As we enter into the warmth of summer, I wanted to take a moment to reach out and express my gratitude for the incredible community we have here in Lake Worth. Together, we have made this city a vibrant, welcoming, and safe place to call home. With summer upon us, I want to share a few important reminders and updates to ensure we continue to thrive as a community.
First and foremost, I encourage everyone to make safety a top priority. Our city is a wonderful place to spend time outdoors, but as we know, warmer weather can also bring added risks. Slow down, relax, unplug, and experience the beauty and charm of Lake Worth, Texas. Located in Northwest Tarrant County, the city is home to one of the most beautiful lakes in Texas – Lake Worth.
The 2010 US Census population for the city was 4,584; Texas Municipal League estimates the current population as 4,710. The city covers approximately 2.5 square miles.
Lake Worth was built in 1914 as a reservoir and for recreation. The lake property is owned by the City of Fort Worth, while the Tarrant Regional Water District controls the reservoir’s water rights.
The City was incorporated on February 19, 1949, and first adopted its Home Rule Charter in 1965. The Home Rule Charter was amended in 1968, 2003, 2008, and most recently in 2019.
The City operates under a Council/ Manager form of government with a City Council comprised of the Mayor and seven Council members. The term of office is two years with the terms of the Mayor and three Council members expiring in odd-numbered years and the terms of the other four Council members expiring in even-numbered years. The City Manager is the chief administrative officer for the city.
The City Council meets regularly on the third Tuesday of the month. Meetings are usually at 6:30 pm in the Council Chambers located at 3805 Adam Grubb Rd., Lake Worth, TX 76135.
The Administration Department is responsible for overseeing the management of day-to-day operations of the city including building permits, code compliance, inspections, communications, and municipal court. The Administration Department is comprised of the City Manager, Director of Finance, City Secretary, and Human Resources.

The Lake Worth Municipal Court is a Court of Record. Cases filed with the Court include traffic violations, Class C misdemeanors, violations of City ordinances, and parking violations that are punishable by fine only.
We are a Safe Harbor Court, which means that anyone may appear in court with an identification at any time to resolve their outstanding cases without the fear of being arrested for Lake Worth Municipal Court warrants.
We encourage individuals to contact the court to resolve their outstanding citations and take advantage of payment options available or set your cases for a future court date to speak with the Prosecutor or Judge. If you do not have the means to pay, you may request a hearing with the Judge to determine whether you are indigent or discuss alternative means to satisfy the judgment.

Your city continues to make great strides in public safety, infrastructure, and quality of life, and I want to take a moment to recognize the leadership and hard work that is driving this progress.
One of the most important efforts underway is the construction of the new Lake Worth Fire Station, which is on track for completion in August. Public safety is the foundation of strong communities, and I can’t think of a better way for Tarrant County to support Lake Worth than by partnering on a project that will enhance emergency response and keep residents safe. The City of Lake Worth’s leadership in making this happen is truly commendable, and I appreciate their commitment to ensuring first responders have the resources they need to protect our families.
Lake Worth continues to be a leader in strengthening public safety, supporting local families, and ensuring a high quality of life for residents.
Investing in the well-being of our students is just as critical. In partnership with the Regional Coordination Committee, Lake Worth secured grants to improve noise reduction at three school buildings, helping to create a better learning environment while maintaining strong support for NAS JRB Fort Worth. This project reflects the region’s commitment to both education and national defense, and I want to recognize the hard work of city leaders and the North Central Texas Council of Governments in making it happen.
Lake Worth continues to be a leader in strengthening public safety, supporting local families, and ensuring a high quality of life for residents. I look forward to continuing to work alongside city officials and the community to build on this momentum.

