MISSION STATEMENT

The Recreation and Cultural Services Department sets the standard in meeting the recreation and leisure needs of the Mukilteo community. Expectations are met through extraordinary customer service, strong community partnerships, top notch facilities and trails, authentic local programming, and attractive large-scale special events.

PARKS AND ARTS COMMISSION

The Parks and Arts Commission is dedicated to fostering a healthy and vibrant community for the enhancement and effective management of arts, parks, and recreational facilities. Parks and Arts Commission meetings are held on the first Thursday of each month at 6:00pm in the Council Chambers at City Hall, 11930 Cyrus Way, Mukilteo, WA. Below is an example of how to read registration information for classes.

SIGN UP NOW!

Please register in time to be certain you get the class you want. All programs must meet minimum enrollment in order to be held. Classes will be cancelled 5 business days in advance if they do not reach the minimum enrollment.

CANCELLATION/TRANSFER/REFUND POLICY

• A full refund/credit, less the $14 withdrawal fee, will be refunded if a participant requests a refund a minimum of 6 business days before a class is scheduled to begin.

• Transfers must be requested 6 business days prior to the start of the class.

• No refunds or credits for a class withdrawal requested less than 6 business days prior to the start of the class.

• Refunds will not be given for classes or programs for amounts less than $14, unless cancelled by the city.

• Classes/activities may be cancelled due to insufficient registration or inclement weather.

• A full refund will be given if the Mukilteo Recreation and Cultural Services Department cancels a class.

• A service fee of $35 will be imposed for all returned checks.

LANGUAGE LINE

The City of Mukilteo provides interpretation services through Language Line for those who speak little or no English. An interpreter can be provided via phone within 30 seconds. 240 languages available.

• Boo Bash – Join us for a spook-tacular Halloween celebration on October 26th from 2:00–5:00 PM. It’s a fun, festive event the whole family will enjoy!

• The Breakfast Club – Designed especially for older adults, this series offers a relaxing way to connect over a warm meal and waterfront view. Upcoming dates: September 24th and November 26th from 9:30–11:00 AM.

• Merry Mukilteo – Celebrate the season at our festive winter event featuring live musical performances, holiday cheer, and community spirit on December 6th from 3:00–6:00 PM

EDGEWATER BEACH

Edgewater Beach provides access to the beach, and has benches, picnic tables and a parking lot.

MUKILTEO HISTORIC LIGHT STATION

Operated by the Mukilteo Historical Society. Tours of the lighthouse, inside exhibits and shopping in the gift shop are available Saturday and Sunday afternoons, April through September. For more information about the Mukilteo Light Station, visit mukilteohistorical.org.

BYERS FAMILY PARK

Byers Family Park, located at 604 4th Street, is Mukilteo’s newest park. This 1/3 acre park features a contoured plaza, an arbor, bicycle repair station, and 3 benches. lt features beautiful views of the sound and Lighthouse Park. Byers Family Park, a place of peace, hope and reflection. Come visit the newly installed features.

YOUTH

ADVANCED 3D-PRINTING FOR KIDS

AGES: 9 TO 13

In this class, we will continue exploring 3D-modeling and 3D-printing through a new set of fun hands-on projects focused on movement: toy boats, rolling cars, articulated animals, and handcranked cam toys. We'll model each project together in TinkerCAD, then 3D-print students' designs between classes for them to take home the following week. This class is the perfect next step for students who have taken any of our other 3D-printing classes, or completed TinkerCAD projects in other settings.

Explore the exciting world of 3D-Printing through three fun and engaging projects! In this class, students will learn how 3D-printers work, and use TinkerCAD to design jewelry, fidget spinners, maze toys, and toy monsters to 3D-print and take home. All materials provided, beginners welcome!

The cornerstone of the Music Together® program is our MixedAge music class, for children from birth through age 5 and the grown ups who love them! RHYTHM KIDS

Designed specifically for pre-K and early elementary students, our active Rhythm Kids classes for big kids tap into how children this age are wired to learn, with music games, animal rhythm stories, and lots of stomping-flying-climbing fun. In each weekly music class, we drum, sing, move, and play to rhythms inspired by musical traditions around the world, from West African Gahu, to Japanese Taiko, to Brazilian Samba, just to name a few. Does your little learner love to tinker and create new things, or are they the kind of learner who likes to break things apart to see what’s inside? If so, they’re going to love Snapology’s Basic Engineers program! This program gives your student the tools they need to understand mechanical movement and the importance of simple machines. They will see these moving parts up close as they follow instructions to build various machines and then use the basic models to develop more elaborate, creative designs with their partners and teams.

