YOUNG BOY IN CENTERVILLE IS HOPING FOR HIS OWN SERVICE DOG

aising three little boys is tough. When one of those boys has Down syndrome, the challenge increases. But Morgan Pilcher has discovered a solution that will make her life easier and her child safer. The Pilcher family is raising money to get a service dog trained to help children with Down syndrome. The dog will give Cyrus’s parents some peace of mind.

Cyrus is now 7 years old and has a history of running away and getting himself into dangerous situations. Pilcher recounted several instances where Cyrus would take off.

“I was in Walmart,” Pilcher said. “His brother Jericho was a toddler and Cyrus took off running. With a toddler in tow, I had a hard time catching him.

Another mom offered to watch Jericho as I chased down Cyrus. He got out the first set of doors and was heading to the second set when I caught him. No one tried to stop him and he would have run directly into traffic.”

Another time, as Cyrus was leaving a doctor appointment, he ran into the parking lot where a woman stopped traffic, probably saving Cyrus’s life.

He also gets up in the middle of the night and tries to leave the house. The family has taken all kinds of precautions, but the only way to keep Cyrus safe is to have a service dog with him at all times.

“The dog will be trained to give an alert when Cyrus takes off, during the times that we’re asleep or not right next to Cyrus,” Pilcher said. “It will follow Cyrus and keep him out of roads or away from water or any other dangerous areas. Centerville gets grant toward new batting cages

Linda Petersen | lpetersen@mycityjournals.com CENTERVILLE—The city has received the first funding for two proposed batting cages at Community Park. On Oct. 4 Rocky Mountain Power Regional Business Manager Kirk Nigro presented a check for $8,000 toward the project to city leaders on behalf of the Rocky Mountain Power Foundation.

“I’m really excited to present the Rocky Mountain Power Foundation grant award for your batting cages. We just want to reiterate our partnership with the community and especially your city and being able to make an investment and being able to power your city’s greatness,” he said.

Centerville Community Services Manager Bryce King applied for the grant on behalf of the city.

“Centerville Recreation continues to have a strong reputation for youth baseball. Our participants have been asking for a batting cage for years and we just have not had the funds to create a separate batting cage for the kids to use,” he wrote in his grant proposal.

Centerville City currently serves around 800 youth in its baseball program.

Although the city has received several requests for batting cages its recreation budget has not allowed it to provide them.

King’s estimate for the two batting cages was $16,549 which includes concrete curb around the perimeter, a contingency and dirt for the foundation of the cage. This project would be for two batting cages.

Currently we serve around 800 youth between the spring and fall season. We also have dozens of competitive teams that use our facilities on a yearly basis.

“Each year we have dozens of requests for a batting cage to be installed on site so kids have a place to warmup and practice hitting safely,” King wrote.

King said the funds received from RMP is a good start and he will try to fundraise for the remaining funds.

“This donation from RMP gives us the start to complete one of two batting cages,” he said. “We could put a really nice one in for $8,000 but it is not going to be enough to do it right.”

King hopes that both batting cages can be constructed next spring.

At the Oct. 4 meeting Mayor Clark Wilkinson expressed appreciation to the RMP representatives for the funding.

“I want to say thank you so very much because we have talked about batting cages for our rec department for a long time so that grant is very much appreciated,” he said.l

dog so wherever Cyrus goes, the dog goes. A service dog will also help him when he gets overstimulated by grounding him and giving him support, and help him feel safe to sleep throughout the night.”

The cost for a trained service dog can exceed $50,000. By working with Golden Healer Service Dogs, a nonprofit that provides emotional support and service dogs to families, the cost for the dog will drop to $10,000 and the Pilcher’s are hoping the community can help them out.

“The only portion we need to come up with is $10,000 and the nonprofit makes up the rest,” Pilcher said. “My husband is doing oil and brake changes. All the proceeds we get from that will go toward the service dog.”

Pilcher said they’re about a year out from getting a service animal since all of the dogs are puppies and need to go through initial training. Then they will be tested to see which puppy has an aptitude for Cyrus and his needs. Once they match a dog to Cyrus, it will start its training to become a service dog.

When it’s ready, the family will spend two weeks working with the dog before it can be placed in the home.

“It will take a lot of anxiety and a mental load off me,” Pilcher said. “Right now, when I take my kids to the park, I can’t sit and talk to another parent. I can’t take my eyes off Cyrus for a second because he’s very quiet and he will sneak away very quickly. I always have to be on guard. If we have the service dog, I can play with my baby and know the dog will alert me if Cyrus takes off.”

Police officers honored for heroic efforts Linda Petersen I lpetersen@mycityjournals.com CENTERVILLE—Several police officers were recently honored for their roles in apprehending a suspected arsonist and helping three people victimized by that individual.

On July 21, officers were dispatched to a home at 329 E. 1825 North where a fire was in progress. Once there, the first officer on the scene Officer Alex Farnes evacuated two people from the home. While doing that she was confronted by the suspect later identified as Ammon Whitehead who said he had a knife. Farnes and other officers eventually were able to remove the suspect who had taken cover inside the burning home’s garage and to arrest him.

On Oct. 4 Police Chief Paul Child recognized their efforts that day. At a city council meeting that evening, using drone footage and footage from Farnes body cam he recreated the incident.

When he first received the call, Child initially thought an arsonist had started a wildfire on the mountainside, he said. However, it quickly became apparent that a suspicious individual officers had previously been trying to locate was the suspected arsonist.

Farnes risked her own life to help the people who were evacuated from the home and to try and get the suspected arsonist to safety, Child said. The other officers who arrived on the scene later also prioritized the suspect’s safety over their own when, after getting him out of the garage, they took him to a safe spot away from the house behind a squad car. At that time, the suspect, believing he had cut the home’s gas line to the water tank, thought the house was going to explode. Officers took the time to calm the man and to ensure him he was safe, Child said.

