S

outh Salt Lake administration and City Council kicked off the FY2023 budget planning by sharing priorities during the Feb. 23 work meeting.

Mayor Cherie Wood started and councilmembers followed with their priorities.

The mayor's priorities Lindsay Ferrari, a partner with Wilkinson Ferrari & Company, was the lead consultant for the General Plan approved in 2021. She mentioned the three primary sources for priority information: resident comments collected in 2021, the Values Survey conducted at the end of 2020, and the General Plan.

Ferrari held meetings with council members and cabinet (department heads) members to understand their priorities. Then, she revised and refined the information for the mayor.

"This has been a fun process to go through. Because we did have so many different ways to receive information on what people wanted to see happen as our community takes shape and what are priorities for them," Wood said.

The 2022 priorities are based on three key initiatives: build stronger neighborhoods, celebrate South Salt Lake and invest in people. These key initiatives were converted into six objectives: ensure safe and vibrant neighborhoods; enhance walkability and bikeability; ensure SSL has quality infrastructure; address supply of affordable housing; enhance green space and parks in SSL; and retain quality employees.

The objectives were broken into three or more priorities for each goal.

Continued from front page Objective No. 1 Ensure Safe and Vibrant Neighborhoods The first priority for this objective is to mitigate homelessness's real and perceived impact in neighborhoods. This priority is further broken into two strategies: improve public spaces' safety with increased public safety presence and secure vacant buildings.

The second priority is improving street lighting, and addressing parking enforcement in identified areas is third. Finally, the fourth priority is to address neighborhood issues by addressing speeding, increasing code enforcement presence, and increasing outreach to neighborhoods to identify and respond to issues.

Objective No. 2 Enhance Walkability and Bikeabililty The first priority is to improve sidewalks by either repairing or installing them. The second priority is to adopt the city's mobility plan (see separate article). Identifying buffered/ protected "north-south" bike lane projects is third, and the last is to improve and maintain existing trails.

Objective No. 3 Ensure SSL has Quality Infrastructure The first priority is identifying funding to improve water infrastructure, including wastewater, water and stormwater. The second priority is to build a public works campus that will help all water infrastructure. The final priority is to create a 5-year Capital Improvements plan.

Objective No. 4 Address Supply of Affordable Housing The first priority is to create strategies to help existing residents stay in place. One such example is to use Accessory Dwelling Units (See separate article). The second priority is to address existing affordable housing quality by increasing flexibility with housing types allowed and providing housing referral support.

The final priority is to incentivize affordable housing within the city.

Objective No. 5 Enhance Green Space and Parks in SSL The first priority is increased funding to improve/manage our urban forest. Residents consistently want more trees. The two strategies listed with this priority are to contract with a forester and maintain and mitigate impacts. The next priority is to improve existing green spaces/parks. The final priority is to plan for recreation amenities west of State Street.

Objective No. 6 Retain Quality Employees The first priority is to invest in human resources and an employee retention plan.

The plan includes a citywide salary survey to make market adjustments, conduct an employee survey, provide new training opportunities, improve facilities, improve technology and workflows to make work streamlined, and evaluate employee incentives. The second priority is to increase salaries for all employees by finding new ongoing funding sources for public safety, keeping civilian employee wages competitive, and funding essential grant-funded employees in Promise SSL. The last priority is to explore solutions to rising healthcare/benefit costs by having the Benefits Committee consider publishing a Request For Proposal for broker services.

City council priorities The mayor mentioned many of the councilmembers' priorities. However, councilmembers added to the list.

Sharla Bynum, District 3, added to bring firefighters' salaries equal to law enforcement's salaries. Also, install speed bumps, have more park items for older kids, fund a part-time position for the Arts Council, and provide new iPads for the council.

Natalie Pinkney, councilmember atlarge, wants more funding for the Promise SSL Financial Center. She also wants to make sure repairs are equitable across the city and find ways for more beautification of the city.

Clarissa Williams, councilmember atlarge, suggested adding more tech on the city's website allowing for more online resident services. She also mentioned that the dark-sky

movement principles should be considered with increased street lighting.

Corey Thomas, District 2, wants more blinking crosswalk lights. She also reinforced the need for more street lighting, employee compensation and code enforcement.

LeeAnne Huff, District 1, spoke about cleaning up the S-line corridor. However, any

City looks at impact of new bills passed by legislature

ach year the Utah State Legislature meets in General Session for 45 days. This year there were 853 bills introduced and 513 passed.

There were 209 Senate bills passed and 304 in the House.

Since what happens on “the hill” impacts what happens in SSL, Mayor Cherie Wood suggested an ad hoc committee to work with the city’s lobbyists during the session. Randy Sant, economic development consultant, and various department heads formed the committee.

“We had a conference with our lobbyist every Thursday where we reviewed bills. We had 32 bills that were on our list that we kind of considered to be some of the more priority bills for us,” Sant said.

In addition, Natalie Pinkney, councilmember at-large, worked with other cities’ officials through the Utah League of Cities and Towns during the legislative session.

Key bills The committee took a neutral position on 11 of the bills.

“We didn’t know if it would be good or bad, but it wasn’t as bad as others, so we just took a neutral position,” Sant said.

Of the 11 neutral, three failed and eight passed. The committee had 15 of the 32 bills they opposed. Of those, eight failed and seven passed. The committee had six they supported.

Two of them failed and four passed.

Sant describes their work as “OK” while outlining four key legislations impacting SSL. HB 462 second substitution – Utah Housing Affordability Amendments A quick explanation about the legislature substitution rule. According to House rules, any member of the House may make a substitution bill upon recognition by the presiding officer. If adopted, the substitution replaces the original bill. For example, Rep. A presents a clean water bill on the House floor. By recognition of the presiding officer, Rep. B can offer a substitution to the original clean water bill. If adopted, Rep. A’s bill is replaced by the new one. If it is not adopted, the original clean water bill as presented by Rep. A stands. This provides a more robust and quicker way to alter legislation than amending it on the floor.

So, in this case, two substitutions were adopted after the original Utah Housing Affordability Amendments were initially offered.

“But the sad thing about this bill is it’s coming and saying this is what you need to do cities but doesn’t say anything with what the state should be doing, and that’s kind of disappointing on my part,” Sant said.

The bill requires SSL to adopt an implementation plan for moderate-income housing as part of their general plan. SSL has five years to adopt a plan. The bill requires cities to adopt three of 24 strategies listed in the legislation.

tral Pointe TRAX station. A station plan “establishes a vision, and the actions needed to implement that vision, for the development of land within a station area.”

Sean Lewis, deputy director of community development, announced at the March 17 Planning Commission that SSL had received a grant from the Wasatch Front Regional Council to create a plan for the Central Pointe Station area.

HB 440 third substitution – Homeless Services Amendments This bill makes several modifications to the homeless services supervised by the Utah Homelessness Council. Two critical aspects of the bill are the amount SSL is given to mitigate homeless issues and the Men’s Resource Center flex plan. The bill outlines a formula to disburse funds from the Homelessness Shelter Cities Mitigation Restricted Account. Sant projects SSL will get about $2.6 million. In addition, another $1.5 million is available if the MRC flexes. This is a vital part of the legislation. A council of mayors in Salt Lake County needs to create an overflow plan and submit it by Sept. 1 each year. The bill specifies that a shelter can flex to one individual for every 40 net square feet. However, a center cannot exceed 25% of its capacity, which means an additional 75 MRC residents during hot days or cold nights.

HB 151 second substitution – Retail Facility Incentive Payments Amendments This bill “prohibits a public entity from making, or entering into an agreement to make, certain incentive payments related to retail facilities after a specified date, with specified exceptions,” and “requires a public entity that makes certain payments related to retail facilities during a fiscal year to submit a report or notification to the Governor’s Office of Economic Opportunity (office).” These incentives are “a payment of public funds to a person by a public entity for the development, construction, renovation, or operation of a retail facility within an area of the state.” These payments

can take many forms such as a payment, a rebate, a refund or a subsidy. There are also exceptions to the requirements.

Sant feels that this legislation will affect RDA efforts positively.

SB 140 third substitution – Housing and Transit Reinvestment Zone This bill allows cities to create “housing and transit reinvestment zones around light rail and bus rapid transit facilities.” It also “amends provisions related to the size limitations and number of allowed housing and transit reinvestment zones.” According to the legislation, a zone should promote “higher utilization of public transit, increasing availability of housing, including affordable housing, conservation of water resources through efficient land use, improving air quality by reducing fuel consumption and motor vehicle trips, encouraging transformative mixed-use development and investment in transportation and public transit infrastructure in strategic areas, strategic land use and municipal planning in major tran-

sit investment corridors, and increasing access to employment and educational opportunities.”

In addition, at least 10% of the proposed housing must be affordable housing.

Juneteenth National Freedom Day One other piece of legislation affects SSL. HB 238 makes the Juneteenth National Freedom Day a state holiday. Juneteenth National Freedom Day is June 19. According to the bill, if June 19 falls on a Monday, it will be observed on that day. If June 19 follows on any other work weekday, it will be observed on the immediately preceding Monday. If June 19 is on the weekend, it will be observed on the immediately following Monday. SSL will also observe the holiday.

“We, as the city, are also going to lockstep with the state, and it will be celebrated in the future,” Wood announced. “June 19 happens to be on a Sunday this year. So, it’ll be recognized on the 20th of June this year.” l

Cottonwood High’s Kolt Kids Preschool registration opens

R

egistration now is open for Cottonwood High’s preschool.

Class size is limited to 12 preschoolers, who must be potty-trained and three, four and five years old. About 25 high school students, who have taken Child Development and Early Childhood Education classes, work with the young students with preschool aide Earlene Rex. Monthly tuition for Kolt Kids Preschool is $120 for four mornings per week. The preschool year is typically October through April. A $25 non-refundable deposit is needed in the school office to hold a spot. Additional information can be found online: www.schools.graniteschools.org/cottonwoodhigh/kolt-kids-preschool/ The mornings begin just after 9 a.m., typically with students and family and consumer science teacher Terilee Herbon walking with students who are holding onto their “Fruit Loops” rope—a rope with colorful round plastic loops into their dedicated classroom. Once they arrive, the preschoolers will hang up their coats and bags and wash hands.

