FRUIT HEIGHTS COUPLE HELPS MENTOR AND ADVISE YOUTH

R

etired veterans Chuck and Paula Stephenson have lived in Fruit Heights for almost 17 years. After moving to Utah in 2005, both Chuck and Paula got involved with the American Legion Department of Utah.

The American Legion is a patriotic veterans organization that mentors youth, sponsors programs in communities, advocates patriotism, honor, promoting national security and continued devotion to service members and veterans.

“One of the programs American Legion offered that always interested us was the Boys State program,” Chuck said.

The American Legion Boys State program provides high school juniors with the opportunity to learn about city, county and state government. Operated by the students elected to various offices, students then participate in activities like legislative sessions, court proceedings, law-enforcement presentations, assemblies, bands, choruses and recreational programs.

“We do community events with our honor guard, we do military funeral honors and food drives for the military families up on base,” Paula said.

Chuck and Paula credit their involvement with The American Legion that helped them get their start in being heavily active in their community.

“We live across the street from Fruit Heights mayor John Pohlman,” Chuck said. “He knew of our association with Boys State, and asked us if we would be interested in working with Continued page 10

City Council denies rezone of former Community Gardens site

R

esidents had their voices heard, and the Kaysville City Council denied a rezoning request for a site where the Community Garden has stood for years.

The garden was sponsored by the Kaysville Yard and Garden Civic Committee in collaboration with the Kaysville Parks and Recreation Department. A plot in this garden was available to any resident who wanted to take part, and a community garden was felt to add a wholesome and cooperative spirit to the city as well as supplying a sense of connection. The former property owner was an advocate for the community garden.

The property was sold last fall to the applicant who requested a rezone for development. Community Development Director Melinda Greenwood said the proposal was for consideration to rezone .56 acres at 478 South Main Street from R-1-8 single-family residential to R-M Multiple Family Residential.

The rezone request had a development agreement with it, and if approved, could have been developed into a 6-unit townhome project.

Greenwood said this item was initially discussed at the February 10, 2022, Planning Commission meeting, where a public meeting was held. Based on resident feedback at that meeting, the Planning Commission asked staff to collaborate with the developer to consider other options for the property, including a different zone and limiting the project density through a development agreement. During the public hearing, a petition was submitted signed by 135 residents opposing the rezone request based on conflict with the General Plan Draft and the community survey, heavy/unsafe traffic conditions, lack of precedence, inappropriate use of zoning, and high tenant turnover/ diminished sense of safety. Multiple citizen concerns and traffic accident statistics were also given to the Planning Commission.

Greenwood said technically, the size of the lot would allow for eight units, but based on public comment, the Planning Commission asked for the development agreement to be limited to six units. She said the opposing petition was sent prior to the change in size from eight to six units. Greenwood said “this is illustrative of the Planning Commission listening to the public's concerns yet wanting to support diversified housing and development in a responsible way.” At the March 24, 2022, Planning Commission meeting, the Planning Commission voted in unanimous approval of rezoning 478 South Main Street from to R-M subject to a development agreement limiting the development to six units as well as increased parking, site buffering and ar-

The Council met on April 14 for final consideration of the rezone. Greenwood discussed area zoning, density and land use, as well as goals of the existing 2019 General Plan and Moderate Income Housing Plan. She said the plan included consideration for medium density in this area and the goal suggested the city would want to support a variety of housing choices. She said if approved, “the positive spin is that there is not much townhome style housing in Kaysville and the project would provide some additional options which are not currently available.”

Greenwood said the RM Zone would lead to the best-case development scenario related to traffic and safety. “It does make more sense to have a singular access point versus multiple.” She said the developer had agreed to supply a minimum of 12 parking spaces, including buffering items to the east and north (fencing and trees), and committed to have an architectural design to fit within the existing neighborhood (Craftsman or Farmhouse style).

Property owners Mark Lund and Kelly White said they appreciated collaborating with staff and the neighborhood feedback and felt concessions had been made to make the development work for everyone involved. Lund said this was a great opportunity to provide medium-density housing for Kaysville residents. He said they also had an added rendering choice that allows for 18-20 parking stalls versus just 12.

Johnson said the neighborhood would appreciate keeping the R-1-8 zoning for the community gardens site. She “implored the Mayor and Council to consider the best interests of the school children and citizens.” Other concerns included potential for flooding/property slope, increase of impervious surfaces, this corner specifically affecting the neighborhood and safety of school children, pretense of spot zoning, and preservation of this family neighborhood.

The Council deliberated on General and Moderate Housing Plan provisions and questioned the landowners if they could do six units with R-1 what is the purpose of the RM zone request. Lund said “safety and parking were the two main considerations” and they felt “the one driveway access and added parking would be the best solution versus three separate lot developments.” He said there seems to be a fear of multiple or high-rise apartments being allowed in an RM zone, but their desire is for nice affordable townhomes. He added they were not opposed to these units being owner-versus-rental properties.

The council voted unanimously to deny the rezone request.

Their concerns included slope, how this development would fit within the neighborhood, feeling of spot zoning, active work and concerns by the neighborhood, thinking long term for the community, and the lack of need for RM rezoning. They thanked the residents for their input and encouraged the developers to continue to work with the surrounding neighborhood. l

Summer Nights with the Stars announces 2022 season

T

he Davis Arts Council has announced its summer lineup for the 2022 Summer Nights with the Stars season, and it’s filled with musical talent and variety. All of the concerts will be performed at The Kenley Amphitheater in Layton, starting on Thursday, June 16.

Among this year’s headline acts are 38 SPECIAL, America, Sara Evans, Blue Oyster Cult, Suzy Bogguss, Jocelyn & Chris, the Oak Ridge Boys, and KANSAS. This is the 26th season for the concert series, and with a seating room for less than 2,000 patrons, the audiences are always close to the performers.

“In the Kenley Amphitheater, you are never more than 200 feet from the stage,” said Tessa Vaschel, executive director of the arts council. “Being so close to the stage at a large show like 38 SPECIAL, even if you are sitting in the very back row, is a completely unique concert experience.”

Season ticket purchasing and renewals will occur from April 11-15. New subscribers can purchase a general admission season ticket package that starts at $104 per person, with the option to add Special Engagement events at a discounted rate before the general public on-sale date. Individual show tickets go on sale to the general public on Tuesday, May 3 at 10 a.m. At that time, tickets can be purchased online at davisarts.org/tickets, over the phone at 801-546-8575, or at the DAC box office at 445 N. Wasatch Dr., Layton, 84041.

A look back at the history of Antelope Island

T

hough archeological evidence dates the earliest habitation of Native Americans in Utah to about 12,000 years ago, and artifacts discovered on Antelope Island date back to more than 6,000 years, it was in 1843 that legendary explorer John C. Fremont first mapped the topography of the Great Salt Lake and its islands. Two years later, he returned to visit the Great Salt Lake.

