MISSION STATEMENT

The Recreation and Cultural Services Department sets the standard in meeting the recreation and leisure needs of the Mukilteo community. Expectations are met through extraordinary customer service, strong community partnerships, top notch facilities and trails, authentic local programming, and attractive large-scale special events.

PARKS AND ARTS COMMISSION

The Parks and Arts Commission is dedicated to fostering a healthy and vibrant community for the enhancement and effective management of arts, parks, and recreational facilities. Parks and Arts Commission meetings are held on the first Thursday of each month at 6:00pm in the Council Chambers at City Hall, 11930 Cyrus Way, Mukilteo, WA. SIGN UP NOW!

Please register in time to be certain you get the class you want. All programs must meet minimum enrollment in order to be held. Classes will be cancelled 5 business days in advance if they do not reach the minimum enrollment.

CANCELLATION/TRANSFER/REFUND POLICY

• A full refund/credit, less the $14 withdrawal fee, will be refunded if a participant requests a refund a minimum of 6 business days before a class is scheduled to begin.

• Transfers must be requested 6 business days prior to the start of the class.

• No refunds or credits for a class withdrawal requested less than 6 business days prior to the start of the class.

• Refunds will not be given for classes or programs for amounts less than $14, unless cancelled by the city.

• Classes/activities may be cancelled due to insufficient registration or inclement weather.

• A full refund will be given if the Mukilteo Recreation and Cultural Services Department cancels a class.

• A service fee of $35 will be imposed for all returned checks.

LANGUAGE LINE

The City of Mukilteo provides interpretation services through Language Line for those who speak little or no English. An interpreter can be provided via phone within 30 seconds. 240 languages available.

By the time you are reading this, the 2025 Parks, Recreation, and Open Space (PROSA) Plan will have been officially adopted. This plan is the result of thoughtful listening, data gathering, and reflection on who we are as a community — and where we want to go in the years ahead.

The message from residents is clear: we value what we have. Our parks, trails, shoreline views, and community events are deeply cherished, and the overwhelming majority of you feel your recreational needs are being met. In fact, fewer than 10% of survey respondents felt their needs were unmet — a powerful endorsement of the work we've done together.

From the serene trails of Japanese Gulch to the breathtaking waterfront views at Lighthouse Park, and the vibrant community life centered at Rosehill Community Center, Mukilteo offers an incredible range of opportunities for recreation, reflection, and connection.

The Recreation Department recognizes that there is room to grow — not necessarily in size, but in awareness and access. Many residents shared that they weren’t familiar with some of our parks and facilities. That presents an exciting opportunity: by better connecting people with these resources, we can increase usage, community vitality, and overall well-being without major new development.

Let’s continue to celebrate the unique cultural fabric of our city. Through festivals like the Lighthouse Festival and community traditions like Merry Mukilteo, Theatre in the Park, and rotating art exhibits at Rosehill, we honor our past while embracing what’s ahead.

It is built on your voices, and the Recreation and Cultural Services Department is committed to keeping that dialogue open.

EDGEWATER BEACH

Edgewater Beach provides access to the beach, and has benches, picnic tables and a parking lot.

MUKILTEO HISTORIC LIGHT STATION

Operated by the Mukilteo Historical Society. Tours of the lighthouse, inside exhibits and shopping in the gift shop are available Saturday and Sunday afternoons, April through September. For more information about the Mukilteo Light Station, visit mukilteohistorical.org.

BYERS FAMILY PARK

Byers Family Park, located at 604 4th Street, is Mukilteo’s newest park. This 1/3 acre park features a contoured plaza, an arbor, bicycle repair station, and 3 benches. lt features beautiful views of the sound and Lighthouse Park. Byers Family Park, a place of peace, hope and reflection. Come visit the newly installed features.

The cornerstone of the Music Together® program is our MixedAge music class, for children from birth through age 5 and the grown ups who love them! RHYTHM KIDS

Designed specifically for pre-K and early elementary students, our active Rhythm Kids classes for big kids tap into how children this age are wired to learn, with music games, animal rhythm stories, and lots of stomping-flying-climbing fun. In each weekly music class, we drum, sing, move, and play to rhythms inspired by musical traditions around the world, from West African Gahu, to Japanese Taiko, to Brazilian Samba, just to name a few. BUILD A GINGERBREAD HOUSE

AGES: ANY

Bring your kids and make festive gingerbread houses! All supplies are provided, and the entire event is free. This is put on by Jericho Bridge Church and Life Church 425 annually at the City of Mukilteo's "Merry Mukilteo" event. Build a personal gingerbread house, constructed using graham crackers wrapped around milk cartons, and "glued" with frosting. Then, decorate with over 20 different fun and colorful candies. All children must be accompanied by an adult.

