COUNCIL PASSES TENTATIVE BUDGET FOR 2023

A

t the June 15 South Salt Lake City Council meeting, the fiscal year 2023 budget passed its next hurdle. The council voted to reject the Certified Tax Rate (CTR) for FY2023, thereby adopting their own. Those rates are .001536 for General Purposes of the city and .001029 for public safety.

They also agreed to and operate with tentative interim budgets for all nine budgets. In most cases, the vote was six to one. Shane Siwik, District 5, was the only no vote. The final budgets will be voted on after the Truth in Taxation hearing.

This action sets aside the state requirement for a balanced budget by June 30. The new date is Aug. 31. In addition, this action requires a Truth in Taxation (TNT) hearing set for Aug. 9 at 7 p.m.

A few residents also spoke at the meeting, voicing their opposition to the budget and the proposed increases.

Public hearing During a public hearing on June 8, 13 people spoke at the public hearing. Seven were SSL employees and six were residents.

The meeting was also well attended by SSLPD and SSLFD personnel. Some of the comments included: "We need to remember that residents are facing a lot of inflation," Eileen Harrington said.

"Comp time doesn't pay the mortgage," said Rebecca Stone, Justice Court Clerk supervisor, speaking about their workload and the practice of awarding comp time for overtime.

"It is estimated that it would cost $75,000 to $100,000 to spin up a replacement officer for me," SSLPD officer Chris Taylor said.

market, it makes it difficult to estimate those funds with a reasonable degree of confidence. As such, we have based the budget on the most conservative estimate rather than running the risk of overestimating and leaving the city short of funds in the coming year."

Public Safety on notice During the June 15 meeting, Natalie Pinkney, councilmember at-large, voiced why she was voting for the budgets. However, she also put Public Safety on notice.

"While I understand the settlement about the public safety specialty fund. I do think that it does improve accountability and transparency when it comes to public safety, and here's why," Pinkney said. "I think citizens should know exactly how much funds they put into their public safety. Public Safety has said time and time again that they're underfunded and they cannot get the result of their job. For me, this is my test and my settlement to public safety. We will fund you, but there are results that we do recommend and accountability that we should have."

Mayor's comments Before the vote, Mayor Cherie Wood read a prepared statement into the record.

"I wanted to thank our Finance Director, Crystal Makin, for her efforts on the budget that is before the council for approval this evening. The clarity and fiscal competence she has provided to this process are greatly appreciated.

A municipal budget has many staff contributions, and we are fortunate to have dedicated, qualified professionals working to ensure that all City services, programs, and amenities continue to run smoothly.

The Fiscal Year 2023 proposed budget is the result of the can being kicked down the road on numerous occasions. Opportunities to raise local taxes have been delayed and rejected for the past 16 years. When the little steps are avoided for too long, it takes a bigger leap to catch up. While this budget cycle is a heavy lift, we must invest now in our essential services to continue the level of service we have all come to enjoy in South Salt Lake.

My desire to present an open and transparent budget is evident in the resolutions before the council tonight. Each fund is presented separately so you know exactly what is in the budget and what it funds. Truth in Taxation law According to the Utah Taxpayers Association, the “Truth in Taxation is Utah's most taxpayer-friendly law. It's even better than California's Prop 13. The measure was enacted in 1985 at the request of your Utah Taxpayers Association and Tax Commissioner Gary Cornia. While TNT does not technically limit property taxes, it makes local elected officials think twice about increasing property tax rates because they know all citizens will be notified of the increase and its potential impact on their property. They also know that they will have to hold a public hearing where citizens can sound off about the proposed tax hike."

The Utah Legislature passed the Truth in Taxation law in 1985. Before the passage, property tax in Utah was limited to 106%.

Property tax could only go up 6% more than the previous year unless voters approved a larger increase.

The TNT law requires specific public notices and public hearings when a taxing entity, such as SSL, proposes to increase its property tax revenue from the previous year.

Taxes from new growth is exempted from the disclosure requirements. The purpose of the public hearing is to allow elected officials to explain the reasons for the increase and enable residents to comment on the proposed increase.

TNT is revenue-based. It is not ratebased. The TNT requirements kick in when the revenue increases even if the rate stays the same or declines. "Under a revenue-driven system, changes in rates are irrelevant," states the website Propertytax.Utah.gov.

"Utah's Truth in Taxation laws have proved to be an effective tool in limiting the rate of increase in property taxes. Prior to the implementation of Truth in Taxation, property taxes levied had increased at an average rate of 12% per year since 1981. Since 1986, the rate of increase has averaged 3.6%. Of the 550-plus taxing entities in Utah, an average of 40 entities have proposed increases each year," according to Propertytax.Utah. gov.

Certified Tax Rate The CTR is determined by the Utah State Tax Commission's Property Tax Division. CTR is a revenue-neutral rate. Before the CTR system was implemented, there was no mechanism to control rising property tax based on increased property value. Like in the ’80s and today.

The purpose of the CTR is to provide the same revenue amount to a taxing entity each year. When variables like demand and inflation cause a property's value to increase, the rate is shifted downward to offset the increased value—this results in the same amount of revenue to a taxing entity.

For FY2023, SSL wants to increase its revenue from taxation. The highest amount is estimated at $29 per month. However, many residents will have a $27 increase based on water use. This increase includes a $9 per month increase for public safety, which will go into the new Public Safety Service Fund (PSS).

"Rejecting the certified tax rate means that our tax rate will remain the same in the 2022-23 fiscal year as it was in the 2021-22 fiscal year. As such, we have kept the same budget level for general property taxes in the coming year as what was budgeted for in the current year," Makin, the city’s finance director, said. "It is possible that the city might receive more general property tax revenues in the future than it has previously been. Festival-goers celebrate the end of summer Brazilian style

S

outh Salt Lake may be a long way from Brazil, but that didn’t stop nearly 100 locals from attending Festa Junina, the Brazilian June Harvest Festival on June 18 at Shades Brewing in South Salt Lake. The event was organized and planned by Carla Locatelli, a Brazilian native who moved to the United States in 2001, and Jessica Hunt, a Salt Lake City local with close ties to the Brazilian culture. Both women are directors of the Brazilian Arts Center, a local nonprofit organization.

For those living in the northern hemisphere where the summer season has just started, Festa Junina, meaning “June Festival,” marks the end of summer for those living in the southern hemisphere. It was introduced to Brazil in the 16th century by the Portuguese as a Midsummer celebration, then was later adapted into a festivity of harvest as well as a religious celebration

“It is a really old tradition in Brazil. It’s a celebration of harvest with a lot of different traditions, and depending on each state, you’re going to see a lot of different things,” said Locatelli, who was born in the Brazilian city of São Paulo.

As the largest country in both South and Latin America, Brazil is home to a multiplicity of different cultural traits and customs, and so Locatelli, Hunt and the rest of their team tried to unite all of the states of Brazil and their common traditions to make every Brazilian native feel at home, even for a day—and for anyone else, regardless of ethnic, racial or national background, to enjoy themselves and get a feel for Brazilian culture.

Forró, a lively and festive musical style that many Brazilians dance to, was taught by an experienced dance instructor named

Marcos Costa. The dance class then later put their new skills to the test as the skilled forró musicians of Diego Brazuca Band played during most of the event.

Traditional Brazilian food such as canjica and pamonha were served to guests eager to get a taste for the country’s local cuisine.

“I feel like I am back home in Brazil, with the music, the food and everything,” said Michelle Dos Santos, who was born in Brazil and now resides in Salt Lake City.