In 2024, the Lake Worth Police Department (LWPD) demonstrated exceptional dedication to the safety and well-being of our community, achieving significant milestones that reflect both their commitment and the collaborative spirit of our residents. Most notably, overall crime in Lake Worth fell by 4.5% this past year—a testament to the proactive efforts of our officers and staff members.
With more people traveling through our city than ever before, we spent the year doubling down on our efforts to ensure Lake Worth remains a safe place where life and commerce thrive. Our success is built on strong partnerships with the community, and we are incredibly thankful for the support we receive. We are also grateful for the dedicated men and women of the Lake Worth Police Department whose selfless service continues to make a meaningful impact in our city and beyond.
Throughout the year, LWPD filed 595 cases with the Tarrant County Criminal District Attorney’s Office, with approximately 49% (290 cases) being felony charges. These numbers reflect our unwavering commitment to holding criminals accountable and ensuring justice for victims. The breakdown of charges is as follows:
• 12 First Degree Felonies
• 32 Second Degree Felonies
• 91 Third Degree Felonies
• 155 State Jail Felonies
• 125 Class A Misdemeanors
• 180 Class B Misdemeanors
We take great pride in protecting our community from dangerous criminals, with a particular focus on felony-level offenses. By
prioritizing these serious cases, we send a clear message that criminal activity will not be tolerated in Lake Worth .
Beyond enforcement, LWPD remains dedicated to building strong relationships with our residents. In 2024, we surveyed approximately 2,000 individuals served by our department, and an astounding 98.54% reported being satisfied or very satisfied with the service they received. With a response rate of nearly 35%, this survey reflects the trust and confidence the community places in our officers.
To further enhance our connection with the public, we introduced a new texting service to provide real-time updates to individuals who call 911. This initiative enhances transparency and strengthens communication, ensuring residents feel informed and supported.
Despite increased traffic volume, Lake Worth experienced a 13% decrease in traffic crashes in 2024. Our officers prioritize traffic enforcement in high-crash areas, helping to prevent accidents, reduce injuries, and save lives. By maintaining a proactive presence on our roadways, we strive to ensure that every driver, passenger, and pedestrian reaches their destination safely.
Robberies in Lake Worth fell by 50% this past year, reinforcing our commitment to preventing violent crime. While robberies are rare in our retail-centric community, they remain a top investigative priority for our department. In 2024, LWPD detectives solved every robbery case, bringing justice to victims and ensuring accountability for offenders.
Additionally, thefts decreased by 13%, largely due to our ongoing efforts to combat retail crime. We hosted two organized retail crime roundtables with local businesses, strengthening public-private partnerships and sharing critical information about emerging theft trends. Targeted enforcement operations, such as “Operation Claus and Effect,” focused on identifying and arresting habitual retail thieves, contributing to a safer shopping environment for everyone.
Burglaries in Lake Worth fell by 22% in 2024, with only 21 incidents reported citywide. Our goal is zero burglaries, and we actively patrol all areas of the community to deter crime and catch potential offenders in the act. We also rely on the vigilance of our residents, whose reports of suspicious activity have played a crucial role in our success. When the public and police work together, the entire community benefits.
At LWPD, our mission is to serve as partners in safety, working alongside our community to create an environment where families can flourish and businesses can thrive. The 4.5% overall crime reduction in 2024 is not just a statistic—it is proof that our collective efforts are making a difference.

