DEBATE OVER ELECTED OFFICIALS’ COMPENSATION CONTINUES WITH CITY COUNCIL, MAYOR

T

he ghost of “City Council Past” delivered a political football to the new city council. At the Feb. 9 South Salt Lake City Council meeting, a resolution to repeal a forgotten ordinance titled the Elected Officials Compensation Commission was presented. After some challenging discussion, the motion was moved to a future undetermined council meeting.

“This is the ordinance that we all forgot about while dealing with Covid and the Civilian Review Board. Also, there was no interest in raises considering the budget uncertainty we were facing,” chairperson Sharla Bynum said earlier.

The Elected Officials Compensation Commission The ordinance states in the year of a mayoral election, such as 2021, a commission would be staffed with three residents selected by the mayor, three residents chosen by the city council, and one additional resident selected by a majority of the other six.

The commission’s job is to recommend to the city council what the annual salary should be for the mayor, the yearly salary for members of the city council, and “any other compensation or benefits matters the commission considers pertinent.”

The commission’s recommendation is due before April’s second city council meeting. The city council would then establish for the next four years the mayor’s salary and the salary of the city council. However, the council is not bound to accept the commission’s recommendations.

While the ordinance seems clear, the reasoning behind it is murky. During the Feb. 9 meeting, there were accusations about the motive behind the ordinance.

Bynum began the discussion with a brief history. She mentioned the compromise was made when the council debated if the mayor should get any raise given to other fulltime employees.

“The one thing I really want to make a note of is the council has drastically changed from that time. That’s why we are revisiting this. The compromise at the time was to model an ordinance after Provo City so that we could have our residents kind of have a say in it,” Bynum said. “Now at the time most of us were willing to take that compromise. However, I had very strong issues with the fact that we weren’t going to do it immediately and that it was being pushed off to the year of a mayoral election.”

Bynum concluded with her last concern by saying, “My fifth concern came when a former council member reached out to someone who was on the council to try to get this on the agenda. We were already past creating a committee for the March deadline. And it was then that it kind of struck me that maybe this was a somewhat manipulative move to place in a year of a mayoral election. It never felt right to me. It felt like we should be doing it closer to the beginning of the mayor’s term.”

“I do believe that this compromise was made after a major shaming campaign that was put on by certain council members that I would even ask for a raise after being here for eight years,” Mayor Cherie Wood said in the meeting.

“They called the media on me. They tried to humiliate me in public meetings.”

The city attorney Josh Collins recommended the council should repeal it and start the discussion again.

The majority of the council agreed. However, Shane Siwik, District 5, suggested amending the ordinance to have the commission at the beginning of the mayor’s term.

“I guess I’m just going to go back to the core part of this ordinance. And taking the ordinance at face value,” Siwik said. “It has nothing to do with the mayor’s performance.

All this ordinance does is empower seven community members to make a recommendation to us as to what that salary adjustment should be. What’s wrong with keeping that?”

“You know, my heart and soul are with the city,” Wood said. “And when we talk about the residents having a say, I think their votes also have a say. I won four elections in this community. So, I feel personally that that should count for something.”

Gender discrimination Another accusation made centered on gender discrimination.

“We know gender pay gaps and inequities are ubiquitous in our culture. My understanding is that prior to my tenure as mayor, the male mayors of South Salt Lake were consistently offered the same salary increase as other city employees,” Wood said after the meeting. “For whatever reason, that practice ended during my first term as mayor.

As a result, I have not had a salary increase in 11 years.

While this is disappointing personally, it is also harmful for the city. Competitive salaries for public servants are essential to hiring and retaining dedicated and qualified elected officials and staff.”

The mayor is a full-time position. The mayor’s salary is in the municipal code (2.04.065) at $6,791 per month ($81,492 annual).

Council members serve part time. According to the municipal code (2.08.075), council members receive $946 per month ($11,352 annual). They also receive a contribution into a retirement account of 17.29% of their monthly salary. The council chair receives a pay differential of $300 per month.

also has a full-time mayor, the Taylorsville mayor compensation was set at $78,925 in 2008. Given this wording in the code “together with any general compensation adjustments approved by the city council for full-time city employees.”

The same is valid for city council members. Their compensation was set at $12,650 annually in 2008. However, they also receive “any general compensation adjustments approved by the city council for full-time city employees.”

“My goal is simply to be compensated fairly and to the level of similarly sized cities,” Wood said.

SSL government SSL has a strong mayor/city council form of government. The council is the legislative branch of the government, and the mayor is the executive branch. Stated another way, the council approves any changes to the SSL municipal code, and the mayor and her staff implement the change. l

New Civilian Review Board ‘enhances transparency’ of police work

fter almost two years of work, South Salt Lake stood up their Civilian Review Board (CRB) on Feb. 9. The CRB will start meeting in March.

"Our city has always been committed to transparency, and as Mayor, I am dedicated to maintaining community trust," said Mayor Cherie Wood. "The CRB enhances transparency with the appointment of qualified residents determined by a five-member selection committee who are local experts in the areas of racial justice, civics and community involvement."

"I'm proud that we have led the way in police reform,” said City Councilmember Natalie Pinkney. “This is the first step of many, and I'm excited to see how we will continue to improve safety for all."

"Building and sustaining ongoing dialogue and transparency with our community is crucial to the success of our Public Safety department," said SSL Police Chief Jack Carruth. "We have a dedicated group of officers, and I believe this board will only enhance the quality services we provide."

"City leaders are committed to public safety that puts people first," said City Council Chair Sharla Bynum. "The message is clear; we are a community that promotes justice while ensuring law enforcement excellence."