Area Native Americans had told him he could easily ride his horse across the sandbar that linked the large island in the lake to the shore. Taking them at their word, Fremont took his guide Kit Carson and a few men and rode “across the shallows to the island,” recording later that the water never reached “above the saddle-girths” and that the “floor of the lake was a sheet of salt resembling softening ice, into which the horses’ feet sunk to the fetlocks.” When they finally reached the island, the party found grass and water, as well as a considerable herd of antelope, a few of which Fremont and his men killed for food. When they at last left the island and returned across the sandbar, they were accosted by a local Native American who claimed all the antelope on the island were his and they would have to pay for the animals they had killed. Fremont, not wanting to anger the man, gave him some cloth, tobacco and a knife to make up for the dead

antelope – and to the island he gave the name of the beasts that roamed it. It became Antelope Island.

Two years after that, the first Mormon pioneers arrived in the Salt Lake Valley.

By then, there was already at least one settler living on the Island, a man called Daddy Stump. Historians believe he might have been a “mountain man” who built a cabin and had a small peach orchard near a water spring on the south side of the Island. Fremont never mentioned him, but as pioneers began to travel to the Island, they encountered Stump, who LDS Church President Brigham Young himself later met.

According to a history written by Fielding Garr, Stump helped bring the church’s cattle to the island in 1848. Garr built his ranch house about the same time, and the Fielding Garr Ranch remains a popular tourist attraction today on the Island. Stump disappeared sometime between 1849 and 1856, some assuming he may have been killed by Native Americans in the Cache Valley.

Garr himself died on June 15, 1855, a year after grasshoppers depleted the island of feed, so cattle owned by the LDS Church were moved to Cache Valley for a season.

They later returned, along with a sheep herd.

The Deseret News of Aug. 12, 1874, reported that “ an inexhaustible body of slate, unsurpassed in fineness of texture and richness of color, has been recently examined and thoroughly tested and is pronounced equal if not superior, in purity, strength, and colors to

Homesteaders began staking claims on the Island and the Union Pacific Railroad started acquiring patents on much of the land, and the LDS Church lost interest in the Island. In the late 1890s, bison, mountain sheep and English pheasants were brought

The Davis County Clipper of March 17, 1899 reported that “of late considerable prospecting has been done on the west side of the first island (Church or Antelope) west of here, and since Prospector Leeche was killed over there, still more interest has been aroused in mining in that locality.”

Later that year, reports in the Clipper and the Salt Lake Mining Review further detailed advanced mining activity. The Review reported that “Claim Holders on Antelope Island have filed a protest in the local U.S. land office against the issuance of patents to certain portions of the island as agricultural land, as they claim the ground is more valuable for minerals than for raising corn, wheat, Lucerne, or potatoes. With the magnificent showing of copper ore in the holdings of the mineral claimants, it looks as if it would be an outrage on the part of the government to bar them out and to give this barren section to individuals who merely want the Island as a grazing place for their cattle.” And in 1904, a few oil wells popped up on the Island as well as near Farmington. The Fountain Oil and Gas Company eventually had six rigs in operation on and around Antelope Island.

Wildlife on the Island Bison were introduced to the state when William Glassman, a local politician, thought to bring back the species in 1891 — though things didn’t go quite as planned.

As noted in excerpts from “East of Antelope Island,” a book commissioned by Daughters of Utah Pioneers in 1948 and published in the Deseret News in 2006, Glassman visited friends in Texas and saw bison grazing in the fields owned by a man that went by “Buffalo Jones.” Glassman was so intrigued, he bought a dozen of them and sent them to Ogden.

For whatever reason, the bison were accidentally delivered to a small town in Tooele County instead. They remained there until they were eventually purchased by the White & Sons Company in 1893 and relocated to Antelope Island. The same company added elk the following year, but the elk were later killed off by vandals.

More bison were added to the island in 1911, park officials stated in the book. By then, it had become one of the largest herds in the country. The Antelope Island herd was even featured in the 1923 film “The Covered Wagon.” Today, somewhere between 500 and 700 bison remain on the island, and 100 to 200 calves are born into the herd each year.

The Causeways In 1967, the Utah Department of Transportation (UDOT) investigated two potential sources for sand and gravel on the northern part of the Island for use in the construction of a causeway between Syracuse and Antelope Island. It was finished in 1969, the same year the state of Utah bought 2,000 acres on the north end of the Island to create a state park. Flooding in 1974 washed away that first causeway, and it was replaced in 1976

at a cost of $1.7 million. In 1981, the state bought 26,000 acres of the southern part of the Island, built a parking lot, picnic shelters and restrooms near the Bridger Bay beach and constructed 6-½ miles of paved road and 20 miles of gravel road on the Island.

The Floods of 1983 No one could foresee what would happen two years later, in 1983. That was the year of tremendous rainstorms in the West.

Flooding occurred from California across the deserts of Nevada and Utah, and the park closed when waters flooded the causeway, which was 5 feet under water. The white-sand beach at Bridger Bay was gone, and much of the developed visitor area along the bay was sliding into the Great Salt Lake. Utah Gov. Norm Bangerter purchased pumps to send water from the Great Salt Lake into the western desert. It was the year the Island held its first bison round-up, an annual event since.

Visitation dropped to about 5,000 a year via a ferry boat service from Syracuse. The cause- Bison remain a permanent resident on the Island. way was eventually rebuilt in 1992 and in 1993, Antelope Island State Park opened to the public. It was the same year pronghorn sheep were reintroduced, and in 1997, nearly two dozen Bighorn sheep were also back on the Island.

Visitors Center – Phase One and Phase Two In 1996, the current visitor’s center was built as a two-phase building project, but phase two has never been built and will be now. The director of Utah State Parks in 1996, Cortland Nelson, spoke at the April 8 press conference where plans for the new visitor and learning center were announced.

(See separate story in this issue) “It’s only been 25 years,” he said as those gathered laughed. “When we dedicated this building, I said, ‘This is phase one – phase two is coming.’ It is a wonderful opportunity to be here today. “We recognized almost immediately after it was built that the visitors center was inadequate,” said Spencer Kinard, a member of the Friends of Antelope Island, the organization formed in 1995 to promote the Island experience. “It’s seriously undersized.

Students come by the thousands and we’ve had no place to host or teach them. So it’s been our dream to find the money to do this remodel and expansion. We want to get the learning center, the theater and the auditorium built. We’re going to make a movie about the Island, so when people come here, they can stop at the center, watch the film, get an idea of what the island’s all about, and then go out and enjoy it.”

Buy a bike during the Davis County Children’s Justice Center sales event and help a victim of child abuse

E

very year, Floyd Baham’s front lawn turns into one of the biggest bike sales in the county. Baham is a board member of the Friends of Davis County Children's Justice Center and the annual bike sale brings in between $10,000 and $14,000 to fund programs and services for victims of child abuse.