A high school student also will ask a question to every preschooler that will be included in the lessons of the day.

“The question will reinforce whatever we’re talking about and gives us a counting aspect,” Rex said. “So yesterday, we asked, ‘Have you ever seen a giraffe?’ for the letter G. Then we count how many have and decide if it’s larger or smaller than those who haven’t.”

Herbon said that the class “is constantly doing math.”

“Math is so critical in child development,” she said.

“They have to understand the concept of counting, which is bigger or more and which is smaller or less. They are learning patterns, which is a very basic skill in kindergarten. We are constantly doing a lot, like maybe 15 math standards, that follow the preschool state curriculum.”

cally include art, science or sensory, literacy and math. There also is music and movement intermixed into the preschoolers’ days.

During their morning circle time on a brightly colored rug, a preschooler may see the day of the month, for example the third, and learn about the number three. Then the preschooler can spin a wheel to see if the class will jump or stomp their feet three times. They also will look at the weather and say and practice writing the letter of the day.

The day will follow a theme, perhaps a nursery rhyme or a letter. Recently, the preschoolers learned all about the letter F and reached into a “mystery box” to pull out items that started with the letter, such as felt, a flower, a plastic fire engine and a flag, said junior Myalisa Romero.

When they learned about the letter G, they also learned goat starts with the letter and had a visit from a real goat and learned about feeding and taking care of it.

A story and an art project usually accompany the lesson.

Students also explore science, from examining how magnets work while reinforcing the letter M to studying the letter V while learning how a papier-mâché volcano erupts with vinegar and baking soda.

Sophomore Alessandro Torres enrolled in the class for the love of children.

“I love how creative they are and how their perspectives are,” Torres said.

Senior Rebecca Walker loves thinking outside the box when teaching the preschoolers.

“I love working with the kids and learning new ways to teach them,” she said. “We work with each one of the preschool students to learn skills as they all learn differently.”

Each day, preschool students have a healthy snack and play on the playground in the courtyard with high school students. Back inside the preschool, there are several stations for the preschoolers, such as an imagination station or one filled with blocks and manipulatives. There are trucks, puz-

zles, books, sticker letters and other learning materials.

“There’s always somebody there to play with them and they clean up as we sing the clean-up song,” Rex said. “At the end of the day, high school students sanitize everything.”

Holidays, birthdays and a few other days bring fun opportunities to the preschoolers. For their birthdays, preschoolers wear a birthday crown and choose a book to keep.

A special day may include the chance to listen to Cottonwood High music students introduce their instruments and listen to them play or attend part of the high school musical.

For holidays, such as Halloween, the preschoolers who are dressed up in their costumes may trick-or-treat through the school’s offices and then try a witch’s brew. They also may drive golf tees into a pumpkin. For St. Patrick’s Day, preschoolers can bring a leprechaun trap to share with the class, but while they’re out of the room, the leprechauns leave footprints and create havoc in the preschool right down to turning the water green in a child-size toilet.

Typically, during the school year, guest speakers such as a firefighter or crossing guard or other community helpers share with students the importance of their jobs.

Parents are welcome to observe the lessons through one-way mirrors. Rex also takes photos and videos to share with parents and a preschool yearbook is given to students.

At the end of the year, high school students plan a preschool graduation ceremony where the youngsters wear their own cardboard mortarboards.

Herbon said high school students are learning many skills in addition to curriculum.

“These kids have learned some incredible positive guidance techniques and they can use them in any situation. They can redirect kids if their having a hard time or to correct behavior and just use a lot of positivity and praise,” she said.

A

fter the groundbreaking in May, the Huntsman Mental Health Institute (HMHI) has taken some more steps forward with announcing a name and releasing artist renderings of their Mental Health Crisis Care Center (MHCCC).

The 78,000-square-foot MHCCC will be located between the Salt Lake County Metro Jail and the Men's Homeless Resource Center on 3300 South. It is scheduled to open in 2024. The MHCCC is phase one of the Campus of Hope, which will be a multi-phase, satellite expansion of HMHI on a 9-acre lot at 3300 South and 1000 West, according to the Mental Health Crisis Care Center website.

The location was chosen because it is in the central part of the valley and is reachable via multiple modes of transportation.

Influence of the Gardners Kem and Carolyn Gardner gave $5 million to support the MHCCC. As a result, it will be named the Kem and Carolyn Gardner Mental Health Crisis Care Center.

"Utah has the highest prevalence of mental illness in the country, impacting every family at some point," said Kem Gardner, philanthropist and chairman of Gardner Company. "We have 30 grandchildren and have not known where to go or what treatment options are available when some of them have struggled. We have to do something different and find better ways to treat youth and adults.

This Center is so needed in our state. Carolyn and I are pleased to join the University, state legislature, Salt Lake County, and the Huntsman family in this important effort."

Junior Gabby Stephens said she’d use some of the teaching skills she has learned at home.

“I’m learning how to be a better sister and how to be a better parent for the future and how to use positive reinforcement,” she said.

The Center will also be a site for training future crisis care professionals, including social workers, nurses, psychologists, psychiatrists and others.

"We're building a crisis care center that integrates training, research, and clinical care into one entity so that we are always evaluating and learning about the best approaches to treatment and creating new models of care," Rapaport said. "The Kem and Carolyn Gardner Mental Health Crisis Care Center is a forward-thinking concept, and what we are building is not being done anywhere else." l

outh Salt Lake law enforcement is an area affected by various legislation passed by the 2022 Utah State Legislature.

“Overall, I feel the 2022 legislative session produced well-needed change with law enforcement as we all work toward strengthening public trust within our communities,” South Salt Lake Police Department Chief Jack Carruth said. “There was a total of 132 bills that were being watched statewide by our sheriffs and police chiefs this session, only nine of those that were opposed by the Utah Law Enforcement Legislative Committee. I give credit to all our law enforcement leaders statewide for the outstanding work accomplished in this year’s session.”

Twenty-nine bills passed affect how police officers do their work.

HB 23 – First Responder Mental Health Services Amendments This bill “creates a grant program for mental health resources for first responders.” This bill requires all first responder agencies such as police and fire to provide mental health resources for employees, spouses, children and retirees. Grant funds are available to help comply with this bill.

The South Salt Lake Police Department and SSL Fire Department currently have an existing Memorandum of Understanding (M.O.U.) with The Partridge Psychological Group, PLLC, to meet these services.

“The session also recognized some of the needs of first responders with respect to HB 23, recognizing the lasting physical and emotional impacts police work has on those serving,” Carruth said.

HB 123 – Use of Force Revisions HB 123 “sets a timeline for completion on investigations into an officer’s use of force.” Once the investigation is turned over to the District Attorney’s office, the DA has 180 days to release their findings or post a reasonable estimation of when the results will be released.

HB 124 –Forcible Entry Warrant Modifications This bill “provides parameters for knock and announce, and no-knock warrants and specifies the conditions under which they may be acquired and used.” In addition, the bill requires “officers serving knock and announce and no-knock warrants to wear readily identifiable markings or clothing that identify them as law enforcement officers and requires that officers knock and announce themselves more than once before forcibly entering a building.”

cers can interrogate a minor. Officers cannot provide false information about evidence that is reasonably likely to elicit an incriminating response.

HB 345 – Public Safety Employee Personal Data Amendments HB 345 adds individuals such as dispatchers, retired employees, or contractors to a law enforcement agency or prison/jail whose private information must be treated as confidential.

HB 399 – Government Record Amendments This bill was a high priority for law enforcement. The bill states that a statement by a police officer under Garrity is a protected record under Government Records Access and Management Act (GRAMA).

Garrity is a legal principle that protects public employees from being compelled to incriminate themselves during an investigative interview. The principle is named after Edward Garrity, who was investigated for traffic ticket-fixing. He and others were threatened with termination if they did not answer questions. The U.S. Supreme Court ruled that such action violated the employees’ Fifth and 14th Amendments.

SB 126 – Officer Intervention and Reporting Amendments SB 126 “sets minimum standards for officer intervention and reporting of police misconduct.” Police misconduct is defined as “force that is clearly excessive,” an unlawful search or seizure without a warrant or biased or discriminatory conduct based on such things as race, age, gender.

The duty for one officer to intervene only applies for force or unlawful search and seizure. The intervention is only required if it is safe for the officer to intervene. If not, the officer only must report it.

There are provisions to protect the intervening officer against retaliation by the department or other officers.

SSLPD has until July 1, 2022, to adopt written policies conforming to the minimum standards.

Other bills There were four bills involving sex crimes, four victim-centric bills, and three bills involving DUI situations. l

Granite to offer new hands-on entrepreneurial program this fall

ranite Technical Institute is accepting applications from incoming seniors for its new program, Creating Entrepreneurial Opportunities, or CEO, that will be offered this coming fall.

Through a partnership between the school and the local business community, 20 students will gain real-world experience each week by meeting with about 40 business owners and representatives, tour local companies, and be paired with a business leader as a mentor to learn entrepreneurial skills.

“I’m super excited; during the first semester, they will do a class project, which teaches students how to start a business and most of the time it’s more event-based, where they will think about the details of the event and what does it take,” GTI’s CEO program facilitator Erin Paulsen said. “The second semester, they actually start their own businesses, and it results in actual products or services that they sell at a trade show event we’ll hold at the end of the year.”

Interested students in Granite and other Salt Lake County school districts are invited to apply by March 14 for the program that will pick them up from a Granite high school and meet from 7:45 a.m. to 10:15 a.m. three days per week. A panel will select students without knowledge of their names or schools, but solely on the applications that include students rating themselves, answers to questions and letters of recommendations including one from a school counselor that addresses standing in school, attendance and if they’re hard workers, she said.

“I’m expecting the kids in CEO to want to learn; they see a value in it and want to connect,” Paulsen said adding that students will be evaluated by their understanding and proficiency on projects in the program where they will receive Career and Technical Education credit. “One of those projects may be here is $5, turn it into $100 by next week. They have to think outside the box and figure out, how can I make this money?”

During the first semester, students will focus on a business or likely, a one-time event, such as a trivia night, murder-mystery, bowling or drive-in night. It will be decided on by the class and money raised from that can be used as seed money for individual businesses second term.

Some of those businesses may help students pay for college either by continuing it or selling it.