The CRB The selection committee for the newly appointed board members were non-SSL residents. Frank Lilly, a former SSL housing administrator, was the committee's chairperson. Other committee members were Jeanetta Williams, with the Salt Lake branch of the NAACP; Rev. Monica Dobbins, assistant minister of the First Unitarian Church in Salt Lake City; Kaletta Lynch, chief equity officer for Salt Lake City; and Abby Dizon-Maughan, associate with Parsons Behle & Latimer law firm who also serves as chair of West Valley City’s version of the CRB. The committee spent several weeks reviewing 27 applications. In addition, they held both virtual and in-person interviews. The CRB consists of seven members, two alternates, and one non-voting advisor.

"We were looking for candidates who had an open mind and a sense of grace and patience and a willingness to be open to kind of the fullness of this process right and to not come into it with preconceived notions about how the relationship between law enforcement and the community might work," Lilly said. "We were also looking for people with strong roots in the community. And really a commitment to transparency to competent oversight. And to make sure that that the community is served well in this position."

Pinkney asked each member to answer the same question during the meeting. The question was: "What is your vision for the CRB and what is one idea you have that can improve relations between the police and the community?" Their answers are listed after their names.

• Zac Barnes: "My overall goal is just continuing that kind of transparency we've seen through the process and the willingness of the police department to set up this kind of board. I want to continue that process. So, we always have a positive relationship with our community in the police force in South Salt Lake."

• Conrad Campos: "My first thought was to improve relationships with law enforcement, not that they're bad, but to improve them and to strengthen and with the community because as I see it, these officers are willing to put their life on the line. We need to help them to do a better job. And that means we talk to them. We work with them. And if there's something we can add to their training and the knowledge and experience, I'm all for it. I've had good interactions with the law enforcement community."

• Joy Glad: "I would like to agree that transparency is very important. But I also think education is an issue that needs to be addressed with our police officers and with us civilians. You know, we have these interactions with officers, but they're in a car. And so, we don't know them as human beings. So, for me, what I would like to see is that we can have more police speaking to the people in their community, not just driving by them."

ency and accountability. And I'd like to bring attention to detail and willingness to build data and kind of look at each instance and look at also trends and transparency and showing how the Council works and what we, what our conclusions are and how we got to our conclusions and share the data that we collect with community.

West Valley posts their board’s actions to the public, and I would hope that we would do the same."

• Kevin Miller: "I'm thankful for the opportunity and look forward to providing a voice for citizens to look at what the police are doing and trying to do and how they're trying to do it. Looking at those trends and making sure that all of us together are working in the best interests of the citizens of our community."

• Christina Nee: "I'm excited to be a pioneer for the city and to be a representative of my community and to help be that liaison between police and the average person and try to communicate and mitigate some of those conversations."

• Cassius Willis: "I look forward to seeing what the chief has already been doing. We look forward to also looking at what other cities have been doing. Whatever trends, look forward to being a fluid board that is available for the public."

As alternate Civilian Review Board Members: • Lorrina Heisey: “Transparency with the police department, but also my hope with this is that we can attract and retain a workforce for the police department. And to show that there's a higher degree of au-

tonomy and accountability that will better reflect our community."

• Richard Lane: "I think this is a way to understand the work of the police department better. And then, if necessary, review any issues brought before the board.

That will, in my mind add more confidence from the community and the police department and their services to us."

The Advisory Non-Voting Civilian Review Board Member appointed to serve is Gary Cox. "I know that they will police the way the public expects them to do that.

But for them to understand how to do that, there's got to be a great deal of communication."

Background During the protests and calls for police transparency because of the death of George Floyd on May 25, 2020, Natalie Pinkney, councilmember at-large, proposed creating an independent Civilian Review Board. But, unfortunately, the council and city staff found it easier said than done.

Many issues were discussed, such as the board's size, power and scope along with the definition of the use of force and how to pay for the board.

The council and city staff worked through the issues and, on June 24, 2021, unanimously adopted the ordinance setting up the framework for the CRB. l

District Crisis Team helps students deal with the unexpected

A

long-time elementary school teacher dies over a weekend.

A school shooting happens off-campus but during school time.

A fifth-grader is hit by a car on her way to school.

Events such as these trigger the Granite School District Crisis Team. Often when such events occur, the statement is made that “grief counselors will be available at the school.” The grief counselors are the District Crisis Team.

When a crisis occurs, Ben Horsley, chief of staff for the district, and school directors, who are district staff overseeing numerous schools, are notified. From there, the District Crisis Team is activated.

“I get notified, and I start a text chain,” Judy Petersen, director of college and career readiness, said. “We always communicate everything using our technology.

So I’ve got my crisis group and my leadership group. And we get everybody in those groups together and communicating and make it happen.”

The team The District Crisis Team supports a school’s crisis team. Every school has a crisis team of the principal, vice-principals, counselors, social workers, the school psychologist, and others. They are the first to stand up.

In the case of a teacher’s death at Wright Elementary, only one member of the District Crisis Team was needed because the local crisis team had called upon neighboring schools. They had social workers from Lake Ridge Elementary, Orchard Elementary, Matheson Junior High and Cyprus High School.

Other times, like the recent Hunter High shooting, the entire five-person team is deployed. But, again, it depends on local resources and local needs.

The team has developed an easily accessible virtual folder available on all computers in the district.

“It’s our crisis folder,” Petersen said.

“It has resources. It has the protocol for principals to follow, sample emails to parents to teachers, a sample script of what to say in your staff meeting, what to say in the classroom. So, we’ve gone over as much as we possibly can think of and put it in that file. And it’s dynamic. We’re always adjusting it.”

The protocol The protocol is designed to flex depending on the situation.

For example, when the teacher died over the weekend there was time to prepare. Petersen explained the first step was a before-school meeting with administration, teachers and staff. Relevant details were shared, and a plan for the day was drawn up. The plan called for teachers to deliver the news. However, a District Crisis Team member could support the teacher if a teacher didn’t feel capable.