North Texas is known for its ever-changing weather conditions. Violent thunderstorms may strike in an instant. Lightning, tornadoes, downbursts, hail, high winds and flooding are all dangerous by-products of thunderstorms that pose a significant threat to Lake Worth. The Spring season in North Texas can be one of the most significant when it comes to severe weather. Start preparing now so you and your family are ready for the often-unpredictable weather.
Do you have a preparedness kit at home? If not, begin looking for some of the items below and keep everything together in one specific place that everyone knows.
• A three-day supply of water (one gallon per family member per day)
• Three days’ worth of nonperishable food (replace every six months)
• One change of clothing and footwear per family member
• One blanket or sleeping bag per family member
• A first aid kit that includes your family’s prescription medications
• Emergency tools including a battery-powered radio, flashlight, and extra batteries
• An extra set of car keys
• A credit card, cash, or traveler’s checks
• Cleaning supplies
• Special items for infants, elderly, or disabled family members
• An extra pair of eyeglasses
These items will become essential in the event severe weather strikes and you’re left without power, water, or other common day-to-day utilities.
Watch vs. Warning… What’s the difference?
It is important to understand the difference between a severe weather watch versus a warning. Either can be issued by the National Weather Service (NWS) for a specific amount of time and designated area when atmospheric conditions are ripe for the development of a possible thunderstorm and/or tornado.
A watch means to watch the sky as conditions are right for possible development of severe weather. Keep an eye on developing weather and stay tuned to a local radio or television station in case conditions worsen.
A warning indicates a severe thunderstorm with dangerous conditions and/or tornado has been spotted or is indicated on the NWS radar. All those within the designated warning area should take cover immediately and remain there until the danger passes. The City of Lake Worth will activate the Outdoor Warning Sirens when severe weather, such as: hail of 1.25 inches or larger, winds of 70 mph or greater or a tornado threatens the community. If severe weather is approaching our community and the warning sirens are heard, seek shelter immediately and monitor TV and radio for further instructions.

In 2024, the fire department began investigating growing concerns regarding wildfire potential in and around the Lake Worth area. This particular threat was greatest in the unincorporated areas of Tarrant County in which the Lake Worth Fire Department serves.
Fire Chief Ryan Arthur said, “Our department has seen a steady increase in the number of wildfires our department responds to, specifically over the last 2-3 years since 2021.” In fact, the department saw a 20% increase in call volume related to outdoor fires including wildland and brush fires in 2023.
To help combat this growing issue and to be better prepared now and in the future, the department worked to develop its first designated special operations program which focused on resource deployment to wildfire incidents. The LWFD Wildland Team is comprised of eight members including one TIFMAS (Texas Interstate Fire Mutual Aid System)/Wildland Coordinator. These wildland firefighters received specialized training with focus on wildland firefighting, wildland interface mitigation, and local/state resource deployment procedures.
“With these personnel, equipment, and resources in place, the fire department will
be in a better position to respond to these types of incidents involving wildland fires,” Chief Arthur mentioned.

The new home for our Lake Worth Fire Department is set to officially open in July of 2025! Over the past three years, the city has worked to develop the next fire station to ensure it’s the safest, most technologically advanced, and able to withstand the next 70+ years of service to the community.
“Most of the community has patiently watched this building go up over the past year, and they’re ready to see the final product,” mentioned Fire Chief Ryan Arthur. “We’re ready and just as excited as the entire Lake Worth community.”
The new building will be able to house 10 firefighters and all their required equipment and apparatus. The fire administration area of the building will be located downstairs on the first level along with a full operational emergency operations center (EOC) fitness/exercise room, and plenty of storage space for
existing and future needs. Firefighters will call the second level of the building home with expansive space including living quarters, kitchen, dining room, offices, and even an outdoor patio overlooking Lake Worth.

n 2023, the City of Lake Worth and the fire department, in conjunction with all MedStar participating municipalities, worked in collaboration to fully evaluate the existing MedStar system to ensure future sustainability.
This collaborative effort took place over 18+ months, and, in 2024, the decision was made to allow the City of Fort Worth to assume control of the MedStar system and create a new EMS provider that serves all member cities while ensuring future sustainability of the EMS system.
Fire Chief Ryan Arthur said, “This newly developed EMS system is anticipated to begin full operation in July of 2025 and we’re excited to collaborate with the Fort Worth Fire Department to bring exceptional medical care to the citizens of Lake Worth.”
To better assist the future EMS system, the Lake Worth Fire Department established an internal goal of enhancing patient care through a transition from BLS (Basic Life Support) to ALS (Advanced Life Support) first response capability.
“Residents and visitors of Lake Worth will witness a direct impact to their service level provided by the fire department,” Chief Arthur mentioned. The department anticipates full ALS response capability by June of 2025.

