BRAD BUR N BRIEF Dear Sandy Resident, Sandy school children will be headed back to classes in a few weeks. This school year will look remarkably different. My youngest son will be starting kindergarten in a new world of masks and social distancing. The current environment will no doubt leave a lasting impact on our children but they are incredibly resilient and adaptable to change.

I want to commend the Canyons School District for balancing the learning needs of students and protecting their health. Salt Lake County has created a small business loan program for those small businesses that have been impacted by COVID-19. This is a one time payment of up to $35,000. Thousands of Sandy businesses have taken advantage of federal, state, and county funds but there are still thousands more who could benefit. To be eligible you must be based in Salt Lake County, have fewer than 100 employees, not have received

any federal or state funds, provide documents verifying financial loss, have operated prior to Jan. 1, 2020 and be a primary industry impacted directly by the public health order closures. For additional information please visit slco.org/ covid-19/economy/grants.

Relief for Sandy City Businesses Did you know there is a program to help Sandy businesses get back on their feet? We encourage any business that needs assistance to apply.

The Small Business Impact Grant (SBIG) is a COVID-19 relief program for small businesses in Salt Lake County and is specifically aimed at helping businesses hit hardest by public health order closures.

Local business owners that were not able to get a Paycheck Protection Program (PPP) loan have a new option to keep their companies afloat during the pandemic.

Grants will be awarded through one-time payments up to $35,000 to eligible businesses that apply for funding.

To be eligible, businesses must: • Be based in Salt Lake County • Employ fewer than 100 employees • Not have already received federal, state or local COVID-19 financial aid • Provide documents verifying your financial loss • Have operated prior to Jan. 1, 2020 • Be primary industries impacted directly by public health order closures.

Quick Tips: Home Occupations Running a home-based business can be very rewarding, but you may be confused on all the rules and regulations surrounding the prospect. To encourage successful businesses while maintaining residential neighborhood characteristics, the City has adopted codes that outline the limits of which a business may operate in a home.

Sandy Matters: Business Licensing (Solicitors)

1. DO YOU NEED A LICENSE? Certain home occupations may be exempt under our ordinances and Utah State Code if they do not create additional impacts beyond what is expected from the primary residential use itself. If a business is exempt but you still wish to have a Sandy City Business License, a licensing fee will be charged. If you wonder whether a license is required, please contact us and we would be happy to assist you.

2. REGISTER YOUR BUSINESS NAME Unless you are using your own given name as the name of the business, you need to register with the State of Utah Department of Commerce to reserve your business name, or DBA (Doing Business As).

3. OBTAIN A STATE SALES TAX NUMBER If you are operating a business that requires you to collect sales tax, you will need this number from the State Tax Commission.

4. CONDITIONAL USE PERMIT Home-base businesses that can meet certain criteria and have little to no impact on the neighborhood are usually classified as a Category I Home Occupation and can usually be approved at staff level. Those that cannot meet the requirements of a Category I, may be classified as a Category II, and are required to seek approval from the Planning Commission at a public meeting. These typically include uses that exceed the maximum number of visitors of a Category I (such as daycares or group child activities), workshops uses (welding, carpentry, etc.), generate excessive traffic, and businesses that utilize space outside the home (outdoors, in the garage, or in an accessory structure).

5. PROHIBITED BUSINESSES There are several types of businesses that are deemed incompatible with residential uses.

These include: medical or dental clinics; most commercial animal businesses (including stables, kennels, pet stores, and veterinary services); automotive related businesses (such as auto repair, storage, or servicing); junk/salvage yards, hotels (including bed and breakfast facilities); massage therapy and alternative healing businesses (other than if the applicant is residing in the home and is the only therapist practicing there); and other businesses that generate traffic in excess of 24 trips per day or substantially impair the use and value of the residential area.

Door-to-door sales has been an established practice in the world of business for generations. Most of us have interacted with them in one way or another and many of us have put a “No Soliciting” sign out, refused to answer the door, or otherwise tried to avoid these often uncomfortable exchanges. The City often answers inquiries regarding what can be done in these situations, especially in times like today with the COVID-19 pandemic making everyone more wary than usual.

Our Business Licensing Office is still receiving applications for door-to-door solicitors at this time, and while we cannot turn them away, we do strongly encourage them to consider the timing of their requests. As a business owner, they are entitled to conduct business, and if they wish to proceed, they are given a clear explanation of the requirements and limitations they must work within. As a resident, it is important you are aware of these as well and what your options are should you find yourself wondering if a salesperson is legally operating within Sandy or is violating any of these rules. Here are some things consider: • First, ask to see their Sandy City Business License. Do not accept a license from any other jurisdiction or any excuse that it may be somewhere else (in their car, at the office, with their boss). They are told at the time of application that they must carry a Sandy City license with them whenever they wish to conduct doorto-door sales in our city.