“You want kids to know before they get their social media because news travels fast,” Petersen said.

“We have a little script we follow,” Petersen said. “The script says you probably have people in your family who have passed away. You know of people who are sick, and you’re worried about them passing away. We talk about how that’s just part of life. It’s OK to feel sad. It’s OK to be scared. It’s OK not to know what to expect.

Sometimes with the little kids we’ll use children’s books to help them understand grief.”

Teachers were also instructed to look for students who needed extra support.

Those students are provided an increased level of intervention.

“We just talk to the kids because there’s that empty desk in the room. And it takes some time to process all of it,” Petersen said.

Petersen mentioned that by lunchtime, most students are feeling OK. “In the afternoon, we flip it,” Petersen said. “After we’ve gone through our script, and we know that the kids are OK, then we

turn it to a positive.”

The crisis team asks students to write cards for the family. The team models what to say.

“In this case, dear Mrs. So and So’s family. We’re so sorry about her passing.

And then we asked them to write something really positive that they remember about that person, and then have them sign their name,” Petersen said. “And boy, some of the cards that we get are just so touching.

We screen them because we don’t want anything inappropriate going to the deceased person’s home. But they’re just really, really good.”

In the case of an event like the Hunter shooting that happens suddenly, the District Crisis Team adapts the protocol because changes are happening so fast. For Hunter, there were two variables to control. First, the team could not enter until the school was safe, and secondly, a lot of planning and scheduling had to happen. For example, the information had to be sent to parents about the incident and the school’s response before being dismissed. Another planning issue was changing the bus schedule to allow a 1 p.m. dismissal. The crisis team also provided support to the Granite School District Police, who responded to the event.

Regardless of the size of the crisis, the District Crisis Team “Gathers the list of names of all of the students who their teachers and others identified to meet individually with a social worker. Because before we leave the school, we make sure that every

parent of every student that we’ve met with during the day gets a call.”

The final action is a debriefing meeting for all people involved. The district crisis team wants to identify steps that went well and document learning points for the next crisis.

The personal cost Members of the District Crisis Team have other responsibilities, but they drop their work at a moment’s notice.

“It takes a toll on us. It just zaps your energy,” Petersen said. “Before we leave the room or wherever we are debriefing, we articulate to each other what our plan is for self-care for when we get away from the situation. And that’s invaluable.”

SafeUT Petersen mentioned how helpful the SafeUT app is for students. According to their website, “The SafeUT app provides a way to connect to licensed counselors that are ready to listen to any sized crisis or concern. Help is immediate and confidential, and as easy as reaching for your phone and sending that first text.”

Originally, SafeUT was designed for students and educators. However, the initiative proved successful, that two more SafeUT apps were created. SafeUT Frontline is for frontline workers like law enforcement, fire/EMS, healthcare professionals and their families. SafeUT National Guard is for members and their families serving in the Utah National Guard.l

Green thumbs get ready! City to open new community garden

F

or those who appreciate the taste of a homegrown tomato, but don’t have their own garden patch, this year may be their chance to grow one in a new neighborhood garden.

South Salt Lake Department of Neighborhoods is creating a community garden across from Front Avenue on 400 East (3065 S. 400 East). The spot is south of Fitts Park.

The planning started last August with a public outreach campaign to determine public interest.

"The number of those willing to volunteer, organize, and potentially lease a garden plot and community partnerships were considerable," said Jen Hill, public outreach coordinator of SSL. It was important to show public interest so that SSL could get a grant from Wasatch Community Gardens (WCG), which they received this year.

"I'm excited to announce that your garden application has been tentatively accepted," Giles Larsen, Parks for Produce program manager with Wasatch Community Gardens, wrote. "Very nice work! I'm impressed by the very quick turnaround on collecting signatures, the diversity of organizations that SSL works with, and the degree to which the community appears excited about this project!"

Since receiving the grant, city staff have held virtual public organizational and design meetings. In addition, they have received input from community members and guidance from Sharen Hauri, director of the SSL Department of Neighborhoods, Giles from WCG, and a landscape architect from VODA Landscape + Planning, Mike Morris.

"Moving forward, we hope to have the garden planting ready for gardeners by May of 2022. We are now in the process of its organization and design, including the vision statement and a new name," Hauri said.

Getting involved The plan is to ask community volunteers to break the ground in April. After that, the hope is to start building beds and getting ready for the 2022 growing season.

"If members of the community are interested in being part of the process or to lease a garden plot, all are welcome," Hill said.

Fitts Community Garden vs. Central Park Community Garden This new community garden is different than the community garden at Central Park.

The Central Park Community Garden is sponsored by the New Roots Initiative, a program of the International Rescue Committee (IRC) in conjunction with Wasatch Community Gardens.

This type of community garden is located in Central Park and a larger one at the Central Valley Reclamation Facility on the city's west side.

The focus of these gardens is to provide an area for refugees to grow fresh produce and, more importantly, produce they are familiar with.

On the other hand, the new Fitts Park community garden is open to all SSL residents.

WCG and the Parks for Produce program The Wasatch Community Gardens is a nonprofit organization. Since 1989, the organization has provided access to land and education for growing for children, adults and families.

Their mission statement is simple: "Empowering people to grow and eat healthy, organic, local food."

The organization fulfills its mission through four main programs: Community Garden, Community Education, Youth and School Garden, and Job Training programs.

Within the Community Garden program is a joint indicative of WCG and Salt Lake County. The program is called Parks for Produce. The program's focus is to turn some of the land of parks into community gardens. The WCG is well organized and supplies a Parks for Produce manual, which takes the community garden from a concept to reality. It also provides rules to help support the garden.

garden techniques to plant suitable crops for the Wasatch Front. They also provide garden coaching sessions most Wednesdays from March through August via Facebook Live.