Aside from Brazilian natives, many others from different backgrounds attended, which incorporated more diversity into the event as it is in the South American country, which is predominantly a multicultural area, stemming from hundreds of years of colonization and socialization.

“I think everybody should be welcome to celebrate their own culture this way.

I think it’s wonderful that we can have an event like this at all in Utah,” said Tal Pierre, a Salt Lake City local who came to the event with friends from Central America.

There will be one change to next year’s celebration.

“Since it was held at Shades Brewing, no children were allowed and that’s no fun.

This is a very kid-friendly kind of party so eventually we want to do it somewhere else

Community-focused Granite library honors the past while showcasing the new

fter much pushing and pulling over the years, the Salt Lake County Library Granite Branch is almost open. The grand opening is scheduled for July 15. After speeches by Salt Lake County Mayor Jenny Wilson and South Salt Lake Mayor Cherie Wood and the ribbon cutting, the day will be full of family-focused activities.

The library and grounds are large for a county library. The 5 acres allowed designers to build for activities inside and out.

There are 2.74 acres of open space around the library, which is 56% of the property.

“I hope this will become a community gathering space,” Sara M.K. Neal, Salt Lake County Library marketing and communications manager, said. “A green space for some. A place for early learners. A safe space for others. A space for Granite High School alumni.”

Tribute to GHS Inside and out, the architects have played homage to the old Granite High School.

Inside, the GHS seal is on a wall making sure no one walks on the seal, which is a GHS tradition. A display case is built for GHS memorabilia. The original gym floor was used in a large meeting area with a demonstration kitchen.

In the five small meeting rooms, old GHS photographs adorn the back wall. The GHS school song is written on the glass along the rooms.

On the exterior are red walls matching the red brick of GHS. The design resembles the columns on GHS. The granite rock is located by the main entrance. The building faces the intersection of 3300 South and 500 East like GHS. Exterior amenities Since the GHS track was a popular walking area, a fitness trail was built on the property. In addition, a small amphitheater and playground are on the property—a first for the library system.

There are three types of grass on the property. Around the amphitheater is artificial turf. In other areas is traditional lawn.

Out front and along 500 East is no mow grass. This grass is drought tolerant and is only mowed once or twice a year. As the wind crosses the high grass it produces a

beautiful wave-like motion.

A food truck alley runs across the west side of the parking lot. The sidewalk is extra wide, the curb sloped, and electrical boxes built-in for food trucks.

All the items are free unless there is a material cost, such as with the 3D printer. However, the price is still minimal.

Along the north wall is a teen room. The room allows teens to talk without disturbing other patrons. Teens can read, do homework or hang out. The room is not far from the ref-

erence desk. The east side is the adult section with comfortable reading chairs.

GSD Summer Lunch Program is underway

he Granite School District’s summer meal program is underway. The program runs Monday through Friday until August 5, with two exceptions: July 4 and July 25.

There are 18 GSD Summer Feeding sites.

Lincoln Elementary School (450 East 3700 South) is the only location in SSL. They feed around 200 lunches daily.

There are no eligibility requirements for participants. Anyone 18 and under can receive a free meal. However, locations must qualify by having at least 50% of recipients receiving free or reduced lunches doing the school year.

The meals are eaten at the school. Takehome meals are not allowed. Parents cannot pick up meals for their children.

Who is paying for the food?

The GSD Food program is part of the U.S. Department of Agriculture’s (USDA) Summer Food Service Program (SFSP), also known as the Summer Meals Program.

“The SFSP is a federally-funded, state-administered program. The SFSP reimburses providers who serve free healthy meals to children and teens in low-income areas during the summer months when school is not in session.” (SFSP Factsheet) In 2022, the lunch rate is $4.5625 per meal. This rate consists of an operating rate of $4.13 and an administrative rate of $0.4325 for lunches.

Various agencies such as schools, parks, community centers, health clinics, hospitals, apartment complexes, churches, and migrant centers apply each year to be a sponsor. In addition, programs can apply for a “Turnip the Beet” award. The awards recognize sponsors offering children appetizing, appealing, nutritious, high-quality meals. In 2021, 14 sponsors qualified for a gold award, 54 for a silver award; and 16 for a bronze award across the country.

s more people use their smartphones for entertainment, there is a need for better cell networks. So, for all those people streaming Netflix and so forth, they’ll be happy to know that small cell networks are coming to South Salt Lake to help with faster connections and eliminate drop zones.

To prepare, the Community Development Department shepherded an ordinance enacting Section 12.61, which set standards “regarding the Siting of Wireless Facilities, and Wireless Support Structures within City-Owned Rights-of-way, to conform the South Salt Lake City Code with recent Mandates in State Law and to Adjust the Consolidated Fee Schedule to Address New Fees relating to Wireless Facilities.”

The Planning Commission gave the ordinance a favorable forwarding. The South Salt Lake City Council took up the ordinance during their April 13 meeting and passed it on April 27 with a 7-0 vote.

What are small cell networks?

Most people are aware of large cell network towers. Some are called “monopine” because they try to masquerade as a pine tree. When they were installed, people used their cell phones to talk. When texting was added, it didn’t cause a problem. A significant problem is dead spots caused by hills or tall buildings.

With the internet, a third problem developed called wireless density. Today we have devices from cars to watches to tablets to cell phones trying to connect. In addition, people use cellular data to watch movies, play music, or read books, among many other activities. Unfortunately, with each device connection and usage, the network slows down. One way to tell is if you have

five bars on your device, but the device isn’t connecting. The solution is to increase wireless density.

Installing small cell networks is the current solution. Currently, a large coverage circle covers SSL, for example. With small cell networks, multiple small cell towers are attached to traffic light poles or other utility poles with the city’s right of way. The coverage circles are smaller, but they overlap.

Because the cell towers are closer to the devices, dead zones are significantly reduced.

Affect in SSL “The State of Utah passed legislation in 2018 to aid in the deployment of small cell facilities. The Community Development Department often communicates with industry providers to discuss location and future plans for towers and antennas within our jurisdiction,” said Sean Lewis, deputy community development director.

“Following several of these conversations, staff determined that our current Municipal Code standards were not consistent with state law,” Lewis said. “Working with wireless carriers, South Salt Lake has spent several months drafting language that allows the wireless providers the opportunity to place antennas in locations that work for their coverage needs, maintains the visual and aesthetic look that the City is working to accomplish with many of our recent Municipal Code changes, and provides the carriers a simplified application process so that the carriers may deploy the technology quickly if they comply with the standards.”

Lewis said several providers have been patient with the city in voluntarily waiting to submit applications until this language is adopted.

“We believe that these standards will help avoid the visual clutter that can easily pervade a city as this technology is deployed more robustly in the future,” Lewis said.

Two goals of the new ordinance were to work within constraints of existing infrastructure and limit visual and other impacts on residents and visitors.

The state code allows single standalone towers to be placed within the city’s right of way. The height is like older antennas. Carriers prefer this option because they have direct access to their equipment. However, the Community Development didn’t. If allowed, additional poles like assisting power poles would dot the city.

“We don’t want new poles just populating with three or four major carriers putting three or four antennas on every block,” Lewis told the council.

The Community Development Department prefers to work within the current infrastructure by allowing smaller antennas to be attached to traffic light poles or existing utility poles. The ordinance limited the height to 50 feet from ground level at the point of installation. In addition, an antenna cannot be more than 10 feet above an existing pole.