FLY TYING

AGES: 18 AND UP

The Evergreen Fly Fishing Club (EFFC) is offering a 12-week fly tying class to take you from beginner to intermediate. Each week you’ll tie proven Pacific Northwest patterns while learning when and how to fish them, guided by twelve of the club’s most experienced tiers and anglers. Instructors and fellow members will provide hands-on support, and all materials and hooks for two to three flies per session are included.

Please bring your own vise and tools (a full list will be emailed). If you’re new and don’t yet have gear, loaner equipment will be available for the first session.

What are the Cascades? To the casual observer, they are those glorious mountains dotted with volcanic cones. However, rocks in the Cascade Mountains reveal a complex and intriguing history that spans over 40 million years of time. Current geologic research suggests that our beloved mountains were formed from a series of tectonic fits and starts, a jammed subduction zone, a mysterious tectonic plate, and multiple other exciting geologic upheavals. POSTURE FITNESS

Our bodies function optimally when the shoulders, hips, knees, and ankles are in alignment. In this class, before each exercise, we align the joints. The exercises strengthen the muscles to hold the ideal posture. The result is elimination of current pain and prevention of future pain. The more regularly we do the exercises, the longer we remain pain free and can avoid surgeries. Bring a yoga mat.

PROJECT LINUS - QUILT MAKING

Take the mystery out of quilt making! Do you need help making that special blanket or quilt? We can help with cutting, laying out, construction and finishing how-to's. During this time, several of us have fun working on charity quilts that help local kids in need. If you are new at quilting, this is a great opportunity for you to help and learn at the same time; if you are experienced, we would love your help.

The City of Mukilteo encourages residents to actively participate in shaping the future of our community by serving on one of the City’s Boards, Commissions, or Committees. These volunteer roles play a vital part in the City’s policy development process, providing ongoing input to the Mayor and City Council.

Mukilteo’s Boards and Commissions cover a wide range of topics, from historic preservation to diversity, equity, and inclusion. While some are required by state law, others are created by local ordinance or special appointments by the Mayor and Council to address specific needs. All positions, except for the Hearing Examiner, are voluntary and unpaid, but they provide an opportunity to make a meaningful difference in the community.

City of Mukilteo Adopts the USS John Paul Jones

The City of Mukilteo is proud to announce the adoption of the USS John Paul Jones (DDG 53), an Arleigh Burke-class guided missile destroyer assigned to Naval Station Everett. On September 2, Mukilteo Mayor Joe Marine proclaimed the adoption of the USS John Paul Jones, crew and families, in partnership with the Mukilteo Kiwanis, the South Everett Mukilteo Rotary Club, and the Mukilteo Chamber of Commerce–strengthening ties between the Mukilteo community and the Navy members and their families.

“By adopting the USS John Paul Jones, we are deepening our commitment to our veterans, active-duty personnel, and their families by helping them feel at home in our community,” said Mayor Marine.

Through this partnership, the City of Mukilteo, Mukilteo Kiwanis, South Everett Mukilteo Rotary, and the Mukilteo Chamber of Commerce will participate in events designed to welcome sailors into the community, recognize their service, and strengthen the bond between military personnel and residents.

Mukilteo is proud to join a tradition of cities across the country adopting Navy ships to build bridges between service members and the communities they serve.

City of Mukilteo Unveils New Welcome Figures at Lighthouse Park

The City of Mukilteo is proud to announce the installation of new Welcome Figures at Lighthouse Park. Carved by artists James Madison and Joe Gobin, the Welcome Figures are installed on the Bandshell posts as part of Phase 2 of the Lighthouse Park Redevelopment Arts Plan (2011).

“These welcome figures are a meaningful addition to our community,” said Mayor Joe Marine. “They have been in our longrange plans for the park and honor the cultural heritage of the Tulalip Tribes.”

