Please register in time to be certain you get the class you want. All programs must meet minimum enrollment in order to be held. Classes will be canceled 5 business days in advance if they do not reach the minimum enrollment.
CANCELLATION/TRANSFER/REFUND POLICY
• A full refund/credit, less the $14 withdrawal fee, will be refunded if a participant requests a refund a minimum of 6 business days before a class is scheduled to begin.
• Transfers must be requested 6 business days prior to the start of the class.
• No refunds or credits for a class withdrawal requested less than 6 business days prior to the start of the class.
• Refunds will not be given for classes or programs for amounts less than $10, unless cancelled by the city.
• Classes/activities may be cancelled due to insufficient registration or inclement weather.
• A full refund will be given if the Mukilteo Recreation and Cultural Services Department cancels a class.
• A service fee of $35 will be imposed for all returned checks.

The Seasonal Slow Down

Greetings and a happy holiday season. The hustle and bustle of the festivities will soon be behind us, and we look forward to a new year filled with health, personal achievements, and more great memories. Sometimes the winter season brings a feeling of loneliness or a sense of lethargy. This isolation can take a toll on our mental health and overall well-being. In the months ahead we must be ready to combat the winter doldrums that can set in, by making sure we are staying active and social. Due to fewer traditional gathering places, many communities struggle to provide a place for face-to-face opportunities that help build our social networks, and pursue healthier lives. However, here in Mukilteo, we are fortunate to have Rosehill Community Center and the Recreation and Cultural Services Department, a gathering place filled with amazing staff and community members brought together by a common theme of community and health filled with fun things to do.
I couldn't be more proud of the work we accomplished in 2024 with your support. From advancing senior services to supporting youth, together we are growing our community, and the work we've done together ensures that Mukilteo is the place "Where Community Grows".

MUKILTEO HISTORIC LIGHT STATION
Operated by the Mukilteo Historical Society. Tours of the lighthouse, inside exhibits and shopping in the gift shop are available Saturday and Sunday afternoons, April through September. For more information about the Mukilteo Light Station, visit mukilteohistorical.org.

HOSTING EVENTS AT ROSEHILL
Rosehill Community Center is a beautiful state of the art, ADA compliant facility with picturesque views of Puget Sound, Whidbey Island, Hat Island, and the ferry from every window. It is located within walking distance of Lighthouse Park, the Whidbey Island ferry and near public transportation stops, including the Sounder train. There are several lodging options within Mukilteo, as well as a variety of restaurants just a short walk away. Rosehill offers free parking spaces and free Wi-Fi.
POINT ELLIOTT ROOM
You’ll love hosting your event here! The Point Elliott room is an exceptional place to hold parties, receptions, weddings, memorials, and business meetings. The spacious venue includes a large floor plan, floor to ceiling windows, 30ft balcony, catering-ready kitchen, stage, projector, audio system, and tables and chairs. Our “getting ready” rooms, included with your Sat/Sun rental, are available to add to Mon-Fri. events. These areas provide your group with a dedicated space to prepare, relax, or simply escape for a few minutes during your event. Our outdoor plaza and lawn are available to include with your venue rental for an additional fee.
SMALLER EVENT ROOMS
Rosehill offers smaller spaces for events under 50 people. Your event space will have wood laminate flooring, floor to ceiling windows, tables, and chairs and either a projection screen or a tv for visual displays. The Fowler room includes a small counter with sink, and the Christiansen room has a private bathroom, private patio, and kitchenette with refrigerator, microwave, sink, and counter.

Rosehill has multiple spaces available for community use during our business hours.
• The Fireplace room features a stone fireplace, armchairs, table, chairs, and benches. This is a wonderful space for relaxing, working on your laptop, enjoying a puzzle or exploring the mini library managed by Mukilteo Senior Association.
• Our game room features two ping pong tables, with a foosball table just outside the room in the lower lobby. Equipment is available to check out at the front desk. Children under 13 must be supervised by an adult.
• Enjoy the Fitness Center with free weights, exercise balls, benches, Precor circuit strength equipment, True cardio equipment, treadmills, elliptical trainers, recumbent bike, and more! It doesn’t get much better than working out with a view of Puget Sound! Available to all guests 13 and up for a drop-in fee of $5, or with a discounted rate available with the purchase of a fitness pass.

