Auto Registration and Driver Licensing By law, you have 30 days to get your Washington drivers license once you establish residency in Washington State. Applicants must show proof of identity and residence, including your out-of-state license. You must complete an application, pass a vision screening and demonstrate color recognition. After completing the steps above you won’t need to take a knowledge or driving test unless you have a medical or physical condition that indicates testing is required. The fee to transfer a valid drivers license from another state is: $45.00. Typically, your new license will expire on your birthday 5 years after it was issued.

When you move to Washington State, you have 30 days to title and register your vehicle. Once you do so, you will be issued Washington State plates. The state requires an auto inspection for out of state vehicles. This is done by the Washington State Patrol for a $15.00 fee.

Annual vehicle licensing varies by weight: 0-4,000 lbs: $43.75, 4,001-6,000 lbs: $53.75, 6,001-8,000 lbs: $63.75, over 8,000 lbs, please contact a vehicle licensing office nearest you.

Registration fees will also apply.

Certain counties in Washington State require emissions testing every 2 years. If you live in Clark county you may need to have your vehicle tested. Emission testing costs $15.00 for a two year period. One re-test is given at no extra charge. Certain hybrid vehicles that have an efficiency rating of at least 50 mpg for city driving are exempt from emissions testing.

Voting by Mail in Clark County In June, 2005, Clark County became a mail ballot county. All Ballots for future elections will be mailed to voters at their residential address or to any mailing address that the voter has provided the Elections Office. There will no longer be polling places where a voter can go to receive a ballot, except for the County Elections Office located at 1408 Franklin Street, Vancouver.

If you are temporarily away, including serving in the military, attending college, working outside the County, traveling or for other reasons, but consider Clark County your home of permanent residence, you can be registered to vote and request that your ballot be mailed to where you currently reside and receive mail. Your ballots for all elections in which you are eligible to vote will be sent to you until such time as you change the address where you receive mail.

Mail ballots will be available and mailed to the voters starting 20 days prior to an election. First class postage is required to mail your voted ballot to the Elections office and must be postmarked on the day of the election or earlier.
