COTTONWOOD HEIGHTS POLICE

n response to the recent national conversations about police in the United States, the Cottonwood Heights Police Department (CHPD) has been reviewing and revising their policies and procedures. On July 21, CHPD Lieutenant Dan Bartlett and Police Chief Robby Russo presented an overview of the CHPD’s training, policies, and messaging to the Cottonwood Heights City Council. There was also discussion surrounding how the CHPD has been and will continue to address some of the national concerns about policing. “We are keenly aware of what the narrative is across the nation,” Bartlett said. “Growing up in this country as a Black man I am aware of the stuff that goes on. I’m always watching for it and we are always looking to make things better.” “The majority of Cottonwood Heights residents feel safe with the police,” said City Manager Tim Tingey, “but there’s always room for improvement.” “We are aware of what is being asked,” said Barlett. He referenced the 8cantwait campaign which asks cities to adopt the banning of chokeholds and strangleholds and shooting at moving vehicles. In addition to requiring de-escalation training, the duty to intervene, the exhaustion of all alternatives before shooting, warnings before shooting, a use of force continuum, and comprehensive reporting.
TRAINING
In the State of Utah, police officers are required to complete 480 hours of training while working through the Peace Officer Standards and Training (POST) Academy in addition to completing 40 hours of emergency vehicle operations (EVO) training within the first year. After graduation, the state requires 40 hours of training annually. CHPD requires officers to complete 640 hours of field training with supervised instruction (working with and shadowing a fellow officer) before allowed to patrol alone.