“I want to point out … the amount of care and professionalism exhibited by the officers who just risked their lives to save this man,” he said. “This is for a man that has just committed horrific crimes and yet our officers were treating him with a great deal of dignity, a great deal of respect… Even Detective [Kael] Jackson who had just been bit very hard by him was trying to comfort him and show compassion.”

“The fire department said he [the suspect] would have died if he had not been removed from the home – he spent several days in intensive care,” Child said. “The people downstairs, it was just a matter of time to get them out of the house…before it would have been too late. There were, in my opinion a lot of heroics involved in this case by our officers on this call.”

For their efforts Child presented Farnes, Jackson and Master Officer Shaun McWilliams with the Medal of Valor.

During his presentation, the chief also mentioned that Farnes has been chosen to receive the UHP Medal of Valor for saving lives when, on March 21, she crashed her patrol vehicle into a wrong-way driver doing more than 80 mph at the Parrish Lane I-15 intersection. Farnes received that award on Oct. 13.

Child also presented the detective division, commanded by Sgt. Will Barnes, with a unit citation for their response to the July 21 incident.

“As is so often when we get situations like this … our detective division comes out,” he said. “They drop what they’re doing; they throw on a vest or whatever, and they head out the door. They handle calls; they respond on incidents at the drop of a hat which I think is very unusual

in our line of work … Our detectives are above the mark on that. They are extraordinary in that they almost daily, if not multiple times a day, they’ll drop what they are doing, they’ll run out the door and they’ll assist on all kinds of incidents.”

Child also recognized civilian volunteer Brittany Tibbetts for her contributions to the department’s canine program through her work with the department’s bloodhound Sophie.

After the presentations, the officers received standing ovations from Mayor Clark Wilkinson, the city council and family, friends and peers in the audience that evening.

Wilkinson thanked the officers and their families.

“I know that as families you’re there worrying about them when they’re on a call like that and we can’t thank you enough for that,” he said. l

Breaking the cycle of poverty through allyship

A

lthough Utah’s poverty rate is one of the lowest in the nation, thousands of children in the state grow up in intergenerational poverty (IGP). More than 70% of children growing up in IGP are under 10 years old, and women have much higher odds of struggling with poverty than men.

The cycle of IGP begins when a child is born in poverty. This has shown to create disadvantages at school and difficulty developing social skills. As the child grows into a teen and young adult, they struggle to find work and end up raising their own family in poverty. And the cycle continues.

But Circles Salt Lake (2530 S. 500 East) is a community for those in poverty to help break the cycle and give them tools to succeed by creating allyships that support individuals and families as they learn to lift themselves to a new life.

“People living in poverty don’t know the value of social capital,” said Michelle Crawford, Circles Salt Lake executive director. “When someone’s in generational poverty, they were born into poverty, most likely everyone in their circle of influence is also in poverty, they don’t have the lens to get out of it.”

The Salt Lake chapter of the national program started in 2017 with two goals: help

families break the chain of poverty and address barriers that keep people stuck. People who come to the program are called circle leaders because they are leading their families in a better direction. Each circle leader is matched with an ally, a bridge between economic classes.

Participants go through an initial 12week training and are asked to commit to a minimum of 18 months. Once a circle leader has increased their household income to at least 200% of the federal poverty level, Circles holds a big celebration.

“Our focus is to get them completely independent of government services,” Crawford said. “We love Medicaid and Medicare and all they do to help our participants manage their situational poverty, but we don’t want them to stay there. We want them to become independent of those services.”

Circle leaders are asked to attend weekly meetings, make progress toward an economic stability plan and become a leader in their community. Many circle leaders who complete the program come back to be allies to new participants in the program.

An ally’s role is part mentor, cheerleader, friend and bridge builder. Each ally is invited to attend meetings on the first and third Thursday of each month and is asked to be

a consistent support for those trying to break the cycle of IGP. “What I’ve learned is that, sadly, many people in poverty are conditioned to think that’s all they’re worth. They grow up being told not to expect a better life,” Crawford said. “An ally can connect their circle leader with people in the community that can help them work toward their dream.”

Living in poverty usually comes with layers of trauma including abuse, domestic violence and mental and emotional damage.

So there's more to breaking the cycle of IGP than an increase in salary. Circle leaders undertake a massive mindset change that allows them to dream big and work toward a better future.

If a circle leader doesn’t graduate in 18 months, they can keep attending, as long as they’re participating. Nationally, the average for graduating from the Circles program is three years.

Not only do circle leaders come back to

be allies, recently one was appointed to the Circles Salt Lake board of directors.

“It was important to us that we weren’t just talking about poverty, that we had someone who could contribute to that conversation,” Crawford said. “Having somebody who’d recently experienced poverty to be able to give us input on the decisions we make was critical.”

Crawford has big goals for the upcoming year, hoping to get 25-30 circle leaders enrolled in the program. Because each circle leader has two allies, Crawford is looking for 60 people in the community to become allies.

“I would love Utah to set the example of how a program gets participants independent of government services and breaking that cycle of poverty,” said Crawford. l

learfield Mayor Mark Shepherd understands it’s not enough to rehab a city, it needs to be recreated. Over the last few years, Clearfield City officials have worked to create a place that attracts vibrant businesses and residents.

It must be working because the city was recognized by Fortune magazine as one of the best places to live for families.

Listed at number six, Clearfield got high reviews for its location, diversity, high school graduation rate and quality medical facilities.

“People have ignored us forever,” Shepherd said. “We were a city that in essence had died. The businesses, the people, everything was going to cities around us.

We were probably the low-income capital of Davis. We just lost our place and it took bringing it back and having people pay attention. We were committed to making some changes and making this a much more inviting place.”

With its proximity to the Wasatch Mountains and the Great Salt Lake Shoreland Preserve, Clearfield attracts hikers and bird-watchers to its many trails. The city also provides activities for senior residents with classes like art and yoga, and offers many senior living centers.

Clearfield celebrated its centennial birthday this year and leaders created several events to get residents excited about living in the city.

“We challenged our communications department to really do some fun family events, so we started that with our glow party on the bridge,” Shepherd said. “It’s those kinds of activities that we’re trying to bring back to the city and get people involved.”