Even with the new technology, each carrier has its own antenna. It is possible that at the intersection, there would be an AT&T antenna on one traffic pole, a Veri-

zon antenna on a second traffic pole and a T-Mobile antenna on a third. It is more likely that one carrier will have an antenna and a different carrier on the next block.

This regulation only affects the city’s right of way. It does not change anything for private land use.

Large monopoles will still be needed.

Small cell networks will not replace large cell towers.

An additional benefit for the city is revenue. Since the antennas will be on the city’s right of way, the city can collect a franchise fee from the carrier. l

Each site is providing tests on a firstcome, first-served basis and are requesting proof of insurance.

“Nomi Health’s Covid testing services are just one part of our offerings that’s evolving how we deliver care to patients,” said Sean Arroyo, Nomi Health vice president of operations. “As we're seeing an increase in testing demand across the state, we truly believe care should be where you are when you need it and that’s what we’re delivering.”

Sites will also be offering Rapid Molecular Travel Testing for $179 with results within 30 minutes.

Locations will exclusively operate as Covid testing sites at no cost to Utah residents.

The average wait time is five minutes or less to get tested with results within an average of nine hours. No appointment is required but registration is suggested to ensure the most rapid service.

Referendum case marches on

he referendum court case keeps going on.

Seven SSL residents petitioned the Utah Supreme Court on April 18 to put a decision on city elected officials compensation in the hands of voters.The issue stems from their unhappiness with how the council and mayor handled an ordinance involving their compensation. Oral arguments were held June 7. On June 8, the court provided its decision or stated more clearly its no-decision.

The petitioners were asking for an extraordinary writ of mandamus. A writ of mandamus relates to any public authority's performance of a legal duty. They were trying to make it extraordinary, allowing it to bypass the district court and be heard directly by the Utah Supreme Court.

The justices did not agree. Their ruling said, "A petitioner should, at a minimum, set forth the facts—the deadlines and anticipated timeline, for example—that demonstrate that it would be impractical or inappropriate to file in district court. Petitioners have not met even this minimal threshold, and we must therefore deny the Petition for Extraordinary Writ of Mandamus."

Stated differently, the petitioners did not provide enough information to show why the district court should be bypassed.

The court did not feel that the petitioners' statement that "[a] proceeding in a lower court could only result in increased delay and cost before the ultimate decision is finally reached…and would, in all likelihood, eliminate the ability of the sponsors to obtain the necessary signatures for a November ballot" was enough.

Chief Justice Matthew B. Durrant wrote, "This conclusory and factually unsupported statement does not meet the burden rule 19 imposes."

The court did allow the petitioners to refile with the court with additional information or refile in district court.

The city has no comment at this time.

"So, the Supreme Court didn't rule, but rather gave the option to submit arguments on the venue or refill in district court," Timothy Webb, one of seven petitioners, said.

"This was a surprise, as both parties were in agreement on the venue, and the court proceeded to oral arguments. We have filed in district court and awaiting the next steps in that process." l

After a long wait, South Salt Lake recreation launches flag football for its city youth

A

fter having been delayed for two years, the South Salt Lake recreation department launched their flag football league this past May. Slated to begin in spring 2020, the league was postponed due to the Covid-19 pandemic, according to Dustin Permann, SSL recreation coordinator.

In a little over a month, enough kids ages 7-12 registered to form eight teams, which the city’s recreation department split into two separate leagues.

Those leagues played on Mondays and Wednesdays from April 25 to May 18 at Central Park. Kids participating received a jersey that they wore to all of the games.

At the final game on May 18 the kids also received a participation award and pictures.

Flag football is fast becoming one of the most popular youth sports in the United States. It is a non-contact sport and according to Natara Holloway, NFL vice president of youth and high school football, “is an opportunity for young people as a first step into the game and a pavilion for them to grasp mundane skills.”

The New York Times recently revealed in part that “during the past three

That goes in line with several recent studies that seem to indicate that fewer kids are participating in tackle football due to the risks associated with that sport at an early age.

One study from the University of Texas-Southwestern Medical Center said that the “normal development of a child’s brain can be easily disrupted by playing just one season of tackle football.”

Another study that was conducted at Boston University revealed that “adults who have played tackle football before the age of 12 have been three times more likely to be diagnosed with depression compared to those who haven’t.”

The other reason for high participation numbers in flag football across America may be the cost. On average, playing flag is $100 less for families. For example, for this eight-game season, kids in South Salt Lake paid just $25 to play, non-residents $30, and scholarships were also available to those who qualified. l South Salt Lake launched a flag football league this year. Black Feather Whiskey crew scramble to save their first event

undreds of locals attended Bourbon, Burgers and Blues on Saturday, May 28 in the downtown area.

Blues musicians played their hearts out to a jubilant crowd under the banner of Black Feather Whiskey, a company owned and operated by Jeremy Rawle, a successful entrepreneur born and raised in Salt Lake City, who was eager to launch his first main event of the year to kick off the summer for the local community to include music, food and drinks.

“I started Black Feather after an obsession with the history of whiskey, and I went all in. It’s not meant to be kept up on the shelf and pulled down every six months; it’s meant to be appreciated and enjoyed frequently with friends and loved ones,” Rawle said.

Everything in preparation prior to the date of the event seemed to have been initially set and planned, a food truck was reserved, blues music bands were to perform, lighting technicians and everyone else who helped launch the event were ready to tackle

“We tried to reach out—I would have towed the truck out here, but they went dark on us 15 hours before the event. When you’re dealing with food trucks in a busy town, you can’t just reschedule one, so we had to pivot and provide,” Rawle said.

Also, over a 100 tickets were sold on the final day, proliferating the established stress that already frequents the process of orchestrating such functions.

The cancellation and the sudden spike in ticket sales had caused a stir in planning, though the team—including founding members of Fort Desolation, a local company centered around outdoor recreation—gathered their wits and improvised a plan B by rallying up friends and family to set up a concession serving gourmet hamburgers and fries.

“Things just kind of came together—at the last minute,” Erik Peterson said, who was one of the organizers as well as a found-

ing member of Fort Desolation, called upon his family to help save the event.

A long yet simple grocery list was written just before the event, hamburgers were thrown on the grill, fries were dumped in the fryer and hundreds of attendees were fed as promised.

“While it may have seemed like total madness, the feedback was universally positive and the love for the food was huge,” Peterson said.

Running any event can be a challenge, and the crew behind Black Feather Whiskey managed to make do with what was dealt, and overall, Bourbon, Burgers and Blues turned out to be a massive success.

“We didn’t know exactly how it would pan out. We had 300 people here for a first of the year event on Memorial Day weekend, and I saw a bunch of people laughing, dancing and coming together. That’s pretty simple: that’s what we’re trying to accomplish. Everyone showed up for it, so I guess we were onto something,” Rawle said.

Once it was over and the last band had left the stage, Rawle enjoyed a cold beer after nearly three months of planning and diligence and enjoyed the company of family, friends and fans of the event.

Being Waterwise Means Acting Now Our most valuable of all our natural resources is front and center this month.

It’s what we often take for granted, as we go to turn on a faucet and expect it to run indefinitely to meet our needs. This message is about our water supply, and beyond an ongoing severe drought in the state, more startling news is how the Mayor Cherie Wood lower levels are impacting the health of our creeks, rivers, and our Great Salt Lake and its ability to preserve migratory birds and wildlife. Water is not just about supplying our personal and agricultural needs; it’s also about protecting our environment.