Located at 198 S. Main Street in Kaysville, directly across from the Kaysville Fire Department, the sale will be held on Saturday, May 7, from 7 a.m. until noon. Unclaimed stolen or confiscated bikes are collected from local police departments throughout the year and sold to support the Davis County CJC in Farmington.

“One of the most important things is the bike sale helps to pay costs for the kids that come in,” said Tanya Perkins, the Davis County CJC Director. “Children come here and are interviewed by people who are very specially trained in these types of interviews. We interviewed 509 children at the Davis County center in 2021.”

Proceeds from the sale also pay for equipment and furniture, food and snacks, registration costs for officials to attend the Children’s Justice Symposium and upkeep of the saltwater aquarium.

“The aquarium helps calm children that come to the center but it’s kind of expensive to maintain a saltwater aquarium,” Perkins said.

In the past, child abuse victims were interviewed at police stations, often in interrogation rooms. The CJC was started 25 years ago to provide a comfortable, safe environment for children. Victim service coordinators meet with parents while the child is being interviewed to help parents fill out forms and tell them what to expect. They partner with counseling centers to provide mental health services.

“The Children’s Justice Center model helps communities respond more effectively to child abuse,” Perkins said. “Every child that’s interviewed gets to take home a stuffed animal and a blanket. Davis County is so generous and people donate these items all year.

It’s something the kids really treasure.”

Kaysville considers Waterwise Landscaping

eber Basin Water Conservancy District (WBWCD) is one wholesale water provider that sources secondary water irrigation within Kaysville (there are three companies that supply secondary). To make conservation easier for homeowners, they supply rebates for various products that help save water.

They currently offer a rebate to residents in qualifying cities to remove turf in the parkstrip area of their yard. This rebate is $1.25 per square foot of turf removed and replaced with water-wise landscaping. This rebate is only offered to “qualifying cities” (those that have adopted updated landscape ordinances) and those are currently Layton, Riverdale, Washington Terrace, and Clearfield cities.

Other rebates include residential smart irrigation controllers and toilets, commercial smart irrigation controllers, and commercial, institutional, and multi-family unit toilets.

Last year the Kaysville Planning Commission and City Council had discussions about water conservation programs such as the Weber Basin Water Conservancy District's Flip Your Strip Program, but declined to adopt any ordinances. Kaysville's ordinances do not prohibit a homeowner from removing grass from a park strip or installing xeriscaping, but without adopting ordinances which satisfy Weber Basin's parameters for their program,

there is no financial incentive or rebate to a homeowner to do so.

Community Development Director Melinda Greenwood said WBWCD is offering property owners to take part in turf removal or water wise landscaping program without conflicting with local ordinances. They are trying to hold new development to a higher level of using water and landscaping responsibly.

“The tricky part is that to be eligible for the $1.25 per square foot rebate, they require the local municipality to adopt ordinances to support their program goals,” said Greenwood. “There are many requirements to be followed to be eligible for the rebate,” and as a result, said City Manager Shayne Scott, “staff does not feel there will be many that go through all those steps involved.” He said, however, staff are very concerned about the potential for cross connections (it is not legal to connect culinary water to secondary connections).

Greenwood said “the good news is that there is nothing in City Code that would prohibit residents from removing turf from park strips and/or installing waterwise landscaping.” She said there are multiple Homeowner Associations (HOAs) in Kaysville, and the staff recommendation is to check with them on requirements. She said there are certain

landscape requirements in various zoning areas, but none that include turf, grass, sod, etc.

There have been some programs put in place and a few legislative bills that will affect even an HOA’s ability to require turf and landscaping. “Any resident can go ahead and change out their park strip or any landscape if they want to be a good steward of water,” she said.

For now, the city council voted to leave their ordinances as is. They requested staff return for discussions with Weber Basin to see how flexible they would be in administering the program. This means Kaysville residents will not be eligible for the $1.25/square foot rebate Weber Basin is offering for the Flip the Strip program.

The city council reiterated the importance of water conservation. Scott said staff will continue considering waterwise landscaping provisions and conservation efforts that would work for Kaysville City. Councilmember Mike Blackham said, “it is a great program, and we hope that people will still consider removing turf from their park strips to aid with conserving water. The reality is that meters will eventually create conservation and it is difficult to put this program responsibility on the city at this time.” l

Fruit Heights Youth City Council’s shoe drive gathers thousands of shoes

I

t all started as a joke. For Christmas, Darren Groberg’s Fruit Heights neighbors sent out a flyer telling people that for every pair of shoes tied to the Groberg’s tree outside their home, the Grobergs would donate a new pair of shoes to a nonprofit.

Groberg, a foot and ankle surgeon, wound up with dozens of shoes in his front yard. It spurred his wife, Jennifer, to research places that accepted shoe donations. She discovered Soles4Souls, a nonprofit organization that provides shoes to third-world countries.

The Groberg’s daughter, Adlen, took the idea and organized a citywide donation drive, asking for gently used shoes.

As a member of the Fruit Heights Youth City Council, Adlen, a sophomore at Davis High School, placed donation boxes at schools, organizations, and businesses all around the city.

“We gathered so many more shoes than we initially thought we would,” Adlen said. “I did not expect that the boxes would be literally overflowing with shoes when I went to pick them up twice a day.”

Fruit Heights residents stepped up to the plate in March, donating nearly 7,000 pairs of shoes to the drive. Adlen’s aunt, Jeanne Groberg, serves as a Fruit Heights city council member and youth council liaison.

“People brought bags and boxes and filled up the donation boxes,” Jeanne said. “People have a lot of shoes hanging around. There was just a great response.”

Soles4Souls collects shoes in good condition and helps women in poor countries start a small business, selling shoes to the community. It also keeps millions of pounds of discarded shoes out of landfills.

“It was all because of that silly prank that we’ve been able to do this. I’ve loved spearheading this project,” Adlen said. “I have definitely not done it alone. It has been a huge community and family effort.

I give the most praise to my mom for kind of starting it all.”

Paula Stephenson has served as a youth city council advisor for three years.

She said the youth council is a good way for teens to get involved in their community and learn how to make a difference.

“These kids are really the cream of the crop,” Stephenson said. “For those we’ve seen for two or three years, there’s been a lot of growth. Our current youth council mayor started as a sophomore.

he Kaysville Youth Court will be accepting Youth Applications (grades 9-12) to serve as Volunteer Youth Court Judges and Peer Tutors from May 2 to May 20.

The Youth Court was developed by concerned youth at Davis High School working in cooperation with the Kaysville City Council and Mayor's office, the Kaysville Police Department, Davis High School, Kaysville Junior High School, Fairfield Junior High School, Centennial Junior High School, and concerned citizens of Kaysville City.

Children’s Entrepreneur Market is coming June 18

2021 Kaysville Fire Department Report reviewed by council

F

ire Chief Paul Erickson presented the 2021 Kaysville Fire Department Annual Report to the city council. He explained that the fire department is staffed with 16 full-time firefighters, 16 part-time firefighters and a part-time administrative assistant.