• Legitimate businesses will often have company logos on their vehicles, uniforms, ID badges, etc. If you do not see clear signs of a reputable company, be circumspect and inquire further about the company.

• If any person fails to provide proper identification, refuses to leave when asked, or otherwise makes you feel uncomfortable, you have every reason to be suspicious. Please call the business licensing office at (801) 568-7252 or the non-emergency dispatch number at (801) 799-3000 if this happens. Our Officers and staff are more than happy to investigate and speak with those operating in our City.

• Non-profit organizations (Boy Scouts, Girl Scouts, and other legitimate non-profits) are not required to have a license. However, they should be operating within the same guidelines and with courtesy towards our residents.

We are, first and foremost, concerned for the safety and well-being of our citizens and encourage you to practice safe habits regarding strangers who approach your door. Do not answer if you do not know who is there and do not be afraid to offend someone by closing the door if you do answer and decide not to talk with them. Do not invite someone you are unsure of into your home. Finally, purchase and display a “No Soliciting” sign if you wish to avoid the interaction completely, which if ignored will face the salesperson with a possible trespassing violation. Again, if you have any questions please do not hesitate to contact the Business Licensing Office.

• Start Smart Classes (VIRTUAL): Great program for parent/child involvement to help prepare children ages 3–5 for future participation in youth sports. The cost is $10/per session. Next session begins Aug 18.

Hiking Club

Come out and enjoy the many miles of trails available for cycling, hiking, and horseback riding within Sandy. The 42+ miles of trails interconnect and can take you throughout the City limits and up into the foothills of the Wasatch Front.

Dates: Wednesday, Aug. 26; Sept. 2, 9, 16 Time: 6:30 p.m. to 8:30 p.m.

Pickleball Tournament

Pickleball League

The league is created to maximize playing time. If someone misses a night, they’re required to find a sub of the same level to attend in their place. League will be played like a social mixer. All registrations are individual, not team registrations. Each league will be capped at 18 registrants.

Lola Thombs has been a resident of Sandy for over 20 years. She moved to Sandy to be closer to her two daughters after retiring from the Department of Water and Power in Los Angeles, California. To get to know her new community, she joined the Hilltop United Methodist Church and the Sandy Senior Center where she met many wonderful people who have become lifelong friends. Lola was a member of the Sandy Senior Center Advisory Council for over eight years and served two terms as the Advisory Council President. Twelve years ago, when Sophia Arambula retired from leading the center’s Arthritis exercise class, Lola became a certified arthritis exercise instructor. She has been teaching this popular class three days per week ever since. Lola turns 94 in December and has no plans to stop teaching or attending the Sandy Senior Center.

Operation Safe Passage Operation Safe Passage is a program to protect children from being abducted while walking to and from school or waiting at bus stops. In addition, it enhances pedestrian safety along safe walking routes and reduces opportunities for bullies to intimidate other children.

We welcome interested individuals to participate. Volunteers work directly with the Sandy City Police Department Crime Prevention Unit.

WATER QUALITY REPORT

The Volunteers: • Complete a background check at the Sandy City Police Department prior to acceptance in the program • Receive all training online to accommodate their schedule • Learn their role as an Operation Safe Passage Volunteer • Learn to recognize and report criminal activity to the police • Serve as another set of eyes and ears for the police department • Become a member of the Operations Safe Passage online group to share timely information, observed suspicious behavior, and receive alerts when a call for volunteers is needed to participate in a search for a child or special needs adult.

Volunteers wear Operation Safe Passage identification we provide while walking, driving children to and from school, waiting with them at bus stops, and for search call-outs.

9400 South Overlay Project 9400 South is a major collector that connects residential neighborhoods to the commercial district. The section of roadway between 150 E. and 700 E. will be roto-milled and resurfaced with new asphalt and restriped with a new lane configuration. Also, the pedestrian ramps at intersections will be upgraded to current ADA standards and hazardous concrete sections will be replaced. Aarrow Landscape and Construction is planning to begin the concrete work by the end of summer with Staker & Parsons performing the milling and paving work.

When the project is over, one of the big changes motorists will notice east of the 300 East intersection is the reduction from four lanes to three lanes with a shared median lane as shown in the picture. The median will provide more accessibility and will provide better maneuverability for vehicular turning movements, providing increased safety due to the reduction in vehicle conflict points and unexpected stops within the travel lanes. Further, space will be created on the roadway shoulders for bike traffic and establish a greater buffer between vehicles and pedestrians on the sidewalks. Benefits of the “road diet” will include lower vehicular speeds, reduced crash rates, increased uninterrupted traffic flow, and improved pedestrian and cyclist safety.