As a simple guideline for those who live and operate businesses in South Salt Lake, with the current Level 1 or MODERATE water level status, the following recommendations for outdoor irrigation is to water twice a week, for no more than 20 minutes, and only between the hours of 8 p.m. and 8 a.m. As conditions may change, watch for posted city messages and alerts, as they will direct your attention to the most current water level status and actions to take.

More than 60 percent of Utah’s drinking water is used on outdoor landscapes— and with water shortages expected as early as 2040, changing the way landscaping is done in Utah is becoming increasingly important. As a resource, local water conservation demonstration gardens provide valuable visual resources on what waterwise landscaping looks like, and offer expert educational resources and ideas for their landscapes.

How a Simple Hello Can Build Community Natalie Pinkney, SSL City Council At-Large As the weather has begun to warm, we will find ourselves out more. You may explore the beautiful Wasatch Mountains, hike the Jordan River Trail, or dip your toes in the pool.

Whatever it may be, it is the spirit of summer that brings us joy and sunshine. Summer is also a good time to get to know your neighbors more. While we all have long days in which we would rather not talk to anyone, I sometimes imagine what it may look like to be a community of people instead of a street of homes.

I remember the first time my neighbor knocked on my door. He came on a weekday evening to ask for a drill. I was perplexed because I thought he would have said sugar like in the movies but instead, he asked for a drill for a project he was

working on. We gave him the drill and my husband also offered to help out. A couple of days passed, and he dropped off a case of beer as a thank you. We were pleasantly surprised and grateful. After that, we continued to help each other with repairs, moving furniture, dropping off baked cookies, or even chatting about our weekends. It’s incredible how a simple wave or hello can mean building a community.

As we all continue to navigate through these challenging times, I am reminded of the importance of support networks.

Not many people talk to their neighbors, if anything it seems taboo. However, what if we did? What if we had a whole street that we could rely on for a chat, an ear, or a drill?

• A portable outdoor fireplace cannot be used within 15 feet of a structure • Open flame cooking devices cannot be used within 10 feet of a structure or on balconies, except where buildings, balconies and decks are protected by an automatic sprinkler system.

• Bonfires are not allowed.

• Recreational fires must be 25 ft. from a structure, with the pile size to be 3 ft. or less in diameter and 2 ft. or less in height.

• Trash consisting of moist or green vegetation or other objectionable materials causing unwanted smoke is not allowed to be burned. Burn barrels, trash, tires, wire insulation, etc. are not allowed to be burned.

• When a legal recreational fire is allowed, the fire shall be constantly attended until the fire is extinguished. A means of “Fire extinguishment” such as a hose, shovel or portable fire extinguisher shall be readily available and on-site.

• Open burning at any construction site is prohibited, and nuisance-type fire will be extinguished immediately.

Community Happenings Celebrate SSL: Granite Legacy Neighborhood As South Salt Lake celebrates 2022 as the ‘Year of the Neighborhood’, we are highlighting the neighborhoods that make us unique and taking note of what makes them so special. Take a moment and find out about some of its history, landmarks, businesses, and what makes it uniquely a great neighborhood in South Salt Lake!

Granite Legacy is a Hub for Education Granite Legacy just as it sounds, is a legacy of the former Granite High School, which has been converted to new uses but still holding onto the strength and memories of a truly remarkable institution. Granite High, and indeed Granite School District, was founded at the corner of 3300 S and 500 E in 1880 as a little one-room schoolhouse by John Scott and Mary Pugh Scott, the first teacher. As the family grew, so did the school, and Mary was paid with food, grain, and wool by other families. By 1890, the building you see today was started, and in 1907, the building officially became Granite High. The school moved across the street to a campus that expanded many times, but the Scott School stayed an integral part of Granite High, with classes ranging from art to auto shop and woodworking. It became a community art center as well, thanks to the efforts of Glenn Beeley who established the Pioneer Craft House. Today, the art center is run by the SSL Arts Council and the classrooms serve over 100 youth in the Promise South Salt Lake program. The school doesn’t look much different but the kids are - they come from around the world and are using iPads and headphones in addition to paint brushes and pencils.

Education is still a big part of this neighborhood, currently, 6,000 of our residents are youth under 18 years and are served by Lincoln Elementary, Granite Park Junior, and Cottonwood High, plus the Promise SSL programs. This anchor corner has seen some changes this past decade, as many historic buildings were demolished and replaced, but the spirit lives on. Where once a track surrounded a football field, a walking path and fitness course now surround the new Granite Branch library. Where once the Freedom Fest fireworks were displayed, a food truck court and an outdoor amphitheater will welcome music and performance.

Mill Creek makes a shortcut through the neighborhood before swinging north to Fitts Park. Mill Creek Trail along the south side of 3300 S connects people to the 500 East bike route and the UTA bus route 33 takes people on the only route that crosses the valley all the way east to west. 3300 South and 700 East are major arterials that make this neighborhood one of the most accessible and busiest in the city. Good things keep coming to the neighborhood, with plenty of entertainment (Century 16, The Organ Loft), unique food (IndieGo Coffee, La Tenoch), and close to shopping in Chinatown. Several pocket parks dot the area, including the library green space as well as McCall Park and Lincoln Park.

Home visitation program helps parents and families with young children

O

ne day in June, Lisia Satini was working with a young client. She asked the 3-yearold boy to name the plastic animals she held up, and was delighted when he named them all.

“This was a child who could not speak before. His verbal skills were like ‘uh, uh,’” Satini said. “Now he’s able to say ‘zebra!’”

Satini is the home visitation program supervisor for Children’s Service Society of Utah (CSS). The home visitation program offers parent education to families throughout pregnancy and until the child enters kindergarten.

Satini had originally been working with the child’s older sibling.

“The parent was able to pick up on the cues. She knew something was up,” Satini said.

“We were able to detect at a young age that he was on the autism spectrum. So we screened him and saw a child development (specialist).

We were able to consult with the parent about seeing a pediatrician and now we have him in an IEP (Individualized Education Program).”

Satini continued working with the family and recalls another recent visit with that child.

“He had the potty training seat on his head,” Satini said with a laugh. “You know, I’m sure it was clean, his mom was letting him.

He’s working on potty training and this is how he’s connecting with it. He has the seat and he’s saying ‘circle’ because he loves shapes. I love it, going from where he was at couldn’t say words to now he knows shapes. Just the way he was connecting through the screen was awesome.”

The home visitation program uses the Parents as Teachers curriculum, a method used throughout the United States and six other countries. Caregivers learn how to overcome challenges involved with parenting to help children ages 0 to 5 reach their full potential. Certified parent educators like Satini are trained on how to apply scientific information on early brain development into specific, practical advice for parents. For example, parents learn how to find teachable moments in everyday life to help improve their child’s language, social, intellectual and language skills.

“This program, now that I know what it is, I recommend it to everyone,” Satini said.

“You’re able to learn about the family and how it functions. Whether you’re a single parent home, two parent home, just a parent. It’s not easy. Children are not easy. We’re all still learning.”

The parent educators usually visit twice a month, or once a week in the case of single parent households.

“I didn’t know, besides just going to the doctor, that these are the milestones my children need to be at,” Satini said. “And knowing the statistics of what it does when you read to your child. It sets them up at an early age to be able to perform in the school system.”

Along with lessons and advice, the educators offer screenings to assess the child’s development as well as connections to other

resources that are available.

“Right now we serve refugee families, Pacific Islanders, Spanish-speaking families, and also teen parents,” Satini said. “We have paraeducators trained to provide that culturally-sound connection where families can feel comfortable.”

Of course, challenges arose at the outset of the COVID-19 pandemic.