Her portraits capture intimate moments of her subjects, while her landscapes and still lifes draw viewers into tranquil sceneries. Mukilteo School District Student Art Show
February 2025-April 2025
The Mukilteo Student Visual Arts show is a collaboration between the visual arts teachers and students of the Mukilteo School District, Rosehill Community Center and the Mukilteo Recreation and Cultural Sevices Department. February through April, 2025 will mark the 13th year for this art exhibit—a community favorite—at Rosehill community Center. This coming spring’s exhibit will feature a variety of media and styles from students at the district’s high schools and middle schools. Included in the show will be examples of drawing, painting, photography, printmaking and three dimensional relief. Be sure to take the time to catch this annual exhibit of exceptional student artwork.
MUKILTEO COMMUNITY ORCHESTRA

The Mukilteo Community Orchestra (MCO) provides intermediate and advanced adult musicians an orchestral experience in a friendly, supportive atmosphere. MCO members play a variety of classical music in weekly rehearsals and four concert performances each year. Harbour Pointe Pathway Repair Project
The asphalt shared use pathways along both sides of Harbour Pointe Blvd between 47th Pl W at its northern point, and Cyrus Way at the southern point have developed significant damage to the walking surface over time (see image), with maturing tree roots being the primary cause for the damage. In May of 2023, the City engaged with the consultant engineering firm, Perteet Inc., to identify and map damaged areas to the pathway needed for repair.
The Harbour Pointe Pathway Repair project is now almost complete! Thanks to the grant-funded project, the pathway is now a safe, level surface for all, including ADA accessibility. As part of the project, trees causing damage were removed, but this fall they’ll be replaced at a scale of 1:1 with new trees and root barriers to prevent the root intrusion from occurring again.
Chennault Beach Drainage Improvement
During periods of high flows, roadway flooding occurs along Chennault Beach Drive. This project will construct a new drainage system along the south side of Chennault Beach Drive, between 60th Avenue W and Marine View Drive, to improve the effectiveness of capturing and conveying surface water to mitigate roadway flooding and improve conditions for the traveling public.
In March 2015, the Surface Water Management Plan ranked and established a 15-year funding plan for eight (8) stormwater capital projects. The Chennault Beach Road Drainage Improvements project was identified as the highest-ranking capital project in Mukilteo’s Stormwater Management Plan.
The existing drainage along the Chennault Beach Drive roadway is conveyed in an under-developed ditch-and-culvert system, as well as intermittent piping between 60th Avenue W and Marine View Drive. The piped portions of the system are located where the system outfalls to Upper Chennault Beach Creek at four locations: 60th Avenue W, McArthur Lane, 64th Place W, and west of Marine View Drive.
During periods of high flows, roadway flooding occurs due to 1) diminished ditch capacity, 2) debris blocking driveway culverts and inlets, and 3) misplaced inlets. Periods of high flows tend to scour landscaping material located in the right-of-way (ROW), resulting in a debris source within existing ditches and culverts. Additionally, soil and vegetation on adjacent steep slopes slough into roadside ditches, creating another source of debris that further reduces ditch capacity. Some of the existing inlets are located outside the flow pathway, enabling concentrated surface water to bypass the inlets and reach ditches with diminished capacity, further contributing to roadway flooding. This project is estimated to be completed by the end of 2024.
Wastewater Treatment Plant Drainage Improvement
The purpose of this project is to repair an area of drainage swale erosion that is occurring between an existing pipe outfall at the south edge of the Mukilteo Wastewater Treatment Plant access road and Big Gulch Creek. The swale erosion area is located approximately 60 feet northwest of the treatment plant access road bridge. This project is estimated to be completed in the fall of 2024.
47th Place W Pavement Preservation Project & 47th Place W LID Retrofit Project
This project is broken down into two separate projects, paving and Low Impact Development (LID – surface water). The LID – surface water project will help enhance and filter stormwater runoff going directly into Big Gulch. Meanwhile, the paving project includes overlaying 47th Place W from Harbor Pointe Blvd to the North to 47th Avenue W to the South. In addition, 106th Avenue SW between 47th Place W to SR 525 will also be overlaid. The process will include grinding down the top 2” of asphalt and replacing the asphalt.
The project will also include:
• Bulb outs will be added to the corners at the intersection of 47th and 106th. This will shorten the distance between the corners to reduce the length of the crosswalk.
• A Rapid Rectangular Flashing Beacon (RRFB) crosswalk will be added as a mid-block crossing between the YMCA and the Boys and Girls Club.
• A bike lane will be added to the south bound lane.
• Upgraded ADA ramps.
• New surface water facilities that will reduce sediment and pollutants to Big Gulch.
Weather permitting, this project is scheduled to be completed by the end of the year.

Time to Renew Your Digital Parking Permit for 2025

The current Lighthouse Park and Residential Zone parking permits will expire on December 31, 2024.. Renewing them for 2025 is easy! Log into your Passport account by scanning the QR code or using the web address below the code. Go to your permit dashboard and click the “Renew Now” button. No need to upload any documents if your primary address has not changed. The renewal window opens on November 1.