New K9 officer joins South Salt Lake’s police force

T

he South Salt Lake Police Department has a new fourlegged K9 officer named DROM. He is a 14-month-old German shepherd-Belgian Malinois mix from Slovakia. His handler is Officer R. LaBounty.

K9 DROM joins K9 Rocco on the force. K9 Rocco, whose handler is Officer R. Diaz, is a 19-month-old German shepherd-Belgian Malinois mix imported from Slovakia.

Both dogs are in training to find illegal controlled substances. Both dogs live with their handlers and become a member of the family.

K9 DROM and K9 Rocco were purchased through a Utahbased company specializing in importing dogs suitable for police work.

"The dogs were thoroughly vetted by the handlers and trainers before they were selected and purchased," Danielle Croyle, the public information officer for the police department said.

350 training hours Before going into service, both dogs and handlers underwent 350 hours of training. The dog and handler need to be recertified each year.

Most K9 officers are trained as patrol dogs with added training in a specific area.

Patrol dogs can track or trail suspects or victims. They aid in criminal evidence recovery with a passive indication that does not contaminate the evidence. They undergo obedience, agility and criminal apprehension training. Dogs are also taught to discriminate between a fleeing or hostile suspect and a surrendering or innocent person. Dogs are trained in the find/bite or the find/bark method of capture. The same dog can be taught

both. Patrol dogs are taught to disengage or shut down behavior.

"Patrol dogs are utilized as a searching/locating tool when deployed in a patrol-related function. Because of their incredible sense of smell, patrol dogs help in searching for discarded evidence, searching and clearing a building or open area, and locating suspects who have recently fled from the scene of a crime. Because of their heightened senses, it is safer, more cost-effective, and less time-consuming for the patrol dog team to perform these kinds of searches. It has been reported that patrol dogs can search/clear an open area or an average-sized building up to four times faster than their human counterparts, saving on both time and manpower," according to the Utah POST website. POST stands for Peace Officer Standards and Training.

In the case of K9 Rocco and K9 DROM, they are receiving added training to uncover illegal controlled substances. The idea behind the training is to use the K9's natural drives to find the unlawful substances' odor and disregard other odors. Dogs are trained for specific substances each time they undergo fuller training. The training manual is 675 pages. POST reports that, "Since the creation of the K9 Program, over 24 billion dollars of illegal drugs have been seized by Utah POST K9 graduates."

Other K9 officers can receive specialized training as cadaver dogs, bomb dogs, SWAT dogs, search and rescue dogs, and wildlife detector dogs. A wildlife detector dog works much like a drug or bomb dog, except they are trained to detect the odor of a specific animal.

Two other K9 specialties are tracking dogs and trailing dogs. Tracking dogs are sometimes referred to as footstep detector dogs because the dog focuses on finding footsteps (ground

disturbance) and not human odor. This type of K9 is used when a person's exact path is critical to figure out. On the other hand, a trailing dog uses human odor to track the trail of either a lost victim or criminal. l

Bad Dog Arts: Community centered approach to art programs

ad Dog Arts is a nonprofit organization that has been around for over 25 years.

They operate as a partnership with South Salt Lake and have hosted workshops at venues such as Historic Scott School and the newly remodeled Columbus Center art room.

“We started out with the idea to provide art programming exclusively for underserved children,” said Victoria Lyons, director of Bad Dog Arts. “Our reach has grown way beyond that over the years and now we work with kids beginning at age five, teens, adults of all ages and moving into programming focused on working with seniors.”

Bad Dog Arts collaborates with local artists who work with a variety of mediums and come from diverse backgrounds. The organization is then able to reach out to local schools and provide workshops for the public. Traditionally Bad Dog Arts has also had an after-school program onsite in their studio, but due to the pandemic the schools in the Salt Lake City School District now send requests for an artist to come in and work at the school.

Bad Dog Arts then arranges the project.

In the past years they have done things like mural painting with youth, such as the one found at Trolley Square next to Whole Foods. In the upcoming weeks the organization will be working with kindergarteners

at Mountain View Elementary. During the spring and summer breaks, Bad Dog Arts also offers camps geared toward students of all ages. The partnership with South Salt Lake, has allowed them to continue holding in-person workshops in larger spaces that people can social distance in.

“Our numbers have to be really limited and part of the beauty of being able to partner with South Salt Lake is their larger spaces and we can teach a good number of people while keeping everybody socially distanced and safe. During the first year of the pandemic, we were almost exclusively virtual… since reopening in-person classes they have been filling up consistently,” Lyons said.

Workshops are tailored primarily to what medium the artist works in and may include painting, drawing or sculpting. Bad Dog Arts also offers workshop series, fully equipped with art supplies, running at $40 for four classes and are free for South Salt Lake residents.

“We have relationships with many different artists who have experience with a lot of different things…and this gives the residents of South Salt Lake opportunities to try a lot of types of media and ways of working with art,” Lyons said.

Their upcoming workshop series will be held Tuesdays in March from 6:30 to 8:30

Central Park Chapel is a SSL architectural treasure

ven though South Salt Lake City is “a City on the Move,” it is also a city of iconic buildings. The Historic Scott School (300 South and 500 East) was built in 1890. In 1899, the Catholic Church built Saint Ann’s Orphanage (now known as Kearns-Saint Ann School) and church between 400 and 500 East on the south side of 2100 South. The Church of Jesus Christ of Latter-day Saints began constructing the Central Park Chapel (2700 South and 300 East) in 1925.

The first phase was completed on April 18, 1926, when the first Sunday School met. Currently, the building is referred to as the East Building and is used by the Central Park Ward, the Wandamere Ward and the Crossroads Square Branch (Nepali).

The building On Aug. 16, 1925, the Central Park Ward was created from parts of the Burton and Miller Wards. The ward took its name from the local subdivision named 30 years earlier.