“In our curriculum we strongly push parent engagement. We talk a lot about limiting screen time,” Satini said. “But with the pandemic we had to start offering virtual visits, so then of course we’re going back to the screen.

We went through a transition in the beginning with families not having the right technology.

It was not easy doing visits through the phone.”

In 2020, CSS organized fundraising campaigns and provided Chromebooks for all of the families in the home visitation program.

But even with the new technology there were hiccups.

“Visits are an hour long and we’d use most of that training them on how to get set up,” Satini said. “But now we have parents who have that skill. We can say that’s a plus.

We have kids interacting on the screen and attention spans are a little longer. These are the little milestones that make it worth it.”

Home visitation paraeducators are just beginning to make arrangements to visit families in person again, as long as everyone involved feels comfortable with meeting. Virtual visits will continue to be an option.

Representatives from CSS are back to attending community events to let parents know about the home visitation program, and social media and word of mouth also drive participation. Interested parents can visit www.cssutah. org/services/home-visitation/ to fill out a refer-

“When we visit with these families, we learn how their family functions,” Satini said.

“If they need resources we’re able to help them tap into all of these connections, from mortgage relief, rent relief, to free lunches in the summers.”

Most families working with the home visitation program live in Salt Lake County, but educators have begun working in Davis County as well.

“To me, home visitation is the true prevention program that exists in our community,” said Encarni Gallardo, the executive director of CSS. “The program puts educators and community health workers in their homes.

They see where the struggles are, and offer the resources the families need. It tailors support to the family to ensure the children are safe and receiving the support they need to be ready for school.”

“We always say CSS is the oldest child welfare agency in Utah,” Gallardo continued.

“We’ve been around since 1884 and we’ve adapted services to meet the needs of the community as things change.”

Today, CCS offers several programs in addition to home visitation: adoption services, Grandfamilies Kinship Care, and Care about Childcare, which offers services to parents and

providers.

The organization’s newest venture is the Building Blocks Childcare Center in Taylorsville, which offers free and reduced cost childcare and preschool to low-income families in partnership with the United Way of Salt Lake.

“I’ve worked with families of all kinds and all different incomes,” Gallardo said.

“Children have a universal language. All children want to succeed in life. To me what CSS does is put a voice to those children. CSS is here to assure that caregivers have the support they need for children to grow up and succeed.

These kids will be taking care of our future.

Let’s give them the opportunity they need to stay healthy and safe.”

Satini’s own children are nearly grown.

When they were young she was a stay-at-home mom. She later worked in community health.

In 2016, she joined CSS as a specialist for working with Pacific Islander families.

“It’s the same work, except I’m now going into homes,” Satini said. “My baby is now 13, so I didn’t get to take advantage of it. However, I do love this curriculum because I still apply a lot of things with my teenage kids. I believe connection never stops with your children.” l

South Salt Lake’s SaltFire Brewing celebrates fourth year in town

altFire Brewing Co., an expressive, local brewery in the South Salt Lake area, had its four-year anniversary June 11, where they had music, dancing, drinks and social interaction for invited guests. The anniversary shindig—hosted by Ryan Miller, also the founder of SaltFire—was a necessary step in building the brand as well as building community—a community with a deep respect for craft beer.

The event wasn’t without its struggles.

Like many up-and-coming businesses, the Covid-19 pandemic had road blocked potentialities for optimal growth and expansion but Miller kept his head up and intrepidly went through the obstacles.

“Everything has changed [over the last four years] but what hasn’t changed is the local love for craft beer and local craft breweries. We feel it every day,” Miller said.

Starting a brewery is no easy task, especially when neighbors and other local businesses were forced to shut down due to the pandemic.

“We’re in a very transitional neighborhood, moving from an industrial area to a more residential, mixed-use area, which has been good to see additional apartments, more people moving to the area. It’s sad to see some of the smaller warehouses and industrial businesses having to get out. It’s now the path for South

Salt Lake and what the plan and concept is for the area, and we’re really happy to be a part of it. This place is always changing,” Miller said.

Other means of help for the brewery and the area has been the S-Line, a train transportation system running partially parallel to Parley’s Trail, linking the business district of Sugar House to South Salt Lake.

“It’s been great for everybody, creating a more walkable, rideable community, without the use of a car, without crowded parking lots which has been great for business as well as for the area,” Miller said.

The S-Line has no doubt helped business flow into SaltFire Brewing. Miller was pleased that over 300 people attended the anniversary event and was further pleased to regain much of the momentum that had halted due to the effects of the Covid-19 pandemic.

“The friendliness of South Salt Lake has been a big help for small businesses and in opening a brewery. We have new apartments and new houses being built all the time. We’re looking forward to having more local businesses and shops coming in,” Miller said.

“It’s a lot of fun, a Saturday night, an anniversary night, and the beer tastes great!” said

Many partygoers were full of smiles as live music played, and the zeal for having a good time was omnipresent within the SaltFire Brewing property. l

Students dive into summer reading with Ocean of Possibilities-themed challenge

chools are out for summer, but at Salt Lake County Library branches, reading challenges are just getting started. Through July 31, students can participate in the Ocean of Possibilities summer reading event. For the past 30 years, the county library system has used the summer reading challenge to encourage and bolster young readership by incentivizing students to pick up books with the promise of prizes, rewards and celebrations at the finish line.

“Every year we host a kick-off party that ties into our theme and introduces the theme to participants. This year’s theme is Ocean of Possibilities, which has been particularly fun to conceptualize,” said Jeff Buydos, the PR coordinator of the Salt Lake County Library and one of the masterminds behind championing the summer reading event.

To further celebrate the Ocean of Possibilities theme, county branches have been decorated to reflect the mystique of the ocean. “If you come into one of our branches during the summer, you’ll see we’ve decorated accordingly, we were even able to get b-roll footage from The Loveland Living Planet Aquarium,” Buydos said.

Students and parents who visit the branches, in person, will learn more about the world’s oceans through fun facts, visuals and important

messaging that speaks to the need for people to collectively work toward preserving the oceans.

“At its core, it’s really a way for us to integrate systems of learning with hands-on, fun activities for children,” Buydos said. “Kids will walk away having learned important lessons pertaining to the ocean, while simultaneously incorporating play and imagination into those lessons. Play is so vitally important for children, in the same way, that literacy is.

We’re really looking at matters through a holistic lens.”

The summer reading event runs until July 31 and can be accessed and tracked in one of two ways. Students can either visit their local library and receive a physical tracking sheet, or they can use the library’s chosen tracking application, Beanstack. Beanstack is a mobile application that allows students to track their progress digitally, receiving real-time encouragement as they work toward meeting their reading goals. Students can enter the challenge at any point throughout its run time.

“One of the challenges of the library in recent years has been ingratiating technology into the format. Obviously, we want to keep a focus and emphasis on good old-fashioned books. However, the landscape of how we consume content has changed significantly,” Buy-

dos said. “And so we’ve really worked hard to figure out how we can strike a balance that emphasizes reading as a classic tool for enrichment while still making way for modern technology like audiobooks, videos, music, virtual reality, things of that nature.”

The Beanstack application is yet another way for libraries to streamline reading practices and promote literacy using modern technology. The app was developed amidst the ongoing Covid-19 pandemic, providing another outlet for students to access the challenge without having to compromise social distancing safety nets. Now that the pandemic has begun to largely stabilize, in-person participation is yet again on the rise.

However, Buydos was still thoroughly impressed as he witnessed the turnout of students who continued to participate in the challenge, at the height of Covid social distancing.