“For a lot of kids, this is going to be their opportunity to have a business during college and then they’re done; maybe it’ll just be a learning experience and then they’ll be done. We could see a very successful company come out of this, especially since they’ll have connections,” she said referring to the partnerships with local business leaders. “The high school entrepreneurship classes are more learning about it versus this is doing it. This class is going to be really hard work. They’re starting their own business. It’s not that they’re doing it because I want them to do it. It’s they’re doing it because they want to make money in their own businesses; they want to do it. It changes the motivation.”

Community business leaders play an active role as guest speakers, mentors, investors or to give tours to students, said Centeva chief finance officer and chief operating officer Matt Thomas, who is the chairman of the nine-member CEO program board. He was one who reached out to business chief executive officers, CFOs and others to get involved.

“We targeted companies and industries that would give a good variety of experiences to the kids in the class; there were a lot of people who are willing to help out,” he said. “Everybody sees the value in getting some of that real-world experience earlier with some structure from the community and making those connections at an early age. The students are expanding their perspective as to what’s possible. I wish that I would have had that perspective and experience as a 17-year-old instead of having to stumble into that perspective later in life.”

Thomas said that many business leaders want to develop relationships in the community and this program allows for potential for partnerships or future employees.

generation as consumers and leaders from the next generation, so it is a two-way street,” he said. “I think that entrepreneurship as a discipline doesn’t get enough attention. People assume that those who have that in their blood will jump in and figure it out. I think more and more people would do it if they knew how and if they saw it as a viable option and if they had a better sense of what the rewards are. These people are willing to share their experiences.”

Paulsen said that local businesses invest in the program, paying for bus transportation so students can tour companies weekly. Those businesses involved in the program range from software companies to carpet cleaners, from restaurants and entertainment industries to credit unions and insurance companies.

“There are all kinds of different industries so they can explore and get ideas of ‘how can I improve an existing product and make a company out of that’ or maybe there’s a need that is lacking that they know of. We want students to think entrepreneurially instead of just checking the boxes and taking the test,” Paulsen said. “We’re wanting them to explore in a way that makes them think: ‘I could do this. I could solve this program and start my own business.’ We’re going to do it experience-based and ask students questions that provoke them to think different ways and solve the problems themselves.”

While Paulsen can help put students in touch with companies and even GTI programs to “match them with people who know that skills and know what they need to do that step,” students also will rely upon mentors in the business world. Mentors will review students’ business plans, look at their weekly progress, read students’ journal entries about their experiences in the weekly tours and in meetings with business leaders, and follow up with students about what they’re learning.

During the weekly tours of businesses, students will learn how they got started, what they do, what people they serve so “they can start to think about their target market and how to reach them and how they may get started,” Paulsen said, adding that with guest speakers, students will learn firsthand about their experiences.

The year-end trade show will feature professional booths featuring students’ businesses and services and will serve as a fundraiser for start-up funds for next year’s students in the program.

Granite School District, which partnered with Midland Institute of Entrepreneurship to offer the CEO program, has taken the past year to set up this program.

Midland provides not only the experience it has gained from years of offering the program, but also materials, training and the website template. The institute also will help with retention of the program.

Paulsen said the CEO program has been successful in the Midwest, but this is the first in Utah. She has firsthand knowledge of the program as many members of her extended family are involved in it as mentors and board members, and as students trying to sell their products in Illinois.

“I’m seeing it from all angles and have seen what a cool program it is. It’s a whole community initiative,” she said. “I’m excited about having it here. I hope that in a few years, we can open a CEO program at each high school. If we’re able to do that, we can involve each and every community as part of it. This is the perfect marriage between business and education; it’s a great way to support these students.”l

World-famous artists bring ‘joy of creativity’ to local workshops

orkshop SLC was born out of the need for artists to keep learning. Lucia Heffernan founded the organization as a way to bring experienced artists from all over the world to Salt Lake City.

“Heffernan would travel to workshops in places like Italy then she thought, why not bring the artists here to Salt Lake,” said Lucia Murdock, who was Heffernan’s artist’s assistant at the time. Murdock recalls asking world-famous artists to come and teach a collective of painters, as well as the excitement it brought to the local art community.

Murdock bought Workshop SLC from Heffernan and has continued to facilitate these local learning opportunities. “We fly famous artists from all over the world to teach very focused, oil painting workshops here at our facility and we also have weekly classes, lectures, classes and workshops,” Murdock said. “There are many great artists in Salt Lake who are professional artists… and we're trying to make Salt Lake a hub and better known capital of the arts.”

Workshop SLC provides a chance to learn specialized techniques in master classes. Students can then say they studied with these world renowned artists and become certified alumni of the artist.

Since 2018 when the organization was

founded it has evolved from being an exclusive community to include private studios where artists-in-residence can interact, as well as holding beginner and one-day workshops which cover everything from the foundations of painting to embroidery and monoprinting. Workshop SLC also offers date night classes, children’s classes and lectures.

Their upcoming two-day “Fearless Abstract Painting with Metallics” workshop will be held April 9-10 and is taught by Samantha deSilva, one of their artists-in-residence.

According to Murdock, deSilva “steers away from the conventional academic method of teaching” and she teaches using emotion, painting using many techniques, such as painting with pin rollers and using materials that she finds from the Salt Flats or dust from the red rocks in Moab to create all sorts of mixed media.

“Even when people are painting abstracts, I feel like they're trying to come up with something pretty and that makes sense and that they can hang up in their living room. But Samantha pours her heart and soul out. And she likes to set an intention and she writes a mantra on the canvas. And she just encourages students to let go of their fears.

And it's just a really, really powerful, really moving experience,” Murdock said.

Utahns are asked to take a high-speed internet test

hen it comes to state broadband access, Utah ranks 29th on the list of best-connected states. While that’s not terrible, it also demonstrates room for improvement.

Based on low-price internet plans, wired broadband coverage and friendliness to broadband competition, the ranking reflects a digital gap for Utah residents. The Utah Broadband Center is addressing that gap and conducting a statewide internet speed test to collect data.

Residents can access the 60-second test at speedtest.utah.gov which will identify areas in Utah with low or no access to high-speed internet. Data collected will guide decision-making when allocating resources toward internet projects in the state.

In a message to residents, Utah Gov. Spencer Cox said, “A high-speed broadband internet connection has become an integral part of our lives. It’s more than just having access to the internet, it’s about connecting to work, education, healthcare, entertainment, or with family and friends.

That’s why I encourage all Utahns to take the state’s new internet speed test.”

Currently, the average download speed in Salt Lake City is 151.4mbps with

an average speed of 163.7mbps statewide.

San Juan and Daggett Counties have the most limited access with internet speeds rarely above 25mbps.

“Access to reliable and affordable internet connectivity has become increasingly important in our daily lives, and without it, individuals lack access to critical digital resources, such as distance learning, telework, and telemedicine,” said Ryan Starks, managing director of business services at the Utah Governor’s Office of Economic Opportunity.

The Utah Broadband Center collaborated with GeoPartners, a geospatial engineering firm, to create a map used to identify levels of high-speed broadband.

All residents are encouraged to self-report their speed at the testing website.

Those without any internet access are asked to call 1-435-777-TEST (8378) to report why they don’t have access to the internet. The Utah Internet Speed Test, available in both English and Spanish, is secure and information remains anonymous. People taking the test will be asked their location and monthly internet cost.

April is Clean Out the Medicine Cabinet month

A

pril is Clean Out the Medicine Cabinet month not by a governor's proclamation, which is the usual way, but it is by state code. Code Title 63G, Chapter 1, Part 4, Section 401 says, "The month of April shall be commemorated annually as Clean Out the Medicine Cabinet Month."

Why? According to the code, this is done every year to "(a) recognize the urgent need to make Utah homes and neighborhoods safe from prescription medication abuse and poisonings by the proper home storage and disposal of prescription and over-the-counter medications, and (b) educate citizens about the permanent medication disposal sites in Utah listed on useonlyasdirected.org that allow disposal throughout the year."

The problem In the U.S., the Department of Health and Human Services (HHS) estimates that 10.1 million people misused opioid prescriptions in the past year. In 2019, 70,630 people died from a drug overdose. In 2017, HHS declared a public health emergency to address the national opioid crisis.

In Utah, the website useonlyasdirected.org reports, "Drug poisoning deaths [aka overdose] have outpaced deaths due to firearms, falls, and motor vehicle crashes in Utah."

Opioids are commonly prescribed to handle moderate to severe pain with anything from dental work to cancer treatment. They work, but they also get forgotten.

For example, the doctor prescribes 10 tablets for back surgery, but you only use five because you start to feel well.

What do you do with the remaining five? Most people just keep them in the medicine cabinet. They forget about them.

The Use Only As Directed campaign reports "74% of Utahns with an opioid addiction get them from a friend or family member." CVS.com reports one in four teens has misused or abused prescription drugs. Most get them from the family medicine cabinet.

Opioids are highly addictive. Studies show that 80% of people who use heroin start with legal prescription opioids.

So, it is not unusual for people needing a fix to search friends' medicine cabinets. Sometimes, a family member will do the same.

Throw out Throw out is part of a three-part solution for the opioid crisis. This solution covers all prescribed and over-thecounter medications.

The best way is to use an Rx drop box. They are typically located at pharmacies and police stations. For example, South Salt Lake Police Department (2835 S. Main St.) has an Rx drop box. Often, special drop-off locations are added during April.

One crucial way to not dispose of expired or unused medication is to put them in the trash or flush them down the toilet. Unfortunately, this action can affect groundwater or fish.

While some Walgreens and CVS stores have a Rx drop box, all of them have an alternative. DisposeRx packets are available on request from the pharmacy at no cost. They are an environmentally friendly at-home way to dispose of medications. A patented solidifying material is put into drug vials or bottles and shaken. The drugs are dissolved and are ready for the trash.

Transportation ideas for next decade include more bike-share programs, trail connectivity

he South Salt Lake Planning Commission and the City Council approved the SSL Strategic Mobility Plan in March meetings.

However, the plan was drafted in 2020 but was never approved individually or as part of the General Plan. The 113-page mobility plan is available at SSL.gov.

“This SSL Strategic Mobility Plan is a citywide plan that provides goals and strategies focused on making it easier for residents and visitors to travel to, through, and from the city.

