ADDRESSING AND RESOLVING PERTINENT LAND ISSUES IN NAIROBI CITY COUNTY

On Wednesday, August 2nd, 2023, Governor Sakaja, accompanied by the Chairman, Commissioners, and Senior Staff of the National Land Commission, convened at City Hall for a significant meeting.

The purpose of this gathering was to engage in productive deliberations concerning collaborative efforts. A crucial outcome of this meeting was the establishment of a collaborative Technical Working Group, tasked with addressing and resolving pertinent public land matters that impact both the County Government and the populace of Nairobi.

This follows numerous addresses from the Governor cautioning land grabbers in Nairobi

City County. He promised not to spare any individual in his quest to fight land grabbing.

Nairobi Governor Johnson Sakaja has vowed to deal with city land grabbers as he continues to protect public property.

In a different function. The governor said he will not spare anyone including elected leaders in his bid to fight land grabbing.

"We have no time for land grabbers. On Thursday I demolished a two-storey house that was being built on grabbed land and ironically by an MCA. The MCA was building his office when the said land was supposed to have a hospital," he said.

"We will not take that anymore and we are going to be firm because we fear no one including those using them politically. We only fear Nairobians who trusted us with leadership," he said.

He assured Nairobians that systems are in place to ensure their property and money are secured asking them to trust his administration.

Sakaja said that his administration will move to reclaim all public land from land grabbers.

“We only fear Nairobians who entrusted us with leadership.”

A significant milestone was reached on August 2nd, 2023 as officials from the Nairobi City County Government engaged in constructive discussions with a distinguished delegation hailing from Belgium. Led by Dr. Veerle Vandeweerd, the Principal Sustainability Officer and esteemed Member of the Advisory Board of The Global Entrepreneurship Centre, the Belgian team exhibited a profound interest in fostering entrepreneurship and driving investments into ecofriendly projects. The crux of their strategy involves linking inventive minds in the green solutions sector with prospective investors, thereby cultivating a fertile ground for sustainable innovation to flourish.

Deputy Governor H.E. Njoroge Muchiri personally extended a warm welcome to the visiting Belgian contingent, underscoring Nairobi City County's steadfast commitment to nurturing partnerships and investments that will unlock transformative opportunities for

its residents, particularly the youth demographic that constitutes a substantial portion of the populace.

"Our pursuit goes beyond local aspirations. We envision the establishment of innovation hubs to not only enhance Nairobi's technological landscape but also to establish a global footprint in the digital realm," asserted Deputy Governor Muchiri.

Speaking to the gravity of this occasion, Mr. Michael Gumo, the County Executive Committee Member for Innovation and Digital Economy, noted that

MAPPING NAIROBI’S LIQOUR OUTLETS:

Deputy Governor facilitates workshop on Mapping Liquor Outlets for StudentAttachees

In a concerted effort to enhance accountability and streamline operations within the city's liquor industry, Deputy Governor Njoroge Muchiri took part in a workshop held earlier this month. The workshop, attended by students currently undergoing attachments, centered on imparting comprehensive knowledge about the meticulous process of mapping liquor outlets.

During the workshop, students were meticulously guided through the intricate process of accurately mapping liquor establishments across Nairobi City County. The objectives set forth by the county administration were elucidated, providing a clear roadmap for the students' tasks.

Nairobi City County Government, with unwavering determination, is primed to execute an extensive mapping endeavor encompassing all liquor outlets strewn across the urban expanse. This month-long initiative is set to unfold across the city's 17 sub-counties. The scope of the mapping exercise will solely encompass locations engaged in the sale of alcohol. Key attributes to be documented include licensing specifics, fees remitted, adherence to other county-issued licenses, as well as categorization of businesses within diverse liquor segments. Geographical coordinates of each establishment will also be meticulously cataloged.

Deputy Governor Njoroge Muchiri emphatically conveyed the significance of this comprehensive undertaking, highlighting the pivotal role the

county's Liquor Licensing Department is slated to play. The overarching aim of this exercise is to fortify regulatory compliance, instill order, and cultivate an environment of transparency within the liquor industry. Addressing the team, the Deputy Governor fervently urged the meticulous enumeration of all liquor outlets across the 17 sub-counties, leaving no room for partiality or hesitation.

Maureen Njeri, esteemed County Executive Committee Member for Business and Hustler Opportunities, underscored a prevailing gap in the availability of accurate data pertaining to Nairobi's liquor premises.