At first, the new ward met in the Burton ward building and later at the Madison School. But the new ward decided they wanted their own building.

William C. Winder was selected to head the first finance committee on September 22, 1925. In those days, ward buildings were financed and built by local congregations.

The building cost about $60,000. Miles E. Miller was appointed to render plans for the proposed building.

Joseph A. Vaughn supervised the construction, which started on Sept. 24, 1925, only five weeks after the ward was organized. The building progressed quickly. The first ward conference was held in the north section of the building on Sept. 25, 1926.

The building was designed in the “Prairie School” style.

This style originated in the late 19th century with Chicago-based architects and was popularized by Frank Lloyd Wright.

According to Architecture.org, “Their most defining characteristic is their emphasis on the horizontal rather than the vertical. They spread out over their lots, featuring flat or shallow hipped rooflines, rows of windows, overhanging eaves and bands of stone, wood or brick across the surface.”

“University of Utah architect students come by once a year or so to look at the unique style,” Bishop Herbert Goldhardt, Central Park Ward, said.

The Cardston Alberta Temple also influenced the overall design with bold columns and carved entryways. The Cardston Alberta Temple was built between 1913 and 1923.

In 1938, work began on an Amusement Hall, which is now called a Cultural Hall. The hall was completed by December 7, 1941. The original Amusement Hall had chairs that could be used for worship services or put away for games.

On March 20, 1949, the ward split into the Central Park Ward and the North Central Park Ward. On April 22, 1955, the two wards broke ground for a new Amusement Hall, which is at right angle to the original hall/chapel. The initial Amusement Hall was remodeled into a permanent chapel with this remodel. The pulpit was on the east side, and people entered through doors to the west. The doors are now bricked in.

“During one of the remodels, they discovered that the foundation in the chapel, which was the original Amusement Hall, went from 16 feet down to four feet,” Goldhardt said.

“We are thinking they ran out of money for more concrete.”

In a later remodel, the chapel was switched with the pulpit moving to the west. In addition, a “cry room” was built on the second floor overlooking the chapel. The idea behind the cry room was so that parents could take fussy babies out of the chapel but still participate in the service.

However, teenagers used it for another purpose.

“It had curtains that we could pull. Since the sound was piped in, we could say we were listening, but we could talk freely,” Goldhardt, who grew up in the neighborhood, said.

The cry room is now walled up. The chapel also had a stained glass window to the west. The stained glass was removed and the area is now bricked up.

Another Goldhardt memory is the young deacons passing put fans in the summer with the Granite Furniture logo on them.

One of the exciting designs were full-length windows in the new Amusement Hall.

“We used to unlock the bottom window and sneak in to play basketball,” Goldhardt said.

For the most part, the brickwork on the north and middle sections are original.

One other exciting part of the property is a tree planted in 1942 to commemorate the creation of the Relief Society organization that still stands.

The property The building stands on part of the old John R. Winder farm. His farm was known as Poplar Farm, where he raised stock, farmed, and had an orchard of mulberry trees used for silk production. Winder moved to Salt Lake City in 1907 and moved the dairy business to the west. In 1916, the farmhouse and barns were dismantled.

On Aug. 30, 1925, the land was purchased for the new building. The building will be over 100 years old in a little over four years. l

Cottonwood girls basketball has found its stride at the right time

A

mid cries from parents in the stands demanding to know why this or that foul was not called—though the ref was standing at least 100 feet away from one angry mom and could not hear a thing if he wanted to— the girls basketball game between Cottonwood and Stansbury played on at the court of host Stansbury High Feb. 1 was a warning to the rest of Class 5A that the Colts have found their stride.

This Tuesday night tussle was a critical contest in the battle to determine future state tournament seeding—Stansbury at 4-2 was 1.5 games ahead of Cottonwood in the latest Region 7 standings—yet it was the visiting Colts who held a tight grip on the lead for all of the first quarter.

Cottonwood was also ahead for most of the second and all through the third.

The Colts struggled getting passes into the low post in the fourth, however, providing the hosts and favorites Stansbury with enough rope to lasso in Cottonwood and narrow the lead to four at 37-33 with 5:30 left in the game.

But a crucial steal by senior guard Olivia Tassainer at the 5:24 mark gave the Colts back the ball and they used a smaller lineup and pesky pressure to frustrate the hosts from there on out as Cottonwood held on for a crucial 49-44 win.

Tassainer, who scored 15 points and had four steals on the game then showed Stansbury she had a little sauce in that dribble, controlling the pace despite Stansbury’s parents who were screaming about missed calls for most of the game. In spite of a somewhat hostile environment the Colts stayed composed and took the wire-to-wire victory, their second in as many games after a 51-48 win at Uintah on Jan. 25.

The Colts then galloped to a resounding 43-28 thumping of rival Hillcrest in the battle across I-215 Feb. 3 in what will turn out to be their only meeting of the season. In the process the Colts recorded their third win in a row.

Senior forward Ali Tripp, who captained Cottonwood volleyball to the only state tournament game they would play a few months earlier in a tough play-in game loss at Hillcrest, rebounded with a 21-point outing against the crosstown rival.

What’s amazing about this turnaround is that Cottonwood [8-9, 4-4 Region 7, fourth place] started its first season in Region 7 having lost four of its first five dating back to Jan. 5.

But since that point it has been the Colts who have changed their standing in the new league with a formula of stingy defense and transition baskets. It might look to some like the Utah Jazz who use an inside-outside com-

bination of fast, athletic guard play and midrange shooting as well, but it’s actually how the Colts have to play with what they have.

