Land and Property Charter

Our Public Land Charter is a clear statement of the partnerships ambition to be at the forefront of how we collectively use public sector assets.
The Charter was produced by the members of the East Midlands OPE partnership, under the leadership of the Strategic Estates Board.
The Charter aims to support collaboration and opportunities for development and regeneration in a way which unlocks wider benefits, outcomes and impact.

1 To consider the public sector estate through a single lens with a clear vision for the whole estate, making best use of these assets as an enabler for transformation, optimisation, and regeneration which supports local growth and sustainable and inclusive services
2 To continually review and adjust the estate requirement in response to service transformation and the delivery of priorities
3 Partners will work together across Derbyshire and Nottinghamshire, and not as individual organisations, to maximise opportunities for improved asset utilisation to achieve social impact that is greater than the sum of their parts
4 To prioritise & maximise the use of the best quality estate which is modern and fit for purpose, with clear objects and outcomes consistent with all organisations
5 Minimise the need to acquire new estate without a review of all options and agreement
6 To use the collective expertise across the organisations to support each other in delivering the estate priorities, including designing in digital innovations and future proofing
7 To ensure all partners work together to prioritise and allocate capital investment so that Derbyshire and Nottinghamshire’s estate priorities are delivered, considering how property can contribute to local ambition
8 To ensure the best use of the Derbyshire and Nottinghamshire pound in all investment and dis-investment decisions, articulating and measuring the benefits from the use, disposal and development of public land.

The Derbyshire and Nottinghamshire Land and Property Charter provides the framework and statement of the ambition and commitment to optimise the estate, bringing forward collaboration, opportunity, and delivery. It represents Derbyshire and Nottinghamshire’s clear intent to work holistically with clear aspirations, objectives, and outcomes.