“In May, our staff numbers will go up again with the incorporation of the paramedic program” he said. “We have ordered a new command vehicle and the current command vehicle will be converted into a paramedic rescue vehicle.”

Erickson said the Annual Training Plan includes over 80 firefighter specific classes and 45 medical specific classes, plus over 113 hours of continuous education. He said Fire conducted 1,020 annual inspections. They had to cancel their annual Fire Department Open House again last October, but they plan to hold it this year in October. They were able to take part in the city’s Trunk or Treat event with the Kaysville Police Department, and they have been able to do school visits again.

“The department has stayed consistent over the years in regards to responses,” he said, including 64% for EMS responses for the past 3 years and 300 more calls in 2021. He said the department is 78% compliant with the National Fire Protection Association (NFPA) standard.

The day and time of the week that the most calls are received has been very consistent over the

last five years.

In continuing to deal with the COVID-19 pandemic, the fire station was closed to the public and no tours were conducted. “We have been able to help with rapid testing over the last couple of years, which has been a help to the community and only four of our firefighters were infected by COVID-19, but zero response was degraded,” he said.

The department received some ARS funding which helped to purchase new radios, AED’s for patrol and other vehicles, and PPE lockers.

Erickson discussed responses and coverage; including two cities, 14 square miles, and totaling 64% EMS responses, 36% Fire responses, 16% responses in West Kaysville, 16% overlap response, and 93 reported fires.

He reviewed successful frameworks and certifications, saying all minimum qualifications had been met. He reviewed the 12 fire response districts (FRD’s) and three mutual aid areas (see map).

Council member Mike Blackham asked about the paramedic program. Chief Erickson discussed steps being taken countywide and responded that the paramedic program for Kaysville would begin in mid-May, with the Davis County Sheriff’s office still being on board through the end of the year.

Boys volleyball approved for sanctioning in 2023-24

R

epresentatives of the Utah Boys Volleyball Association had sat in meetings with the Utah High School Activities Association before – over the past four years in a formal fashion. So, when the UHSAA board again put the sanctioning of boys volleyball to a vote, the UBVA members braced themselves. They had been here before, and had walked out disappointed every time. Yet, on this day – March 24, 2022 – it would finally be the outcome they had wanted when their organization was formed in 2015.

After decades of boys playing the sport in Utah, boys volleyball is official, and – with a 10-4 vote – will now be a UHSAA-sanctioned sport beginning in the 2023-24 school year, joining the ranks with 25 other states nationwide.

“We had a lot more hope and momentum this time, but it was so surreal to sit there and hear it announced. We were just in shock,” said UBVA co-founder Jill Davis.

This latest attempt at sanctioning laid 10,000 signatures in front of the UHSAA board along with written support from local politicians, including Norm Thurston of the Utah House of Representatives – who was in attendance at the meeting, to BYU athletic director, Tom Holmoe, BYU men’s volleyball coach Shawn Olmstead and USA national men’s volleyball coach Jon Speraw.

UHSAA assistant director Jan Whittaker said, “The UHSAA is excited to be sanctioning boys’ volleyball for the 2023-24 schools year. This will allow many boys who have not been competing in a sport for their school the opportunity to be part of the high school sports experience. They will be able to benefit from the positive impact that high school athletics has on students.”

Davis High head coach Quin Johnson said, “We’re very excited with the sanctioning news. This will get these boys the recognition they deserve as they work so hard. I’m a little sad that I’ll be out of a job soon, but we’ll do our best to prepare the boys so we can hand off a really good solid program.”

Davis said, “It’s a wonderful sense of accomplishment and it was an honor to be in the seat. A lot of people told us it wouldn’t happen, but our grass roots efforts and the community support made this happen. This is a victory for everybody, especially the boys and their families.

Davis, UBVA co-founder Warren Van Schalkwyk and Duke Mossman, who coaches at Wasatch High, formed a collaborative effort of continually gathering statistics and surveying coaches statewide to keep up with the growing interest and participation in the sport.

• More than half of those 64 high school teams had such a demand in numbers that coaches had to cut players at tryouts – due to popularity of the sport and lack of facilities.

• Most of the 5A and 6A schools have full teams with the 3A and 4A classifications having a more mixed representation and the more rural schools in 1A and 2A coming in with the lowest participation rates.

• 53% of the boys volleyball programs pay for gym rentals from their schools in order to play and practice.

• 90% of participants statewide just play boys volleyball and are not multi-sport athletes.

Whittaker noted how the Emerging Sports Program that the UHSAA formed three years ago played a key role in the sanctioning of boys volleyball. “That program was created to grow meaningful participation opportunities for student-athletes, particularly for female student-athletes, in sports and activities,” she said. “A sport can be considered for sanctioning after it meets a certain threshold of participation of our students in member schools. Boys participating in volleyball have steadily grown over the past few years.”

Whittaker said once boys volleyball had met initial criteria for sanctioning consideration the UHSAA Board of Trustees looked at several factors in the ultimate decision-making process including: • “The impact on Title IX compliance • The percentage of member schools that facilitate interscholastic competition in the emerging sport • Participation in community-sponsored leagues for the sport • Whether other state high school athletic associations sponsor or sanction competition in the sport • University, college and junior college opportunities for participation after high school • Whether the sport is a lifetime sport or activity, easily accessed in later life, that contributes to public health or fitness • Whether the NFHS or other recognized governing body publishes rules for interscholastic competition in the sport • Assistance available for growing the sport from national governing bodies, in-state coaches association and/or in=state officials associations • Significant obstacles to growing the sport, such as lack of facilities, expensive equipment, risk of injury, lack of experienced coaches and officials • The opportunity for student-athletes to participate equally from all socio-economic

backgrounds • Whether sanctioning the sport will divert participants from and weaken an existing sanctioned or emerging sport • Whether there is significant competition for student-athletes to participate in this sport outside of school • The length of time the sport has been an emerging sport • The burden on member schools, districts and on the UHSAA of sanctioning the emerging sport • Utah Division of Risk Management concerns and input” “This is not a check off list, but are items that were discussed prior to making the decision to sanction boys volleyball,” Whittaker said, adding that each school and district will “make the determination whether they will sponsor a sport that UHSAA sanctions.”

Davis said that the sanctioning of boys volleyball is a “win-win. This legitimizes it for the boys and creates stability and consistency across the board under a fabulous umbrella. Scholarships are secondary,” she said.

“Plus, county rec leagues can still function for those who were cut from their high school teams as well as those who just want to play.”

Johnson, who played middle blocker at BYU in the early 1980s, has been part of the growth of the sport throughout the state as he coached a Spanish Fork team in the mid-80s and even started a team at Alta High School in 1991 before family priorities took over.

He stumbled onto the DHS club program eight years ago when he saw boys playing in the school gym and asked if he could get involved, and began coaching one of the teams.