The glow party was held on the Center Street Bridge, which was closed for the event. Nearly 2,000 participants wore glow sticks and danced until 11 p.m. Additionally, the annual paint the bridge Fourth of July celebration invited the public to paint stars on the bridge, and a back-to-school part on the bridge featured bubble guns and foam that covered the entire bridge.

It’s not just the interactive events that earned the city its ranking. City officials are dedicated to growth with the approval of thousands of housing units, including 200 single-family homes.

“We’ve gone more dense than any other city,” he said. “In the last four years, we have approved, built or entitled 4,000 housing units, which for a city of 35,000 is an enormous bump.”

for. They’re getting a great education and doing wonderful,” Shepherd said. “While we might not have the highest percentage of graduations in the county, although we’re pretty close now, we did have the highest number of students who graduate from high school that went on to finish college.”

Developing a relationship with Hill Air Force Base has benefited both parties as Clearfield is the west gate for the base.

The Falcon Hill Aerospace Research Park,

located in Clearfield, has more than 1 million square feet of commercial development, covering 550 acres.

Shepherd has been dedicated to growth in Clearfield for many years. He is completing his ninth year as mayor but he also served for nine years on the planning commission and six on the city council.

“We get overlooked a lot because we’re an older city,” Shepherd said. “But I really truly believe we have a great place to live.” l

Centerville approves traffic-calming measures for 400 East intersection

By Linda Petersen | lpetersen@mycityjournals.com CENTERVILLE—After the city commissioned an independent study of the 400 East/ Chase Lane intersection, the Centerville City Council has approved some changes that are aimed to make it safer for the homeowners who live adjacent to it. At a Sept. 20 council meeting, Jeremy Searle with Wall Consultant Group shared some of the findings from the study.

There has been a pattern of accidents involving vehicles going through the intersection and entering neighboring private property, he said. The study included details of three of those crashes including one this year where a speeding vehicle went through the stop sign and hit two fences and some trees. In a 2019 incident where the vehicle’s brakes failed, the vehicle went through the intersection, drove through the fence of the property owner, and then flipped onto its hood. In 2018 a vehicle hit some ice, went off the road and struck a utility pole.

In the public comment portion of the meeting, homeowner Julianne Zollinger expressed appreciation for the support of city officials and staff and to city officials for having the study done. The property owners’ initial idea prior to the study was to put in boulders along the park strip but that would cost the property owners more than $10,000 each, she said. While the city has a legal obligation to motorists, it also has the same obligation to property owners, she added.

“The city has known this intersection to be dangerous for over 50 years,” she said. “In fact, before the 1980s there was a barrier in that park strip. It prevented accidents from breaching the property line.” That barrier was removed for unknown reasons, she said. Zollinger said since her family bought the home in the 1980s, they have had 10 accidents that have breached the property line.

“This is a known defective, unsafe or dangerous road,” she said and expressed support for curb extensions.

During a long discussion on the issue, council members had varying opinions on the effectiveness of several options such as reducing the speed limit in the area and barriers in the city’s right of way.

“I’m trying to balance community safety with community maintenance and administration – it’s what we’re all trying to do, I think,” Councilmember Spencer Summerhays said.

City Engineer Kevin Campbell did not support installing barriers in the city’s right of way.

“They’re not designed for a head on collision,” he said.

on some of its projects and donate them to the property owners.

In the end, the changes the council approved include modifying the existing stop sign to be a flashing stop sign and traffic-calming devices including installation of a speed limit rider feedback sign, a flashing “stop sign ahead” sign and flashing double arrow sign on the north side of the intersection of Chase Lane and 400 East.

They stopped short of implementing some other more high-cost remedies suggested by the consultants in their findings. These included installing different barrier types, curb extensions, moving a utility pole across from 400 East, constructing a raised crosswalk, installing bump outs, or installing a mini-roundabout or even aligning the intersection with 300 East.

City council members said they would need a lot more information from staff members before pursuing those options.

“I’m very comfortable saying we pull the trigger on signs,” Councilmember George McEwan said. “We see what the impact of that is, and if additional things are necessary, you move forward with that, but I don’t want to put too many variables into this.”

The city council has approved funding of approximately $15,000 from the city’s reserves to pay for these upgrades. The study cost an additional $5,000.l

Centerville leaders dissolve community foundation Linda Petersen | lpetersen@mycityjournals.com CENTERVILLE—With the approval of city leaders, the Centerville Community Foundation has broken at least some of its ties with the city. For all of its existence, the foundation which has been around for more than 18 years, has existed under the umbrella of the city and has utilized its 501(c)(3) nonprofit status.

The foundation has raised funds for city events such as Police Week, July 4 activities and suicide prevention efforts, Foundation President John Hollingshead told Mayor Clark Wilkinson and members of the city council at an Oct. 4 work meeting. (Wilkinson, Councilmember Bill Ince and City Manager Brant Hanson are all members of the Community Foundation Board.)

The action to separate from the city was initiated by the foundation board after a Sept. 27 meeting at which the board decided that the foundation should go its own way. At that meeting, Hanson, who serves as the foundation’s treasurer, told the board that he and Hollingshead had been studying for more than a year how to help the foundation evolve. Becoming its own nonprofit was the best way for the foundation to proceed, he said.

The community foundation could go beyond supporting city projects and bring the community together. Whether it’s food security for children or whether it’s community events, it can go well beyond just collecting donations.”

The foundation would still maintain a close relationship with the city, he said.

“We still feel there’s a need for the city to have a strong connection and so the board members would be made up of elect-

ed officials so there’s still that connection with the city, but it doesn’t necessarily mean the city is running it,” he said.

Hanson said having the foundation aligned with the city was in some instances duplicating efforts and creating an extra level of liability It is possible that the city could donate to the foundation to help its efforts, Hanson said.

The foundation’s board then voted unanimously to pursue this action.

Hollingshead and Hanson subsequently presented their findings to the city council in the Oct. 4 work meeting and asked for their support in moving forward.