This ambitious mapping endeavor is anticipated to bridge this data void, culminating in an exhaustive database chronicling the operational landscape of liquor establishments citywide.

The gathering was graced by the presence of Chief Officer Zipporah Mwangi, responsible for Business and Hustler Opportunities, alongside other esteemed directors and county personnel. This concerted effort marks a significant milestone as the city administration's latest initiative to address concerns raised in response to the proliferation of such establishments. Notably, this initiative marks a follow-up to the last comprehensive mapping exercise conducted by city hall in 2019, prompted by mounting concerns over the burgeoning number of such establishments.

CHALLENGES FACED BY SURVIVORS:

CECM Dr. Anastacia Nyalita, visits the Kayole Safe House.

County Executive Committee Member

Dr. Anastacia Nyalita, in a compelling display of commitment, embarked on a visit to the Kayole Safe House, a haven for women survivors scarred by the scourge of gender-based violence. The sanctuary presently shelters 8 resilient adults and 5 tender children. Notably, one survivor pursues education at the Green Land School nestled within the expanse of Kajiado County.

Within the shelter's secure walls, survivors receive a profound solace in the form of counseling and psychosocial support, deftly complemented by the provision of elemental necessities. During the visit, the esteemed CECM engaged in heartfelt conversations with these survivors, who harbored aspirations of foraying into entrepreneurial ventures upon their emancipation from the safe house's sanctuary.

Charting a path towards rehabilitation, World Vision Kenya steps into the spotlight, extending an invaluable hand in the form of an economic empowerment program. In a synergistic endeavor, survivors partake in a rigorous training regimen, honing their skills in detergent fabrication and intricate mat

weaving.

Yet, within this sanctuary of healing, challenges linger, cast as shadows against the commendable efforts. A disheartening scarcity of sustenance and essential supplies casts a pall, underscoring the urgent need for replenishment. The echo of parched throats resounds, as insufficient water resources compound the predicament.

Moreover, the vulnerability of survivors is exacerbated by a conspicuous dearth of support beyond the threshold of the safe house. A lamentable void envelopes their lives upon reintegration, beckoning for holistic aid to steer them through the turbulence of their transition.

The specter of inadequate healthcare looms large, as a significant portion of survivors find

themselves excluded from the protective embrace of the NHIF umbrella. A dearth of identification documentation further compounds their predicament, eclipsing their ability to access essential services.

Further burdening this delicate milieu is the glaring understaffing that befalls the safe house, where a handful of dedicated personnel bear the weight of an overwhelming responsibility. The strains on this devoted cadre resonate, demanding a recalibration to ensure the well-being and rehabilitation of the survivors remain paramount in this critical mission.

Africa; Nairobi’s strategic location and accessibility through Jomo Kenyatta International Airport (JKIA) make it a gateway to the entire region.

Phase Two” sessions Dr. Nyalita represented Nairobi County along with tourism representatives from various counties including Machakos, Kajiado, Makueni, Kiambu, Murang’a, and Kirinyanga. These sessions served as platforms to discuss innovative ways of marketing each county locally, regionally and internationally, coinciding with the upcoming devolution conference.

This campaign aims to highlight the city’s iconic sites, cultural heritage and architectural landmarks making Nairobi a desirable

This initiative gained endorsement from the UN General Assembly in 1997, reflecting a global commitment to peaceful coexistence.

An inspiring exercise named "WALK THE WORLD FOR BLUE FRIENDSHIP" has drawn participation from 71 countries. This endeavor strives to amplify the presence of IPA within local communities while strengthening the bonds among IPA members, their families, and friends.

CENTRALKITCHENSAPPROACHING COMPLETION

Nairobi County is making commendable progress in its mission to provide meals for a staggering 250,000 students attending public schools by the end of August. The final stages of constructing 10 central kitchens are nearing completion, with contractors poised to hand over their work to the county. During the launch event in June, Governor Sakaja Johnson set forth an ambitious goal: "10 kitchens in 10 weeks." This initiative holds great promise, benefitting over a quarter-million children enrolled in Nairobi's public primary schools and Early Childhood Development centers (ECDs).

These centralized kitchens are taking shape within prominent educational institutions such as Baba Dogo Primary School, Bidii Primary School, Kwa Njenga Primary, Farasi Lane Primary, Muthangari Primary, Kayole One Primary, Njiru Primary, Toi Primary, Roysambu Primary, and Racecourse Primary.