For the past three years, he has been heading up the Darts program. Johnson said that he and his players will continue to try and spread the word through the junior high schools to

grow his program, which currently includes four teams and 40 players, over the next two seasons in preparation for full sanctioning.

The UBVA will continue to host the state boys volleyball tournament for the next two seasons as budgets, schedules and regional alignments are put in place for the 2024 spring season when UHSAA will take the reins. County has plans to build an Emergency Coordination Center

By Becky Ginos | becky.g@davisjournal.com FARMINGTON—Davis County Emergency Manager Chad Monroe started his job Feb. 28, 2020. The next week the pandemic hit followed by an earthquake, high winds and flooding. The pandemic spilled over into 2021 and now into 2022. It’s impossible to predict when an emergency will happen, but it’s his job to try.

“I was a fish out of water a little bit,” he said. “The Davis County Health Department (DCHD) brought me in and took me under their wing.”

The pandemic was obviously totally new to most people, said Monroe. “It’s something emergency management had never dealt with. It was a trying time. There was a great deal of responsibility to help everybody. We didn’t know if we’d have masks, whether we’d need full suits to take care of people, nursing staff and how to help people with disabilities, the elderly and the homeless.”

Some great partnerships were formed, he said. “We worked with hospitals, the state, IHC and Steward. We also made great partnerships with the school district to make decisions about their staff and students.”

It was crazy, he said. “We made a lot better connections so we can work togeth-

er in the future, not just in a pandemic.

We learned what to do in a wildfire, flood, hazmat and winds. We have built a response at the county and city level to be better prepared.”

During the pandemic Monroe said there wasn’t a good central location for everyone to come together to plan effectively and work out of. “The commissioners and Sheriff’s Office as a whole identified that something was lacking. So they’re working to get an ECC (Emergency Coordination Center) facility built to handle small to big responses. We’re lucky to get some funding to do things like this.”

The goal is to make a robust place size wise with high tech present to communicate and monitor situations, he said. “It’s something that Davis County has needed for a long time. It’s in the first phases but we hope to have it in the next few years.”

Labor shortages pose a challenge, but it’s well on the path, said Monroe. “It will help us be better prepared to respond more efficiently in Davis County to protect lives and property.” l Heavy rains caused flooding last year in some areasareas of Davis County. Expansion plans announced for Antelope Island center

A

fter 25 years since it was first built, the visitor’s center at Antelope Island State Park is about to be renovated and expanded. A new state-of-the-art learning center is in the final design stages and construction could begin by year’s end on the site of the existing center, which was originally planned to be just the first phase of a two-phase project. Now, phase two will become a reality.

A ceremony held in the center’s amphitheater on April 8 celebrated the recent appropriation of $12 million from the Utah State Legislature for construction of the expanded center. Representatives from the Utah Division of State Parks, Davis County, and the volunteer group Friends of Antelope Island gathered for the kickoff event.

“Just look at the majestic panoramas we have here today,” said Spence Kinard, a member of the Friends of Antelope Island, the organization formed in 1995 to promote the Antelope Island experience. “It’s an exciting time to realize that finally, we’re going to get a revitalized and expanded center, almost triple the size it is now. It will give us the opportunity for this building to be used for many, many events.”

Last year, the Utah Legislature appropriated $1 million for the project, but it needed a lot more financial assistance.The Friends con-

tacted Rep. Steve Handy, R-Layton to solicit his assistance. He led the cause by introducing an RFA –request for appropriation – to the legislature. The result was a $12 million appropriation for the project.

“Antelope Island’s popularity just continues to grow,” said Park Manager Jeremy Shaw, who’s been at the park for 11 years. “Improving and expanding the amenities at the park helps us to meet the increased demand while also enhancing the visitor experience.”

In 2011, about 260,000 visitors came to Antelope Island. Last year, that number was 1,074,570, making the Island the third most visited state park in Utah behind Sand Hollow State Park and Dead Horse Point State Park.

That first $1million in 2020 allowed for engineering and design of the building to begin.

This new $12 million infusion will allow for the remodel and new construction of what will be a “visitor/learning center.”

The current building, which is 5,100 square feet, will be remodeled and incorporated into the 15,000 square foot education center, in partnership with Weber State University, Westminster College, and with interest from the University of Utah and Utah State University. The amphitheater will be razed as part of the new construction. l

Kaysville Police Department honored by the Utah Police Chiefs Accreditation Alliance

t seemed proper that immediately after the Kaysville City Council issued a proclamation honoring May 1-7, 2022, as Public Service Recognition Week, they then honored the Kaysville Police Department for being accredited. The proclamation noted “these unsung heroes risk their lives in service to the people and do the work that keeps our nation running.”

Val Shupe, Executive Director of the Utah Police Chiefs Accreditation Alliance, presented an award to the police department for their March 2022 accreditation. He said the accreditation includes adherence to 173 standards, including federal laws, state laws, city ordinances, and other policies and procedures the department must follow. This is a threeyear process, and an entity must re-accredit after five years as well as supply an annual report.

Shupe said “it is important to note there are 19 cities in the state that are accredited and there are 39 cities in the process” and “this is positive for agencies who encounter liability issues in the current environment.” Shupe said Police Chief Solomon Oberg has done an outstanding job and sits on the Utah Chiefs Associated Executive Board. This was passed through the accreditation commission of the State of Utah and has now been approved by the Utah Chiefs Association Executive Board.

Oberg said this was an extensive project coordinated by Officer Lexi Benson, and thanked her for her efforts in the process. Oberg said “we are proud of this accomplishment and will continue to provide high quality standards to our community.”

Following the awards, Oberg presented the 2021 Police

Department Annual Report to the Council. He explained “this year a lot of positions were moved around to meet moving needs of first-line supervision.” He said they run a lean ship with 32 officers, seven of which are school resource officers. He said there are four civilian employees, which is most likely lower than other similarly-sized departments in the state. The report included statistics on activity summary, service calls, times, cases, arrests, demographics, traffic and accident statistics, investigations and strike force statistics, training, awards, and programs.

Oberg said Kaysville was ranked as the third safest city in the state and credit should go to the residents and public safety employees. He said there were just over 10,000 calls for service, which continue to increase slightly each year.

“The goal was to bring response time down below the six minute mark,” Oberg said, “and it was brought down approximately 30 seconds.” Oberg said there is not a national average or benchmark, but six minutes might seem like forever for someone who desperately needs a response. Oberg said “issues associated with traffic, call volume, and other items impact response ability.”

He said more serious crimes are down this year, and this is not a goal they can always control. The department is going to try an online reporting tool this year, with the hope being to free up officer time availability as well as keep up with changing times and connect with different demographics of the community. Oberg discussed the focus on community partnerships and thanked Officer Benson for doing a great job facilitating those as well as social media oversight and serving as the department public information officer.