“We took a much-anticipated dip in our participation during those peak times of Covid, but even then, it was still an impressive turnout all things considered. This year, we can’t say anything definitively until the challenge is over, but we already know those numbers are trending upwards. The kick-off parties were certainly a sobering reminder of how invaluable social connection is.”

Especially during the summer, when it’s easy for boredom to take over and leave children in need of stimulation that is both fun and informative. “Our mission is to make a positive difference in our community, and Summer Reading is a great asset for fulfilling that mission,” said Salt Lake County Library Director Jim Cooper. “The benefits from this program at both the micro and macro levels have received empirical support. We know summer reading programs leave positive footprints wherever they’re implemented.”

Literacy serves as a gateway to so many important things, said Buydos. “Children who read can then take what they read and learn how to relate to others, how to empathize, and how to critically think. There’s also the bonus

of rendering imagination and world creation.

The possibilities are just endless.”

In addition to the physical act of reading, the Ocean of Possibilities challenge also encompasses and rewards students who participate in different learning adjacent tasks.

“When you consider the many ways people can take part in summer reading, it really is an ocean of possibilities,” said Salt Lake County Library Program Manager Nyssa Fleig. “Beyond reading, participants can do things like paint, sew, visit local museums and parks, play sports or board games, start new clubs, and volunteer to complete their reading records. It’s an inclusive program with nearly infinite ways to participate.”l

Community members stay in the moment with morning mindfulness classes

I

n late May, a group of curious individuals got together to rejoice in a process and technique that has been around for thousands of years: mindfulness.

Brilliant Miller, a man on a quest to spread the knowledge received from committed mindfulness to others while continuing to learn the perpetual truths of reality had concluded his teachings with another event called May Mindfulness Morning, assisted

by Steve Klingler.

“The people who participate in Mindfulness Morning do so because it serves them well and they cherish the friendships found there,” Klingler said just before the event.

The event, which intends to repeat monthly with another meeting that happened June 25, began with a brief discussion led by Miller in which those who wished to speak and share their thoughts relating to mindfulness and its history could do so—and the topic of the meeting was technology and its place in a mindful life.

Those in attendance related to the history, before electricity, when work ended when the sun went down and one could be undistracted from cell phone usage and artificial lighting, which is argued to harm the process of mindfulness. Some said that technology has enabled a clearer pathway in which to learn mindfulness more tacitly as the information is more easily obtained.

The topics of each meeting can be diverse, but they all revolve around the process of mindfulness, something that most communities can appreciate.

“I hope to give those who wish to listen the knowledge to lead a more fulfilling, more spiritual life,” Miller said. “A knowledge that can be used to improve relationships— with family, friends, spouses—a knowledge to improve the overall quality of life, a more peaceful life.”

After the discussion, Miller rose, politely instructing everyone to rise as well. “Everyone, if you may, close your eyes, close your eyes and for a moment, do a mental scan of the body beginning with the feet and then slowly raise the attention higher up the body until you get to the top of the head.”

After a few moments, Miller told everyone to slowly open their eyes and to sit down, and the next part of the meeting: introduce one’s self followed by a word that comes to mind to describe the moment and then a description of something to be acknowledged about the self. A ball was passed around to represent a turn to speak.

“At first, this began as a way for me to talk, to speak my mind, to find peace with myself and I asked if others would join in and listen and to speak themselves if they wished to do so,” said Miller. “It wasn’t planned, it was spontaneous.”

Community works to bring a refugee’s dream business into existence

H

anifa Javardi is a new member of the South Salt Lake business community. She is opening a sewing shop at 3443 S. State Street, Suite 19. While this is news, the noteworthy part of the story is how the community is rallying around her.

Former Utah Royals FC player Annie Hawkins is trying to "rally the community to transform a humble storefront on State Street into a refugee's dream business."

"I want to show her and the community that there are a lot of people that can make dreams come true," Hawkins said.

The dream Javardi came to the United States six years ago from Afghanistan. Her dream is to have a sewing shop for herself and other women. As a single mother, she pursued her dream. Currently, she employs 26 women who sew in their homes. This model works in the Afghan community because having women work outside the home is unacceptable for some Afghans.

However, other women need a place to work.

Javardi wants the sewing shop as a place people can gather for alterations,

tailoring, conversation and tea.

The location is leased, but the space isn't functional.

Renovations Hawkins, along with her friend, Brittany Baker, are renovators. Through a friend relationship, they learned about Javardi and her dream.

They visited the site and fell in love with Javardi and her textile entrepreneurial spirit.

They are building a cutting table for Javardi and others. They plan to put many shelves for material and finished products. In addition, they want to build a platform for alterations and tailoring.

Hawkins mentioned there is a small nook in the building—the perfect place for a tea station. Sharing tea is an important cultural tradition to Javardi. Her eyes danced when the idea was presented to her.

GoFundMe initiative While Hawkins and Baker donate their time and design skills to renovate, they hope the community will help pay for material.

They estimate the renovations will cost $20,000. As of this writing, they

Utah Asian Festival celebrates 45 years of connection and celebration

he Utah Asian Festival, the longest-running festival of its kind west of the Mississippi, will be held in the Grand Building of the Utah State Fairpark (155 N. 1000 West) on Saturday, July 9, from 11 a.m. to 8 p.m. Admission is free.

Founded in 1977, the festival showcases Asian traditions, cuisine, dance, art and music from the dozens of nationalities that make up Utah’s fastest-growing ethnic population. Founders Jimi Mitsunaga, Lang Wong, Joe Arzacon and Chung Mun Lee organized the first festival with a vision to strengthen the connection between Asian communities in the state and cultivate ties with Utah residents.

“In 2022, we will be celebrating 45 years of success,” said Dr. Shu Cheng, executive director of the Asian Association of Utah. “Three generations of Asian Americans have volunteered to make the annual Utah Asian Festival fun and educational. The event transforms

Asian Americans into leaders and consolidates them into a cohesive core in Utah.”

Asian people have been part of the state’s history for more than 150 years. In September 2020, archaeologists from the Utah State Historic Preservation Office discovered remnants of a house built by Chinese railroad workers. Preservation officer Chris Merritt declared it to be “the first Chinese [transcontinental railroad workers’] home…in the entire nation.”

Utah’s leaders have assisted the federal government in sponsoring the resettlement of Asian immigrants and refugees from the Philippines, Vietnam, South Korea, Thailand and more, whose descendants have put down roots in the Beehive State.

“Not only will this all-day gathering serve to connect recent immigrants and refugees to the historic diasporas in the region, [but the festival] is a platform deeply benefiting Utahns of any background, honoring the ways

in which our state’s Asian families have preserved, persevered and flourished against the odds,” said UAF chairwoman Eunice Lanean. “[It’s an] opportunity to reunite with old friends, make new ones, break bread with our elders and youth, and forge bonds across generations that will last generations.”

The festival attracts thousands of people from all parts of the state and is the only event where Utah’s Asian communities come together to celebrate and honor their heritage, traditions and vibrant culture. This year’s event is described as “the boldest iteration yet” for the multicultural festival. For more information, visit UtahAsianFestival.org.

Cottonwood baseball upset early in the state playoffs after a see-saw season

T

o say that the Cottonwood High School baseball team had an up and down season would be a giant understatement.

On a team that had a number of impressive win streaks followed by baffling losses in the preseason, but had six seniors and then dusted their competition by sorting out their struggles to win their first title in the new Region 7, the Colts were riding high in that saddle going into the Super Regional of the 5A state tournament where they were not only seeded fifth—they got a bye in the first round.