The plan guides transportation policies and investments for the next 10 years and provides a framework of catalytic projects to jumpstart mobility investments. This integrated, multimodal strategy will help the city approach mobility investments in a balanced manner that will improve the community and increase travel options,” according to plan documents.

The plan aims to guide transportation needs with roadways, bicycles, pedestrians, transit and freight networks throughout the city.

Dennis Pay, city engineer, chaired the project team. Sharen Hauri, director of neighborhoods, was a project team member with Megan Townsend (Wasatch Front Regional Council), Kordel Braley, Nick VanderKwaak, and Ximena Atterbury from AECOM Engineering.

The project team worked with various stakeholders, such as UTA and UDOT, to create the plan and the vision statement.

“Provide an integrated mobility system that is safe, accessible and inclusive for all and promotes a thriving economy, supports healthy communities and enhances the quality of life,” according to the plan documents.

State of the system The team began their work by looking at the current state of mobility in SSL. While the demographics are a bit dated, one interesting finding is that most jobs in SSL are “clustered in a north-south corridor between I-15 on the west side and State Street on the east side. Half of the jobs in the city are manufacturing, retail and wholesale trade, and construction,” according to plan documents.

The plan reports that 33,127 people travel to SSL to work, and 11,027 SSL residents leave the city for work each day. The report also says that less than 1,000 people live and work in SSL. Those who travel mostly do so using north-south routes such as I-15.

The report also found that 73% of those traveling for work drive alone—9% carpool.

About 10% use public transportation, and 8% walk or work from home or use another type of transportation.

The plan organized goals and suggested policies into five sections: Safety, Access and Demand, Physical Mobility Network Enhancement, Health and Environment, and Community Focused.

Highlights In the Safety section, one of the policies is to “Formulate a Vision Zero policy to work toward lower speeds and safer bike and pedestrian facilities.” Vision Zero is like the Zero Fatalities effort. The hope is to eliminate all traffic fatalities and severe injuries by promoting safe, healthy, equitable mobility.

“Encourage efficient land use and infrastructure improvements to increase walking, biking, and transit usage” and “Encourage employment and housing density near transit stations, and transit-rich corridors” are two goals in the Access and Demand section.

One of the policies in this section is to “Improve crossings on major arterials such as State Street.” The plan suggests using more pedestrian-activated crossings such as a pedestrian hybrid beacon.

The plan created goals involving parking and curb management. Among the suggested policies is implementing paid parking. The catalyst for this is that people are more likely to drive when free parking is available thus increasing parking congestion. If they must pay, they might choose another transportation option. This could also include implementing parking meters.

Other policies are to increase the availability of dockless bike-share or scooter-share or promote carsharing programs like Zipcar and Car2go. A final policy is to “Implement Shared Mobility in low- and moderate-income neighborhoods.”

The Physical Mobility and Network Enhancements section speaks to the need for larger sidewalks and, in some cases, just have sidewalks. Having protected bike and pedestrian lanes on major roads is also outlined.

Increasing trail use is a primary drive in this section. The report indicates that 65% of residents are within a quarter of a mile of a trail, but trails are not widely used because of a lack of connectivity with other trails. The goal is to “Recognize the urban trail system as a key

component of the transportation network.”

The plan talks about the importance of the bus system to mobility in SSL. The plan suggests to “Improve local public transportation service throughout SSL in some of its lower density neighborhoods.” Along with more bus routes west of I-15.

In the Health and Environment section, the plan recognizes the role adequate mobility has with the environment. For example, effective mobility in the city will improve air, water, and the climate.

The final section is Community Focused.

Key goals are “Improve mobility services for all residents (including people with disabilities,

seniors, and limited English proficiency)” and “Implement projects equitably throughout the city.”

Affordability is also outlined with the goals of “Provide affordable mobility options for everyone” and “Reduce the share of household income spent on transportation.”

Catalytic projects The plan ends by describing 12 catalytic projects which “include capital projects, programs, or maintenance activities that could demonstrate to the public, key stakeholder, and decision-makers how SSL’s vision can be reached and potentially generate excitement for additional projects in the city’s plan.” l

ADUs might help with affordable housing but codes needed

T

he idea of Accessory Dwelling Units (ADU) as one solution to the affordable housing crisis is a discussion topic at many levels of government.

The South Salt Lake Community Development staff recently presented an ADU tutorial to the South Salt Lake Planning Commission and floated some code ideas.

The basics An ADU is a secondary housing unit on a single-family residential lot. There are two types of ADUs—internal and external.

An internal ADU must be attached to the primary residence. Internal ADUs are common and within code. Examples are an over-the-garage apartment, a basement apartment, or a converted garage into an apartment.

“There’s the internal accessory dwelling unit, which is located within the footprint of the dwelling,” Sean Lewis, deputy director of community development, said. “The primary residence must be owner-occupied. We want to have long-term renters in there. They are a permitted use in any area zone and must comply with building and fire and health codes.”

External ADUs are detached from the primary residence. External ADUs are the affordable housing solution hot topic. The common argument is that ADUs could provide rental income to help pay the high cost of current mortgages or provide flexible living spaces for multigenerational households or could help increase the market value of available dwellings.

They are more than a “she shed” in the backyard, but not by much. An ADU must have a kitchen and a bathroom. In addition, an external ADU must be permanently attached to city services, including sewer. Currently, no state standards leave cities to determine ADU code.

Floating code ideas One area the Community Development staff looked at was lot size. They determined that an external ADU might be difficult on 6,000-square-feet or less lot using common planning principles.

“We found that 6,000-square-feet or below lot size probably is a little bit too small for an external accessory dwelling unit because you can’t fit the dwelling unit and parking space on the property,” Lewis said.

It might not be easy to have an external ADU based on the current code in the city’s northeast corner. However, they could have internal ADUs. The study also showed that the city’s southeast corner could easily have an external ADU because of bigger lots.

“We don’t want to target any one neighborhood for the externality user or say that’s the only place they can go. So, we need to come up with some reasonable standards as to how to put these throughout the city,” Lewis said.

He mentioned two concerns over smaller lots. One is parking. Often smaller lots only have 11-foot driveways that only fit one or two cars and have a little area to walk around the vehicles. Another concern is access for fire apparatus. Firefighting vehicles would have to park in the street and pull hoses to the back ADU in smaller lot areas.

In the presentation, the staff showed good and bad code ideas. For example, one is to have at least 10 feet between the structures.

Another is a design principle. The Community Development staff talked about how the ADU design should complement the primary residences and the neighborhood. Think of a primary home with rectangle windows, gray siding with white trim, a pitched roof, with an external ADU with round windows, blue siding with dark blue trim and a flat roof.

The ADU looks out of place.

Another big issue with ADUs is parking. The Community Development staff would like driveways that provide enough off-street parking for both dwellings. However, in reality, this isn’t likely.

Instead, ADUs will increase street parking. It is essential to remember that street parking in front of a residence is public parking and cannot be controlled by the resident.

Size is another issue. Should a two-story external ADU be allowed when the primary dwelling is not? Or, depending on the placement of a two-story ADU, a person could look into a neighbor’s backyard or even their home.

Next steps There are no code proposals before the planning commission or the city council. The city staff is still formulating ideas. Staff waited for the end of the legislative session just in case the state mandated anything, which they did not.

Cottonwood football announces its first college football commitment in several years

R

ecognition has been a long time coming for the Cottonwood Colts football team. But after a dry spell in which no football player at Cottonwood has been offered an athletic scholarship for several years, a student-athlete has received one.

Senior Curtis Straup is the first player from Cottonwood High to accept an offer to play college football during the Casey Miller era. Straup will be playing his college football at the College of Wooster, a NCAA Division III school in Ohio.

“Thank you to coach Colaprete and coach Kooser for this opportunity to further my academic and athletic career,” said Straup in part when announcing his decision on Feb. 16. “Thank you Mom and Dad and to all my friends and family for all you have done for me.”

Straup, who is 6-foot-2 and 200 pounds, was a starter at the outside linebacker position for the Colts in 2021. He had 15 tackles and had the third most interceptions on the team with two. Straup was also the Colts’ backup quarterback completing nine of 16 passes for 141 yards and threw one touchdown pass. He also ran for 20 yards on four carries for Cottonwood and caught a pass for 14 yards and one touchdown.

Before accepting the offer from the College of Wooster, Straup also received athletic scholarship offers from the Rose-Holman Institute of Technology, Culver-Stockton College, Nebraska Wesleyan, University of Puget Sound, Dean College, Knox University, Avila University and Hamline University. l

Ukrainians living in Utah raise funds for humanitarian shipments to their homeland

W

hen the Russian army invaded Ukraine at the end of February, the Utah Ukrainian Association was inundated with calls from people wanting to help. Within a few days, the association, in partnership with its sister organization in Idaho, had a plane full of supplies heading to Europe.

Utah Ukrainian Association boardmember Yulia Holko was born in Ukraine and moved to the United States in 2001.

Ten years ago, she relocated to Utah where she lives in Salt Lake County.

“Thankfully, my immediate family is here but I have lots of extended family in Western Ukraine,” Holko said.

“Even when they’re not being bombed, there are lots of air raid sirens going off and planes flying overhead, because it’s psychological warfare, too. It’s very hard to process. Members of our community have been under shock and stress.”

The Utah Ukrainian Association, and the 1,500 Ukrainians living in Utah, jumped at the chance to help their fellow countrymen and homeland. Members have organized rallies at the Utah State Capitol and are asking people to sign a petition to bring Ukrainian refugees to Utah.

Currently, it will take up to three years to get refugees resettled in the United States. The group wants to speed up the process as millions of Ukrainians have been displaced.

“People leave their home and leave everything behind,” Holko said. “Often, the only clothes they have is what they’re wearing.”

The association is accepting donations for the next shipment. Nonperishable foods, sleeping bags and solar power banks to charge phones are top items, along with clothes for warmer weather like T-shirts, light jackets, jeans and shoes.

“The support has been amazing. People have been turning out and speaking out,” she said. “It feels like anything we need, there’s a local business willing to donate funds. We were just a small organization before the war and we had to scale up really quickly.”