Victim Advocate Jennifer Winchester, accompanied by Therapy Dog Walter, briefed the Council on grants, funding, and multiple programs allowing for focus on crimes that are truly impactful for those in the community. She discussed various victims that she had worked with in hopes of making a difference. Walter is now fully certified and can provide comfort and deep pressure therapy; he assisted 13 victims in 2021.

The Council thanked staff for the information and applauded public safety personnel for their valuable services to the community.l

Advance directives important at any age

I

t’s a tough conversation to talk about the end of life, but an advance directive gives patients a voice when they can no longer speak for themselves. It’s not just for the elderly either. Life changing events can happen at any age so having a directive in place can make it easier for family members to honor their loved one’s wishes.

“We all live in a world where we want to live life to the fullest and have our last moments as comfortable as possible,” said Kencee Graves, MD, associate chief medical officer for inpatient health, University of Utah Health. “But we don’t always have control of what happens so sometimes things can be disastrous like a stroke or car accident. I think we don’t want to think about those things but one way to protect our loved ones is to have conversations about what we would and would not want to help us have the quality of life that fits us best.”

Dominic Moore, MD, medical director of palliative care, Intermountain Healthcare sees a large number of children with serious illnesses that need to make these types of emergency plans. “I see what a great benefit it is for those families even though it’s a tough conversation,” he said. “It allows people to just focus on things emotionally and get through it together.”

Studies show how difficult it is for families and doctors to discuss someone’s long-term planning for death, said Steve Cherrington, MD, MountainStar Healthcare. “Most don’t talk about it so many people are unprepared. If you don’t have a directive you may not get the care you want. So often I see a lot of hurt and a lot of grief on the part of the family left behind that weren’t able to answer those ques-

tions.”

Without an advance directive, doctors do what they have to in order to save lives, said Dr. Arlen Jarrett, chief medical officer, Steward Healthcare. “We do a full court press until we know we’re not supposed to. The first thing we’re looking for is that spokesperson, that decision maker.”

When someone is sick and in the ICU and there’s not a designated spokesperson, on occasions situations can become very difficult, he said. “One sibling or one son or daughter may not feel the same as one of the other siblings or son or daughter. These directives would probably help keep the peace which most of us would want for our families.”

“I was basically my dad’s voice as he was admitted to the emergency room,” said Aimee Smith. “When you go to the ER you really don’t know what’s going to happen there.

Palliative care came into speak with us and helped foster that conversation because it’s a hard conversation to have, one many people are really uncomfortable with. My dad in particular struggled with the idea of his own mortality.”

Smith said she’s the only child that lived nearby so the decisions fell to her. “During those moments you’re highly emotional and highly erratic. I felt so relieved that when this will likely happen again some of this will be done and I don't have to do this whole thing again.”

An advanced directive should be where family members have access to it, said Moore. “Make sure they’re aware of it and have it in a designated place in the house. Talk to your doctor about it and have the document on file at the hospital.”

be revisited using the four Ds. Diagnosis, decline, divorce or death. Sometimes a patient has designated a spouse but they’ve become their ex spouse or perhaps they have already died.”

Cherrington said he had a 35-year-old patient who was in the hospital for weeks with COVID. “He and his wife had never talked about it at all. They were able to have a few discussions before he was intubated. You’re not too young to talk about this. Many of my patients that pass away are very young, so these discussions really need to be taken on very early.” l

The Children’s Center of Utah recognizes Children’s Mental Health Awareness Month

ach year on May 7, Children's Mental Health Awareness Day brings recognition to the value of a child’s mental health. But The Children's Center of Utah will highlight the importance of children’s mental health all month long.

“Our organization is inviting the whole community to become involved,” said Rebecca Dutson, The Children's Center of Utah president and CEO. “On our website, people can find a whole lot of ideas they can be engaged in or their business can be engaged with. The more we talk about it, the less there will be a stigma.”

The Center is asking businesses to give a portion of proceeds to The Children’s Center of Utah during May and invites everyone to promote its mission on social media platforms.

Yard signs are available to put outside a home or business, promoting awareness for children’s mental health. Anyone interested can contact Joni Clark at jclark@tccutah.org to reserve a sign. The gala will be in-person, the first time in two years, and there is lots of interest from longterm supporters.

The SHINE Gala, which started more than 20 years ago, features a social hour, silent and live auctions, entertainment and a buffet dinner. In the past, the event has raised more than $500,000 to help pay for children’s mental health services. Registration is available on the The Children's Center of Utah website.

“We’re shining a light on the importance of early childhood mental health and comprehensive mental health care for children,” Dutson said. “Every child and every child’s needs are unique. We encourage families who have concerns about their child to reach out and start a conversation.”

COVID shone a light on mental health issues. Children were heavily impacted by their parents’ stress, the change of schedules and isolation from friends and family during the pandemic. “[The pandemic] allowed for more conversations about mental health. We just want to

continue to build on that,” Dutson said. “The relationships that children have with their caregivers and parents are so important. It’s usually those adults that realize there might be a concern. When we talk about mental health it can change the trajectory of a child’s life.”

Chamber expo helps members share their crafts

embers of the Davis Chamber of Commerce enjoyed an afternoon with a motivational speech and the opportunity to show their wares during the annual Business to Business Expo on April 14.

The event, held at the Davis Conference Center, marked the first “full” expo since before the pandemic upended business two years ago.

“It’s great to meet again with what is our largest expo we’ve had in several years,” said Angie Osguthorpe, president and CEO of the Chamber. “This year we have almost 90 vendors, and we had a great talk earlier from Rob Ferre to kick things off during our luncheon.”

“This truly is a Chamber event, so people who know and love us are the ones who tend to come,” Osguthorpe said. “We always have a lot of prizes for our drawings, as well as food from some of our vendors, great music and a lot of free giveaways all day long. Both small and large businesses alike who are part of the Chamber participate in the expo.”

She said the Davis Chamber covers all of the county – which has a population of almost 360,000. “We’re all about business – helping them, and connecting them to people, customers and to each other. We’re

about advocating for them.”

She said the Chamber’s Legislative Affairs Committee is “very policy driven.

We want to make it favorable here in Davis County for businesses. As we raise the business community, that goes along with the quality of life for everyone.”

The Chamber is preparing for future events as well – including two golf tournaments in June and July (“we added a second one last year because they are so popular,” Osguthorpe said), the annual awards banquet in September, plus its monthly Women in Business and general membership luncheons, and its Business Alliance luncheons twice a month, as well as the annual Women in Business Summit and Economic Summit.

Osguthorpe said the Chamber staff talks about the acute employee shortage in the state “on a daily basis. We’re helping with those who organize career or job fairs, or with schools offering scholarships. Also, we get together resources for people who want to move here, and we have a subcommittee that discusses the challenges of business and labor. We’re helping in any way we can.”l

GRASP provides support for people who have lost loved ones to substance misuse

K

atara Martin’s younger brother was supposed to celebrate his birthday. But instead of a party, Martin ended up planning his funeral. In November 2020, Dalen Nyberg died 18 days before his 26th birthday from an accidental drug overdose.