“I feel very positive; I think it is going to be helpful for everybody,” Hollingshead said. “The current board is very positive;

they feel good about going forward in this new direction. They think it will be a service to the youth; it will be legally more positive, and they are all on [board].”

“What our purpose is is to represent the city, provide organizational help, manpower and additional funding for city projects that will enhance the overall health and wellbeing of our great citizens,” Hollingshead said. He indicated that the foundation intended to maintain a close relationship and to continue to support the city’s community projects.

“Our function and our desire is to always be in communication so that if there are projects that you want done, we will continue to look to you for recommendations, and we would like to stay aligned in terms of our direction but still have the legal separation,” Hollingshead said. “I think it would be great for the city so that there may be a few less liabilities that are currently inherent and still serve well together.”

At the city council’s regular meeting which followed, the council voted unanimously to dissolve the foundation. The foundation will now not be subject to any governmental transparency laws, City Attorney Lisa Romney said. l

The inaugural Jordan River celebration highlights the work being done to preserve the waterway

lowing through the center of the Salt Lake Valley, the 50mile long Jordan River has experienced a revival over the last 10 years. As one of the major tributaries to the Great Salt Lake, the Jordan River has become the focus of conservation and preservation efforts.

The Jordan River Commission will celebrate and recognize people and organizations who have spurred the resurgence of the river at an event on Thursday, Nov. 10 from 4-8 p.m. at the new Zions Bancorporation Technology Center (7860 S. Bingham Junction Blvd.) in Midvale.

“It’s going to be a multifaceted event with tours of the parkway, with art, with music, with dinner and recognition of these special contributors to the work we’re doing to improve the parkway and make it more accessible,” said Soren Simonsen, Jordan River Commission executive director. “We want to open up opportunities for education and arts and expression.”

The inaugural event will feature a tour of the Zions campus and Jordan River Parkway, including a bike ride to the Big Bend Nature Reserve. Participants are encouraged to bring their own bikes, although some bikes will be available on site. The tour is free and open to the public from 4-5:30 p.m.

Following the tour, a celebration dinner will recognize Jordan River champions who are dedicated to improving, preserving and restoring the river and the parkway. Tickets are $30 and seating is limited. Ticketing information is available on the Jordan River Commission’s social media pages or at JordanRiverCommission.com.

We’re hoping this will be a magical evening that focuses on the river in a location that’s really beautiful and overlooks the river,” Simonsen said. “It's a brand new facility and is connected to the Jordan River Parkway.”

The new Zions Bancorporation Technology Center promotes biodiversity and provides additional habitat for the river.

Zions has incorporated a bike share program so employees can use the parkway to bike to work. Artwork in the building focuses on the beauty of the area.

During the event, the Center for Documentary Expression and Arts will present photo documentary work created along the Jordan River.

The Jordan River flows through three counties and 16 cities, with each section adding different attractions. Boat launches, nature walks, stormwater treatment and bird sanctuaries have brought attention to the river which connects Utah Lake to the Great Salt Lake. Keeping the river healthy is one of the ways to help the Great Salt Lake.

“It’s hard to talk about the Great Salt Lake without talking about its tributaries. Obviously, when you see the really low water levels of the Great Salt Lake and you see the low water levels of some parts of the Jordan River, it’s easy to make the connection,” he said. “We’ve used the focus on the Great Salt Lake to remind people that the Jordan River is part of the solution to what’s ailing the lake. This is a good opportunity to raise awareness about that.”

“There’s a lot that’s been accomplished and you can see a lot of momentum around the river right now,” Simonsen said.

Small businesses drive Utah’s economy

November is National Entrepreneurship Month, a time to celebrate the entrepreneurial spirit that powers Utah’s economy.

Nowhere is entrepreneurship stronger than in Utah’s small businesses, which make up 99% of businesses in Beehive State. Of these small businesses, nearly 98% are very small, with fewer than 20 employees.

Despite their size, small businesses have a big impact on the state’s economy. They employ nearly half of the state’s workforce, and an even larger share of workers in rural communities.

Small businesses drove Utah's economic rebound from the pandemic, which surpassed every state but Idaho. From Feb. 2020 to July 2022, Utah had 6.2% employment growth, compared to 0.02% nationally.

This job growth was generated largely by small business. During the first year of the pandemic, small businesses added 29,432 net jobs to the state’s economy.

And from March 2020 and March 2021, small businesses accounted for 6,003 out of 6,589 net new business openings.

Thanks to enterprising small businesses, most industries have added jobs over the last year, with only two of 11 sectors losing jobs. Utah’s 2.1% employment rate remains among the lowest in the nation.

While Utah firms face the same inflationary challenges and supply chain issues as their counterparts in other states, they are uniquely benefiting from strong in-migration. Last year the state saw its highest net migration since 2005, with an

influx of 35,000 new residents – roughly the population of Tooele.

Additionally, Utah is outperforming the rest of the nation in bringing people who quit their jobs during the pandemic back into the labor force. The Beehive State’s labor force participation rate is 68.1%, compared to 62.1% nationally.

Discovery Education offers teachers and students rich science resources

By Becky Ginos | becky.g@davisjournal.com FARMINGTON—Students in the Davis School District will now have access to a suite of science content through the Discovery Education Science Techbook series that was selected by the district for classroom use in grades 7-12. The program provides rich science resources through the use of digital tools that offer teachers a new and exciting way to introduce students to science.

“Every 10 years we have to review our science material,” said DSD Director of Teaching and Learning Belinda Kuck. “The license expired in 2022, so we started looking for new resources for teachers and students a year ago.

We surveyed parents and teachers and had a focus group about what we needed in a new product.”

The district wrote an RFP and had several submissions, she said. “There were two rounds. We went through the first round and chose five vendors to take to round two. The committee wanted to see a demonstration and the Discovery product was the winner.”

It teaches core sciences integrated in seventh to eighth grade curriculum in earth science, biology, chemistry and physics, said Kuck. “We implemented it with teachers in August so that it would be ready to go for teachers and students on the first day of school.”