Artwork Description

“The Welcome Figures will be located on the Bandshell posts. All sculptures will be designed in traditional Coast Salish style which represents our Snoqualmie, Duwamish, and Snohomish Tulalip roots. The Welcome Figures will have orcas/blackfish and salmon. This will show the significance of protecting the orca and salmon all along the Northwest Coast and a traditional story passed down. The Welcome Figures will show significant protocols, showing no weapons and welcoming people to the territory and our shores. The sculpture shows the oral history of the relationship between man and orca.”

The installation reflects Mukilteo’s ongoing commitment to honoring Indigenous heritage and incorporating meaningful art into public spaces. The City invites residents and visitors to experience the Welcome Figures at Lighthouse Park and reflect on their significance as both a cultural landmark and a gesture of respect to the Tulalip Tribes.

As we welcome the cooler days of fall, it’s the perfect time to take care of important maintenance tasks that help keep your house safe and in good condition:

• Clean your ductworks

• Sweep the chimney

• Clear your gutters

• Trim trees and bushes that are touching your home (remember to follow city pruning rules!)

Surface Water Utility Discount for Qualifying Senior Citizens

The City of Mukilteo’s Surface Water Utility is responsible for building and maintaining the public drainage system. The drainage system carries runoff water from roads and developed areas into natural waterways. This system includes roadside ditches, pipes, detention ponds, catch basins, and storm drains. A Surface Water Utility generates its revenue through user fees, just like drinking and wastewater utilities. The City’s Surface Water Utility is billed through the Mukilteo Water and Wastewater District.

Qualifying low-income senior citizens and low-income individuals with disabilities can receive a 50% discount on the residential rate. If you qualify for a reduction on your Snohomish County property taxes, you qualify for the City’s Surface Water Fee reduction.

55th Place West Low Impact Development Stormwater Retrofit Project

The City of Mukilteo is moving forward with the 55th Place West Low Impact Development (LID) Stormwater Retrofit Project, an important step in improving local water quality and protecting fish habitat in Picnic Point Creek.

A 2014 citywide study identified stormwater retrofit needs throughout Mukilteo, with 55th Place West ranked as a high-priority site. The area’s existing stormwater system, built under 1988 standards, is undersized, lacks detention capacity, and provides no water quality treatment. As a result, stormwater runoff from approximately 6 acres of impervious surface currently flows untreated into Picnic Point Creek—a waterway listed on the state’s 303(d) list for degraded biological integrity and designated as core summer salmonid habitat. With design work completed under the Department of Ecology’s grant, the project will retrofit 55th Place West using a “green street” concept. Improvements will include:

• Installation of nine BioPod green stormwater facilities with underdrains and cleanouts.

• Enhanced treatment for pollutants such as total suspended solids, hydrocarbons, dissolved copper, zinc, and phosphorus.

• Shallow infiltration to reduce peak flows and prevent streambank erosion.

• Conveyance system upgrades, new curbs and gutters, and an ADA-compliant curb ramp at 55th Avenue West and 127th Street West.

Together, these improvements will slow flows, filter pollutants, and restore healthier conditions for salmon-bearing streams that ultimately drain to Puget Sound.

The project is currently under final review with the Department of Ecology. Bidding is anticipated for winter 2025–26, with construction expected to begin in May 2026 at a cost of $800,000.

Adopt A Drain

Did you know storm drains in Mukilteo lead directly to streams, wetlands, and the Puget Sound? That’s why it’s important to keep them clear of leaves, trash, and other pollutants for healthier waterways. By adopting a drain, you can be a part of keeping pollutants out of the Puget Sound and preventing flooding during high storm events.

Here’s how it works:

Step 1: Adopt as many storm drains as you would like in your neighborhood at Adopt-a-Drain - Washington. Once your drain is adopted you will receive a welcome packet.

Step 2: Clean out your drain(s). This only takes 15 minutes once a month!

Step 3: Estimate the type and pounds (or gallons) of debris collected and submit the data to track on your online account. At the end of the year, we will announce the amount of litter and debris collected by our adopters!

Mukilteo Spill Hotline

The City of Mukilteo Municipal Code does not allow anything except rainwater into the storm drainage system. The goal of the City's Spill Response Program is to keep pollutants from entering our streams and the Puget Sound. This is achieved through source tracking, detection of illicit connection removal, and spill reports made by citizens. If you notice anything that might have the potential to enter a storm drain, stream, pond, or roadside ditch and appears to be out of place please call 425-263-8088.