A notable addition to this endeavor is the modern and sophisticated Industrial Area mega kitchen, capable of producing a minimum of 60,000 plates daily. The facility will act as a vital backup, ensuring that schools facing meal shortages

are adequately supported.

Demonstrating its commitment, Nairobi County has allocated a substantial sum of Ksh1.7 billion in the 2023-2024 budget for the Dishi na County program. Among these funds, Ksh500 million is designated for the construction of an additional seven kitchens, while the remainder will subsidize the cost of each child's plate.

Remarkably, parents and guardians will only need to pay Ksh5 per plate daily. This initiative is expected to ease the financial burden on

families, fostering an environment where children can continue their education uninterrupted. Moreover, it is anticipated that this school feeding program will not only promote higher enrollment rates but also pave the way for smoother transitions to higher learning institutions.

Throughout the construction phase, more than 200 individuals have been gainfully employed, encompassing women and people with disabilities. This inclusive approach underscores the county's commitment to creating opportunities and promoting equity within its workforce.

DAGORETTI NORTH SUB-COUNTY: AVision of Order, Dignity, Hope, and Opportunity.

Dagoretti North Sub-county lies in the heart of Nairobi County, one of the most vibrant areas in the city. With a visionary leader like Hon. Sakaja at the wheel and Dagoretti North Sub-County Administrator Mr. Haron Kirui Kiptum, the community's future is filled with promise, centered on the Governor’s manifesto of order, dignity, hope, and opportunities.

Addressing Market Disorder

One of the Sub-county administrator Mr. Kiptum’s key objectives was to address the disorder in market areas, exemplified by the bustling Kawangware market. This aligns with Hon. Sakaja’s visions. The thriving small business sector has led to clustering and shanty-like structures, hampering both aesthetics and opportunities for growth. To revolutionize the market landscape, the team proposed a brilliant plan – the introduction of modern stalls and kiosks through a Private Public Partnership (PPP) approach.

The sub-county Administrator said, “Under this initiative, business owners will have the chance to invest in the materials and receive approval for branding their stalls.”

This innovative approach will provide a conducive environment for entrepreneurs to thrive, impacting countless lives within. Moreover, the improved market conditions will boost revenue collection and eliminate the humiliation often associated with revenue collectors, who will now operate in more dignified settings.

Infrastructural Improvements

Beyond refurbishing market areas, Hon. Sakaja's vision extends to vital infrastructural improvements. The project offers an opportunity to correct clogged storm water drainages, putting an end to the disturbing sight of sewer water running on the roads, especially in Kawangware and Gatina. Schools without proper sewer connections will also benefit from this initiative, as they will be integrated into the improved storm water drainages.

Highlighting the interconnected nature of progress, the Sub- County Administrator said, “So you look at one project that touches people’s life and use it to solve another co-existing problem”. As the community focuses on improving market spaces, they simultaneously tackle drainage issues, making the areas cleaner and more hygienic place to live.

Education and Security

Education and security are at the forefront of the Sub-county administrator and team’s agenda. With several public primary schools in the area, the establishment of a central kitchen at Muthangari Primary School will ensure food provision for all schools. This centralized approach ensures high levels of hygiene and food security while reshuffling distribution processes.

Moreover, measures have been taken to enhance security in hospitals, parks, and other public spaces, providing a 24/7 safe environment for residents.

Regulating Construction and Entertainment

To preserve the peacefulness of Kilimani, the Sub-county administrator addressed the issue of clustering due to uncontrolled constructions. By working closely with legal experts, they aim to regulate construction activities effectively, preserving the charm of the area.

The regulation, licensing, and strategic placement of clubs and bars will ensure that residents enjoy a noise-free environment. Establishments will be encouraged to soundproof to create harmony between the vibrant nightlife and the comfort of local residents.

Improving Customer Service

In a remarkable transformation, the Dagoretti North Sub-county experienced a significant positive shift following a groundbreaking reorientation by the dedicated customer service team. This transformative session not only established clear guidelines for staff interactions but also transformed their approach towards customers, fostering more effective and empathetic relationships. Witnessing the impact firsthand, the Sub-county promptly set up a dedicated customer service desk within their offices.