Volunteering with VIPS provides an excellent opportunity to give back to the community and support the efforts of the local police department. As a member of VIPS, you can contribute in various ways, such as assisting with vacation house checks, participating in traffic and speed watch programs, and utilizing your unique skills to support the department and the community. Whether you excel in computer skills, data analysis, emotional intelligence, or any other talent, there is a place for you in the VIPS team.
To get started, you can contact Officer Fabia at nfabia@mukilteowa.gov to express your interest and request an application. After submitting your application, you will have an interview, undergo a background check, and receive the necessary training to become an official member of the VIPS team.

Winter Time Safety

Mukilteo firefighters hope you stay warm and cozy at home this winter season. Still, if history is an indication, heating accidents can happen and add to a busy winter call volume for our first responders with devastating effects to residents. National data shows that heating was the second leading cause of home fires after cooking. Please take a few moments to be prepared, ready, alert, and stay safe this winter.
• Keep anything that can burn at least three feet away from heaters.
• Enjoy your candle, but do not leave a burning candle unattended. Try batteryoperated candles, if possible.
• Use child-resistant lighters, but remember, child-resistant does not mean childproof.
• Matches and lighters must not be left within the reach of children. Children are very observant regarding the routine places where these are kept.
• Place your space heater on a level, hard, nonflammable surface; do not place it on rugs or carpets or atop tables or countertops.
• Turn the space heater off when you leave the area. Do not leave a space heater on while sleeping.
• If a generator is used this winter, ensure its use in a well-ventilated location outdoors away from windows, doors, and vent openings.
• As always, ensure you have working carbon monoxide and smoke alarms by replacing batteries frequently and testing them monthly.
• Develop and practice a home escape plan with your entire family. Everyone should know two ways out and have an established outside meeting location.
Thanksgiving is a day of family, fun, football, and delicious comfort foods. But, be warned, cooking this holiday’s favorite fowl can be dangerous. According to a report from the National Fire Incident Reporting System (NFIRS), the likelihood of a residential fire on Thanksgiving is double that of any other day of the year! To make sure your feast doesn’t go up in flames, read on and learn how to cook a Thanksgiving turkey safely!
• Stay attentive, watch the bird, not the game. Do not walk away from a kitchen appliance when cooking food.
• Is your house equipped with working smoke alarms and a fire extinguisher? Fire extinguishers should have their pressure gauges checked once a month, but also need to be certified by a professional annually.
• Consider baking your bird, not frying it. Unsurprisingly, a large vat of boiling grease will greatly increase the probability of starting a fire because several things can easily go wrong. Risks, such as overfilling the pot with oil, overheating the oil, tipping the pot, missing thermostat controls, violent reactions from placing the frozen bird into the hot oil, cause this method of cooking to be greatly discouraged. If you do decide to fry, always do so outdoors on a level, safe location with an allpurpose fire extinguisher nearby.
• If your oven or microwave catches fire, remember to keep the door closed. This will deprive the flame of oxygen and should extinguish it.
• Act safely in the event of a fire. Should a grease fire occur, NEVER use water to extinguish it! If possible, cover the pot or pan with a lid and smother the fire. If extinguishment isn’t an easy option, get out, and call 9-1-1 immediately. Attempting to put out a fully involved kitchen fire is extremely dangerous and should be left to the professionals.
As winter continues and the holiday spirit fills the air, it’s crucial to ensure a season that’s not just joyous but safe for everyone. The Mukilteo Fire Department invites you to keep your family safe by following these fire safety must-dos this holiday season.
• Many do not realize that dry Christmas trees are highly flammable. As trees lose moisture, they become very susceptible to catching fire. Maintain your Christmas tree far from heat sources, hydrate the tree daily with plenty of water, and remove it from your home soon after the holiday season to decrease risks.
• Be very careful with candle placement. Use sturdy holders, keep away from pets and wagging tails, and never leave candles unattended. Please consider using flameless LED candles for ambiance without fire risk, especially in homes with children or pets.
• Overloading electrical outlets by connecting too many decorations or lights to a single outlet can cause overheating and increase the potential for fire. Inspect the condition of electrical cords before use, never run electrical cords under carpets or furniture, consider using smart plugs or timers to limit consumption, and ensure all your electrical appliances and lights are certified for safety standards. They should be labeled for optimum safety.
• Many winter celebrations may involve alcohol consumption, which can decrease attention, impair decision making, and increase the risk of accidents. Please care for your family and guests with kind attention.