Kellye Vaughn is a Mukilteo resident, a massage therapist and landscape photographer who enjoys traveling the Pacific Northwest with camera in hand, as well as abroad. This past year she journeyed to Iceland, the Caribbean and the Big Island of Hawaii, which produced a mix of images that she is excited to share at Rosehill Community Center. With a gift for seeing the beauty in the world, she gives the viewer a glimpse of what captures her eye and fills her spirit, with gratitude and grace.

TRAIL SCHOOL - MAINTENANCE 101

AGES: ANY

The goal of this trail school is to provide volunteers with essential training on the environmental, economic, and social aspects of trail sustainability, covering topics from planning and design to construction and maintenance. The class includes both classroom sessions and fieldwork. In the field, participants gain hands-on experience in tool safety and trail maintenance. This training cultivates skilled volunteer leaders ready to support and sustain trail systems in Mukilteo and beyond.

EMERGENCY COMMUNICATIONS

September is National Preparedness Month. Radio Mukilteo is hosting an informational meeting about emergency radio communications. They are a group of volunteer licensed amateur (ham) radio operators who provide emergency radio communications support to the City of Mukilteo. Come to learn who they are, what they do, and how you can become a member. Not a ham? Learn how to obtain your amateur radio operator license.

Make an in-person appointment with a SHIBA advisor to review your Medicare choices for 2026. SHIBA is a free, unbiased service offered through the Office of the Insurance Commissioner. Our volunteer advisors are trained and not insurance brokers. They can educate you about Medicare and the options you have so you can make an informed decision about your Medicare coverage. POSTURE FITNESS

AGES: 55 AND UP

Our bodies function optimally when the shoulders, hips, knees, and ankles are in alignment. In this class, before each exercise, we align the joints. The exercises strengthen the muscles to hold the ideal posture. The result is elimination of current pain and prevention of future pain. The more regularly we do the exercises, the longer we remain pain free and can avoid surgeries.

PROJECT LINUS - QUILT MAKING

Take the mystery out of quilt making! Do you need help making that special blanket or quilt? Stop by and ask some questions or bring your project to work on. We can help with cutting, laying out, construction and finishing how-to's. During this time, several of us have fun working on charity quilts that help local kids in need. If you are new at quilting, this is a great opportunity for you to help and learn at the same time; if you are experienced, we would love your help.

The City of Mukilteo encourages residents to actively participate in shaping the future of our community by serving on one of the City’s Boards, Commissions, or Committees. These volunteer roles play a vital part in the City’s policy development process, providing ongoing input to the Mayor and City Council.

Mukilteo’s Boards and Commissions cover a wide range of topics, from historic preservation to diversity, equity, and inclusion. While some are required by state law, others are created by local ordinance or special appointments by the Mayor and Council to address specific needs. All positions, except for the Hearing Examiner, are voluntary and unpaid, but they provide an opportunity to make a meaningful difference in the community.

Why is an Emergency Medical Services (EMS) Levy Renewal being proposed?

The Mukilteo City Council approved a resolution asking residents to renew the levy for Emergency Medical Service (EMS) during the November 4, 2025 general election ballot.

The costs to provide the same level of service are higher than the revenue collected from the EMS levy

The city is limited to a 1% revenue increase per year while costs are increasing an average of 5%. Everything has increased in cost due to inflation –emergency personnel, equipment, ambulance maintenance, fuel and medical supplies. An EMS levy renewal is needed to retain the current level of emergency medical services.

An EMS Levy Renewal is needed to retain a local Fire Department

Without an EMS Levy Renewal, the City may need to pursue annexation with a regional fire authority, which would significantly increase costs to Mukilteo residents.

Mukilteo has the lowest City + Fire/EMS Tax Rate in Snohomish County

Mukilteo currently has the lowest tax rate for City + Fire/EMS in Snohomish County. Even with a Levy Renewal passing, Mukilteo would remain the lowest as shown in the chart.

Understanding the city's budget challenges

At the current EMS levy rate, The Emergency Medical Services (EMS) Fund will continue to erode. Over the next six years, the EMS Fund is expected to face nearly $4 million in total deficits, potentially resulting in a negative fund balance of $3.8 million.