“In an exciting development, plans are

now underway to launch a dedicated customer care line, further bolstering our commitment to exceptional service and community satisfaction," he said.

Introduction of Boroughs for Efficiency

"I back the implementation of boroughs. I passionately address the issue of prolonged response times from City Hall, with letters taking a minimum of 12 days to be answered. I firmly believe that the introduction of boroughs will revolutionize the system, significantly enhancing efficiency by providing prompt and resourceful responses," he emphasized.

Sub-county Administrator Kiptum supports the introduction of Boroughs, which he thinks will lessen the response time and ensure quick delivery of services.

Mental Health Support

Recognizing the complexity of these issues, he refrains from passing judgment and acknowledges that illness is not a matter of choice. Collaborating with institutions like Mathare Mental Hospital and Alcoholic Anonymous Groups, he strives to provide the necessary support for the workforce facing these challenges.

Enhancement of Administrative Quarters

Embakasi North has been contending with the pervasive issue of dust accumulation, tarnishing the aesthetic

This partnership has not only enhanced the visual prominence of the administrative area but also improved navigation for both staff and visitors.

Diplomatic Beautification Efforts

members within the office premises. Administrator Mabonga has proactively communicated advisories to staff members and engaged with the community to address security concerns through dialogue. This approach underscores the sub-county’s dedication to fostering order and tranquility within the area.

Boosting Community Engagement

Diminished attendance during public participation initiatives and prevailing apathy among residents have spurred collaborative efforts with community leaders. The aim is to motivate residents to actively engage in communal affairs, thus fostering meaningful participation. LANGATASUB-DIVISION: Avisionary Dream Shaping a Sub-county’s Transformation

In the bustling heart of Langata Sub County, a visionary dream is taking shape. Janet Kimeu, an inspired subcounty administrator, has set her sights on transforming the iconic Langata Road into a picturesque haven that marries urban charm with natural beauty. With a number of notable landmarks already gracing this road, Janet's dream is to elevate it to a whole new level through a rehabilitation and beautification project like no other.

During the 100 day Rapid Response Initiative (RRI), the Sub-county administrator approached key stakeholders namely Kenya Wildlife Services (KWS) to help realize her vision.

Langata Road, renowned for its prestigious landmarks like the Nyayo Stadium, the Bomas of Kenya , Uhuru Gardens and the Amref Flying Doctors, has long been integral to the fabric of the community. Its cultural significance attracts visitors from far, leaving them in awe of Kenya's rich biodiversity and heritage.

However, despite this, Langata Road has been missing something - a touch of nature's allure and a harmonious blend between the urban landscape and

the surrounding wildlife. Janet Kimeu's ambitious plan seeks to address this, envisioning the integration of vibrant animal sculptures strategically placed along the roadside. These art installations serve as reminders of Kenya's unique wildlife and cultural heritage, fostering a sense of pride and admiration for the natural wonders of the country. Moreover, to enhance the visual appeal and contribute to a cleaner environment, lush grass and beautiful flowers will be added to the road's edges. Janet's vision goes beyond aesthetics; it is a testament to Langata Sub County's commitment to progress, community, and harmony with nature.

One problem that had been noted was the unrestricted view of the Langata cemetery from Kenya Wildlife Services, reminding passersby of something painful. To address this, the proposal includes elevating the walls surrounding the cemetery grounds, creating a more respectful and less somber space.

To ensure the sustainability of this transformation, a sophisticated drip irrigation system will be installed, drawing water from a borehole to nurture the greenery. This ecofriendly solution will conserve water resources and promote a responsible approach to maintaining the road's natural features.

Janet Kimeu's passion for this project stems from her desire to create a welcoming and inspiring space that can be enjoyed by everyone, fostering a strong sense of belonging among residents and visitors alike. As the sun sets over Langata Road, casting a golden hue on the newly transformed landscape, one won't help but feel a sense of pride in Janet Kimeu's dream when realized.

The revitalization of Langata Road not only enhances the area's allure but also has the potential to stimulate economic growth and tourism. With a more inviting and picturesque road, businesses along the route are likely to flourish, attracting more foot traffic and fostering a vibrant local economy.

Janet Kimeu's vision for Langata Road serves as an inspiration for other communities to take charge of their surroundings and envision a future where urban development coexists harmoniously with the beauty of nature. It is a beacon of hope, reminding us all that with determination, innovation, and a passion for change, we can create a better world for generations to come.