A benefit concert held at The Cathedral of the Madeleine in late March, brought the community together for prayer, music and solidarity for the Ukrainian people. “Voices for Ukraine” featured artists from the Utah Symphony, Utah Opera, University of Utah, Ballet West Academy and The Madeleine Choir School. Ukrainian musicians and multicultural vocalist Alex Boyé also added their talents to the event.

Although the concert was free, the standing room only event raised more than $16,000 from donations and sales to provide life-saving supplies for Ukrainian refugees, and those still trapped in Ukrainian cities.

Kateryna Hansen, a Utah Ukrainian resident, spoke at the “Voices of Ukraine” benefit. She detailed harrowing accounts of friends and family members, escaping into Poland or hiding in bomb shelters and basements.

“In less than one month, the country I know has been turned upside down,” Hansen said. “Children are dying. The dead have been left in the street for days until they can be buried in mass graves.”

Hansen asked benefit attendees to reach out to senators and congressmen, asking for more military and air defense support as the war rages in Ukraine.

The Utah Ukrainian Association will continue to send shipments to eastern Europe. The plane filled with donations flies from Idaho to Germany, then trucks carry the items to

Comcast invests in Tech-Moms, a program that encourages women to move into tech

C

omcast Corporation is investing in women. The global media and technology company is the Title Sponsor for the Tech-Moms technical training program where Comcast will provide $42,000 in cash and support in 2022, in addition to providing $15,000 in support last year.

Tech-Moms is a nonprofit organization that helps women move into, or return to, technology careers. Students in the program are given opportunities to build skills and knowledge to transition to a profitable tech position.

“I just started my second week of training with a tech company in Springville, [Utah],” said Tech-Moms graduate, Janice Knudsen. “It pays more and has benefits that my old job did not. There are many opportunities for advancement since this company hires first from within.”

More than 200 women have gone through the TechMom program, which partners with five higher-ed institutions, and 80 women are currently participating in the program. Additionally, 300+ applications are waiting for a spot to open.

Students are introduced to a variety of technical careers and given a strong support network as they move forward. As the women transition into the tech industry, they discover hidden abilities that help them build confidence in this ever-growing field.

“After graduating from Tech-Moms, I have had the confidence to apply for new jobs,” said Rosa Griffin.

“Next week, I am going back to college, and I applied for a new job that I dared to apply for, even when I didn’t

meet the college requirement. Two days later they offered me the job. The only condition was that I would go back to school and start working towards my degree. My salary has had a great increase too! I am so grateful for the opportunity I had to be part of Tech-Moms.”

“The value of the contributions Utah women make is incredible,” said Deneiva Knight, Director of External Affairs at Comcast. “That's one reason we are partnering with Tech-Moms. We want to help provide women the opportunity to build the skills, knowledge, and professional network they need to transition into or re-enter a career in tech.”

Comcast has a history of community investment bringing digital equity to communities with programs like the $1 billion initiative Project UP. The project provides safe spaces for students to access free WiFi, it supports 13,000 small business owners of color with tech services, and it works with thousands of partners across the country.

In South Salt Lake, April means State of the City—a time when I report on our progress, identify our challenges, celebrate our accomplishments, and plan for the future. It’s a time to get out and discover new things that are taking shape around the city. My three key initiatives for the year include celebrating South Salt Lake, building strong neighborhoods, and investing in people. I want to share just a few highlights of ways the City is expanding to build an even greater community and involve YOU, our valued residents.

Ways to CELEBRATE SSL This year we will be celebrating the Nepali-Bhutanese New Year or Maghe Sankranti on Saturday, April 16 starting at noon inside the Columbus Center Auditorium. This new event is funded in part by a Celebrate SSL mini-grant and it’s a free event and open to the public. (details on p. 6) The Creative Industries Zone is a group of creative businesses in Downtown SSL. The ZONE is continually growing and expanding—from new places to shop, gather with friends for a night out, or grab a coffee. And it’s quickly becoming the hippest go-to destination in the Salt Lake Valley. Follow this more at sslarts.org.

How We Build Strong Neighborhoods Strong cities are made up of strong neighborhoods. This month, the spotlight is on the Meadowbrook Station neighborhood which runs south of Guest Ave to 3900 South; and east from I-15 to State Street. (More on page 4.)

We are always looking for ways to keep our neighborhoods safe and having a fully staffed police and fire departments are critical to our success. More Traffic Enforcement Officers have been added to better patrol our streets. Similar to Neighborhood Watch, Business Watch serves our community by creating a safe retail environment and increasing a sense of safety for business owners, and their patrons. I encourage you to attend a Neighborhood or Business Watch monthly meeting (p. 3) and become proactive in keeping our city safe.

Ways to INVEST in PEOPLE South Salt Lake residents love to recreate and enjoy the outdoors. Walkers and bikers will be pleased to know that a recent land acquisition west of Fitts Park is allowing the city to expand

the trail along Mill Creek. At Bickley Park in our Central Park Neighborhood, a new outdoor adult fitness course (FitLot) was built and a second pickleball court is coming soon. And finally, for residents who love to garden, you can now lease your own garden plot or volunteer at our new Community Garden at Fitts Park—opening in May. As you can see, there is much to discover and celebrate in our City on the Move. Check back in May as we will present the Best of South Salt Lake award winners, who stand out for their contributions to our community.

Public Safety 8 DUI’s Too Many in SSL Message from SSLPD Chief Jack Carruth South Salt Lake is averaging 8 DUI’s a month so far in 2022 and that’s 8 too many! The traffic violation of Driving Under the Influence (DUI) occurs when an individual drives a motor vehicle while under the influence of drugs or alcohol. The unsettling reality is that we are seeing an increase in DUI-related accidents in the Salt Lake Valley.

Impaired driving was a contributing factor to a recent driver traveling the wrong way causing a significant injury, two-car auto accident. Fortunately, the injuries were not fatal.

The South Salt Lake Police Department participates with the Utah Department of Public Safety DUI Selective Enforcement grant program. This provides overtime funding to support increased DUI enforcement to help keep our roadways safer. With this, drivers can expect to see an increase in police officers patrolling South Salt Lake roadways to increase our DUI enforcement efforts.

When in doubt, remember that buzzed driving is drunk driving, don’t risk getting a DUI. Before heading out, predetermine a designated driver, or call for a ride.

Fire Safety in Warmer Months

It is easy to associate fire prevention with the colder months with the use of space heaters, fireplaces and decorative candles.

However, we must still be vigilant when it comes to protecting our homes from fire hazards.

OUTDOOR GRILLS

The NFPA reports an average of 8,900 home fires are caused by grilling annually. Here are some fire safety tips for the grill: • Check problematic points on your grill or smoker including propane tanks, the hose, and connecting points. Clean out the pellet burner on a smoker and ensure you have the proper placement of the drip tray or liner.

• Use charcoal starter fluid only on charcoal briquettes and apply far away from the grill area.

• Make sure the grill is clean – failure to do so could contribute to a fire.

• Make sure the grill is set up in an open, outdoor area away from flammable materials.

INDOORS • Smoke Alarms - change the batteries in smoke detectors whenever you change the clocks. If you forgot, roll this important safety step into your spring cleaning.

• Dryers - while we are talking spring-cleaning, add cleaning your dryer vent pipe to the list. The leading cause of dryer related fires is caused by lint build-up.

• Pull your refrigerator out and vacuum the dust coils.

• Check and clean the filters above your stove.

• Recycle: Get rid of old newspapers, magazines and junk mail. These items tend to pile up and can contribute to the severity and spread of fire.

• Ensure you have an emergency preparedness kit in case of incidents such as power outages and flooding.

• Practice your family’s fire escape plan so everyone knows what to do in an emergency.

• Check your windows to ensure they open and close properly, in case they are needed as an exit.

Business & Development Celebrate SSL: Meadowbrook Station As we celebrate 2022 as the ‘Year of the Neighborhood’, we are highlighting the areas that make us unique and taking note of what makes them so special. The spotlight this month goes south of Guest Street and west of State Street, Meadowbrook Station. Not to be confused with Millcreek Station, this is the urban district that hugs our south boundary and is now the name of its TRAX light rail station. Let’s talk a bit about its history, landmarks, and things that make it a great neighborhood in South Salt Lake!

History In the late 1990s, this area was once an unincorporated portion of Salt Lake County, and was fully developed with both commercial and industrial businesses when it was annexed into SSL. This nearly doubled the city’s land area and population, and soon began a transition to transit-oriented development, largely housing, thanks to the TRAX line opening in 1999.

Starting with stop motion animations and moving towards public art and creating electrifyingly trippy murals, Travis Czekalski and Jon Stommel started working together in college, and are now known to the world (and to several Mellow Mushroom pizza establishments) as Rather Severe. Their intent is to inspire a conversation of sorts amongst the artist, clients, and those in the community and enrich the experience of hanging out in public spaces.

In late 2011, Travis and Jon decided to move Rather Severe to Portland OR, and participated in multiple mural festivals as well as commissioned commercial painting projects and public murals in many other cities around the U.S. Rather Severe has also collaborated with corporate clients including Adidas, Target, and Mellow Mushroom.

@riankasner (they/them) | Utah Starting as a graphic designer and photographer, Rian Kasner, has been designing and developing murals since 2019. Using a combination of original photography and graphic design, Rian’s hand-painted creations convey powerful messages that relate to the human experience. For example, “See Us” is not on a single wall or canvas, but it is a 360-degree experience and is pieced together with freestanding poles, revealing a different image at every turn. Rian says, “it reflects the journey of the coming out process that nearly all LGBTQ+ individuals face when coming to terms with who they are.”

@smockandroll | Salt Lake City, UT Broad strokes for different folks. Locally based, Smock & Roll is made up of two female artists; Alli VanKleeck & Caroline Kane. To introduce, Alli VanKleeck has a background in graphic design and runs the Hot Slice Design Studio, while Caroline Kane is driven by communitybuilding organizations and the arts. The two have over 20 mural projects in SLC, all big, bright and bold—often teamed with edgy content. Love Lizzo? They do too. @caroznilsson | Salt Lake City, UT Pursuing a full-time career as a multi-media artist, Caro (Caroline Nilsson) carries a background in both studio art and architecture from the University of Virginia. Since becoming a local to Utah, much of her art follows red rock, desert, or mountain themes, however, at times she takes it to different levels, adding organic matter, cotton thread or minerals to the mix. Caro hopes that by participating as an apprentice, she can gain the experience and insight needed to pursue her dream of becoming a muralist.