The core content of science, biology and earth science gives students a deep, robust resource of content knowledge, she said. “They can look at science and engineering practices and apply it and learn what a scientist or engineer does.”

This tool supports teachers in learning the aspects of the three dimensions mission in STEM, said Kuck. “Those are to create wonder, implement a sense of the world around us and strengthen their problem solving muscle.”

It’s hard to always find material to use, she said. “This has lots of examples of scientific phenomena, labs, demonstrations and models to help students make sense of the phenomena.”

It is task and demonstration based, said Kuck. “It’s not just rote memorization. Students gain the skills and knowledge they need to get to the problem.”

The digital product is delivered through the Clever portal, she said. “It is authenticated by our online learning. Teachers and students are assigned a course number that shows this course product goes to this course. Students access it through Canvas.”

It’s been great, said Kuck. “We haven’t had any technical difficulties that weren’t human error. Learning how to use new teacher

resources such as videos, models and demonstrations take some time. Every week it’s increasing. We’re going to get there.”

Implementing new resources takes a lot of work, she said. “But we have rock star teachers. We had a show and tell at training and a teacher at a junior high blew everyone away with what she’d created. It got everyone excited about how they’re using it.”

The experts are the teachers, said Kuck.

“We want to leverage their expertise and

knowledge. The best is when they work together and they share.”

Discovery Education has been great to work with, she said. “They have a fantastic team. It’s truly a partnership. They make sure the needs of students and teachers are being met. That’s the best kind of partnership to have. We feel great about our choice.” l

School board president works to keep students in mind

By Becky Ginos | becky.g@davisjournal.com BOUNTIFUL—From NFL referee to school board president, John Robison has pretty much seen it all. He’s been in education for more than 30 years and started as a baseball coach at Woods Cross High and coached at Davis and had an opportunity to become a referee for some supplemental income.

“When I started refereeing I hadn’t considered the NFL,” he said. “I had my sights set on college. Then a friend suggested I apply to be an official in the NFL. I thought ‘what the heck’ and started the process.”

He was a referee in the NFL for 10 years. “Nine out of the 10 were playoff games,” said Robison. “Friday I’d get on a plane, do a game and come home and be back in school Monday morning.”

Robison said they’d meet for three to four hours and watch a lot of film. “Three hours before the game they’d bring out 24 brand new footballs.”

Everyone had security guys right there with them the whole time, he said.

“One time in Chicago the security guard tackled a guy because he was coming after me. I got death threats four or five times.”

Now Robison sits on the Davis School Board of Education. “I retired from the

district in 2014,” he said. “I love education. My wife is an educator and three of my daughters are educators.” Then someone approached him to run for the school board. “I’ve served six years as president,” he said. “It’s a four-year term. I started in 2016 and took the oath in 2017. I was reelected in 2020-2021 and have two years remaining. I’m glad I ran, I’ve loved it.”

The board’s mission by state statute is to establish policy and write and modify policy, said Robison. “We’re charged with making sure policy is followed. We’re over the budget and making sure money is being managed appropriately and responsibly. We’re also over the superintendent and business administration and evaluate them. Day to day they run the district and keep us up to date.”

During public comments at board meetings, the board cannot respond, said Robison. “At the beginning I read the rules they must follow. The board can ask a question of the public but at that time they will not get an answer from me but we’ll get a hold of you.”

A big challenge the board faced was how to return to school after COVID. “We had to make the decision whether to go full day, half day, hybrid or virtual.”

Schools are a place where children are taken care of during the school day, he said. “Schools fill the void of helping parents. A small percentage want us to raise their kids. Some say ‘from 8 to 3 he’s not my kid – he’s yours,’ but that’s very rare.

That’s the reality of society. It fills a void, an important void.”

Social media is also a difficult challenge for the board, said Robison. “One Facebook post and our inbox is filled with the same questions. It’s an issue someone brought to you. You don’t know anything about it, you just saw the post. It loses its value if it’s not impacting a child but was just picked up through Facebook.”

Robison said he answered a thousand emails one weekend over the hybrid schedule. “The vast majority didn’t have the information.”

The pandemic had a huge impact on teachers, he said. “The governor came out, the health department came out and did what they had to do. Third grade teachers taught all day long then at night worked with a child online. We all know how tough the pandemic was for us but that pales to what it was for them.”

Robison said he’s excited about the direction the district is taking. “We’re do-

ing so well. Dr. (Fidel) Montero has the core interest of kids and teachers. We’ve got an amazing superintendent. He became amazing on day one. He’s always thinking of the best interest of the kids. We’re in good shape.” l

ominations are now open for the Utah Jazz Most Valuable Educators, presented by Instructure, the Utah-based creator of the Canvas Learning Management System.

The public is invited to nominate local teachers who make an impact at their school, in their community, and who inspire students.

The appreciation program will honor 14 educators throughout the 2022-23 Jazz regular season with the first recipient announced on Friday, Nov. 18 at Vivint Arena (301 S. Temple) during the Jazz home game against the Phoenix Suns.

Donated dentistry program celebrates 10 years of giving patients back their smile

By Becky Ginos | becky.g@davisjournal.com KAYSVILLE—A program that has provided more than $1 million in dental services celebrated 10 years last month of helping those who might not otherwise receive the oral care they need. The Pantry Smiles donated dental program is a partnership between Davis Technical College (DTC), Weber State University (WSU), the Bountiful Community Food Pantry and area dentists and hygienists.

“Both Lorna (Koci) and I were on the board of directors for the food pantry,” said Jim Guinn, a dentist who helped start the program. “We saw people with a terrific need come into the food pantry who didn’t have the resources for it (dentistry). We got some money from the Bountiful Food Pantry and some federal and private grants to do this. We never charge money for anything we do.”

It’s for people whose household income is less than 150 percent of the Federal Poverty Level, he said. “People who don’t qualify for Medicare or Medicaid are falling through the hole here.”

It’s all volunteer and it’s pretty much stayed that way, Guinn said. “We do all facets of dentistry except implants.

