Cage had two grabs for 16 yards and Curtis Straup had the lone receiving touchdown for the Colts.

On the ground, highly touted running back Jamal Lomax had six carries for 23 yards and added the Colts’ only PAT for an offense that Miller stressed must improve over the next two games. He did, however, like the performance of sophomore offensive lineman Camryn Moran.

Defensively, the Colts hung with one of Class 3A’s giants for threeplus quarters before the depth at the skill positions took over for Summit Academy, and that was the difference. Overall, there were some bright spots for Miller, one of which was Cage, the move-in who had two interceptions and 10 total tackles for the Colts. Straup added a 60-yard interception return as well.

The other standout according to the head coach was offensive/defensive lineman Luke Davis. The lone holdover from the line that started last year, went 4-5 and had the Colts’ best season in over a decade. Davis had 11 total tackles, a third of what he had for last season.

Next up for the Colts [0-1] is a long bus ride, the first of several on the year, on Aug. 20 at Carbon. It should be a great game considering the Colts eked out a tough win at home over Carbon last season. The Colts then travel to Providence Hall on Aug. 27 for another rematch, one the Colts also won last year. l

Lessons learned during pandemic ‘changed education forever’ in Granite School District

W

hether or not you’re superstitious, there’s no question that Friday, March 13 was a big day. That’s the day the governor announced a “soft twoweek closure” of schools. When that closure stretched on for months, we all found out that what goes on in schools impacts our society and economy.

Granite School District is the third largest district in Utah, and their website reports they serve roughly 67,000 students and employ 7,500 people. Ben Horsley, communications director, said that because of Covid-19, “Education changed forever, for better or worse, and the impacts will be seen for decades.”

Horsley said GSD has always had a distance learning option, but in 2020 it was kicked into high gear. That gave them a crash course in what works and what doesn’t.

“At the beginning of the 2020-21 school year, we had about one third of our students doing distance learning. By the end of the year, it was about 18%.

We anticipate that 3-5% will still be utilizing distance learning this coming school year,” Horsley said.

They started with a dual modality approach, where teachers were required to do in-person and online instruction.

That stretched many teachers beyond their limits, forcing them to work unsustainably long days.

Millions of dollars in rescue funding was recently approved by the federal government for Utah schools. With Granite’s portion of the funding, they will hire dedicated teachers for online instruction. It will be available for all students K-12.

Horsley said that kindergarten enrollment for fall 2020 was the lowest it had been in decades, which he thinks was a direct response to the pandemic.

“We learned that families’ needs vary widely. We do our best to offer flexible ways to meet those needs. We are concerned about transiency, child care and internet availability. We’re keeping the distance learning option for those families who need it,” Horsley said.

The pandemic pushed Granite to rethink how they interact with parents.

Parent teacher conferences went virtual this past year, which offered a lot of flexibility. “I think in the future you’re going to see ways where we can reach more parents using a distance option, like we did with parent teacher conference.

“This will advance engagement with parents. I think schools will utilize online and Zoom resources. We’re look-

ing at updating our systems to allow parents to connect with the teachers not just with Canvas, but in a variety of different ways,” Horsley said.

These options also help students who are distance learning due to a longterm illness or home hospital situation.

They can connect with a dedicated online teacher, and they’ll be able to hear and watch a lesson online live as opposed to a recorded one.

“We feel strongly that despite our best efforts, in-person instruction will always have a higher success rate for the majority of our students. But we will offer a distance ‘self-paced’ option. We’re expanding those offerings, and students can take as many classes as they want to and go as fast as they want to. This is good for the self-motivated student,” Horsley said.

So what if the pandemic had never happened and the district hadn’t been forced to grapple with all of these issues?

“We were always looking at expanding our offerings, but this forced us to bring it all up to date as soon as pos-

sible. The silver lining to the pandemic was us being able to increase the options and individualization for students.

“Our teachers also became much more versed and fluent in how to use the different online platforms,” Horsley said.

Granite will also use portions of their federal funding to create summer programs and address the mental and emotional issues brought on by the pan-

demic.

“Education changed forever. That’s not just in terms of learning loss and trying to fill that gap, but also the emotional and mental health challenges as a result of isolation and lack of socialization. We have 40 million dollars in Covid aid that we’ll use to provide a variety of interventions for our students,” Horsley said. l

“I decided to live in South Salt Lake because I was excited about the direction of the city and especially the Creative Industries Zone.