@tatianacamice | Wilmington, NC After earning her degree in Consumer Apparel Arts in NC, Tatiana Camice was led to fashion work in NYC and coincidentally drifted into a full-time art career. In one of her posts, Tatiana shares, “Progress takes time and patience. I’m not a professionally trained artist. I didn’t go to school to learn about colors, dimensions, shadowing, etc. One day I decided I wanted to paint my drawings, so I did. And from there I taught myself how to paint flowers, faces, bodies.

Drawing and painting are very different.” Her works are inspired by experiences, especially through her family’s rich history as a black woman from rural North Carolina.

Wednesday, April 6, 13, 20, 27, 2022 • 6:30-8:30 pm Historic Scott School Instructor: Maddie Christensen/Bad Dog Arts Weaving usually involves a loom to hold the threads or yarn, but this month we are going to learn several weaving techniques that are created by hand. We will explore the use of a variety of materials that may include cloth, thread, reeds, yarn, wool, raffia and sticks. Maddie will begin with teaching how to make an Amish Knot Toothbrush Rag Rug, then a placemat or several coasters.

Next, we will work with colorful embroidery thread using different patterns to weave a colorful bracelet or keychain. The final project will consider the aesthetic beauty of combining different textures and colors to create a purely decorative wall hanging piece. No prior experience is needed.

Cottonwood girls basketball puts up a valiant fight at state before falling to Woods Cross

aving been at the state tournament for the past four years made this particular year nothing new for the Cottonwood girls basketball team.

What did was that Cottonwood [12-10] came into the 5A state tournament with a winning record—something the Colts haven’t had since 2014.

But this year has been all about fight and pride for Cottonwood, who came into this state tournament game with not only a top-15 seed, it was hosting its first state playoff game in many years.

In the end, this game on Feb. 25 was a battle at the Colts home fortress that ended up being lost at the free throw line in a 40-29 loss to Woods Cross in the first round of the 5A state tournament. But it wasn’t for lack of trying.

It was a tale of two teams, one in Woods Cross that had a sizable reach advantage that at the outset seemed insurmountable. Try as the smaller Colts backcourt might, they had trouble finding their way around the long, mammoth arms of Woods Cross defenders reaching their tentacles around the perimeter.

Passes were disrupted and poked away; shots redirected. Wearing a festive pink hairdo for this special occasion, sophomore Alivia Hutton burst into the paint from her customary spot at the two-guard time and again, trying

hard to be that disrupter that Cottonwood has relied on all season.

But, despite being an attacking force and key disrupter on inbounds plays and the like Hutton and her teammates were unable to get the Colts going in the first period, trailing 9-0.

On Cottonwood’s first play of the second quarter it was that familiar face in hair warpaint in Hutton who brought the sizzle. She scored the Colts first basket of the game rebounding her own midrange jumper attempt to cut the Woods Cross lead to 9-2.

Perhaps it was jitters on the part of the Colts early on, for this was the first time that they have hosted a game in the state playoffs in eight years and were trotting only one senior onto the floor in guard Olivia Tassainer.

Amid chants of “C-H, C—H-S” by the cheerleaders raising their defiance at Woods Cross with their white pompoms and pinkhaired Hutton taking a breather on the bench after her spirited effort, the Colts were looking for something to get them going.

That’s when Tassainer stutter stepped and burst toward the basket from the top of the key: no dice, as it bounced off the rim. Freshman Avea Van Der Beek weaved through the trees to the rim on the Colts next possession but was called for traveling.

gle in which the entire lower level of the Cottonwood gym was full and loud, the Colts still only had two points to show for their efforts in the first 12 minutes.

But after a necessary timeout by head coach Tes Soracco the Colts started getting into their motion offense. Tassainer started taking her time as the Colts passed the ball around the perimeter firing a bounce pass into junior center Kennedy Covili for their second basket of the game, trailing 11-4 with 2:37 remaining in the second quarter.

Covili then blocked a Woods Cross shot on the next possession with two minutes to play before halftime, but the Colts could not convert their fast break opportunity—nor the next by Hutton whose three-point attempt bounced off the rim.

After taking a quick 30-second break following a hard foul, Hutton reentered the game, and saved Cottonwood by diving for a loose ball that prevented an over-and-back call.

Then freshman Ashlyn Tripp got inside and tipped in a missed shot from Hutton to cut the Woods Cross lead to 14-6 at the half.

As the teams came out for the halftime warmup amid the slightly off key and very high school instrumental strains of “My Girl” playing from the Colts band in the stands, Hutton chucked up one last shot, a three pointer that splashed in.

It didn’t count of course, but the next play did: the feisty sophomore guard then forced a turnover on the opening play, kickstarting a back-and-forth initial three minutes of the third quarter that saw three lead changes and two more Colts buckets, one each from the Tripp sisters narrowing the visitors lead to 17-10.

On a night when junior captain Ali Tripp was struggling, it was her younger sister Ashlyn who picked up some of that slack.

Realizing perhaps that they couldn’t run

with these Colts and had been struggling keeping up with the Tripp sisters for the past few minutes, the bigger Woods Cross players started slowing the pace down on their possessions, forcing the Colts to reach in and commit fouls as Cottonwood looked for ways to close the gap.

Woods Cross was also beginning to assert that size advantage inside, and the visitors earned several trips to the line that they converted, and had extended the Colts deficit to 22-12 following a Covili jumper.

Try as Tassainer might, however, the senior captain couldn’t use her speed and guile to get to the rim but for one time in the third quarter. Trapping Woods Cross in the backcourt as had been done in previous games didn’t work either for Cottonwood; it just resulted in more trips to line giving the visitors needed breathers—having had to play at the Colts breakneck pace for 36 minutes.

Thanks to a 5-0 run keyed by Van Der Beek and two critical plays that led to free throws made by the elder Tripp who was held to just eight points, a season low, the Colts cut the Woods Cross lead to 31-27 with 2:37 left in the game. But that was as close as the Colts would get on this chilly February evening in Murray.

You get the feeling, however, that Cottonwood could be back next year in the same or better position with such a young team that only loses Tassainer and two other seniors to graduation. Ali Tripp led all Colts scorers with eight, while Covili tapped in six. Van Der Beek had five, while Tassainer closed out her Cottonwood career with four.

Cottonwood finishes the season with a record of 12-10 overall, but had an 8-4 record in their first year in Region 7. l

Female golfers will mix business and fun at the Copper Rock Championships in April

F

ormer Utah Senator Pat Jones understands not all business discussions happen in the office. Often, valuable deals are made on a golf course. When she realized many women aren’t usually involved in golf tournaments, she understood how often they are left out of important business decisions.

As the CEO of the Women’s Leadership Insititute, Jones organized a women’s golf clinic and tournament where they could build relationships, learn the basics of game and golf etiquette, participate in a scramble, and put themselves in a better position for inclusion.

“What I’ve learned, and I knew it intuitively, is that golf is the language of business,” Jones said. “That’s just how business has worked for so many years. It’s important for women to learn a sport that can help further their careers.”

The program was so successful that the WLI entered into an exclusive three-year charity partnership with the LPGA Epson Tour at the Copper Rock Golf Course near Hurricane, Utah.

The event is a week-long immersion for female leaders in Utah with the opportunity to play with top golfers and network with other professionals.

This year’s Copper Rock Championship event will run from April 18-23 and feature 220 pro female golfers. Last year’s event was a success, although Jones admitted she was a little intimidated playing with pro golfers. She even took a few lessons.

“I felt I had to play in the Pro-Am,” she said. “Since I was encouraging women, I felt I had to walk the talk. I can’t wait to go again this year. The pro golfers were so generous with their time and advice.”

The event starts on Monday, with the WLI Pro-Am, fol-

lowed by a Meet the Pros Night on Tuesday. Wednesday is the ElevateHER Challenge Luncheon with keynote speaker Sharlene Wells Hawkes. The luncheon will be a time to recognize companies that have accepted the ElevateHER Challenge.

Thursday through Saturday is the Copper Rock Championships where the women can cheer on their Pro-Am teammates as they vie for the title.

“ElevateHER is a corporate challenge with six actions companies can take based on best practices that will elevate women in business,” Jones said.

The program’s goal is to increase the number of women in leadership positions and the retention rate of female workers.

Companies are asked to increase the number of women who serve on community and corporate boards, establish a women’s leadership development program, close wage gaps, and encourage women to run for public office.

WLI started in 2015 to elevate female leaders in Utah.

With the WLI Career Development Series, companies can sponsor female leaders, investing in their future.

“It’s been hugely popular,” Jones said. “Companies who have accepted the challenge can send female leaders, mid to senior level. When women go back and teach their teams, it helps them be seen as the leader they are. It’s really magical.”

WLI also offers a Political Development Series that coaches women who want to run for office. The program started seven years ago and more than 300 women have completed the course. Several women currently serving as mayors in Utah went through the program.

My year with the City Journals: A reflection and review of the contributions of women

S

ince I began as a reporter for the City Journals, I have had the privilege of interviewing some amazing people. The interview process has always been my favorite part of reporting.

I have always enjoyed meeting someone new, learning about what makes them unique and writing their story for others to read.

During March, the stories being shared were about women. March 8, officially known as International Women’s Day, was a day to highlight the unique contributions and achievements of women the world over. To put it more eloquently, “to provide education on how women helped shape the nation [world].”

I’ve come to learn through my first year writing for the City Journals just how much women help shape our community and world.

And how important their stories are to tell.

I got the lead for my first story from Facebook, where I was able to get in touch with Kim Deverall, who specialized in giving haircuts to those living with special needs. We met at the salon she worked at, JCPenney at the District.

Deverall works to meet new clients and make new connections providing one-on-one service for clients who have special needs due to autism or other neurological divergent disorders.

“I am so lucky and honored to be in a position to help a population that is so frequently misunderstood,” Deverall said. “I love working for a company that has given me the ability to give neurodivergent individuals the dignity and socialization they deserve.”

I then had the opportunity to interview another woman who took a big chance only to have it pay off in a delicious way. I met Carol Timmons, a business owner in South Jordan, and reported on her little slice of heaven in Flake Pie Company.