Specialists prefer that we refer them to their office. We reimburse the doctor for overhead, salary for assistants and materials. The dentists have been very generous in seeing our patients.”

“Pantry Smiles started out with two dental chairs,” said Cathy Turnbow, Pantry Smiles Clinical Director.

“Students didn’t get to practice with only two chairs.

From that it became so busy we went to four chairs and

now we’ve grown to 10 chairs because we utilize it.”

Not only do patients benefit, it’s been a great learning experience for dental students at DTC. “I call it work based learning,” said Cathy Turnbow, Pantry Smiles Clinical Director. “They only train students on manikins so when they go to an office there’s a learning curve so they’re further behind. This gives them the experience of working on real mouths with real saliva.”

It also helps students with community involvement by giving back, she said. “DTC President (Darin) Brush calls it Community Centric Education. Other technical schools have nice facilities but they don’t do dental work on a regular basis.”

WSU hygienists come twice a month, said Turnbow.

“It gives the students a chance to learn about working with a hygienist. The hygienists love working with Pantry Smiles. At school they have to get their own patients.

When they come here there are patients waiting.”

Celise Herlin graduated from the dental assistant program at DTC two years ago and now she is a full-time instructor. “It’s so nice,” said Herlin. “They’ve been using a manikin but it’s helpful to practice their skills on real patients. Our patients are so patient with them. It’s a win, win for everyone. The dental assistants need practice and the patients need dental work.”

Patients come in for an initial treatment plan, she said. “We get to know them and find out their back story.

over. Meeting people from everywhere is pretty fun.”

Davis County Amateur Radio Club going strong after more than 30 years

F

or more than 100 years, amateur radio has played a part in the country’s history. Since the first wireless telegraph club formed in 1908 at Columbia University, amateur radio continues to attract new enthusiasts to the unique form of communication.

Larry Claussen is the president of the Davis County Amateur Radio Club which has been around since the early ‘80s.

Back then, the club’s amateur radio operators (also known as “hams”) responded to emergency service situations, helping out when communication systems were down. It’s a role ham radio operators still fill today.

“We’re there to help people communicate when nothing else works,” Claussen said. “When something significant happens, good or bad, the first thing we do is grab our phones to tell people. As great and as wonderful as the cell phone companies have been for getting more connectivity out there, there’s always going to be that critical mass where all of sudden, things don’t work.”

With 200 active members in the club, amateur radio operators assist in several ways throughout the county. Members directed parking lot traffic during the Davis Marching Band competition, helping relay information to participants and spectators. The club also helps with communication during the Bountiful Handcart Parade each July.

Lisa Cook has been with the club for five years. After living in Bountiful for 30 years, Cook now lives in Fruit Heights and serves with the Davis County Amateur Radio Emergency Services group.

“When we had the windstorm, I was sitting in a church

parking lot, helping to request trucks,” Cook said. “During the windstorm that morning, the cell phones weren’t working right. The reliable communication method was radio. Our technology works when nothing else does.”

Cook considers herself one of the babies of the club.

As a math teacher in Davis County, she’s even lobbied to have ham radio operating accepted as part of the school curriculum. She works with beginning operators, getting them comfortable talking on the equipment.

Club members meet on the second Saturday of each month to practice working together and learning the how-tos of the amateur radio community. Knowing when to talk and when to listen, getting familiar with the war wagon where portable equipment is stored, studying for the FCC licensing exam and learning how to send radio grams are just a few topics covered.

“We practice what we’re doing so there’s discipline,” Claussen said. “The amateur radio community is a fairly significant community around the world. We get to know each other and in times of disaster we can act to get messages into the affected area and out of the affected area without using the standard infrastructure.”

Radio grams are popular in the radio community and are similar to old teletype messages. The radio gram bounces from one operator to another until the message gets to the right person, all using only the radio network.

Emergency service training is ongoing so club members can assist law enforcement with communications. By providing equipment, talking regularly with the sheriff’s depart-

Fifth Teen Center opens at Layton High

By Becky Ginos | becky.g@davisjournal.com LAYTON—What started out as one Teen Center at Clearfield High has now grown to five with the latest opening last month at Layton High. Three other centers recently opened at Mountain High, Northridge and Renaissance Academy and a sixth will soon be completed at Woods Cross High.

Teen Resource Centers serve at-risk students, some experiencing homelessness, by providing a quiet place to study, do laundry, shower, eat and meet with counselors who can connect them with the services they need to be successful in school.

The Connection Center at Layton High was built in a repurposed space inside the school so students can access the facility before and after school or as part of their class schedule. The center also has a full community food pantry. Layton High students raised more $60,000 for the center.

“Good people are doing good things,” said School Board Vice President Marie Stevenson at the ribbon cutting ceremony. “Students recognized a need. It’s amazing how they’re looking out for their peers. This center will rewrite the story for many students’ lives.

It provides acceptance and a place to go when the storms of life are too great.”

Stevenson compared it to an experience she had at Bear Lake. “I came to a stream and it was too wide for me to jump across,” she said. “I noticed a flat rock in the middle of the stream where I could cross by stepping on the stone. I wondered who put that there. I thought about the teen center and how students who have gone before can leave stepping stones so that other students can cross. It will change people’s lives for the better and for the good.”

“The first of the year we went to each business and asked for a donation to get us started,” said student body officer Todd Bowden. “It really brought the school together. It was an important cause to unify the school. It gave me a

new perspective on this. I put in a lot of money and my friends put in a lot of money. It’s an important part of the school that will change people’s lives.”

Davis Community Learning Center Teen Center Director Jenica Whitworth started as a family advocate at Clearfield High. “It gives them a safe place to come and tell their story to a trusting adult,” she said. “There are family advocates at each center. They have a bachelor’s degree and are trained in trauma informed practices to hear the students’ story and get them the resources they need. They respond to each student and give them individualized services.”

When the Teen Center at Clearfield High opened we had students who were not looking at a post secondary degree, said Whitworth.

“When they came to the teen center they helped them fill out FAFSA forms and made other resources available. Now some are enrolled at Weber State. It’s an amazing trajectory for them and their families.”