Lake Worth ISD is taking a groundbreaking approach to gifted education by expanding its Gifted & Talented (GT) Program to better serve bilingual students. Designed to provide a challenging yet supportive learning environment, the program ensures that advanced bilingual learners can thrive without language barriers.
“In reviewing our data, we noticed that our bilingual students were not being nominated and identified at a rate proportional to our district demographics,” said Michael Mundt, Director of Advanced Academics and College, Career, and Military Readiness. “To address this, we changed our identification process and implemented a new objective assessment to better recognize gifted bilingual students.”
The GT program follows a pull-out model, where identified students leave their regular classroom for specialized instruction. This setting allows students to collaborate with like-minded peers, develop critical thinking skills, and take academic risks in a nurturing environment.
One of the key aspects of the program is its emphasis on supporting students in both their native language and English. Elizabeth Marquez, the district’s Bilingual GT Specialist, plays a crucial role in making this happen.
“The bilingual setting provides a dedicated space for advanced learners to excel,” Marquez explained.
“It allows students to engage in higher-level academic challenges without being hindered by language barriers.”
Marquez uses a dual-language instructional approach to ensure that students understand advanced concepts while continuing to develop their English proficiency.

Beyond academic rigor, students in the Bilingual GT program engage in hands-on, real-world learning experiences. As part of a STEM project, students are currently designing original game controllers, developing their creativity, problemsolving abilities, and collaboration skills.

One of the early indicators of success has been increased student confidence. Marquez shared the story of a bilingual GT student who recently participated in the elementary UIL Oral Reading contest.
“This student initially lacked confidence in presenting in English, but through the program, they developed the skills
and courage to compete—and ended up placing third overall,” she said. “That’s the kind of impact we want to see.”
As the bilingual GT program continues to grow, the district is focused on ensuring teachers have the training and resources needed to support their students.
“Our GT specialists are incredibly resourceful,” Mundt said. “Ms. Marquez, for example, has participated in TGAT’s Emerging Leadership Program, bringing back innovative ideas that directly benefit our students.”
Parents have also voiced their appreciation for the program, particularly its focus on both academic excellence and cultural pride.
“They love seeing their children excel in an environment that values bilingualism,” Marquez said. “Many have told me how much their child’s confidence has grown since joining the program.”
Lake Worth ISD remains committed to expanding opportunities for gifted bilingual learners. By fostering an environment where students can thrive academically and linguistically, the district is ensuring that all students, regardless of language background, have the chance to reach their full potential.
T he City of Lake Worth will be cancelling the May 3, 2025 General Election due to unopposed candidates for the offices of Mayor and City Council Members for Places 2, 4, and 6.
The certificate of unopposed candidates and Order of Cancellation will be presented at the March 18, 2025 City Council meeting. The unopposed candidates that will be certified as being elected to office are as follows:

Rich was born in the small central California town of Porterville. After graduating from high school, Rich attended a junior college there for two years before getting married and joining the Air Force. His six years in the Air Force saw him stationed in Texas, Mississippi, Oklahoma, Okinawa (Japan), and Northern California. When he separated from the Air Force, he returned to Oklahoma to complete a degree in Accounting from Oklahoma State University.
During his career in Accounting, Rich worked primarily for major defense contractors such as FMC Ordnance Division, The Singer Company, Boeing, Lockheed Martin, Bell Helicopter and DynCorp. Rich retired in 2016.
Rich has a long history of volunteering. While in junior college he was the Chief of a Volunteer Fire Department. Other opportunities led him to being on the Academy Selection Board for nine years for Congressman (Dr.) Michael Burgess, President of the Air Force Association Fort Worth Chapter and becoming a Deacon on the Finance Ministry at his church. Rich has over 3,000 hours volunteering for the police department and he is also a member of the Sons of the Texas Republic.
Married for over fifty years, Rich and his wife Nina have two children and three grandchildren. His son-in-law is a Colonel in the Air Force while his son is a Lt. Colonel in the Texas Air National Guard.

In the summer of 2025, a major resurfacing project will take place on Azle Avenue, stretching from State Highway 199 (SH 199) to Boat Club Road.