EMS accounts for 78% of all calls for our fire department

EMS is the most widely-used emergency service by city residents. Mukilteo provides both Basic and Advanced Life Support – the highest level of pre-hospital care possible. Call volumes have increased as has the cost to provide service.

Here are the numbers

Voters approved a $0.50 EMS Levy in 2010. Levy rates fall as property values increase to limit the fire department to roughly the same amount of revenue per year (plus 1%). The levy rate has fallen to $0.27 since that time. If approved, the ballot measure would return the EMS levy to $.50 for emergency medical services.

Renewing the EMS levy at that rate would cost the owner of a $836,000 home (considered an average for Mukilteo) an additional $16 per month/$191 per year.

City of Mukilteo Finalizes Phase 1 Annexation Area Along Mukilteo

Speedway and 121st Street SW

The City of Mukilteo is excited to announce the successful annexation of a portion of unincorporated Snohomish County that includes the east side of the Mukilteo Speedway—from the Mukilteo Speedway Café to Beverly Park Road—as well as both sides of 121st Street SW.

The Mukilteo City Council adopted the ordinance finalizing the annexation during its meeting on July 7th, following years of collaborative efforts with Snohomish County and City staff.

"Since returning to office in 2022, one of my continued priorities has been annexing this specific area," said Mayor Joe Marine. "Many people are surprised to learn that when they dine at, for example, the Mukilteo Speedway Café, they're actually outside city limits. As the vibrant hues of autumn sweep across the Pacific Northwest and our daily habits shift towards the indoors, the City of Mukilteo invites you to discover a new, engaging reason to step outside! The City of Mukilteo is launching the Adopt-A-Drain program where residents can adopt, give a unique name, and keep a drain clean year-round – all while making a tangible difference in your community.

Participating in the Adopt-a-Drain program would allow residents to play a part in preventing flooding and pollutants entering the Puget Sound. Mukilteo boasts intimate trail systems, great views, and sunsets overlooking the water. Interestingly, these features of Mukilteo are also what poses a unique challenge to stormwater drainage. Our city is home to 13 distinct watersheds and characterized by steep slopes, meaning we receive a significant volume of rainwater,

emergency services already respond to calls there, it simply makes sense to bring this area officially into Mukilteo."

The area has long felt like an extension of the community, and this formal annexation ensures that City services, governance, and identity are consistent for both residents and businesses in the area.

“This effort has been a long time coming, and I’m proud to see it come to fruition,” said Mayor Marine. “I want to sincerely thank our partners at Snohomish County, as well as our dedicated staff in Mukilteo, for their diligent work and persistence throughout this process.”

With the annexation now official, the City will begin the next steps of integrating the area into Mukilteo’s service structure and long-term planning efforts.

Charge into Fire Safety

The Mukilteo Fire Department is collaborating with the National Fire Protection Association® (NFPA®) to recognize Fire Prevention Week 2025, which will take place from October 5–11. This year's theme, “Charge into Fire Safety™: Lithium-Ion Batteries in Your Home,” highlights the importance of safely using and maintaining lithium-ion batteries in daily life.

Why

Lithium-Ion Batteries?

Lithium-ion batteries power many everyday devices, including smartphones, laptops, tablets, power tools, e-bikes, electric scooters, and toys. While these batteries are convenient and powerful, improper use or damage can cause them to overheat, ignite, or even explode.

“Lithium-ion batteries are powerful, convenient, and they’re just about everywhere,” said Lorraine Carli, the vice president of Outreach and Advocacy at NFPA. “Making sure the public knows how to handle them safely is critical to minimizing the potential risks they present.”

Mukilteo Fire advises everyone in the community to follow these three steps when using lithium-ion-powered devices:

BUY only certified products

• Look for a certification mark from a nationally recognized testing laboratory (such as UL or ETL) when purchasing battery-powered items.

• Avoid cheap, off-brand devices and batteries that may not meet safety standards — especially those sold online without reviews or testing information.

CHARGE devices correctly

• Always use the charger provided with the device or a manufacturer-approved replacement.

POLICE

Citizen Community Academy

This eight-week Community Academy allows attendees to interact with Police Officers while they learn about the day-today operations of the Mukilteo Police Department. Classes meet from 6 to 8 pm one night per week (on Thursdays) for 8 weeks, and are provided at no charge to attendees. Classes are typically held at Rosehill Community Center, located at 304 Lincoln Avenue in Mukilteo.

• Improper disposal can cause dangerous fires in garbage trucks or recycling facilities.