There are 33 students at Layton High who are experiencing homelessness. “Student homelessness is a quiet, but pervasive issue in Davis County,” said Jodi Lunt, executive director of the Davis Education Foundation. “These children lack access to the very basic essentials that we all take for granted. Teen centers help to provide students in need with those essentials, while maintaining their safety and dignity. More than anything though, they facilitate hope and connect these kids to a caring adult who can help navigate their challenges.”

“These are the kids I think about when I try to sleep at night and sometimes I feel so helpless,” said Superintendent Dr. Dan Linford. “This teen center will help me not feel so helpless. At Davis School District our motto is ‘we make dreams come true.’ Thanks for helping us make our dreams come true.” l

District now offers Military Educational Therapists

By Becky Ginos | becky.g@davisjournal.com FARMINGTON—The Davis School District Student & Family Resources Department offers several programs to help connect students and families with the resources they need. They have four fulltime Integrated Educational Therapists (IET) that rove throughout the district working with all the schools to provide services that meet the needs of students without benefits. Through a partnership with the military, they now provide Military Educational Therapists (MET).

“In the spring the military came with a pot of money to have a program,” said Casey Layton, District Director of Responsive Services, Crisis Response Team Secondary Case Management. “It’s for military families whether they have a military background or are serving.”

It’s not just the Purple Star schools, he said. “There are two military family advocates that will be roving through the district to all branches of the military, not just the Air Force. They’ll also work with special education students and those with a 504 or IEP.” The advocates will provide brief therapy stabilization and group therapy for students who have experienced constant moving and are always new to the area, said Layton. “We’ve got a lot of agencies to help with this. We meet as an organization with school principals, school counselors and counselors from the base to identify the biggest need and how to serve

them (students). We might decide the Military Family Life Counselor (MFLC) would be best to meet with and we’ll work with the military liaison to do what’s best for kids.”

The department also works with nonmilitary students and families. “We’ve added family service workers to connect families to resources at the elementary level,” Layton said. “We have provided advocates and personnel staff at the Teen Centers. I’m really excited about what they have to offer. It’s Maslow’s Law, where do you go for clean clothes and a meal?”

IETs make eight to 10 visits and one to two stabilization visits, he said. “We facilitate those and manage their caseload.”

There’s a lot of responsive services out in the community and in the school setting, said Layton. “It’s exciting. The superintendent and school board find funding for these programs. We’ve been working for the last five years to get going in this area. We’ve always wanted to but didn’t have the means. We’re helping a lot of kids.”

Veterans serve to protect the freedoms Americans enjoy

By Becky Ginos | becky.g@davisjournal.com BOUNTIFUL—Veterans Day is a time to remember those who have served or are serving in the military to protect the freedoms Americans enjoy. Not only do they serve but so do their families back home as they often spend several months or even longer away from them.

“He hasn’t been deployed but he had to have his bags packed just in case,” said Jenna Harker about her husband Jon. “That’s just kind of the game.”

Jon has been in the Army reserves since 2008, she said. “He’s a Medic E-5 and working on becoming an E-6. We got married in 2014 and have a 6-year-old daughter.”

Harker said Jon speaks fluent Spanish so he goes on humanitarian missions to other countries to translate and check on people’s health. “He was in El Salvador for a month or so.”

He was active for almost a year and stationed in El Paso, Texas, said Harker. “It was the longest time we’d been a part. Our daughter is used to it. She knows that dad has two jobs and on the weekend he does drills and flies somewhere for the military.”

“I joined in 2008 mostly because I didn’t like my job and I needed a change,” said Jon. “I was 24, so a little older. I was smart enough to know what I was getting into. It’s been a wonderful experience.”

There’s always the fear of being deployed and gone for a year, he said. “Or worse, getting killed when you’re married and have a family. It’s hard, your husband or wife gets pulled into it. They go through the stress just as bad as the service member.”

Retired U.S. Army Col. Kathleen H. Switzer has experienced both sides as a military wife and as a service member herself.

Two out of her three children are also in the military. “We’re quite a military family,” she said. “I’ve had a conventional private life but my work life has been non conventional.”

There weren’t a lot of opportunities for women in the military year ago, said Switzer. “When I was in high school I had aunts who were in the nursing Army Corps in WWII. I thought I would join the nursing core. I also wanted to be a lawyer but in the 1950s that was not an option for me.”

Switzer married a military man and she became a military wife. “For the first 40 years of my life I moved all over the next 40 years I lived in Bountiful.”

She worked as a civilian nurse as her children got older, said Switzer. “I was able to return to the plans I had 15 years earlier.

In 1979 they started opening up for women to serve in the military.”

Switzer went into the nursing Army reserves. “My children were raised,” she said.

“I decided against active duty so I joined the reserves at Fort Douglas. I was deployed to

the Persian Gulf from 1990-1991. My husband sent me off just like I sent him off.”

In the meantime, Switzer had finished law school. “I was a dual lawyer and nurse,” she said. “I was stationed in Germany. I was part of the active duty contingency plan for receiving a high level of casualties.

Fortunately there were not nearly as many as what we expected but it became the model with plans in place to accomplish those things.”

It was an intense experience in Germany, said Switzer. “It gave me an appreciation for the kinds of people who serve in the military.”

When Switzer came back she retired as a Colonel. “I was the first woman com-

mander of a brigade training medics and LPNs.” Pete Sarris grew up living in Centerville and Bountiful and served in Desert Shield and Desert Storm from 1989-1991.

“I’ve wanted to be a Marine since I was 8 years old,” said Sarris. “So I joined the Marine Corp and was deployed overseas to Asia, Japan, the Philippines, Tokyo and more.”

Sarris said in 1990 when the war broke out he was one of the first ones to go to Saudi Arabia. “It was quite an experience. Preparing for war is just about as big a rush as being in war. We created a lot of diversions for what we were doing.”

When he did get deployed, Sarris was part of the 1-9 Walking Dead. “That was only done in wartime,” he said. “They were some of the craziest people but they were good at what they did. I was good at what

I did. I was used to being around hot situations.”