Recently, Flake contributed $11,152 to help those in Ukraine through the CARE Ukraine Crisis Fund. According to an Instagram post, the Flake Pie Company team baked and sold 3,477 flakies, their signature pastry.

Anna Linner was a true gem from the moment I met her at the South Jordan Public Library. I wandered in one day looking for story leads actually, and Linner greeted me at the front desk, behind a large plastic shield (thanks Covid). I knew she had a story to share. And it turns out, I wasn’t wrong. Born in Hungary, she went on to earn a master’s of library sciences degree at age 50, to become a full-on librarian. Linner continues to work at the South Jordan library.

I was enthusiastic to learn that there was a new Girl Scout troop being formed in South Jordan last summer for girls enrolled in kindergarten or first grade, and that Jen Bingman was to be their leader. Twice a month Bingman lets a group of talkative and eager five to seven year olds in her backyard to teach them things about building robots, planting trees and selling cookies.

“We’ve had a fun first year with our Daisy troop,” Bingman said. “Our troop has had special challenges regarding meetings with Covid restrictions, cookie delays due to supply chain issues, and losing four troop leaders, but our families rallied around our troop to provide the support we needed to continue with our endeavors.”

Then I met Durga Ekambaram after I saw her mural under the bridge of the Jordan River Trail at 10600 South. I have been able to follow her work on social media. The patience and the persistence it must take to create, to have an idea and to have to slowly nurture it to life is inspiring on many levels.

The trail mural project has given Ekambaram the confidence to explore new mediums and techniques. In February, her mixed media artwork was selected to be displayed at the World of the Wild art show at the Hogle Zoo. Her watercolor paintings were also selected in November 2021 to be featured on a utility box in Daybreak. She is looking forward to several art displays at South Jordan City Hall, Millcreek Library and Utah Cultural Center.

I was once again amazed not only by the physical strength of women, but their mental strength as well. I met Debbie Millet, a former weightlifting champion and now a coach to young women competing in the clean and press and the snatch. I spoke to some of these young women, in particular Malia Levy and Maci Wynn, who talked about their training schedules and their determination, and what it meant to have a female role model like Millet.

American Open in Ohio late last year, and will represent team USA at the Youth Pan Am and Youth Worlds this upcoming summer of 2022.

Wynn is now one of the top three women in the country, lifting the previous American record in the snatch event. Wynn is now in a position to make the 2024 Summer Olympic team.

Most recently, I met the heartwarming group known as Females in Action Salt Lake Valley or FIA. They welcomed me into their group, challenged me to a little physical exercise routine, gave me a nickname and explained how they as a group look out for one another. It

was heartwarming to see, as we live in a world that can be so divided, that these women will welcome and accept other women regardless of race, religion, economic status and a host of other things that often keep people at bay.

We have women in our communities who are leaders, mentors, entrepreneurs, artists, athletes, volunteers, professionals and all-around positive influences. All of these women, and many others like them whose stories I have yet to share, help shape the community, and their stories are relevant.

Health department seeks films sharing stories of resilience

A

spiring filmmakers who have a story to tell of resilience can showcase their short original film in Salt Lake County Health Department’s fourth annual film festival.

The contest is open to seventh- through 12th-grade students who live in Salt Lake County. The 30- to 60-second films are to show or discuss how they, or those around them, have demonstrated resilience in mental health, physical health and/or social health.

This year’s theme, “Stories of Resilience” was determined by the Salt Lake County Healthy Teens Coalition.

“The youth expressed sincerely the need to expand on our theme from previous years,” said Julia Glade, Salt Lake County Health Department healthy communities coordinator. “We value the youth voice, especially when it comes to learning how public health topics have an impact on them and their community. The film festival is a terrific opportunity to motivate teens to continue engaging in these important conversations about to their physical, mental and social health, especially after the last two years they’ve endured during the pandemic.”

Film submissions will close Thursday, April 7 at 11:59 p.m. mountain time. Film submissions will be ranked in originality,

The contest first began as the Kick Ash Film Festival in 2019, with previous festivals asking students to target their films to other youth about the dangers of youth e-cigarette use.

Post-festival evaluation efforts found that 78% of teens who participated had a changed (more negative) perception of e-cigarettes, Glade said.

The community also supported the expanded vision of the film festival.

“It’s a fun event and the community sponsors value the youth’s vision and values on health topics and the impact these have on them and their families. It’s motivating to hear teens talk to their peers and their families about mental, physical and social health issues and hear their stories about resiliency through film,” she said.

Sponsors, including Get Healthy Utah, HealthChoice Utah, Intermountain Primary Children’s Hospital and Unite Us, have donated prizes and cash to the top three winners in grades seven through nine, and also in grades 10-12. Winners will be determined by a panel of judges from Salt Lake County

Tale of two halves for Cottonwood boys basketball as it’s stunned in state first round

I

nside the Cottonwood High gymnasium stood a sea of students in white shirts that matched the Colts white uniforms marking a festive occasion: Cottonwood’s first home state playoff game in 15 years.

They stood for the entire game against Maple Mountain on Feb. 23, including four student reporters who near as anyone from a distance could tell were supposed to be seated at a scorers’ table with an ESPN banner draped over it.

To the casual observer it probably even looked like a momentous occasion for the four— despite the fact they weren’t actually working for the network. The banner was made from white fabric; the letters ESPN stenciled on by a red permanent marker.

That said, it’s good to have dreams, and the Cottonwood boys basketball team undoubtedly had some as well on this night in which Maple Mountain were simply the better team, knocking down nine three-pointers while handing the Colts a 73-60 loss and eliminating Cottonwood [15-9] from the state tournament in the first round for the eighth time in 15 years.

Senior Robbie Yates, who was also named a Deseret News 5A All-State Honorable Mention selection after the tournament, had 15 points to pace the Colts in the loss.

a Colt, while senior Cooper Lindsey scored 10 points and knocked down two three-pointers in his last game as well.

Buoyed on by a student section that stood for the entire game, the Colts played a gutty first quarter, punctuated by a Maple Mountain player receiving a technical foul. At that point the Colts trailed 15-12.

In the second quarter, Maple Mountain used its athleticism in the backcourt to score multiple baskets in transition after the Colts missed some uncharacteristic shots in the paint, and were down 28-14 at the halftime break.

A 4-0 run led to a Colts surge that cut the Maple Mountain lead down to single digits with four minutes to go in the third quarter, but the visitors from Utah County and the No. 20 seed in this year’s 5A state tournament pushed Cottonwood’s deficit back to 11 at 38-27 with 3:04 to play in the third.

In the fourth quarter, Cottonwood had two three-point makes called back by offensive fouls in the paint that would have trimmed the Colts deficit to under 10 points.

It was a rough night for the Colts who couldn’t get anything to fall from junior Harkirath Makhar in his traditional spirited demeanor despite having had some good looks at the basket, nor from gritty senior Dom Versluis who Maple Mountain left open on numerous

occasions during the game.

In all, it was still a productive season for Cottonwood though, and nothing to hang their heads in shame over. The Colts say goodbye to seven seniors who helped Cottonwood get back to where they were back in 2007 when the school last hosted a state playoff game.

100-year plan envisions greenway networks throughout valley

S

tand in an empty parking lot in Murray, just west of 900 East and north of Van Winkle Expressway. What sounds can you hear? Like many places in the valley, there’s the sound of cars roaring past and the persistent beeping of construction vehicles. But at this particular spot, you can also hear the waters of Big Cottonwood Creek rushing past.

Perhaps one day you’ll also be able to hear children playing, native birds chirping and shouts of laughter as kayakers glide past.

This dream comes from the Seven Greenways Vision Plan, a community-supported, long-range plan that reimagines the seven creeks that flow from the Wasatch Mountains to the Jordan River and eventually to the Great Salt Lake.

Once upon a time, the seven creeks meandered and occasionally flooded their banks, enriching the surrounding soil. The waterways formed corridors for plants and wildlife through the dry valley.

Then the first white settlers arrived and immediately begin diverting the water into canals to water crops. Over the next 175 years, the valley became more and more urbanized. The streams are now mostly straightened, stripped of vegetation, lined with concrete or completely buried underground.

The Seven Canyons Trust hopes to reverse this damage—one foot at a time—by working with public and private landowners to develop greenways.

A greenway is a linear corridor that includes a waterway and adjacent land. Greenways can improve non-motorized transportation, generate economic activity, reduce impacts of flooding, improve water quality

and provide habitat for wildlife.

Greenways can also be created when water is “daylighted,” meaning underground pipes are removed. This process helps purify the water, improves conditions for fish and birds, and lets people see the water that sustains life in the valley.

Hundred-year plan In 2019, Seven Canyons Trust set out to create a 100-year greenways vision for the Salt Lake Valley. They partnered with Salt Lake County, the Wasatch Front Regional Council, Design Workshop, an urban design firm, and representatives from the eight stream-side municipalities.

“We asked those cities to provide a letter of support and financially support the plan,” said Brian Tonetti, executive director of the Trust. “That was really exciting to us, having each of the cities buying into this plan.”

“The project started with taking general plans—many city’s plans mentioned creeks—and basically compiling all that into a countywide vision,” Tonetti said. “A lot of the groundwork was laid out by the cities.”

The resulting Existing Conditions Report is rich with data that supports the creation of greenways. The information is examined through five lenses: water, nature, community, recreation and urban areas.

The next step was to learn what the public thinks. Rather than postponing the community engagement phase in 2020, the Trust pivoted.

“The pandemic itself made us realize that we do need spaces and we need spaces close to home,” Tonetti said. “It also made engagement very hard.”

through the Trust’s website and during 15 pop-up workshops that took place in outdoor, public spaces. University students also conducted surveys to capture opinions of people less likely to have internet access.

The Seven Greenways Vision Plan describes the 20 highest-ranking opportunity areas and provides tools to implement them, including design concepts, policies and management best practices.

tal city. Of the nearly 36 miles of water, just over 14 are currently buried. The nine highest ranking areas are in Salt Lake City, with daylighting City Creek along North Temple and the Fulsom Corridor at the top.