I started my business around the idea of giving back to the community and have focused a lot of my efforts specifically in South Salt Lake, doing work with the Police Department, Arts Council, and several local businesses. I’m very excited about the future of our unique residential and businesses communities. I want to help make sure we are building a South Salt Lake that is functional, beautiful, and inclusive.”

Cottonwood girls volleyball, soccer start 2021 with new head coaches

I

n what seems to be a common occurrence at Cottonwood High, several athletic programs are starting over with new head coaches.

Colts volleyball bid adieu to former head coach Rae Mulitalo who stepped down for family reasons. She guided last year’s team to a Class 5A state tournament berth and a firstround game at Box Elder, which they lost in straight sets.

But that late-season push gives the Colts momentum going into this season, though they did lose several key players due to graduation.

That means this Colts team will be retooled from what players remain from last year’s squad. Led by new head coach Astraya Lassig, who has extensive experience coaching club volleyball at GSL, the Colts return outside hitter Gladyz Fakaosiula and setter Eleanor Stevens, both of whom were mainstays in the 2020 squad, as were middle hitters Ana Pututau and Rowan Redmond.

The Colts are also heading into a brandnew region, in which schools like Tooele, Stansbury and Uintah will replace state powers like Brighton, Olympus and Jordan on the schedule.

For a Colts team that went 5-11, but a respectable 5-7 in a brutal Region 6, this new Region 7 should provide the squad plenty of

time to work out those growing pains. Those are to be expected with a new head coach, but with four players who did get playing time last year, all isn’t lost for the Colts.

The August schedule is littered with former Region 6 foes like Highland and East, before the month wraps up with a preseason contest at Intermountain Christian. The Colts first Region 7 game will be on Sept. 7 at Stansbury.

Soccer The Colts girl’s soccer team ushers in the season under new head coach Chris Wood, also the school’s ASL and World Languages teacher. He takes over a team that for the first time in many years reached the state tournament in 2020 but is an extremely young group compared to last year’s that featured several seniors en route to a 4-13 record.

The Colts [0-4] are still in preseason as of press time, having lost four straight to open 2021 [1-9, 0-8, 0-8 and 0-8] at West Jordan and Provo and at home to Highland and Viewmont. Next up for the young Colts is the Region 7 opener against Payson, at home on Aug. 23. They will then travel to Stansbury Aug. 25 and take the three-hour bus ride to Uintah High School to close out the month. l

What a &$%@ nightmare. Cases and tempers continue to rise as we’re asked to wear masks and get vaccinated. It seems like a small price to pay if it ends a global pandemic that has killed more than four million people worldwide. Four million.

Instead, Utahns are shouting about “rights” and “freedoms” and shooting guns in the air and hugging flags and buying MyPillows and yelling at federal and local leaders like this is some type of sporting event, but instead of winners or losers, people die.

I hate wearing a mask, but I do it. I am terrified of shots, but I got the vaccine— twice. There are some things you just do because you love the people around you and want them to be happy and alive. I understand it isn’t possible to “reason” someone into “reason” but here we are.

SSLPD OFFICERS GET A 23% PAY INCREASE

I

n a special South Salt Lake City Council meeting on Aug. 2, the council and the SSLPD put up a symbolic “No Poaching” sign. The council passed a resolution supporting a significant pay increase for SSLPD officers across the board.

While the resolution is not binding, the City Council must pass a budget amendment allowing the increases to take effect.

Police officers will receive a 23% increase. Sergeants will receive a 16% increase. Lieutenants will receive an 11% increase, and the deputy chief will receive a 5% increase.

These increases are on top of the 8% increase that took effect on July 1.

South Salt Lake was eighth and heading to ninth on a valley-wide salary comparison without any action. Then, with the pay increase, South Salt Lake shot to first.

“So, this puts us in the lead and puts us with a recruitment advantage with those agencies,” Chief Jack Carruth said. “This pay scale is compatible to what they are getting offered at West Valley, South Jordan and West Jordan with shift differential pays.”

Market conditions

The first domino fell earlier this year. In July 2020, Taylorsville decided to stand up its own police department. Taylorsville used the funding they were paying into the Unified Police Department. The funding allowed Taylorsville to offer a $10,000 pay increase for entry-level to senior officers compared to most pay scales across the valley.