Led by the senior captain Tripp [16.7 points per game], freshman center Avea Van Der Beek [6.2] and pesky pressure defense

from sophomore guard Alivia Hutton [3.9] to go with clutch shooting from Tassainer at 11.4 points per contest, Cottonwood has grown into the new region and is now poised to push for a higher seed at the upcoming 5A state tournament. l

Women On The Move in SSL It takes a village to run a thriving City.

In South Salt Lake something inspiring is happening and the women in charge have much to do with it. From city government, schools, and community partners, more than ever, women who carry a high level of expertise, professionalism and compassion are bringing big changes to our community.

Mayor Cherie Wood Starting right here at City Hall, one of the most rewarding aspects as Mayor has been to witness the ascent of females and people of color running for office (and winning!). I am proud of the number of women who have joined our leadership team and are committed to creating a better city for ALL. This shift in empowering women at City Hall has been blazing trails, as I’ve noticed how many women in the SSL community are also adding to this momentum and taking the lead. I wish to call out four examples, women who are making noticeable strides to bring about a brighter future and inspire others to do the same.

For March (and every month), let’s honor our local women with recognition, efforts to better support them, and provide a safe platform and a voice in our community. Let’s continue to tell the story that our city values every single person who resides, works and visits South Salt Lake.

ANA GARCIA Family Liaison Coordinator, Promise SSL “Our South Salt Lake Community is rich with diversified identities, and I am proud to serve them.”

Ana Garcia began working with and serving the South Salt Lake Community in 2005 as a family liaison and basic needs coordinator in the Granite School District. Wanting a change of pace, Ana started working with Promise two years ago as a family liaison, and then in October of 2021 as a full-time family liaison coordinator.

She says, “I love my job and am passionate about helping people. The most rewarding thing for me is to see how grateful people in need are. I value the connections I have made where trust, respect and compassion for each other are at the core of our interactions.”

Ana’s work aligns with this value as she works to build relationships between afterschool programs, schools, families and community partners to improve youth wellness. As a Promise contact person, she links community resources, services, and opportunities to youth and families in need. Her role is to facilitate engagement and empower families through knowing how important their voice and participation are for the community.

TERI SLAUGH Business Development Manager, GAVA Talent Solutions “I love being with the people in this community and seeing the impact.”

Teri Slaugh’s day job is as the Business Development Manager with GAVA Talent Solutions. Her work includes searching for talent on an interim or direct hire basis for businesses.

Teri serves on the Dual Immersion Academy Board public charter school that provides bilingual education to students in Salt Lake City. Teri is the Executive Director for her non-profit Canvas4aCause which has been working with the ‘Clubhouse to Careers’ Promise internship program. With the SSL Chamber, Teri serves with Teresa Bagdasarova as a Co-Chair of Women In Business (WIB). In 2022, they have plans to work with the SSL Arts Council and showcase a local artist/creator that is a member of the Creative Industries Zone. WIB is also working to offer Small Business Workshops at the new Community Opportunity Center.

Corey Thomas, District 2 March 8 is recognized by countries around the world as a day to celebrate women’s achievements and promote gender equality. In the United States, the first national Women’s Day was observed in 1909.

I feel honored to be a part of making history in South Salt Lake as the first time the city has been represented by supermajority women and our mayor in leadership. Six of the seven council seats and our Mayor are led by strong women in our community. It is great to be a part of a big change, in which more women are being elected to office here in South Salt Lake.

I am looking forward to the next four years on City Council working alongside these intelligent women, who want to change our city in positive ways. Thank you to all the residents who voted in last year’s election that helped change our City Council’s history.

For her day job, Laura Vernon is the Great Salt Lake Coordinator for the Department of Natural Resources Division of Forestry, Fire and State Lands. She shares that the most rewarding thing about this job is working with an array of resource specialists and stakeholders to find answers to complex Great Salt Lake issues. Laura says, “The Great Salt Lake is a fascinating and invaluable resource for our state and it is exciting to educate people about the importance of the lake.”

Laura reports that since moving to South Salt Lake 10 years ago, many remarkable growth opportunities have occurred here. As the Planning Commission Chair, she says, “It is my intention to emphasize and encourage projects that will enhance the City while maintaining its unique character.”

Public Safety SSL Establishes a Civilian Review Board Message from SSLPD Chief Jack Carruth South Salt Lake City leaders deliver on a commitment to transparency and accountability with advice and consent for members of an independent Civilian Review Board (CRB). The City’s inaugural CRB members were selected by community leaders from neighboring jurisdictions. The CRB Selection Committee, Frank Lilly, Jeanetta Williams, Monica Dobbins, Kaletta Lynch, and Abby Dizon-Maughan spent several weeks reviewing 27 applications and conducting virtual and in-person interviews. The City Council met on Wednesday, February 9, 2022, and unanimously gave Advice and Consent for all appointed CRB members brought forward.

The CRB is tasked with reviewing certain Use of Force and Vehicle Pursuit incidents. Building and sustaining ongoing dialogue and transparency with our community is crucial to the success of our Public Safety department. In addition, they will provide a mediation program and encourage community engagement in policing.

We have a dedicated group of officers, and I believe this board will only enhance the quality of services we provide. Beginning monthly meetings in March, we look forward to working with the City Leaders to enhance our department and community.

Message from SSLFD Chief Terry Addison

Firefighting as an industry has been male-dominated.

Women as firefighters, while only making up a small percentage, have been in rank for almost 200 years of the fire service in the U.S. We know that gender and racial diversity greatly improves organizations and helps address the needs of the public better.

With a small but growing number, I am proud to state that we currently have nine female firefighters. The national average is between 4-5% and the SSLFD is slightly above 14%. Two of our nine female firefighters currently serve as Captains in combat officer roles. Three senior female members of our team have over 42 years of experience in our department. In my opinion, as women firefighters, their strength is in mentoring co-workers.