Children’s Center Jewelry Luncheon helps support childhood mental health care

M

ental health issues don’t just affect adults and teens. Infants, toddlers and young children can struggle with anxiety or depression for years before caregivers understand their behavior is a result of undiagnosed mental challenges.

The Children’s Center Utah has provided treatment for children and education for caregivers for nearly 60 years. On Tuesday, April 26, from 11 a.m. to 1 p.m. at The Little America Hotel (500 S. Main St.) people are invited to the ninth annual TCCU Jewelry Luncheon to raise money for childhood mental wellness.

“It’s a really unique event. I don’t think there’s another one quite like it,” said Rebecca Dutson, CEO and president of The Children’s Center Utah. “This started in 2013 with community philanthropist Helen Cardon. She inherited jewelry from her mother and wondered how it might benefit the community, and the idea was born.”

People donate costume, antique, estate or fine jewelry to TCCU all year and the pieces are sold or auctioned at the luncheon. The event displays thousands of jewelry items and has raised more than $500,000 for early childhood mental health over the last eight years.

The money raised at the event helps underwrite the cost of providing mental health services to children. Specialists agree that identifying and treating childhood mental health issues early on prevents more difficult problems later in life.

“Proceeds from the Jewelry Luncheon provide comprehensive mental health care to all children and families, regardless of their ability to pay,” said TCCU Development Manager Mary Burchett. “Money raised at

Cottonwood Heights Cottonwood Heights has stretches of both Big and Little Cottonwood Creeks within its boundaries. Of the 6.1 total miles, 0.2 are buried.

Part of the luncheon is a celebration of the services provided to Utah’s children and the success stories, and the event usually sells out.

The 2022 event will feature a unique drawing from O.C. Tanner Jewelers and guests can attend in person or join virtually for the program and place bids on silent auction items.

The Jeffrey S. and Helen H. Cardon Foundation will match donations at the luncheon, up to $25,000.

“Infants and toddlers have mental health issues just like youth and adults, and people don’t often stop to think about that,” Dutson said. “When we address concerns early, we change the trajectory of a child’s life.”

Founded by Agnes M. Plenk, Ph.D., in 1962, The Children’s Center Utah has expanded its services. In January, TCCU started hosting free Infant/Early Childhood Mental Health webinars to offer education for any providers working with young children. By getting to the root of mental health concerns, a child’s caregivers can help them deal with challenges and teach them to advocate for themselves.

“Parents and caregivers find us when they really don’t understand how to help their child,” Dutson said. “It’s such a blessing for children and families in our state to have the expertise we have on our team to help Utah families.” l

connection from Wasatch Boulevard to Crestwood Park along Little Cottonwood Creek (No. 19). This project also crosses into Sandy.

Holladay Holladay is home to four miles of Big Cottonwood Creek. Just 1/10th of a mile is buried.

One potential project proposes a trail from Holladay Hills to Creekside Park (No. 16). The project would improve pedestrian access, restore the habitat and create opportunities for fishing.

South Salt Lake Less than half a mile of the more than 3 miles of Mill Creek flowing through South Salt Lake is buried. But much of the open water is channelized through a straightened, concrete canal. An exception to this is Fitts Park and the Mill Creek Trail, which connects the park to the Jordan River Trail.

While the park is a great amenity, Seven Canyons Trust believes it can be improved by restoring habitats and enhancing recreation along the creek (No. 12).

lighting Mill Creek near 3300 South and 700 East during the redevelopment of the nearby shopping center (No. 11), restoring habitat along Mill Creek from 200 East to 200 West (No. 13), and restoring wetlands where Mill Creek flows into the Jordan River to improve water quality (No. 15).

Looking further ahead, a 100-year vision proposes a pedestrian crossing over I-15 to improve recreational access for surrounding communities (No. 14).

Sandy Just under 2 miles of Little Cottonwood Creek flows through Sandy.

Midvale Midvale’s boundaries contain 0.3 miles of Little Cottonwood Creek. This small stretch flows above ground at the eastern edge of the Shops at Fort Union.

One idea envisions daylighting Little Cottonwood Creek between Fort Union in Midvale and Wheeler Farm in Murray (No. 20). This would require a trail over I-215, with the goal to improve water quality and connect the two communities.

What happens next?

Though the community visioning phase is over, individuals can still review and comment on the planning document, which can be found at sevengreenwaysvisionplan.org.

For Tonetti, the work is just beginning.

Next, he’ll begin meeting with planners and officials from each of the municipalities to discuss next steps toward implementation.

“The cities will let us know which areas really resonate with them and what they’re really excited about,” Tonetti said.

One way to imagine how the opportunity areas could look is to visit the Three Creeks Confluence Park near 1300 South and 900 West in Salt Lake City. Completed in 2020, the Trusts’s first project daylighted 200 feet of waterway where Red Butte, Emigration and Parleys Creeks meet the Jordan River.

“All of the opportunity areas are relatively low-hanging fruit, as long as we have the support for them,” Tonetti said. “There will be tons of opportunities to get engaged, so be on the lookout and be in touch with elected officials about your support.” l

Supporting small businesses is good for the economy

recently visited Weller Book Works in Salt Lake City.

The 93-year-old independent bookstore is among the treasured small businesses in Utah that give our neighborhoods their distinctive flavor and create a feeling of community.

Small businesses like Weller Book Works not only have an important place in our hearts, but they also play a vital role in our economy. In Utah, 99% of companies are considered small businesses and they employ 45% of state’s workforce.

Nationally, small businesses have accounted for two-thirds of net new job creation since 2000, according to the U.S. Small Business Administration. They also keep money close to home. If you spend $100 at a local small business, roughly $67 stays in your community.

Small businesses have been a key driver of Utah’s economic rebound from the pandemic, though they still face enormous challenges. With inflation now at a 40-year high, one in four small business owners report that inflation is their biggest concern, according

to the March NFIB Small Business Optimism Index. Much of this inflation is caused by struggles in the supply chain, and 92% of small businesses say they have been impacted by supply chain disruptions. Small businesses also continue to grapple with labor shortages.

Almost half of business owners could not fill job openings, the NFIB survey found.

Given these pressures, it’s not surprising that 63% of Utahns have an unfavorable outlook on business conditions nationally over the next 12 months, as measured by the Kem C. Gardner Policy Institute’s Utah Consumer Sentiment Survey. The survey found less pessimism toward business conditions in the Beehive State, where only 36% of Utahns have an unfavorable outlook.

There may be some relief ahead for small businesses. The Federal Reserve is taking aggressive action to control price increases. The Fed hiked the key short-term interest by a quarter point in March, marking its first rate increase in more than three years. Up to six additional rate hikes are expected this year, which could cause interest rates to increase by as much as two percent. Their hope is to deflate some of the bubbles that have formed because the overheating economy.

Another positive sign for small businesses is Utah’s strong job market. All of Utah’s

10 major private-sector industry groups posted year-over-year job gains, according to Utah’s Department of Workforce Services.

Utah’s annual total employment has increased by 4.2 %, adding 66,000 jobs over the past year.

However, the Russian war with Ukraine is adding more uncertainty to the economy, just as it is turning the corner on the COVID pandemic. The war has pushed already high oil prices to new multi-year highs. The war is also disrupting the supply of wheat, which

will pressure food prices, and nickel, which is an essential ingredient in stainless steel and a component in lithium-iron batteries. This will add yet another element of uncertainty to the small business recovery.

In the meantime, the best way to help ensure the survival of our favorite neighborhood small businesses is to support them as much as possible.

A

ppliances are like Christmas lights.

When one goes out, they all go out.

We’ve spent the last couple of years replacing appliances, and not easy things like toasters or the electric carving knife. We’re talking a dishwasher, a dryer, a refrigerator, and now our washing machine.

I hated to tell my husband the bad news, not because of the expense but because I had to brace myself for the laundry puns. He has loads of them. But I threw in the towel and waited for his list to unfold.

“Well, sheet,” he started. “I spilled laundry soap and now my hands are Tide. I’d better come clean ‘cause I’m in a lot of hot water. I’m all washed up. Oh, the irony!”

Once that was done, I had to decide the best way to clean our clothes until the new washer was delivered. Options were 1) go to a laundromat, 2) drive to Utah Lake where I could wash my clothes against a rock until developers make Utah Fantasy Island, or 3) say, “Alexa, do the laundry.”

The laundromat won. It’s been years since I’ve visited a laundromat. I bought a chai tea latte to sip, packed a book to read whilst waiting for clothes to dry, and a notebook to write pithy thoughts.

My first impression of the laundromat was the warmth from the dryers and the smell of fabric softener was so cozy. This will be joyous, I thought. Maybe I’ve found

my new community. Things went downhill quickly.

While inserting 19 quarters (!!) into the machine, I shoved clothes into the washer and noticed my tea had spilled all over the laundry basket. I grabbed my tea, closed the washer door, and sliced my finger open, leaving bloody fingerprints on the handle.

Trying not to think about what types of bacteria live on the handle of a laundromat washing machine, I considered leaving the blood there so the next person would wonder if a serial killer had washed his T-shirts. But I used a damp, tea-soaked towel to wipe it up and looked for a place to sit.

Making my way to a row of stiff, plastic chairs, I sat down to enjoy the lukewarm remains of my tea. I opened my book and looked around the room where people sat staring at cell phones. No one made eye contact.

I leaned toward the young man next to me. “Do you come here often?” I whispered, like a crazy lady. It sounded like a bad pickup line at a laundry-themed bar. He shifted his body away from me and continued Tik Toking. My finger dripped blood on the floor.

My brain conjured a Broadway musical set in a laundromat. It could have country-western songs, cowboy boots, and line dancing on the machines. It would be called “Bleach, please.” I googled “Broadway laundromat” on my phone. There it was: “Honky Tonk Laundry.” Well, I tried.

I moved clothes from the washer to the

dryer (another eight quarters!) and sat mesmerized as my clothes flailed through the hot air, like a wacky inflatable man at a car dealership. Then, time was up. I took my stilldamp clothes and waved farewell to my new friends, eyes locked on their screens.

I returned home to find my husband pacing and muttering. “I’m so agitated. You just wring me out. Am I bleaching to the choir?

Can we have soap-a-pillas for dinner?”

Now that our new washer is connected, we’re as happy as two peas in a Tide pod. I’ll let myself out.