That set Cottonwood [18-9] up for a 5A Super Regional showdown at home against Wasatch, ranked No. 13. The Wasps had just stung No. 20 Tooele out of Cottonwood’s same region, in the Regional, blanking the Buffs 10-0 and 2-0 in two straight games.

But if you were a betting man, you would have sworn that the Colts would have no trouble stomping all over Wasatch, because that’s precisely what Cottonwood did to Tooele in region play—except it was much worse.

That is why you play the games.

In game one of the Super Regional May 19, Cottonwood hosted Wasatch, who in the first inning scored four runs and handed the Colts a surprising 12-1 loss.

By Brian Shaw | b.shaw@mycityjournals.com In game two, however, the Colts showed why they were the No. 5 seed in all of Class 5A, smashing home 14 runs in just four innings, including a grand slam by senior Jaycob Green, who before that tape measure home run had never hit one this season. But Cottonwood didn’t just score 14 runs on 13 hits; the Colts decimated Wasatch 14-4 in just four and a half innings on May 20.

That set the table for a do-or-die game three 30 minutes after the second game had ended, an elimination game that was as seesaw as Cottonwood’s season. The Colts coughed up a run in the top of the first inning, but scored four in the bottom of the second. Then Wasatch scored two runs in the top of the third to narrow the Cottonwood lead to 4-3. The Colts answered with a run of their own in the bottom of that inning to extend their lead to 5-3.

That’s when the Wasps stung Cottonwood with six runs in the top of the fourth, including a homer to put Cottonwood’s hooves back in a 9-5 pile of manure.

The Colts didn’t score in the fourth, but neither did Wasatch, and that gave Cottonwood some juice going into the fifth inning stretch. The home team desperately needed to get on base and start a rally, and they did just that on a double from senior Parker Burk

in the bottom of the fifth.

Another Colt brought Burk home with an RBI double, and then yet another Cottonwood player hit a RBI double in a crazy inning that saw the Colts go through their entire batting order, watch Burk get hit by a pitch in his second at-bat of the inning, score five runs and take the lead back at 10-9.

Nobody scored in the sixth, which led

to a wild finish in the seventh inning when Wasatch scored to send the game into extra innings.

The Colts were unable to capitalize in the bottom of the eighth like the visitors did, catapulting Cottonwood out of the 5A state tournament in a shocking early-round upset, a 11-10 loss. l

‘Slow Down in Your Town’ video encourages safe summer driving

olice chiefs and mayors in the Salt Lake Valley joined forces to create a video asking drivers to slow down. Utah Department of Transportation officials reports that Utah averages 100 traffic fatalities between Memorial Day and Labor Day, approximately one death per day.

To combat dangerous driving practices like speeding, the mayors and police chiefs urge residents to drive the speed limit and be aware of road conditions.

“We are now in the 100 deadliest days of summer, the time of year when more drivers are traveling to destinations and traffic fatalities rise. Many of the fatal accidents are caused by

The goal of the “Slow Down in Your Town” message comes after the summer of 2021, one of the deadliest summers in Utah history due to fatal traffic accidents.

“Law enforcement is heavily enforcing traffic and speeding laws but we can’t be everywhere,” said Salt Lake County Sheriff Rosie Rivera.

The safety video urge drivers to slow down when there are dangerous road conditions caused by weather or construction, be aware of cyclists and give them ample space, and to be safe behind the wheel as speeding is a key factor

in auto accidents. Distracted driving and driving under the influence are other factors that contribute to auto fatalities.

“I have joined the other mayors and police chiefs in the Salt Lake Valley to send a strong message to our residents to slow down,” Zoltanski said. “This is not just a Sandy issue; excessive speed is creating unsafe conditions in all of our communities. The goal of the ‘Slow Down in Your Town’ video is to amplify the message across the county. We can all solve the issue of unsafe roads by just slowing down.”

A night pedaling under the stars you won’t forget

ake a ride on the dark side at the annual Antelope Island by Moonlight Bike Ride. The event that started in 1994, has become a highly-anticipated experience that continues to attract families and community members.

This year’s ride will be held Friday, July 15 at 10 p.m. with participants traveling from the marine to the historic Fielding Garr Ranch, and back. The Ride into the Moonlight Theme is inspired by the new “Top Gun” movie and riders are asked to wear aviator-based costumes like bomber jackets, goggles and scarfs.

“The Antelope by Moonlight Bike Ride has been one of Davis County’s most popular events for nearly three decades, and for a good purpose,” said Jessica Merrill, director of Discover Davis. “It offers the community a chance to dress up, come together and experience the incredible Antelope Island sky at night.”

Along with the costume contest, there will be awards for the best-decorated bike and best group costume. Be sure to check in before 8 p.m. to be entered into the contests. “We encourage anyone who can ride 24 miles to come out and participate,” said Wendy Wilson, assistant park manager of Utah State Parks at Antelope Island State Park. “Antelope by Moonlight is the perfect summer activity and an experience that doesn’t come around very often. We hope people will take advantage to explore Antelope Island after hours.” l

UHSAA places boys soccer on probation

n a stand against poor sportsmanship, the Utah High School Activities Association has placed boys soccer on probation.

Coaches have questioned if their decision was accurate and if it will change.

“The Executive Committee voted to place the sport of boys soccer on probation due to the rise in ejections related to unsportsmanlike conduct,” the UHSAA said in a statement. “UHSAA programs will now have 14 allowable contests, down from 16.”

The sport will be on probation for the next three years. The committee will conduct annual reviews to assess the sport’s progress.

“I am really torn on this issue,” Hunter High School boys head coach Brett Solberg said. “UHSAA claims that in the past year 50% of all ejections were in boys soccer. I feel that is not a fair comparison. In soccer, you can get a red card for a handball or a foul as the last defender. If you foul out in basketball it is not considered an ejection.”

In soccer, a red card forces the player or coach to be removed from the contest and the team’s following match. Red cards can be assessed for several reasons: two yellow cards are an automatic red card, a handball, a foul as the last defender before the goalkeeper, leaving the field of play without authorization, and poor sportsmanship.

“Not a single coach or administrator I have talked to knew anything about this being considered,” Copper Hills head coach Sean Terry said. “Unfortunately, when you are dealing with high school boys in a competitive sports setting, you will have isolated instances of poor sportsmanship.”

According to Terry referees have been instructed to take a no-tolerance approach to bad language on the field.

“I do not disagree with that approach, but if a player takes a hard foul from his opponent, then says something to the kid that fouled him, now he is red carded and out of the game. In football, that stuff happens, but the team will get a penalty and not an ejection,” Terry said.

Coaches agree that sportsmanship needs to be addressed and some changes need to be made. They do not think removing two games from the schedule will affect a change. More players may skip high school soccer and continue playing for a club team, high school teams just lose two contests.

“With the suspension of two games, we were hoping to travel to St. George in the preseason and play, but now we may not be able to,” Solberg said.

Most high schools have player and fan contracts that they sign before the season.

Boys high school soccer teams will play two less games for the next three years due to being on probation.

This helps remind participants of what is acceptable.

“I work very hard with my players. We want them to be honest players,” Terry said.

“We will not tolerate a dirty player. We are all human, I would never say we are 100% in this area. We strive to improve every year.”

Player conduct will be re-evaluated after the season.