Other strong attributes they bring to the SSLFD are compassion, physical stamina and strength, detailed medical and technical fire and rescue knowledge.

I have witnessed that our female firefighters have enormous intellectual, social and emotional skills that are paramount in delivering the highest possible care to our community. While it’s no secret the firefighting profession has been seen as one dominated by physical strength, the truth is women meet these physical challenges just as well. Being a firefighter goes beyond just brute strength, it requires a complex mix of skills and traits and the women of South Salt Lake Fire are a testament to the breaking of this glass ceiling. Success Story from the MRC Having a background of trauma and depression, Weston sought help at the Men’s Resource Center where he spent nearly all his time reading books.

The MRC case management team worked closely with Weston until he was accepted into a supportive housing unit. During his tour, Weston spotted a small private library in the common area, which prompted him to sign the lease on the spot. Now he is thrilled to have a quiet place of his own to read, and also shares books with the community. Most recently, his caseworker reports that Weston is doing well, and was able to reconnect with a sister who works just a few blocks away.

Business & Development Celebrate SSL: The 21st S-Line Neighborhood As we celebrate 2022 as the ‘Year of the Neighborhood’, we are highlighting the areas that make us unique and taking note of what makes them so special. For March, the spotlight shines on one of our oldest - the 21st S-Line Neighborhood. It is the site of the homes that rallied to incorporate our city back in 1938 and remains one of the most “classic.” Let’s talk about its history, landmarks, businesses, and what makes it a great neighborhood in South Salt Lake!

21st S-Line Places of Interest Kearns– St. Ann’s School Originally built in 1899, Kearns-Saint Ann Catholic School began as an orphanage by the Sisters of the Holy Cross. The need for an orphanage was partly due to a high influx of orphans as a result of fathers being killed in mining disasters, and single mothers struggling to support their children. When the Utah State Foster System was created, orphanages were no longer needed, and Kearns-Saint Ann School officially became a private Catholic school in 1955. In 1980 was listed as a historic site, and in honor of the founders and benefactors of Kearns’ St. Ann’s Orphanage, the school was renamed Kearns-Saint Ann School in 1991. Today it is one of the most diverse schools in the city, and hosts a Promise SSL program, practicing high school athletes from Judge Memorial, and services the adjacent St. Ann’s Church.

Promise Park and Honoring Hser Ner Moo At the age of seven, Hser Ner Moo was found brutally murdered in a South Salt Lake apartment. This happened in 2008, shortly after her family had landed in SLC as refugees from Burma (Myanmar) Karen by way of Thailand. In July of 2020, Mayor Cherie Wood dedicated a new park next to the S-Line at 2230 South 500 East, near her home, as Promise Park, in memory of Hser Ner Moo. Her murder was a catalyst in bringing about the Hser Ner Moo Community and Welcome Center and led to the Promise South Salt Lake program now active in 13 locations. The center started modestly in the apartment complex where she lived and made a permanent home at the Columbus Center, where families can still find learning opportunities for youngsters from pre-school through high school. In Mayor Wood’s words: “Promise Park marks a milestone in SSL history. The work of Promise South Salt Lake and getting to today has been a herculean effort by all employees. For putting our youth first, ensuring they have a safe neighborhood to thrive in, and meeting the needs of everyone in our community.”

Community Happenings SNEAK PEEK: MURAL FEST 2022 While it’s only March, the 5th annual Mural Fest is something to get excited about! We had a record number of applicants (204!), which made the artist selection tougher than ever. As it stands, by May 14th, 10 new murals will be added to South Salt Lake’s Creative Industries Zone.

ATENTAMENTE UNA FRESA

@atentamenteunafresa | Mexico City, Mexico As a surreal artist and muralist, Antentamente Una Fresa calls Mexico City home, and her list of work is both extensive, impressive and can be spotted in numerous locations around the globe.

With ties to an art project commissioned by the Goth movie director Tim Burton (maybe you’ve heard of him?), Antentamente was selected for the MURAL FEST in 2020. However, due to the pandemic, her ability to travel to South Salt Lake was delayed. The third time’s a charm, in May of 2022, Antentamente will be adding a huge splash of color here, including a few fantasy characters, and ‘Gimlet the Distillery Cat’ on the south wall of Beehive Distilling at 2245 S W Temple.

LINDSAY HUSS

@lindsayhussart | Ogden, UT As a lifelong artist, Lindsay Huss has always followed her passion for creating. Earning degrees in both secondary art education and visual arts from Weber State, Lindsay taught art for 10 years at Northridge High School. In 2009, she made the leap into freelance work.

With a long list of completed mural projects, many in Ogden, Salt Lake locals may be familiar with the colorful sky with trail runners on the Salt Lake Running Company building along 700 East. Her work also includes surreal landscapes, and vibrant contemporary animal and human portraiture.

RAFAEL BLANCO

@rafaelblanco_official | Aurora, IL A native of Alicante (Spain), Rafael Blanco is a contemporary artist fascinated with topics that include identity, human expression, diversity & inclusion. Trained as a classical studio painter, for the last decade, he has been transitioning more to public art, especially large-scale murals.

Rafael earned his BA in Studio Arts and a MFA in Painting and Drawing. His murals can be found across the country and he has participated in numerous street art festivals and mural competitions. Many of his murals include human portraiture, Rafael says, “Approaching a realistic painting is different than approaching a photograph.” While a photograph is so perfect it is accepted as reality, “painting is not perfect because it is a representation through someone else’s hands.” He explains, “A painter can capture a unique element that a camera never will.”

Promise Happenings at Hser Ner Moo At the Hser Ner Moo community center, the teen afterschool program has been able to engage in a multitude of enriching activities with Promise SSL’s partner Youthlinc. Real Life, provided by Youthlinc, is a peer-mentoring program that utilizes a life skills curriculum to support students in their endeavors. Working with peer mentors, the teens worked on team building, positive self-image, friendship skills, and healthy relationships.