He was also one of the first ones to liberate the Kuwait airport and Kuwait city.

“They were happy to see us.”

Sarris said he came home with some PTSD issues so he’s focused on helping other veterans. “I take vets sailing. We’ve sailed by the Statue of Liberty and done some pretty crazy stuff. It’s saved my life volunteering my time.”

Jenna Harker said it’s hard to see the divisiveness in the country. “People are against the military but when we’re going to war it’s a whole different story. They say ‘where’s our military?’ They should support them and realize they’re there to help to make our country safe. They join to do good for the country. It’s hard for sure.” l

ayor Tammy Tran recently conducted the swearing in ceremony for Kaysville’s newest Youth City Council members. She expressed appreciation for these members that participate in activities with the City Council throughout the year and learn about city government.

The members are as follows: Holly Francis, Mayor; Ben Anderson, Mayor Pro-Temp; and members Maggie Scott,

Members attend Davis and Farmington High Schools, and Centennial and Kaysville Junior High Schools. Students are selected based on their experience in leadership, commu-

Local woman’s business is all about the fit

By Becky Ginos | becky.g@davisjournal.com LAYTON—It may not be a topic most people would talk about in mixed company, but it is something all women deal with – getting a bra that fits. A local woman has made it her mission to help women find what they need so that they are more comfortable and confident.

“If they have a bra that fits, they feel better and their clothes look better,” said Courtney Killpack, owner of Bra Fittings by Courtney. “I stumbled upon the industry. While I was in college at UVU I had a job at Nordstrom’s in the lingerie department. I had a clientele that would come and only see me.”

Most women don’t even know how to fit, she said. “They learn from their moms who learned from their moms. Things have changed in 25 years. There are new brands that are empowering to women.”

Killpack said she quit Nordstrom's after college. “When I started having kids I was at home and got bored. I was trying to find something to do and I loved fitting bras and I was naturally good with educating people. So I set up a shop in my

house in Kaysville five years ago.”

Over the years it’s just continued to grow, she said. “After two and a half years we realized we needed a larger home. There were bras everywhere. In 2020 we moved to Layton.”

Then the pandemic hit and the business had to shut down for six weeks, Killpack said. “It was actually the biggest year for us because all of the department stores had stopped because of COVID.” The company recently won the Intima Award in France. “We won for fan favorite,” said Killpack. “It was for engaging the audience on social media. I went to New York in July to accept the award.”

Killpack’s shop carries a wide range of bras from nursing to prosthetics. “Pretty much anything you need we have it,” she said. “We have all the sizes in the world. Most people don’t carry that many. Most of them I get from Europe. They’re brands you can’t find easily. I want it to be a bra destination where women can come in and find beautiful things.”

Women should get a new bra every nine to 10 months, she said.

“People lose weight, etc. or the bra wears out.”

Although it might seem intimidating to come in for a bra fitting, Killpack said she tries to make it a good experience. “I have an outgoing, warm personality. We make it a safe, welcoming space. We have fun and comfortable music. There’s a good vibe here.”

At first Killpack said her husband thought it was weird. “But then it turned into a positive experience.

It’s something every woman needs.

It’s taught my kids to work hard and if they have dreams they’re passionate about they can do it.”

Killpack said she never thought she’d be this successful. “I love helping people feel good about themselves.”

Barking up the wrong tree

M

y dog Jedi started barking at cars. All the time. I don’t know why but my best guess is she a) hates cars, b) loves cars, c) wants to scare cars or d) she needs a ride to Petsmart to pick up some jerky treats and tennis balls.

I stop her from dragging us both into traffic by creating a distraction, usually with yummy treats. I tell her to look at me, hoping to snag her attention away from the tempting Hondas and Toyotas with their tantalizing and rumbly engines.

Sometimes she continues flinging herself toward cars but once she realizes a treat is coming, in the form of mozzarella or pepperoni, she usually stops barking and waits to be rewarded. Not really rocket surgery, but it works.

Someone suggested Jedi’s barking could be a reaction to stress which is probably true because we’re all as stressed as a Yellowstone bison being approached by human-shaped idiots.

Jedi also feels the urge to run outside at 3 a.m. to bark at neighbor dogs, tree shadows and (probably) aliens. Her woofing seems to be important. It’s like breaking news in the canine world.

I can’t yell at her to be quiet because then we’d both be barking at three in the morning. Plus, she’d translate my yapping as, “You are doing such a good job at howling, Jedi. Please, continue louder. Some neighbors might still be asleep.”

Once the noise levels drop, I check social media where barking has been elevated to an Olympic sport. Viral TikToks catch people in the act of snarling at each other. Twitter feeds show a slow regression back to our caveman roots where everyone spoke in grunts and howls.

that baloney. Restaurant guests bark at the waitstaff, which usually ends with a footprint on your waffle. Y’all bark so much, I think some of you might have rabies.

Dogs bark because they’re excited, hungry, bored, scared, tired, playful and frustrated. The trick is to distract them and teach them a different way to communicate. Humans also need a different way to communicate, because barking isn’t working.

It doesn’t matter if you’re barking in fear or anger or fatigue, your message gets lost in the noise. Every time. Have you ever screamed at someone and thought, “Boy, I really think I got my point across. I feel so heard”? Yeah, me neither.

On the opposite end of the rainbow, my daughter had a teacher who only spoke in a whisper. The kids had to be quiet to hear what she was saying. It was kind of creepy talking to her because she’d forget she was talking to an adult and keep whispering.

Maybe there’s a happy medium between barking and mumbling. I know, let’s call it “civil discourse” where our conversations actually promote understanding and connection. Revolutionary!

Instead of talking to prove your point, can you kindly explain why you hate avocados, without melting into a puddle of sweat? Can you avoid the gnashing and spittle that comes with barking and just talk like a human being?

It might take practice but maybe if we calm down, our families will settle, our communities will rebuild and our civil discourse will improve.

Less barking, more listening. And lots of treats.. l