The grief was overwhelming, made even worse by the way she felt stigmatized in her community.

“He was not a bad person. He got lost and eventually the addiction took over,” Martin said. “I call it ‘disenfranchised grief.’

When someone dies of an overdose, people don’t know how to respond to you. You feel very much alone.”

She looked online for support groups for people who’ve lost family members through substance-related overdoses, but there weren’t many options. While communicating with the medical examiner, Martin saw a link to GRASP on his website and found a new community.

GRASP, which stands for Grief Recovery After Substance Passing, has chapters all over the United States and Canada, but there wasn’t one in Utah. Martin reached out to the national headquarters and was given permission to start a GRASP chapter in the summer of 2021.

“I didn’t know what I was looking for or that I was even looking for something,” Martin said. “GRASP was a solace for me. The people there are going through the same experience. You’re not going through it alone.”

Tamara Olt, M.D., is GRASP’s national executive director, based in Illinois. When her son Josh died of an overdose in 2012 at the age of 16, she was shattered. Finding a GRASP chapter was a lifeline, providing a safe place to heal and connect with other families suffering through the same type of loss.

“The first year or two is horrific,” Olt said. “You’re just in a daze and a fog, trying to figure out what happened. But don’t let anyone tell you how to grieve. I had to let go of the ‘Why?’ and the ‘What if?’ and forgive myself.”

Olt, Martin, and many GRASP members, now advocate for fentanyl testing strips, clean syringe exchange programs, safe using sites, and the decriminalization of drug crimes, hoping for mental health counseling instead of jail time or prison.

Martin said Naloxone kits (to help reverse an overdose) are free at most public libraries in Salt Lake County, but said most people experiencing an overdose need two doses to be revived.

GRASP’s national Facebook page has nearly 10,000 followers, and the number grows every day as more families lose loved ones to substance misuse.

“One in five people know someone who’s passed away from a substance-related death. This group says they’re not alone,” Martin said. “There are lots of people who’ve had this same experience. Find a group like this one and start going as soon as possible. It makes you feel better and it helps heal you.”

The location of GRASP meetings is kept private until a person can verify they’ve lost a loved one through a substance-related death, whether it’s alcohol, street drugs or prescriptions. At the in-person, monthly meetings, people can share their grief, their anger, their feelings of shame, blame and loss, and their love for family members who have passed away.

Davis Heritage Festival set for May 19-21

he Davis Heritage Festival, hosted by the Utah State University Botanical Gardens, will take place May 19-21 as a family-friendly spring event held in conjunction with Baby Animal Days. The 4-H Horse and Livestock Show will be held as a separate event Aug. 18-20. Tickets for the Festival are now on sale.

It will take the place of the Davis County Fair, which will no longer be held.

“The purpose of this change is to focus on agriculture, give community members and local businesses a chance to share their creative endeavors through locally made or grown projects, and to celebrate the heritage of Davis County,” said Randy Elliott, Davis County commissioner, in a release from USU Extension. “In addition, it will honor the past, promote the strong future ahead, and more accurately reflect what has built the Davis County community.”

“There is symmetry between USU Botanical Center’s mission and Davis County’s efforts in promoting and supporting agriculture and local heritage,” said Jerry Goodspeed, director of the USU Botanical Center.

“We look forward to sharing this wonderful new event with the community. Our new Davis Heritage Festival committee has some wonderful local talent, demonstrations, an

adventure zone, entertainment, and of course baby animals ready for the event.”

Annual 4-H events are still moving forward with the county fair horse show on Saturday, Aug. 13 at the Hooper City Arena at 8 a.m. and the stock show held Aug. 18-20 at the Golden Spike Arena in Ogden.

Long-time educator appointed to lead school district’s Office of Equal Opportunity

By Becky Ginos | becky.g@davisjournal.com FARMINGTON—The Davis School District announced the appointment of Kenneth Auld as the Office of Equal Opportunity Director at a school board meeting held on April 19. The office was created as part of an agreement between the district and the Department of Justice following an investigation that found racial discrimination throughout the district.

Auld brings to the position extensive experience as a teacher and school administrator in the Logan City School District and Granite School District. He also worked for more than a decade in juvenile corrections prior to his time in education and received the Citizenship Award from Unified Police Department for his work with students involved in gangs. Auld has two master’s degrees in Social Work and Education.

Ask an Expert – Cleaning tips to keep you healthy

e all know it is important to clean and disinfect to reduce the risk of getting sick, but with many illnesses circulating, including the common cold, flu, RSV, hand-foot-mouth disease, and the COVID virus, now is an important time to reevaluate hygiene habits. How often do you clean and disinfect items that are used daily? Can you reinfect yourself with items such as a toothbrush or reusable water bottle? Consider this information.

Toothbrushes – According to the Centers for Disease Control and Prevention (CDC), we now know the risk of catching COVID after touching a contaminated surface, such as a door handle, is low. But what about personal items like a toothbrush – is there a risk for reinfection?

Although it’s commonly recommended to replace your toothbrush after an illness due to the chance of becoming re-infected, professionals agree this isn’t typically true for viruses. After your body has fought off a virus, such as the flu or COVID, in most cases your immune system will have developed the necessary protection to prevent reinfection of that particular virus.

With that being said, it is possible to infect others if the contaminated toothbrush comes into contact with another brush. Additionally, a toothbrush can be the cause of reinfection of a bacterial illness, such as strep throat.

Since bacteria will die in the presence of oxygen, bacteria on a toothbrush that properly air dries between each use generally is not an issue for reinfection. However, bacteria can colonize if the bristles do not dry completely, which is why some professionals agree it is best practice to replace a brush after a bacterial illness. The CDC recommends

against using dishwashers, microwaves, or other means to disinfect toothbrushes, as these methods may damage the brush.

Water bottles – How do you avoid reinfection from a commonly used item that travels back and forth with most people? According to Michigan State University Extension, you should wash the bottle in hot water with a teaspoon of unscented dish soap each day to reduce the risk of illness from bacterial growth. Soak the bottle in soapy water for a few minutes, rinse it well using warm water, and allow it to completely dry before the next use.

Alternatively, you can clean and sanitize bottles in the dishwasher if they are dishwasher safe. Avoid letting your water bottle sit with water left in it for long periods of time.

Although COVID and the flu primarily spread through respiratory droplets from an infected person’s coughs or sneezes, experts recommend washing and sanitizing bottles after each use. Do not share a water bottle with someone who has cold-like symptoms.

General cleaning and disinfecting – To reduce the risk of infection from most illnesses, consider the following recommendations: • Clean regularly using a household cleaner that contains soap or detergent. Using this type of cleaner will reduce the number of germs on surfaces, which decreases the risk of infection. Areas to focus on include high-touch surfaces such as light switches, electronics, doorknobs, countertops, etc.