In addition to learning self-improving lessons, the teens at HNM were able to go on an ice-skating field trip at the Gallivan Center with their Youthlinc mentors.

Award to Patrick Holman-Hart Congratulations to Patrick Holman-Hart, Promise Coordinator at Central Park Community Center, who was chosen as Utah’s 2022 Next Generation of Afterschool Leader from the National Afterschool Association! Since joining Promise SSL, Patrick has distinguished himself as a leader. In addition to facilitating an Out of School Time (OST) program, Patrick serves in several leadership roles and councils. He has served in a leadership role with the Salt Lake Afterschool Regional Network for the past four years. Patrick has a can-do attitude and is an extremely hard worker. He is both a caring and supportive staff member and supervisor. Despite being relatively new to Promise, he has contributed in so many positive ways; we can’t wait to see what he will accomplish in the future!

Cottonwood boys basketball finishes with best season since 2008

T

here was a time in the 1990s when Cottonwood had a boys basketball program that was hard to beat, one with the great Justin Weidauer who went on to have success at BYU as a player. Then in 2004 the Colts got all the way to what was then the Class 4A state championship game, losing to Hunter by just one point at the Maverik Center.

Since that time, however, it has been a hard, tough slog for the Colts to win games— let alone play in the state tournament.

But the Colts have done that and more in 2021 and 2022, finishing their first season in the new Region 7 in impressive fashion—their best since 2008. Cottonwood has wrapped up its season with a 15-8 record overall, 7-5 in Region 7.

It has also been Cottonwood’s first season over the .500 mark since 2008, one that can go in the history books with the Colts’ best teams of 1991 and 2004, and that ’08 team that finished 12-10 and made it to the first round of the state tournament that year.

The Colts did qualify for the state tournament last year and were defeated in the first round, but finished their regular season in 2020-21 with a 10-12 record.

Cottonwood will hope to go even further than that this year with a talented, deep

group led by sophomore center Chris Cox, senior forwards Robbie Yates and Noah Widerburg, senior guard Cooper Lindsey and junior guard Aiden Oliphant.

Yates leads the team in scoring with 14 points per contest, while Widerburg, who is the team’s leading rebounder [4 per game], is also averaging about 12 points every time he walks onto the court. Cox has been a dominant force inside despite his age and is putting up about 10 points and four rebounds every outing.

What makes these Colts a team to watch, however, in the upcoming 5A state tournament is that they go 15 players deep and have been able to stay healthy all year.

All 15 players on Cottonwood’s roster have played in the Colts’ 23 games and of those, about half have played enough minutes to have scored on average about three points per game.

These are important numbers going into a state tournament that stands to be very competitive.

The Colts finished with the No. 13 seed for this year’s 5A state tournament, and were paired with Maple Mountain for the first round that was set to take place Feb. 23 at Cottonwood High School. l

was eight when I ran away from home. It was the summer of ’76 and my mother did the unspeakable. She banned a book in our home.

In the stack of books I’d checked out at the library, there was a paperback copy of “Jaws” I instinctually hid from Mom because she could be irrational. The book cover, with its looming shark and nearly-nude swimmer, might make her think the novel wasn’t “proper” for an 8-year-old.

With a plateful of homemade oatmeal cookies, I sat on my bed engrossed in shark attacks. My bedroom door opened and Mom (without knocking!) entered my room to put clothes away. Her mouth dropped open when she saw what I was reading. She grabbed it out of my hands and banned the book from the house.

How dare she!

I fumed and realized there was only one answer to such blatant oppression. I got my red suitcase and packed a nightgown, a change of clothes, my toothbrush and a Nancy Drew book. I stomped down the stairs, ignoring Mom as she stood in the kitchen doorway with her arms crossed.

Before I walked out of the house forever, I told her I couldn’t live with her cruelty any longer. I walked two blocks to my Aunt Judy’s house and announced I was moving in because Mom was an unreasonable tyrant.

I stayed the night, knowing Mom must regret her terrible behavior. I figured by the next day, she would be frantic with worry.

Served her right. (I later learned she’d called my aunt to let her know I was heading her way.)

When I returned home, I asked her if I could read “Jaws.” She said no. You can bet your sweet bookends I found a copy of “Jaws” and secretly read it cover to cover.

My effort to read banned books didn’t stop there. As I got older, I tore through Judy Blume's books, inhaled the “Flowers in the Attic” series, and absorbed “To Kill a Mockingbird.” Twice. My cousin and I would sit on the bookstore floor, reading salacious parts of popular bodice-ripper novels written by the queen of romance, Kathleen Woodiwiss.

Mom realized it was counterproductive to forbid me from reading books, and we ended up having conversations about racism, in-

equality, sex and sharks.

I make it a point to read banned books, buy banned books, promote banned books and encourage my daughters to do the same.

I figure if a book is so powerful it has to be banned or burned, that’s a book I need to read.

Anything that gets people’s knickers twisted and touches a literary nerve goes on my toread list.

Parents and lawmakers are increasingly trying to create laws that shelve books that don’t fit in with their (mostly conservative) ideals. When that happens, society loses. Didn’t you read the (ironically) banned “Fahrenheit 451?”

I agree that 8-year-olds don’t make the best choices, but if we control the curriculum, frame the narrative, and put a conservative slant on history, we’re not doing those 8-yearolds any favors.

In January, when a school board in Tennessee banned the Pulitzer Prize-winning graphic novel, “Maus,” parents pushed back.

The Salt Lake County Library System has dozens of copies of the Holocaust story where the Jews are depicted as mice, Germans as cats, and Americans as dogs.

I was happy to see it has hundreds of hold requests.

Looks like I’m not the only one making sure I read things that make me uncomfortable.