“For a majority of our matches things we’re fine,” Solberg said. “We had a close match against Kearns. The game got heated and it led to pushing and shoving, which was not OK. Before our next match with them, we got all of the players together at center circle. We discussed the game and that bad behavior would not be tolerated, and it was not a problem.” l

Utah Interpreter Program celebrates 30 years of service

ince 1992, the Utah Interpreter Program has ensured that American Sign Language interpreters throughout the state meet the highest standards through certification and professional development as well as maintaining a statewide interpreter directory.

This year marks UIP’s 30th anniversary of working directly with sign language interpreters and members of the Deaf, hard-of-hearing and DeafBlind communities.

“Utah was 20 to 30 years ahead of many other states in its recognition and protection of the communication rights of Deaf, hard-of-hearing and DeafBlind citizens,” said Trenton Marsh, director of the Utah Interpreter Program. “As early as 1975, the Utah Registry of Interpreters for the Deaf, in collaboration with local Deaf leaders, created a certification process for sign language interpreters, 20 years before it became state law.”

After the passage of the Americans with Disabilities Act in 1990, the provision of interpreting services changed.

Community organizations such as URID and the Utah Association of the Deaf asked the Division of Services of the Deaf and Hard of Hearing to take on the

responsibility of certifying interpreters and educating the public regarding communication access issues. This led to the creation of UIP. In 1993, Utah passed legislation requiring certification of sign language interpreters.

“This is incredible since many states still do not have a similar law today,” Marsh said.

Currently, UIP focuses on providing certification exams and oversees annual certification and professional development status for all sign language interpreters in Utah. It also educates the public about state interpreting laws and policies, and provides interpreting services for DSDHH and vocational rehabilitation staff, as well as for the Utah governor’s press conferences.

UIP recognizes nearly 600 certified interpreters in the state. Interpreters can be certified after demonstrating skills, knowledge and judgment to be able to facilitate communication, including complex, technical or specialized situations.

Fireworks pose major risks this summer

I

remember the year vividly. We were doing our annual 4th of July fireworks in our circle with neighbors gathered. My neighbor… we will call him “Frank” to protect his identity, brought forward his homemade mortar – complete with his self-built mortar launcher. Frank lit the fuse and we watched as the mortar launcher tipped over, sending the mortar shooting into the road and making the loudest explosion that has ever graced our little neighborhood fireworks party. It was so scary! What if a car had driven past right then? What if it tipped the other way and shot towards one of our homes, or worse yet towards all of us where we were all sitting with our kids?

Accidents with fireworks happen all the time. They can be made worse when you invite Frank to the party and he brings his homemade pyrotechnic creation, but still… they happen. Combine that with the dry brush from this year’s drought, and we have intense risk.

My brother-in-law used to work for VECC, the valley’s 911 dispatch center.

He always dreaded the July holidays because the high volume of calls regarding fireworks made it so difficult for people to get through who were having life-threatening issues.

firework creations, and hearing my brother-in-law’s 911 stories, I decided last year that we were going to end the circle fireworks party. There are many better ways to celebrate the 4th and 24th.

The ongoing drought (ranging from severe to exceptional), more people living on the borders of wildland, and increased recreation in the canyons within Salt Lake County, elevates our fire risk. Prevention and mitigation are much preferred to having to respond to and recover from a fire.

The drought has left our reservoirs and lakes at record lows, contributing to dry conditions, and leaving firefighters with less water to combat fires.

It is vitally important that we be fire smart this summer. Small things can make a big difference. It is estimated that exercising sensible fire practices can prevent roughly 70 percent of Utah wildfires.

These are things like discarding cigarettes in the proper receptacles, not driving over or parking your car on dry vegetation, and securing trailer chains to make sure they don’t drag and spark a fire. Use a mindful approach, such as only starting campfires in cement or metal firepits, never leaving them unattended, and fully drowning them until cool to the touch. Utahfireinfo.gov has even more information to consider for your summer plans.

Many residents celebrate the 4th and 24th of July with fireworks. Fireworks are a lot of fun, but I’d encourage you to attend professional fireworks shows instead of lighting your own. The professional shows have measures in place to ensure safety. I’m a big fan of liberty and freedom, but I’m also a big fan of personal responsibility, so join me in foregoing fireworks this year. Let’s be smart and be part of the solution!

he Federal Reserve has been aggressively ramping up interest rates over the past several months to try to rein in inflation, which is at a 40-year high. After three years of near-zero interest rates, the Fed raised rates a quarter percentage point in March, a half point in May, and three-quarters of a point in June — the largest rate hike since 1994. The Fed has also indicated that it will continue significantly raising rates, by as much as an additional two percent, over the next year.

Today’s borrowing costs are back to 2019 pre-pandemic levels, and they are expected to keep going up. Here’s what rising interest rates could mean for Utah consumers: Tackling credit card debt. If you carry a balance on your credit card, paying off that debt could become more difficult. That’s because most credit cards have variable interest rates, which typically rise and fall with market rates. The average credit card interest rate hit a two-year high in June, topping 16.75%.

As rates continue to rise, carrying a credit card balance will likely get more expensive.

Today’s consumer has extra incentive to pay down credit card debt and other high-interest debt, or consider other strategies to offset rising interest rates, such as a credit card balance

transfer.

Buying or selling a house. While mortgage rates have shot up over the past few months, Utah’s hot housing market has shown little sign of cooling. That could change as rates climb further, pricing more Utahns out of the housing market. With every 1% increase in the mortgage rate, a homebuyer pays about $300 more per month on a $500,000 mortgage. However, the Beehive State’s housing shortage will likely keep demand strong and prices rising, albeit at a slower pace.

Building savings. Higher interest rates are welcome news for people who like to save. Though there isn’t a direct link between the federal funds rate and deposit rates, financial institutions generally increase the annual percentage yield that is paid on money market accounts, savings accounts, and certificates of deposit after the central bank raises rates.

t was the height of COVID. We were trying to figure out Zoom meetings and DoorDash and online grocery shopping. I’d been laid off. The world was topsy-turvy.

Stress levels were off the charts.

My husband decided we weren’t fighting enough, so he thought he’d teach me to golf.

I was young and naive and thought it would give us a break from the COVID lockdowns and Netflix binging. But two years later, it’s become the most infuriating part of my life. A sport with an uppity dress code should have been the first clue.

We got to the golf arena and rented a cart, which is really the only reason to golf.

Tom gave me the scorecard like I understood “par” or colors or numbers. We drove to the starting line and he proceeded to give me my first golf lesson.

“What club are you going to use?” he asked.

“How should I know? Sandwich?

Soda? Strip?”

Tom then proceeded to reenact my swing, which, according to him, looks like I’m trying to kill a spider with a baseball bat.

“Don’t do that,” he said. “Understand?”

“Do you understand alimony?” I mumbled.

It’s gone downhill from there, but at least now I’ve learned golf etiquette, like how driving the cart through those fun sand dunes is frowned upon. And I should whisper on the golf field unless I miss a shot, and then I’m supposed to yell a swear word and throw my golf bat in the lake.

I also learned I shouldn’t shout “Fore!” every time I take a swing, and kicking the ball onto the fairway is a cool golf-pro trick. And the drink cart is like an ice-cream truck for grown-ups.

After watching Tom’s conniption when he hit a ball into the creek, I asked him, “You do this to relax? Is it working?”

He gritted his teeth and drove to the next hole. I sat back and watched the beautiful scenery. I’ve seen deer, squirrels, ducks and bunnies romping near the “greens,” which is a lazy name if I’ve ever heard one.

Maybe during the next pandemic, Tom can teach me how to pole vault or we could join a curling team or maybe we could do a DIY extension to our house. There are just so many ways to start a fight.