• If someone in your household is ill or someone who has been in your home within the last 24 hours falls ill, it

is recommended to disinfect to kill any remaining germs.

Always follow the directions of the disinfectant and wash your hands immediately after use.

• Wear a mask when cleaning areas the sick person used, and open windows and use fans to help increase airflow.

• Remember all the usual precautions – wash your hands or use hand sanitizer when water and soap are not available, cover your nose and mouth when you sneeze or cough, avoid close contact with sick people and avoid sharing personal items with them, immunize yourself from infectious diseases, and stay home when you do not feel well.l

UDOT is asking for input from those who live or travel there to help identify transportation needs and potential solutions during a formal comment period now through May 13.

“UDOT’s mission is to improve the quality of life through transportation,” said Tiffany Pocock, I-15 Project Manager. “In order to do that we have started an environmental study along I-15. We’re aware that Utah is growing and more people are going to be traveling along the corridor. This study aims to look at the needs and really assess what I-15 needs are for the future.

Once we understand the needs for the corridor we’ll then start to look at potential solutions.”

Linford becomes the 19th superintendent in the Davis School District

O

ne in three women will experience domestic violence in the state of Utah.

Statistics also demonstrate that one in six women and one in 25 men experience rape or attempted rape, and one in three women will experience some form of sexual violence.

With such concerning numbers, Intermountain Healthcare is donating $540,000 and partnering with the nonprofit Utah Domestic Violence Coalition to assist Utahns who need help in recovering from the impacts of abuse.

“Access to resources is an essential part of the healing process,” said Mikelle Moore, senior vice president and chief community health officer at Intermountain. “The members of the UDVC work together to support domestic violence survivors in a way that makes access easier and the use of funds more efficient. Intermountain is proud to support their efforts ensuring services are available where and when survivors need it.”

Since the COVID-19 pandemic began, sexual and domestic violence cases have risen 8.1% in Utah. The UDVC provides advocacy and education to member programs and community partners. Its membership includes nonprofit domestic violence shelters and sexual assault advocacy organizations.

help cover the operations costs of UDVC members. These community organizations provide resources to address healing from trauma such as the reduction of psychological suffering.

FARMINGTON—The Davis School District Board of Education voted unanimously during a special meeting on April 20 to appoint Dr. Daniel R. Linford as the next superintendent. Linford will succeed Reid Newey who is retiring as superintendent in June. He will officially begin his position on July 1.

Linford currently serves as a secondary school director for the district and was among seven finalists for the position.

With his appointment, Linford becomes the 19th superintendent in the Davis School District. Linford has 23 years of experience in education and began his career teaching high school English. He became the assistant principal of Viewmont High School in 2005, then principal in 2011. Linford obtained his bachelor’s degree in English teaching from Weber State University and a master’s degree and doctorate in Educational Leadership & Policy from the University of Utah.

The district has been under a microscope after a Department of Justice investigation showed widespread racial discrimination but Linford said he is prepared to tackle the issues.

“It certainly happens here, but we want to lead out. We’re compelled to lead out. If a day or two goes by without a report we never stop and wipe our brow. We never have the mindset that we’ve conquered it.”

The Board issued the following statement after Linford’s appointment: “The Davis School District Board of Education unanimously affirms Dr. Daniel Linford as the new superintendent of Schools.

eri Kinder, who has written her Life and Laughter column for almost 19 years for the Davis and City Journals, was named winner of the Best of State award for journalism for 2022. She will receive her award at a gala on May 26 at the Salt Palace Grand Ballroom.

It’s the latest of a cavalcade of awards she has won for her humor column, and this is her first nomination in the Best of State award program. She earned two first-place awards from the Society of Professional Journalists in 2021 for both humor column and editorial for all newspapers in Utah, as well as dozens of other SPJ and Utah Press Association awards for her columns.

Kinder was raised in Murray and is a graduate of Murray High School. In addition to her duties as a columnist, she also writes feature stories for our newspapers. She is a certified yoga teacher and a life coach, and

X marks the spot

H

e might not have a parrot or an eye patch, but my dad has found more buried treasure than any pirate. Inside his mild-mannered dad costume lurks the heart of Captain Jack Sparrow, ready to tackle any adventure with dashing flair and comic grace.

On a blustery day in April, he took a pickaxe and hammer to help his great-grandkids find fossilized shells and pieces of quartz on the side of a mountain near his home in central Utah. He was excited about every discovery, and everywhere he looked, he saw treasure.

He pointed to the west and said, “That mountain is full of blue agate.” He pointed down and leaned in to whisper, “We’re standing on the biggest gold mine in the state.” He pointed east to where dinosaur bones hide in the hills and pointed south to Native American sites where he’s examined petroglyphs and rock paintings.

I’ve explored with Dad many times, usually only finding spiders, cacti and the occasional rattlesnake. He can stick his hand in a hole in a rock and pull out gemstones, old coins and a jackalope skull.

Dad’s always had a sense of adventure. If he could make a living exploring

ghost towns and spelunking in caves for lost treasure, à la Indiana Jones, he’d be the happiest man on earth.

With his keen, scientific mind, he built model airplanes and assembled rockets that exploded in midair, not always on purpose. He’d ignite a mini cannon on the Fourth of July that freaked out the neighbors, cracked a basement window and set off car alarms. We’d run inside and hide like the Feds were after us. They probably were.

For him, life has been one big treasure hunt. He often takes his metal detector to parks and always shows up when a road is being dug or a house demolished.

You never know what he’ll find; sometimes a rare penny, sometimes radioactive marbles.

He once discovered a class ring and

used his Hercule Poirot-level detective skills to return it to the family of the man who’d lost it decades earlier.

Even with his work, he stood on the leading edge of discovery. In the ’60s, he helped build the first communications system for Air Force One. Later, he created cameras that flew on the space shuttle, were installed in telescopes and helped aerial refueling tankers.

A camera he designed took the first pictures of the Titanic at the bottom of the ocean.

Never one to pass up a good conspiracy theory, Dad talks about his close encounters with UFOs, ghosts, the Illuminati and home teachers. He also plays the accordion, although how can you tell if someone does that well?

He’s a master woodworker, making toys, banjos, ukuleles and violins that he donates to teens. He cuts and polishes the stones he finds to make necklaces, and he’s been known to set a trap or two for Santa Claus. He’d frighten us with scary stories before bedtime, stories he insisted were true, which made it worse.

If Dad had the chance to take a rocketship to the moon, he’d already be packed. He’d love to fly in a fighter jet

or visit the space station. He’d gladly sail the Seven Seas under the Jolly Roger and swashbuckle through hidden caves looking for gold doubloons and diamonds the size of cantaloupes.

But through all of his adventures, misadventures, escapades, quests, deeds and feats of reckless abandon, Dad knows the biggest treasure is the one in his own backyard.
